Management of historic tailings is a major challenge facing the mining industry and its regulators. However, through improved mineralogical and chemical characterisation of such materials the opportunity to develop better rehabilitation strategies arises. Microanalytical techniques including microscopy, mineral liberation analysis and laser ablation inductively coupled plasma mass spectrometry (ICPMS) allow for improved tailings characterisation – but the challenge posed by these techniques is how to use them effectively. Additionally, data sets collected by such techniques must be properly integrated, only then can they assist in the identification of the most appropriate rehabilitation strategies. A study conducted at the Old Tailings Dam (OTD) located at the Savage River Mine, Tasmania allowed for the integrated use of several microanalytical techniques to help evaluate the benefits of a shallow water cover as a potential rehabilitation strategy. Samples (n = 144) from 14 trenches and 11 boring cores (2 m maximum depth) were collected across the OTD. These were subjected to routine acid-base accounting, with a subset subjected to detailed mineralogy using a modified sulfide alteration index (SAI), X-ray diffractometry and mineral liberation analysis (MLA). In addition, representative samples (n = 6) from across the OTD were subjected to laser-ablation ICPMS to characterise the pyrite chemistry. Our results showed that tailings in the northern area submerged under a natural water cover were relatively unoxidised from approximately 1 m depth, with SAI values of 1 to 2. Tailings from the subaerial southern portion were extensively oxidised to approximately 35 cm depth (SAI = maximum 5.8), with fresher materials observed underneath (SAI = 5 to 5.8). Pyrite from across the OTD is enriched in Co, Cu and Ni. Through the integrated application of microanalytical tools, we determined that establishing a water cover of at least 1.5 m depth across the OTD is a suitable rehabilitation option for this historic site. Retreat mining, using yielding steel friction props, over a seven-year period has been successful at a uranium mine operated by Hecla Mining Company in southeast Utah. The support system allow good roof control, maximum profit, complete extraction, and good ventilation. Unusual subsidence observations were made in that some of the surface was raised rather than lowered, Longwall mining, commonly practiced in European coal mines, has a potential of broader application because of mechanization possibilities and better roof control and ventilation at greater depths.

The today status of air pollution control legislation and regulations can best be described as an exaggerated state of environmental limbo. The '70's began but one and one-half months ago yet it already has been very appropriately named "the decade of the environment." This certainly will be the decade for new legislation - new regulations and hopefully "Clean Air." Already Washington is faced with legislators playing "pollution politics" to the crowds. Students have redirected their efforts from Vietnam to the cleansing of the environment and everyone including the man on the street has become an environ¬mental expert. This is the decade we all face, but where are we today? Pollution is not a new problem. It has been with us for centuries and while much is left to be done, much has already been accomplished. I will try to make some comparisons of what I believe to be the good and bad points in the national air pollution control picture and hopefully will generate within each of you sufficient concern as to which comparisons are sound.

ANDES, lying south of Chuquicamata and north of Braden on the western slope of Chile's cordillera, can best be described as a big well-managed copper-mining enterprise without any peculiarly outstanding features. In point of copper produced, since output started in 1927, it ranks fifth among the Porphyries, being exceeded only by its two Chilean contemporaries and by Utah Copper and Morenci in the United States. Even so, there is little to distinguish it from other properties. It does not have the phenomenally rich ore (better than 2 per cent copper) that characterizes Braden; and it is not in the same class as Chuquicamata whose ore has the excellent tenor of around 1.7 per cent, nor has it Chuqui's immense tonnage of proven ore reserves and potential ore resources. One might say the operations are standard in that there are no basic or radical departures from established practice. A letter from New York supplying me with sundry pertinent facts for which I had asked, makes this comment regarding the answer to one inquiry: "omitted because it is the ordinary equipment found in any well-run mine." The substance of that remark applies generally to the other operations, plants, and facilities. One interesting fact that helps explain this situation should not be overlooked. Until the "new" Morenci in 1942, Andes was the last of the Porphyry copper mines to come into production. It did not do much pioneering because other companies had, of necessity, charted the way in many particulars. The program of study of pellet binder materials was begun by the ORF in 1963 to examine various Canadian materials as substitutes for bentonite which is imported in large tonnages (199,270 tons in 1969) from the U.S.A. for Canadian pellet plant operations. Most of the raw bentonite used in Canada originates in Wyoming, North Dakota and more recently Greece, resulting in relatively high transportation costs to pellet producers. Some Canadian bentonites available in Western Canada (Alberta) can be beneficiated for uses as pellet binders but could not compete in cost with U.S. sources due to the cost of beneficiation and the higher rail transport charges to Eastern Canada. It is difficult to find a substitute for bentonite, and many materials have been investigated by research groups but, so far, no economic substitute is in use. However, some success is apparent in studies of low cost materials such as clays, sea weed, peat moss and low grade coal, The work done by the ORF over several years has covered systematic test¬ing of Ontario clays, lignite, some types of tree bark, waste sulphite liquors of various kinds, and peat moss as binders for iron ore pellets. The major effort has been concentrated on peat moss and has included a study of the influence of different additives. Since analysis of peat moss for humic acid is difficult and time consuming, a certain amount of time was devoted to development of improved methods, the most useful of which was a spectrophotometric method based on extraction of peat by sodium pyrophosphate for determination of humic substances. In the present paper, only the most recent work concerning the use of peat moss with suitable additives is discussed in detail, since it is the most conclusive and best documented portion of the program.

