WHAT proportion of the national wealth is represented by' the producing mines of the country?' Or by the- mining and metallurgical industry-as a whole, for it is impossible to make-an economic distinction between the mines that produce the ore and the plant that is used to get the metals from it. The total national wealth in fixed property is about $270,000,000,000. How much for the mines? I do not know that any one 'else has ever tried to furnish answers to these questions. In making such an attempt I am conscious that the result can be nothing more than a rough approximation. Yet even that will give an idea of relative values. No separate valuation for the mines of the country has appeared in any inventory of the national wealth previous to that which I compiled and published for 1916. -In earlier census estimates mines were supposed to be included under the head of real estate. However, an examination of the laws and practices of the several states with respect to mine taxation will make it evident that no good idea of the value of the mines of the coun¬try is obtainable from the assessment rolls. In my previous estimate for 1916, I computed the value of the mines at $8,000,000,000, which was approxi¬mately 10 times their net income as reported to the Bureau of Internal Revenue. In making that estimate I fell grossly into error, for several reasons that it is unnecessary to explain, but chiefly because the net income of the mines of the country in that year was exceptionally large. The whole subject of valuing the mines of the country en bloc is extraordinarily difficult At the best, no one can hope to arrive at, anything more than a rough idea about it. However, elements of reason may be introduced and may be made to serve as chief bases.

Death and injury rates in mining have been the highest of any industry; the injury severity rates in mines have also been the highest. Tentative figures reveal that 1971 was the best year yet for the bituminous coal indus¬try with the lowest number of fatal accidents. Nevertheless, 177 men were killed at a frequency rate of 0.76 per million man hours. Coal mine accident statistics have been described at various times as unacceptable and intolerable and recently resulted in the enactment of massive legislation. The 1969 Coal Mine Health and Safety Act was passed by Congress "to improve the working conditions and practices in coal mines and to prevent accidents and occupational diseases originating in the coal mining industry." The prevention of accidents in coal mines is the statutory responsibility of mining engineers and the moral responsibility of all who have any part to play in mining coal. The questions to be answered by these men may well be - What are the reasons for the high accident rate? Are the mines as safe as they can be? Are our mines sufficiently manned to insure proper supervision of production cycles and safety requirements? Are our plans for safety committees, safety campaigns, and safety inspections sufficient? Are they producing the results intended? If not, how can these be reorganized to have a greater impact? What is the real cost of an accident? What are the immediate and long-term plans for further improvements? These questions are in no way exhaustive, and the answers are not easy. There are many aspects of mine safety, and any one of them can be the subject of a lengthy discussion. The aim of this paper, therefore, is to limit the analysis to documented fatal electrical accidents in mines so that meaningful conclusions for improvement in electrical accident-experience statistics can be made. In doing this, it is also the intention to emphasize areas of missing information and propose a few suggestions for better hazard analysis.

Discussion of the laws bearing upon the economics of mining in this province at once resolves itself under three headings: (a) The rights and obligations of holders of mineral bearing lands; (b) Taxation of mines; (c) Regulation of methods adopted in financing mining operations. Titles: The law relating to titles is contained in the Mineral Act, Placer Mining Act and Coal Mines Prospecting Act. Origin: Mining laws in force in this province and elsewhere on the continent had their origin in the rule-of-thumb regulations adopted by prospectors themselves, when, far from the centres of civilization and the seats of the courts of justice, they found it necessary, for mutual protection, to fix the conditions of possession by right of location, and to prescribe the duties to be performed in order to enable the individual to maintain his ground against all comers. These regulations have been codified and added to by legislatures, until we find adequate protection and safeguard to property in the laws of this province.

