Up to now, much data on marine minerals, as well as on marine geochemistry, have been accumulated. Modem computer databases provide optimum flexibility and power for manipulating these data. The best worldwide marine mineral database is currently the Marine Minerals Bibliography and Geochemical Data Base created by Carla Moore et al. at the National Geophysical Data Center in the United States. In fact, in the course of studying marine minerals and geochemistry we may collect not only digital-character type data but also graph and image (black-white, grey and color image) data types. For instance, correlation diagram between chemical compositions of minerals, spectroscopic graphs, (e.g. infrared spectra, Mossbauer spectra, etc.), grey or color images from both optical and electron micro- scopes (scanning or transmission electron microscopes) as well as seabed photographs. Charles L. Morgan et al. (1993) reported that 10,000 photographs and some video images of the seabed in the Clarion-Clipperton region of the northeastern tropical Pacific have been collected by the Ocean Minerals Company. If both graphic and analytical information were stored in a database, it would be very useful and convenient to marine geologists. This system would not only be able to search for all the data based on one parameter, but also for both size and composition distributions. If possible, geostatistical methods could be combined with fractal dimensional methods. Of course, this would require enormous efforts. Before multimedia technology emerged, it was very difficult to create image databases. The emergence of large-capacity compact discs, high-speed central processing units, and high-speed digital signal processing techniques makes it possible to establish multimedia database management systems (DBMS), image-text DBMS, that involves graphs, text, images, and sound. In order to store image fields in a DBMS, we have to take into account two problems: (1) image access format and (2) image compression code standard.

"Recent changes in regulations and scientific advances concerning selenium bioaccumulation have placed greater importance on non-biological treatment systems for selenium control. Mining wastewater contains hexavalent selenium (selenate) as the predominant aqueous species and possibly small amounts of tetravalent selenium (selenite). Non-biological removal of selenite is accomplished readily and cost effectively by ferric co-precipitation and adsorption using ferric oxyhydroxides sourced from ferric salts or iron anodes in electrocoagulation cells. Selenate on the other hand is difficult to remove. It is often incorrectly assumed that electrocoagulation is suitable for removing both selenite and selenate. Selenate removal efficiency by electrocoagulation is low and the amount of waste residue produced high. In contrast, BioteQ’s Selen-IX™ process removes selenate very efficiently and produces a much smaller amount of stable residue. The process combines selective ion exchange with electro-reduction of selenate in electrocells that physically resemble electrocoagulation cells but are designed and operated differently. This paper summarizes four years of pilot scale demonstration on a wide range of mine waters and discusses the key benefits and limitations of Selen-IX™. The pros and cons of combining ion exchange with electro-reduction in comparison to direct electro-reduction of selenate are also reviewed.INTRODUCTION Selenium in Mining and Mineral Processing Effluents Similar to sulphate and metals, selenium presence in mining and mineral processing wastewater originates from minerals contained in the mined deposits. Therefore, no organoselenium species are typically present in these kinds of waters and inorganic species including selenite (SeO32-), selenate (SeO42) and elemental selenium account for the majority, if not all, selenium present in these streams. Elemental selenium is not always present in mine water but is often contained in smelter wastewater. To comply with new environmental regulations, a successful water treatment plant must remove selenium from all these forms effectively and economically without generating by-products that are difficult to dispose of or manage. Elemental selenium can be dealt with using filtration or gravity separation in clarifiers often assisted by flocculants and/or coagulants. Mine impacted waters typically contain other forms of suspended solids which are removed from water in this way. Once the solids are removed, the selenium species that remain untreated are the dissolved forms. In mining waters this is mostly selenate with small fraction of selenite. In smelter wastewater, the majority could be selenite. It is well established that tetravalent selenium is readily removed from water by using ferric iron co-precipitation at pH > 4 (NAMC SWG, 2010). Ferric hydroxide/ferrihydrite solids act as the adsorbent for tetravalent selenium when it is in one of the ionic forms of biselenite or selenite. This treatment for tetravalent selenium is highly efficient. Therefore, tetravalent selenium removal is generally not an issue and is often easily incorporated into lime neutralization or unit operations such as electrocoagulation used for removing other metals present in mine impacted waters. Another option of dealing with tetravalent selenium is sulphide precipitation in acidic pH which produces SeS2 and can separate selenite from other metals and/or sludge produced at neutral to alkali pH."