In 1997, 92.3% or 235.7 Mt (259.8 million st) of coal produced in Wyoming came from the Wyodak coal zone in the eastern Powder River coalfield. The mined portions of the zone consist of one to three beds of coal with an aggregate thickness between 15 and 33.5 m (50 and 110 ft). The thickest expression is 61 m (200 ft). The delivered coal from this zone averages 0.33% sulfur, 5.12% ash and 19.98 MJ/kg (8,590 Btu/lb.). This coal zone occurs at or near the top of the Paleocene Fort Union Formation, which is overlain by the Eocene Wasatch Formation. There is also production from two coalbeds in the lower portion of the Wasatch at the southern end of the basin. Production of coalbed methane derived from the Wyodak coal zone is currently an estimated 289 Mm3/a (10.2 billion cu ft/year). This production is occurring west and downdip from the coal mines and is increasing each year.

Each module is intended to be completed in roughly 10 or 15 minutes, so a Toolbox Training session can be conducted once a week for the entire year. Each session counts toward your employee’s 8-hour annual MSHA refresher training, thus saving an entire day of work.. The modules are used to refresh employees on the procedures, policies, and practices of working safely at a specific mine site and can easily be tailored to fit conditions and situations found on your property. Every module follows the same format, so that as the weeks pass, miners will start to approach every safety situation in the same way. A typical Toolbox Training session contains five basic steps that cover all the information in the module. 1. Identification of the hazard and discussions about the types of injuries typically associated with the hazard. 2. Discussions of some of the causes of the hazard. The MSHA example included with each module should be referenced. 3. After the hazard and accident has been explained and understood, discussions about best practices and tips for avoiding a similar accident. 4. Review of similar conditions or near misses from your mine site using the leading questions on the form to start a discussion. Specific examples of equipment or structures on the site that could lead to the same accident should be discussed. The blank space on the module is used to add your own remarks and questions to supplement the given information. 5. Miners fill out the training record on the back of the form with name, initials, and date of training session. The modules are designed to be kept in a standard three-ring binder and easily photocopied. This way, the same set of modules can be used for years to come. A blank form is included that can be used to create more Toolbox Training modules. The key component of Toolbox Training is to start a discussion among employees that will allow them to see the hazards around them every day and respond to these hazards in a safe and consistent manner. To start a discussion, ask questions that need more than a one-word response. Get the miners to talk about similar situations from their own experiences and give suggestions about how to fix the hazards around them. Toolbox Training is a quick and effective way to cover specific mining hazards, but it only works if miners are involved in the discussion.

