THAT the copper industry is in serious straits is admitted. So are the lead and zinc industries, and both lead and zinc are tariff protected. Conditions in the Western lead, zinc and silver mining districts are desperate. These are illustrated by the present disastrously low prices of these metals compared with the levels of two and three years ago and by the comparative rates of metal production and the present activity of the western mining camps. The January production of copper was 32.2 per cent of the 1929 average rate, of steel was 32.3 per cent of the 1929 average, while January production of pig iron was only 27.6 per cent of the monthly average of 1929. The copper industry is only one of many industries that are suffering in this tragic depression. It has been exceedingly prosperous and will be prosperous again when business recovers. Its difficulties are not unique and it does not deserve the tariff equivalent of a dole. The burden of subsidizing through an effective tax or tariff the minority group of high-cost mines would be a heavy one on the consuming public of the United States. On the basis of 1929 consumption figures, an effective 5c. tariff would result in an increased copper bill to the country of over $109,000,000, of which the electric manufacturers would contribute $26,000,000, the telephone and telegraph companies $16,000,000, and the automobile manufacturers $14,000,000. And of this total bill, only $33,000,000 would go to those who are urging a tariff and the balance of $76,000,000 would be paid to those who do not admit either its necessity or usefulness under present conditions.

Much practical experience has been gathered in the last 30 years of application of high-pressure grinding rolls (HPGR) integrated with ball milling in size reduction of fine iron ore concentrates. The company Vale S.A, in Complexo de Tubarão (Brazil), was one of the pioneers applying the technology prior to pelletisation with an outstanding size reduction energy efficiency in the circuit and a significant increment in the specific surface area of the product. Recent studies by the authors demonstrated benefits of modelling and simulation to improve the performance of HPGRs in this particular application, with the model being able to describe HPGR performance under different operating conditions and under variations of feed size distribution. Despite these important advances, this modelling approach has only been used offline and under steady-state conditions. The present work applies the modified Torres and Casali model proposed by the authors in pseudodynamic simulations. The ability of the model to predict the characteristics of the product in real-time is evaluated using data available online for the pellet feed preparation circuit. Results demonstrated the model capabilities to map the physical operation and give a realistic representation of the process. Additionally, the model is demonstrated to be able to support the pellet feed production by providing extended real-time information of the process, making it a useful tool for improvement of the operational strategies and process stability.

General Summary THIS paper attempts to describe in a preliminary and general manner the nature of certain copper discoveries now being developed by Gaspe Copper Mines, Limited, in Holland township, in the interior of the Gaspe peninsula. Some copper mineralization appears to have been known here at the time of the earliest French explorations, was rediscovered in 1921, and has been under intermittent development by Noranda Mines since 1938. In the last two years discoveries have enhanced the picture so that the deposit now promises to develop into one of the important Canadian copper producers. As ideas are constantly changing with continuing development, any picture given now is very partial and tentative and must be subject to future revision. The nature of these copper occurrences differs from others known in eastern America. In many respects they have unique features but they are most closely akin to some copper deposits found away from the intrusive rocks in the porphyry copper districts of the western United States. The most important orebodies are replacement deposits in a limestone horizon in which the ore gangue is converted to skarn. These lie at considerable distances from any known intrusive but seem to have been derived from a buried stock of granite that intrudes the sedimentary rocks of Lower Devonian age. This intrusive has produced alteration effects in the overlying rocks that may afford a key to locating other ore areas in the Peninsula.

"Rio Tinto’s Western Australian expansion, combined with mining within structurally complex geology and increasingly below the water table, presents challenges in effective slope management to ensure safe and economic mining.The Geotechnical Management System (GMS) was developed by Rio Tinto Iron Ore (RTIO) to manage geotechnical risks identified during the design process and implementation, and to ensure feedback based on the ‘as-found’ conditions. The GMS utilizes a risk-based approach to geotechnical risk management and is centred on the geotechnical risk and hazard assessment management system (GRAHAMS). GRAHAMS is used to assess pre- and post-control risk for future potential risks (planned slopes), current risks (as-built slopes), and actual geotechnical hazards (realized risks) identified in the pit. This serves as a core operational risk management tool in identifying and prioritizing key risk sectors and management of critical controls. The system’s database reporting functionality supports effective communication of operational risks to operational personnel, as well as reporting the risk profile across operations to management.A rigorous engagement process between design engineers and sitebased engineers is implemented to ensure that key design assumptions, limitations, risks, and opportunities are understood by the site teams. This information, together with mine plan schedule details, is used to assess the design risk and develop appropriate controls. These controls typically include slope performance monitoring and slope reconciliation. The design feedback loop is closed through sharing of key slope performance and reconciliation data with the design teams.The GMS has been successfully implemented in RTIO pits and is fundamental to successful geotechnical slope management. Improved characterization of design assumptions has allowed for re-assessment of the pit design and improved hazard management in high-risk pits. The GMS, GRAHAMS, and other processes reduce the incidence of unexpected slope instability. Improved understanding of rock mass conditions has allowed for economic optimization through redesign of slopes, allowing for an improved understanding of risk and fewer unexpected conditions (surprises), hence an increased realized value."

