Each year more than 400 coal miners are injured (fatally and nonfatally) by rock falling from between or around roof supports. Many of these injuries can be prevented by the installation of roof screen. However, many coal mines are reluctant to use roof screen because of the added cost. The goal of this study was to determine the potential savings in workers' compensation (W C) premiums that can be achieved due to a reduction in rock fall injuries after roof screening. The WC rate-setting methods utilized by Illinois and Kentucky were investigated in this study. Using data obtained from the Mine Safety and Health Administration, national and state WC bodies and individual insurance companies (e.g., average cost per injury, loss cost rate, number of injuries per year, number of injuries preventable each year with roof screening), baseline mines (representing two mine sizes: 67 and 150 employees) were constructed with realistic ranges for estimates of injuries and WC premium costs. Using each state's actual WC rate-setting formulas, a sensitivity analysis was conducted to determine the total savings in WC costs after a three-year period. Annual savings in WC premiums ranged from $41,000 to $326,000 for the 67-person mine, and $96,000 to $843,000 for the 150-person mine. An economic analysis of the cost of a roof screening program at a 67-person mine was also conducted. The annual cost of a roof screening program here was estimated at $240,000. At this mine, the reduction in WC premiums alone could pay for the entire screening program.

BOLIVIA still remains among the oil countries that have proved oil acreage but no production which is being marketed. No steps have been taken during the past year to provide facilities for transport of Bolivian oil to market nor are any known to be contemplated for 1930. The only active operator to date is the Standard Oil Co. of Bolivia, subsidiary of the Standard Oil Co. of New Jersey. The potential production from completed wells is practically unchanged from the 1928 figure of 6000 bbl. daily. As far as is known, there has been only one completion during the year 1929. This is the Machareti well, which is about 50 km. north of Villa Montes along the road to Charagua. The well is reported at about 250 bbl. daily initial production. The gravity of the oil is not known but is presumed to be about 40" Bé., the average for the region. The Standard Oil Co. of Bolivia has five strings working on various parts of its concession. No new locations have been made definitely. Company Activities There was no change in the situation of American holdings in Bolivia during 1929. The oil rights of an English company, acquired under a special colonization contract with the Bolivian Government, are being negotiated in New York and may mean the entrance of another of the large American oil companies in Bolivia. The Sucre Syndicate sold its holdings to the Standard Oil Co. of Bolivia during the past year. .A local company called the "Aguila Doble" was formed during 1929 to drill a well or wells near the town of Cochabamba on structures mapped by a local geologist. It is reported that the Government is buying about one-fourth of the capital stock of this company for 500,000 Bolivianos (about $180,000). The company has not yet raised sufficieht funds to buy drilling equipment so that no operations have been started. According to the statements published in La Pas, this company has acreage on seven anticlinal structures near Cochabamba. The coal-mining industry of the United States finds difficulty not only in making ends meet financially but also in operating with anything like reasonable safety. The record to date has not been particularly good as to either finance or safety, but at least in some phases or safety there are indications of better times to come. During the fiscal year ending June 30, 1929, only 139 lives were lost in explosions in our mines as against 342 lost during the fiscal year ended June 30, 1928; this decrease in such fatalities is definitely a matter for satisfaction. During the fiscal year July 1, 1928, to June 30, 1929, the attention of the safety division of the U. S. Bureau of Mines was directed to 38 mine explosions in the United States. Two explosions were in non-coal mines, one in a semianthracite mine, two in anthracite mines, and 33 in bituminous mines. These were not all major explosions - that is, explosions in which five or more lives were lost; in some of the explosions no lives were lost, while in others fewer than five fatalities resulted. Table 1 gives data on the explosions, showing the number of mines using open or closed lights and the number of explosions with resulting deaths, by causes, for each State.

Since 1920, the Bureau of Mines and, other agencies have conducted numerous investigations of methods of communication for use in mines in times of disaster or emergency. The results of these investigations have been reported in various publications (3, 4; 5, 6, 8, 9, 10, 11, 12, 13, 14, 15, 16). In November 1944, the Bureau of Mines resumed the study of emergency underground communications. Until March 1946, the program was directed toward reexamining methods of underground communication that indicated possibilities of success. Since April 1946, the principal interest of this investigation has been in methods of application of radio to communication in mines, low-frequency radio seeming to offer the most promise as a successful method of emergency mine communication. Results achieved in reexamining other methods and in the investigation or the application of low-frequency radio between November 1944 and September 1946 were reported previously in a publication entitled "Some Studies on Emergency Mine Communications".

