Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape. In doing so, the paper will evaluate the recommendations proposed by the Productivity Commission Report on Major Project Assessments released in 2013, which include the recommendation to move to a ‘one project, one assessment, one decision’ regulatory model.CITATION:Pope, C and Tannock, M, 2015. A short cut is presented where the average grade above a primary grade cutoff and its associated byproduct grade(s) are estimated by screening the primary and byproduct grades. For the primary variable, choose samples whose grades are above a cutoff of interest. Compute variograms for the subset of the primary variable. Then using this variogram, krige the blocks of interest only using the samples whose grades are above the cutoff. The next step is to screen byproduct grades by choosing byproduct samples whose associated primary grades are above the cutoff of interest. Next compute variograms for this subset of byproduct samples. Then using this variogram, krige the blocks of interest using byproduct sample grades whose associated primary sample grades are above the cutoff of interest. The results are the average grade above a primary cutoff for both the primary and the associated byproduct variables. Using two simulated primary and reference data sets a case study resulted in the screening krigings performing better than the indicator kriging approach in the first case study. A second case study had mixed results with the primary indicator approach performing better than the primary screened approach. The byproduct screened approach performed better than the byproduct indicator approach.

The Iron Road Limited Central Eyre Iron Project (CEIP) area, located on the Eyre Peninsula of South Australia, covers extensive Archaean iron formations that occur as coarse-grained magnetite bearing gneiss. The cumulative strike length, estimated from aeromagnetic data, is at least 95 km.The project is located in a grain growing area 185 km west of the existing iron ore and steel making operations of OneSteel at Whyalla. A narrow gauge railway built to transport agricultural products to the deep-water port of Port Lincoln, 175 km to the south, traverses the project area. A number of well-serviced rural townships are located nearby. Current activities include resource expansion drilling, extensive metallurgical test work, community consultation and a Prefeasibility Study (PFS) that commenced in April 2010.The PFS has encompassed the Central Eyre Iron Project, comprising the three significant iron occurrences (Warramboo, Kopi and Hambidge) and was completed in early 2011. Extensive test work programs and metallurgical modelling confirmed viable process options for the project, using simple off the shelf processing technology.Preconcentration by coarse cobbing yielded promising results, and is the key to reducing not only the capital expenditure but also the operating cost, in particular the power cost, which is the highest operating cost component of a magnetite benefi ciation plant. The ore is also amendable to high pressure grinding rolls (HPGR) processing. This offers a potential for further reduction of the energy requirements.Test work also confirmed that a high grade blast furnace quality concentrate (~68 per cent Fe) can be produced at a relatively coarse grind (P80 106 µm).

Scheelite was floated from a low-grade (0.28 per cent W03) calcitic (96.30 per cent CaCO3) scheelite ore using oleoyl sarcosine as collector and alkylated 8-hydroxyquinoline as modifier. Compared to oleoyl sarcosine alone, the grade and the recovery of scheelite concentrate were increased from 8.07 per cent to 33.54 per cent and from 55.1 per cent to 73.4 per cent, respectively. Infrared studies with pure calcite and scheelite minerals showed that while alkyl oxine is adsorbed on the scheelite surface, it is not adsorbed on the calcite.

Industrially proven and applied nitrogen species catalyzed (i.e. NSC) acidic pressure leaching has been utilized to treat a number of ores, concentrates and recycled materials. This versatile technology offers many advantages including low temperatures, low pressures, low capital costs, low operating costs, faster throughput and less costly materials of construction than conventional pressure oxidation. This paper will elucidate the application of this technology for production of gold, silver, palladium, rhodium, zinc, germanium, gallium, cobalt, copper and nickel. Recycled material applications will also be elucidated. In addition, details of an application for treatment of a refractory chalcopyrite copper and gold bearing ore will be presented and pertinent economics discussed.

Mining activity is important for the development of humanity. This development must be understood from the Academy where it allows showing alternatives for the industry performance. Likewise, these mining companies need to improve their results. Historically, a few years ago the application of the ESG (Environmental, Social and Governance) criterion was verified, which is positioned as a factor/regulator in the design of the performance of industries in general. ESG as an integral part of the concept of sustainability serves as a tool to conceive mining without conflicts and with a reputation based on trust in the interrelation of the university, industry and society. Therefore, the academy must strive for new knowledge in a way that allows it to continue in the virtuous circle of constantly feeding it. In this context, the best mining practices are implemented in constant questioning of their activities. The scientific essence of the industry supported by the academy developed in an operational dynamic is addressed. Finally, the objective of this research work is to interrelate 3 variables: ESG, Academia, and the Mining Industry, where the transition of knowledge and the role of each variable in relation to each one can be understood. This allows for an additional understanding of mining in the future with new mental attention.

