Law of the Sea. - The Ninth Session of the Law of the Sea Conference resumed July 28 at Geneva and will run for 5 weeks. The 160-nation Conference began in 1973. Two of the major factors to be discussed are the transfer of technology to the UN-controlled Enterprise or mining authority, and how the 36-member Council will make decisions. As the session completed its third week, delegates expressed little hope of completing a treaty text this year. There was a feeling, though, that substantive issues might be settled so that a treaty text can be completed next year. The Deep Seabed Hard Mineral Resources Act signed by the President on June 28, provides an interim regulatory procedure for ocean mining activities conducted by U.S. nationals that may be superseded by a law of the sea treaty.

With the increase of new mine development in the past several years, many coal mines have decided to self- perform the design and construction for their slope development projects. The development process of determining the proper configuration is challenging, and a major economical consideration. Greenbrier Smokeless Minerals engineering staff and consultants, along with DSI/American Commercial, developed a support configuration that was best suited for their slope. The developmental process took into consideration the length of slope, depth of slope at the high-wall transition, economics of a single or multiple entries, waterproofing, stresses on the steel supports and lagging during the backfilling operation. This paper describes the developmental concept of using a single entry, side by side configuration, using steel ?Banjo String? supports with steel plank lagging, to develop a long term permanent installation in a cut and cover application.

The Bureau of Mines determined the effect of slag additives on copper solubility and the distribution of typical impurity elements between copper-iron matte and silica-saturated fayalite (iron silicate) slag at 1,250° C, in CO-C02 atmospheres with 10 pct S02. Small additions (<10 pct) of CaO, A1203, and MgO were shown to decrease copper solubility in the slag. Additions of CaO increased the solubility of bismuth and tellurium in the slag at lower matte grades. Al 20 3 additions decreased the solubility of tellurium in the slag, but increased that of bismuth at lower matte grades. A1203 additions increased the solubility of both at lower matte grades. With no additives, matte grade did not affect the solubility of bismuth in slags, whereas increasing matte grade resulted in a slight decrease in the tellurium solubility in slag. Additions of CaO or As203 alone to the slag increased selenium and arsenic distribution to the matte, but had little or no effect on antimony distribution; whereas small MgO additions decreased antimony distribution to the matte but had no effect on arsenic and selenium distribution. In slags with no additives, selenium distribution to the matte increased with increasing matte grade, while that of antimony decreased and that of arsenic was unchanged.

Vibration analysis for diagnosis of machines is a powerful instrument for condition monitoring. Especially for diagnosis of antifriction bearings various equipment and techniques have been developed and are available. The envelope analysis is the most reliable method for bearing diagnosis. Different bearing failures lead to different patterns of the envelope spectrum. Checking the amplitudes of characteristic bearing frequencies is mostly not sufficient for a reliable diagnosis. Therefore human experts compare the pattern of the spectrum with typical patterns of bearing defects. In this paper a diagnosis system is presented which imitates this action of human experts. Using a neural net the system not only distinguishes typical bearing defects but also detects unbalance, beating of disengaged machine parts and other kinds of machine failures.

Depletion of iron ore in the Nation&apos;s large deposits has directed attention to other sources. One of these is the titaniferous iron ore of the Iron Mountain, Wyo., area. Tests were made to determine the feasibility of smelting this ore, which contains about 20 percent titanium dioxide (Ti02), in an electric-arc furnace to produce pig iron. Initial tests, which were made in a 30-pound-capacity induction furnace, demonstrated that the iron could be easily reduced to metal and that limestone was a suitable and effective flux. Larger scale tests then were made in a 50-pound-capacity electric-arc furnace to obtain the more detailed information necessary for the planned continuous operation of a still larger arc furnace. The principal facts determined by preliminary batch-smelting studies were that (1) 9 pounds of limestone flux was required for each 100 pounds of ore smelted, (2) expensive coke was not required because coal proved to be a satisfactory reductant (near stoichiometric carbon was optimum), and (3) overreduction, which produced a viscous slag, must be avoided.

