The intensity of environmental conflict, the delays and legal battles that have marked the 1970's suggest the need for additional processes to resolve environmental disputes. Our present means frequently fail to address the real issues separating individuals and institutions. They are primarily adversary processes that foster polarization and reduce cooperative efforts. At the Office of Environmental Mediation, we have no quarrel with adversary processes nor with polarization, for both serve as important spurs to necessary change. We do seek cooperation among parties at a point where there can be a realistic expectation of success in facilitating a resolution of their mutual differences.

Earth resistivity surveys using the Wenner electrode configuration were made in unmined areas and reclaimed spoils at three surface lignite mines in western North Dakota. The study sites were the Center, Indian Head, and Falkirk Mines. Automatic interpretation of the curves was accomplished with the method of Zohdy and Bisdorf (1975). Overburden materials become more homogeneous with respect to resistivity during the mining and reclamation process. The spoils curves show localized hetero-geneities probably related to discontinuous moisture content variations in the spoils. Consistent resistivity differences in spoils occur between mines with over-burdens of different mineralogic compositions. Groundwater chemical composition in terms of total-dissolved-solids (TDS) is inversely correlated (r=-0.61) with apparent resistivity at the 80-foot spacing from a survey centered at a piezometer screened near the base of the spoils. Better inverse correlation is probably pre-vented by high variability in TDS within the spoils groundwater. A useful predictive relationship may be the plot of mean apparent resistivity at the 80-foot spacing for ar. entire mine against mean TDS for all wells in spoils at that mine. Data from more mines are needed to test the hypothesis.

Stellite-6 coatings were formulated on two Ni-base superalloys, namely Superni 75 and Superni 600, by a shrouded plasma-spray process, and the oxidation behaviour of these coatings has been investigated in air and in an aggressive environment of Na2SO4- 60%V2O5. Accelerated oxidation tests were conducted in a silicon-carbide tube furnace under cyclic conditions at an elevated temperature of 900°C for 50 cycles. Each cycle consisted of 1 h heating and 20 min cooling in air. A thermogravimetric technique was used to approximate the oxidation kinetics. The corrosion scales were characterised by XRD, SEM/EDAX and EPMA analysis. It has been observed that the coatings nearly followed the parabolic rate law of oxidation. Overall weight gain conceived in air was just 51% of that in the aggressive environment in the case of coated Superni 75, whereas in case of coated Superni 600, the cumulative weight gain in air was found to be one-third of that in the Na2SO4-60% V2O5 atmosphere. Furthermore, the coating showed very good adherence to both of the substrates during the course of air oxidation, whereas some superficial cracks were observed near the edges of the specimens during the molten salt induced oxidation. XRD analysis revealed the presence of phase-like CoO, CoCr2O4 and Cr2O3 in the oxide scales, which are reported be protective against high-temperature oxidation. The XRD results were further supported by SEM/EDAX and EPMA.

Columbium, tantalum, titanium, and zirconium are present in solid waste products generated by the chlorination of rutile used for production of titanium tetrachloride (TiC14). The columbium and tantalum were separated from titanium and zirconium by liquid-liquid extraction techniques using a secondary amine. Salts of these elements are in a leach liquor produced by water leaching of mineral waste from the chlorination of rutile. This waste, produced at the rate of approximately 50,000 tons per year, is about 40 wt pct water soluble. Leach liquors, separated by filtration, were further separated into a solid fraction and a liquid fraction by pressure hydrolysis, The solid fraction containing Cb, Ta, Ti, and Zr was dissolved in HC1-HF and used as a feed solution. Columbium and tantalum were removed from the organic extractant with 1 [N] HC1. A miniature 10-stage reactor showed that the columbium and tantalum present in solution could be separated with a continuous flow.