Mining is an international business and vital contributor to national and global economies. It depends on the trust and confidence of investors and stakeholders for its financial and operational well-being (Committee for Mineral Reserves International Reporting Standards (CRIRSCO), 2016). The Social Licence to Operate (SLTO) is an increasingly multifaceted and multistakeholder risk that can impact investment decisions. Community challenges to broader political and economic decisions have given rise to protest delaying or stopping projects or closing mines and has led to loss of life (Ernst and Young, 2016). Some governments are now giving greater powers to stakeholders to make the final decision on approving mining and metals activities (EY, 2016). With billions of dollars in project investment at stake, ongoing engagement, collaboration and effective communication with stakeholders is crucial and mutually beneficial solutions are increasingly expected (EY, 2016). It is therefore essential that the industry communicates the risks (and opportunities) associated with investment effectively and transparently in order to earn the necessary level of trust with investors and stakeholders to underpin its activities (CRIRSCO, 2016). One of the important duties of the Bureau of Mines is to sample and analyze coals and to publish the results of such analyses for the information of producers, consumers, and the general public. Numerous publications containing such analyses have been Issued from time to time. Although the chemical properties of a coal as revealed by its proximate and/or ultimate analysis and heating value aid one considerably in visualizing its probable behavior and in determining its usefulness and value for a specific purpose, they do not furnish complete information. The physical properties of a coal, such as its ability to retain its original form without undue breakage or degradation in size under the various conditions of storage and usage, are also of importance in determining its suitability, technically or economically, for a given purpose.

"Triboelectric separation of ilmenite ore based on the tribocharge differences between ilmenite and gangue minerals was conducted in this study. Triboelectric characteristics of ilmenite and its associated minerals were studied using polyvinyl chloride (PVC), pentatricopeptide repeats (PPR), copper, polymethyl methacrylate (PMMA), stainless steel (SS), teflon and quartz glass (QG) tribochargers in lab triboelectric unit. Results demonstrated that the ilmenite particles tribocharged positively while gangue minerals tribocharged negatively using PVC as tribocharger. The particle size also has a significant effect on tribocharge, and the -0.125+0.074 mm is the optimal size fraction of triboelectric separation. Charge-mass ratios of minerals increase with the increases of tribocharging length, but the increasing rate gradually reduce. At 1.5 m tribocharging length, charge-mass ratios of ilmenite, quartz, feldspar and mica are up to 6.07 nC/g, -6.05 nC/g, -4.30 nC/g and -4.56 nC/g, respectively. Based on the triboelectric characteristics of each mineral, triboelectric separation of ilmenite was conducted, and the grade of ilmenite ore increased from 15.47% to 28.40%. INTRODUCTION As a transition metal titanium plays an irreplaceable role in medical, aerospace and materials due to its light weight, high strength and corrosion resistance. Pure titanium dioxide is an excellent white pigment and is widely applied in industries of paint and textile. Ilmenite is the main raw material for titanium industry. For the beneficiation of ilmenite, series methods have been proposed, such as the application of dry magnetic and wet gravity separations to separate the ilmenite from the zircon and rutile. Electrostatic separation is extensively used in the beneficiation of heavy mineral sands for the recovery of rutile, zircon and ilmenite while flotation is used to separate fine ilmenite (Mehdilo et al., 2014; Fan et al., 2014). Compared with flotation and gravity separation, electrostatic separation does not consume water, and native properties of materials will not be changed and energy consumption will be reduced (Wang et al., 2014). Thus, the wide application of electrostatic separation and other dry separation methods is a trend in separation and purification industry, especially in water-scarce areas."

