FOREWORD By E. D. Gardner[$] THE present known petroleum reserves are limited, and unless important new fields are discovered the Nation will be dependent, in the not too distant future, upon imports or upon synthetic liquid fuels to supplement domestic petroleum supplies. As a national defense measure, it would appear desirable to develop a substitute source of liquid fuels within the borders of the country if new discoveries of petroleum should prove disappointing. Congress undoubtedly had this in mind when it passed the Synthetic Liquid Fuels Act (78th Congress, approved April 5, 1944). The act directed the Bureau of Mines to construct and operate demonstration plants for producing synthetic liquid fuels from coal and oil shale, and from forestry and agricultural products. As a part of this program, the Bureau of Mines has built a demonstration plant at Anvil Points, near Rifle, Colo., for retorting the oil shale, and has developed a mine to supply the plant with oil shale. At the beginning of mining operations, the physical qualities of the oil shale, which would have a bearing upon the selection of mining methods and practices for exploiting the deposits, were largely unknown. A comprehensive mining-research program has been set up to determine the best methods and practices to follow to obtain the lowest overall practicable mining cost for producing the oil shale on a large scale. Unusually low mining costs will be necessary for shale oil to be produced commercially. Consideration now is being given to exploiting a series of flat-lying beds 70 ft thick by a room-and-pillar method of three benches with the advance heading at the top. This report is one of a series giving the results obtained in research on mining problems. INTRODUCTION The structure and physical qualities of the oil shale indicate that the 70-ft interval of the oil-shale measure can be safely mined in open stopes; studies indicate that this method would be the most economical one to use.1 As labor will be a major item of expense, the largest equipment that could be operated efficiently in the workings would be required to obtain the lowest practicable mining cost. It was therefore desirable to know the maximum safe span of unsupported rooms and the size of pillars necessary to support the overburden. This paper describes the work done at the Columbia School of Mines Barodynamic Laboratory in determining the maximum safe unsupported roof spans and the minimum safe pillar dimensions for the oil-shale mine at Rifle, Colo.

Since discovery of silver-gold lode deposits in 1864, the Butte district has produced more than $2.25 billion worth of copper, zinc, manganese, silver, and gold, an unprecedented value in the mining world. Exhaustion of the gold placer deposits along Silver Bow Creek, southwest of Butte, forced the early-day placer miners to turn their attention to the bold out- crops of the many veins exposed on the hillsides above the placer diggings. These outcrops bore silver and gold, and enough so that many lode claims were located. Such famous silver mines as the Alice, Moulton, Magna Carta, Nettie, and Blue Bird were developed. These and many smaller operations contributed to making Montana the leading silver-producing state in the 1880's. As depth was gained in the silver mines in certain parts of the district, occurrence of zinc minerals became troublesome. Zinc was not recoverable at the time, and in the chloridizing, roasting, and amalgamation of the ores, silver and gold recovery was greatly reduced. A period of active silver mining continued until 1892, when a decline in the price of silver brought the silver mining period to a close. Elsewhere in the district it was discovered that while some of the veins contained silver ores in the oxidized portions, the predominant minerals that were deeper were copper-bearing. Marcus Daly exposed rich copper ore on the 300 level of the Anaconda mine in 1891, and mining in the district disclosed that copper was destined to be developed in abundance. Early copper ore shipments were made to Swansea, Wales.

The Cresson Deposit is located in central Colorado within the historic Cripple Creek Mining District. The deposit has moved from its initial discovery in 1990 to full production in less than five years (current reserve nearly two million ounces). This accomplishment required a great deal of cooperative teamwork between the exploration, development, permitting and corporate groups. Nowhere was this cooperation more evident than in the construction of the geologic block model. The detailed modeling of gold and its metallurgical characteristics formed the foundation upon which critical financial and design decisions were based.