Garden Well is a shear-hosted Archaean orogenic gold deposit located 100 km north of Laverton, Western Australia. The Garden Well processing plant is designed for a nominal 491 t/h milling rate and annual capacity of 4 Mt. The plant has three key innovations:1. a scrubbing circuit, expected to reduce grinding power consumption by up to 20 per cent2. a secondary cycloning/gravity circuit, providing a second opportunity for gravity gold recovery (additionally, the circuit effectively increases the leach residence time of the coarse gold bearing fraction of the leach feed by approximately 60 per cent, without any additional tankage)3. the use of mid-stream oxygenation to enhance gold recovery.The Garden Well deposit is free-milling with overall laboratory gravity/leach gold recoveries exceeding 95 per cent at a P80 grind size of 150 ¦m. Three mineralogical domains have been identified: oxide, transition and fresh, with the fresh domain having subdomains of fresh ultramafic and fresh shale. There is a high component of gravity recoverable gold in all three domains.This paper will discuss these innovations and the design challenges and the risk mitigation strategies that were adopted to ameliorate the prototyping risk. The role of flotation columns in comparison with conventional mechanical flotation cells is discussed under the scenario of Brazilian flotation technology. All iron ore concentrator circuits commissioned since 1990 incorporated column only flotation technology in rougher, cleaner, scavenger configuration. Columns were also added to existing circuits, especially at the cleaner stage. Columns were also incorporated to phosphate ore flotation circuits operating mechanical cells. In two phosphate concentrators, columns substituted for all mechanical cells. Columns perform the cleaning stage in a large sulfide copper concentrator, following rougher flotation in tank cells. Scavenger of the cleaner tailings is performed in tank cells at this plant. Other ores that are concentrated in flotation columns include graphite, talc, lead-zinc sulfide, and a zinc hydrometallurgical residue for silver recovery.

A spectrophotometric study of xanthate solutions alone and their mixtures with equimolar amounts of alkyl trimethyl ammonium bromide (CnTAB) has established the additivity of ultraviolet spectra (190 - 400 my) for potassium ethyl xanthate (KEtX) and C12TAB. No obvious effect of C12TAB addition on the decomposition rate of KEtX was observed. The kinetics of collector abstraction by copper, nickel and sphalerite powders were studied in 10-5 - 10-3M solutions of KEtX alone and in equimolar mixtures of KEtX and C12TAB. Presence of C12TAB caused a 2 - 3 fold increase in the amounts of xanthate (equivalent to many monolayers) abstracted by copper and, nickel powders but had no effect on the abstraction of xanthate by unactivated sphalerite. The adsorption of C12TAB itself from the mixed solutions was very low, at most ore monolayer only, and was not influenced by the nature of the solid powder used. The results are interpreted in terms of molecular associations and synergistic action of xanthates and quaternary amines.

Credited with production of more than 164,000 flasks Of quicksilver from 1876 to 1944, the Oat Hill mine has ranked third in output in the United States. During World War II, when the demand for mercury was high, this property was selected for diamond drill with the purpose of increasing ore reserves so that production could be maintained or, if necessary, increased. Although the existence of marginal-grade ore (fill material) left in the stapes and possibly of virgin ore of good grade had suspected in certain parts of the Oat Hill mine, no factual information to tonnage, grade, or location was available. In close cooperation with the Federal Geological Survey, the Bureau of Mines studied old records and the few available incomplete maps. Diamond drilling began in November 1943 and was completed in December 1944. Twenty-eight holes aggregating 8,121 feet were drilled, in only parts of the promising areas disclosed by the study of the data available. Detailed data on the work done by the Bureau as well as a brief history of the property and some operating details are described in this report.

"This paper examines the impact of several key variables on the performance of flotation cells. The study makes use of a simulator for the froth phase of the flotation vessel, as the main purpose of this study is to separate the impact of different variables from one another. In experiments it is very difficult to separate the effect of variables from one another as a change in a singe input parameter, such as air rate, invariably also affects many of the other key variables, such as bubble size and bubble bursting rates.In order to achieve this a base case simulation that is typical of many of the rougher cells found in sulphide flotation circuits was carried out. Four key variables, air rate, incoming bubble size, surface bubble size and the fraction of the bubbles flowing out of the cell unburst, were varied in order to obtain the system.s response.The most significant results were obtained when the bubble size was varied. An increase in the incoming bubble size has the effect of reducing the pulp zone recovery, but increases the froth zone recovery. If it were possible to vary the incoming bubble size without influencing the overflowing bubble size, the impact of the change would be unclear because of these two competing effects. The effect of a change in the overflowing bubble size has an opposite effect on the froth recovery, with larger bubbles resulting in lower froth recoveries.A final interesting result is that all the effects examined affect the process to a similar degree, which implies that none of these variables can be disregarded, either in industry or in further research."