TWENTY-ONE of the states in the Union, the Territory of Hawaii, and seven provinces of Canada now have in operation laws requiring that professional engineers be registered or licensed. In addition, two states require that civil engineers be registered, and one other state demands registration of structural engineers. Moreover, nearly every year sees additions made to the list. The registration movement, fostered by the American Association of Engineers, now has the powerful, energetic backing of the An1,erican Society of Civil Engineers, which is itself now fostering registration legislation, and there is a strong sentiment in favor of registration in the American Institute of Electrical Engineers and the American Society of Mechanical Engineers. Only in the American Institute of Mining and Metallurgical Engineers is anti-registration sentiment, strongly dominant, but many members of this organization are enthusiastic advocates of registration.

In May 1991, AZSA commissioned a new conventional Cell House. This paper focuses on the major improvements introduced in the design and the construction of the equipment, machinery and control. An effective control system together with good reporting and routine operation has resulted in quality control of the Cell House at the highest possible level. Consequently the monthly current efficiency consistently averages above 93 per cent with a total energy usage of 3000 AC kWh/t of cathode zinc. The new concept for the year 2000 and beyond is introduced.

An overview is given of two new developments in mine atmospheric monitoring. A new personal dust monitor (PDM) that gives real-time respirable dust readings is discussed. The unit is mounted within the minerÆs cap lamp battery and internally measures the true particle mass of dust collected on its filter. Samples are available for later mineralogical analysis and results do not exhibit the same sensitivity to water spray as optically-based measurement approaches. The technique achieves microgram-level mass resolution even in the hostile mine environment and reports dust loading data on a continuous basis. The monitor has been evaluated under an Australian Coal Association Research Program (ACARP) grant and is being adopted for statutory mine respirable dust determinations in the United States (US). The monitor has particular application for determining location of high dust sources. It can evaluate the efficiency of engineering means of suppression and other approaches to reducing dust levels. It has been recognised that the PDMÆs unique measurement approach has application to allow real-time atmospheric diesel particulate matter (DPM) monitoring. The industry has no real-time atmospheric DPM monitor at present. Recent surveys in New South Wales and Queensland show significant numbers of miners continue to face full shift DPM exposures in excess of internationally accepted levels. Real-time DPM monitoring will allow the industry to pinpoint high exposure zones where a number of trucks and other vehicles work in areas of poor ventilation. Knowledge of high DPM concentration zones allows efficient modification of work practices to reduce underground minersÆ exposure. Approaches to uses of the DPM form of the monitor and the design of tag boards are discussed. Some outcomes from mine tests with both these new instruments are given.

Pressure oxidative treatment of whole ores and/or mineral concentrates is used to leach or liberate metals of value for downstream recovery. Silver, when present, is often lost in processing, precipitating as a cyanide-insoluble jarosite in the residue. Depending on pressure oxidation conditions, the degree of silver loss to jarosite can vary dramatically. Batch bench-scale testwork is often performed to define that loss, and then assess the implications in continuous operations. This paper focusses specifically on the impact of CESL pressure oxidation conditions on silver recovery, and discusses limitations of batch bench-scale testing as well as means of overcoming these limitations to better predict silver recovery in the scale up from bench-scale to continuous operations. Since silver is only partially soluble in both sulphate and chloride media, it will gradually leach and deport to a jarosite as oxidation progresses. When a silver-insoluble anion, for example iodide, is dosed prior to oxidation, there is a marked improvement in silver recovery from batchgenerated residue; however, that benefit is not consistently seen in continuous operations. The difference has been attributed to the dynamic solution conditions in the batch test, specifically the first few moments of oxidation. Using these principles, a predictive correlation has been established between initial leach concentrations of iron and acid and ultimate silver recovery with iodide addition.

Rare earth elements (REEs) are a group of lanthanides elements which have been widely used in the electronic, petrochemistry, metallurgy, and defense industries. Their demand has increased sharply in the past decade with the boom in electronic device production. Some countries now consider them strategic metals for the future and it has been forecasted that REEs may become a dominant contributor to global economy. In the wake of REE exploration, mining and processing, concern has grown over occupational and community health issues and risks. A portion of available literature on this topic however is written in the Chinese language, and thus research information related to health and REE mining is not readily accessible to mineral development planners in countries such as Canada, where REE mining is now evolving. As REEs also represent an important commodity, primarily stemming from Chinese production, it is important to begin to understand the potential health costs related to this mining sector. There are two main objectives of this paper. The first is to present an overview of REE mining with a focus on geological characteristics, global production and uses with particular attention to the main producer: China. The second is to present the results of a literature review (using both Chinese and English sources) on REE mining and health and identifies key occupational and community health issues that require consideration. This paper concludes by identifying some critical issues this sector needs to address to ensure the sustainable development of this mining activity.