"This study was conducted to establish the possible application of bioleaching in the pilot scale to recover valuable metals from the sulfidic tailings of Golgohar Iron Mine (Kerman, Iran). Using bioleaching processes, solvent extraction and sulfide precipitation recovery of valuable metals including, copper, cobalt and nickel from the tailing was investigated. The results showed that the optimum pH and temperature conditions relative to the bioleaching step was 1.5 and 45°C. The extraction of the metals from the low grade polymetal resource with complex mineralogy is very important from economic, environmental and technical point of views. Moreover, the proposed method has some advantages from energy saving, tailing management and creating added value from waste materials aspects.INTRODUCTION The growing demand for base metals and strategic such as: copper, nickel and cobalt as well as high-grade resource depletion has caused them, the mining industry to extract metals from low-grade resources and driven by complex mineralogy (Xie et al., 2005). Economic extraction of metals with low grade sources requires low-cost and efficient processing methods. A source with enormous potential for metals in future, secondary sources, such as: tailings mineral industries which the lack of appropriate technology and the high cost of processing weren't recoverable with previous procedures in the past. But it is possible that with develop new and efficient technologies have the economic exploitation ability. Recovery of metals from tailings resources is very important not only in terms of precious metals but also in terms of reducing environmental problems (due to heavy metals). The metals of copper, nickel and cobalt are mainly like sulfide compounds in the nature, usually for their recovery, first they make ore with flotation method to obtain the sulfide concentrate that containing valuable metals. then for the metal production, it will be melt and purification. Due to the environmental aspects, technical problems in the recovery of base metals from low grade ore and mixes, the presence of small reserves, in the past three decades they pay much attention to the use of hydrometallurgical processes for the recovery of base metals from these resources. These processes are classified according to the solver agent to leaching sulfates, chlorides, nitrates and amines (Hackl, 1995). Early, chloride leaching under oxidation condition in acidic or alkaline solutions was recognized the best process to produce sulfide concentrates. But then the basic processes sulfates was considered as the superior process because of being easier, a better understanding of the chemistry of leaching and recovery of base metals, especially copper from the environment easier sulfate solution with an organic solvent extraction and electro winning. The bioleaching is shown its ability on a commercial scale of low-grade sulfide minerals and ore that because of environmental reasons, the possibility of melting is not possible to them. The existing industrial base factories are based on primarily on the bioleaching and pressure leaching and recovery of cathode copper sulfate solution by extraction with organic solvents (SX) and electrowinning (EW) (Wang, 2005). Preliminary analysis has shown that valuable elements such as copper, nickel and cobalt are in the float flotation unit. Hence the plan to extract these metals from the wet tailing stream has been done."

"Mineable coal seams in the East Kootenay region belong to the Mist Mountain Formation of the Jurassic -Cretaceous Kootenay Group. Three structurally separate coal fields (Crowsnest, Elk Valley and Flathead) are recognized, all of which are characterized by compressional tectonic features such as f aiding and thrust faulting, and by /ate-stage normal faulting. Tectonic history has greatly influenced coal mineability and quality. Coals range in rank from low to highvolatile bituminous, and reactive maceral content ranges from less than 60% to greater than 90%. A wide range of metallurgical and thermal coal qualities is found. Measured reserves (up to 1981) include 1.03 billion metric tonnes metallurgical and 165 million metric tonnes thermal coal. Introduction a) Location -Coal fields of the East Kootenays region occur in the Front Ranges of the Rocky Mountains, within 30 km of the Alberta -British Columbia boundary (Fig. 1). They extend over 175 km north from near the U.S. border, and occupy the regions of the Crowsnest Pass and Elk and Flathead River drainages. The deposits are accessible from Highway 3 (Fig. 1) and various secondary roads. The towns of Fernie, Sparwood, Elkford, Coleman and Blairmore serve the coal industry. East Kootenay coal deposits are contained in three structurally separate coal fields, the Crowsnest, Elk Valley, and Flathead coal fields (Fig. 1). Coal is currently being produced by B.C. Coal (now Westar Mining Ltd.) at Sparwood, by Fording Coal 20 km north of Elkford, by Crows Nest Resources at Line Creek 15 km southeast of Elkford, and by Byron Creek Collieries at Corbin. Westar Mining has also constructed a new mine on the Greenhills Range 8 km northeast of Elkford. Pre-requisite engineering and environmental studies have been carried out on the Elco Mining property, 35 km north of Elkford, and on the Sage Creek coal property near the U.S. border (Fig. 1). b) Coal land tenure -Coal rights in the East Kootenays are either held as freehold land, or are licensed from the provincial government. The former category includes lands acquired under the Railroad Act of 1890. Shortly after this the federal government also obtained 50,000 acres of coal-bearing lands from the Crown Provincial, the so-called Dominion Government Coal Blocks. Major holders of coal rights in the area are Westar Mining and Crows Nest Resources. Large blocks are also held by Fording Coal and related companies, Sage Creek Coal, and Canada Permanent Trust Company as trustee for Elco Mining, and small blocks are held by Byron Creek Collieries and Coleman Collieries. In addition the provincial government holds an area in reserve for possible future use of B.C. Hydro at the extreme north end of the Elk Valley coal field."