Due to the understandable reluctance of some companies to disclose sales data, some estimation has been necessary regarding the tonnages and values shown in Table 1. We are confident, however, that they are within acceptable limits, especially the numbers referring to natural zeolite.

This report deals with the creation of an efficient method to determine if command, control, communication and monitoring (3cm) equipment in coal, metal and non-metal mines is susceptible to Radio Frequency Interference (RFI) from the Medium Frequency (MF) radio communications system. A qualitative and quantitative RFI test plan was developed for in-mine and laboratory evaluation of the equipment. The laboratory testing was accomplished using the TEM Test Chamber. Detailed information on the Test Plan and the TEM Test Chamber is included. During in-mine testing of the MF System some underground equipment malfunctioned when the transmitter's radiating antenna was in close proximity. Electromagnetic Compatibility (EMC) testing was done on three levels; Component (circuit or box), subsystems and system. Nine tables are included which show the results of testing various equipment for RFI.

Since its introduction 40 years ago, the compartmental model of flotation has been used to predict the performance of mechanical flotation cells. However, it has found limited success for modeling dual-chamber machines and, as a result, engineers have adopted empirical correction factors usually derived from field audits of industrial cells to predict the performance of dual-chamber flotation cells. This paper introduces an extension of the compartmental model that applies to both single- and dual-chamber cells. The model is tested against pilot test work performed at Capstone’s Pinto Valley concentrator, and then used to evaluate the key operating and design parameters of dual chamber flotation cells. The results suggest that the design of the mixing chamber — for example, whether it is pneumatic or mechanically agitated — is not a significant contributor to overall machine performance. The work also suggests that the highest recoveries are achieved when the froth recovery is high, and longer separation chamber residence times and/or higher internal circulating loads are only beneficial when the froth recovery is low. Lastly, the results show that the single most important driver of the machine performance is the froth recovery of the separation chamber.

RICHARDS, South Bethlehem, Pa.-I think my affections are still rather with the radiation pyrometer than the optical pyrometer, for practical use, and I wish that Prof. Burgess would use the two together, under the same conditions, using the optical as his standard, if he prefers. Then, assuming the optical emissivity which he feels is correct for the optical pyrometer, he could calculate the thermal emissivity for use with .the radiation pyrometer. If we could thus get reliable values for the thermal emissivity, we could then use the radiation pyrometer, and would avoid the use of the standard lamp, which has to be frequently calibrated for use in the optical pyrometer. It is very advisable to distinguish carefully between the terms optical emissivity and thermal emissivity. There -is considerable confusion caused by the bare statement that molten iron has an emissivity of so much, meaning by that its optical emissivity, for a light wave of a certain length; whereas what we want in the radiation pyrometer is its total ther-

The reaction of O2 with the carbon anode is considered as the main parasitic chemical reaction affecting Hall-Heroult process anodes. The current study aims at investigating the influence of the microstructure of baked anode on its overconsumption. Samples were removed from different positions of an industrial anode. Density, porosity, Lc and BET specific surface area were measured. The anode reactivity was evaluated based on the weight losses for the samples resulting from the reaction of anode with air at 550°C after 7h. The essential parameters determined to control the air reactivity are closed porosity, Lc and pores with a pore entrance radius of 1.5, 8.5 and 12 p.m. The knowledge of effects of these parameters allows better understanding of the reactivity of anodes and consequently reduction of their overconsumption in electrolysis bath.

Arguably, some of the most restrictive statutory blast vibration requirements attached to mineral extraction operations can be found in the United Kingdom. Such limitations are, as a rule for the UK, stipulated together with a required statistical confidence that has to be observed in the blast design process in order to ensure total planning compliance. A key element in this procedure is the effect imparted by vibration data scatter from previous blasts as this becomes reflected in the site’s operational standard error statistic and in turn directly influences the maximum instantaneous charge weights that can be justifiably employed. The greater the scatter, the lower the compliant charge weights become.

