"As of 1 December 2014, the 2012 edition of the JORC Code requires Ore Reserves to be defined by studies at the pre-feasibility or feasibility level. This paper examines how the pathway for most mining developments is determined in the Pre-Feasibility Study and how a trade-off must be made between the need to make the best decision, the constraints of limited time and resources, and the level of the project’s accuracy and uncertainty in terms of value. Issues considered include framing the scope of the study, planning for robust decision-making and ensuring effective communication between the diverse disciplines within the team.An inherent conflict exists between the immediate value added to a mining business from an increase in ore reserves resulting from a ‘quick’ Pre-Feasibility Study and the long-term value of pursuing a development strategy based on proper investigation and evaluation of the options. Recognition and resolution of this conflict is necessary if a project is to progress into future development stages, both in a timely manner and with the optimal development alternative and strategy.The challenge for project developers and those conducting the Pre-Feasibility Study is to understand what the key deliverables are (ie an Ore Reserve statement, option selection, business evaluation, forward work plan or risks) and how to follow good practice to ensure that these deliver value.CITATION:Logan, D J and Jackson, J, 2016. WHEN THE BUREAU OF MINES was created in 1910, the organic act had as one of its main provisions the following: That it shall be the province of said bureau and its director, under the direction of the Secretary of the Interior, to make diligent investigation of the methods of mining, especially in relation to the safely of miners and the appliances best adapted to prevent accidents, the possible improvement of renditions under which mining operations are carried on, the treatment of ores and other mineral substances, the use of explosives and electricity, the prevention of accidents, and other inquiries and technologic investigations pertinent to said industries, and from tinge to time make such public reports of the work, investigations, and information obtained as the Secretary of said department may direct, with the recommendations of such bureau. The nationwide nature of the health and safety work of the Bureau of Mines has given its representatives an opportunity to study and report on matters pertaining to health and safety in mines and related operations from the time the Bureau was established to the present. Regular annual reports and numerous additional papers and reports have been published each year to place on record and to make available the information gathered. While the basic purpose of this bulletin is to describe health and safety reports for the period January 1947 through June 1955, a selected number of earlier publica¬tions that are believed pertinent for reference purposes are included.

Nobody has, as yet, made a perfect machine. Therefore, when a machine is operating and functioning as it is designed to do, there is always some vibration present. This is easily and simply measurable with present-day equipment and any increase in the amount of vibration will indicate a potential failure. When an increase is noted, vibration analysis can pinpoint the cause of the potential failure and remedial action can be taken before an unscheduled shutdown is necessary or a breakdown occurs.

"The versatility and specificity of rare earth elements (REEs) have led to their use in an ever increasing variety of applications in new technologies. Consequently, demand for REEs has increased significantly. However, to separate REEs safely and effectively is a complex and expensive process. While China has consistently invested in R&D of REE processing technologies, there have been only sporadic activities in REE mineral processing in North America in the past 20 years. This paper presents a review of REE mineral processing technology, providing an update on current capabilities in REE mineral processing. This paper reviews REE extraction from the major commercially valuable REE-bearing minerals such as bastnaesite, monazite, and xenotime, and also from the ion-absorption type of REE deposits. Currently, there are four major REE mining areas in China, one in the United Sates, and one in Australia. A review of the REE extraction processes in these major REE mining areas closes out the paper.INTRODUCTION The rare earth elements (REEs) include the 15 lanthanide elements, plus yttrium and scandium. The lanthanide elements are normally categorized in two groups: the light rare earth elements (LREEs), i.e. lanthanum through europium (atomic number (Z) = 57 through 63); and the heavy rare earth elements (HREEs), i.e. gadolinium through lutetium (Z = 64 through 71). Yttrium is usually grouped with the HREEs due to similarity in physical and chemical properties. Table 1 lists the REEs, atomic numbers, and abundances in earth’s crust (Taylor and McCleannan, 1985). Promethium is the rarest due to lack of stable isotopes. REEs with low atomic numbers are more abundant than those with high atomic numbers. More interesting is that the REEs with even atomic numbers are much more abundant than adjacent lanthanide elements with odd atomic numbers as shown in Table 1."

