This paper describes the Federal Government assistance available for northern mining development. The paper commences with a discussion of why the Federal Government should give assistance to northern mining development. It then uses a hypothetical case of a company which has a property it wants to develop to list the sectors within the . Federal Government that would have to be consulted in order to obtain federal financial assistance. The paper also outlines the type of information a company must be willing to provide the government in order to qualify for such assistance.

To detenmine the origin of the sharp fatigue limit in many ferrous metals, S-N curvces were determined in push-pull fatigue at 18.6 kc per sec at room temperature and - 67°C for various kinds of iron. These differed in carbon and nitrogen content and grain size (25 and 2500 grains per sq mm). Sharp knees appeared in the S-N curves of fine-grained specimens with high interstitial content at both temperatures. In coarse-gruined specimens, knees were not sharp .regardless of the interstitial content and the testing temperature. It is concluded from these results that the controlling factov for the appeavance of the sharp fatigue limit is not strain aging but grain size. It has already been mentioned that iron and some iron alloys show fatigue curves characterized by a more or less sharp knee and a fatigue limit.' Explanations of the origin of this characteristic behavior of fatigue in iron appear to fall into two broad classes. One is concerned with interstitial impurities through the aging or locking effect and the other is based on intrinsic plastic properties of iron. Levy and sinclair2 and Lipsit and Horne3 have suggested that the fatigue limit observed generally in iron and steel is due to interstitial solute aging during the course of fatigue. On the other hand, Thompson and wadsworthl have suggested that the fatigue limit may be analogous to the sharp yield point, in the sense that alternating stresses above the fatigue limit are necessary to break down the dislocation locking. However, there are some experimental results which cast doubt on the general validity of these suppositions.4-8 Ferro and Montalenti' have recently suggested that the typical form of the fatigue curve of iron seems to come from an intrinsic plastic characteristic of the iron structure. This suggestion is based on the experimental result that pure iron containing an insufficient amount of interstitial solute to alldw appreciable strain-aging effects still showed a fatigue limit at room temperature. Although systematic investigations on the effect of grain size are scarce, it is thought that this effect is important in relation to the sharp fatigue limit. In fact, sensible differences were observed by Oates and Wilson4 in fatigue behaviors of a low-carbon steel depending on grain size. Ideally, the fatigue limit will be defined as the upper limit of stress amplitudes at which the life is infinite. This ideal fatigue limit can never be determined because of the limited time available for experiments, and moreover scattered data points often leave the construction of S-N curves somewhat arbitrary. And, it is usually stated that a material has a fatigue limit when its statistical S-N curve becomes apparently parallel to the N axis with a more or less sharp knee. The meaning of the fatigue limit and the sharp knee will be discussed in detail in relation to the construction of S-N curves. The origin of this sharp knee was investigated by determining S-N curves of iron for various interstitial contents, testing temperatures, and grain sizes. EXPERTMENTAL PROCEDURE The material as received was a commercial-grade low-carbon steel in the form of 4-mm-diameter rods with the following composition in weight percent: C, 0.09; Si, 0.017; Mn, 0.43; P, 0.006; S, 0.012; Cu, 0.11. Five different groups of specimens were tested. The grain sizes and interstitial contents in each group are given in Table I. The specimens of group C-02 were decarburized by annealing for 100 hr at 700°C, followed by an additional 100 hr at 850°C in wet hydrogen. Specimens of groups N-2 and N-9 nitrided in a mixed atmosphere of ammonia and hydrogen after an initial treatment identical to group C-02. The specimens of group C-9 were prepared in a manner similar to those of group C-02, except heat treatment was carried out in a vacuum. The redox reactions that occur on pyrrhotite and pentlandite in contact with oxygenated deionized water were examined using voltammetry. Reactions were put forward in which both minerals were progressively hydroxylated to form thermodynamically metastable surface intermediate products. These intermediates were modelled as metal deficient sulphides where a sulphurous layer was coordinated onto the remaining metal sites via polysulphides. Prior to hydroxylation pentlandite exhibited changes in the surface stoichiometry which were not related to pH effects. The formation of polysuiphide-sulphur intermediates were believed to promote collectorless; flotability for the two minerals. Microflotation tests (0.3 g samples) verified that the surface potential and particle size affected the flotation response, excessive oxidation inhibiting the minerals' flotability. Larger scale tests using ore samples (30 g) confirmed that the extent of pulp oxidation, particle size distribution and the presence of frothers affected the flotation response, the findings being in accordance with the postulated model for the hydrophobic species generated on the pentlandite and pyrrhotite surfaces.

