This report describes the timed release analysis technique that was developed to serve as a tool for assessing the froth flotation cleaning potentials of fine-size coals. Using this developed technique, 16 coals from 10 different coalbeds were tested. All of the coals included in this study were quite amenable to froth flotation with float coal yields ranging from 80.7 to 99.5 percentage points. Float-and-sink analyses of the coals tested are shown to be of limited value in predicting froth flotation cleaning potential. Generally the float-and-sink analyses indicated a better product could be obtained than froth flotation could provide; although, in four of the coals tested froth flotation results were superior to those expected from the gravimetric analysis. The fixed carbon content of the samples collected was found to correlate with the floatability of the coals. The higher rank coals were the most readily floatable coals while the lower rank coals did not respond quite as well to flotation.

Site-based case studies (including data collected from industrial surveys) and their application in evaluating circuit performance, have a significant role in developing reliable process models. Such models are useful to both plant metallurgists and researchers. Appropriate process models enable the plant metallurgist to assess the impact of different operational parameters on the overall circuit performance. They also provide the researcher with a detailed understanding of process behaviour in response to changes in ore characteristics and process conditions (ie plant throughput, ore competence, ore type). Thus enabling the identification of effective operating factors, and allowing them to be ranked in order of their influence on the process response, which eventually develops into a process control tool in the hands of plant operators.The above approach has been developed and applied at the Julius Kruttschnitt Mineral Research Centre (JKMRC) separately for both comminution and flotation processes. In recent years, the JKMRC has attempted an integrated approach by developing process models that incorporate the impact of upstream processes on downstream processes. This is not possible using the traditional approach of separate comminution and flotation surveys, so conducting integrated plant surveys is crucial for success in developing integrated process models. This paper summarises industrial experience gained while conducting such an integrated plant survey at Glencore’s Ernest Henry Mining operation near Cloncurry in north Queensland. An appropriate approach should be taken to enable the alignment of different requirements from different processes during the plant survey. FALKIE, DIRECTOR, BUREAU OF MINES, U.S. DEPARTMENT OF THE INTERIOR, BEFORE THE FALL MEETING OF THE SOCIETY OF MINING ENGINEERS, AIME, ACAPULCO, MEXICO, SEPTEMBER 23, 1974 This is a time of uncertainty on the world mineral scene. For some of the world's so-called "developed" countries, reserves and production of key minerals are running low. And, we have learned that the energy so essential in recovering and processing minerals can suddenly be in short supply. The prospects for a "no growth" situation in energy or mineral consumption are practically nil. Moreover, the world's economy is in flux, casting doubt on whether traditional mineral customers will continue to be able to buy, or for that matter, whether traditional suppliers of minerals will continue to sell. It is clear that the mineral situation is contributing to world inflationary pressures, which incidentally are most damaging to developing countries. So it is appropriate that SME members devote this session to the world mineral situation, and consider some of the opportunities and responsibilities that we will inevitably encounter as the future becomes the present. The opportunities, to me at least, are especially intriguing, I have the good fortune to be part of an organization that has an enormous capability and responsibility for dealing with mineral problems. The Interior Department's Bureaus, including the Bureau of Mines, have been around for a long time. They are. a prolific and reliable source of both mineral information and mineral technology.

"INTRODUCTION Pilot-plant studies on processes for converting low-grade domestic manganese ore to high-grade oxide or sulfide products by pyrometailurgical process was initiated at the Boulder City, Nev., Experiment Station in 1942. These investigations were given impetus by the possibility of a national shortage of ferro-grade manganese oxide for war needs.The manganese ore employed-in most of the pilot-plant smelting tests was from the manganosiderite-nodule deposits at Chamberlain, S. Dak. This deposit although low-grade, is extensive and represents, the largest reserve of manganese in continental United States. 6/ The Bureau of Mines has recently developed a Carryall mining-conical rolls treatment method that shows promise of making possible economic removal and subsequent beneficiation of the nodule-bearing shales. 7/ Smelting tests were made also on Artillery Peak, Ariz., mill concentrates in the productions of unrefined manganese matte for the steel The pilot-plant smelting program was based upon the fundamental fact that manganese, like copper, will sulfidize and become miscible with FeS. The matte this formed represents the initial smelting step in the pyrometallurgical treatment of the beneficiated ore. The concentrated nodules containing about. 18 percent manganese were smelted with varying amounts of pyrites and appropriate fluxes to produce Mns-FeS mattes containing 16 to 50 percent manganese. When the manganese and iron was completely sulfidized, the mattes contained 16 to 23 percent manganese. Reducing the pyrite resulted, of course, in the selective sulfidization of manganese and the production of a matte containing a correspondingly higher ratio of MnS to FeS. Complete sulfidization smelting produced slags of lower manganese content and hence resulted in higher manganese recoveries in the matte."

