Latin America is in the path of economic growth characterized by increased privatization, joint-venture projects, and reduced trade barriers. Privatization is changing the industrial operating mode from Government-owned/Government-operated to a privately-owned/government-regulated regime. The establishment of joint ventures, such as in construction and management of infrastructure, energy and mining projects, and deregulated industries (electricity/gas/ telecommunications), is now a common practice in the region. These changes, coupled with the growing awareness of environmental protection issues, have led to a sincere effort on the part of the countries of Latin America to establish reasonable environmental regulations and controls (RERCs) for all industries, including mining and energy, for the benefit of present and future generations. However, RERCs require further consideration of many factors with respect to environmental, geologic, economic, and social impacts in the region. The process must find a balance between the need to sustain profitable operations and the need to adequately protect the environment. While striving to find a balance between continued industrial profitability and environmental protection, the RERCs must be scientifically sound, pragmatic, flexible, and enforceable. There has been worldwide attention focused on the environment, and international symposia have been held on such issues as global warming, water pollution, air pollution, and hazardous wastes. Organizations such as the United Nations (UN) and the Organization of American States have performed rather extensive studies on the environment for various industries and activities, and have developed some broad general plans to address environmental concerns. This technical information is available for the asking, and should be considered a starting point for countries embarking on the passage and enforcement of their own RERCs.

The thermodynamic properties of liquid Mg-Ge alloys have been determined between 1000°and 1500°K by an isopiestic method. Germanium specimens, heated in a temperature gradient and contained in covered graphite crucibles of special geometry, were equilibrated with magrtesium vapor in closed titanium tubes. The crucible design allowed free access of magnesium vapor to the samples during the equilibration to form alloys of magnesium and germanium, but prevented magnesium losses from the crucibles on quenching the titaniuin tubes to terminate the experimental runs, thus preserving the equilibrium alloy compositions. The activities and partial molar enthalpies of magnesium and the integral thermodynamic properties of the system were calculated from the experimental data. THE Mg-Ge phase diagram' shows one congruent melting compound, Mg2Ge, of essentially stoichio-metric composition, two eutectics, and very limited terminal solid solubilities. Very little information is available on the thermodynamic properties of the Mg-Ge system. The free energy of formation of Mg,Ge was recently deter-mined2 by a Knudsen cell technique in the temperature range 610° to 760°C. The standard enthalpy of formation of Mg,Ge was measured calorimetrically by Bever and coworkers.3 The present study was undertaken as part of a general investigation of the thermodynamic properties of the homologous series of Mg-Group IVB systems, i.e., Mg-Pb,4 Mg-Sn,5 Mg-Ge, and Mg-Si. An isopiestic technique was used which was developed by the authors5 for investigating the thermodynamic properties of liquid Mg-Sn alloys. Specimens of the nonvolatile component, contained in covered graphite crucibles, are heated in a temperature gradient in an evacuated and sealed titanium reaction tube, and equilibrated with magnesium vapor of known pressure. The method employs crucibles of special geometry which preserve the high-temperature equilibrium composition of liquid alloys having a highly volatile component such as magnesium on termination of the experimental runs by quenching the crucibles to room temperature. EXPERIMENTAL PROCEDURE First reduction germanium of 99.999+ pct purity (Eagle-Pitcher Co., Cincinnati, Ohio) and 99.99+ pct magnesium metal (Dominion Magnesium Ltd., Toronto, Canada) were used. The graphite crucibles were machined from high-density (1.92 g per cu cm) graphite rods (Basic Carbon Corp., Sanborn, N.Y.) which had a maximum ash content of less than 0.04 pct. The non-reactivity of graphite with germanium at the temperatures used in this study had been previously established by Scace and Sleck.6 The experimental procedure has been previously described in detail.5 The selection of a particular crucible geometry for a run was determined by a combination of imposed experimental conditions, the principle being that more tightly covered crucibles were required to preserve alloy compositions during quenching when higher magnesium pressures and higher specimen temperatures were used. Depending upon the composition range of the equilibrated alloys the source of the magnesium vapor was either pure magnesium or a two-phase mixture of Mg2Ge + Ge-rich liquid of known magnesium pressure. The experimental runs can be divided into the following three groups on the basis of crucible geometry and magnesium source material. Crucibles with Small Holes and Pure Magnesium Reservoirs. The crucible dimensions were identical to those of the Mg-Sn investigation5 except that the hole diameters were reduced to 0.010 in. because of the higher temperatures and higher magnesium pressures involved in the Mg-Ge system. During an equilibration run, magnesium vapor diffused from the reservoir to each specimen through the small holes, one drilled through the crucible lid and two others drilled through graphite baffles positioned vertically inside the crucible between the lid hole and the specimen. Since the magnesium pressure was high, i.e., in the range 117 to 277 Torr, during the equilibration time of approximately 24 hr, equilibration was not impeded by these holes. A specimen composition at equilibrium was fixed by the relative temperatures of the specimen and the reservoir, and by the thermodynamic properties of the system. Upon brine quenching the titanium reaction tube to end a run the vapor pressure of magnesium above the liquid alloys decreased exponentially with decreasing temperature, and the small cross-sectional areas of the holes (4.9 x 10"* sq cm) drastically reduced magnesium losses from the crucibles. Because of its low vapor pressure, germanium losses from crucibles during a run were at most 0.2 mg for pure germanium and correspondingly less for the alloys. This crucible geometry satisfactorily retained the equilibrium alloy compositions on quenching for magnesium-rich (from 3 to 33 at. pct Ge) alloys provided their temperatures were below the melting

