EITHER the 2300 people who came to the Annual Meeting were in a better frame of mind or they were resigned to their fate, or it was a better meeting than usual. Whatever the reason, at the 1nstitute?s 148th meeting the attendance was better than ever before, things went more smoothly than in some previous years, and complaints appear to have been almost entirely absent. Patience was sometimes reauired but. almost without exception, it was forthcorning the well-known recession seems to have given many members enough leisure time to come to the meeting without depriving them of the tangible wherewithal to come.

Lord Robens, Chairman of the National Coal Board of England announced recently to the world press plans for construction of the largest bulk terminal in Western Europe. This should result in annual freight savings of 22.4 million dollars and between 150 and 190 million dollars of new export business. These are rather substantial amounts for any mining enterprise. Or to put it another way, opportunities to make substantial savings in the delivered price of a highly competitive commodity such as coal are few and far between. One area where such opportunities still exist is in the economical; movement of bulk materials between producer and consumer.

In the north of the Netherlands, in the environment of Harlingen, an industrial waste incinerator was installed in 2011. The population in the region is concerned about adverse health effects related to possible emission of dioxins. This study compares the relative merit and reliability of four sampling approaches aimed at quantifying the possible pollution patterns surrounding the incinerator: short-term versus long-term isokinetic flue gas sampling, spatial sampling of grasses and a novel approach developed by the Toxicowatch Foundation, based on local composite sampling of ten eggs from backyard chickens (local area pollution load averaging by accumulating bio-entities). Based on the latter approach results of a new analytical bioassay, DR CALUX®, from 15 locations near Harlingen harbour show distinct above-threshold dioxin levels in the environs of the incinerator. Currently only short-term flue gas sampling is mandated by the authorities; based hereupon, under normal operating conditions, the incinerator appears to be compliant with emission standards. This short-term sampling scheme is seriously flawed, however, in that it only demands one continuous 12-hour sampling period per annum – an extreme grab sampling transgression in the time domain. In starkest possible contrast, significantly elevated dioxins emissions were measured in flue gas during events of unstable combustion conditions by continuous long-term measurements. The dioxin congener patterns from long-term flue gas sampling show similar patterns as the congeners found in backyard chicken eggs and grass, evidence that elevated dioxins in eggs is due to emissions from the incinerator. These results make it mandatory to perform long-term, continuous measurements for all sources where similar high-temperature combustion/emission processes take place. Backyard chicken eggs are a prevalent regional bio-accumulating sample type in rural and agricultural regions, which is relevant to air pollution emission monitoring. There are interesting relationships between this type of sampling bio-sensors and the special bioassay DR CALUX® features, which, although quite outside traditional contexts, never-the-less all can be well understood in the context of the Theory of Sampling. We venture to unravel the complex interactions between correct and incorrect sampling errors and the extraordinary complicated analytical issues involved in monitoring and source tracking using accumulating bio-sensors. South Africa?s Mining Industry operates in an uncertain world. The industry is buffeted by problems regarding retrenchments, unemployment, low productivity, rising costs, volatile exchange rates, commodity prices and government regulations. With these uncertainties facing the decision makers, what does applied technology offer the industry?s management? Modelling languages with risk analysis have been available for decades, but in the past their use has been very expensive, requiring large mainframe computers and lots of computer time. Today, PCs and laptops have incredible power, which makes interactive risk analysis affordable and viable for all enterprises, whether small or large. ?What is risk analysis? ?What is Monte Carlo simulation? ?What kinds of computer models need to be created to use risk analysis and Monte Carlo simulation effectively? This paper addresses these questions and illustrates, with a practical example in the mining industry, how risk analysis techniques can be used to support decisions in the climate of uncertainty.