Geological Parameters Controlling the Improvement of Manufactured Sand Using Vertical Shaft Impact Crushers Instead of Cone Crushers Natural sand is a limited resource. In Sweden the total use of natural sand and gravel is around 20 million tonnes per year and the goal is to halve the use of this resource in the near future. Most of this natural sand is used for concrete production, so the consequence of this goal is that more and more concrete must be produced with manufactured sand. The bedrock of Sweden consists mainly of granites and gneisses, rock types mainly composed of various amounts of quartz, feldspar and mica. Manufactured sand from these materials generally contains rather flaky and elongated grains, and there are few types of granite that can be used as manufactured sand in concrete without increasing the amount of cement by eight to ten per cent. A Vertical Shaft Impact crusher (VSI) is commonly used to improve the shape of coarse aggregate particles. Research has shown that it is even possible to improve the shape in aggregate fractions less than 1 mm for some rock types. The aim of this project was to investigate which geological parameters control the improvement of manufactured sand when using VSI-crushers instead of the traditionally used cone crusher. In order to do this eight rock types of granitic composition were investigated. The selection of rock materials for the tests was based on grain size and mica content. A 4 - 8 mm fraction of each material was used for the tests. The characterisation of the shape of the material was performed using image analysis applied on microscopic images. The results showed that the VSI-crusher had improved the shape of all materials down to 0.036 mm, except for one rock sample. According to these results granites with low mica content and relatively high content of feldspars have the best prerequisites to produce manufactured sand for concrete with suitable geometric characteristics, and if these materials are crushed with a VSI crusher they almost show the same characteristics as natural sand.

I know this is, at best, a frustrating period for the coal mining industry. About 20,000 miners have been laid off, mostly in the Appalachian and mid-western areas, and several mines are working less than 5 days a week; however, the industry is experiencing modern growth and, at least, there is the potential for future growth. The coal industry is probably only operating at about 80 percent of its present capacity, and it is certainly capable of helping this country solve its energy problems. Growth, as a rule, does not come easy, and growth in the coal industry is no exception to this rule. Many formidable challenges have to be overcome. As we all know, mining relies very heavily on the earth sciences, which have advanced significantly in the past few years, but we are always working in a changing environment which in most cases is a hostile environment. Large quantities of material are quickly extracted and rapidly moved in, generally speaking, a very confined area. The very nature of the mining business directly and constantly impacts our environment during this period in which the Nation and the world has become increasingly smaller and more concerned about protecting our environment. In addition, growth brings about an expanding work force which is increasingly younger and less experienced.

IN addition to its base-metal and coal mining operations, the United States Smelting Refining and Mining Company has, for the past quarter century, been one of the few large American mining companies interested in dredging. Its activities in this field are confined to gold, and to Alaska, but it is the largest operator in that territory, with twelve huge dredges available to work during the summer on the frozen ancient beach sands at Nome and the gravels of Fairbanks. These operations will be described separately.

WIDCO is a surface coal mine located near Centralia, Washington. The WIDCO preparation plant processes over 7 million tons of run- of-mine coal each year with a product yield averaging 72%. In the jig type preparation plant the fine refuse amounts to approximately 130 dry tons per hour of 28mesh by 0. This fine refuse material is thickened in a 160ft. diameter static thickener with the use of lime as a coagulant and organic polymer as a flocculant. Once thickened the fine refuse, which is predominately bentonitic clays, has been dewatered and disposed of using several different methods. These methods will be discussed and include vacuum disc filters, ponds, solid bowl centrifuges, belt filter presses and experiments with electrokinetic dewatering.