Due mainly to conditions brought about by the war , the metal mining industry in this country is now passing through one of the most critical stages in its history , and is confronted by new problems upon the solution and adjustment of which depends , in a large measure , its future welfare and prosperity . The chief factors contributing to the cost of production are the cost of labor and supplies . It is conceded by our leading mine operators , managers , and engineers that any material reduction in the cost of labor or supplies , within possibly the next two or three years , cannot be anticipated , anl it is not thought likely that pre - war prices will ever again prevail . This being true , the mine operator must look in some cther direction to effect economies that will lower production costs . If this cannot be accomplished it will mean , in many instances , that mines and metallurgical works will have to be closed and abandoned , which will tend to disorganize the entire industry . How to lower production costs and still maintain the present high standard of wage , is the problem that is engaging the serious attention of mine operators and managers over the entire country . In As a solution to this problem it is thought that the most promising field of investigation lies in the direction of systematizing and standardizing mining practice , so as to effect economies in the use of both labor and materials . other words , to eliminate , in so far as possible , unproductive effort and waste and thereby secure a maximum of productive results , It is not the idea to speed up work or to demand a greater effort on the part of the workman , but rather so to systematize and standardize the various under ground operations that his energy will be directed into more useful and productive channels ,

"It is evident that the incidence of coal worker's pneumoconiosis (CWP) or black lung disease varies in different coal producing regions of the United States. Many people have hypothesized about the reasons for the differing occurrences. Because underground coal mining involves many mining methods under changing geological conditions, several factors may be involved in contracting CWP such as: the amount of quartz in the respirable dust, the trace elements in the respirable dust, the rank of the coal that produced the respirable dust (bituminous, anthracite), the amount and size of respirable dust, etc.Recognizing the uniqueness of underground coal mining and CWP, research investigations involving seam characteristics, mining system and worker position are being conducted in the center to establish standard procedures for characterizing some coal properties that may be involved in workers contracting CWP. This has been accomplished by the in-mine sampling of airborne dust at various worker locations and mining system configuration and by performing laboratory analyses of mined material (coal and rock) taken from the mines. (FIGURE 49 and 50)The investigations includes a method of classifying coal seams according to their potential to generate respirable dust. It includes statistical analyses of the size and locational variations of the elemental compositions of respirable coal mine dust in operating underground mines from seams located in the eastern, midwestern, and western United States, and is currently completing research which is investigating the relationship between the elemental compositions of respirable dust sampled near a continuous-mining machine and a laboratory-produced respirable dust."

The Arrowhead Tunnels Project represents the final portion of a 70 km (44-mile) long water conveyance facility that will bring up to 28 m3/sec (1,000 ft 3/sec) of water into Southern California. The 13 km (8-mile) tunnelling project is well underway and consists of two, 5.8 m (19-ft) diameter TBM bores through extremely variable geological conditions. An extensive and essential pre-excavation drilling and grouting program was performed in all reaches of the Arrowhead Tunnels Project, located north of San Bernardino, CA. This program supported the advance of two hybrid hard rock TBMs though extremely challenging ground conditions under substantial ground cover and up to 27 bar (900 ft) of ground water pressure. The well known San Andreas Fault lies nearby and has greatly influenced the local geological conditions. This paper will describe the means, methods and materials used throughout the numerous phases of the pre-excavation grouting program. It will also describe many versatile, flexible and innovative drilling and grouting methods and equipment systems utilized to improve performance, save time and costs in constantly changing geological conditions. Considerable lessons learned have been learned while overcoming some extremely formidable ground conditions and safely advancing the tunnels.

Seismic methods provide an efficient and comprehensive approach to overburden studies pertinent to mining exploration and development, and to other mining and civil engineering problems such as rock mechanics, slope stability, and foundation engineering. For the purpose of defining geologic units and structural features, these methods are generally regarded as the most accurate, but most expensive, of the commonly-used geophysical exploration methods. Although the accuracy and cost of seismic work are generally affected adversely by rugged topography and complicated geologic conditions, it is in rough terrain and complex geology that seismic methods offer important advantages in overburden investigations. For example, to find the surface of rock underlying unconsolidated overburden at depths of approximately 200 feet, a 50-foot spacing of drill holes along the profile line would be required to yield a degree of resolution and accuracy similar to that obtained from a 50-foot spacing between seismic detectors along the same line. See Figure 1. In cases similar to that shown in Figure 1, a twelve-channel recording seismic system would be used. The main components of such a system would be: 1. detectors (commonly referred to as geophones) which convert the ground movement resulting from seismic waves into an electrical signal. 2. a multi-conductor cable which connects the seismic detectors to the amplifiers. 3. ampliiiers, amplify and filter the electrical signals . 4. oscillograph, records the amplified signal. 5. the blaster and firing line. A typical layout of the seismic spread and the components of the system Is shown in Figure 2.

