Despite the current economic downturn that is now decimating iron ore production, Minnesota?s mining operators remain optimistic about the long-term prospects for the industry. Reflecting this optimism, the development of several new mining projects continues in the state. The future of mining in Minnesota was the featured topic at the combined 82nd Annual Minnesota Section of SME Meeting and 70th Annual University of Minnesota Mining Symposium. More than 500 mining industry professionals, including engineers, executives, mining managers and equipment suppliers from the around the world, attended the meeting, which was held April 14 and 15, 2009, in Duluth, MN. The combined meeting featured a keynote session with three distinguished speakers plus a panel discussion by representatives from several of Minnesota?s taconite producers. The keynote speakers were Curtis Clark, president and chief operating officer, Behr Dolbear, who gave a presentation on the ?State of the Mining Industry.? Phil Newman, chief operating officer, CRU Strategies, spoke about challenges facing the mining industry and James A. Skurla, acting director, Bureau of Business and Economic Research, Labovitz School of Business and Economics, University of Minnesota Duluth, discussed the importance of mining to northeastern Minnesota?s economy. The taconite producers panel discussion included Jonathan Holmes, vice president and operations manager, ArcelorMittal; Ed Latendresse, vice president and general manger, Hibbing Taconite; John Tuomi, vice president operations services, United Taconite and Mike Mliner, vice president and general manager, Northshore Mining. The mangers provided updates on their respective operation The meeting included concurrent technical papers sessions on mining, processing, environmental and nonferrous mining. The sessions included technical papers that provided information on the status of a number of new mining projects in the state. The conference also offered a SME short course titled ?The basics of iron mining.? A tradeshow that featured about 100 companies and organizations offering products and services to Minnesota?s mining industry ran in conjunction to the conference. It was estimated that more than 900 people, including conference registrants and special invited guests of the vendors, attended the tradeshow opening reception. This was the largest trade show in many years. The Minnesota Section of SME also held its annual business meeting during the conference.

During the course of the investigation of manganese mineral occurrences in the western United States, the Bureau of Mines collected several lots of ore' from properties in the vicinity of Winkelman, Ariz. As none of the ores would be marketable directly, an investigation was made to determine their amenability to concentration by ore dressing. The Geronimo group of claims is in Pinal County, 8 miles west of Winkelman, Ariz. The manganese oxides occur as cementing material in ore zones of conglomerate. Representative samples of a 2-ton lot of ore cut from outcrops of two lenticular deposits were laboratory-tested. Two 1-ton samples from the Benningfield property were similar in physical characteristics but differed in grade. This claim is 11-1/2 miles south of Winkelman and about 1 mile west of the San Pedro River on the south side of Putman, Wash. The manganese minerals occurred as nodules and lenses, replacing limestone, in a capping over a dark, igneous dike. The North Star group consists of five claims on the west side of the San Pedro River 14 miles south of Winkelman. The ore consists of a low-grade, manganese oxide-calcite occurrence interspersed with stringers of higher-grade material and is present as filling in a fissure zone in porphyry. Two samples were obtained by the examining engineer; one sample represented run-of-mine material, the other represented ore from the vein that could be hand-sorted or selectively mined.