"The toxicity reduction of emissions from two diesel engines by the emulsification of water into fuel oil was investigated to determine the applicability of such systems to underground mining machinery. . The engines studied were: 1) the Deut; F6L7J4, four-stroke, air-cooled, 6-cylinder, V-configuration, indirect-injection (IDl) engine, and 2) the Detroit Deisel Allison Division 8V7JN, two-stroke, water-cooled, 8-cylinder, V-configuration, direct-injection (Dl) engine.The application of emulsified fuel treatment to the two-stroke engine did not prove to be practicable. In the case of the Deutz engine, however, substantial benefit resulted. For a modest J5 per cent water content in the fuel and an injection timing of24° BTDC, approximate reductions of40 per cent in the concentrations of both particulate matter and nitric oxide (NO) were produced. These reductions were accompanied by insignificant changes in other toxic constituents. The net result was an approximate 30 per cent reduction in the over-all exhaust toxicity for typical LHD operation as assessed by the Health Effects Index criterion. This toxicity reduction represents a significant advance from the points of view of an improved underground environment and/or reduced ventilation costs."

"The converting cost modeling software introduced by Ng et al. in 2005 [1] has been extended to consider the reprocessing of reverts and copper scrap. The original model evaluated the operational costs of a Peirce-Smith converter; algebraic relationships had been implemented with arrays (to represent matrices, vectors and scalar ratios). The new software brings flexibility to the underlying thermochemical balances, by using linked-lists instead of arrays. It is now possible to consider the blending of several feeds, including reverts and scrap.The software computes the length of the converting cycle from the Fe and S content of the charge together with the blowing rate; the times required for other operations (charging, skimming and idle time) are also accounted for. The costs of consumables such as flux, fuel, oxygen or compressed air are all evaluated. Downtime, labor, and materials for converter lining repairs are also considered. The software is easily extended to examine the costs of alternative operating strategies or injection technologies such as sonic single pipe injection and sonic shrouded injection. The potential cost benefits of alternative operating procedures and technologies are discussed through example calculations."

Capital Quarries in Owensville, Missouri faces several challenges when designing a blast that allows for ease of movement while maintaining controlled throw and compliant air over pressure. The primary challenge is the nearest non-owned structure (NNOS) is a residential home located 250 feet from the quarry. Another challenge is a production bench which is 100 feet tall and separated from the NNOS by Pennsylvanian fire clay that filters out high frequency waves from the blast. Material from the blast must also be less than 5 inches in order to be processed by the crusher in the quarry. To provide as much relief as possible, production shots will consist of a single row with the minimum required burden. To design the shot, signature hole analysis was used to determine the optimal timing between powder columns. Electronic detonators provided an accurately timed shot to minimize the amplitude of the vibrations while maximizing the frequencies. Boretraking and 3D profiling with Renishaw laser profiler and Strayos drone photogrammetry provided an accurate burden measurement. Powder factor was kept at 1.3 tons/lb using bulk emulsion. The boreholes were split into 5 powder columns with the top of the hole firing first in order to blast to floor grade. The resulting shot produced good fragmentation and shot to floor grade. Seismograph readings showed air over pressure vibrations within legal limits. Due to this success, multiple shots will be designed using the process described.

A liquid and solid waste management plan for an operating uranium ore processing mill was developed to efficiently and effectively dispose of existing solid wastes and related, affected surface and ground water resources. The goal of this management plan was to achieve satisfactory clean up of these existing wastes ad their by-products as well as to prevent similar situations from occurring in the future. An existing, modern system of synthetically lined tailings ponds, constructed after many years of mill operations, now provides an approved site for the disposal and containment of waste streams currently generated by the mill. This system was thought to be readily adaptable to serve as a key element of the waste management plan. The potential presence of extra capacity in these ponds could eliminate or reduce expenditures for new facilities required solely for proper management of liquid and solid wastes generated by operations prior to construction of the modern tailings ponds as well as for a range of anticipated future operations.

When the Trelleborg Divisions of Boliden Allis and MPSI merged, a unique opportunity occurred for two independent mill fabricators to compare various design procedures and the research upon which they were based. This paper documents such a comparison in the structural design area. Several SAG mill analyses are compared using both Boliden Allis and MPSI methods. The differences and similarities are then utilized in a correlation of critical stress definitions and the acceptable design and inspection criteria.

