Assessing and managing instability hazards is an essential activity when working with unstable natural slopes and excavated open pit mining slopes. Slope monitoring has become the standard technique for the management of geotechnical risks associated with mine slope instability hazards. In recent decades, a proliferation of new monitoring techniques such as terrestrial radar, satellite InSAR and LIDAR have become standard operational tools, complementing conventional survey-based monitoring solutions. A reliable monitoring system should identify and record incipient anomalous slope movement. Although the most obvious purpose of a monitoring system is safety related, slope deformation and performance monitoring also enhance the understanding of slope behaviour and assists in improving system design and implementation. For a monitoring system to be considered an effective early warning tool, it needs to operate in real-time and should be linked to the mine’s emergency communication systems. Terrestrial radar systems have been developed that can provide near real-time measurements, at a high level of precision and covering broad areas in all weather conditions. This has had a positive impact on the management of geotechnical risks in operational conditions. The technology adoption of RADAR in mine monitoring has significantly progressed in the last 20 years from technology enthusiasts, to visionaries, to pragmatists to conservative users. However, the increasing adoption of RADAR cannot reduce or remove other monitoring techniques that often have important benefits; even if these technologies cannot be used as a real-time operational tool. An increasing awareness on the importance of combining data from different monitoring techniques to develop a holistic picture of all possible geotechnical hazards is a current industry trend. This is proving to be an excellent foundation for managing hazards associated with slope instability in open pit mines, and is only expected to improve with time with the adoption of new technologies based on big data and Artificial Intelligence (AI).

The first section of this circular has been prepared with a view to answering inquiries frequently received by the Bureau regarding laws governing the staking of claims and regulations covering requirements for holding them and obtaining title in fee to placer ground. These laws and regulations were summarized briefly in Information Circular 6796, "Placer Mining in the Western United States." These laws, however, are administered by the General Land Office, Department of the Interior, and it has been considered advisable to combine an authoritative résumé thereof by the Commissioner of that Bureau with information on small-scale placer mining previously published by the Bureau of Mines. The second section of this circular is largely a revised reprint of Information Circular 6611, "Small-Scale Placer Mining Methods", first published in April 1932 for the purpose of answering the many daily inquiries then being received on this subject. This circular has been reprinted repeatedly, and about 30,000 copies have been distributed, most of them in response to applications therefor. At present (June 1937) requests for this publication continue to be received daily.

"In the Phosporia formation of SE Idaho, ore quality varies by depth, seam and distance along strike; phosphorus recovery is sensitive to these variations. Plant ore feed can be blended over time to minimize this fluctuation by using a combination of mine production and inventory stockpile scheduling. Mixed-integer and goal programming has been used to optimize short-term mine production, but the seasonal nature of mine haulage requires the use of stockpiles both at the mill and the mine. The contents of the stockpiles can also be optimized as part of the production scheduling problem, but introducing inventory control introduces a nonlinear term into the formulation. A solution using a piecewise linear formulation is modelled and solved using AMPL/Cplex, and solution strategies are discussed for similar large-scale problems. IntroductionIdaho’s minable deposits of phosphate rock are found in the Meade Peak member of the Phosphoria Formation; two separate zones of this formation are mined with a combined thickness of 30 ft to 60 ft. A generalized stratigraphic section of the Phosphoria section is shown in Figure 1, illustrating the degree of complexity encountered when scheduling mine production. Alteration of the formation results in higher grade ore zones near the surface and variable in P2O5 levels between seams and along strike. This variability is seen as well in other quality characteristics critical to the production of acid and elemental phosphorus. Further, plant recovery and nodule quality are sensitive to variations in ore feed; variability in SiO2, carbonates, moisture, organics (carbon), P2O5 and other constituents of the ore can strongly affect plant recovery. Because ore quality characteristics can vary as a function of the alteration zone (or seam) being mined as well as the depth and distance along the strike of the formation, scheduling of mine production can have a highly significant effect on recovery in the plant. As illustrated in Figure 1, there are nine seams containing 20% to 35% P2O5. Phosphoric acid and elemental phosphorus production requires an ore content of 30% and 25% P2O5, respectively. Variability between numerous beds that are mined and quality variation within a seam due to alteration greatly complicates production scheduling with the result that erratic mill feed characteristics greatly decrease recovery."