"Careful review of site conditions and constraints is essential to select the appropriate shoring system for each project. Key evaluation criteria include the geotechnical profile, groundwater and environmental conditions, adjacent buildings and utilities, schedule and any project specific access or other constraints. Typical earth retention schemes range from rock or soil nail walls, through conventional anchored pile and lagging walls to deep internally braced cut-off systems. The Owner’s design team will often develop the conceptual approach under their design studies, and this is refined with Contractor input through Design-Build or Design-Bid-Build procurement. In downtown San Francisco, underground construction must accommodate a unique combination of variable fill, soil, rock and groundwater conditions, potential for severe seismic loadings, and constrained sites within a dense urban environment. The quarter square mile of San Francisco’s Transbay and Rincon Hill districts has seen repeated cycles of development, destruction and re-building through earthquakes and the economy, and has been intensely redeveloped over the last decade. Over 50 acres of this land has been reclaimed from the Bay since the Gold Rush and within 3 city blocks the bedrock slopes from over 250 FT depth below the fills up to outcrops over 100 FT above sea level. A series of project examples from within this small area illustrate how varied shoring systems have accommodated the highly variable subsurface conditions while offering best value in terms of cost, schedule and appropriate protection of adjacent facilities.INTRODUCTIONA walk of 3 blocks from Rincon Hill on San Francisco’s Harrison Street, north through the Transbay area to Mission Street will traverse an urban zone which has been reinvented twice within its 150 year history in response to major seismic events. This small area highlights the range of subsurface conditions and urban environments which are encountered and accommodated in shoring schemes throughout the city. This route down the north side of Rincon Hill overlies a steep bedrock slope, outcropping over 100 FT above sea level at its south end and dropping to over 250 FT below sea level at Mission Street. A complex overburden soil profile, shaped by seismic activity and changing sea-levels has created layered soils ranging from soft estuary muds, dense sandy strata and deep clay layers, in turn topped with urban fill, frequently contaminated with debris from the Great 1906 earthquake. This route runs parallel to, and 350 yards inland of, the San Francisco shoreline resulting in groundwater elevation close to sea level with almost limitless recharge within granular layers. On the higher slopes of Rincon Hill, groundwater is typically observed flowing on top of and periodically within the fractured bedrock formation. The Transbay and Rincon areas were developed early in the Gold Rush era of San Francisco. After destruction in the 1906 earthquake and fire, they became a transit gateway into the city throughout the 20th Century. Demolition of the Embarcadero Freeway in response to earthquake damage and social pressure has opened this large area to redevelopment within the last 20 years, creating a new commercial and residential hub for the city. In its latest wave of building, planners are developing taller structures with deeper basements, in turn creating new construction challenges. Selection of shoring systems appropriate for these developments requires detailed evaluation. The process must address both the rapid spatial changes in subsurface conditions and the constraints surrounding, and specific to, each site in order to define shoring performance requirements. This paper presents an overview of the subsurface conditions and land use development of the Transbay and Rincon Hill areas, with examples of the shoring systems selected to meet site-specific conditions and requirements. Locating subsurface conductive solutions is important for many applications, including in situ mining and environmental protection. Drilling boreholes for sampling is expensive and can increase contamination by mixing water from different aquifers. Various noninvasive geophysical methods are available, but previous comparisons were hampered by different methods being used at different sites or at different times. The U.S. Bureau of Mines (USBM) compared methods at one site using the same conductive solution to improve the reliability of the comparisons. Locating deep (> 100 m) solutions is most difficult, SO the USBM selected methods applicable for such depths. Objective Improve the ability to locate subsurface conductive solutions by evaluating and comparing applicable geophysical methods. Approach The experiment was performed cooperatively with other agencies to increase the number of methods studied. The USBM, the University of Arizona, Sandia National Laboratories, and Zonge Engineering and Research, Inc., conducted cooperative field tests of six electromagnetic (EM) geophysical methods to compare their effectiveness in detecting salt water brine of conductivity 3.6 S/m collecting at the water table, 157 m subsurface. The brine was injected through two boreholes. The test site was the University's San Xavier experimental mine near Tucson, AZ. Geophysical surveys using surface and surface-borehole, time-domain electromagnetics (TEM); surface controlled-source audiofrequency magnetotellurics (CSAMT); surface magnetic field ellipticity, surface-borehole, frequency-domain electromagnetics (FEM); and crosshole FEM were conducted before and during brine injection. A total of 110,000 I. of brine was injected over one week, but the effective target volume of brine was much smaller because of mixing with ground water and dispersion.

Block or panel caving technology is far removed from that of the top slicing and block caving of the late nineteenth or early twentieth centuries. The rapid mechanisation and expansion of these methods in the late twentieth century was as much a result of the change of the technology of the unit operations of development, ground support, drilling and blasting and transport as it was of the advances in geotechnical understanding and practice. The small footprint gravity and scraper block caving mines with boundary weakening, rail transport and shaft hoisting of the early to mid-twentieth century have been replaced by massive high lift panel caves using preconditioning of the ore, large load-haul-dump units, adjacent crushers and conveyors to surface. Abstract -The Riviera tungsten occurrence in the Cape Province of South Africa was discovered in October 1979 as a result of stream-sediment panned concentrate sampling. The Cape age granite and late Precambrian Malmesbury Group carbonates and chlorite schists which it intrudes and which host the mineralization are covered by between 10 m and 30 m of Tertiary/Recent alluvium and clay. The scheelite/powellite and molybdenite mineralization occurs in a greisenized granite cupola with an overprint of porphyry-type alteration as well as in minor skarns. The ore reserve is estimated to be 46 million tonnes at an average grade of 0.2160Jo W03 and 0.020% Mo. The deposit is uneconomic at current tungsten prices.