SINCE our last meeting, the Institute has lost, by the death of Mr. Gowen, one of its most distinguished members. I shall only attempt in this place to give a brief account of his many accomplishments and achievements; but our records would certainly be incomplete without a recognition of the important influence which he exerted upon the mining and metallurgical industries of this country, and a testimony to his private virtues of character. Although Mr. Gowen was best known as a great lawyer and as the head of a great railway corporation, he began his career, before he was of age, as the manager of a small anthracite blast-furnace at Shamokin, Northumberland County, Pennsylvania. He left this position, to engage on his own account in the mining of anthracite coal at Mt. Laffee, near Pottsville. This proved an unprofitable business, and, after the panic of 1857, he began the study of the law. As soon as he was admitted to the bar, he at once entered upon the active practice of his profession, and soon achieved an extraordinary success. In 1869 he was made President of the Philadelphia and Reading Railroad Company, and he afterwards organized the Pliladelphia and Reading Coal and Iron Company, the largest coalmining corporation in the world. He became a member of. this Institute during the first year after its organization, and remained a member until his death. He always took a deep interest in the work, and was prompt to co-operate by all means in his power in furthering the objects of the Institute. Laboratory-scale research was conducted by the Bureau of Mines to develop a new process for treating electroplating and other wastes. Various acid and alkaline cyanide wastes were combined under controlled conditions to neutralize the wastes and to almost completely precipitate the metals and cyanides. The metals were subsequently recovered for recycling; the cyanides can also be easily recycled. The process was successfully used to treat the major types of electroplating and etching wastes, containing Cd, Cr, Cu, Ni, and Zn, and to treat both concentrated and dilute wastes. The economic aspects of treating concentrated electroplating, etching, and anodizing wastes are especially attractive because of the low cost of mixing two wastes, the high value of the recovered metals, and the simplicity of the recovery procedures. The filtrates from the waste-plus-waste step were relatively harmless compared with the original wastes and met Public Health Service standards for free cyanide content. Free cyanide ions were not detected in most of the filtrates; the limit of detection was 0.03 ppm. Only small amounts of HCN were produced during the neutralization; the HCN was collected and neutralized.

The paper presents the conceptual basis for the development of an Activity Based Costing system (ABC) for the analysis and estimation of process costs in mining and metallurgy. In particular, it discusses three major thrusts towards attaining increased efficiency in extraction and processing systems: (a) understanding the link between process and expenses, (b) identifying the chemical and physical factors that govern process costs and ( c) using process and cost models of the production systems. The authors have developed computer techniques to analyze data from conventional accounting and apply them to the development of process based ABC systems. The cost causing activities are linked to management units patterned after the organizational structure of the production system. All costs are associated with specific process functions such as charge preparation, smelting, refining, etc. The level of detail is determined by the quality of data available in conventional accounting systems. The system permits data analysis of historical cases and the projection of costs for new production schemes. Results can be presented in various levels of aggregation, following organizational and/or functional structures. The outputs of the system are tabular and graphical, typically following Pareto analysis concepts.

A non-transferred arc thermal plasma assisted cyclone reactor has been designed, built and operated to evaluate its use in vitrification of wastes. Simulated waste (liquid, slurry or fine particulate) is injected near the plasma flame, where nearly instantaneous dehydration and calcination reactions happen. A non-transferred arc plasma torch was attached tangentially to the cyclone and is utilized as both an enthalpy source and to provide the gas velocities required to generate the cyclonic gas flow patterns. The closed top cyclone flow sends the solid particulates to the wall, where they are captured by a thin film of molten glass that is injected as a powder at a position lower in the reactor. The molten glass is then collected in a crucible. The feasibility of simulant injection directly into the flame zone and its effect on electrode lifetimes has been studied. Several candidate refractory systems have been evaluated for their suitability for extended use under the demanding conditions present in the cyclone reactor.