The study comprised of the investigation into the sensitization characteristics of AISI 409 titanium stabilized ferritic stainless steel during low heat input welding. AISI 409 is a fully ferritic stainless steel used in catalytic converters and tubing for automotive exhaust systems due to the supposition that sensitization does not occur during low heat input welding. Two plates of 2 and 4 mm were tested for sensitization during low heat input welding. The study confirmed that chromium carbide (M23C6) precipitation occurs on the grain boundaries in the heat-affected zone with consequent depletion of Cr adjacent to the grain boundaries during welding. In the 2 mm plate sensitization occurred in the heat input range of 0.1 kJ/mm to above 0.25 kJ/mm and in the 4 mm plate sensitization occurred in the heat input range of 0.2 to 0.9 kJ/mm. Ti stabilization is ineffective at the heat inputs used in this investigation due to the rapid cooling rate through the temperature region where TiC precipitates. The presence of N was found to be detrimental since it consumes Ti on cooling, forming TiN, effectively lowering the amount of Ti available for TiC formation during rapid cooling after welding. Annealing for 5 minutes at 725°C does not improve the sensitization characteristics of the welded plate. There is a linear increase in grain size as heat input increases. The resistance to pitting corrosion decreases in the sensitized, welded plate in theheat-affected zone adjacent to the fusion line of welding. A major design feature to consider from the initial pioneering works until reaching full mine production of icy regolith at the South Pole of Moon will be the ramp. This will allow the access of equipment and personnel in and out of the excavation area. Although most of the requirements considered when designing a ramp on the Earth are similar, the fact of working in low gravity, with zero atmosphere, the potential exposure to high radiation, extreme temperature levels and drastic changes of illumination, from intense light to total darkness, are new factors to be included. Transversal sections are obtained according to the progression sequence of the production levels, with changes in length, gradient, friction factor of the terrain and curvature when required by the location characteristics and the specification of the equipment utilized. A MATLAB script was developed to calculate all the variables, in order to obtain 3D generated surfaces from the range of possible profiles.

"Diesel particulate matter (DPM) exposures are a serious occupational health hazard in underground mines. While the complex nature of DPM makes direct analysis difficult, its primary component, elemental carbon (EC), can be used as surrogate. The near real-time FLIR Airtec monitor measures EC mass based on laser extinction. It was developed for use in underground metal/non-metal mines, and calibrated to the NIOSH Method 5040. Its effectiveness has not been demonstrated in coal mines, however, where coal-sourced EC could produce analytical interference. To gain preliminary insights regarding the Airtec’s performance in the presence of coal dust, experiments were conducted in a controlled laboratory chamber. The Airtec EC results consistently underestimated Method 5040 EC for both respirable-sized and submicron coal dusts. While underestimation of coal-sourced EC bodes well for limiting coal interference for DPM measurement, one key reason for the observed trend was non-uniform coal particle deposition on the Airtec filter. This may be problematic in coal mines where DPM and coal dust occur together in the instance that DPM deposition is also non-uniform. INTRODUCTION Diesel particulate matter (DPM) is an occupational health hazard, and underground miners have the potential for relatively high exposures due to their work in confined environments with large diesel equipment (NIOSH, 2011). DPM is heterogenous and complex in terms of its chemical composition (Birch & Cary, 1996; Noll et al., 2006), but elemental (EC) and total carbon (TC) are often used as analytical surrogates (Birch & Noll, 2004; Noll et al, 2015). EC is the solid “soot” component of DPM, whereas TC also includes particulate organic carbon (OC) (Noll et al., 2007). EC and OC can be measured in filter samples using the standard NIOSH Method 5040 (NIOSH, 2003), and summed to obtain TC. In US mines, TC has been adopted as the analytical surrogate for DPM in regulatory activities. In metal/non-metal mines, personal exposures are limited under 30 CFR Part 57. In coal mines, limitations are made on emissions from each piece of equipment (30 CFR Part 72) rather than for personal exposures. This is because coal dust has the potential to interfere with TC measurements in personal samples. In some other countries, and for non-regulatory purposes in the US, EC is also commonly used as a surrogate for DPM in mine monitoring applications [e.g., see AIOSH, 2013). EC generally exhibits a linear correlation with TC (Birch & Cary, 1996; Noll et al., 2006 and 2007) but unlike TC measurements, which are analytically intensive, EC can be determined more simply using a laser absorption/extinction principle on filter samples (Noll et al., 2013)."