This Bureau of Mines report is a background study of severance taxes on mineral production. The rates, bases, and other features of State severance tax legislation as of March 1978 are presented, as are the amounts of State severance tax collections for fiscal year 1977, Some statistical comparisons between severance tax collections, total State tax collections, and total value of mineral production in the States involved are presented to portray the relative importance of severance taxes both in State tax revenue systems and in mineral industry revenues. A general discussion of the purposes and principles of taxation, the unique nature of a mining enterprise, the various types of taxes imposed on mineral production, and the character and rationale of the severance tax and its impacts on mining firms sets the severance tax in perspective. A bibliography of materials on the severance tax is included.

The federal Office of Surface Mining (OSW) has undertaken an effort to revise many of their permanent program regulations. Numerous procedures for compliance are being rewritten to allow for greater flexibility while meeting the requirements of the Surface Mining Control and Reclamation Act. This study investigates, for certain select provisions, the cost differential between complying with the original OSM standards and the more flexible, state-specific standards being allowed in many of the revised regulations. Estimated cost savings that could be realized under a few of the revised regulations are substantial and should provide a basis for seeking revisions to the state regulatory programs.

Several correlations have been proposed to relate energy consumption and size reduction in comminution, and although these are arrived at from different starting points, it is postulated that they are all statements of the same basic concept. To test this postulate, the dry ball mill grindability of langbeinite was determined, and the results were analyzed according to the various methods. An examination ' of the energy-particle size relationships proposed in the recent past revealed that they had much in common. In fact, the conclusion was tentatively drawn that these expressions were essentially the same, even though they were arrived at from quite different basic premises. The equations attributed to Charles2 and Holmes3 were shown to re- duce to the same single equation, W - A K-3, and the simulated continuous test used by Maxson et al.4 was shown to give the best experimental value of the required empirical parameter, ß. Furthermore, the size distribution parameter a in the Schuhmann equation, y - (x/K)2, was shown to be equal to ß in many cases. The kinetic approach used by Arbiter and Bhrany5 should give the same results as the Maxson test procedure; however, the batch operation used by Arbiter and Bhrany could not produce data that would be as precise as the simulated continuous technique. To test the validity of these conclusions, the simulated continuous method was used to obtain data on the dry grinding of langbeinite. The results are discussed in terms of the various equations and approaches. In a recent investigation of the entire magnesium-yttrium phase diagram, Gibson and Carlsonl report the maximum solid solubility of yttrium in magnesium as 8.0 wt pct Y at 1050°F (565°C). However, independent studies of the precipitation in magnesium-yttrium alloys, 2 conducted prior to the publication of the above phase diagram, indicated a greater solid solubility of yttrium in magnesium. Accordingly, the magnesium-rich region of the diagram was re-investigated to determine more accurately the liqui-dus, solidus, and solvus of the magnesium solid solution in this system. Metallography and thermal analysis were chosen as the best corroboratory methods for accurately determining this region of the diagram. A magnesium-yttrium master alloy was prepared from yttrium of 99.9 pct purity and singly sublimed magnesium of 99.9 pct purity. Subsequently, the twelve magnesium-yttrium alloys shown in Fig. 1 were prepared using standard alloying procedures for magnesium. Metallographic samples of the alloys were heat treated under an SO, atmosphere in an