The method of investigation was to study the distribution of ore in great detail, to make a thorough structural study of the lode and the mine area, and then to compare the results of the two studies. Such a comparison usually reveals a very close relationship between geological structure and ore distribution, and can often lead to important conclusions which would not be reached in the ordinary working of a mine.The Triton mine lies 30 miles E.N.E. of Cue, or 380 miles N.W. of Kalgoorlie, in typical pre-Cambrian rocks, consisting of gTeenstone lavas and tuft's, interbedded with slates and some sediments, and intruded by granite and porphyry. Fig. 1 (at end of paper) is a longitudinal section of the mine and shows that the workings consist of the main North Emu and the smaller South Emu, separated by a distance of about 1 of a mile. Both orebodies occur on the same lode, which strikes north and south and dips practically vertically. On the same line, and of 1/2 a mile and a mile respectively to the north of the North Emu, are the small Rand and North Rand workings, where a big width of lode material has proved to be very low grade. In the North Emu the lode width averages 12 to 15 feet; it is seldom less than 5 feet and in places reaches 30 feet. In the South Emu the lode is wide, but only portion of it is payable.The lode is a mineralised bed occurring between massive lava flows on the east and a mixed series of tuft's and thin lava flows on the west. The lode material is hard, fine grained, and dark coloured, and generally has a faint banding which is believed to indicate a tuft'aceous origin of the original lode rock. Microscopic examination shows that the original lode rock has undergone considerable albitisation;' there has also been considerable formation of biotite which gives the lode material a characteristic sheen. The mineralisation consists of abundant fine pyrite, which is auriferous, and a lesser development of pyrrhotite which is, however, barren of gold.THE OREBODIES AND THEIR CHARACTERISTICSThe distribution of ore is best studied from gold contours, as these reveal features that cannot be detected in an ordinary assay section. Gold contours (see Fig. 3) are developed' by plotting the width and grade of all development and stoping assays throughout the mine on a longitudinal projection, representing each sample by a coloured dot according to a suitably chosen range of assay values, and then outlining areas of similarly coloured dots (see H. J. C. Conolly, Econ. Geol., April, 1936). Both width and grade must be taken into account and the simplest method of gold contouring is to use dwt.lft. values, but difficulties arise here with big widths of low grade and small widths of high grade ore. To choose an extreme case, 30 ft. of 2 dwts. and 2 ft. of 30 dwts. both equal 60 dwts.lft., and would therefore be given the same value in dwt.lft. contouring...

THE basis on which the modern metallurgical industry is operated is the endeavour to attain maximum return in purchasing power for the least expenditure of energy. This has always been the general objective of the industry, as of all industries. In recent years, however, it has received a new emphasis. Today, as never before, increased attention is being directed to the detailed study of plant operations and the application of scientific knowledge and of business principles in order to achieve the maximum efficiency. This new emphasis is the result in large part of the new problems and conditions with which the industry has been confronted, chief among which are the following: (l) Development of new ore-bodies and the treatment of complex ores. (2) Necessity of achieving a greater degree of purity in some of the metals in order to meet the newly discovered demands for some of the industrial metals. (3) Discovery of new markets for many of the metals, either in pure form or in the form of alloys. ( 4) Change in values, absolute or relative, of some of the important metals. (5) Increasing scale of investment in expensive plant and equipment, which makes imperative most efficient utilization if total unit costs are to be kept to a minimum. (6) Increasing scale of operations in some important branches of the industry, which also makes essential maximum efficiency in organization, administration, and operation. The success with which the metallurgical industry has met the problems created by these changing conditions has been due primarily to the following factors: (1) Results of research and experimental work carried on by universities, government laboratories, and many private corporations in the industry itself. (2) Closet study of every detail of plant operation, both from the technological and from the economic point of view, with the object of increasing plant efficiency. (3) Interchange of information and experience amongst the operating companies. It is only by the concerted efforts of numerous investigators and experimenters that the underlying fundamentals of plant operations can be learned. The exchange of results permits their easy assembly and correlation with maximum benefit to the whole industry. Unnecessary duplication of research and experimental work is avoided and the industry as a whole is able to reap the fruits of this work with the maximum of-speed and efficiency. (4) Advances made in recent years in so-called 'scientific management' in industry as a whole and the application of the principles learned to the metallurgical industry. A review of the modern trends in extractive non-ferrous metallurgical processes illustrates the afore-mentioned new conditions and problems, and gives some idea of the methods by which they have been and are being surmounted.