There is currently limited knowledge concerning South African coal deposits as hosts for rare earth elements (REE). This project aims to determine the concentration of REE, including yttrium and scandium (REY+Sc) in various coal seams and adjacent sediments in borehole cores from the Ermelo, Witbank, and Waterberg coalfields in South Africa. Coal petrography (maceral count and vitrinite reflectance), XRD, XRF, sequential chemical extraction procedure (SCEP) before ICPMS, and mineral liberation analysis (MLA) were conducted on the coal and associated sediment samples. The coals were inertinite-rich, medium-rank bituminous coal, with moderate to high ash content. The two dominant minerals in all the coalfields are kaolinite and quartz, except for sample ZBS2M, where dolomite was dominant. The dominant major oxides are Al2O3, SiO2, Fe2O3, and CaO, which concur with the XRD results. The ICP-MS results following SCEP indicated that both coal and the associated sediments were light REY+Sc dominant. There was also an elevation of medium REY+Sc in the Witbank coal’s associated sediment samples. Notably, the samples with the highest REY+Sc results were the sediment samples. The Waterberg samples had the lowest REY+Sc from both the coal (less than 2 μg/g to 7 μg/g) and associated sediments (2 μg/g to 15 μg/g). While the highest REY+Sc was yielded from the Witbank-associated sediments (500 μg/g to 2,500 μg/g). The carbonate fraction step proved to be the most successful leaching step, as most REY+Sc was recovered in that step for all coalfields. In addition to the carbonate fraction, the silicates and sulfide fraction in the Witbank samples, and the ion-exchangeable fraction for the Waterbergassociated sediments samples proved successful in leaching out the REY+Sc. MLA determined that monazite and xenotime in all the coal samples were the REY+Sc-bearing minerals.

In 1991 the uranium spot market price dropped to approximately US$7/Ib U308, a historical low in real terms and the short-term outlook for the industry in the next five years was grim. At this time the Ranger operation was producing uranium concentrate at its design capacity of approximately 3 000 tonnes/year. The loss of two major long-term contracts owing to price and reduced power utility demand due to excess inventories meant that the company could not match production to sales. Continuance at this production level would have resulted in a rapid buildup of product inventory and the tie-up of significant cash reserves. After analysing various options, an innovative operating strategy was devised such that production and sales were approximately balanced without a significant impact on the unit production cost or a long term effect on the plant or operation. A campaign mining/milling operation commenced and approximately 40 per cent of the workforce were retrenched. Multi-skilling of all employees was a critical aspect of ensuring a successful outcome. This paper examines the strategy and reports on the success of the operation two years after the restructuring exercise was effected in November 1991.

THAT colleges and technical schools constitute a vital factor in our industrial system is being realized more and more of late years. Consequently it is desirable that there should be a constant interchange of ideas between the 'school and the industries and that there should be a more intimate contact between the student and his future employer. Business and industry demand certain proficiencies and qualifications of the student and he, in turn, sees certain rewards and advantages in the industry. . In a meeting of this kind, whose primary purpose is to promote a greater intimacy between the students and those men who are active in the mining profession, it is quite fitting that each state his demnds upon the other in order to establish a common understanding. It is probable that a student, not being conversant with actual conditions in the industry, may be unfair in what he asks of his employer. Therefore criticism, constructive or other- wise, is not only accepted, but is invited.

Meridian Gold Company's Royal Mt. King mine (RMK), a subsidiary of FMC Gold Company, is located approximately 40 miles east of Stockton, California on the western edge of the historic mother lode belt. Gold ore at RMK is associated with a series of northwest trending fault zones hosted in either meta-volcanic or meta-sedimentary rock types commonly referred to as greenstone sulfide and carbonaceous phyllite. Mineralogy studies show gold in both ore types to occur primarily as electrum in the form of 1 -20 um inclusions in pyrite with varying amounts of free milling gold. In carbonaceous ores, gold was not found to be closely associated with carbon. At the start of the current mining operation, three major ore resources were identified. North Pit and Gold Knoll pits were the major greenstone reserves while Skyrocket Pit contained over 60% of the total reserves as carbonaceous ore. Since North Pit and Gold Knoll were to be the first areas mined, the mill began operation in February 1989 with a flowsheet designed for greenstone ores with a carbonaceous expansion anticipated after depletion of the greenstone reserves.

