INTRODUCTION It is recognized that, for a variety of reasons, some companies in the mineral industry today are by no means cash-rich and, in fact, are reporting a growing proportion of long-term debt in their capital structures. A review of recent balance sheets of small, medium-size, and some larger companies, indicates that a fair number still have substantial positions in cash equivalents such as U.S. government issues and other short-term money market instruments. In part, this paper concerns itself with companies which have sufficient cash and equivalents and/or cash generation to internally finance mining projects or expansions but which, for some reason, choose to borrow funds. Misconceptions which appear to frequently underlie so-called "leveraging" decisions are explored in this paper. Also considered arc' those circumstances under which any company, including one that is cash rich, should consider borrowing for a project in an amount beyond what would otherwise be necessary based upon its internal financing ability. I do not attempt to cover the raising of equity capital in public markets in this paper. OVERALL RETURN ON INVESTABLE CASH If you approach an individual with an investment which can be financed from savings, or by borrowing at a rate higher than one is earning on savings, that individual will quickly tell you that to pay interest at a rate higher than is being earned on savings would reduce overall income. Assuming that additional investment opportunities are not currently being considered, the individual concludes that a draw-down on savings, leaving a cushion for contingencies suited to individual circumstances, is the correct financial decision. For reasons discussed later, the simple mathematical logic leading to this conclusion tends to become obscured at the corporate level. When Leveraged Studies Are Inappropriate or Premature Surprisingly, I have heard of a number of companies that could afford to finance an investment solely with internal funds, which have made DCFROR (i.e. discounted-cash-flow rate-of-return) studies not only on a 100% equity basis but also on a leveraged basis. Certainly, a leveraged study would be appropriate if additional projects were competing for more capital than was available internally. Often, however, other projects are not far enough along to warrant a leveraged study and there is some danger that a project may be undertaken because it has an estimated acceptable rate of return, on a leveraged basis, that is not ultimately earned because some of the other projects are postponed or abandoned and borrowing is less than expected. For the above reasons, until it has been determined that (1) borrowing is a reasonable certainty for a particular project and (2) the timing and amount to be borrowed has been determined within a reasonable range of accuracy, I believe it is inappropriate and misleading to calculate DCFROR for a project other than on a 100% equity basis. Even when there are several projects currently competing for funds and borrowing will be required to finance one or more of them, using the common yardstick of calculating DCFROR on a 100% equity basis is a safer method to initially evaluate and compare the attractiveness of the projects. Many companies, whether they would have to borrow or not, will reject projects that on a 100% equity basis do not meet their minimum rate of return standards. Some companies which have to borrow will undertake a project provided the project's DCFROR on a leveraged basis meets its minimum return standards. The shaft-plant here described was put in operation in September, 1895, and the No. 6 slope-motor was started in May, 1896. The plant comprises : One Norwalk three-stage compressor l21/2, 91/2 and 5 in. diameters of air- and 20 in. diameter of steam-cylinder, all 24 in. stroke; capacity at 100 revolutions, 296 cu. ft. of free air per minute, compressed to 600 Ibs. per sq. in. A main pipe, 5 in. diameter, 4380 ft. long, with five charging-stations in No. 6 Shaft, and a branch of 3 in. pipe, 3100 ft. long, with three charging stations, in No. 6 Slope. These pipes on each line charge a Porter compressed-air motor, with 7 by 14 in. cylinders, and four 24 in. drivers, weighing about eight tons, with a tank-capacity of 130 cu. ft. of air at 550 lbs. pressure in the main tank, reduced to 160 lbs. in the 8-in. auxiliary tank of 4.2 cu. ft. capacity, supplying the cylinders. The No. 6 shaft run averages 4000 ft. each way on grades of $ to 23/4 per cent., and averaging close to one per cent. in favor of the loaded cars. The No. 6 slope run averages 2100 ft. with nearly the same grades. The mine-cars weigh 2800 Ibs. empty, and about 9800 lbs. loaded, and are hauled in trips of 12 to 20, averaging about 15 cars. Introduction The invitation to contribute a discussion on some of the broader features of the mineral deposits of our Cordillera seemed acceptable enough when presented several months ago. More mature consideration has impressed upon me the difficulty of making any constructive or very helpful contribution in the short time available and with my limited inspiration. Dr. Lang deserves our real gratitude for his general paper of nineteen pages at the beginning of the Volume. Into it, with the help of two diagrams and seven tabular summaries, he has packed a lot of useful information and has analyzed along several lines the data of the Volume's twenty-eight detailed papers on our mines and camps. He has added additional facts from his own knowledge of the region. I am sure that, like myself and the whole fraternity, he feels especially grateful to the eleven company geologists who found time to contribute detailed descriptions of mines they have studied. The Regional Situation With the Jubilee Volume and two recent publications of great value from the Geological Survey, we are more up-to-date on Cordilleran geology than we have ever been. But I would like to emphasize that we still have but fragmentary information. Brief study of G.S.C. Map 932A will illustrate this. Our knowledge of the Rocky mountains is limited to two narrow sections along the main railway lines, a somewhat larger area from the border north along the Mesozoic coal-bearing basins, and some reconnaissance along Peace river and the Alaska highway. There is some additional information on old maps, particularly those by G. M. Dawson, but it is very much of the 'exploratory' type. The other mapped areas are chiefly in the accessible region south of 'fifty-one', in the central part adjacent to and spreading north, recently, from the Canadian National railway, and along the edges of the Coast Range.