The strength of green and sintered pellets during reduction under various conditions in a laboratory kiln has been investigated. Equipment and test methods are described, together with the results obtained. The strength of sintered pellets drops sharply when the reduction starts, and goes through a minimum at the 70 per cent oxidation level. At more advanced reduction, the strength increases with increasing metallization. Successful use of green pellets as kiln feed requires that more attention be paid to the pellet preparation than is necessary when producing pellets for separate sintering. In particular, the ores have to be ground to a greater fineness. The initial strength of green pellets is low. Below the 70 per cent oxidation level, however, the strength of these pellets is about the same as the strength of sintered ones. Additions of such materials as silica, limestone and anthracite coal; within reasonable limits, affect the strength only slightly.

In this study, the determination of optimal conditions for jig separation has been investigated with a TACUB jig separator. The TACUB jig, from which a Batac jig originated, is a useful gravity separator that is effective to separate crushed solid wastes as well as coarse ores. A mixture of crushed polyethylene (specific gravity 1.3) and polyvinyl chloride (specific gravity 1.5) was separated by a batch TACUB jig by varying the frequency (wavelength) and the amplitude (pulse stroke length). It was found that the sample particle layer in the separation chamber was fluidized without turbulence by the rising water pulse resulting in the separation. However, a too strong water pulse reduced the efficiency of the separation of the particles. The results indicate that the specific velocity of the rising water is necessary to fluidize the particle layer without turbulence to separate the particles. The expansion ratios of the thickness of the particle layer in rising flows were measured in a cylindrical column. The pressure losses by the particle layer were calculated from the expansion ratios and the velocity of the rising flows by Ergun?s equation. The curve of the pressure loss vs. the velocity of rising flow showed a maximum point corresponded to the point of fluidization. The velocity of a rising flow on the point of fluidization provided the optimal separation condition.

N order to attempt to arrive at a better under-Jl standing of the whole basic problem of sintering, these remarks will serve as an introduction for discussion that is included and will, perhaps, help to isolate specific questions which need to be answered or to suggest some definite avenues of investigation which should be followed. To bring some sort of logical order into the presentation, I will consider the various types of interaction between the metal to be sintered and the atmosphere which surrounds it, depending upon whether the phenomena are essentially chemical or physical in nature. For example, when the only necessary criterion for the satisfactory sintering of a certain powder is the removal of an oxide skin, then the problem of choosing a suitable atmosphere is primarily chemical; however, if a special surface condition as a consequence of the oxide skin removal is necessary for particularly effective sintering, then the problem becomes a physical one. Of course, the two aspects overlap considerably, but it may be possible to make a distinction in principle if not in practice. The chemical characteristics of the phenomena will be emphasized, since these are the better known. Metal-gas reactions involved in sintering are controlled primarily by the thermodynamics of the processes involved. In which direction will a reaction go and how far before it stops? The answer is to be found in the magnitude of the free energy change associated with the reaction. If a constituent is to be removed from the specimen as completely as possible or if a constituent is to be formed in the specimen as completely as possible, then one chooses conditions which are far from equilibrium so that the reaction is driven toward completion. On the other hand, if the composition is to be maintained at a desired value, then conditions are adjusted as closely as possible to the equilibrium point. This aspect of the problem is susceptible to quite precise analysis, provided, of course, that the significant reactions can be recognized and the required thermodynamic data are available. Conversely, if one asks how fast the reaction goes or how far it proceeds in a given time, the answer is frequently much more difficult to answer in quantitative terms. Yet the rate-con trolling factors of the reactions may be of primary importance in the success of a particular operation, especially where competing processes are at work. Both equilibrium and rate factors must be understood if a clear picture is to be obtained. For instance, in a process for carburizing titanium dioxide, is the difficulty of obtaining a stoichiometric Tic due to a true limitation of the equilibrium or simply to a very slow rate of reaction? An example of this appears in the work of Kalish and Mazza.&apos; They showed that the oxygen content of sintered iron compacts was lower when sintered in pure hydrogen than in the case where the hydrogen was diluted with either argon or nitrogen. The equilibrium oxygen content of the iron would be the same in the two cases, since it is determined by the ratio of the partial pressures of water vapor and hydrogen and this pressure ratio is unchanged by dilution. The rate of oxygen removal, however, under the conditions of a constantly replaced furnace atmosphere, depends upon diffusion and thus upon the concentration of hydrogen in the furnace atmosphere. Possibly the clearest way to illustrate the interplay of these two factors is to consider in more detail some of the typical metal-gas reactions. "Introduction.The Bureau of Mines has taken up the problem of determining a method or methods whereby underground compensation insurance rates for metal-mining companies can be equalized in proportion to the underground hazards involved. This study has been started by the writer with the assistance of Mr. I. M. Wolfin* as consultant.The present paper briefly reviews the origin of accident compensation, gives a digest of State compensation laws, and describes types of insurance carriers. This will be followed by study of the basis of premium rate, risk differentials, and cost of compensation insurance to mine operators. These data will be supplemented by an analysis of the accident hazards in different mining methods and practices, and the severity and frequency of accidents classified by time lost and period of exposure to hazard, for different States, mining methods, occupations and nationalities. Attention will be given to standardized preventives for underground accidents in metal mines, and, finally, the classification of underground metal-mining hazard for workmen's compensation insurance premium rating."

