A symposium was held on January 30 and 31, 1973, at Pittsburgh, Pa., to review the state-of-the-art in designing and utilizing diesel-powered equipment in underground mining. The Health and Safety Activity of the Bureau of Mines sponsored the symposium with major assistance from the following four participating organizations: The American Mining Congress J. Allen Overton, President The United Mine Workers of America Arnold R. Miller, President The National Independent Coal Operator's Association Cloyd D. McDowell, President The Bituminous Coal Operators' Association, Inc. Guy Farmer, President Seventeen papers were presented during four half-day sessions devoted to the general subjects of the diesel engine, the place of the diesel in underground mining, health protection using diesels underground, and maintaining safety of diesels underground. Eleven of the speakers were from industrial organizations here and abroad; one represented the Provincial Government of Nova Scotia; two were with the Department of Health, Education, and Welfare; and three reported on Bureau of Mines work related to diesels.

These proceedings consist of papers presented at Bureau of Mines Technology Transfer Seminars in August 1983 for the purpose of disseminating recent advances in mining technology in the area of large mobile surface mining equipment safety and health. The Bureau of Mines conducts several of these seminars each year in order to bring the latest results of Bureau research to the attention of the mining industry as quickly as possible.

For 11 years, under authorization of the Synthetic Liquid Fuels Act of April 5, 1944 (30 U.S.C. 321-325), and amendments, the Bureau of Mines has carried on an extensive research and development program to establish methods for producing oil from coal and from oil shale. This act was passed by the 78th Congress primarily because of the stress of wartime demands for liquid fuels to supply our armed forces during World War II. The act was progressively extended by the 80th and 81st Congresses, as later peace-time demand for oil and oil products continued to increase.

Rockburst is a highly destructive geological hazard that can cause casualties and equipment damage. To achieve highaccuracy discrimination of rockburst intensity, this article proposes an improved model that addresses the inefficient maximum membership principle used in traditional rockburst fuzzy evaluation models. The stress coefficient σθ/σc, brittleness coefficient σc/σt, and elastic deformation energy index Wet are selected as evaluation indicators for rockburst classification. Subjective and objective weights are obtained using the Delphi method and entropy weight method (EWM). Three types of membership function distribution forms are then used to obtain the membership degrees of each indicator to rockburst grades: trapezoidal membership function (TMF), normal membership function (NMF), and quadratic parabolic membership function (QPMF). Finally, six traditional models and six improved models are established using the maximum membership principle (MMP) and weighted average-maximum membership principle combination evaluation principle (WMP), respectively. Based on the analysis of 100 sets of rockburst field data, the accuracy, precision, recall, and F1-score of the improved evaluation model are increased by 11.3%, 0.097, 0.068, and 0.089, respectively, compared to the traditional model. The Delphi-NMF-WMP model is selected as the best model, with four performance indices reaching 97.0%, 0.979, 0.979, and 0.978. The best model is applied to evaluate the rockburst intensity of the Cangling Tunnel, Dongguashan Copper Mine, and Jiangbian Hydropower Station Diversion Tunnel, with evaluation results consistent with the actual situation, demonstrating the reliability and scientificity of the model.

The Bureau of Mines in the Department of the Interior is increasingly concerned with the safety and health of personnel engaged in coal-mining operations, particularly below ground. The Bureau is also concerned with improving the utilization of domestic mineral resources, and reducing the environmental impact of mineral operations. One obvious way to improve safety and minimize health hazards would be to eliminate coal mining entirely by bringing the energy value of the coal to the surface in some other way, such as by partially burning it underground to form combustible gases and bringing these gases to the surface, where their energy content can be put to use. This technique might also improve the utilization of the coal resource. ? Accordingly, the Bureau of Mines, interested in re-evaluating underground coal gasification technology in terms of current and expected conditions in the United States, requested Arthur D. Little, Inc., (ADL) to appraise the technology to determine: ? Whether the current (1971) state of the technology offers a technically feasible method for gasifying coal underground that is applicable to the reserves of bituminous and lower rank coals in the United States. ? Whether a program of research and further development of the technology could ultimately make it a technically feasible alternative to current open-pit and underground coal mining operations. ? What the nature and cost of further research and development work in the technology should be.