Stillwater Mining Co. (SMC) is the largest primary producer of platinum and palladium in North America. SMC operates two underground mines in south central Montana, along the 45-km (28-mile) platinum/palladium J-M Reef in the Stillwater Complex. The Stillwater Mine exploits 9.6 km (6 miles) of deposit strike length and East Boulder Mine exploits 4 km (2.5 miles) of deposit length. The two mines are 20.4 km (12.7 miles) apart with SMC controlling a considerable length along the entire J-M Reef trace. Production at the Stillwater Mine began in 1986 and in 1988 the first tunnel boring machine (TBM) was commissioned, becoming an integral part of mine development at SMC. TBMs have been used for developing production footwall laterals (FWL) to access new mining blocks at the Stillwater Mine, as well as boring twin crosscut ac-cess tunnels at the East Boulder. Two TBM development expansion projects are currently in progress: the Graham Creek project at the East Boulder Mine, which will extend footwall lateral development 2,591 m (8,500 ft) to the west, and the Blitz project, where a TBM will be commissioned to extend east out of the Stillwater Mine to 3,658 m (12,000 ft) beyond the current production mining front. General strike and dip of the Reef is west to east and to the north, respectively.

The transportation of solids by slurry pipeline is a rapidly growing field. Although early patents date from the latter part of the nineteenth century, it has only been within the last twenty years that successful long distance slurry transport lines have come into their own. The pioneering efforts in this country include the gilsonite slurry pipeline from Bonanza, Utah, to Grand Junction, Colorado, and the coal slurry pipeline from Cadiz to Cleveland, Ohio. Both of these lines were constructed in 1957 and had a combined annual capacity of about 360 million ton miles. Although the Cadiz pipeline was mothballed in the early 1960's, the interest in slurry transport systems continues to increase and one engineering and construction company is predicting that by 1980 an annual slurry system rate of more than eight billion ton miles will be achieved. The design and construction of cross-country pipelines for fluids such as crude oil appears relatively simple when contrasted against the complex problems encountered in slurry systems. Considerable effort has been expended in hydraulic research laboratories in an attempt to improve our understanding of slurry behavior. This effort has been rewarded with considerable success and is best illustrated by the large number of slurry systems now planned or under construction. However, slurry transport in pipelines is still, in many instance more of an art than a science. In 1989-90, the Bureau of Mines appraised selected high resource potential areas containing gold, rare-earth-element, or pegmatite deposits in or near the Black Hills National Forest. Available mineral resource data were used to construct mine and mill models and to compute discounted cash-flow rate-of-return analyses. Using this information, the economic feasibility of possible operations and probability (in the nonmathematical sense) of exploration and development within the next decade were assessed. High exploration and development probabilities are forecast for gold deposits around existing and permitted mine areas near Lead-Deadwood and west of Galena. The area east of Galena has low to moderate exploration and development probability; the Rochford area has low to high exploration probability and low to moderate development probability; the Keystone area has low to moderate exploration probability and low development probability; the Medicine Mountain area has moderate to high exploration and low to moderate development probabilities. Exploration probability in the Bear Lodge Mountains area is high for rare-earth elements and gold; development probability is low. Exploration probability for gold in the Mineral Hill area is low to moderate; development probability is low. The current level of activity associated with pegmatite mining in the Black Hills would probably not change significantly in the next decade; both exploration and development probabilities are low to moderate.

"INTRODUCTION Peoples’ and operators’ safety in construction are tightly linked to the engineering choices, as much as the necessity of reducing time and costs of realization. Therefore, it is of paramount importance to address them properly from the earliest stage of the design, identifying the risks connected to the work and the variability of such during the different phases of the project. Risk is often measured as the expected value of an undesirable outcome. Regarding to occupational safety and health, the risk is the likelihood that a person may be harmed of suffers adverse health effects if exposed to a hazard. This combines the probabilities of various possible events and the assessment of the corresponding harm into a single value. However, the actual occurrences are often more complex than a single binary possibility case. In a real case scenario, with several possible accidents, the total risk is the sum of the risks for each different accident, provided that the outcomes are comparable. The semi-automatic tunnel support system along with its erector machine proved to be a solution with improved structural performance, able to reduce the time and yet to deliver an enhanced, quality-aware and safer working environment for the operators. The implementation of the system provides the engineers, the contractors and the owners with an effective alternative option shortlisted in 2015 for the ITA Award for the Safety Innovation of the Year. In a market industry driven by safety and time constrains the efficiency shall be the ultimate goal, in order to provide solutions able to negotiate with the most challenging ground conditions. In this paper, the authors describe the recent developments on regard of this whole new tunnel support system, including design approach and presenting related case histories OFFSETTING THE RISKS Considering the above factors, from the manufacturers’ point of view, an effective way to limit the construction risks is to focus on the material and technological characteristics, their application and the risks related to them including any residual risks. Finally addressing the construction needs also involves time and cost-effective solutions. The path to follow is an integrated approach where the efficient management of the risk is supported by a flexible, user-friendly, and time effective product that is able to provide a safe, reliable and viable solution to address the construction requirements. Therefore, in a market sector driven by safety and time constraints, the efficiency is a key goal, in order to avoid redundancy and yet to deliver a safe working environment able to meet the construction schedule. The safety of all the parties involved is given by stable working conditions, either for the workers, or the operators and eventually the public. Therefore, the solutions provided should ‘strengthen’ the overall condition and such “to limit or to reduce the deformations within acceptable designed limits and to prevent [the tunnel] to collapse” [1: Clause 207.1.4]."