The effects of additives, sodium hydroxide, sodium carbonate, sodium oleate, oleic acid and polyacrylic acid, on stirred media milling of limestone have been investigated. The results are evaluated in terms of specific surface area, specific energy and energy efficiency as a function of additive dosage, polymer molecular weight, solids concentration and relevant operating variables. Use of additives generally results in changes in specific surface area and energy efficiency, while under certain conditions a more than 100% increase in these parameters can occur. Relevant interfacial properties have been measured and milling mechanisms involved are explored particularly in terms of the effect of additives on the flow patterns at higher solids concentration.

As freshwater resources are becoming scarce, the use of seawater as replacement of fresh water is appealing in order to make mineral processing operations more sustainable. Since froth stability plays a critical role in determining the performance of flotation operations, there is an urgent need to study the effect of frother dosage and seawater on froth stability. In this study, flotation tests in seawater were conducted to examine the effect of frother’s dosage (MIBC) on the froth stability and flotation performance of low-grade phosphate ore. The stability of the froth layer was assessed by measuring the froth growth velocity and the froth maximum height at equilibrium. Results indicated that the best flotation performance was obtained at 75 g/ton of MIBC where ~ 90% of phosphate minerals were recovered. At this recovery value, the concentrate grade was determined to be ~ 70%. Results from froth stability experiments showed that the stability of the froth layer increased by increasing MIBC dosage. At MIBC dosage of 75g/ton, the calculated values of dynamic froth stability and the froth height were ~ 0.4 cm/sec and 16 cm, respectively.

The Sappington Bridge, a steel arch span bridge constructed in 1904 over the Meramec River, was demolished due to its advanced state of deterioration. The demolition was a project to benefit Crawford County, Missouri, the U.S. Army, the Missouri Department of Transportation, and the University of Missouri – Rolla (UMR) was conducted jointly by the UMR Rock Mechanics and Explosives Research Center (RMERC) and the UMR Center for Infrastructure Engineering Studies (CIES). By arrangement with Crawford County, a 55-foot span of the old bridge was brought to the University Structures Laboratory in Rolla, while the longer, 200-foot span of the bridge was demolished using preburning and explosives. Originally, the longer span was to be blown up by C Company of the 5th Engineer Battalion (from Ft. Leonard Wood, Missouri) under the supervision of personnel from UMR. Unfortunately, permission for the operation from the Department of the Army could not be obtained in time to meet permitting requirements for the demolition. Therefore, a commercial demolition contractor was employed to perform the demolition, and to remove the scrap.

THIS paper is a companion to the one by George A. Morrison on Mining a Deep Limestone Mine in Ohio.[+] Barberton is 8 miles west of Akron, Ohio, and 23 miles south of Cleveland. The underground mining of limestone at Barberton constitutes the world's deepest limestone mine. The stratigraphy is as follows: 0-20 ft. Loam, clay, sand and gravel. Water bearing. 20-40 ft. Fractured. sandstone. Water bearing. 40-110 ft. Sandstone with interbedded shale, slightly fractured. Water bearing. 110-314 ft. Sandstone with interbedded shale, slightly fractured. Water carrying. 314-2197 ft. Shale with occasional seams of sandstone, which varies in thickness from a few inches to 4 feet. Dry. 2197-2247 ft. Limestone. Dry. 2247-2742 ft. Dolomitic limestone. Dry. 2742-2767 ft. Salt. Dry. 2767- Dolomitic limestone. Dry. All of the strata dip to the southeast, about 0.5 per cent from the horizontal. The top 110 ft. of the crust is water-bearing. The rock strata are naturally fractured to a depth of 314 ft., sufficient to allow the passage of water. In the shaft-sinking operations, a stra was encountered at a depth of 520 ft., and flows of methane gas were pierced at depths of 1350 and 1952 feet. Specifications for the mine plant called for, in part, the sinking of two vertical shafts and a hoisting plant capable of producing at the rate of 300 tons per hour. No. I shaft is 550 ft. west of No. 2 shaft. Each shaft measures 8 by 17 ft. outside of steel. General features of the design (Fig. I) are: Principal set members, 6-in. H-section; connecting angles (studdles), 3/8 by 4 by 4-in. angle irons; spacing of sets, 8 ft. centers; spacing of bearer sets, generally, 160 ft.; bearers, of 12-in. I-beams. Each bearing set featured a concrete ring about the periphery of the shaft, steel to rock, and 8 ft. in height; permanent guides, 6 by 10-in. long-leaf yellow pine, 85 per cent heart. THE SHAFT-SINKING OPERATION The preliminary shaft-sinking work consisted of driving interlocked steel piling about the exterior of the shafts to depths of 35 and 32 ft., respectively, and of such horizontal dimensions as to ultimately permit the pouring of a concrete collar 2 ft. in horizontal thickness. Following the pouring of a shaft collar, a temporary wooden headframe for shaft-sinking purposes was erected. The head-frame, while ordinary, featured: (I) a storage pocket of 300 cu. ft. capacity with truck servicing facilities, and (2) pneumatically operated dump doors, which were actuated by the hoistman, thus caring for the dumping of the "ball-and-chain"