Research performed by the U.S. insurance industry has determined that mine subsidence is uninsurable. Consequently, the insurance industry has decided not to voluntarily offer mine subsidence insurance. The U.S. Department of the Interior has long been investigating the effects of mine subsidence. These investigations have resulted in Federal regulations and controls of mine subsidence. This U.S. Bureau of Mines report generally describes mine subsidence, the development of mine subsidence insurance programs, and the eight current mine subsidence insurance programs in the United States. The States that have these subsidence programs include Colorado, Illinois, Indiana, Kentucky, Ohio, Pennsylvania, West Virginia, and Wyoming. Major aspects of the programs include history, administrative and operational procedures, insurable structures, recognition of mine subsidence, major exclusions, claims, insurance premiums, and the economic health of each program. Addresses of agencies involved with mine subsidence insurance are also given. Information within this report can be useful for residential and commercial property owners and mine operators. States that are considering starting or have an existing mine subsidence insurance program can also use this report as a model for initiating or modifying their programs.

The difficult and often harsh working environment of the mining industry can stress both personnel and equipment to the extreme. Often, the unintended consequences of this environment lead to confrontations between departments, as each goes about its tasks of mining, maintaining or supporting these activities. On occasion, the confrontations may result in criticism of other departments for perceived or real sins or omissions. The offended department may not be able to change the circumstances, but can only complain while frustration persists. The most effective solutions are the actions of the mine manager. By establishing mutually supporting roles of each department and specifying conditions for the interactive conduct of maintenance, the mine manager can better assure that the inherent problems of the mining environment are neutralized.

This section is unique to the Handbook in that it is the only section that deals with underground excavations for nonmining purposes. The editors were of the opinion that the section should be incorporated because the subject matter covered by the chapters is closely related to mining, and many mining engineers are currently involved in these activities. As we enter the decade of the 1990s activities in this category will increase, enhancing the relevance and utility of the material discussed. As the population increases, especially in metropolitan areas, the necessity to go underground will be greater. At the present time, not only are subsurface shopping malls and pedways connecting buildings becoming commonplace, but structures as diverse as the Civil and Mining Engineering Building on the University of Minnesota campus, a road-and-fleet maintenance facility in Multnomah County, OR, and even an ice cream parlor (Dairy Queen) in northern Wisconsin have been constructed underground. Placing utilities below the surface has numerous advantages and is now customary. Rapid transit and highways through tunnels in urban areas have been the norm for many years, but subterranean stormwater reservoirs, power plants, industrial warehouses, and food storage silos are relatively new innovations. The philosophy of underground defense installations is ancient, but their requirements and designs have trans-formed radically as technology advances. The use of under-ground space for disposition of wastes is modern, since it is recently that environmental concerns and waste disposal costs have assumed increased significance.

THE BUREAU OF MINES was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve mineral resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting these industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to "disseminate information concerning these subjects 'in such manner as will best carry out the purposes of this Act.'" In accordance with that directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau sources. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue describes Bureau reports and articles published during the period January 1, 1960 to December 31, 1964. It, supplements the 50-year list of Bureau publications issued from July 1, 1910, to January 1, 1960,2 and the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January 1, 1960.3 It supersedes the annual lists of Bureau publications and articles from January 1 to December 31, 1960,4 from January 1 to December 31, 1961,5 from January 1 to December 31, 1962,6 and from January 1 to December 31, 1963.7 The leading general and technical libraries of the United States maintain files of the Bureau's publications. An expert system advisor consultant to assist a coal mine section foreman is described in this report. The system is designed for an underground continuous miner section that is being specifically used for longwall development. The system provides three methods of operation that include normal operational mode for use underground, a training mode for use in training section foremen under controlled classroom conditions, and a demonstration mode that is free running. The Face Decision Support System or FDSS, is designed to interface with section environmental monitoring equipment and section production monitoring equipment that may appear in the future. This provides automated reprioritzation of the section foreman's job list from the system. The system 1S written in LASER which is written in C and is operated under the UNIX operating system. The objective of the entire FOSS system is to ensure that no job or piece of information important to safety or to production is forgotten because of the immediate problems confronting the section foreman.

