RISKGATE, an Australian Coal Association Research Program-funded (ACARP) initiative, has been designed to assist the Australian coal mining industry in improving minimum standards for safety performance, efficiency, operating practice and training. The online system is innovative in that it is built upon a foundation of industry expert knowledge gathered through action research workshops, which is further supported by a broad array of industry, academic and technical resources. In operation, RISKGATE offers a continuum for knowledge transfer and communication of current practice in risk identification, assessment and management in the coal mining industry. The primary mission of RISKGATE is to focus industry attention on prioritising control management as a way to achieve acceptable risk.A Coal Mine Tailings Dam Module has recently been added to the RISKGATE suite. The key risk, or initiating event, associated with coalmine tailings dams is catastrophic failure of the dam, leading to the release of tailings and water. This can occur due to geotechnical instability of the dam itself or of its foundation, overtopping and erosion of the dam, and piping failure of the dam itself or of its foundation. Coalmine tailings dams are also prone to seepage into the foundation and through the dam, particularly during operation when large volumes of water are discharged with the tailings. The most significant risk associated with seepage is the release of potentially contaminated water to the environment. Contamination can take the form of elevated salinity, acidity and dissolved metals. Run-off from coalmine tailings can cause erosion and can also potentially contain contaminants. Desiccation of the tailings surface can result in dust generation and dispersion.The paper presents the background and context of the RISKGATE project, the need for the addition of the RISKGATE Coal Mine Tailings Dam Module, and a description of the developed module, including the five initiating events considered, their causes and associated preventive controls, and their consequences and associated mitigating controls. "SUMMARY The Istanbul Strait Road Crossing Project includes a 3.34 kilometer subsea tunnel excavated by TBM with an excavation diameter of 13.71 m. The tunnel will incorporate two road decks, each employing two traffic lines and shoulder with the daily capacity of 100,000 light vehicles. The tunnel alignment crosses full face rock sections with heavily fractured zones due to tectonic events as well as a long central stretch of difficult mixed face and very variable soft ground conditions. The demanding ground conditions and the large diameter in combination with realized face pressures well above 10 bar required a highly specialized and well adapted TBM. The paper describes the project challenges and the related technical solutions incorporated within the TBM design as well as the real site experience. INTRODUCTION In 2013, a 13.71 m diameter Mixshield was manufactured in Germany for the Istanbul Strait Road Crossing Project. The delivery of the TBM in late 2013 was a major milestone for the Istanbul Strait Road Crossing Project, also known as the Eurasia Tunnel Project. The Eurasia Project (www.avrasyatuneli.com.tr/en) consists of a 14.6 km route including a 5.4 km tunnel segment in its central part crossing the Bosphorus. The 3.34 km subsea section of the tunnel was excavated in closed mode using a Mixshield TBM. The remaining tunnel length is constructed by sprayed concrete lining (SCL) method followed by a cast in place (CIP) lining or by cut and cover (CC) structures for the TBM transition boxes (Figure 1, right). Other project sections on the European and Asian side consist of upgrading and widening surface access roads towards the tunnel. Conceptual ideas of connecting Asia with Europe via a tunnel crossing the Bosphorus have been around for an extended time and only became realistic towards the end of the 20th century based on significant technical developments in mechanized tunneling. Feasibility studies for a new Bosphorus crossing in 2003 and 2005 confirmed and suggested a road tunnel in its present alignment as the preferred solution. Following an international tender process the Ministry of Transport, Maritime Affairs and Communications of Turkey assigned ATAS, a special purpose company formed by Yapi Merkezi (Turkey) and SK E&C (South Korea), to design, build and operate the Eurasia Tunnel Project. The Implementation Contract was signed in February 2011. In 2012, Herrenknecht AG was selected as the supplier for the 13.71 m Mixshield TBM."