Microorganisms in AMD (Acid Mine Drainage) were enriched in 9K culture medium. The enrichment was applied to leach copper pyrite after the microbial community structure and metabolism was stable. Before and after bioleaching, the microbial DNA was extracted and applied to RFLP (restricted fragment length polymorphism) analysis to demonstrate the relationship between the leaching efficiency and the change of microbial community. Atomic absorption spectrometry results showed that when concentration of the pulp was 10% and pH were 1.5, 2.0 and 2.5, the leaching rate were 56%, 57% and 34% on the 18th day respectively. These results indicated that the rise of pH resulted in the decrease of leaching rate. In lower pH condition, the growth of microbe was faster: when pH was 1.5, the microbial cell number reached to 1.4×107cells/mL on the 9th day; while pH was 2.5, the microbial cell number decreased to 4×106cells/mL. The analysis of microbial community structure showed that Acidithiobacillus ferrooxidans and Leptospirillum ferrooxidans were dominant species before bioleaching (account for 43% and 32% respectively). And after bioleaching, these two species were still dominant when the initial bioleaching pH were1.5 and 2.0. While the initial bioleaching pH was 2.5, the proportion of these two species decreased. These results demonstrated that the initial bioleaching pH would affect the microbial community structure in bioleaching system at room temperature, and this affect could lead to different copper pyrites bioleaching efficiency.

On Nov. 4, 1981 the newly installed 1000tph wet-process iron-ore ball mill of A/S Sydvaranger completed its first four months of uninterrupted, successful full-load operation in Kirkenes/Norway. This 6.5m diameter mill is driven by a gearless ring or wrap-around motor of 8100kW at 13.1RPM - a first of a kind in this segment of industry. (Fig. 1) This paper analyses the reasons that have led to the selection of this type of drive over more conventional schemes, lists specific advantages of such large mills, and describes in some detail the installation in Norway. General aspects of possible design variations, and application information for designers and users of such mills conclude the presentation.

PRACTICAL designs for good "home made" molybdenum furnaces are hard to find in the literature. The one described briefly below left something to be desired but was good enough to operate as a rather long (30 in.) two-zone furnace for periods of over 2 months at temperature (1400° to 1600°C) without shutdown. The principal problem in our application was to establish a temperature profile with two distinct constant-temperature zones and no dip between the zones. This and other problems mentioned below would not arise, however, if both zones were operated at the same temperature and if a shorter furnace were acceptable. Since molybdenum windings oxidize very rapidly when heated in air, impervious refractory tubes were used for both the furnace core and the outer jacket tube shown in the accompanying figures. A protective atmosphere of forming gas (10 pct H2, 90 pct N2) was continuously passed through the gas-tight annular volume between the core and outer jacket. The water-cooled copper ends shown in Figs. 1 to 3 sealed the ends of the tubes. Annealed molybdenum wire (40 mil) was wound on the recrys-tallized alumina core (35.5 mm OD by 28.5 mm ID by 30 in.) at a spacing of 0.36 in. The spacing was reduced to 0.29 in. close to the ends to partially compensate for end heat losses. Fig. 2 shows two molybdenum-ground lead taps off the center of the winding to produce the two independect temperature zones. The ground lead was insulated with 1/4-in. alumina tubing and connected to the grounded copper end by passing the wires through the gas port tube and crimping each wire into notches cut at the mouth. To prevent sagging of the core at high temperatures, refractory "troughs" were cut from alumina and mullite tubing to cradle the core. The support "troughs" which were 6 in. long and located about 5 in. from each end of the annular volume also served as radiation shields. In view of the different expansion coefficients and operating temperatures of the core and outer jacket (3.5 in. OD by 3 in. ID by 30 in.), the ends of the tubes were smoothed and squared to produce good sealing surfaces, and the core was ground 1/32 in. shorter than the outer tube. The power terminals were passed through their respective conductor ports which were internally lined with alumina tubing and sealed with Armstrong adhesive A-6 leaving about 1 in. of protruding lead wire for external connections. (Adhesive A-6 is a two-component system consisting of an epoxy-type resin with a mineral fibrous filler and an amine catalyst.) Figs. 1 and 3 show the entire assembly of concentric refractory tubes, copper ends, and sealing o rings, held together with two brass flanges and 3/8-in. bolts with heavy springs for dimensional flexibility. The furnace shell (19 by 19 by 30 in.) consisted of a steel frame with sheets of transite forming a box. The copper ends protruded through two 3.75-in. circular holes cut at the center of each transite square end. Thermal insulation next to the transite exterior was effected by K-23 B&W bricks alld in a central volume of approximately 9 by 9 by 30 in. a row of K-30 bricks was lined up to support the hot assembly. This paper is a case study of an earthen Cofferdam, constructed for a deep excavation at Intake location in river Aaundha, Maharashtra, India. A 12 m (39 ft) deep excavation was made to construct the Intake well. The natural soil profile at this location is clay followed by rock. An earthen Cofferdam of maximum height 7 m (23 ft) was made around the periphery of the excavation. Cofferdam embankment and excavation slopes were analyzed using the finite element software PLAXIS-2D. Clayey sand was proposed as filling material during design, but clayey soil was used for the embankment formation during execution. The embankment was built up to 5m height in July 2017 and completely submerged due to monsoon. In February 2018 embankment height raised to 7m (23 ft) by filling the soil over the existing submerged embankment. After a few days of completion of the Cofferdam construction, the inside slope of the embankment had started sliding due to continuous dewatering. The design and execution of deep excavation with earthen Cofferdam for waterfront structures are challenging. The selection of filling material for embankment formation and dewatering techniques plays a vital role in the safety and stability of the embankments. Although all the safety measures were taken during the design, execution challenges are unpredictable.