Merchants perform a number of functions in the copper market. As a major distribution arm of the copper industry, they secure scrap and other copper bearing materials for processing into usable refined shapes. These are ultimately sold to fabricators. Merchants ' hedging and arbitrage activities help keep values in proper relationship from product to product or region to region. Through these switching and trading operations, they optimize the flow of copper from mine to consumer. And finally, merchants act as a repository for copper units during times of surplus and a stockpile from which to draw during tines of shortage.

Some of you may be old enough to remember -- as I do -- the early days of World War II. A highly prepared, well-equipped Japanese striking force had moved like lightning across the South Pacific islands and Southeastern Asia. As the invasion force pushed its way down the Malaysian Peninsula, Singapore stood serene and beautiful, protected by its natural moat of water, busy as ever with its commercial pursuits. One can see its captains of trade and industry now, sitting com¬fortably on the veranda of the "Singapore Country Club", sipping scotch between cricket games, convinced that the weary, logistically extended Japanese force couldn't possibly cross over to their island which had been so secure for a hundred' years or more. No need to remind you what happened. The brave men in their ships at sea and in the gun emplacements ashore were hopelessly out-gunned and out-maneuvered.

With the advent of acid rain legislation included within the Clean Air Act Amendments of 1990, a great deal of uncertainty with regard to price, source and production quantities has been cast into the coal market. Powder River Basin and other western coals continue a rapidly accelerating migration eastward, South American coals move into the northern markets, states propose legislation to assist utilities in complying with the new regulations in hopes of maintaining their own coal industries, while some utilities question the long term availability of eastern compliance coal. Any major coal producer must make decisions now to assure their continuing presence in the market place; several companies have adopted a strategy to acquire eastern compliance reserves while others have invested in technology to compete as a low cost producer. This paper discusses some of these options in light of the uncertainties of the market place, from an eastern coal producer?s viewpoint.

Kinetics of copper concentrate oxidation in roasting processes in a fluidized bed reactor has been studied at temperatures between 600°C and 720°C using particles of 0.038 to 2.5 mm in average size. The analysis of composition of samples has been done by chemical methods. Phase composition has been determined by Siemens X-ray equipment with Cu anticathode and Ni filters at a voltage of 40 kV and a current of 18 mA. The content of sulphur has decreased from 33.23 to 19.02 mass percent with the increase of temperature, but the content of Fe304 has increased from 0.15 to 17.14 mass percent. The new mechanism of copper concentrate oxidation in a fluidized bed reactor is proposed in this study. It has been shown from the mathematical model that the velocity of oxidation of copper concentrate between 600°C and 720°C is virtually controlled by the rate of diffusion of 02 through the layer of reaction product.

"The Stockman base metals project is situated in State Forest in the alpine area of East Gippsland, Victoria, adjacent to a National Park and within the headwaters of a major Ramsar-listed wetland catchment and the Murray-Darling River system. Site topography is steep, and elevated (650 m – 1200 m above sea level), and subject to circa 1 m annual rainfall, with occasional winter snowfall. The project consists of two volcanogenic massive sulfide (VMS) deposits to be mined by underground methods and treated in a 1.0 Mt/a central concentrator to produce copper and zinc concentrates for export over a ten year operational life. New resource projects are rare in Victoria. Recognising the sensitive setting, planning for the Stockman Project, which is now in the advanced permitting stage, has focused on balancing economic, environmental and social outcomes to ensure social licence to operate is secured and can be maintained. This has involved close attention to triple bottom line (TBL) risks and outcomes. Stockman has successfully gained State and Federal approvals via the Environmental Effects Statement process. The process of obtaining these approvals has required close attention to effective stakeholder involvement, and management of a lengthy and difficult approvals process, which is still to be finally concluded. This paper is a case study of the process of that permitting and the issues encountered to date. Key learnings from the experience have included: successful approvals require close attention to much more than just the project and its technical aspects and physical setting – effective stakeholder involvement and endorsement is critical the differing consultation requirements for local, regional and government stakeholders, to design and plan implementation of a project to meet TBL objectives, and to gain social licence to operate within the Victorian approvals process, the need for an effective lead government agency with policy authority dealing with material policy change requiring post-closure financial sureties estimating realistic permitting time and cost during the project evaluation phase. India is well endowed with vast reserves of banded hematite ore, about 12 billion tonnes, estimated by some conventional methods. Various authors have assessed this huge reserve using some advanced geostatistical methods. A Banded Iron Formation (BIF) belt named the `Singhbhum-Keonjhar-Bonai' belt in India has been chosen as a case study. In this paper, the experiences of Chiria iron ore, in particular, have been described. This study will finally create a dynamic mineral inventory after standardising the geostatistical parameters which will help to cater for the needs of the stringent quality requirements of the Indian steel industries.