The role of a project metallurgist is diverse and covers input into the resource definition, mining studies, metallurgical test program development, process engineering and plant design, cost estimate preparation and financial analysis aspects of project feasibility studies. Mining project schedule and cost overruns can often be attributed to cutting short metallurgical test work, engineering and cost estimating leading up to commitment to development. In a significant number of cases this may result from the lack of understanding and commitment by the project proponent to the requisite metallurgical and processing studies required during the various pre-commitment stages of a mining project. Metallurgical test work, process development, engineering and cost estimating requirements for each stage of pre-commitment development are described together with a summary of the ongoing role of the project metallurgist during detailed engineering and commissioning of a process plant.

"Classical thermodynamic analysis of any thermal and chemical process is usually based on the first law of thermodynamics. Such an approach is not sufficient when deeper understanding of the nature of each elementary process is required. The use of the first and second law of thermodynamics together is necessary to solve practical process more effectively. Enthalpy and exergy balances allow to enhance our understanding of thermal processes especially when cumulative consumption of energy and exergy is calculated. To ensure reliability of such an analysis the least squares method for adjustment of mass balances of principal chemical elements has been applied and described in detail. Numerical analysis has been carried out to compare two different processes of copper production – shaft furnace and flash smelting.IntroductionClassical thermodynamic analysis of any technological process is usually based on the First Law of Thermodynamics in the form of energy (enthalpy) balances. Such an approach is useful in engineering practice as it makes analysis easier in the global scale neglecting modeling of the elementary processes, allows calculation of the thermal efficiency and makes possible to control quality of the measurement results. Additionally, graphical presentation of the energy balance is simple in the form of Sankey diagram.In the case of aluminum electrolysis process, design of the new electrolyzer or its modernization is always based on the enthalpy balance.However, deeper thermodynamic analysis leads to the conclusion that such an approach is not sufficient. The First Law of Thermodynamics guarantees the exact equivalence of the various forms of energy (allowing all forms to be measured in the common unit such as joules) but it does not guarantee interconversibility. Thermal energy (heat) is in a peculiar and unique position, for whereas all other forms can be completely converted into thermal energy, the reverse process id impossible, only a portion of the heat can be converted into mechanical energy. Explanation comes from application of exergy balances. As we know exergy expresses the amount of mechanical work necessary to produce a material in its specified state from components common in the natural environment, in a reversible way, heat being exchanged only with environment [1]. Consumption of exergy connected with the fabrication of some considered product appears not only in the plant manufacturing the product, but also in all plants delivering raw materials for the final production process"