Small manganese ore bodies in south Odisha, India occurs both as stratiform and stratabound ore bodies. These two ore bodies show contrasting mineralogical, petrographical and chemical characteristics. Stratiform type of Mn-ores consists of manganese, iron and silicate- phases in approximately same proportion. In contrast, stratabound ore bodies contain a high proportion of manganese oxides, silicates and phosphorus phases. Phosphorus is found within apatite in the stratabound ore bodies while in the stratiform ore it occurs as an adsorbed state with iron phase (goethite). Both ore bodies are low-grade (17-23% Mn) therefore do not have a market value. However, the stratabound ores are enriched in phosphorus (P2O5: >1%) compared to the stratiform ores. Both the ore types were processed through gravity, magnetic and roast reduction followed by magnetic separation techniques. The strata bound ore could be upgraded to 33% Mn from a feed of 23% by combination of dry and wet magnetic separation methods. But the phosphorus content also suits up (P2O5: 1.2%) in the processed product making it unsuitable for further use. The stratiform ores do not respond to either gravity or magnetic separation because of close association of manganese with iron phases. However, this could be beneficiated through roast reduction followed by magnetic separation. An ore with 17% Mn content could be upgraded to 40% Mn with a 42% yield and 78% recovery. The goethite, having phosphorus, converts to magnetite and is retained within the magnetic fraction, thereby reducing the concentration of phosphorus in the non-magnetic fraction, which becomes the product. This report demonstrates the influence of ore petrology in determining the up-gradational potential of manganese ore in the southern Odisha, India. Newmont&apos;s research, operations, history and experience with pre-treatment of preg-robbing carbonaceous ores are described, with emphasis on the chemistry, physics and kinetics of chlorine treatment. Present operations, control strategy and projected changes are also described, including a summary of the adsorption of chlorine into pulps and off-gas scrubbing. Conditions of chlorination have been optimized by the use of Eh-pH diagrams of the gold-chlorine-water system, and have resulted in significant increases in gold recoveries and decreases in chlorine consumptions.

The Blocked Iron Corporation has been active for many years in the development of mineral agglomeration processes by cold chemical induration. Millions of tons of iron ore fines agglomerated by their methods have been consumed in open hearth steel making furnaces. Some of you may remember these open hearth agglomerates as the carbonate-bonded cylindrical block shown in figure 1. With the realization that iron making would create the greatest demand for agglomerates our research efforts were directed to the production of carbonate- bonded (C-B) pellets containing iron ore, flux and carbon, shown in figure 2.