THE first meeting" of the Iron and Steel Division was held Tuesday afternoon, Feb. 17, with nearly 100 men present and C. B. Murray as chairman. This was a round table discussion of iron ore beneficiation and of its relation to blast-furnace operations, and only one paper was presented, by Clyde E. Williams. Mr. Williams discussed the future of the Lake Superior district in its relation to the iron and steel industry. He stated that although estimates had shown that the total life of the present known iron ore reserves of the Lake Superior district was 20 to 30 years and that many believed that as a result of this depletion foreign ores would be brought to the Atlantic Seaboard, thus causing a displacement of the steel industry to the East, he believed that the Lake Superior district would continue to be the important producer of iron ore used in this country for decades beyond the predicted time before the exhaustion of the present known reserves. He described the three general types of ores that required concentration and pointed out the needs for research and the proper methods to be used in processes for the beneficiation of these low-grade materials. He discussed the effects of fine concentrates and the use of agglomerated ores in the blast furnace. This general summary led to interesting and valuable discussion on the various economic, ore-dressing, and blast-furnace problems in large-scale development of beneficiation. Perry Harrison described recent developments in sintering and the properties of iron ore sinter. T. B. Counselman and W. H. Coghill discussed the merits of classification of iron ore previous to tabling. Robert Faulkner and J. E. Little described the beneficiation plant of the Bethlehem Steel Corporation.

1. The Pittsburgh bed is the most important bed in Brooke County and virtually the entire production of coal in the county comes from this bed. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 tons per acre-foot of coal in place, are estimated at 191 million short tons as of January 1, 1954. Of this total, 190 million short tons are in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

In its search for additional ways to increase understanding of rock behavior, the Twin Cities Mining Research Center has turned to the scanning electron microscope, an instrument rapidly finding application in research concerned with surfaces of materials. Since features indicative of the manner in which rocks fail may be recorded on the surfaces of fragments as disintegration proceeds, this microscope might be used as a tool for seeking and mapping these minute features. In pursuit of such features, we chose to scan a portion of the fracture surface from a quartzite disk compressively loaded to failure between two pins centered along the disk's axis. The resultant fracture appeared as a rough, diametric plane, and the fracture surface near one of the loading points was scanned with the microscope.