PasmincoÆs Century Concentrator in North West Queensland commenced operations in November 1999. The nameplate production capacity of 500 000 tpa of zinc metal production in concentrate was achieved in August 2002. Completion of the production ramp up was successful due to the culmination of a number of initiatives throughout 2001 and 2002. Mine to mill interaction to understand and eliminate head grade related bottlenecks affecting Concentrator production and reduce feed variation. Grinding circuit process development û operating and process control strategies to improve stability and reduce grind size to support zinc recovery. Pumping upgrades to control spillage in ultrafine zinc flotation Low density zinc flotation strategy û to improve silica-sphalerite separation to improve zinc recovery while maintaining acceptable silica in final concentrate. Flotation circuit process development û froth crowders, froth cameras and reagent control strategies to improve primary zinc flotation performance. Review and implementation of longer campaigns between planned shutdowns to improve availability. Team reorganisation û to improve setting and implementation of metallurgical strategies. This paper describes these initiatives and their contribution in achieving the production target. It also notes the ball mill motor failures that delayed the successful achievement of the ramp up, and CenturyÆs response to minimise the production impact. The paper also outlines the capital improvement program that was implemented to improve zinc recovery to design 82.5 per cent recovery once the production rate had been achieved.

The insecure rock may be a weak beam or loose from arching or from sloughing. The material is strengthened and held in place before damage can result.Little is known of the limitations of rock bolting; to date, work has been carried on by trial-and-error, with large safety factors being used. Rock bolts have been principally used for roof support. The Bureau of Mines investigated the mineralogy, tonnage, and beneficiating characteristics of oxidized (nonmagnetic) taconite iron resources of the Western Mesabi Range as part of its program to insure adequate future domestic mineral supplies. Magnetic taconite currently provides about 95 pct of Mesabi production, but the large tonnages of oxidized taconite between the magnetic deposits will be needed to help meet future domestic demand for iron ore. Three bulk samples that represent large tonnages from the Western Mesabi Range were selected to determine their mineral composition and liberation by light optical microscopy and to test their beneficiating response. This report describes the mineralogy and liberation characteristics of the three samples of the Biwabik Iron-Formation for 26.5 mi (42.7 kID) from Keewatin to Grand Rapids, MN. (Details of response to beneficia-tion were reported previously.) The samples represent mostly material from the Lower Cherty Member of the Biwabik-Iron Formation, although one sample included some Upper Cherty Member. Minerals of all three samples were quartz (chert), hematite, goethite, and minor to trace amounts of magnetite, iron carbonate, and iron silicates. It was concluded that the oxidized taconites of the Western Mesabi Range represent a subeconomic indicated resource that can be selectively mined and beneficiated as a future large source of iron feed for steelmaking.

Studies in grinding efficiencies carried out at the Midvale plant of the U. S. Smelting, Refining & Mining Co. and at the Tooele plant of the International Smelting Co. Were made possible by the cooperation of these two companies with the U. S. Bureau of Mines. Mr. Alan Probert of the U. S. Smelting, Refining & Mining Co. and Mr. E. C. Peterson of the International Smelting Co., devoted their entire time to the work during the respective tests, and their services are hereby gratefully acknowledged. The San Luis deposit is one of the few documented gold deposits on a detachment surface. This paper presents mineralogic and geochemical data that was gathered to characterize the mineralization, classify the ore deposit, and provide details of the ore forming process. Included are data on the paragenesis; alteration-mineral assemblages major and trace element geochemistry, and fluid inclusions. The San Luis deposit occurs on the western slope of the Sangre de Cristo Mountains adjacent to the San Luis Basin about 5 miles northeast of the town of San Luis in Costillo County, south-central Colorado. Mineralization was discovered in the district in the early 17th century. Production began in 1890 on lead-silver ores from which the district took the name the old name of "El Plomo". From 1897 through 1934 gold was intermittently produced. Battle Mountain Gold Company took an option on the property in 1987 and proved on ore body comprising an eastern block that has 1,277,300 t ore at a grade of 1.68 g/t and a western block of 9,744,000 t with a grade of 1.34 g/t. Production began in 1990. A companion paper by Benson (1994) describes the San Luis district and the ore body, hence the reader is referred to this or Robert and David (1990) for details of the geology from which the following is summarized.