This case study provides an example of how social marketing was applied to meet the needs of business customers. Federal regulations require that all companies develop a written program to track hazardous chemicals at their sites. The HazCom Writer, created by the National Institute for Occupational Safety and Health (NIOSH), is a software tool designed to help companies prepare their required Hazard Communications (HazCom) written plan and list all hazardous chemicals at the company's worksite. The social marketing goal was to provide a product for small- to medium-sized companies to use for federal HazCom rule compliance. The HazCom Wm'ter is a direct NIOSH response to customer and stakeholder needs (including the Mine Safety and Health Administration, the mining community, and Occupational Safety and Health Administration- regulated companies).

Our present and future needs for base and previous metals are not satisfied by the present rate of new viable discoveries. This deficiency can be met by increasing the number of competent exploration organizations and by doing a more effective job of prospecting. My principal purpose is to show that new discoveries can be increased by improving the use of exploration techniques in a concept-oriented exploration program. Exploration techniques are defined and classified. The effectiveness of many exploration groups can be improved by better definition of objectives and thorough planning of the exploration program. The role of objectives, planning, and the use of techniques are discussed within the scope of the exploration framework. Common pitfalls in the use of exploration data are identified such as: inconsistency of geologic measurements, negative use of data, indiscriminate use of geo-surveys, collection of irrelevant information, and the unrealistic desire for exploration panaceas. Suggestions for improving the use of techniques include the use of multiple-working hypotheses, improvements in the quality of exploration data, use of geology in the selection, planning and interpretation of geochemical and geophysical surveys, and the recognition of variables and limitations affecting the interpretation of exploration data. The critical role of geologic mapping by Federal and State agencies is mentioned for satisfying the continual exploration demand for better geologic maps and filling many gaps that currently exist. The importance of imaginative and qualified exploration personnel is discussed as well as the maximum utilization of their exploration creativity. The problem of integrating field studies, research and training at universities and research institutions is identified. The need for high-quality research in economic geology is emphasized especially the importance of reducing the steadily increasing gap between basic and applied research.

The areas are identified where the techniques of operations research have been applied in the petroleum industry. Particular emphasis is given to the linear program models that have been used for solving management problems. Of the entire gamut of applications for linear programming, attention is focused on the models that represent underground reservoirs. Such models could be used to help schedule drilling rig operations and to schedule oil production. A framework is established for placing the model for underground reservoirs in the proper perspective along with the models which represent other facets of the oil business. One of the remarkable phenomena of this century is the rapid growth in the size and' complexity of human organizations. The mere size of modern business means that administrative decisions can affect vast quantities of capital and large number of people. Mistakes can be tremendously costly, and a single wrong decision can require years for rectification. Moreover, the pace of modern business is such that decisions are required more rapidly than ever before; the mere postponement of action can give a decided advantage to a competitor. It is not surprising that the increase in difficulty of decision making has been followed by efforts to put this activity on a more objective basis. The growing science of operations research, which relies heavily on the methods that have proved so successful in the physical sciences, is one aspect of these efforts.