THE Engineering Education Committee of the Institute convened at the Engineering Societies Building on Feb. 18, .1929, with. E. A. Holbrook, dean of the Schools of Mines and Engineering, University of Pittsburgh, in the chair. STATISTICAL' STUDY OF STUDENTS IN MINING The first paper, a statistical study of the students enrolled in courses leading to a mining degree in 40 institutions, was presented by H. D. Keiser,, assistant editor of the Engineering and Mining Journal; who gave a brief outline of an article he was about to publish in ?that journal?. The complete article appears in the issue for March 30; 1929: To avoid repetition the results are summarized as follows: A request was sent to 42 institutions which give courses in mining' for the number of students enrolled as freshmen; sophomores; juniors, seniors and special students in mining for the years 1925-26, 1926-27, 1927-28, 1928-29. Two of these colleges replied that there were no students in mining. Students' enrolled in courses in metallurgy, geology and engineering, other than mining, were excluded from the statistics:. A commercial Ti-Fe-Cr alloy, Ti-150, exhibits a martensitic transformation on cooling and two nucleation and growth reactions, one above and one below the Mg-Mf region, on isothermal holding below the single-phase ß temperature range. The reactions were followed by metallographic, X-ray diffraction, and microhardness methods. THE rapidly expanding engineering application of titanium and its alloys makes increasingly urgent an adequate knowledge of the effect of heat treatment on this material. The work herein reported is an attempt to determine certain aspects of the behavior of a commercially available alloy, Ti-150, during heat treatment. The alloy, with a nominal composition of 2.7 pct Cr, 1.3 pct Fe, 0.25 pct 0, 0.02 pct N, and 0.02 pct C, was received in the as-rolled condition as a 3/4 in. round. Slugs 0.11 to 0.12 in. thick were cut under a coolant using a silicon carbide wheel. Preliminary work established that the alloy consists of two phases, a (hexagonal close-packed) and /3 (body-centered cubic), at temperatures below 1750" to 1775"F, and of only /3 phase at higher temperatures. The slugs were heated for 1 hr in air at 1800°F to form a single-phase /3 matrix, then transferred to molten tin (1250° to 1650°F) or lead (1150°F and below) for isothermal holding. Holding temperatures ranged from 700° to 1650°F, times from 0.001 to 23 hr. The treated slugs were then sectioned, one part for metallographic examination and diamond pyramid hardness, the other, after deep etching to remove the high oxygen surface,' for comparative lattice parameter determination and X-ray phase identification. Hardness measurements were taken on the lightly etched surfaces of the metallographic specimens; a 1000 g load on a 136° diamond pyramid was used. Five impressions on each sample were made and the average of the hardness calculated. The use of microhardness measurements to follow the course of an isothermal transformation reaction is undesirable because of the possibility of wide differences in microconstituent hardness.' They were used in this case, however, because of the small amount of material available. At the higher transformation temperatures, where the above-mentioned objection was apparent, the readings were proportioned to correspond to the estimated ratio of transformed and untransformed constituents present. At lower temperatures, resulting in much finer microconstituents, the microhardness measurements were more uniform. The standard deviation of the mean of five impressions calculated from these latter values was 4.2 DPH. Employing 2a limits (probability 0.95) the experimental error of the hardness measurements averages was 8.4 DPH. The etchant used was composed of one part glyc-erol and one part 48 pct hydrofluoric acid." Of a number of etches tried, this one appeared most satisfactory. All micrographs were taken at 500X magnification and with oblique lighting to permit easier identification of the acicular structure resulting from rapid cooling. No advantage was gained by using polarized light for metallographic examination. Phase identification and lattice parameter measurements were made with a North American Philips high angle spectrometer in conjunction with a recording potentiometer. Considerable difficulty was encountered with some of the lattice parameter measurements because of the extreme broadness of the few diffraction lines obtained from samples consisting mainly of strained, untempered, quenched structures.