MFIRE, written in Fortran 77, is a computer program for ventilation state simulation in the steady state or transient state condition. It can be applied for the calculation of normal ventilation system planning or the analysis of the dynamic state variation in a ventilation system under thermal or mechanical disturbance. The state simulator MFIRE is a useful tool for mine fire fighting. In the case of a mine fire, mine ventilation engineers want to get some help to obtain more information, such as what is happening in the underground mine and how to control the mine fire, for correct decision making. By use of program MF'IRE, forecasts can be made on the variation of airflow, temperature, and contaminant distribution in a ventilation system during a mine fire. The paths which the contaminant takes at each time interval can be traced. The program MFIRE can be of assistance in the preplanning of escape routes. It can also be helpful during a mine fire emergency and mine recovery operation. Besides of offering the information of state simulation during a mine fire, MFIRE can be applied for state control by pretesting the suitability of the selected state control measures. It is to simulate the effects of the state control measures on the airflow distribution of a dynamic ventilation system. The testing result can be used for fire fighting in a similar real case of a mine fire. By employing empirical methods or a qualitative analysis like Budryk approach, ventilation engineers can choose different combinations of locations and sizes of control devices as samples of state control for an underground mine fire. Program MFIRE can simulate the different combination samples, that consist of a certain mine fue, the corresponding different control measures, and obtain the control effects. After the different control results are compared, the state control measure, which creates the best effect among the different state control measures, will be chosen for that fire case. When a mine fire, which is similar to one of the pretested cases, breaks out, the corresponding choice of the state control measure is applied to the ventilation system. It means that the simulator MFIRE has the function of indirect state control [10]. To achieve the above two functions, state simulation and state control, the mine ventilation system condition, sometimes, should be changed in a wide range to meet the requirement of the fire fighting. These wide system condition changes, such as adding operating fans, stopping or reversing fans, changing fan characteristics, adding regulators and making airflow shortcuts are represented in the time table of the input data set When the data files are changed in a wide range, however, an iteration divergence and some other computing errors in the distribution of airflow, temperature, and contaminant may occur. More serious logical programming and flexible selection on the algorithms are wanted to meet the request of the different data sets, to achieve correct state distribution simulation and improve the iteration convergence. To enhance the reliability and common suitability of program MFIRE, it is necessary to make investigation, analysis, and modification for the formal versions of MFIRE. The path from process conception to commercial implementation poses significant technical, economic, and sometimes political challenges for every project team. Solving the technical challenges typically distinguishes successful projects from those that fail. Here, the authors provide an outline for technical success based on lessons learned from years of experience in process design and R&D. Challenges faced by new technology developers, with regard to design and definition, are described. Experience-based methods to avoid missteps are shared. Special emphasis is placed on the selection of viable unit operations, definition of known and unknown parameters, experimental screening of options, and piloting for scalable design information. Use of computational models to define, assist, and interpret the pilot operations and results are described. Furthermore, the value of active collaboration amongst the design, research, and owner team is demonstrated.