[In July, 1924, the Bureau of Mines, through its Petroleum Experiment Station, undertook a field study of methods used in oil-field shops for dressing and tempering fishtail bits. The purpose of this work was to suggest chances that would be helpful to the bit-dresser in turning out better treated, harder, and tougher bits, and thus cut down the excessive loss of time caused by too frequent changing of bits. It was the intention to eliminate as much as possible the guess work connected with dressing and tempering bits under the method of judging temperature by eye, by developing; practical methods of controlling temperature. If there were some possible means of accurate temperature control, then it would be an easy matter to bring all bits to the proper temperature for maximum hardness rued toughness, thus doing away with the source of most of the trouble experienced in the present method of bit tempering. Shortly after the Bureau of Mines began its study, a chop In the Stroud, Oklahoma, oil field announced method for tempering fishtail bits that Would increase the drilling footage of each bit treated. The method accurately regulates, by the use of a bath of molten salt, the temperature to which a bit is heated before being quenched to produce hardness. There is nothing new in using silt baths for the, heat treatment of steel, but this was the first attempt to introduce it into the oil fields for use in hardening bits, and for this purpose it proved to be admirably adapted. In tempering, by the old system it is not possible to measure the temperature of the heated bit by means of an electrical instrument for that purpose, whereas this is an easy matter with the now method. If heating steel to slightly above the critical point rind quenching suddenly will bring out its best properties, their here is a method of accurately bringing the steel to that point.]

IF it had not been for the testimony of former Secretary of the Interior, Harold L. Ickes, before the Senatorial investigating committee the public would have heard little about the Federal Government's suit against California for the ownership of the tidelands. The Ickes-Pauley dispute brought to public attention that the California tideland oil deposits are the last remaining large Federal oil reserves. Ickes contends that these tideland oil deposits belong to the nation for the benefit of all the people of all the states and not solely to the State of California. Ickes also accused California oil man Ed Pauley of offering to give $330; 000 to the Democratic party fund if Ickes would drop the Federal Government's suit against the State of California for the ownership of said tidelands. The tidelands may be considered as the land bordering the coast line between mean high tide and outward under the ocean for a distance of a marine league, or about three statute miles. This strip of land along the coast of southern California contains large oil deposits which have a present and future prospective value of several billion dollars.