Land rehabilitation transcends the mere establishment of vegetation across disturbed landscapes; it should be conceptualised as a specialised ecological reconstruction process. This process necessitates a long-term perspective on the success of land repurposing. It requires a continuum of inputs specified and managed by a dedicated and qualified custodian to ensure the sustained economic viability and ecological sustainability of the land. Based on the authors’ combined experience and field observations over more than five decades, they advocate for an urgent shift away from traditional land rehabilitation practices toward a paradigm centred on land capability reconstruction and active stewardship. The prevailing rehabilitation culture has overly simplified the process to a mere revegetation exercise, which is fundamentally incompatible with the comprehensive requirements for sustainable land capability. While the regulatory framework provides valuable guidance for obtaining a mine’s social license to operate, a paradigm reset is essential. Mining companies must prioritise rehabilitation quality, set achievable sustainability goals, and establish clear pathways and milestones to meet relinquishment criteria. Currently, the status quo view—a model reliant on outsourced contracting and agricultural approaches—is that mine rehabilitation is a one-time intervention rather than a complex, systemic, and long-term process. This perspective presents significant challenges, as the success of ecological interventions can only be accurately assessed over extended timeframes, often spanning decades. Shortsighted rehabilitation specifications, coupled with practitioners operating within agricultural decision frameworks, frequently overlook the necessity for integrated rehabilitation expertise and the scientific foundation essential for designing and implementing effective ecological outcomes. A lack of long-term monitoring information impedes the required adaptive management of rehabilitated systems and, therefore, delays the transition towards final land use. This short approach costs the mining industry millions annually, often without recognising the inadequacies in long-term liability mitigation and the substandard ecological success achieved. The disconnect between procurement processes, the qualifications of service providers, and the unclear pathways to relinquishment can impede successful rehabilitation outcomes, frequently undermining progress toward sustainability milestones. Unless there is a fundamental reset of the land rehabilitation culture, pursuing sustainability will remain an elusive and perhaps impossible objective. Consequently, mining companies may hesitate to fully commit to sustainable land rehabilitation practices, as the prospects for relinquishment and final closure remain uncertain at best.

This report documents the work performed and the results obtained during the field demonstration of the Remote Sealing System at the USBM's Jenny Mine near Inez, KY in the Fall of 1978. Although various portions of the Remote Sealing System had been used on a number of prior occasions, the field demonstration at Jenny Mine marked the first use of the complete upgraded system including the use of the inert gas generating system for seal placement and the first application of the new froth foam system. The objective of the field demonstration at Jenny Mine was to demonstrate the complete system by emplacing and evaluating several complete underground seals under conditions representing those of a mine fire situation. Several critical sealing conditions were identified including: ? High entry airflow ? Standing water (1 to 2 ft) in the entry ? Flowing water (150 gal/min) ? Irregular roof ? Sealing a 4-way intersection. Four seals were successfully placed under the conditions mentioned above. The demonstration served to verify proposed techniques to handle these conditions as well as to dispel any doubts about the system's capabilities. As a result of the successful field demonstration, the Remote Sealing Equipment is now under the jurisdiction of MSHA's Mine Emergency Operation ready for a mine fire emergency.

Colorado has recorded more than 100 years of industrial mineral production. Much of the state's history, culture, and economy is based in mining, but the industrial minerals and construction materials comprising the nonmetallics sector of the industry very often are overlooked or overshadowed by mineral fuels and the metals. Indeed, many of these materials find use in seemingly unimportant industrial applications essential to our economy and life style and yet are not so recognized by the consumer. Unlike many other mineral resources, the numerous industrial minerals occur in many different and often exotic geologic environments, some of which are characteristic only of the western states. In Colorado only a few of these minerals have continued production through the years; many saw only "boom" periods or other critical times of need, such as the world wars. The changing needs and demands of our society in the 1980s will stimulate yet another era of intensive activity in our industrial minerals storehouse. Researchers are finding new uses and applications for these materials in dealing with the energy crisis and fuel shortages, the need to develop domestic mineral reserves of all kinds, and the goals of reuse and recycling. Some of Colorado's little-used and unused industrial minerals hold extraordinary promise in solving some of these problems on the regional and national levels. In this paper we will look at the history of development of Colorado's more prominent nonmetallics and especially at current research on and future potential of several other commodities among which Colorado contains the largest known reserves.

Long range projections of demand for nonmetallic minerals are presented, together with data on the domestic resources which are available or which can be made available to meet the requirements through the balance of the century. Past successes in solving nonmetallic mineral requirement problems are briefly reviewed to illustrate the capability for solving present and future problems of a similar nature. Major problems threatening the future supply of specific industrial minerals are described together with possible methods for assuring the necessary raw materials for future needs. The growing importance of environ- mental degradation, land use conflicts, and other important factors which affect several or all of the nonmetallic mineral industries is covered, and the necessity of planning for efficient and orderly extraction and rehabilitation of mineral deposits is stressed. The present Bureau of Mines methods and tools for long range planning are briefly discussed.