Laboratory flotation of synthetic coal-pyrite mixtures and high-pyritic-sulfur coal indicated that ferric chloride (FeCl3), aluminum chloride (AIC13), chromium chloride (CrCl3), and cupric sulfate (CuSO4) are potential pyrite depressants. For each metal salt there appeared to be a range of pH values and optimum concentration for selectively depressing pyrite in coal flotation. Pyrite was depressed in the pH range from 4.5 to 7.0 with ferric chloride, from 5.8 to 7.0 with aluminum chloride, from 6.4 to 7.1 with chromium chloride, and from 6.4 to 7.4 with cupric sulfate. Best separation of pyrite from coal was achieved in flotation solutions containing from 2 X 10-5 to 5 x 10-5 mole/ liter of each salt. In solutions containing excess salt concentrations, coal was also depressed. These Bureau of Mines tests demonstrated on a laboratory scale that, in solutions containing 4 X 10-5 mole/liter ferric chloride and from 1 x 10-4 to 2 x 10-4 mole/liter sodium hydroxide, the pyritic sulfur content of a Lower Freeport bed coal sample could be reduced from about 2.51 percent to less than 0.60 percent with recoveries of over 83 percent. The depression of pyrite appears to be due to the adsorption of positively charged colloidal metal hydroxide at the pyrite-solution interface. This hypothesis is supported by zeta potential determinations which showed that suspended coal and pyrite particles in solutions containing metal salts are positively charged in the pH range where depression occurs.

"Introduction Byron Creek Collieries Limited Corbin mine is located in southeastern British Columbia approximately 180 air kilometres southwest of Calgary (Fig. I), twenty four kilometres south of Highway No. 3 via a newly constructed provincial road (Fig. 2). The development of the area began July 30, 1905, when D.C. Corbin, a prominent businessman from the northwestern U.S., and his associate E.J. Roberts first visited the site of Coal Mountain on horseback. Coal was in great demand by railways and other industrial users, so the Corbin Coal and Coke Co., after acquiring 6,000 hectares of land in the area, began to develop a mine. Mr. Roberts was responsible for the construction of the 22-kilometre rail spur, the Eastern British Columbia Railway, which joined the mine to the CPR main line at the McGillivray Loop. Rail access to the mine and its developing community, Corbin, B.C., was completed in September 1908, the same year that the first underground mine began production. The Corbin Coal and Coke Co. operated six mines on Coal Mountain (Fig. 3) and production from 1908 to 1930 inclusive totalled 2,120,800 tonnes. The selection of stripping dragline is a complicated problem. Several factors, such as the deposit buried conditions, the demand of mine production rate, cast blasting result, the mining/stripping operation method and parameters, etc. may comprehensively influence the optimal selection of technical specifications of the dragline. Under these circumstances, the basic thinking and procedures for dragline selection are put forward as follows. •Step 1—Initially estimate the dragline annual stripping rate and stripping bench height according to the annual coal production rate and advancing speed of mining front. Then the feasible alternatives of dragline sizes can be calculated and selected from the existing dragline series. •Step 2—A computer simulation model is developed to simulate the dragline stripping operation, to obtain a series of working face parameters, then to select the best dragline alternative. This step can be interactively iterated until the satisfactory results are obtained. •Step 3— Sensitivity analysis can be done with the systems simulation model by changing the stripping bench parameters, e.g. stripping bench height and cut width, etc. to verify and modify the selection results if necessary. The mathematical model for dragline stripping simulation has been set up. The flowchart of the model is shown. A case study for a large surface coal mine with annual production rate of 16 Mt/a is followed. The dragline bucket capacity and operation radius, stripping bench height and cut width as well as other parameters are comprehensively optimized and selected. The Health Tracking project is one of five projects being undertaken as part of the Minerals Industry Cooperation Initiative (MICI) û a national initiative sponsored by the Minerals Council of Australia. The aim of the Health Tracking project is to assess the practicality of ways to demonstrate the monitoring of hazardous exposures and the occurrence of related occupational illness and disease and development of management systems and strategies at a national level. This second stage of the project will be completed in 2005 and will cover four areas: pilot development of a comprehensive job exposure matrix (JEM) for the minerals industry; development of both proactive and reactive occupational illness and disease metrics; recommendations regarding appropriate health tracking models; and provision of best practices guidelines for management of occupational health. The synergies between these areas will establish the path towards an effective national occupational health surveillance system and the development of effective prevention strategies and policies.