Cable shovels are used for primary excavation in in-situ and/or pre-fragmented formations in surface mining operations. Poorly fragmented hard rock formations and random occurrence of hard boulders in soft formations cause extreme variability of material diggability, resulting in varying shovel stress loading. The stress loading of a shovel’s front-end assembly could result in fatigue failure. Conventional design process, which uses physical shovel simulation studies, is very costly and time consuming for achieving statistically significant results. In this paper, rigid and flexible multi-body dynamic theories are used to develop component stress loading and deformation models of the cable shovel, and solved in the ADAMS/NASTRAN/FLEX environments. Detailed simulation experiments are carried out to examine the performance, reliability, durability and efficiency of the P&H 4100A under varying in-situ formation conditions. The results show areas of high stress fields with a maximum stress of 313.31 MPa at node 441 within the hoist rope. The reliability of the results is confirmed by comparing existing test data. The study is significant because it provides a solid foundation for further study of failure life analysis of the cable shovel components.

"The process control and cost of monitoring mining slurries is normally accomplished using a continuous mass flow system, conventionally embodying a volumetric magnetic flow meter and nuclear density meter. DuPont’s Maxville Mine at Starke, Florida, USA was chosen to examine costs associated with performance of a nuclear density meter. Since it is typical of many mid-sized establishments and has a long history in their use. The published accuracy under ideal conditions of a nuclear density meter is ± 1.0%, but in practice considerable ambiguity of cost in annual production implies ± 2% at best. Using such accuracy in a 400mm (16”) pipe carrying zircon slurry at 75,000 tons/day, the cost of ambiguity, together with initial and running costs, amount to nominally $962,000 per year.Such cost leaves much to be desired. This paper describes an unique continuous, direct mass per unit volume Density Meter used for mining slurries in pipe sizes up to 1000mm (40”), which significantly reduces the cost of ambiguity of measurement and running costs. At the same time the disadvantages of nuclear devices are obviated.In an effort to reduce costs, a 400mm non-nuclear Density Meter was installed at the DuPont Maxville mine. A typical on-site accuracy can be shown to be ± 0.285%, whereby the cost of ambiguity, initial and running costs in the example above shows an annual improvement of $78,660, a reduction of over $880,000 per year.Even higher cost savings may be demonstrated with mass flow systems having gas entrainment compensation. Unlike nuclear and other inferential density meters, the signal quality of this non-nuclear Density Meter is totally unaffected by entrained gas found in mining slurries. This non-nuclear density meter is then ideally used with a vortex velocity domain sonic flow meter, and provides for the first time compensation in wet density or dry % solids, as well as wet or dry mass flow of mining slurries with entrained gas, resulting in enormous reductions in cost ambiguity."