[In 1922 a conference of representative coal-mine operators, cable manufacturers, mining-machine manufacturers, and representatives of the United States Bur eau of Mines vas held at the Pittsburgh Experiment Station, regarding suitable cables for use with permissible raining machines. This conference recommended that the Bureau investigate rubber-sheathed trailing cables in order to obtain specifications for tests leading to approval for rise with mining machines. Effective until such time as an investigation could be made, the bureau asked the several manufacturers of approved mining machines to recommend cables for wise with their machines. In general the Cables recommended tentatively approved. Arrangements for the tests were completed in 1927. Concentric-type cables were investigated first, and Reports of Investigations, Serial No. 2909, covering the tests, was issued in January, 1929.]

The introduction of 'post' pillar mining at the Strathcona mine represents a new approach to ground support in cut-and-fill applications. The method has also shown significant economic advantages. It is believed that the development of this concept is one of the few examples where rock mechanics principles have successfully been applied in the development of a stoping method. The paper describes the evolution of this method and contains discussions on the theoretical analysis of the technical, operational and economics aspects of the system. Pillar design procedures and field observations on the practical application of theoretical analysis are also outlined.

"Abstract -The Great Dyke extends for 540 km along strike, to unknown depth, and varies in width from 3 km to 11 km. Rb/Sr age determinations gives values of approximately 2470 Ma.The Dyke consists of a variety of mafic and ultramafic rocks, many altered to serpentinites. These include, from top to bottom, successions of gabbro/norites, pyroxenites, peridotites/harzburgites, and dunites/picrites.The layers dip in from either margin, steepest at the edges (20°) and flattening toward the central sections. Four separate complexes are present. From north to south these are termed the Musengezi, Hartley, Selukwe and Wedza Complexes, and are described as 'boat-shaped' or 'pig-troughed'. All are similar in petrological sequences. Physiographically, the Dyke is spectacular in the north, where as a mountain range it meets the Zambezi Escarpment. Elsewhere in the central parts there is little surface expression and wide open treeless vleis. Dyke rocks cut through granite and schist belt terrain and are termed 'The Magnesia Belt'.Vast mineral resources exist. These include chrome, asbestos, platinoids, nickel, copper and gold. Up to eleven chrome seams numbered from top to bottom occur in the lower ultramafic sequences. Seams are narrow at 10 cm to 30 cm but of high grade. The platinum occurs 10 m to 40 m below the norite/pyroxenite contact.A 60 m wide zone of Light Sulfide Mineralization (LSM) of Jess than 1% sulfides extends from the lower gabbronorites into the upper pyroxenites. In this LSM, four enriched zones carry up to 5% sulfides. The most widespread is termed the Main Sulfide Zone (MSZ), below which is No. 2, No. 3 and No. 4 Sulfide Zones. The MSZ carrying pyrite, pyrrhotite and chalcopyrite is a multi­ element ore with components of PGE (Pt-Pd-Rh), nickel, copper and cobalt, and gold and silver.Extensive exploration programs have been carried out and the intention is to begin large-scale mining. However, with Russia supplying metals to the western markets, South Africa's cutback on production, and an end to the Cold War, delays have arisen."

Since the Hardy Cross numerical algorithm was applied to the solution of mine ventilation networks, there have been numerous developments in ventilation network analysis procedures. The Newton-Raphson method, the linear theory method, and the second-order approximation method are three of the additional approaches that have been applied. The efficiency of a ventilation network analysis procedure depends not only on the method of solving the system of equations derived from ventilation networks, but also on the method of deriving the equations through selection of the meshes. This paper investigates the impacts of three mesh selection methods on the efficiencies of four ventilation network procedures. The minimum-resistance spanning tree method is the most popular procedure for selecting meshes. The shortest-path method was suggested by Epp and Fowler (1970) for improvement of the Newton-Raphson method. The minimum-resistance-path method is suggested here as the third method of selecting meshes. The effects of these three methods on the Hardy Cross method, the Newton-Raphson method, the linear theory method, and the second-order approximation method are analyzed in this paper. These network analysis methods have been summarized in the paper by Kim and Mutmansky (1991).