By utilizing collapsed gangue to create gob ribs, roof cutting and roadway maintenance (RCRM) technology enables coal pillar-free mining, presenting a novel approach. Due to their inherent structure, faults, which are common geological formations, can lead to various hazards, including fault sliding and significant deformation of roadways. In this study, a selfdesigned underground engineering simulation test device is utilized to imitate the cross-fault mining of the 11,101 working face in the Qipanjing Coal Mine (East). The objective is to examine the behavior of the surrounding rock and stress evolution. Generally, the experimental findings demonstrate that compared to the return air roadway, the RCRM roadway experiences a 3.3% decrease in maximum coal rib stress. This suggests that the implementation of this technique can effectively alleviate the stress on the surrounding rock of the roadway. The maximum coal rib stress, lateral pressure of the gob rib, and maximum deformation of the roof near the fault of the RCRM roadway are 11.3%, 25.6%, and 86.1% greater than those of the conventional geological conditions, respectively. The roadway deformation is negatively impacted by the fault structure. Based on experimental data and field measurements, a discrepancy in the maximum roof deformation between the test and field monitoring results under typical geological conditions is 8%. This indicates a favorable alignment between the test results and the real-life scenario. In conclusion, the proposed targeted control technique is implemented in the field by integrating the mining invariant equation and gangue volume expansion equation. This not only validates the effectiveness of the technology but also offers valuable insights for the future utilization of RCRM technology under comparable circumstances.

The Bureau of Mines has reviewed those portions of the "Tariff Schedules of the United States Annotated 1963" that are of interest to the minerals industry. This study shows to what extent rates of duty were altered (increased of decreased), and provides a bridge where possible from the old Schedule A classification system to the new TSUS system of statistical reporting of import data. In general the new tariff has corrected previous classification defects and inconsistencies, but the rates of duties have not been materially changed.

"Today, more than ever, drilling and blasting contractors are challenged to manage the ever-changing risks associated with blasting operations. New neighborhoods are encroaching upon mine sites and blasting projects are confronted with increasing scrutiny by permit issuing authorities and nearby residents disgruntled by new construction. The act of transporting explosives material to and from thejobsite is far from easy and trouble-free. At the same time, the pressure to stay in compliance with the growing number of government regulations continues to mount. While new tools and technology are appearing in the workplace to address some of these challenges, losses still occur. Can the datagenerated by this technology help drilling and blasting contractors make better decisions? While basic risk management principles are still applicable, do new tools and technology assist in the effort to prevent losses? What are the downsides? In this age of new technology, is face-to-face interaction still necessary? While technology is certainly a useful component in the drilling and blasting world, can it be helpful in defending claims?"

By 1950, packaged oil and gas fired boilers were on the market for capacities up to 30,000 lbs./hr. By 1962, capacities were up to 100,000 lbs./hr. and even higher when separate heat traps (economizers and air preheaters) were attached to the boiler packages. During this period, complete packaged coal fired boilers were developed into the 10-15,000 lbs./hr. range. Oil and gas fired plant designs became very compact, "basementless", and far: less costly than the coal fired plants of any capacity. Coal fired plants remained large and expensive, required field erection of boilers and required basements. With the spectacular strides made in automation, oil and gas plants became far less costly to operate, requiring only the part-time attendance of a single operator. Some advances were made in coal fired plants, but not to the degree attained by the fluid fuel competition.