"Recognising that the mining industry is wedded to the break-even cut-off grade rather than a cut-off grade that optimises value, the author examines some perils and pitfalls in the use of break-even grades that lead to what the author calls ‘negatively geared ore reserves’.Negatively geared ore reserves occur when a portion of the ore reserves actually has a negative value and is effectively being subsidised by the more profitable portion of the ore reserves. This situation is generally difficult to detect with the level of information available to the public investor. The ore reserves can still be quite profitable in total, but now possess a level of risk that may not be appreciated.The risk profile (financial risk) of a negatively geared ore reserve is far greater than for a non-negatively geared ore reserve. Like a negatively geared investment property in a falling property market (for readers familiar with the Australian tax minimisation investment strategy), when the price of a commodity falls, a company that possesses a negatively geared ore reserve loses value at a magnified rate relative to a company that has a neutral or positively geared ore reserve. In the extreme case of a major commodity price reduction, as happened with the gold price in mid-2013, the negatively geared ore reserve can easily become negative value in total, not just in part.The negatively geared ore reserve is sometimes intentional – for instance in order to increase published ore reserve tonnages and meet the CEO’s key performance indicators – but is also often unintentional, resulting from various errors in the break-even calculation. Common errors in calculating a break-even grade include using fixed metallurgical recoveries, not including allowances for ideal laboratory versus real plant results, ignoring available operational data and using modal rather than mean parameter values in cost and performance calculations.This paper examines a common value distribution profile in many ore reserves and the effect of common break-even grade errors on this profile.CITATION:Poniewierski, J, 2016. Horsepower requirement is recognized as a most important equipment characteristic. Other critical equipment characteristics will be isolated and analyzed by traditional operations research techniques, using off-highway trucks as an archetype. A computer search technique has been developed, employing various production and cost analyses. With this model, the optimum combination of horsepower, capacity, and velocity can be found, minimizing handling cost per ton. An example of the program's use and interpretation of its results will conclude the paper.

There are several factors that are increasing the need for new graduates to be ready to design and manage more autonomous operations at mines. Autonomous controls and systems range from the start-up, control, and shutdown of processing plants to the autonomous operation of vehicles. These operations require the workers, engineers, and management to have additional skills for programming, debugging, tasking, and maintaining the equipment. The future survivability of many mining operations will be influenced by a company’s willingness and ability to understand, accept, and utilise this technology for safe and productive operations. This is an educational opportunity and challenge that needs to be addressed throughout the student’s experience, from first year to graduate level. This paper discusses the lessons learned from a decade of multidepartment effort at all student levels and many courses that are able to incorporate data science, controls, and autonomous design into the already topic-rich national curriculum. This approach also exposes other engineering disciplines to the mining industry which is a valuable recruiting tool for talent outside of the mining engineering departments.

The responsibility and scope of the Industrial Engineering Department, as organized at the Jeffrey mine, has been broadened to include any study, project or report that could result in more effective use of men, materials and equipment. Although still emphasizing wage incentives and co t reduction, much more varied work is now done, consistent with the in-.creased complexity of industry. Additional activities now include production, maintenance and inventory control improved job evaluation, packaging, labour utilization studies, technical sales liaison, mining, milling and service department n1ethods, plant layout, and specialized project analysis. Additional techniques include the extensive use of work .sampling and standard data. A recent trend has been toward increased emphasis on industrial relations, both in introducing change to the men and in providing requested explanations to Union stewards and officers. These new responsibilities have resulted in the development of specialists in some rather narrow industrial engineering fields, as well as the necessity for industrial engineering assistance in supervisory and job training.