Explosives have been fired electrically for several decades. Mountains have been tunneled, deep shafts sunk, extensive coal and metal mine workings excavated and, in times of war, railroads, buildings, bridges, and fortifications have been destroyed by means of electrically fired explosives. Modern engineering depends so much on explosives that their safe and efficient handling and especially their detonation are of prime importance to all those connected with the use of explosive agents. Electric shot-firing is only one method of igniting explosives, but it is rapidly spreading and because of certain inherent safety features should be encouraged. Data collected by the Bureau of Mines indicate that in the United States a large percentage of the blasting in quarries, shafts, and tunnels, and from 15 to 25 per cent of the blasts in mining operations, are set off electrically. The Bureau of Mines is interested in electric shot-firing because of its use in mining, and especially because electric methods, when properly applied, are undoubtedly safer than other methods commonly used.

Productive and beneficial use of reclaimed surface-mined land is a concern of industry, government, and the general public. An investigation was conducted of current mined-land planning practices to aid in the development of a procedure for evaluating postmining land use potentials. This investigation considered both the industry and public planning approach to mined-land planning. It included a detailed review of the impact of regulation, factors that determine land use, and current site planning methods employed by the mining industry. The methods of this investigation included three in-depth case studies of surface mines in the eastern, central, and western United States. A site planning pro-cess has been developed and applied to the surface mine case studies to evaluate the economic, environmental and social impacts of postmining land use alternatives. In add it ion, guidelines are proposed to enhance the cooperation between local land use planners and surface mine planners, as well as to improve comprehensive planning with regard to mineral resources at the local and regional level.

Double-stack trains in the United States date back to the early 1980s, starting about the time deregulation of the rail industry occurred. Freight rail became increasingly more competitive to trucking and barge or ship, and led to major investments in railroad infrastructure. Since most railroad tunnels in the United States were constructed between 1880 and 1930, they were not built tall enough to accommodate modern double-stack intermodal railcars. Therefore, as double-stack trains became the norm, existing tunnels became bottlenecks, and railroads wanted the tunnels made larger without impacting traffic. This need to increase the clearance while not impacting rail traffic launched a very specialised industry: the design and construction of replacement lining systems in existing tunnels.Several large multitunnel railroad clearance improvement projects have been completed in the country in the last decade, and they have all been done under ‘live track’ conditions. Live track conditions consist of work windows, often anywhere from four to 12 hours, that are provided to the contractor to complete the construction work. By the end of each work window, the tunnel must be secured so that the railroad can run trains.In addition to improving the clearance, these projects provided the railroads with an opportunity to improve the general condition of the tunnels, including structural, seepage, drainage and icing conditions. This paper discusses the design considerations, tunnel assessments and construction methods used for these live track railroad tunnel projects. Seepage and drainage improvements that were incorporated into the clearance improvement projects are also discussed.CITATION:Schrank, J, 2014. "IntroductionThis chapter deals with the on land disposal and storage of fine tailing in slurry form behind dams. Other types of tailing, such as coarse dry cobbs from magnetic separation of iron ores and other dry materials, have special problems and are not addressed in this paper. The disposal of mine waste is not included, except as such materials may be of value in the construction activities related to tailing disposal.In earlier North American mining, mines were smaller and frequently disposed of their tailing by direct discharge into neighbouring streams or bodies of water. Where that was not practical or not permitted, the solids were collected in tailing ponds and only the effluent liquids were released or decanted. The dams used for these early impoundments were fragile structures and failures were common. With the advent of large, low-grade open pit mines, and increasing awareness of environmental and safety considerations, recently established mines have carefully-designed tailing disposal systems, with wellconstructed dams and attention given to protection of the environment. Older mines are being improved or at least being examined critically with a view to upgrading as necessary to meet the new standards.Modern tailing disposal systems are highly variable and unique to each mine. Tailing pond selection and design is dependent on available topography as also is the design of transport and water reclaim systems. Suitable sites that are at higher elevations than the mills or distant from them may require that the tailings be pumped. Dams, either earth or rock structures built of the most convenient and economic material, are usually a suitable mix of local borrow, mine waste and coarse tailings. The most economic structures are those built mostly of coarse tailing."