"Uranium is a unique commodity. It is both a metal and a fuel, It has both commercial and military uses. It yields ""clean energy "" but presents environmental concerns. All of these factors have an impact on the commerce of uranium.Being a metal, uranium is extracted from ore like many other metallic minerals. As a fuel, it is subject to the vagaries of energy commodity market forces. The history of uranium in the first nuclear weapons has led to nation al governments carefully controlling production and sale of uranium. The spectre of radioactive contamination of the environment adds further to the public concern over the disposal of low-level radioactive wastes from uranium processing and use.There have been a number of excellent reviews on the commercial aspects of the uranium industry. In this discussion, these aspects will be briefly summarized to provide a general picture of the strengths of the Canadian uranium industry and the pressures to which it is being subjected currently. The principal thrust of this paper will be to outline Canada's resource strength and to identify some factors which will affect Canada's ability to continue holding a sizeable share of the world uranium market."

The U.S. Bureau of Mines implemented the Fe2+ /Fe3+-SO2 anode reaction in a Cu electrowinning cell with full-size electrodes. Electrowinning was conducted using industrial electrolyte at 258 A/m2 (24 A/ft2) and 40 'C. Manifold injection of electrolyte provided circulation between the electrodes. Five-day operation using an optimized manifold gave an average cell voltage of 0.94 V at 89% current efficiency, which amounted to an energy savings of 2.82 MJ/kg (0.355 kW-hr/lb) compared to conventional electrowinning. Acid misting was completely eliminated, and SO2 concentration 23 cm (9 in.) above the cell averaged 0.06 ppm.

The design and operation of the Koppers powdered-coal gasifier and its auxiliaries at Louisiana, Mo., are described. This unit was designed to convert 1 ton of coal per hour with oxygen and superheated steam into synthesis gas - primarily carbon monoxide and hydrogen. The first run was made on May 4, 1949. After this, 44 short runs (less than 8 hours each) and 1 long run (lasting 11 days) were made. Total gasification time was 420 hours. The gasifier was not cooled down during the year when these runs were made. After an initial period of test operations and equipment proving, during which 12 runs were made, the effect of numerous variables on gasifier performance was studied. The long run was made primarily to check the equipment in sustained operation. Detailed data from these runs are presented.

PROBABLY the first flotation mill for treating molybdenite ores was put into operation .in Norway during 1913, when the writer was employed to introduce and apply the Elmore vacuum flotation process at a mine in southern Norway. These operations proved successful and led to other similar installations in that country. It remained, however, for Norwegian engineers themselves to iron out their difficulties and establish the molybdenum industry on a basis which ultimately attained world importance. Just as today, an urgent demand for molybdenum arose during the world war of 1914-18. By 1916, many molybdenite properties were in operation in Canada and several small concentrating mills were under construction. At one of these, in the Ottawa Valley district, the opportunity came for applying the Elmore vacuum flotation process, using a flow-sheet similar to that adopted in Norway. Later, as one of the staff of the General Engineering Company, who had already developed a highly efficient flowsheet for treating molybdenite ores, using the Callow pneumatic flotation process, the writer devoted considerable time to research work and investigations on a number of molybdenite projects and deposits in eastern Canada. The bulk of Canada's production of molybdenite was coming at that time from the Moss mine at Quyon, Que., where concentration of the ore was effected by water-film flotation. It is of interest to note that this process, based on the principle of surface tension, had been developed and introduced by the late Henry E. Wood, of Denver, Colorado- one of the original owners of the Moss mine-at the time he was investigating the Elmore vacuum process in his Denver plant. The process, with certain modifications, was used at several other properties in eastern Canada, and notably in the ore dressing laboratories of the Department of Mines at Ottawa and in a plant at Renfrew, Ont., in both of which ore from deposits in various parts of Canada was treated, with recovery of very appreciable amounts o much needed molybdenite. During the summer of 1917, the water-film flotation mill at the Moss mine was dismantled and the plant was re-modelled by the General Engineering Company to include the Callow system. This installation, using improved flotation methods, was highly successful both as to recovery and grade of concentrate, and proved a decided advance in molybdenite concentration, a recovery of upwards of 90 per cent being obtained, with a concentrate grading over 90 percent MoS2.

Although some hydrometallurgical process liquors contain significant amounts of ferrous and arsenate ions, no reliable thermochemical data for the aqueous complexes and the solubility of the ferrous arsenate precipitate are available. The complexation of iron(11) with arsenate has been investigated using the potentiomemc titration method. The results indicated that virtually no complexation of iron(@ with arsenate has been observed. This is in contrast to the significant complexing reported for iron(1n) with arsenate. The solubility product of the precipitate was calculated using the concentrations of appropriate arsenate species pertaining to the observed precipitation pH's. The fit of the observed precipitation points on the solubility curve of the computed stability diagram was used to assess the appropriateness of the equilibrium model.