The German experience in dealing with the health hazard of respirable dust in underground mines is reported from first-hand observation in this Bureau of Mines paper. The report covers-- 1. The control of dust by water infusion, water spraying, and ventilation. 2. The sampling devices (tyndalloscope , konimeter , and BAT-I) and methods used to determine the dust concentrations in mines. 3. The systems of classifying hazardous and safe dust levels in mines. 4. The research facilities devoted to theoretical and applied work on mine dust and pneumoconiotic disease. The Bureau of Mines has developed a unique new mine design procedure to determine the changing static load distributions imposed on under-ground support structures during the mining cycle. The procedure reduces the complexities associated with analyzing a three-dimensional problem. A combination of the multiple-seam displacement-discontinuity model and a two-dimensional finite-element window model produces refined results for a specific area of interest by assuming displacement compat-ibility between models. Input to the procedure includes the geometry of mined-out areas in up to two adjacent seams, the rock mass characteris-tics of the surrounding geology, the in situ stress conditions, and the mining sequence. The displacement-discontinuity program calculates ex-pected loadings for mine structures affected by the mining cycle and/or by overlying or underlying seams. Pseudoelastic finite-element analysis using a yield-factor approach determines the stability of coal pillars by simulating the degree and extent of nrogressive rib failure and sub-sequent load transfer. Application of the procedure is demonstrated on a field problem. In-duced stress changes predicted from the numerical model analysis are in reasonably good agreement with stress measurements obtained from an instrumented chain pillar affected by remnant workings in an upper seam.

"The selection of materials and pre-cautionary measures for handling natural gas and condensate containing aqueous hydrogen sulphide are presented. Based on the results of a pilot production test and laboratory studies, together with several years . of operating experience, it was found that the behaviour of materials in sour gas environments can be predicted sufficiently accurately for engineering purposes.The selection of proper materials is essential for preventing sulphide-stress cracking. Where high strength materials are not required, low car-bon steel is used. Components requiring high tensile strength and hardness characteristics should be made from K-monel or properly heat-treated carbon-manganese-molybden-um and AISI 4140 steels. Welded connections are a potential source of sulphide-stress cracking. Consequently high quality welding and strict inspection are suggested as the most economical precautionary measures available.A maintenance program based,. where possible, on visual inspection of equipment and/or test spools located at strategic points should be used to follow weight loss and putting corrosion in sour gas environments. If severe weight loss or pitting corrosion is encountered, inhibitors have been found to be an effective deter-rent."

The question is posed because many engineers, tunnelling and other specialisations, frequently demonstrate an unwillingness to embrace marketing. Belle Ayr Mine was established in 1972 as the first large surface coal mine in the Powder River Basin of Wyoming. During the mid-1980s, it was eventually out-distanced in productivity by newer mines, and management recognized that the mine must recapitalize its major mining equipment and enhance its workforce flexibility in order to be competitive in the deteriorating market situation. Therefore, state-of-the-art haulage and loading equipment was placed into service, and a 12-hour rotating shift and a technician-based workforce was implemented. Belle Ayr Mine is located 29 km (18 miles) southeast of Gillette, Wyoming, in Campbell County (Figure 1). The mine is a part of AMAX Coal West, Inc., and with its sister mine, Eagle Butte, located 8 km (5 miles) north of Gillette, is a major contributor to the overall coal production of AMAX Coal Industries, Inc., headquartered in Houston, Texas. This paper addresses mine planning, recapitalization initiatives, and innovative workforce changes which propelled this large, surface coal mine to the forefront of productivity in the ever tightening low sulphur coal market.

Despite two large projects represented in the keynote docket, the mood of the 2011 SME Arizona Conference was summed up best by Ferol Baker, general manager of New Mexico Copper Corp. (a wholly owned subsidiary of Themac Resources Group), ?In the past, it seemed like you couldn?t go to a conference like this without hearing about one big new greenfield project after another. Now what you see is companies doing internal expansion or small-scale brownfield development.? Overall, the tone of this year?s meeting, held at the J.W. Marriott Resort at Starr Pass in Tucson, AZ, was upbeat, yet practical. From the keynote and luncheon addresses to the six panels of sessions, the projects described were positive about the future, yet focused on the details required to make those projects come to fruition.