In the face of increasing energy costs, limited water resources, more stringent legislation, and lower feed grades, the mining industry is searching for more sustainable technologies and practices. Metso Process Technology and Innovation (PTI) is undertaking a research project, ‘improving the resource and eco-efficiency of mining operations’, to help the industry meet these challenges. The project is investigating alternatives in mining and processing that reduce energy and water consumption, minimise emissions and waste, and maximise the value recovered from the deposit. The targets are to reduce energy usage by more than 30 per cent and greenhouse gas emissions by more than 50 per cent compared to current practice.Key areas of interest were identified across mining and processing operations. These were grouped into the following interrelated work areas for investigation: high intensity selective blasting, in-pit crushing and conveying, preconcentration, energy efficient comminution circuits and technologies, coarse particle flotation, and water recovery optimisation. Investigations have included reviews of industrial data, modelling, simulation, and laboratory and pilot scale trials. In some areas industrial scale trials will commence shortly. This paper discusses the investigations and key findings from the project so far; highlighting the possibilities for reducing energy consumption, water usage and carbon emissions. A particular mining process may incorporate any combination of the alternatives identified and requires tailored solutions based on a detailed understanding of the ore deposit, the process and local conditions. The focus is on improving resource efficiency; creating more value with less impact and consequently a better economic return from the available resource. As the title indicates the central themes discussed in this contribution are sustainable development, information systems, and extractive industry. More specifically, the objective is to present a prototype for the systematic generation of extractive industry (henceforth: EI) û specific sustainability information. The paper begins with the authorÆs viewpoints on the core notions of sustainability, and development, as well as their relationship to information. These set the stage for the introduction of the information system (IS), as well as the follow-up sustainability information system (SIS) extractive industry sustainability information system (EISIS) concepts and related discussions. The paper continues with a second part, in which, efforts to research and develop an EISIS prototype are described. First, the team is presented. Second, the systemÆs aim and target groups are briefly discussed. After, an articulated overarching EISIS conceptual model emphasising capital accumulation, and service flow concepts û is presented. This is followed by a detailed description of the assembled prototype with a focus on data and information generation. The formulation of data generation, storage and transmission processes, as well as its use in sustainability interpretation rules and their embedment in the conceptual model is made with respect to monetised stock and flow parameters, measured in the appropriate dimensions. In the third part, the author presents and discusses the results of a first round of prototype experimental development in three major EI firms. First, the system observation, and data analysis protocols are described. Second, a review of protocol implementation, and respective results, is made. Finally, the overall performance of the proposed prototype, and development process issues are discussed, before suggesting areas for improvement and future research. The paper ends with a conclusion in which the author provides a retrospective balance of the æknowledge creation projectÆ, as well as a prospective outlook for research in this field; before acknowledgements are made and references provided.

AT Lime Spur, Mont., the East Butte Copper Mining Co. has been quarrying limestone for twenty years. The quarry is beside the Northern Pacific R. R. in the Jefferson River canyon, 4 ½ miles east of Cardwell, at Lime Spur, Montana. HISTORY This quarry was opened early in 1900 by Dan Morrison of Whitehall, the discoverer of the Morrison cave, to supply a demand for smelter flux. Limestone was sold to the Pittsmont smelter of The East Butte Copper Mining Co. and to the Butte Reduction Works. As no particular effort was made at the quarry to select the rock that delivered to the smelters was unduly high in magnesia and impurities. The East Butte com¬pany, therefore. Bought the quarry. in 1909 and confined operations to the high-grade beds in order to supply rock of the desired purity for its own smelter and the Butte Reduction Works until the latter shut down. It also developed a market for some of its rock with the sugar factories. The latter market increased until in later years all rock, larger than 4 in. in size over a bar grizzly, was being shipped to the sugar factories, and the rock smaller than 4 in. was being used as a flux in the blast furnaces at the Pittsmont smelter. In 1924, the East Butte concluded a contract with the Anaconda company for the treatment of its ores, and the Pittsmont -smelter -was shut down: which made the minus 4-in. rock a useless by-product. Since there was not enough revenue in the sugar rock alone and also because of limited waste room it became necessary, if Lime Spur was to continue to operate, to increase- the proportion of plus 4-in. rock and to develop a market for the minus 4-in.