Inevitably the 'post-boom' era has changed the emphasis of many mining companies away from new project development and expansion to optimisation of existing operations. However, regardless of the project, high quality ore characterisation will remain of the utmost importance. In the case of new project development the need to understand the breakage characteristics will remain as important as it has always been. In optimisation projects, however, where it will be required to get the very best from existing comminution circuits, accurate geometallurgical modelling will take on an increasingly important role. However, these requirements, in both new development and optimisation projects, are likely to be at odds with budgets as these will be tight. Hence obtaining the best value for money will be essential. This paper discusses the elements that need to be satisfied for ore characterisation programs to be successful. Some of the issues covered will be: ore variability and sample selection, test precision, problems with the use of non-standard testing equipment, and the value of databases.

The potential of the nickel matte anode was measured during the matte electrolysis in the commercial cell. The slime layer consists of elemental sulfur and was found to greatly influence the potential of anode. The measurements of porosity and permeability of the slime suggest that the voltage drop of the slime layer dominates the potential. Furthermore, the diffusion of the electrolyte through the slime layer is also one of the factors to determine the potential. In addition, the copper content of the nickel matte anode was found to affect the change in the anode potential during the electrolysis. The role of copper on the anodic dissolution of nickel matte is discussed in this work.

In developing countries throughout the world, gold ores are being processed by mercury amal-gamation, a technique long banned in the U.S. - unless a retort operation is used for mercury recovery - due to mercury toxicity and its effects on the environment. Amalgamation is a simple process that involves contacting a ground, slurried concentrate or ore with mercury in a slightly agitated vessel, usually for several hours, The amalgamated mercury is separated by gravity and then filtered through a fine cloth to collect the gold amalgam as a sponge, which is then fired to remove the final remnants of mercury and produce high quality gold. However, in Peru and other developing countries in South America and throughout the world, tailings are simply discarded into uncontrolled drainages and ponds and the sponge is fired in the open air. Clearly, in this case, environmental friendly and, to make matters worse, is typically conducted by family members of all ages without proper protection. Furthermore, the technique is inefficient, yielding approximately 50% gold recovery. For the past two years, faculty members from Montana Tech in Butte, MT, USA and the Universidad Nactonal del Altiplano in Puno, Peru have teamed to study the La Rinconada Mine Complex located in southern Peru approximately 100 kilometers north of Lake Titicaca and 25 kilometers west of Bolivia. The mining complex is over 5,000 meters above sea level and exists at the foot of a receding glacier in the Andes Mountains. A suite of soil and water samples collected in 2001 documented extensive Hg contamination in the Rinconada area [1]. The present paper summa¬rizes a follow-up investigation in July-2002, in which water samples were collected at numerous locations along the 200 km length of the Rio Ramis, from the Rinconada mine com¬plex to Lake Titicaca, In addition, we report new results of Hg analyses of fish from Lake Titi¬caca, The results of this study have relevance to safety and health concerns for the miners as well as people in downstream communities.