The mining industry faces many workplace hazards that are a threat to human health and safety. The Bureau of Labor Statistics has found that employees in coal mining are more likely to be killed or sustain an injury or illness than workers in private industry. These injuries are also likely to be more severe (Bureau of Labor Statistics, 2007). In recent years, coal mining injuries have attained national attention due to highly publicized disasters. Despite these threats to worker safety and health, the U.S. relies on the mining of coal to meet its need for electrical power, with42% of electricity in the U.S. generated through the burning of coal (U.S. Energy Information Administration, 2012b; United Mine Workers of America, n.d.). Furthermore, the production of coal continues to increase and reach record levels every year(National Mining Association, 2012; U.S. Energy Information Administration, 2012a). For this reason, the coal mining industry must continue to find ways to protect its workers while maintaining productivity. One potential approach to protecting workers while maintaining productivity is through improving the safety culture at coal mines. In order to achieve this culture, operators, employees, the inspectorate, etc. must share a fundamental commitment to safety as a value. This type of culture is known in other industries as a ?safety culture? and can be defined as the characteristics of the work environment, such as the norms, rules, and common understandings that influence facility personnel?s perceptions of the importance that the organization places on safety. Fundamental to improving safety culture within an organization is understanding the existing safety culture; improvements cannot be made without first elucidating areas that require improvement. This manuscript details the process undertaken by researchers at the National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) to assess the safety culture at five underground coal mines across the United States. The purpose of this manuscript is to introduce the mining industry to a multi-methodological approach to safety culture assessments. Further, it is the goal of this manuscript to highlight the value of including both quantitative and qualitative methods into safety culture assessments in order to obtain the most comprehensive view of an organization?s safety culture. Because this manuscript focuses solely on the methodology implemented, data and results obtained during the five safety culture assessments will not be presented in this manuscript, but will appear in a future publication.

This publication summarizes the in-house and contract research and development projects programed for fiscal pear 1980 by the Bureau of Mines under its Minerals Environmental Research activity. The document provides a mechanism for interested parties, including potential contractors, to gain insight into ongoing and projected work of the Bureau's environmental research efforts. Research to identify and correct environmental problems associated with mining and metallurgical operations has long been an integral part of the Bureau's mission. Through the years, efforts of various Bureau programs have yielded valuable information on the origin and control of many of these problems. With the reorganization of the Bureau of Mines in 1979, the Minerals Environmental Technology program was structured to consolidate these efforts into a single program that will systematically investigate al aspects of mining- and processing-related environmental pollution and damage-from initial discovery of the mineral resource to ultimate return of the land to productive use. In fiscal year 1980, the Bureau received an appropriation of about $21 million to conduct research and development work on these problems.

THE conventional method of making water gas involves individual plants for the separate carbonization of coal to coke and the subsequent gasification of coke with steam. The process demands lump coke, preferably made from the best quality of coking coals. The ash in the coke should have a high melting point and the gasification process suffers a loss of efficiency when cokes with low ash-melting points are used. In Britain, these coals are generally the most expensive and they are readily available only in certain localities. The coals not suitable for making lump coke, or yielding only poor quality coke, are much more widely available and are generally cheaper. DEVELOPMENT OF ALTERNATIVE PROCESSES In Germany, processes have been developed and operated commercially for the production of water gas from very low-rank coals such as brown coal and lignites, but much less effort has been spent on processes to use coals of intermediate rank, which are widely available in Britain. The brown-coal processes use coal in the form of either dust or briquettes. The most successful of the dust-gasification methods is the Winkler process, which made a substantial contribution to German oil production during the war. It uses coal in the size range 0 to 8 mm and the fuel bed is blown with a mixture of oxygen and steam at a rate high enough to give it a characteristic boiling motion or, in present-day phraseology, at a rate more than sufficient to fluidize it (Fig. 1). Air cannot be used to provide the heat required for gasification, for vari¬ous reasons. In the first place, to make the process continuous by mixing air and steam would involve the production of a lean gas containing much nitrogen. If a separate blow were used, a large amount of potential heat would be lost because the blow gas in such a process would contain a very high percentage of carbon monoxide. Oxygen is necessary therefore and oxygen remains relatively expensive for use in gasification. In the Winkler generator, formation of clinker caused by local overheating does not occur, because of the mobility and high heat transfer of a fluidized bed. These properties of fluidized dusts have been used most successfully.