Conventional flotation technology has historically failed to achieve high recoveries when treating <15 µm particles (Lynch et al, 1981). The new StackCell™ flotation technology was developed to specifically target this particle size range, and was tested at pilot plant scale at Mt Keith Nickel Concentrator. The streams tested, Slimes Rougher Tailings and Fines/Slimes Cleaner Tailings, represent 21% and 11% of the total nickel lost to tailings in the plant. Laboratory scale test work indicated that an economically significant fraction of these losses was consistently available to be recovered by additional flotation. The pilot plant experimental scope included over 50 tests. A grade recovery curve for each stream was developed, as well as information on the effect of ore type, feed rate, wash water, air flow, collector and frother on the performance of the cell. The single StackCell was able to achieve nickel recoveries of 16.8% and 16.5% on the Rougher Tailings and Cleaner Tailings, respectively, at grades consistent with these blocks. Additional test work of the StackCell in a cleaner scalper duty yielded final quality concentrate with a maximum nickel recovery of 59.5% for the single stage StackCell. Laboratory scale simulation of the downstream impacts of the StackCell operating as a cleaner scalper indicated a net recovery benefit of up to 2.0% for this cleaner block.Tests were completed to compare residence time requirements of the StackCell, as compared to conventional flotation. In 55 seconds, the pilot plant StackCell achieved 50% of the recovery of a 960 second laboratory scale conventional flotation on the same feed material. The apparent improvement in flotation kinetics is attributed to the novel high intensity aeration system, which provides efficient bubble-particle contact thereby shortening the residence time required to achieve high recoveries. The smaller footprint and lower energy costs of such a cell are also benefits of this technology, which is being considered for industrial scale installation as a result of this test work. Given the industry’s historical poor performance treating slimes with conventional flotation, it is clearly best practice to challenge the status quo through innovative new technology, such as the StackCell.CITATION:Hussey, L, Thanasekaran, H and Kohmuench, J, 2017. Conductivity, both electrical and thermal, are attributes accounting for about 70% of the applications of copper and its alloys. This paper presents results of on-going research into two new applications that depend on copper's excellent conductivity. The Copper Development Association (CDA), together with materials and motor company partners, is working toward a solution to the key problem preventing pressure die casting copper for the conductor bar/end ring structure of the induction motor rotor, i.e., lack of a durable high-temperature mold material. Work is showing that a combination of high- temperature materials and elevated temperature processing gives much improved mold life compared to die steels. Substitution of copper for aluminum in the rotor can result in a 20% decrease in electrical losses in motors consuming 35% of electrical power generated in the U.S. The second development uses the excellent thermal conductivity of several high-strength high-copper alloys to simultaneously improve productivity and part quality in the injection molding of plastic parts.

In Mining, future projects could have 50/30 % less CAPEX/OPEX due to unmanned platforms, remote operations centers, and automated data collection lowering headcount. Additionally, these strategic investments can ultimately become profit centers beyond the traditional ROI paradigm, resulting in a greater return to shareholders/stakeholders for our customer organizations.

"A need exists for men in oil-field production work who correspond to the mining engineer of a large mining property. Some oil companies prefer to call such an employee a resident geologist, resident engineer, or a petroleum technologist. He should perhaps be more correctly termed a petroleum production engineer. The duty of such a man is to apply his scientific and geologic training practically to oil-field development work.He should be, by education, a mining, civil, or mechanical engineer, with a knowledge of geology and chemistry. Upon completion of his education, such a man should spend several years in the oil-fields. There are two means of gaining proper experience. The first method is to work for an oil company in making a detailed study of each well, collecting data on the history and production, followed by a preparation of good records, from which well logs can be prepared. From the well logs, the geologic cross-sections, peg-models, and structure contour maps can be made. These allow a comparable, detailed study of each well, which is necessary to solve many of the problems. Along with this the engineer should visit drilling wells daily for collection of samples of formations and for a proper study of how they drill. He should form friendly relations with the drillers and production foremen. The second method of gaining proper experience is to start work as a roustabout, pumper, or on the pipe¬line gang, finally working up to a tool-dresser. After three or four years of such work, the engineer may be classed as a petroleum production engineer."

Chemical conversion coating is a process to create thin oxide/hydroxide film containing several inorganic/organic compounds by way of chemical deposition reaction. In case of the application to Mg mobile electronic housings, the film should possess a good electric conductivity while keeping adequate corrosion resistance and working as a paint base. The use of toxic/hazardous chemicals is strictly prohibited from the environmental aspects. This paper describes the recent trend of conversion coating used for Mg electronic housings and analyzes critically from the point of surface technology. The importance of cleaning process and understanding of surface microstructure are particularly emphasized with several experimental results.

"The Canadian Copper Company, formed in 1885, began mining the nickel-copper ores of Sudbury in 1887 and producing nickel-copper matte from its smelter in 1888(1). Although it was quickly appreciated that the separation of nickel and copper (i.e. refining) was critical to the production of a marketable nickel product, refined nickel was not produced in Canada until about 1918. From the beginning of the industry, there was considerable political agitation to refine nickel in the Province of Ontario(2). The companies, however, claimed that the existing processes, viz. the sodium sulphide ""tops and bottoms"" process operated by the Orford Copper Company of New Jersey, U.S.A.(1,3,4) and the carbonyl process(5,6) developed by the Mond Company at Clydach, Wales, were too costly to operate in Canada. Nickel was first refined in Ontario about 1918 when the International Nickel Company opened a nickel refinery at Port Colborne, Ontario(6). Initially, however, the refinery at Port Colborne employed the Orford sodium sulphide process, and the first electrorefined nickel in Canada was produced in 1920 by the British America Nickel Corporation whose mine and smelter were located in Sudbury, Ontario, but whose electrorefinery was located at Deschenes, Quebec, near Ottawa, Ontario. The purpose of this article is to outline the early history of nickel electrorefining and to trace the significant developments which led to the first successful commercial electrolytic nickel refinery in Canada. The development of an electrolytic process for refining nickel is due largely to the efforts of four individuals, viz. Carl Hoepfner, Hans A. Frasch, D.H. Browne and ultimately N.V. Hybinette, and the contribution of each is discussed separately below."