"We can easily represent things as we wish them to be..” -Aesop INTRODUCTION The first eight chapters of this book have primarily addressed the concepts and fundamentals associated with project valuation, particularly as they apply to mining-related projects. Specific emphasis was placed on the engineering and economic parameters and estimates necessary for quantifying line items in pro forma income statements and the subsequent calculation of net annual cash flows. Given these estimates of relative benefits, costs, and annual cash flows for a project, it then becomes necessary to convert these estimates into measures of relative desirability or attractiveness. The criteria and techniques typically utilized to determine project acceptability or desirability are, then, the topics of discussion in this chapter. Before proceeding it may be advantageous to put the problem of project evaluation into proper perspective by reiterating some of the fundamental concepts developed in Chapter 1. The basic premise set forth in this book is that the objective of the firm should be to maximize its value to its owners (stockholders' wealth). This value or wealth is represented by the market price of the firm's common stock; consequently, the primary objective of the firm can be restated as one of maximizing the value (price) of the firm's common stock in the marketplace over the long term. This price, in effect, is an indicator or index of the market's perception of the company's progress and a reflection of the investment, financing, and dividend decisions made by corporate management. These three major decisions are inter- related and jointly impact the market price of the firm's stock. Therefore, if the objective of maximizing the value of the firm to its stockholders is to be achieved, an optimal combination of the three decisions will be necessary. It is important to emphasize that maximizing stockholder wealth is not the same as profit maximization or even the maximization of earnings per share. Corporate managers making decisions based on the objectives of maximizing profits and/or earnings per share must recognize that these objectives do not consider: (I) the timing or duration of expected returns, (2) the business and financial risks of the promised earnings, or (3) the dividend policy of the firm. Obviously all of these factors are of concern to the company's stockholders and will have an effect on the market value or price of the firm's common stock. "Comparative roof beam performance, as measured by delamination within the bolted horizon, was used to evaluate two types of roof bolt drill hole geometries in a development setting. Short encapsulation pull tests had demonstrated a higher grip factor in drill holes featuring helical grooves in the side walls in comparison to drill holes featuring continuous smooth to slightly rough walls. The study incorporated the two geometries during development mining in which fully grouted mechanically anchored bolts were installed as primary roof support.bolts were installed as primary roof support.The study site, in an entry adjacent to a longwall panel, was instrumented with extensometers and data collected during longwall retreat. Statistical analysis was conducted to validate null and alternative hypotheses used to compare drill hole geometries. Analysis yielded no statistically significant difference between drill hole geometries. Inspection of the data does reveal less delamination within the smooth walled site in comparison to the site containing grooved hole geometry.INTRODUCTIONFrom their introduction as a means of ground control over sixty years ago, roof bolts today are the primary mechanism of roof support utilized throughout mining. Whether through suspension, keying, or beam building, roof bolts are employed to reinforce the inherent strength of the strata comprising the immediate roof with the goal of creating a competent bolted horizon of sufficient load bearing capacity to be self-supporting for a given mine's design life, stress regime, and geomechanical properties.For grouted bolts in sedimentary strata, axial loading due to vertical rock movement and bending due to horizontal rock movement are the principal means of loading (Signer, 2000). Regardless of the type of bolt and extent of grouting employed, the success of any roof bolting design is determined, to a large extent, by the effectiveness of load transfer between the rock, grout, and bolt.At San Juan Mine, an underground longwall mine located in the northwestern corner of New Mexico, a number of different roof bolt types, grades, and lengths have been used over the years in an effort to optimize primary roof support. One common denominator shared throughout has been the use of full length grout. Load transfer for full length grout is achieved primarily through mechanical bonding between the grout and rock. It is this interaction that is the focus of the study described in this paper. The study assessed and compared two types of bolt hole geometries employed during gate road development at San Juan. Underground instrumentation and evaluation of the bolted roof provided the means of assessment and comparison."

Conventional project valuation techniques, such as discounted cash flow (DCF) method, are more frequently being criticised for the manner in which they consider the interacting effects of uncertainty and project structure (including management flexibility) on project value. Modern asset pricing (MAP; often called ?real options valuation? when applied to the analysis of flexibility) is a more general valuation framework that corrects many of the shortcomings of common valuation methods. Previous mining applications of MAP have tended to treat the ore deposit as a homogenous entity. While useful for demonstration purposes, this is inadequate for practical application in industry. This paper presents a MAP valuation example that allows for the heterogeneous nature of an ore deposit. It shows that deposit structure may increase the complexity of the mine planner?s decision so that results of a standard DCF analysis, or a simple MAP analysis that ignores the details of deposit structure, are misleading. In the example, a management is considering the development of an adjacent low-grade zone while mining operations in a high-grade zone are ongoing. If the low-grade zone is developed before high-grade reserves are exhausted, the proposed development will include both low-grade zone development and a capacity expansion to handle additional low-grade reserve production. If development of these reserves is delayed until the high-grade reserves are depleted, then the low-grade reserves can be developed without a capacity expansion. A typical DCF analysis would reduce the management?s decision problem to three alternatives: 1) continue mining only in the highgrade reserves, 2) immediately develop the low-grade reserves and expand capacity, and 3) delay low-grade zone development until the high-grade reserves are exhausted. The model presented here allows the management to reconsider the development and capacity expansion decision on a discrete half-year basis. It delineates price regions, for given levels of high-grade zone reserves, in which it is optimal to develop the low-grade zone, defer low-grade zone development and abandon the mine irrevocably. The model presented here extends the ability of mine planners to describe actual project structure while using the MAP valuation framework that is already noted for its capacity to combine project uncertainty and risk insights with a dynamic project description.