The Unki Platinum Mines concentrator, employing an MF2 circuit configuration which includes fully-autogenous primary milling of run-of-mine (ROM) ore, was commissioned in November 2010. The project was Anglo American Platinum?s first PGM concentrator in Zimbabwe and would form a significant contribution to the group?s platinum production. The project financials demonstrated that the project was operating-cost sensitive. After reviewing the metallurgical testwork, mineralogical examinations, and the history of similar operations, it became apparent that the Unki ore characteristics rendered it amenable to autogenous milling. The primary ball mill, structurally designed for 30 per cent steel load, could be operated at the required initial phase throughput with fully-autogenous primary milling, realizing savings in both power requirements and grinding media consumption. The original mill sizing had been done with fully-autogenous milling in mind, but allowing for flexibility and mitigation in case of varied mining fragmentation. Since attaining steady state, target grinds have been achieved. This paper looks at the Unki ore characterization programme, design considerations, and the operational and control philosophy for a successful comminution circuit, and discusses the design to produce a flexible, low opex, mitigated comminution and overall MF2 flowsheet that is easily expanded in line with the potential for optimum exploitation of the orebody.

In the manufacture of steel by any process the refining period involves the partial elimination of the metalloids carbon, manganese, phosphorus, and silicon, by virtue of their reactions with ferrous oxide. At the end of this refining stage the metal consists chiefly of iron in which small amounts of these materials are dissolved. Unless some deoxidizer is added to the steel at this time, the reaction between carbon and ferrous oxide will continue with such force that it is impossible to form sound steal in the ingot molds. Instead, the product will exhibit a marked porosity due to the formation and trapping of carbon monoxide-the product of the reaction mentioned. However, if deoxidizers are added, steel may be obtained which is dense and free from gas bubbles. At the same time the deoxidation products will remain in the steal as impurities. For example, silicon additions form Si02 or combinations of Si02 and FeO. Additions of manganese form deoxidation products consisting of various proportions of MnO and FeO. It is also quite obvious that simultaneous additions of manganese and silicon will form oxide combinations either in the binary system MnO-SiO2 or in the ternary system FeO-MnO-SiO2. Work at the Pittsburgh Experiment Station of the United States Bureau of Mines, in cooperation with the Carnegie Institute of Technology and the Metallurgical Advisory Board, involved the study of such deoxidizing reactions and their products. In this connection considerable information is necessary concerning FeO, MeO, Si02, and Al 203, and their various combinations. Some of the most needed data are the melting points of all of these materials. At the outset of this work ordinary methods of melting point determinations were found to be inadequate for various reasons, and the procedure finally selected involved the use of the micropyrometer with occasional corroboration by quenching methods, The reasons for this selection, together with a description of the apparatus, are given in the following pages.

"Developments in understanding the brittle fracture of rock over the past two decades ultimately led to the acceptance of a cohesion-weakening-friction-strengthening model as an appropriate strategy for the modelling of spalling using a continuum approach. This strength model has been used to replicate observed failure depths and geometries for a number of case studies in the literature, most notably the AECL Underground Research Laboratory in Manitoba. One thing which these case studies typically ignore, however, is the influence of rock dilatancy on the evolution of brittle failure. Physically, this phenomenon is the volumetric expansion of the rock due to fracture opening; numerically, this phenomenon is captured by the flow rule, which is often characterized by the dilation angle, ?. Accurately modelling rock dilatancy in conjunction with strength evolution is necessary both to predict the magnitude and distribution of ground displacements, as well as the exact depth and shape of the fracturing zone. Both of these factors can have significant implications for support design. This paper is focussed on presenting some of the recent developments in this field in the context of a number of numerical modelling case studies. Initially, a new model for the dilatancy of brittle rock is presented, as well as some representative data and model parameters for different rock types. Next, several case studies of highly stressed tunnels and shafts are presented. The results of continuum numerical models are presented to demonstrate the ability of the back analyses to match observed in-situ measurements and obtained. The predictive capabilities of the material model are also highlighted for cases where sufficient “a priori” information (such as laboratory compression testing data) are available. The issues of model nonuniqueness and strain-localization/bifurcation are also addressed."