Hydraulic fracturing technique, an applied technique to cause tensile fractures to rock by injecting water pressure to a certain closed section of the borehole, is a measurement method of in-situ rock stress. This technique has the highest track record for techniques used in sub 1000 meter. A feature of this technique is comparatively simple and easy for in-situ stress measurement, because the measurement is applicable when a drilled borehole is available. The predominant advantage of this method is that elastic constants such as Young’s modulus and Poisson’s ratio are not required for determining the value and direction of initial stress. The factors to determine the stress state are the water pressures of re-opening and shut-in of fractures around the borehole wall and its directions. With conventional methods, however, the accuracy of the derived stress states from the observation equations was often adversely affected by the lack of consideration of the remaining water pressure in fractures and insufficient stiffness of the pressurization system. We have developed a new hydraulic fracturing system based on a new test method concept overcoming these defects, and applied to a 300 meter deep borehole in granite. The most important improvement of the new system is an employment of a syringe pump which enables an accurate flow control of fluid with less than 1ml/min in the pressure of 30MPa. Therefore the new test system has a quick response for pressurising in the interval zone, and the measured data was confirmed extremely accurate.

Two hundred years ago next April, our forebears embarked upon the difficult path to national independence. They succeeded, and shook off the yoke of foreign domination. In the ensuing two centuries, the country was mobilized several times to protect that political and economic independence from foreign domination. These efforts were also successful. Thus, as we stand here on the threshold of our third century of political independence, we can thank previous generations and congratulate ourselves for establishing and maintaining the world's oldest republic. Now -- once again -- the United States faces the challenge of foreign intervention into our economy. This time the battleground is resource avail- ability. America has been blessed with enormous resources. Whether we speak of minerals or timber or water or "amber waves of grain," this nation has benefitted from a resource base that is the envy of the world. This asset, coupled with a political system that permitted us to develop it, has been the physical backbone of our independence. Without the economic independence that this resource base has given us, the political independence we fought for would have been tenuous, at best.

"The Oxford Hydroelectric Station was a unique project that incorporated a variety of dam strengthening methods to stabilize the facility in order to meet the standards required by Federal Energy Regulatory Commission (FERC). The dam stability and Probable Maximum Flood (PMF) remediation work consisted of (1) construction of a new emergency spillway; (2) installation of 75 high capacity rock anchors; (3) construction of an anchored concrete powerhouse buttress; (4) construction of cast-in-place and sheetpile flood walls; and (5) design and construction of a permanent soil nail wall. INTRODUCTIONThe Oxford Hydroelectric Station is one of 11 hydroelectric facilities owned and operated by Duke Power along the Catawba/Wateree River. The Catawba River originates in the foothills of the Appalachian Mountains just west of Morganton, North Carolina. The river flows east out of the mountains and, at a point just below the Oxford Dam, the Catawba River turns and heads southeast. The Catawba River continues to flow southeast past Charlotte and into South Carolina where it eventually becomes the Wateree River. The Wateree River eventually flows in to the Atlantic Ocean.Located a few miles east of Hickory, North Carolina, the Oxford Dam and Hydroelectric facility is in the upper reach of the Catawba River. Oxford Dam creates the third impoundment along the river known as Lake Hickory. Lake Hickory is well known locally for providing many outdoor activities such as boating, jet skiing, canoeing and fishing. The dam and powerhouse were put into operation in the spring of 1928.Key features of the dam include a short embankment section on the south end of the structure, a 391-foot (119m) long south bulkhead and powerhouse, 540-foot (165m) long gated spillway section and a 235-foot (71.6m) long north bulkhead. The maximum height of the dam is approximately 100-feet (30m) from the crest to the dam/rock interface. (See Figure 1).The work associated with this project is the result of licensing requirements of the Federal Energy Regulatory Commission (FERC) which mandates that all hydroelectric facilities have the capacity to safely discharge runoff created by a critical rainfall event defined as the probable maximum flood (PMF). Duke Power, a division of Duke Energy (DUKE) submitted an initial PMF report in 1992 which indicated that at the Oxford Dam would be overtopped by approximately 10-feet of water during the modeled PMF event. Given the duration and depth of the overtopping, significant damage to the facility and a possible breach could result. Therefore, modifications to the existing facility were necessary to satisfy the report of the PMF model."