M. Gershon The article is an excellent one, providing a basis for the conduct of the major tasks in underground mine planning and scheduling. I object to only one word. Since that word is featured in the title, it is a strong objection. The word used erroneously is optimization. There is no optimization performed in the article. By definition, an optimization is an approach that yields the best of all possible solutions. We can limit this definition to its narrowest sense, the optimization techniques of operations research such as linear programming, or broaden it to include less sophisticated search procedures that find the best mine plan or schedule. No such claim is made in the article. No optimization of any kind is performed. The major tool used is a simulation, which, in truth, is probably more appropriate for this problem than any optimization. But simulation does not optimize. It only allows for quick evaluation of many options, leading to the selection of the best plan "of those tried," not "of all possible plans." This article, of course, is not the first mining paper to make this error. It seems that the word optimization is used more to impress people than to refer to any act of optimizing. It is used in a way that implies "try to optimize"or "come close to optimize," but not to really do it. It is usually appropriate to quietly ignore this error. But when Dr. Chatterjee, who has done so much good work in true optimization projects and whose work I have come to admire, makes such an error, it is time to publicly dispute it. Having discussed this very point with him in the past, I am sure that he will agree. If he can support this position in his response, perhaps people will start to listen and we can reduce the number of false claims of optimization. This should be easy for him in this case since the approach he used, simulation, is the more appropriate one anyway.

"Kidd Creek Mines places approximately 10 000 tonnes of consolidated rockfill (CRF) daily. Consolidated rockfill comprises sized aggregate mixed with different ratios and amounts of binders. Consolidated rockfill is employed to simplify subsequent pillar recovery and provide improved passive/active ground support.The consolidated rockfill is designed to sustain not only the gravitational loading of the overlaying fill material, but also to some extent the dynamic loading applied during blasting of the adjacent stopes and/or pillars. This paper describes the steps taken to optimize the pre-sent fill system at Kidd Creek Mines.The emphasis is on four areas which have high saving potential: lower cost alternative binders, structural design, quality control measures, in-situ testing techniques for back analysis. A consolidated rockfill design optimization chart was developed from these investigations."

Well-designed and maintained haul roads are the key to minimizing truck haulage onroad hazards and costs, as well as increasing productivity. In practice, however, designing and managing a haul road for optimal performance is often difficult to achieve, especially when resources assigned to design and construction are constrained. By understanding how a road design is developed from geometric, structural, functional and maintenance considerations and, critically, the interplay between these components in design and operation, optimal performance can be achieved. This paper briefly summarizes the evolution of mine haul road design, from the seminal USBM work of Kaufman and Ault in 1977, through to current geometric, structural, functional and maintenance management design components. These augmented design and management guidelines have been developed over the past decade, both in response to the requirements of mine operators for safer and more efficient haulage systems, the truck manufacturers’ requirements for a more predictable and controlled operating environment and the recognition of human factors as a significant contributor to haulage accidents. While the human factor is the most problematic to address in a road design, the paper shows that the more that is known about human error, the better a road can be designed to accommodate those actions or non-standard practices that would, on a poorly designed road, invariably escalate an error into an accident.

"When blasting is required in critical areas and anticipated shot movement and quick cleanup areessential to the success of the project it is extremely important to use the best technology available to achieve the goals expected by the customer. Wampum Hardware was given such a challenge in 2014-2015 when the PA Turnpike and New Enterprise Stone and Lime hired the company to do presplit blasting along the PA Turnpike. The face height averaged 45 feet (13.72m) and the shots had to be controlled to stop within 60-75 feet (18.29-22.86m) of the face or in this situation before they entered the travel lanes on the PA turnpike. In many if not most blasting environments, it is essential in controlling the movement of a blast, to make certain that the face holes are drilled at exactly the right place, with the proper amount and type of burden in front of and to the sides of the borehole. Profiling is an important first step to insure that the holes are drilled at exactly the right place and showing us the correct amount of burden in front of each and every drill hole."

A new family of sulfide flotation collectors has been developed in our laboratory. These formulations are comprised of novel renewable materials combined with conventional reagents. The resulting diversity permits tunability of collector chemistry to meet a range of flotation problems. Several attributes of the new collectors are presented.