The properties required for a com-pound to form useful thermoelectric materials are described. Uranium compounds which might have these properties are reviewed. Several of these compounds have been prepared and fabricated into compacts. The apparatus used for hot pressing, and for the measurement of thermoelectric power, electrical conductivity and thermal conductivity, is described. Detailed attention has been given to the properties of the nitrides. Preliminary studies on a number of other uranium compounds are reported. The figures of merit of the best materials so far examined are one-tenth of those necessary for a useful thermo-electric material. THE efficiency of thermoelectric materials for power generation and cooling is determined by their figure of merit, Z = a2 a/K, where a, a and K are thermoelectric power, electrical conductivity and thermal conductivity, respectively. It is well known that the largest values of Z are achieved with semiconductors (1). This paper synthesises the findings of five studies undertaken by the CSIRO Wealth from Oceans Flagship in 2009-10. This research explores the concerns, expectations, and information needs of a range of stakeholders, (ie government, seafloor exploration and mining industry, other marine industries, environmental non-government organisations (NGOs), community members) in relation to the possible exploration and mining of minerals and aggregates from the seafloor, as well as the conditions for meaningful engagement with communities regarding seafloor exploration and mining (SEM) activities. The SEM industry has been described as the ‘next minerals frontier’, as incentives to explore and mine seafloor resources increase because of diminishing reserves of easily accessible onshore mineral and aggregate deposits. However, the conditions (if any) under which SEM would be acceptable to stakeholders (notably the public and regulators) have not been established. This work seeks to address this gap and ascertain the levels at which potential environmental and social impacts become unacceptable to those stakeholders. The research follows an earlier phase of studies undertaken in 2006 - 2008 that: identified the opportunities and barriers to the development of SEM in Australia, took the first step towards understanding the public and political contexts surrounding the industry, and mapped the positions of key stakeholders and captured their major issues and concerns. Together, these two phases of research confirm that environmental concerns dominate stakeholders’ responses to the idea of an expanded industry. However, the most recent phase of research has also found that, similar to current onshore scenarios, reservations due to environmental concerns do not completely outweigh social and economic objectives. This is provided stakeholders feel confident that there are systems in place (regulatory frameworks, watchdogs, independent research, and stakeholder consultation) to ensure that all interests are protected. When making decisions about the social acceptability of potential seafloor mining, stakeholders favour a precautionary approach, supported by rigorous scientific analysis of the potential environmental impacts, transparent and socially responsive management processes, and meaningful stakeholder engagement. This paper outlines the details of these findings, which may also be relevant to understanding the social acceptability or ‘social licence to operate’ for other future mining scenarios featuring a new approach or technology.

When the word "gas"' is mentioned in connection with mining almost invariably it is inferred that the explosive gas, methane, is in mind and that the reference is to coal mining. Although methane is likely to occur in any coal mine the metal mines of the world contain by far a greater variety of gases than do the coal mines. Often the gases in metal mines are as dangerous as the gases likely to be found in coal mines, and sometimes are even more deadly. A coal mine is more likely to contain methane than a metal mine. In rare instances it may contain high percentages of nitrogen or carbon dioxide or it may be deficient in oxygen where the air is confined in a blind end or in a sealed region. Much more rarely relatively small percentages of ethane or other hydrocarbons with an odor of ether, gasoline, or kerosene, or minute percentages of hydrogen sulphide are found in a coal mine. During a coal-mine fire or explosion carbon monoxide content is likely to be high (4 per cent or more), and if the coal contains much sulphur the high fumes may contain some sulphur dioxide.