"The Laronde mill was commissioned in 1988 and has been treating the Laronde Penna ore since 2000. The Laronde plant, situated in the Abitibi region of Quebec, has experienced mill expansions to accommodate 7500 mtpd and to recover gold and silver as well as important amounts of base metals (Cu, Zn, Pb). Ten sequential metallurgical and environmental processes are responsible for metals recovery and process viability. Over 200,000 ounces of gold, 4,5 million ounces of silver, 7000 tonnes of copper, and 78,000 tonnes of zinc are produced annually.In 2008, the Goldex plant began trucking high grade (35-45 g/t Au) pyrite sulphide concentrate (TCGO) for gold extraction at a newly constructed treatment plant, increasing gold output at Laronde by 40,000 ounces. In 2009, the high gold grade Lapa ore processing facilities were annexed to the Laronde plant increasing output by 120,000 ounces of gold. TCGO and Lapa productions are forecasted until 2018 and 2015 respectively, with known reserves of each mine.Today, up to 140 permanent employees run and optimise the Laronde plant operation. As a result, Laronde has intricacies intrinsic to a large and varied operation. The paper will outline the metallurgical highlights, challenges, and future outlook related to the treatment of each ore type (Laronde, TCGO, and Lapa).INTRODUCTIONFollowing the 2000 to 2003 expansions, the Laronde plant evolved into a mature milling complex with developed processing, man power, and water treatment capabilities able to accommodate the complex Laronde ore. The ore requires a series of grinding, copper/lead flotation and separation, zinc flotation, zinc tails precious metals leaching, followed by a counter-current decantation circuit and Merrill Crowe precipitation. A paste backfill and SO2-air cyanide destruction operate intermittently. The tailings area has a dedicated cyanide destruction and metals precipitation plant prior to water recycling to the mill. A biological water treatment plant was put into service in 2004 to address the build-up of thiocyanate in the tailings ponds at Laronde. This was the result of the high sulphide content of the Laronde ore and 90% recirculation of the process water. The plant uses bacteria to oxidize and destroy thiocyanate, and removes phosphate from the water before it is released to the environment."

In 1996, the Dominican Republic operation of Falconbridge (Falcondo) developed a 5-year Process Control Plan in conjunction with the corporate Process Control group located in Sudbury, Ontario, Canada. This plan was further refined into an analysis of the areas of the highest potential economic return for the company with the reduction shaft furnace operation being the most promising. Historically, the reduction plant, which comprises 12 shaft furnaces, has been the bottleneck of ferronickel production. Since 1996 there has been a history of control development, and the current status is that all 12 furnaces are using advanced model-based multi- variable predictive control. The combination of advanced process control (APC), improved control system performance and improved process information management has resulted in an increased throughput of 6% per shaft furnace and a reduction in operating costs of 4.5 US cent/lb of Ni. Application of modern electronic components make it possible to design the new modular telemonitoring system incorporating the best features of the older systems,widely employed in Polish collieries, eliminating their weak points. Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

Laser-arc Hybrid Welding (LAHW) is a relatively recent concept which effectively combines the advantages of laser welding such as the high depth of penetration, low heat input, high welding speed and the positive aspects of arc welding such as better edge bridging and possibility to add filler. For example, steel sections upto 12 mm thickness have been successfully welded in a single pass at a welding speed of 1 m/minute using a 3.5 kW CO2 laser in combination with a MIG arc. Maraging steel of grade M250 is widely used in the aerospace industry in thicknesses upto 10 mm. Conventionally, it is possible to MIG weld such thicknesses in 3-5 passes employing V-Groove joint preparation. However, this multi-pass welding results in formation of reverted austenite in the weld zone after post weld aging; and the high heat input widens the reverted austenite containing heat affected zone which is popularly known as the dark zone/eyebrow zone. Both these zones are detrimental to strength of the welded joint, specifically the fracture toughness. The width of the dark band is an important factor because, thinner the band, it is supported more effectively by the surrounding material. Therefore, in order to avoid multi-pass welding and reduce the overall heat input, single-pass laser-MIG hybrid welding was attempted on 10 mm thick maraging steel M 250 plates using a hybrid laser arc welding system comprising a 3.5 kW CO2 slab laser and a MIG welding system. Simultaneously, multi-pass MIG welds also are produced. Both the laser-MIG hybrid and MIG welds are characterized microstructurally and subjected to mechanical tests such as tensile and fracture toughness in as-welded and post weld aged condition. The amount and distribution of reverted austenite in the fusion zone and width of the dark band was found to be different. Hybrid welds showed a narrow dark band zone and improved mechanical properties. Laser-hybrid and MIG welding investigations carried out on thick section maraging steel M 250 will be presented in detail, including microstructure, tensile properties and fracture toughness of the welds. To the best of the knowledge of the authors there are no reports on laser-MIG hybrid welding of maraging steels.