During the procurement phase of a Design-Build (DB) project, design-build contractors must often commit to a fixed price based on limited or incomplete geotechnical information. This lack of information can result in an inaccurate assessment and allocation of project risk to either the contracting authority or the DB contractor. This paper presents a case study of an elevated water tank supported by mixed ground improvement techniques, including Vibro-Compaction (VC), Aggregate Piers (AP) and Compaction Grouting (CG) in East St. Louis, Illinois. An adaptive design and contracting approach provided the best value solution for a complicated set of geotechnical problems, including static bearing capacity and settlement concerns as well as liquefaction induced settlement. Close cooperation between the owner, the tank contractor, the geotechnical engineer and the ground improvement contractor was essential to produce an effective solution. Ground Improvement techniques resolved the geotechnical challenges at the site through adaptive design methods, utilizing progressive rounds of verification and real time data acquisition to achieve performance objectives. This paper details the evaluation of geotechnical criteria, the selection of ground improvement techniques, the adaptive design and implementation of ground improvements, as well as contracting methodologies used to ensure that the best value was provided. PROJECT INFORMATION In November, 2016, CB&I Storage Tank Solutions (McDermott) submitted a design/build proposal for an elevated water tank for Illinois American Water Company (IAW) in East St. Louis, Illinois. The purpose of this tank was to have backup water capacity for power generation. In the RFP, IAW requested two alternate styles of tank: Option 1, a 1250 Million Gallon (MG) Composite Elevated Tank or Option 2, a 1250 MG Waterspheroid tank. Option 1 consisted of a steel tank supported on a concrete tower. Option 2 consisted of a steel tank supported on a steel shaft. The height (determined by IAW) was 140 feet to the top capacity line measured from top of floor slab.

In recent years, west-central Arizona and adjacent California have become the focus of geologic and exploration attention because of its excellent exposure of detachment-fault terrane. Detachment faults, normal faults with nearly horizontal fault planes, are the result of regional extension. Rocks on the lower plate consist of mylonitized intrusive, metasedimentary and crystalline rocks highly altered to chlorite; upper plate rocks comprise sedimentary, volcanic, metasedimentary, and metavolcanic rocks. The movement of the detachment fault causes the rocks on the upper plate to be severely fractured and brecciated thus making them Ideal conduits for mineralizing fluids. Mineralization favored the more reactive sedimentary and volcanic rocks of the upper plate. Three gold deposits, located in upper plate rocks, are currently being mined along the Colorado River corridor: the Picacho Mine near Yuma, Arizona, 70 mi south of the study area; the American Girl Mine In southeastern California, 60 mi southwest; and the Copperstone Mine near the southern end of this study area. Samples from the above three mines were used to create a geochemical model of detachment-related gold deposits. Antimony, arsenic, barium, copper, mercury, molybdenum, manganese, tungsten, and zinc all occur In the mine samples in concentrations at least three times greater than found elsewhere in similar rock types. Samples taken by the Bureau from the wilderness study areas contain similar anomalous concentrations of the same elements as well as elevated concentrations of several other elements Including: lead, fluorine, cerium, uranium, and samarium.

I. CONCEPT MARTA's Peachtree Center Station is being mined out of hard rock, directly beneath Atlanta's central business district, with minimal surface disruption during construction. Its cost is competitive with that of a conventional cut-and-cover alternative owing to its design concept, which utilizes the rock as a primary structural and architectural material. II. PLANNING The station was originally planned for cut-and-cover construction. However, Peachtree Street is unusually narrow for a main business street (generally 78 feet (24 m) between building lines) and cut-and-cover construction would therefore be very disruptive to surface traffic and severely restrict access to adjacent buildings, including Peachtree Center, Atlanta's showcase business/commercial complex. "Here, we statistically proved that giant earthquakes occur at lunar phases specific to each subduction zone. Enough attention during the lunar period, especially when seismicity is occurring, will significantly reduce damage from giant earthquakes. Two case studies in which giant earthquakes occurred after seismicity in dangerous lunar phases were discussed, and the mechanisms underlying why giant earthquakes occur around neap tide at some subduction zones were explained by prohibition of giant earthquake occurrences due to high strain rates at spring tides at N–S subduction zones. The prohibition was statistically proven for uniaxial creep tests on Inada granite with slight stress disturbances. INTRODUCTIONIn previous studies, we showed that from 1900 to present, giant earthquakes (MW ??8) have occurred at lunar phases specific to each subduction zone (Fujii & Ozaki, 2012; Ozaki & Fujii, 2012). Although we later proposed a possible reason for these occurrences, the study lacked statistical analyses (Fujii et al., 2013). Therefore, this paper shows the results of such statistical testing and presents case studies for the Tohoku 2011 and Chile 2014 events, thereby providing updated data on giant earthquakes through July 2014."