The domestic mineral and material industry grew in some key sectors and declined in others during 1993; overall, the industry was poised at yearend for stronger growth in 1994. Metals production is expected to increase with anticipated growth in U.S. motor vehicle sales. There also may be increased demand for industrial minerals in 1994 based on domestic highway and building construction. Additional information on events, trends, and issues in the mineral and material industry is presented below and in the commodity sections that follow. Overall Industry Performance The value of processed materials produced from minerals in the United States during 1993 is estimated to have been about $326 billion, an increase of 5% compared with that of 1992. The estimated value of U.S. raw nonfuel minerals production in 1993 was $31.6 billion, about 1 % less than in the preceding year. The value of domestic minerals production has risen in 28 of the last 33 years.

This research was part of an effort to investigate means of reestablishing non¬polluted hydrological systems in areas where surface mining directly impacts shallow ground-water resources. Chemically undesirable overburden material was selectively backfilled with the intent that it would be below the future root zone, be above the reestablished aquifer, and would not be leached as a result of deep percolation. After 2 years the buried material remains above the spoil aquifer and below the maximum rooting depth. Unsaturated water flow from the land surface to the buried material occurred during wet climatological periods. No significant leaching of buried material was observed, however. Overburden sample contamination from drill stem joint grease with Pb, Zn, and Cu additives caused substantial error regarding DTPA extractable trace metals. A grease with teflon and talc additives was recommended for use in future sampling programs. DTPA extractable trace elements in overburden material had no statistical relationship to post-mine ground-water quality. Overburden columns leached with water produced leachates comparable to overburden and spoil ground-water trace metal quality. A depositional model described the Rosebud Coal overburden as a fluvial system with distinct units of sand, silt, and clay, with distinct chemical properties. Physical and chemical characteristics of the model were comparable to the in situ geochemical system, a relationship which may aid in locating overburden materials unsuitable for reclamation.

"A 4-ft.-diameter shaft has been drilled to a depth of 2,790 ft. in strong, hard, basic Precambrian rocks at Lynn Lake Manitoba. This was done on the property of Sherritt Gordon Mines Limited for the purpose of ventilating and developing the ""N"" orebody, which is located approximately 4,000 ft. south of the Farley shaft.The drilling was done under contract by two drilling companies. Peter Bawden Drilling (1964) Limited drilled the initial 12:1,4-in. pilot hole to a depth of 3,000 ft. Shaft Drillers Limited of Canada then reamed the hole to 4 ft. in diameter to a depth of 2,790 ft. At this point, the reaming was stopped because of the difficulty in passing a change in direction in the line of the pilot hole. The hole was completed by driving a raise 200 ft. from the 3000 level to the bottom of the 4-ft. hole using an Alimak raise climber.Cuttings from the reaming operation were directed into the 12:1,4-in. pilot hole, where they fell to the 3000 level and were removed by a mucking machine and standard mine development cars.The elapsed time from the start of the pilot hole to the completion of the reaming operation was ten months, with an average advance of 279ft. per month. There was a two-month delay between the completion of the pilot hole and the start of the reaming operation.The 12:1,4-in. hole was drilled in an elapsed time of 45 days from the time of setting up the rig. The average advance per day was 66.8 ft.The reaming operation was done in an elapsed time of 194 days. A one-month delay required to repair damaged equipment left 163 days for the drilling and setting-up operation, for an advance per day of 17.1 ft."