"World-class mine projects are increasingly failing to become world-class mines. Non-technical, socio-political and environmental problems seem, in part, to be the cause. However, the intangible and qualitative nature of these problems means overcoming them will require a greater systemic understanding of how the various technical and non-technical factors interact. This is particularly important as the concept of sustainable development has changed the industry paradigm sufficiently that it is no longer clear what world-class means. Finally, this better systemic understanding of mine projects needs communicating back to the exploration sector to improve exploration targeting.However, a disconnect between the exploration and mining sectors and between geologists and mining’s other professional disciplines means this is currently not possible. The use of economic evaluation techniques to assess the risk and value presented by the various technical and non-technical factors can assist with this by giving the varied professions a common language and including inputs from all disciplines. This paper therefore suggests a theoretical framework for analysing the various technical and non-technical factors, particularly the most challenging intangible and qualitative ones, and incorporating them into the typical economic evaluation techniques used in the mining industry.Understanding the risk and value relating to both technical and non-technical risks, however, places a greater emphasis on mining geologists to be conversant with a wide range of disciplines. Mining geologists will have to develop three types of knowledge:focusedinter-disciplinarybroad. In addition, they will have to become systemic thinkers to connect these types of knowledge. This multidisciplinary approach will require the use of fundamental critical thinking skills, common sense, intuition, experience and quantitative modelling techniques, dependent on the situation. As a result, both companies and professional societies, such as the Australasian Institute of Mining and Metallurgy, will have to develop ways of improving mining geologists’ inter-disciplinary and broad knowledge.CITATION:Sykes, J P and Trench, A, 2014. Risk management is concerned with the whole spectrum of financial, geological, engineering, legal, governmental, social and occasionally ethnic issues, concerned with mining projects. The inherent risks in mining operations are well publicised, but new issues and hazards arrive on the scene and lake precedence, but the older risks still remain, while insurance cover may not he ‘full cover’ in the future. It has long been recognised that quantitative approaches to risk analysis can play a major role, but although these methods are capable of considerable theoretical precision, the lack of sound risk input data and experienced personnel limits the usefulness of theoretical analysis. It can, however, greatly assist in comparing cases, in identifying areas of risk and help in the investment decision process. Its major contribution to a mining project is that it imposes an investigative discipline that also assists in improving the quantitative approach to risk analysis and hence risk management. Risk analysis and risk management also requires sound common sense and major inputs from experienced geologists, mining, mechanical, electrical and mineral processing engineers. The Engineering Council, in 1992, issued a ten point code of professional practice entitled ‘Engineers and Risk Issues’ (The Engineering Council. 1992), covering our professional responsibilities, the law, our conduct, the need for a systematic approach to risk issues, the use of professional judgement, communications, risk management, evaluation of risk, our professional development in this field and the encouragement of public awareness of risk issues. This is a specific area of training perhaps long neglected by our industry and academic institutions (Atkinson. 1983).

At a meeting of the Anthracite Investigations Advisory Committee in July 1944 at Washington, D. C., the initial work and objectives of the Anthracite Mechanical Mining Section of the Federal Bureau of Mines were discussed. It was learned that interest existed in an improved performance of mining thin, steeply pitching beds above the gangway by mechanical methods. One company offered the use of one of its mines for experimental work, and this offer was accepted. Following acceptance, an effort was made by Bureau engineers to devise a mechanical method with a performance better than that of a new hand method proposed by company engineers for an actual mining condition. The method proposed by the Bureau was to drive 30-degree slant chutes across a 10-foot bed pitching 85 degrees. These chutes were to be advanced by using a lightweight, compressed air-powered, shearing machine of German origin that had been tried in a flat Pennsylvania anthracite bed in 1934, and which did not then prove successful because of blasting difficulties. An attempt was made to obtain one of these machines from England, where it was known machines of this type had been used. Shortly thereafter John W. Buch was sent to Europe as a member of the Solid Fuels Mission to the European Theater of Operations organized by the Technical Industrial Intelligence Committee of the Joint Chiefs of Staff. Through his efforts the Bureau of Mines obtained two such machines, known as the Eickhoff model DEK, one from England and one from Germany. This report covers the preliminary testing of these machines in order to obtain mechanical operating data for use in determining the power requirements for cutting anthracite with machines of this design.