During the last 20 years, experimenters have sought to utilize pulverized coal in boiler plants, but refractory and slag troubles have usually overbalanced any gains in efficiency that were obtained. These troubles were caused largely by lack of knowledge of the proper methods of coal preparation and lack of a furnace design that would be adaptable to pulverized-coal firing. When this information was obtained the results were so much more satisfactory that within the last 5 years approximately 80,000 boiler hp. have been installed in plants ranging from 1000 to 20,000 boiler hp. rated capacity, which are operating at an average of 174 per cent. of rating. The first commercial installation for burning pulverized coal under boilers was made at the Parsons shops of the M. K. & T. railroad in 1916. Of eight 250-hp. water-tube boilers thus fitted, six were operated continuously for 3 yr., when oil was obtained at such a low price as to warrant its use. Since then, this plant has been operating alternately on pulverized coal and oil, depending on prevailing prices. Recently gas has been discovered within 20 mi. of this plant, so that this fuel may also be used. No change in furnace design was made when changing from pulverized coal to oil or gas firing. One of the principal advantages of this method of firing is its ability to utilize, with maximum efficiency, all kinds of coal, irrespective of quality or physical characteristics. In fact, quite a number of the present pulverized-coal installations were made for the purpose of utilizing coal that could not be marketed or used in any other way. The Pacific Coast Coal Co., at Black Diamond, Wash., formerly hand fired the boilers, using approximately 125 tons of prepared steam-size coal daily. The Black Diamond steam coal is the best quality of coal for steaming purposes mined in that section of the country, and there is a market for all that can be produced. By installing a pulverizing plant, it was possible to substitute coal of a size and quality that had no commercial value, so that 125 tons daily of the best steam coal formerly used at the mines is now marketed. Commissioning is one of the many phases of a project, it has inter-dependencies with the other phases, as they have amongst themselves, and has its own terminology and distinctive features. Commissioning time and cost can severely affect project economics, especially through unrealistic estimating, and requires a separate management team to ensure full control is. maintained. Targets to be achieved in commissioning are identified, together with the necessary policies to achieve them. Factors which have to be taken into account in applying these policies are Discussed.

Computer-controlled machine sorting may, if properly applied, have a dramatic effect on overall economics of a mine operation. Radiometric and photometric sorters have been used for many years and new developments will be reported, such as a sorter for fine particles and a conductivity/magnetic sorter. Application examples with emphasis on precious metals will be given. Economics for some of the projects will be reviewed and discussed. Sorting underground is shown to be particularly attractive, but machine sorting would be profitable in most cases based on savings in transportation and milling/beneficiation costs only.

Continuing the discussion of the paper of James Johnston, presented at the New York meeting, February, 1914. See Trans., xlviii, 3 to 32 (1914). This paper cannot fail of being of great interest and value to all who are interested in the cyanide process, on account of the important developzn~ents which it records. Mr. Johnston is to be commended for the large amount of detail which he gives, and the company and its management for permitting the publication of data of this character, which while of great value to others could well be considered private property. It might be discussed from a number of standpoints: First, as an example of recent practice in mill and cyanide plant construction; second, the mill practice; third, the cyanide practice; and fourth, the new features in cyanide treatment involved. Perhaps a more vivid way of expressing it would be: First, the equipment or tools with which the various operations are carried on, are they the best and most efficient which could have been selected for their respective uses; and, second, is the best use in every case made of these tools? It may be well inquired is the highest possible recovery of silver made at the lowest cost per ounce recovered? For after all, the making of the greatest ultimate profit is inseparably associated with successful metallurgical practice; there must therefore be at all limes a careful balance maintained between recovery and cost of obtaining it. I wish to call attention in a very general way to the equipment used and to an anticipation of questions which are bound to arise in this connection. However, the bulk of my discussion will be confined to the presentation Of certain additional data, together with a more or less general discussion showing the line of development which leads up to the present practice and the applicability of certain features of it to similar problems elsewhere. There are a number of vital points of broad general interest involved in Nipissing low-grade practice upon which metallurgists will by no means be agreed to which I wish to call particular attention in the hope that it will lead to the presentation by others of data of practice in other districts which will assist in reconciling this divergence of opinion.