Recent studies carried out to support the development of a strategy for the New Zealand mineral industry by the NZ Minerals Industry Association have included investigations of mineral potential, and the development of scenarios for realising this countryÆs mineral potential by 2010. New economic research is applying a general equilibrium model to quantify the opportunity cost of this potential. The model analyses separately four categories of land (private land and three categories of Crown land) and identifies four distinct mineral classes û precious metals, industrial minerals, coal and aggregate. It investigates the economic effect of the increased availability of mineral resources on the mining industry itself, on other industry sectors and on the NZ economy generally, including its impact on unemployment, GDP and household welfare.The analyses suggest that increases in the level of GDP of between 1.9 per cent and 3.4 per cent may be obtained by utilising New ZealandÆs mineral wealth to varying degrees. The mineral industry sectors are significant beneficiaries under all scenarios; mineral output increases by between two and five times its current level. However, the flow-on effects to the rest of the economy, and to households, are also significant. The analyses show that household income, adjusted for changes in consumer prices, can be expected to increase by between 1.6 per cent and 2.7 per cent. This results largely from increased employment.

"In 2001, a pile trial site was established at Limelette in Belgium consisting of 25 displacement screw piles and 5 driven pre-cast piles. Interested parties were invited to participate in a pile prediction event, whereby they would submit predicted static load test behaviour in the form of load settlement plots. These predictions could be based on soil investigation results supplied by the organizers, or dynamic load test measurements.Following the submission deadline, the organisers released the results of static load tests for comparison.Of all the six participants, including Statnamic, the SIMBAT method was independently accredited with achieving the best predictions.This paper examines at the differences between SIMBAT and other systems, and presents the correlations from the Limelette trial.INTRODUCTIONThe Belgian Building Research Institute (BBRI) initiated an ambitious research programme involving the construction and testing of some 60 trial piles spread between two sites, a clay site at Sint Kateline Waver and a sandy site at the BBRI headquarters at Limelette. The project was financed largely by the Belgian Ministry of Economic affairs. (ref 1.) This paper refers only to the second site.At Limelette, six different types of displacement pile were installed: one driven pre-cast and five cast in place screw piles - Atlas, DeWaal, Fundex, Olivier and Omega. This paper describes preliminary tests at the Bureau&apos;s Experimental Mine to determine, under conditions that may prevail in a bituminous coal-mine heading, how small a quantity of fire damp may bring coal-dust into suspension and ignite it. The results show that the explosion of as little as 150 cubic feet of an explosive mixture of gas and air containing 9 per cent natural gas may start a disastrous explosion of coal-dust. This is a very small volume, of gas, to cause such a result. Let us suppose that this amount of explosive mixture, as at the face of an entry which was 10 feet wide and the face was overcut to a depth of 6 feet and an upper layer of coal 2.5 feet thick had been removed, the recess so made would have a volume of 150 cubic feet. Furthermore, only 13 cubic feet of pure methane is needed in thin volume to produce this 9 per cent explosive mixture.

"Alkali precipitation of dissolved metals is an inexpensive but non-selective means of treating mine wastewater. Alternatively, sulphide precipitation can treat to below parts-per-million concentrations while selectively recovering valuable metals. While technically feasible, sulphide treatment of dilute waste streams increases the size and cost of the plant relative to the metals loading. Ion exchange has been applied at two separate sites to pre-concentrate nickel containing wastewater prior to recovery in smaller and more cost effective sulphide precipitation circuits. The result is a dual-circuit system that can maintain high selectivity and reduce overall facility cost while meeting strict effluent regulations.INTRODUCTIONAlkali precipitation using lime is the most common method of treating mining effluents for dissolved metals removal. This method is generally sufficient for waste streams containing mixed metals of little value, and for meeting modest metal concentration limits in the final effluent. Due to the non-selective nature of the lime process, the produced metal hydroxide sludge is of little value. All metals are removed together in a sludge product which cannot be re-processed for further value recovery.By contrast, sulphide precipitation can be used to selectively remove and recover valuable base metals (such as copper, zinc, nickel and cobalt), since the sulphide will preferentially target these metals without reacting with less valuable metals (such as iron and aluminum). The low solubility of the metal sulphide solids also supports the removal of base metals to lower concentrations than can be achieved with alkali precipitation in addition to other benefits discussed more fully in a prior paper (Bratty, Lawrence, Kratochvil & Marchant, 2006). The corollary to this solubility feature is that sulphide precipitation can function on influent streams containing low (< 10 mg/L) metals concentrations to meet very low parts-perbillion final effluent concentrations. Reagent overdosing is also minimized when compared to alkali precipitation."