Installation of initial tunnel support is often the most uncertain element of work in the design of, and a contractor bidding on, construction of a rock tunnel. The risks the construction contractor and owner assume are delineated to a great extent in the technical specifications portion of the contract documents. It is intended that this paper identify current practices for specifying initial tunnel support and the impacts each case has on the assignment of risks associated with providing the initial tunnel support. Examples of recently completed tunnel designs are given.

"Construction for the restoration and expansion of 102-year-old Wrigley Field in Chicago, Illinois began at the conclusion of the 2014 baseball season. This six year project involves structural upgrades to the Stadium, improvements to the facade, infrastructure, restrooms, concourses, suites, press box, and bullpens, as well as the addition of restaurants, patio areas, batting tunnels, video boards, an adjacent Office-retail Tower and a new Hotel. The Bleachers were demolished and replaced, and a new underground Clubhouse was constructed for the Chicago Cubs beneath a new open-air Plaza. The 1060 Project is privately funded, projected at $750 million (US). The work will be completed in phases during consecutive off-seasons, each with a maximum 23-week duration extending through the Chicago winter. Ownership mandated that on-going construction cause no disruption to the Major League Baseball season, have no impact on hosting concerts and other special events, and it should not adversely affect seating capacity, or diminish the fan experience.The 1060 ProjectAfter purchasing the Chicago Cubs baseball team in 2009 from the Tribune Company, the Ricketts family began planning the renovation and improvement of Wrigley Field and its near neighborhood surroundings in Chicago, Illinois. What came to be known as the 1060 Project was officially announced at the annual Cubs Convention in 2013. Construction began on the $750M privately funded project in October 2014 at the conclusion of the Major League Baseball season. In their vision, the Ricketts committed the 1060 Project to three primary goals. First and foremost as a MLB franchise, the work should provide a meaningful contribution toward winning the World Series and ending the championship drought which stretched to the last win in 1908. Second, the project should be focused on preserving and improving Wrigley Field. Finally, the project should be committed to outcomes that enable the team to be a good neighbor and provide economic and social benefit to the local community.Constructed as Weeghman Park in 1914 for an estimated total cost of $250,000, the stadium provided seating for 18,000 fans and a home for the Chi-Feds and Whales of the National Federal League. The Chicago Cubs were enticed to move from the West Side Grounds in 1915. In the next 100 years, the Wrigley Field would be sliced apart and expanded, double its seating capacity with the addition of double deck grandstands, be enclosed by bleachers (and an ivy covered wall), and, in 1988, experience its first nighttime baseball game with the addition of lighting.The 1060 Project has a total budget of $750M, with an expected construction value of $350M. It is projected to add over 2,100 jobs to the economy and be completed before the 2020 baseball season. The work will be completed in phases during consecutive off-seasons, each with a maximum 23-week duration extending through the Chicago winter. A prediction for oil recovery from a pilot waterflood in the Kane oil- field, located in Elk, Forest, and McKean Counties, Pa., was made and compared to actual field performance. Water-injection and production histories, well logs, other field data, and results from laboratory tests of core material were used in this analysis. Performance of the pilot waterflood, initiated in January 1963, was predicted using a modified Craig, Geffen, and Morse calculation technique. Maximum recovery from this low permeable, preferentially oil-wet formation was predicted to be about 22,500 barrels of oil after 300,000 barrels of water had been injected into the pilot waterflood area. After additional field data were collected it became necessary to reevaluate the pilot waterflood area. The gas saturation prior to the waterflood was estimated to have been 20 percent, based on an assumption regarding the required volume of water injected to initiate oil production. In view of the actual field performance, a gas saturation of 13 percent is indicated. When this gas saturation and the method originally proposed by Craig and others are used) the predicted results are more representative. In December 1965, field performance was further analyzed using a hyperbolic-decline curve as presented by Arps. Based upon this evaluation method, the pilot water flood in the Kane sand should produce 37,000 to 42,000 barrels of oil with the injection of 300,000 barrels of water into the pattern. By continuing this secondary-recovery project to a reasonable economic limit, ultimate oil recovery may be as much as 50,000 to 55,000 barrels, or 129 to 142 barrels per acre-foot from 36.5 acres.