The Bureau of Mines investigated beryllium resources, production methods, and production costs to estimate the quantity of beryllium available for future use. Eight mining districts and 12 deposits are included in the study; lack of data precluded the evaluation of resources from 6 nonproducing and undeveloped deposits. The study revealed that demonstrated beryllium-bearing resources should be sufficient to meet domestic needs and those of other market economy countries (MEC's) well into the 21st century. Total demonstrated beryllium-bearing in situ resources from MEC's are estimated at 118 million metric tons (Mmt) of ore containing approximately 33,000 mt beryllium metal. Approximately 111 Mmt ore containing 29,000 mt beryllium was included in the cost analysis and availability sections of this study. Three Brazilian districts currently produce beryl ore, and one domestic company, Brush Wellman Inc., produces bertrandite ore. Brush Wellman Inc. owns and operates the only MEC facility in the Western Hemisphere for extracting beryllium values from beryl and bertrandite and is the beryllium industry's only fully integrated corporation.

One of the major deliverables of the AMIRA P754 Project, which was sponsored by several major mining companies, was a code of practice and guidelines for metal accounting for the mining and metallurgical industry. These had the objective of improving the auditability and transparency of metal accounting from mine to product, thus assisting in good corporate governance. The overriding objective of mass measurement for metal accounting is to establish the mass of the particular material or component present at a specific time, or the mass flow of that component over a defined time period, to a defined accuracy suitable for metal balancing. As such, it is the first measurement in the chain that includes sampling, sample preparation and analysis, each of which introduces its own errors. Materials often contain moisture, the proportion of which must also be established in order to obtain the dry mass. They may also have to be measured as a volume or mass/mass flow of slurry, or in stockpiles or storage areas, in which case the relative density must be measured. Both the density and moisture measurement often introduce significant error. Whereas a great deal of effort has been directed at sampling, sample preparation and analysis to improve accuracy and establish the error, the same can seldom be said for the mass determination, including the moisture and density measurements. The possible major causes of error are highlighted and methods of reducing them discussed. Mass measurement can be classified into those measurements necessary for custody transfer and primary accounting of the input and output streams to a plant or operation, and measurements required for secondary accounting, or management control. The latter include intra company transfers and plant area performance, and those required for plant control only. This paper is concerned only with primary accounting measurements. The code and best practice state that the equipment should be certified (as sized) as is required for custody transfer. The most accurate and precise of the various possible methods is the static measurement of mass on a weighbridge, platform scale or a weigh bin. If static measurement is not possible, which is often the case for ore fed to a plant, possible alternatives are electromechanical conveyor belt weighers or in-motion weighing of rail trucks. In all cases the material must be adequately sampled to enable a representative moisture content to be determined to calculate the dry mass. Where material is flowing inside conduits, only certain types of the multiplicity of flow meters available may be used and, in the case of slurries, very few flow meters are suitable. As most flow meters measure volume or velocity, the density of the material must also be measured. The basic requirements in order to achieve satisfactory results for the mass, of the component of interest, are listed, as well as common problems and pitfalls encountered in practice. The measurement of the mass of stockpiles and in-plant stocks, often required for metal accounting, is often the largest source of error in metal balances. The reasons for this and methods for reducing and managing the effect are discussed.