Careful blasting methods have been designed and quality control procedures have been used for the excavation of the access headings in the underground facilities. This paper describes the work done between 1984 December and 1986 December at the second level, 240 metres below surface.

Introduction A few years ago the name Katanga recalled, to those interested in copper, a far-off country in central Africa where deposits of huge size were beginning to pour a stream of copper into the world's markets. But no one heard of the adjacent part of northern Rhodesia as a potential copper region. It was then a bush-covered wilderness, with a few lonely, widely-spaced villages, and here and there a copper prospect that created but little outside attention. There was also one struggling mine whose development created pessimism. The low-grade carbonate outcrops of Rhodesia did not compare favourably with the rich carbonate ores of Katanga. And, since Katanga was mining only oxidized ores, it was then thought that this adjacent region likewise would contain only oxidized ores. The one mine that had been started, Bwana M'Kubwa, was working on low-grade carbonate ore at a loss. The outlook was not promising. But, a little over three years ago, the aspect changed. The vision of one far-sighted engineer embraced the possibility that here copper sulphides might underlie those low-grade carbonate croppings. His courageous associates furnished the capital; drilling commenced, and the great Roan Antelope mine rapidly emerged. In quick succession, the N'Kana, Mufulira, N'Changa, N'Changa Extension, and Chambishi mines were heard from. Prospecting and development are now proceeding apace, towns are being hewn out of the virgin bush, plants are being reared, and ramifying branch railways are being pushed out from the single line of steel that now connects Rhodesia with the coasts to the south. A great new copper-mining centre is in the making, about which the world will hear much in the future. As with most new mining camps, rumors abound regarding its ore possibilities; some are correct, some are erroneous, and reliable information unfortunately is all too scanty.

In response to the Natural Resources Canada “Crush It Challenge,” Corem partnered with the University of British Columbia and led a project to develop and demonstrate the use of high-pressure grinding to replace the workhorse of the industry, wet ball milling. Two plant case studies, a small tonnage gold recovery operation and a large tonnage copper recovery operation, were carried out. Plant circuit performances were compared to pilot plants operated on the same circuit feed setup to represent the novel equipment and flowsheet that was developed to produce separation circuit feed. Numerous obstacles to industrial implementation of high-pressure grinding in this role which were recognized at the outset of the work were successfully addressed. In both cases, comminution equipment energy savings alone and final stage total circuit energy savings exceeded 60% and 50%, respectively. Downstream mineral separation performance was the same or better.

"Under the auspices of World Federation of Engineering Organizations’ Committee on Engineering and the Environment (WFEO-CEE) and Society for Mining, Metallurgy and Exploration (SME) Task Force on Sustainability and Mining (TFSM), and aimed at helping raise global understanding on and promote capacity building of risk management, this paper presents a framework and prototype of toolbox or knowledge warehouse for facilitating the application of risk analysis, mitigation and management techniques (RAMT) in the mining and minerals sector. The conception, design and implementation of the intended system of knowledge warehouse of risk analysis, mitigation and management techniques (KWoRAMT) are outlined. The system architecture of KWoRAMT is based on a browser/server (B/S) structured platform with web oriented interfaces and composed of data base, knowledge warehouse, searching mechanisms, and risk assessment methodologies. The knowledge sources for KWoRAMT will come from the TFSM expertise and Internet, including laws and regulations, codes of practice, standards, guidelines and best practices. The functions and outcomes of KWoRAMT consist of guided navigations with web links, categorized risk tools, annotated best practices with cases, and integrated risk approaches and solutions based on typical risk methods. Risk categories include those impacting on mine safety, mine occupational health, and mine community environment throughout the whole of mine life cycle from exploration, construction, and exploitation and processing to post-mining closure. Mining associated hazards will be identified and linked by vulnerability onto risk receptors through pathways. Risk management techniques for assessing impacts and consequences of mining induced hazards will be categorized with their pros and cons or strengths and weaknesses. Best practices and significant cases including experiences and lessons with problems, solutions, and recommendations on how solutions would be derived will be illustrated. Integrated risk approaches based upon typical methods will be developed for alternatives and actions."