"THE TITLE I have chosen is certainly not one of those self-explanatory ones. I shall endeavour to make its significance clear during my remarks but, in the hope of minimizing that inevitable exodus which follows a good lunch such as this, I am going to withhold the final key to its meaning until the very last sentence of this talk.Some explanation is due at the beginning, however, so for those of you unfamiliar with Spanish I will explain that casa means house, or home. The casa about which I am going to talk necessitates a wide .and generous interpretation of the word, because I am using it to indicate principally that portion of the North American continent which is the home, in the western hemisphere, of British and American ideals of justice and freedom, the dignity of the individual and his right to exercise private initiative .and engage in private enterprise. In a wider sense, I am including the entire western hemisphere, which may yet stand as the last bulwark of political and industrial democracy.As for the treasures of which I am about to speak, may I remind you that there are no• material treasures but those derived from the earth, and they are derived by one of two processes, -mining and farming. These two fundamental industries are the basis, and the sole material basis, of our welfare, our wealth, our very existence. From farming, whether it be farming of the land. or farming of the sea, we obtain the food to keep us alive, healthy and able to work."

Discussion of the Paper of Albert R. Ledoux, read at the Atlantic City Meeting, February, 1904. ARTHUR JARMAN, Sydney, New South Wales, Australia' (communication to the Secretary*): Some remarks upon. Dr. Ledoux's interesting paper from one who has not visited America may, I hope, be of interest to members. It appears to me that there is considerable difference between the training of the American and of the British mining engineer. Not that the subjects are different, but rather in the way in which they are handled, the illustrations being, as far as possible, mining in character. Colloquial instruction is unknown in English curricula, but could be introduced with advantage. Students here assure me that an hour of conversation is of tar more use to them than an hour of the best lecturing. In England a school-year of 6 or 7 months would be considered very short indeed; but Americans do not consider it so, for the reason that the rest of the year is mostly spent in acquiring practical acquaintance with their subjects in works or in the field, and the shorter courses, when coupled with this large amount of outside expe¬rience, produce an essentially practical-minded engineer, who is also more of a business man; whereas the English system, though excellent from a scholastic point of view, produces the theoretical rather than the practical man. British schools are waking up, however, and the practical aspect of the engineer's training is receiving greater consideration. Once launched upon his career, the American engineer is immediately called upon to exercise his self-reliance and ingenuity, if he is to retain the confidence of his employers; but what can we say of English directors? In how many cases is the engineer allowed to guide the destinies of his company? [Duquesne Light Company's three power plants in western Pennsylvania are now receiving high BTU clean coal from a new coal preparation plant. When burning coal from this plant, particulate emissions are greatly reduced and the sulfur content of stack ace descend. The cleaner coal also leads to more effecting overall operating of the power plants because of less bulk handling of fuel and ash. Environmental improvement is an important benefit of the cleaner, more complete combustion.]

"INTRODUCTION While investigating prevention of sabotage and maintenance of production of essential war minerals, engineers of the Bureau of Mines visited more than 1,400 metal and nonmetallic mines, quarries, and open pits in all parts of the United States.The need for, uniform safety practices is indicated by the fact that during 1938-1940, inclusive, the Western Safety Conference, under the sponsorship of the California Department of Industrial Relations, undertook the prepara¬tion of a set of standard safety regulations for the 15 participating political subdivisions. The membership of these political subdivisions is comprised of representation from Alaska, Arizona, British Columbia, California, Colorado, Hawaii, Idaho, Lower California, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming, For the guidance of its own engineers; the Bureau of Nines found it necessary to prepare a set of safety practices that could be used uniformly throughout the United States. These safety practices were compiled from State mining regulations, mining company safety rules, and the experience of Bureau of Mines engineers for more than 3 decades, and represent the best safety practices of the Nation's' mineral industry.The purpose of this publication is to make safety practices available for the non-coal branches of the mineral industry, with the hope that they may assist in reducing accident occurrence. The Bureau will welcome questions and suggestions regarding these practices in order that changes may be made as necessary.Where the adoption of any practice would not materially increase the safety of employees or would work undue hardship on the operator, the Bureau does not recommend such adoption."