In addition to increasing grain boundary area during hot working of austenite, the dislocation substructures create potential sites for nucleation of ferrite both at original grain boundaries and at transition boundaries between deformation bands. This development gives rise to a marked increase in the rates of nucleation, of growth and of transformation to ferrite. The combined net effect is product grain refinement that requires less stringent cooling between finish rolling and coiling; hence determination of the above rates would advance process optimization. The important control parameters are the preheat temperature (degree of homogenization), finishing temperature, strain (accumulation near finishing) and the extent of recrystallization after finishing. These effects vary greatly with steel composition; nevertheless, some general rules have been formulated. Moreover, there is also potential for deformation of the refined ferrite. There are other thermo-mechanical processes such as warm forming of metastable alloy austenite to provide a dense substructure that is carried into the martensite on quenching. In other processes, the austenite may be deformed during cooling through the transformation to develop a dense substructure in the ferrite that is stabilized by fine carbides.

The 8-millisecond rule has been in use for many years as a basic technique to help minimize vibration levels from surface blasting operations. The rule was based on work carried out in the 1960’s by the USBM by recording the vibration levels from a series of test blasts in a quarry over a range of distances. This work included the firing of a series of single hole blasts and a number of single row production blasts using a variety of inter-hole delay times. The delay times employed were limited by the technology available at that time to instantaneous, 9, 17 and 34 milliseconds. There have been several papers in recent years suggesting that the use of the 8-millisecond rule is no longer required, when using electronic detonators, due to their enhanced accuracy and greater initiation pattern design flexibility. This paper examines this proposition by revisiting the original work and employing the linear superposition technique to reprocess some of the original recordings. Similar techniques are then applied to a large database of single hole vibration recordings for a range of rock types, distances, and number of decks, with calculated reinforcements compared to the minimum separations in typical patterns. The results suggest that there is some validity to the 8-millisecond rule when applied to electronic detonators but not in the way it is traditionally applied. Simple guidance is suggested for those designing blasts with electronic detonators to minimize vibration levels even if the benefits of linear superposition trials are not available.

In one of North AmericaÆs largest mines, which contains more than six active coal-producing faces, mine controllers must meet the complex challenge of adhering to the mine plan while also ensuring customer quality. Fleet management systems (FMS) provide many different avenues to control production flows, from the faces to the various pit crushers. Nonetheless, mine controllers must balance a variety of factors such as unplanned downs, differing customer demands, their own daily key performance indicators (KPIs) related to equipment utilisation, among others. Deviating from the short-term mine plan is the most common means of balancing the other factors, since adherence to the plan is traditionally only measured during the weekly variance meeting with engineering staff. However, such deviation may be one of the most costly responses, as long-term scheduling issues may arise such as multi-face dead-heading or insufficient stripping. This paper focuses on the development of a system for real-time adherence to mine plan within a control room environment. This system is part of a larger blending-focused, multi-million dollar project with elements of a centralised remote control room, developed at the University of ArizonaÆs Mining Information Systems and Operations Management (MISOM) Mine Control Center (MC2). The mine plan (MPL) component of the overall blending system integrates both historical and real-time FMS data with mine plan requirements directly sourced from original systems (no additional input required). The measures, displayed largely as graphs, have tools to help controllers manage the production to facilitate adherence to the plan. Some measures are designed to motivate crews to perform by inciting competition between crews, softened through a study of the controller culture. The MPL component was deployed at the mine, and the before and after deployment adherence was measured. This paper discusses the technical development of the new tool, its deployment, and an ethnography (study of culture) to understand controller motivation.

Local communities are undertaking an increased role in mine project decision making processes, associated with growing pressure and expectations from regulators, financiers and the general public. This is particularly evident in international projects within developing economies. Environmental and social issues are often complex. Solutions demand difficult choices and trade-offs between sustainable development dimensions: economic growth, social equity and environmental integrity. Proactive stakeholder engagement can play a critical role in assisting decision-makers in determining the operational reality of sustainable development by jointly exploring project trade-offs between proponents and affected stakeholders. Good stakeholder engagement has other potential benefits, ranging from reduced financial risk due to regulator delays, legal disputes or negative publicity to increasing market share through good public image. Approaches to consultation and disclosure have changed from short-term regulatory based focuses, to longer-term, strategic tools for relationship building, proactive risk management and new business identification. Approaches to consultation form a significant opportunity to contribute to overall social sustainability. This paper discusses, based on authorsÆ experience, the broader concept of stakeholder engagement and its contribution to social sustainability of the mining industry. The focus is on key considerations for an effective stakeholder engagement. Three case studies outline how broad based, proactive stakeholder engagement can contribute to improved operation and overall sustainability. The case studies include: a greenfields project in Ghana; a long-term mine in Australia; and an open-pit mine in Vietnam.