The Bureau of Mines developed computerized mathematical models to estimate the economic availability of Mesabi Range taconite concentrates; these are a quality model, a cost model, and an economic availability model. The quality model evaluates metallurgical test data; the cost model determines iron unit cost from mining and processing cost data; and the economic availability model determines quantity from geologic and ore quality data. By correlating all of the physical resource quality factors and dimensional characteristics with the economic cost factors associated with producing iron ore pellets, these three models combine to establish a final relation between iron ore reserve quantities and iron unit cost.

NO important changes in metallurgical practice are exhibited in the smelter that has been erected for treating the Morenci concentrate: the material is charged to reverberatory furnaces without roasting, and the matte subsequently blown in Peirce-Smith converters to separate the iron and sulphur from the copper. In fact the process is essentially the same, except for preliminary roasting of the concentrate, that was adopted in the new smelter that was built for the Arizona Copper Co. at Clifton, a few miles away, to treat Morenci concentrate just before the start of the first World War, and which went into service in October, 1913.

Talks ranged from more efficient and safer ways to extract minerals to some of the most advanced end uses of minerals and metals, including the use of 3D printing to create precision parts for machines and humans from advanced metal alloys.“We need to adapt new technologies to our industry and develop additional technologies as we provide materials and metals for infrastructure and energy development in the United States, around the globe, and to the Moon and beyond,” Arnold told Mining Engineering. “Our inaugural THRIVE conference sets the stage for these innovations to be applied and to continue to be developed. The purpose of this paper is to discuss production and roof control problems associated with directional lateral stresses in an in situ stress field and the approach that Inland Steel Coal Company made in trying to cope with them. Before proceeding, a description of the mine location, product, geology, restraints, and mine history is in order. The mine is located in Hamilton County in Southeastern Illinois. It produces a high volatile metalurgical coal and is slated to produce 2.1 MTY. Product ion is in the Illinois No. 5 seam at a depth of 930 feet, approximately 490 feet below sea level. The scam height averages from 5.5 to 6.0 feet throughout the reserves with height increasing in the eastern reserve area to approximately feet and a 5 Foot average in the West. The scam tends to dip to the North, North East, but is locally very undulating. The Galatia channel washout outlines the eastern boundary of the reserves and there is a split coal area toward the central part of the property than runs south-southeast. The top above the #5 seam is laminated medium gray shale called Dykersburg. Individual shale bedding planes vary locally From ½ to 1" in thickness to a more normal thickness of 1 to 1 ½ with some areas being interlayed by thin carboncous material. The top normally must be considered as materially competent. Even though the mine is still relatively small in area with only 1.3 million tons of total production to (late, we have encountered dense zones of slicker sides and premining, stress cracks (joints). There are also areas of siltstone, that vary from a few inches to several feet thick, and areas of rider coal, clay instrusions, and rolls. We have crossed lineament concentrations that show strong evidence of corelation to localise top problems. These are being monitored closely to see their predictability on our present and future mining conditions. The face cleat runs N 55° E and butt cleat runs S. 25° E. On a regional basis, there are several anticlinal belts that trend in a northerly direction. The one major restraint is that Inland does not own surface subsidence rights. Therefore, a partial extraction mining plan is being followed. The Holland-Gaddy formula for pillar strength design is used to calculate theortical pillar sides. When production began in March of 1979, it was noted that ground control problems occurred as we drove north entries. East-west cross cuts tended to have better working conditions. This phenomia occurred from a couple hundred feet, but seemed to dispate as we got away from the men and material shafts. Once the production shaft was connected and enough entries extended for installation of belts, ground control problems were again experienced in north-south headings. It was also observed that when mining north-south headings with east-west crosscuts, if the crosscut was driven through ahead and supported, the intersection was stable upon entry connection. This held true even where fairly extreme ground control, problems were encountered. The reverse held true. when driving east-west headings with north-south crosscuts. At this time, we started searching in earnest for a working theory to explain this roof phenomia. It also became the first step of what eventually was a four step sequence to derive a workable solu¬tion to the problem. The combination of the many geological changes and the fact that north-south condition was at times intermitent, helped to disguise the stress field. The mine also being in a fairly virgin area with no mines in approximately 25 milt, radius, meant we didn't have a reliable case history to examine. Various theories were researched before it was concluded that our primary ground control problem was a directional lateral stress Field, with the major stress axis in an east-west direction.