electric furnace capable of control within ±3oF of the desired temperature. Alloy samples for the metallographic determination of the solvus, and for the precipitation studies were solution treated at 1000° F for 16 hr. Subsequent aging times for the solvus determination varied from a minimum of 6 hr for the higher temperatures up to 816 hr for lower temperatures. Periods of 30 min at temperature were used to generate liquation for the metallographic placement of the solidus and eutectic horizontal. The liquidus and the eutectic horizontal were determined by thermal analysis. Simple time-temper- ature heating and cooling curves were obtained from 10-g alloy samples heated and cooled in a well-insulated electric furnace. An Iron-Constantan thermocouple was placed in direct contact with the sample. The thermocouple did not contaminate the alloy sample since metallographic examination showed that the alloy melt did not wet or attack the thermocouple. The heating and cooling rates were approximately 5 to 8OF per min. The standard metallographic procedures for magnesium were used in polishing and etching the magnesium-yttrium alloys studied. The Artillery Peak manganese ores , from one of the largest known manganese deposits in the United States , present a difficult problem in concentration because they are low-grade and the association of manganese and gangue minerals is intimate and complex. The known size of this deposit has justified investigation of processes such as leaching, wherein preliminary enrichment of the original feed might be advantageous .. Therefore , the ore-dressing studies on Artillery Peak ores were carried on with the object not only of making directly marketable manganese products but also of removing acid-consuming calcite and raising the grade of ore for leachingplant feed . Owing to the extent of the deposits , test work was carried on at the Salt Lake laboratories in considerable detail on several lots of ore of varying composition . This paper summarizes the results obtained from laboratory testing of four samples obtained by engineers of the Mining Branch from the Maggie Canyon area of the Artillery Peak deposit . Also included are results obtained from testing one sample of Chapin Group ore , which was considered representative of numerous very low-grade ores submitted from the Artillery Peak district . During the course of the investigations , many data were obtained and compiled , but for the sake of brevity , data of secondary importance have been omitted or condensed and only those tests giving the more pertinent results are discussed in detail ...

Microwave technology as new aided tool has been applied on waste water treatment and metallurgical fields. This paper explores the affected factors such as microwave power, microwave irradiation time, polyaluminium chloride (PAC) amount and addition of phosphoric acid on treatment of Blast Furnace gas washing water by utilization of coagulation associated with microwave. Through the orthogonal experiment, the optimum experimental parameters were obtained in the course of treatment of 300 ml Blast Furnace gas washing wastewater: 396 W microwave power, 2 min of microwave irradiation time, 0.12 ml Added PAC and 0.8 ml added phosphoric acid. It indicates the affected factors in descending order on removal of SS in BF gas’s washing water: Added PAC level, added phosphoric acid level, time of microwave irradiation, and microwave power while those parameters that can affect suspended solids(SS)’s hardness reduction in descending order are added phosphoric acid level, added PAC level, time of microwave irradiation, and microwave power. Also, it demonstrates those parameters that can affect washing water’s turbidity in descending order: Added PAC level, time of microwave irradiation, added phosphoric acid level, and microwave power. The results showed that PAC coagulation associated with microwave on treatment of Blast Furnace gas washing wastewater has several benefits: short treatment time, strong sedimentation velocity and other excellent characteristics, it can effectively remove suspended solids in wastewater, the SS hardness and turbidity can be reduced.