The 1965 Lignite Symposium, the fourth in a series and the third sponsored by the University of North Dakota and the Bureau of Mines, was held at Bismarck, N. Dak., on April 29-30, 1963. Them 7 symposia provide a forum for those interested in the technology and utilization of solid fuels, especially lignitic coals. As part of the meeting, a 200-mile field trip was taken including inspection of (1) the 200-megawatt, pulverized Lignite-fired Leland Olds plant of Basin Electric Power Cooperative, under construction near Stanton, N. Dak.; (2) the site of the Glenharold mine of the. Truax-Traer Goal Co., Division of Consolidation Coal Co., where a wheel excavator was being assembled; (3) the operating Beulah mine of Knife River Coal Mining Co., subsidiary of Montana-Dakota Utilities Co., near Beulah, N. Dak.; and (4) the 400-megawatt, hydro-electric Garrison Dam powerplant, near Garrison, N. Dak.

Gypsum was first exploited as ?a commercial proposition in this province by the Union Mining Company which, in 1900 opened quarries on the east shore of Lake Manitoba, near the present site of Gypsumville. This company established a mill at the head of Portage Bay on the lake, and the manufactured plaster was carried by the companies boats to McArthur's siding on the Whitemouth river near Westbourne, Man., from which point it was distributed. In 1904 a reorganization took place and the Manitoba Gypsum Company Limited bought out the original company, and operated the original mill for about one year when it was destroyed by fire. There were many factors which rendered the operation of a mill at the quarries very difficult; lack of rail transportation for bringing in supplies, and the impossibility of local power development made manufacturing costs very high. Satisfactory distribution could not be affected because of water transportation and poor terminal facilities at McArthur's siding. For these reasons the new mill was built at Winnipeg, where cheaper power and better distributing facilities permitted the industry being placed in a better position. The company continued to bring the gypsum rock by steamer to Totogan, from which point it was transported by rail to Winnipeg. This period was one of steady expansion as the product became better known and more universally accepted as a wall finishing material. Unfortunately, in 1909, this new mill was destroyed by fire, causing a serious set-back to the company, at a time when the steady growth of the western market gave every promise of the industry being placed on a profitable basis.

Modern, high-speed machines used in the manufacture of paper require foundations with stringent settlement constraints. To fulfill this requirement, caisson piles, extending into bedrock, were selected to support a paper machine in Baie Comeau for the Quebec North Shore Paper Company (QNSPCo.). This was the fourth machine in an existing paper mill, and its construction was part of an expansion program which included the building of associated structures such as a wood room and chip storage building, and other facilities, Figure 1. The paper mill in Baie Comeau, Quebec, is located in an area which has extensive deposits of sensitive marine clay which are transformed into a viscous liquid when disturbed by external forces such as the driving of piles. Loss of ground and soil disturbance as affected by piling activity assumed considerable importance in the design and construction of the caissons particularly in view of the proximity of existing plant facilities, including another paper machine.

In the Analysis of Retreat Mining Pillar Stability (ARMPS) program, the magnitude of the abutment loading adjacent to a gob area is calculated using an ?abutment angle? concept. The extent of the abutment loading is determined solely as a function of depth from an empirically derived equation. In the recommended calibration method for LaModel, it was believed that the empirical equations for calculating the magnitude and extent of the abutment load, as used in ARMPS, were the best available methods for determining these critical overburden loading values. Therefore, similar calculations were implemented in the LaModel calibration method. However, the latest in situ stress measurements of abutment loading performed in the United States and Australia have shown that there can be significant deviations in the measured abutment magnitude and extent as compared to the predicted values from the empirical formulas used in ARMPS and LaModel. It seems reasonable that the overburden geology, depth, extraction panel width, and mining height should have a significant effect on the extent and magnitude of the abutment load. However, the current empirical formulas do not incorporate many of these significant parameters into determining the abutment load on the pillars. In this paper, stress measurements from US and Australian mines were back-analyzed by using analytical and numerical methods to investigate the measured abutment extent and loading. Ultimately, it was determined that the original empirical abutment extent formula in conjunction with the original ALPS square-decay stress distribution function was supported by the case histories in this paper. Also, for depths less than 900 ft, the average 21° abutment angle was supported by the case histories; however, at depths greater than 900 ft, the abutment angle was found to be significantly less than 21° and should be calculated with a new proposed equation.