The Primero mine, operated by the Colorado Fuel & Iron Company, is located 17 miles west of Trinidad, Colorado, in Las Animas County. Unusually bad roof conditions, along with heavy side pressure and other conditions causing rapid decay of timbers, all combine to create a very serious timbering problem. The height of the coal averages six feet six inches. It is a heavy coking coal and has a tendency to become easily crushed and broken down in the seam. The seam lies about 35 feet below the sandstone and the intervening formation is composed of loose shaly rock, and as the coal is extracted, the air slackens this rock to such an extent that within 24 hours, roof falls varying from five to fifteen feet in height are likely to occur. Under these conditions it is necessary to use cross bar sets in both rooms and entries, and they must be spaced no further apart than three and one-half foot centers, and be maintained within a distance of three feet of the face. Rooms are spaced on fifty footcenters, and cannot with safety be driven to exceed 14 feet in width, and 200 feet in length. The large pillar must be maintained to protect from side pressure, and the rooms must be driven up and retreated with as quickly as possible to avoid the squeeze caused by the intense side and roof pressure. Best results in extraction have been obtained by driving rooms for only a distance of 150 feet. Under these circumstances, it is readily seen that timbers of small diameters cannot be utilized in timbering any development work of a permanent nature. Entries are driven nine feet wide, and special peeled piling with an average diameter of 12 inches are most commonly used. It, is necessary to use lagging between each set of crossbars . Conditions such as these necessitated an immense expenditure for mine timber. In addition to ordinary seven and eight foot props, we used a yearly average of 65,000 feet of heavy peeled piling, averaging in diameter from 10 inches to 12 inches. Annual expenditures for timber of all classes was in excess of $60,000.00. Timber costs per ton averaged around 29 cents. In view of these exceptionally severe timber conditions at Primero, the company, in 1920, had a survey made with a view of providing some remedy to this problem. A comparison of the life of main entry timber at other bituminous mines was made, and an average life of four years was established. The actual data collected at Primero indicated an average of less than two years in the manway or "return" airways, and up to five years on the haulageways or "intake" airways. While some of this timber will stand up for a much longer period than this, a close inspection will reveal in most cases that its period of usefulness is spent. It is very essential when discussing the life of timber, especially that used on, main haulageways and aircourses, that a distinction be made between the point of service, that is, the point where it is sound, serviceable and able to carry weight, and the point of breakdown or failure, where it is no longer sound and able to carry weight. In figuring the life of timber, the point of service only should be considered as timber will frequently stand for a considerable length of time when it is entirely decayed and unserviceable. "Abstract In the Press-in Method, a static jacking force is used to install a prefabricated pile, while a reaction force is gained from previously installed piles. This piling technique has solved problems in urban piling construction such as noise and vibration associated with the piling work, restricted construction conditions due to the existing structures, and so on, since its emergence in 1975. Its applicability to hard ground conditions has been improved, with the development of press-in machines that involve augering or rotation. Besides, information such as time, penetration depth, jacking force and rotational (or augering) torque in piling work are automatically obtained. The concept of PPT, Pile Penetration Test, has been developed by the authors, to apply the obtained information to the processes of construction planning or foundation design. This paper highlights the technique to estimate SPT N value from data acquired in standard press-in (press-in without any auxiliary methods), press-in with augering and rotary press-in. The technique will be helpful in assuring the adequate embedment depth, re-selecting the adequate press-in machine or auxiliary method, and re-pricing the project objectively, particularly when a contractor encounters unexpected ground conditions.INTRODUCTIONThe Press-in Method is one of the piling techniques that use a static jacking load to install piles. It mitigates environmental problems of noise and vibration that have been associated with other conventional piling techniques.It is also featured by its spatial efficiency; since a ‘press-in’ piling machine gains a reaction force from the previously installed piles, there is no need of bulky weights that will occupy a large space. This feature is emphasized in the piling system in Figure 1, where a press-in machine and its related devices are all positioned and ‘walk’ on top of the pile wall.Its applicability to hard grounds has significantly been improved, with some newly developed piling machines that involve augering or that install tubular piles with teeth on the base by applying axial load and rotational torque at the same time."

"AbstractThe paper identifies the major components of price change which affect the determination of the internal rate of return of a mining project. It illustrates several price indexes which may be used to measure general price increases, identifying techniques which might incorporate them into mine valuation procedures. The ""hurdle rate"" for new investment is discussed.IntroductionDECISIONS regarding the value of an orebody and whether or when to mine an orebody are based on an estimate of the cash flows which would be associated with its exploitation. These pro-forma cash flows represent cash in or out of a possible mineable deposit and include exploration and construction costs, sales revenues, operating expenses, taxes, debt borrowings, interest and debt repayment. It has long been recognized that when combining the cash flows occurring over the life of the mine, dollars received or paid out early have greater value than those received or paid out later. This time value of money has been incorporated into mine evaluation calculations through the use of present-value or discounting techniques. Another factor affecting mine valuation, inflation, is not accounted for by valuation techniques now in use. In recent years, price changes have become more volatile. In the past, price change could easily be ignored when evaluating potential mines. Today, the combination of larger investments and greater price volatility leads to great concern about the effects of price change on mine valuation."