During recent studies concerning the effects that various surface treatments, surface imperfections, locked-in residual stresses and metallurgical and geometrical notches have upon the mechanical behaviour of metals and, in particular, upon their tension-bending characteristics under impact loads, it became apparent that specially developed methods and samples would be of great assistance in determining the desired data. This paper describes and discusses a number of different types of double-notched tension-bending impact samples which have been considered and examined for this purpose. The types most suitable for exploratory investigations are proposed for application in the study of the _behaviour of metals, their welds, and, in particular, their surfaces, when subjected to various notch-severities, surface imperfections, strain rates, temperatures, and constrained states of stress (i.e. the relations of the three principal stresses). It is expected that the proposed double-notched tension-bending samples and the proposed test methods will also contribute toward further understanding of the cold brittle behaviour and the notch-sensitivities of metals. Murrin Murrin Operations has not had a successful beginning. Numerous reliability and operability issues many of which are the result of design decisions have been addressed through mechanical and operational changes and the CCD circuit is no exception. The decision to install, the installation and the results of the CCD1 rake-lift mechanism and feedw ell dilution system are discussed in this paper. The installation was justified on improved operational robustness and an increase in the in the underflow density of 1% (per cent w/w). At approximately the same time process modifications in the solution neutralisation circuit were implemented and these changes altered the rheology of the slurry reporting to CCD1. Since the modifications to CCD1 and the solution neutralisation circuit, the CCD circuit has averaged a 2% improvement in the circuit underflow density. The CCD1 modification was completed on time and mechanically has performed well. From a risk point of view, the central rake-lift and Turbodil® dilution system add a degree of freedom and robustness to CCD1 operation that has extended the range of operational confidence. In this respect, the modification has been a success and is complementary to solution neutralisation improvements.

Ground support performance is critical to the safe and economical extraction of ore. This is particularly important for mass mining extractions at great depth, which are currently being considered by a large number of mining companies worldwide. As the in situ stresses concentrate around critical excavations, failure occurs at the excavation boundaries and ground support is required for the excavations to remain safe and accessible for their intended lifespan. Ground support consists of reinforcing elements that are installed within the rock mass to modify its internal behaviour (generally to within one excavation radius) and surface support elements that are installed at the exposed boundaries to retain the failed pieces of rock. For surface support to be effective, the loadings need to be transferred to the reinforcing elements; however, the combined performance of rock bolts and mesh is poorly understood in terms of the energy dissipation capacity available for a typical ground support scheme implemented at most mass mining operations.Over the last 15 years or so, a large number of large-scale laboratory experiments have been completed at the Western Australian School of Mines (WASM) Dynamic Test Facility for reinforcement systems and surface support systems loaded separately. The objective of more recent testing has been to establish the combined energy dissipation capacity of typical and enhanced reinforcement systems combined with mesh surface support. Total energy dissipation has been separated into energy dissipation attributable to the reinforcement and to the mesh. Introduction Of all Canada's mineral resources, its coal deposits have probably received the most continued attention by the Geological Survey since its inception ninety years ago. A casual review of the many geological maps of coal areas by the Geological Survey will show how geological and topographical detail on the maps has gradually increased to meet the ever urgent demands of the mining industry. In the early stages of exploration, the mapping done, especially in the coalfields of the Rocky mountains, was largely of a reconnaissance nature. On these maps the topographical relief, where shown, is indicated by form lines or by hachures, the boundaries of the coal-bearing formations are only approximately defined, and the geological structure of the coal seams is illustrated by one or more generalized cross-sections. Once mining development on a coal area began, there arose a demand for more detailed maps. To meet this need, topographical and geological maps on a scale of one inch to a mile were made, in which the ?topographical relief is shown by contour lines having generally an interval of 100 or 200feet. On the geological maps, the boundaries of the formations are accurately delineated, and the geological structure of the area is illustrated by one or more structure sections drawn across the area, which show the position and attitude of fault lines, the crests and troughs of folds, and the attitude of the various formations (See maps of Costigan Coal Field, 1905, and Cascade Coal Basin, 1907, by D. B. Dowling).