Crucible-smelting tests at the Northwest. Electrodevelopment Laboratory and a pilot-plant test on electric smelting of western phosphate rock for the Westvaco Chlorine Products by the Tennessee Valley Authority indicated that the small vanadium content of the rock is concentrated in the ferrophosphorus by-product of Phosphorus smelting. This research is concerned' mainly with recovering vanadium and phosphorus froth the ferrophosphorus produced from western phosphate rock. Exploratory tests were made of several methods of treating vanadiferous ferrophosphorus. Attempts to separate vanadium as a carbide dross by saturating molten ferrophosphorus with carbon were unsuccessful. Volatilization of phosphorus from ferrophosphorus was accomplished to some extent, both with and without addition of sulfur in several forms, but elimination of phosphorus was not complete. Brief testing in a small experimental converter on oxidation of vanadium and phosphorus; into a slag by blowing with air showed promise. A method that comprised fusing vanadiferous ferrophosphorus mixed with soda ash under oxidizing conditions gave encouraging results and was tested beyond the preliminary stage. A slag product of the fusion contained most of the phosphorus and vanadium as water-soluble sodium phosphate and. virtually water-insoluble sodium vanadate. After leaching the sodium phosphate froth the slag, the leach residue was reroasted with soda ash and salt. This roasted product was leached again with water to extract the vanadium.

A numerical model for analysing the drainage of fill in mine stopes has been described. The model can be used to analyse the process of fill drainage in existing and proposed mine stopes. The validity and potential value of the model have been established by experience with a simpler, 2-dimensional numerical model and by testing the new model against the earlier model. The new model is more useful than the 2-dimensional model because it allows for heterogeneity of fill material within the stope - a factor that has been demonstrated to affect drainage characteristics significantly. The 3-dimensional model is also capable of predicting pore pressures and drainage rates at specific locations in the stope without the need to resort to 2-dimensional generalisations. Such information, integrated with relevant field data as they become available, will provide valuable mine planning information for the scheduling of filling operations and design of fill mixes

"Early efforts to develop formal reporting systems to quantify and classify mineral deposits date back over 100 years. (e.g. Hoover 1909: “Proved, Probable, Prospective Ore”). This was at first driven by mine operators’ need for reliable estimates of what their mines could produce. Disruption of transportation routes by world wars prompted western governments to recognize the need for assessments of strategic sources of metals and minerals that could support domestic industry during times of crisis. Categories were created to quantify mineral potential which were additional to those of mine reserves. Terms such as hypothetical and undiscovered resources entered the lexicon. Capital markets serving the mining industry were traumatized during the latter part of the 20th century by undisciplined and fraudulent disclosure by exploration companies of mineral deposit potential. Government securities regulators pressed for the development of credible reporting codes (e.g. SEC Industry Guide 7: 1981; JORC 1989; SAMREC 1994, CIM 2000). Representative organizations from the major western mining countries generally agreed that there should only be three categories of mineral resources (measured, indicated, and inferred) and two categories of mineral reserves (proven and probable). This was formalized in 1997 with the “Denver Accord”. Acceptance of the standard terminology may have been the easy part, because the challenge for the 21st century is to get general industry acceptance and agreement of the principles behind the definitions of each category. There has been noticeable movement towards this objective in the last few years. This is reflected in part in the updated reporting codes by JORC 2004, CIM 2005; SAMREC 2007; SME 2007; and PERC 2008, and the development of the CRIRSCO International Reporting Template 2007."

AS this is written, the probability A is that the bituminous coal out- put for 1936 will approximate 420,000,000 tons (of 2000 lb.) with an average working time for all mines of 205 days. The results for 1935 approximated 369,224,000 tons, with the mines working about 185 days. The increase in production of 14 per cent is heartening. In anthracite, it is probable that the preliminary figures covering output for 1935, 51,- 003,000 tons, will be exceeded this year although the percentage of in- crease will almost certainly be small. The substantial tonnage of anthracite illegally mined, estimated to be 3,600,- 000 tons in 1935, with a similar large Lonnage in 1936, is in addition to the figure given above; it represents an open and flagrant disregard of law and property rights. It is hard to understand why the officials of the State of Pennsylvania do not enforce the laws against theft and brigandage, more so when the legitimate employees of the established producing proper-