THE following paragraphs, constituting the concluding portion of the Annual Report of the Council for 1903, have been withheld from publication until now, in order to make them as accurate and complete as possible. They will be published in Volume XXXV. of the Transactions in their proper place at the end of the said Annual Report. Franklin Ballou was born in Pittsburg, Pa., May 29, 1845. He was the son of an old resident, Arthur Ballou, a manufacturer and wholesale dealer in vinegar. In early youth Franklin attended the Western University of Pittsburg, but left school at the age of 16 to become book-keeper for his father, upon whose retirement from business, in 1868, he associated himself with Walter C. Childs, of Pittsburg, in the manufac¬ture of furnace-grates and asbestos-cement for blast-furnaces. This firm was known as W. C. Childs & Co., and did a success¬ful business for several years. In 1869 Mr. Ballou married Miss May S. Wilson, daughter of Judge Wilson, of Lewistown, Pa. In 1876 he spent several months traveling in the West and studying the mining industry, which greatly interested him. In consequence of this journey, he wound up his business in Pittsburg and removed in 1877 to Georgetown, Colo., where for several years he conducted a sampling-works, and built up an extensive business as an agent for the sale of ores, besides engaging to some extent in mining enterprises. , It is said that he controlled at one time about one-eighth of the output of the Leadville mines. In the early 80's, he became Vice-President and General Manager of the Bimetallic Smelter at Leadville, of which Mr. David H. Moflat was the principal owner. This was practically the first successful demonstration of pyritic smelting in Colorado. Upon the sale of the works in 1897 to the American Smelting and Refining Co., Mr. Ballou retired

The Halmahera Contract of Work is a sixth generation contract held 82.5 per cent by Newcrest Mining Limited and 17.5 per cent by PT Aneka Tambang and takes in the Gosowong Project area. In 1991 Newcrest Mining Limited established a small exploration office in Jakarta and proceeded to seek exploration opportunities. The Halmahera area was identified as a substantial prospective ground position in a relatively unexplored area. In late-1991 Newcrest Mining Limited and PT Aneka Tambang agreed to explore in Halmahera. Initial field work commenced in July 1992. A vigorous ground reconnaissance programme led to the discovery of the Gosowong deposit a little over 12 months later in September 1993. In April 1997 the Contract of Work was approved covering much of the island of Halmahera. Between September 1997 and November 1998 activities were directed principally towards obtaining the necessary permits required to commence construction activities. Some particularly ambitious targets were set for achieving this outcome. An aggressive construction programme commenced in late-1998. Construction took place during a period of unseasonally high rainfall, which in itself presented additional challenges to the construction team. A key milestone for the project was achieved on 1 July 1999 when wet commissioning of the process plant commenced. Construction of the Gosowong Mine was achieved on time and within budget. A period of some six years elapsed from the initial discovery of the Gosowong deposit to the time of the first gold pour. Much of the permitting, construction and commissioning activity took place between September 1997 and July 1999. This coincided with a period of significant social, economic and political upheaval in Indonesia. During the construction period a high level of importance was placed on the structured recruitment and training of local people, as well as fostering appropriate community and local business development programmes in the communities nearby the project. Emphasis was also placed on environmental management with detailed long-term planning and progressive rehabilitation commencing during the construction phase. The permitting and subsequent development of the Gosowong Project has demonstrated that even during the difficult times, with commitment, it is possible for mining and exploration companies to conduct business in Indonesia.