The formation and subsequent decomposition of metastable phases in Ti-Ni alloys containing up to 11 pet (atomic) Ni have been studied. The decomposition of a completely retained ß phase and of a completely transformed 8 phase in a 6 pet alloy has been followed by X-ray diffraction and metallographic methods and by hardness determinations made during the process. The possible mechanisms of the reactions are discussed. PREVIOUS investigations of the Ti-Ni system have usually been limited to phase diagram studies; but little attention has been given to metastable phases and tempering processes. These are important, however, since equilibrium conditions are rarely achieved—nor, perhaps, are they desired—in practice. Up to the present time the available transformation data for titanium alloys appear to be restricted to isothermal transformation curves for selected binary and ternary systems. No quantitative studies have been made of the mechanism by which equilibrium is approached. Several independent investigations have been carried out to determine the Ti-Ni phase diagram. Early work by Wallbaum' and later by Long et al.' produced tentative phase diagrams which were not representative of true binary conditions, since the alloys were contaminated with oxygen and nitrogen. The most recent diagram (Fig. 1) is due to Margolin et al.," and a slight modification of the a + ß/ß boundary (shown dotted) has been proposed by McQuillan.' The structure of the phase Ti,Ni was shown by Duwez and Taylor" to be face-centered-cubic, with 96 atoms per structure cell. The formation of a martensitic ß phase (close-packed-hexagonal) in Ti-Ni alloys has generally been observed when specimens of low nickel content are rapidly cooled from the 0 (body-centered-cubic) range. Margolin et al. reported an increasing tendency for P to be retained in lump specimens as the nickel content increases. McQuillan' has studied the effect on the microstructure of delay time in quenching, and has reported the formation of pro- eutectoid a precipitate in a quenched hypoeutectoid alloy. In a previous study of Ti-Fe alloys," experiments were made on powder specimens produced by filing alloy ingots. Techniques were devised for the preparation and heat treatment of alloys, and X-ray diffraction methods were used both for structure determinations and phase ratio estimations. A similar approach has been made in this study of Ti-Ni alloys. This paper presents the preliminary results of a research programme conducted to assess the feasibility of a flotation technique in the remediation of soils severely affected by heavy metal contamination. The use of flotation in soil remediation is a recent practice. The main difficulties are given by the variety and peculiarity of the heavy metal containing species, and also by the grain size. Most of the studies reported in the literature concern the use of conventional collectors, such as xanthates, after a preliminary chemical modification of the metal bearing species through sulphidization. On the basis of the minera-petrographic characterization and of speciation, some classes of reagents have been selected, capable of acting both on metal-bearing species and all metallic cations to be separated. The design of the synthetic molecules has been based on the coordinative properties of the metallic centres and functionalized in order to act as collectors for a wide range of metals independently on their surrounding atoms. In laboratory experiments a sample of stream sediment has been utilized, whose contamination is caused by the runoff from Sardinia mine waste dumps and overflow from the settling ponds. The material showed contamination mainly from Zn, Pb and Cu and to a lesser extent from Cr, Ni, Cd, and Sb associated in mixed particles of Fe and Mn. Flotation tests on a laboratory scale have been performed on grain sizes less than 355 µm in laboratory cell Minerais & Metaux. The effects of the structure of collectors (functional group, chain configuration) as well as of the principal flotation parameters (such as pH, concentration of reagent) on the grade and recovery of heavy metals in the concentrate and in the tailings (remediated soil) have been investigated. The results of the laboratory tests substantially confirm the theoretical premises, and the most effecive reagents found belong to the classes ATP, MBT, MBO, fat acids and phosphates.

Numerical modelling was used to determine the magnitude and direction of stresses around drives both adjacent to and distant from open stopes in the South Crofty tin mine. Modelling predicted that drives near the stopes are situated in a stress-relaxed zone. The peripheries of drives that are sited in solid rock away from the influence of stoping are in compression. Key-block modelling was used to determine the typical geometries of critical blocks and distinct element modelling was used to determine block stability. The conclusions derived from modelling fitted the observational data. This indicated that key-block theory is a valid tool for analysing the stability of roadways in the South Crofty mine. The support requirements for drives located next to stoped-out areas were formulated using a risk analysis approach to key-block formation. The results were compared with support guidelines derived using empirical design methods. Good agreement was obtained for the roofs of the drives but not for the sidewalls. The concept of a critical excavation width was formulated: once an excavation is larger than the critical size the length of rockbolts need not be increased as the excavtion dimensions increase. This may be the case in all rock mases.