The increased attention towards reducing emissions of fossil CO2 due to its potential global warming effect has resulted in a focus on renewable resources, as charcoal. Since charcoal is produced from growing wood it does not contribute to global warming. This paper gives a brief review of consequences of and reasons for using charcoal in the silicomanganese (SiMn) production. Results are presented from practical SiMn smelting experiments, on a pilot scale, using charcoal as reduction material and comparing with coke. As slag- and CO2-reactivity are important for furnace performance these features have also been measured.

Heightened environmental consciousness has resulted in the development of various international accords dealing with natural resource management. This international awareness is now being translated into regional and local initiatives that proactively implement collaborative environmental management programs. One such program was recently initiated in northern Chile in recognition of the interconnection of Andean salars. Cooperative efforts between industry, governmental agencies and academic professionals have resulted in the implementation of simultaneous environmental monitoring of flora and fauna in the salars of northern Chile. This coordinated effort is leading to an improved understanding of the migratory patterns of South American fauna, as well as improved access to an expanded database for the multiple user groups associated with the Andean salars. The El Abra Mine is actively participating in these coordinated monitoring efforts.

Chromium resources in the United States are estimated at 1.8 million tons of recoverable chromium contained in 22.5 million tons of chromite-bearing material. Additional resource is presumed existent in large, but as yet undetermined, quantities of material containing less than 10 percent Cr203. No domestic resources are being mined presently (1969). Excluding transportation charges to domestic consuming areas, the total 1.8 million tons of chromim is estimated to be available, in ore or concentrate, at costs up to $0.64 per pound; 63 percent of the total is available under $0.11 per pound; and 38 percent under $0.08 per pound. It is judged that transportation from the resource areas to the existing market centers would add nearly $0.05 to the cost of a pound of chromium contained in ore or concentrate. Technically effective beneficiation methods have been developed for much of the known domestic resource, and further development might reduce costs of processing these materials. However, at present, domestic chromium resources are noncompetitive with foreign sources.

INTRODUCTION Gwinnett County, Georgia, is a part of the rapidly expanding metropolitan Atlanta Georgia area. Located approximately 48 km (30 miles) northeast of Atlanta, Gwinnett County has a current population in excess of 600,000 and is projected to reach a population of 1,200,000 by 2025. As a part of the County’s master plan to supply drinking water for the expanding population and to increase system reliability, the Gwinnett County Public Utilities Department undertook the Shoal Creek Raw Water Intake and Pump Station Project. Figure 1 shows a vicinity map for the project. Prior to construction of the Shoal Creek Raw Water Intake and Pump Station Project the County had a single raw water intake to feed water from Lake Sidney Lanier (Lake Lanier) into a filter plant for processing into potable water. This project together with a newly constructed water filter plant provides Gwinnett County additional capacity and system redundancy to prevent interruptions to the drinking water supply. Lake Lanier is a man made reservoir with over 800 km (500 miles) of shoreline and was constructed by the Army Corps of Engineers in the 1950s for hydro electric power generation, flood control, and navigation benefits for the Chattahoochee River. Over time, Lake Lanier has become an increasingly important source of drinking water for the metropolitan Atlanta area. This paper focuses on the primary underground construction and lake tap components of the project including a 42.7 m (140 ft) deep pump station shaft 24.4 m(80 ft) in finished diameter transitioning to a 6.1 m (20 ft) finished diameter shaft, a3.05 m (10 ft) finished diameter by 19.8 m (65 ft) deep intake shaft constructed in an average of 21.3 m (70 ft) of water, and a 190.5 m (625 ft) by 3.05 m (10 ft) finished diameter modified horseshoe tunnel connecting the two shafts. This raw water intake system, in conjunction with the incorporated pump station with 8 pumps and dual1,829 mm (72 inch) pipelines, provides a system capacity of 1,091,062 m3/day(240 MGD) to two water filter plants and is expandable by the addition of pumps to1,500,210 m3/day (330 MGD). Parsons provided design and construction management services for the project. The $29.6 million contract to construct the project was awarded to W.L. Hailey &Company. Notice to proceed was given August 6, 2001 and substantial completion was achieved on January 20, 2004. Value engineering changes adopted for the project contributed to completing the project at a final cost of $28.8 million.