General Summary THIS paper attempts to describe in a preliminary and general manner the nature of certain copper discoveries now being developed by Gaspe Copper Mines, Limited, in Holland township, in the interior of the Gaspe peninsula. Some copper mineralization appears to have been known here at the time of the earliest French explorations, was rediscovered in 1921, and has been under intermittent development by Noranda Mines since 1938. In the last two years discoveries have enhanced the picture so that the deposit now promises to develop into one of the important Canadian copper producers. As ideas are constantly changing with continuing development, any picture given now is very partial and tentative and must be subject to future revision. The nature of these copper occurrences differs from others known in eastern America. In many respects they have unique features but they are most closely akin to some copper deposits found away from the intrusive rocks in the porphyry copper districts of the western United States. The most important orebodies are replacement deposits in a limestone horizon in which the ore gangue is converted to skarn. These lie at considerable distances from any known intrusive but seem to have been derived from a buried stock of granite that intrudes the sedimentary rocks of Lower Devonian age. This intrusive has produced alteration effects in the overlying rocks that may afford a key to locating other ore areas in the Peninsula.

"The chief aim in style ought to be absolute precision", said Flaubert. "There is only one noun that can express your idea, only one verb that can set that idea in motion, and only one adjective that is the proper epithet for that noun." Let this be your motto. The engineer tries to be exact in all his measurements; he should measure his language with similar exactness. The technical term is a word of precision. It is not only precise, it is a word-saver. To the unscientific the earth is "a ball slightly flattened at the poles, something like an orange". To the scientific it is "an oblate spheroid". A similar contrast between the precision of the technical term and the vagueness of common words is afforded by a conversation between Ivanhoe and Rebecca: " ' What device does he bear on his shield?' asked Ivanhoe. 'Something resembling a bar of iron, and a padlock painted blue on a black shield.' 'A fetterlock and shacklebolt azure', said Ivanhoe"-using the technical terms of heraldry. It is good style in writing, however, to adapt your manner of expression to the intelligence and experience of the person or persons to whom the writing is addressed. The description of a mine should be worded differently according as it is intended to inform a mining engineer, a director, or a bishop. REMEMBER THE READER. It is as incorrect to write in a technical way for a non-technical reader as to write in a popular way for a technical or scientific reader. That style is best which enables the writer to place himself in the closest mental touch with his reader, to establish the maximum of sympathetic understanding. Let your precision be proportioned to your accuracy. You should not try to be precise in matters that do not admit of

The question is often pondered whether the flotation process is still an art or has become a science. The fact is that flotation is a science in so many variables that only art can blend them. It is demonstrable that no less than one hundred variables are involved in any flotation operation, most of them immeasurable on a routine basis. The behavior of every one of them is always governed by orderly and unchanging law, as no man can doubt. The statement of the subject of this symposium—a symposium on flotation machines—seems to delimit and define the matters to be considered and at least the general nature of the conclusions sought. Nevertheless, in such a meeting it is not possible to meditate upon all the variables that do in one way or another affect performance of flotation machines. To attempt it would be much like trying to operate a hundred-ring circus. Perverse variables being what they are, one could expect the elephant in ring 36 to squirt a trunkful of water at the tightrope performer in ring 37 to ruin that artist's act, just as our learning to depress pyrite in the early 1920's ruined the act of the formerly faithful old Callows. Honest Disagreements Selective flotation dates from 1922 or 1923, when several plants established their regular flotation operations on a selective basis. Since then, two decades of efforr have gone into the development of better and better flotation machines. Many have come and gone. The competition has simmered down to perhaps a dozen machines, each one of which is staunchly defended by some operators as being the best for their particular jobs, and as scornfully dismissed by at least a few others elsewhere as being positively the poorest for theirs. These disagreements are honest disagreements, honestly arrived at after plenty of sweat. In many a flotation plant, one machine has been tried out against another under conditions as fair as they could possibly be made. Sometimes the results are on a par but more often one machine shows a consistent and unmistakable margin of superiority over the other. In equally honest and enlightened tests, machine A may win over machine B in one place, and machine B over machine A by as great a margin in another. This paper purposes to identify some of the more prominent reasons why this is so,