New approaches in the last decade have led to the supplemental use of raw coal as a direct energy source in several iron and steelmaking processes. The dependence on more expensive coke and electricity is being progressively reduced. The Technology Venture of Klockner Werke and CRA has pionered several of these developments and is pushing ahead to processes for scrap melting and direct smel- ting of iron where coal is the ONLY energy source. Such complex developments depend strong- ly on the experience gained in the simpler but related processes for coal use already in operation. The longer term implications of a successful coal-based direct smelting process for the world steel industry are substantial.

Learning is an iterative process, and we might reasonably expect that after more than a century of mining during an era of sustained technological development, (following a millenium or two of unrelieved hard physical graft), that the more obvious physical hazards could by now be competently managed. It is perhaps a reflection on the perversity of human nature that we have not fully learned our lessons in this exacting environment, and that worse, we have still too often failed to profit by the experience of those lessons. The more obvious underlying factors which impact on this situation are examined briefly, as a prelude to consideration of some outstanding examples of recurrent problems experienced in recent years. Reasons for the continued existence of sub-standard practices are outlined, with a focus on the human element, and finally proposals for appropriate remedial strategies are summarised. This paper therefore seeks to examine and discuss some of our deficiences and to suggest some directions for the way ahead.

The dewatering of stable phosphatic clay suspensions generated from phosphate beneficiation in the central Florida is an issue of practical and theoretical importance. Because of its tiny particle size and surface charge, the phosphatic clay takes up to 20-30 years to settle in water and causes environmental, aesthetic, economic, and handling problems. An efficient and cost-effective dewatering/consolidation process for phosphatic clay is of great interest to the phosphate industry in Florida. In this paper, the consolidation and dewatering behavior of phosphatic clay was studied by use of anionic flocculants with and without sand addition. The effects of pH, initial polymer concentration, polymer dosage, polymer addition steps, and metal cations (K+, Ca2+, and Al3+) on the flocculation of phosphatic clay have been studied. Experimental results indicated that clay suspensions were well flocculated at pH 10.5 by DPW-1-1355 and Magnafloc 5250 flocculants acquired from Ciba Specialty Chemicals. Sand particles from phosphate flotation added to the clay slurry promoted flocculation and increased clay consolidation. K+ showed good performance to improve the flocculation characteristics by neutralizing clay surface charge. The adsorption mechanisms of flocculants on clay particles were also discussed in this paper.

"THE OBSERVATIONS that follow are confined to simple wet cyclones such as the cylindro-conical unit developed by the Dutch States Mines and marketed in America under the trademark 'Dorr-Clone'. Energy to do the work comes from the inlet velocity of the feed slurry, which is usually pumped' to the unit by a centrifugal pump.Such cyclones are simply classifiers of enormous capacity and depend for their separating effect on differences in rates of particle settlement. These particle settling rates, of course, vary with particle size, particle density, particle shape, pulp viscosity, and pulp density.The dilution of the overflow product affects both pulp viscosity and pulp density. In most operations, the temperature and the composition of the liquid -hence its viscosity --are fixed, but both pulp viscosity and pulp density can be changed by changing pulp dilution.Since the separating effect depends on differences in rates of particle setting, a perfect split with 100 per cent of the particles coarser than a given size in the underflow and 100 per cent of the finer sizes in the overflow is not possible. Just how far the separation departs from this perfection can be calculated rather exactly from the following principles, which also apply to mechanical classifiers. In removing or settling out of the overflow product all particles up to a specified size, some of the finer particles must settle out simultaneously."

The war in Vietnam stretched into another decade, an American President was at the brink of impeachment, the earth was given its own day, twin tower monuments of American ingenuity were completed in New York and would stand high above the Manhattan skyline for 31 years. Inflation, oil shortages, low commodity prices and America’s 200th birthday were part of the decade — it was the 1970s. For the mining industry, the demands of the decade would be high and the challenges would be significant. Because of the many challenges that lined up in front of it, the mining industry was forced to work smarter and more efficiently.