"IntroductionThe mining industry has made slow but steady progress toward the automation of mineral processing plants over the last 35 years. The stimulus to automate is associated with important economic and hidden benefits, so that today, the latest in instrumentation and technology is being employed.This chapter assesses the status of instrumentation justified economically, defines levels of control and certain fundamentals of feedback control loops, describes typical sensors employed in concentrator circuits, summarizes control strategies employed therein, and briefly highlights trends in integrated plant control.Current Status of AutomationAs early as 1948, the mining industry began to show interest in automation, probably because of its close association with the petroleum industry. By 1958, some regulatory control had been achieved in various sections of a concentrator, particularly in crushing circuits. Successes were attributed primarily to the reliability of sensors employed in the corresponding control scheme. By 1961, computers had appeared on the scene, initially, for data logging purposes.From 1958 to 1965, very few new control strategies had been implemented. Guidelines in vogue at this time appeared to be:- Install proven automation, unless a good instrumentation department exists at the concentrator.- Do not bite off too much instrumentation at one time.- Do not purchase on price alone; instrumentation must function in the concentrator environment.- Do not purchase automatic control equipment to be fashionable.Such guidelines were employed1 because of a lack of: (a) quantitative process knowledge, (b) reliable primary sensors, (c) initiative to try something new, (d) trained personnel, and (e) understanding that older concentrators could justify automation in many situations."

Glencore Technology (GT) has over four decades experience supplying stainless steel cathode plates (“cathode plates”) to the electro-refining and electro-winning industry. Cathode plates are typically the single biggest capital investment in a refinery. Refineries may view cathode plates as fixed asset or consumables depending on their operational characteristics. This paper examines the issue of cathode plate life and the strategies and philosophies used by different plants in the management of their cathode plate asset. Some plants operate with their original plates after more than 20 years. Others accept high turnover and regular maintenance as normal operating practice. Reference data are provided on plate life for various operating plants including benchmark plants achieving best-practice plate life and operating cost. The role of the electrode handling equipment on cathode plate longevity is also examined, including latest developments in Cathode Stripping Machine, robotic copper stripping, and full-automation production cranes. The ability to identify and manage the population of plates in service is also critical for maximising plate life and minimising its overall operating cost. This paper discusses a novel and unique RFID system for tracking and managing cathode plate inventory. INTRODUCTION Permanent cathode plates The adoption of permanent stainless steel cathode electrodes in the electro-refining of copper was the most significant process development since the first commercial electro-refineries were built in the late 19th century. It provided significant improvement over the labour intensive and complicated starter sheet system. Copper grows over the permanent cathode blade for a number of days before being stripped, and the permanent cathode can be returned straight back to cells for the next cathode cycle. Glencore Technology (formerly Mount Isa Mines (MIM), then Xstrata Technology) has been manufacturing permanent stainless steel cathode plates from the late 1970s with the birth of ISA PROCESS™, and the Kidd process that came one decade later. Invented and commercialised by Mount Isa Mines, the ISA PROCESS™ was first implemented into Copper Refineries Limited (CRL), Townsville, in 1978. The KIDD PROCESS by Falconbridge evolved in the 1980s and was first implemented into the Kidd Creek Tankhouse, both operations converting from traditional copper starter sheets.

The low production rates associated with the underground metal mining industry have received considerable attention during the last decade. A number of significant technological advancements, in the form of new equipment, have taken place to improve the economics of ore production. Unfortunately, an extremely important factor in the equation -- the operator protection and safety -- continues to receive a low priority. The underground metal mining industry has one of the poorest industrial safety records in the United States. Equipment operators are constantly being placed in hazardous situations. Even one fatality is one too many. All of us bear the responsibility to eliminate it. This project is one of the important steps currently being undertaken by the U.S. Bureau of Mines to improve the operational safety of seven major pieces of ore handling equipment commonly used in underground metal and non-metal mines. The objectives of this study are; (a) to identify the existing hazards associated with the operation of the specific equipment, and (b) to recommend practical solutions that will minimize these hazards and reduce operator injuries. These recommendations are to be in the areas of equipment design improvements, additional operator protection and warning devices, equipment operating procedures and any modifications to the existing safety regulations.