This paper deals with coal sampling in general and with mechanical coal sampling in particular. The necessity of obtaining representative samples is emphasized. Other sections of the paper are devoted to the design and selection of automatic samplers, with a consideration of the three main types, and the testing, operation and maintenance of these samplers. The cost of the installation of an automated sampling system must be related to the value of the material to be sampled, to the volume of coal involved, and to the savings in labour and economy which can be achieved. Introduction T HE Committee?:; on Coal Sampling of the Coal Study Subsection, Thermal Power Section (Eastern Zone), Canadian Electrical Association, was established in November, 1963, to "study the various problem areas of coal sampling." THE IMPORTANCE of infrared and ultraviolet-visible spectrometry in studies of the structure of coal and similar substances is described. Special experimental techniques have been developed for these studies. Thin sections of coal are preferred, but halide pellets are easier to prepare. Information obtained from infrared spectra on chemical functional groups has been discussed; the importance of both intensities and wavelengths of absorption bands has been emphasized. Functional groups assigned include aliphatic and aromatic CH, methylene and methyl groups, hydrogen-bonded hydroxyls, hydrogen-bonded and chelated carbonyls, phenolic structures, minerals, and aromatic structures that are benzenoid or polynuclear. Infrared studies of structures of coal extracts, distillates, and reaction products of various processes, both chemical and physical, are discussed. Coallike infrared spectra of chars of model compounds have been utilized extensively in studies of coal structure. Ultraviolet-visible absorption spectra of coals show a lack of fine structure and low spectral intensities. These results have been applied to the questions of the chemical and physical structure of coal, particularly the question of polynuclear aromaticity of coals. The color of coal is also treated. The physical-chemical origin of the color of coal may be due to free radicals, as interesting correlations of ultraviolet-visible spectra with electron paramagnetic resonance have been obtained. The optical color of coal has been explained and simulation of the color changes observed in thin sections has been carried out, The spectra and structure of coal derivatives and other carbonaceous materials are also discussed. Possible sources of error in absorption spectral measurements are pointed out. Limited measurements of the ultraviolet-visible reflectance spectra of coal are described.

This paper describes mining methods and practices of the Chino Mines Division, Kennecott Copper Corp., Grant County, N. Mex. It is one of a series being prepared by the Bureau of Mines on mining methods, practices, and costs in various mining districts of the United States. A similar program was conducted from 1928 to 1939, which helped to improve the efficiency of mining operations. The primary purpose of the program is to promote development and conservation of our mineral resources by disseminating technologic information on methods, practices, and related features in mining mineral deposits. It is expected that the program will: (1) Promote efficiency in operating mines; (2) assist operators and engineers in evaluating and developing new mineral deposits; (3) provide data for engineering curriculums in mining schools; and (4) furnish performance and cost data for revising engineering handbooks and for inclusion in engineering textbooks.

This report presents the results of evaluating a longwall mining system specifically designed to extract a very deep web (60 inches or deeper) from a longwall panel. The report includes a productivity and cost analysis comparing the new mining sys-tem with a high capacity conventional longwall operation taking a 30-inch wide web. The analysis shows the new system will increase annual production 44 percent and decrease cost per ton off the face 21 percent. The report also includes conceptual drawings and specifications for a high capacity four-drum shearer and a unique shield type of roof support specifically designed for very wide web operation. The advantages and problems associated with wide web mining are discussed in general and as they relate specifically to the equipment selected for the new mining system. The study concludes by recommending that surface coal loading tests be conducted as the follow-on work.

Offgrade chromite concentrate, with a Cr-Fe ratio of 1.3 to 1.4 has been successfully smelted to produce useful ferroalloys. The Cr-Fe ratio is not improved, but the alloys can be used without a too drastic change in normal steel-mill practice. The ordinary high-carbon ferrochrome has been successfully produced by smelting under highly acid smelting conditions. An alloy containing 50 percent chromium was produced at a power consumption of 4,490 kw.-hr. per ton of alloy. Alloys containing 20 percent silicon were made by direct smelting chromite concentrate and silica.

Between 1990 and 1991, the Bureau of Mines studied the mineral resources of the Kaibab National Forest to appraise the resources present and to determine the types of deposits, and their location. The study included a comprehensive literature search and a limited amount of field investigation of minerals and mining activity in and near the Forest. Small amounts of copper with lesser amounts of gold and silver have been produced from limestone-hosted, strata-bound deposits in the North Kaibab and Tusayan Ranger Districts. In addition to these small metallic deposits, volcanic cinders, pumice, flagstone, and sand and gravel have been quarried in the Chalendar and Williams Ranger Districts. At least ten uranium-mineralized breccia pipes have been identified in the Tusayan Ranger District, One of these, the Canyon pipe, contains a high-grade uranium ore body with associated silver, copper, lead, vanadium, and zinc. The mine permit for the Canyon pipe has been approved and the mine shaft head frame erected.