"ADVANCE planning of mining methods, from the first development openings to stope layout and pillar recovery, has long been accepted as a normal method of operating a mine. Recently, mine managers have become increasingly aware that advance planning of cost and accounting controls can also be considered a normal method of operation. The use of such controls is wide-spread in manufacturing industries. In mining, the gold mines of South Africa have pioneered, with marked success, in this field and have been closely associated with most of the research and field work in accounting control. Canadian mine managers are also beginning to realize the advantages of using planned costs. The control procedures which subsequently have been introduced at various mines have come to be known by such names as ""Responsibility Costing"" or Budgetary Control"".Budgetary control, the term used in this paper, is based on the concept of decentralized authority with centralized control. ;The control is achieved by measuring results against yardsticks which are in the form of budgets or standards. Bud-gets are made for the future activities of each possible operation as planned by the department head, and attention is directed to variations from this plan. Furthermore, the control process charges to each operation only those costs which are incurred directly for that operation, and which can be controlled by the person in charge. Thus, budgetary control relates results to the officials responsible for those results. Expenditures are analyzed according to the organizational structure of the mine and the people who run it, and not according to production processes."

Agglomeration for Copper Heap Leaching Agglomeration of ore is a method which can be used to eliminate the migration of fine grained particles throughout a leach heap. Without agglomeration, fine ore particles are able to migration within the heap, clogging flow channels and producing large areas where access of the solution is poor. In order to gain the benefits of agglomeration and improve agglomerate strength even further in copper heap leaching, an economical, acid-resistant binder is needed. However, most binders have been used without any systematic reasoning. A set of novel testing methods were developed, including a soak test, percolation flooded columns, and larger long-term leach columns. The soak test compares the degree of breakdown when agglomerates are subjected to an acidic environment. While the percolation flooded columns and larger long-term leach columns evaluate the flow of leach solution throughout the ore bed. Systematic studies have been completed on a wide range of binders using these novel testing procedures. It was found that for a low grade chalcocite ore, which was rich in silica, from a southwest US mine, polyacrylamides reduced the fines migration the best in the novel soak test. The non-ionic binder, in particular, was found to reduce fines migration as much as 93 per cent. Several of the binders tested were shown to increase the hydraulic conductivities of the agglomerated ore up to 2.5 mm/sec, compared to a hydraulic conductivity of only 0.25 mm/sec when no binder was used. These binders also prevented 'slumping' of the ore, which indicates a decrease in breakdown of the agglomerates. The use of a binder also showed no interference with leaching reactions in long-term leaching experiments.

The transition from open pit to underground mining represents a key strategic challenge in modern mine planning. This paper presents a multicriteria and multivariable methodology to plan such a transition, integrating technical, economic, environmental, and social considerations. The proposed framework focuses on risk reduction (de-risking) through the identification of alternative development paths, the use of stochastic simulation to model geological and technical uncertainty, and different mining strategies such as methods, production rates, sequence, etc. for ultimate underground implementation. The study summarizes the limitations of traditional planning methods—which usually treat the open pit and underground mine designs as independent processes—, also often it considers a single mining method and production rate for the underground option. Instead it is proposed an integrated approach that leverages synergies between both mining methods and scalable production rates. Also the proposed methodology incorporates the definition of critical variables (geotechnical, economic, and social, among others), the construction of multiple operational and technological transition paths, and the evaluation of each path under criteria of economic attractiveness and practical do-ability (capacity to be executed). Using simulation tools (SIMPLAN for operational performance and SIMVAL for economic evaluation), probabilistic distributions of the different path are obtained, enabling the quantification of the project’s Value at Risk (VaR). A subsequent multicriteria analysis weights the expected profitability against the feasibility of execution of each alternative, producing a decision matrix that provides a framework for evaluating the different project path. As a result, the proposed approach identifies OP→UG transition strategies that maximize business value by capturing remaining resources while minimizing financial and operational risks. Finally, strategic conclusions and recommendations for the industry are provided, emphasizing the importance of early transition planning even challenging the open pit sequencing of the latest push backs by introducing early underground operations. Future work includes strengthening the methodology—such as integrating real-time analysis and adaptive decision-making—and providing recommendations for its application in various mining operations. In summary, this paper delivers a technical and professional framework to guide mining companies on when and how to carry out a successful transition from open pit to underground mining, balancing resource recovery with financial, operational, and social security.