Introduction Our society is currently experiencing a change in civil philosophy toward US industrialization. We have become increasingly bent on the pursuit of a nirvanic state of zero risk. The money supply has become inversely proportional to its sources. And most mining companies, traditionally conservative, have become increasingly risk conscious. Rising taxes, high inflation, and decades of a steadily decreasing gross national product (GNP) - coincident with moral decay and disarmament - have eroded America's economic health. Psychology of US metal markets has shifted across the economic spectrum to disillusionment and discouragement. The sagging national economy, expanding governmental debt, and a backward mineral policy in concert with worldwide unrest and turmoil have caused great volatility in the metal markets. Congressional inaccessibility of US resources has contributed to its loss in strategic leadership and dependency on foreign suppliers and the common market. Large scale mining activities are now on the decline. And there is an overall slump in mineral exploration in this country. America now faces the sobering reality of almost total importation of 13 key mineral commodities and total dependence on foreign sources for five of them. There is a growing dependency on 21 of the 34 minerals vital to the US economy. And virtually everything needed can be imported directly from third world countries. Almost 85% of the free world's supply or production of vanadium, chromium, platinoids, manganese, and titanium - an essential to the aerospace industry - comes from South Africa. That country now plays a forefront position in supplying the West with minerals. The Soviets have become increasingly aware of this situation. They have made key moves in procuring for their own purposes major raw materials markets, particularly in South Africa. This is obviously threatening to the US' direction and brings about vulnerability to shortages and cutoffs. In spite of these developments and the overall change in the mining industry, there is good opportunity for growth ahead. The way has been paved for the smaller mining companies, particularly the more bullish of these. Smaller mining organizations possess a tight management and strong sense of direction. They can easily adapt to and cope with change. "Windows" that exist in the industry directly depend on a number of factors. These include the busi¬ness climate, market research and planning, management and human resources, applied appropriate technology, favorable hunting ground, and entrepreneurship. Mining as business Mining (and exploration) as a business is by its very nature highly speculative. It involves greater risk for a longer period of time than most other businesses. The entire mineral estate in the US continues to shrink. This is primarily because of various legislated wilderness measures. Consequently, the probability of finding an economic ore deposit in the US has decayed to less than 1%. Although the risk is high, the stakes far outweigh the gamble and are larger than most other businesses can offer. Mining properties, as investments or business opportunities, can provide effective hedges against long-term inflation because the real price for selected commodities, such as gold, may sometimes rise faster than inflation. Recessionary periods seem to provide the best climate for entering the mineral business or for a particular mining organization to expand its activities. Looking ahead and seizing opportunities during a depressed market will pay off. Property payments and royalties are likely to be lower. And the potential for an upward shift in prices for a given commodity is very positive. The decision to invest in a prom-

Alberta is labouring, and has laboured, under serious difficulties in the marketing of ?her coals, due to a number of conditions which now obtain, but all of which appear capable of solution, and their elimination would insure a very largely increased market for the vast coal resources of that province. It is perhaps necessary to again mention the fact that 15 per cent of the world's coal resources are to be found in Alberta; 21 per cent of that of North America; 72 per cent of that of the British Empire, and 87 per cent of that of all Canada. While we talk largely of the great wealth of Canada, the immensity of her vast natural resources, it is axiomatic that the mere presence of any natural product in a country does not in itself constitute wealth for that country, unless these raw materials can find a market, either in their raw state, or by the process of manufacture. There are many factors, however, which enter into the marketing of any commodity. The chief of these, in my opinion, is price competition. High costs of production materially reduce the radius in which any product can be marketed, and this applies particularly to coal. Mining costs in the province of Alberta are necessarily high at the present time, due in a large measure to the ease with which the 'gopher hole' mine can be opened with small capital.

More than twenty years ago Sasol, ISCOR, and some parastatals played a major role in ensuring that South Africa had sufficient technical skills. When the economy became tight and business and government were pressurized to decrease costs, the first budgets that were reduced were the training budgets. It seemed to be too expensive and too time-consuming to train apprentices. According to Stacey2, this is a major strategic issue facing the mining industry in South Africa. Two factors added to the shortage of skills challenge: ? Skills erosion and job losses ? Artisans ? currently the economy produces 5 000 but the need is 12 500 ? Level of mechanization in South Africa less than 10 per cent ? Average age of operators and artisans is 50 ? Greater awareness of occupational health effects of hand-held drilling. ? Workplace challenges ? The impact of HIV/AIDS and other employee wellness issues ? Changes and challenges in workplace environment i.e. the mining industry.