Analysis of Coal Pillar Stability (ACPS) software, released in 2018, integrates numerous empirical pillar design techniques. The ACPS program incorporates methodologies originally available as design tools from the National Institute for Occupational Safety & Health (NIOSH), including Analysis of Longwall Pillar Stability (ALPS), Analysis of Retreat Mining Pillar Stability (ARMPS), Analysis of Multiple Seam Stability (AMSS), and concepts including Coal Mine Roof Rating (CMRR), the Mark-Bieniawski pillar formula, and pressure arch loading. The design methodologies that are the basis of ACPS were developed via analysis of significant amounts of real-world data and have been standards of the United States coal industry for decades. While there are empirical factors built into ACPS, making it ideal for use in U.S. coalfields, the concepts in the program have proven to be applicable in variable mine settings, and the software was developed to allow for user-based, site-specific modifications of key design inputs. Application of ACPS to cases outside the regions for which it was developed must be approached carefully, and continuous development of site-specific data is mandatory. A case study is presented involving the application of ACPS to assess pillar stability and assist future design for an underground lignite mine in Eastern Europe. Assessment of in-mine observations, review of the geology of the lignite mine, and evaluation of specific conditions associated with a failure event resulted in “calibration” of key input factors to ACPS. Scenarios evaluated with ACPS suggest that pillar strength and overburden depth are key factors for the determination of pillar stability and design in future areas.

Shotcrete has been used for approximately 20 years to facilitate tunnel excavation through poor ground. Early examples of such usage in North America include the recuperation of the Granduc Mines access tunnel in Northern British Columbia, and similar work performed in the Carley V. Porter and Big Walker Tunnels in the United States. Mining companies such as Craigmont Mines in B.C. and Hecla Mines have used shotcrete in their workings for the past ten years. Shotcrete is now a widely utilized fool in the mining and tunnel construction industries in North America, but the accumulated experience is too limited for many to fully appreciate the capability of shotcrete to control ground movements and to understand the limitations of this tool. It is common, for instance, to use shotcrete to "bridge the gap" between rock bolt-supported and steel-rib supported ground and to avoid the use of shotcrete in water-bearing ground. Shotcrete can, and has been, used economically and practically under most severe ground conditions.

Approach Use a portable, permissible, hydraulically operated device in boreholes as deep as 100 feet into the rib, floor, or roof of the mine. How it Works The device, called a Borehole Shear Strength Tester (BST), is inserted Into a 3-inch-diameter borehole to the desired depth, locked Into position, and activated to shear the rock or coal in the borehole walls. The normal and shear pressures exerted by the BST, which are recorded during the test, are used to calculate the shearing strength and the angle of internal friction. The BST consists of 3 main components and several minor components. Main components are: ? A shear head with 2 shear plates that bite into the rock when normal pressure is applied. ? A hollow hydraulic jack with RW drill rods that pull the shear head when shear pressure is applied. ? A console with a hand pump and two hydraulic gages to activate the device and to indicate the pressures that apply the normal and shear faces to the shearing plates.

"Abstract - The Draa Sfar polymetallic deposit, at about 16 km NW of Marrakech in Morocco, is a massive sulfide zone at the contact between an underlying volcanic and an overlying clastics sequence. The mineralized body is a flat lens with schistosity and "boudinage," tilted to the west and with a strong dip to the east. The lens extends over a strike length of about 2 km and from surface to a depth of about 1 km, with thickness varying from 1 m to almost 30 m. It has been intersected by about one hundred surface drill holes and, in its south part, by about thirty underground fan holes from two exploration levels at depths of 300 m and 400 m. On these two levels, the massive sulfide zone has been channel sampled over a cumulative length of about 0.7 km. Results from drill and channel samples are used to estimate the resources of the orebody according to several methods: sections, polygons around intercepts on a longitudinal plan, grids on the same longitudinal plan with various distance weighting methods including kriging and, finally, a 3D grid with the same range of interpolators. A comparison of the various estimates delineates the important factors in deriving resources for this type of deposit. Those factors are mostly geological and related to the interpretation of the geometry of the two limiting surfaces of the zone. For the 3D gridding, the authors have devised a new and original method that constrains the interpolation of blocks from samples to a geometry of limiting surfaces. The resulting model shows internal grade variations that parallel fluctuations of zone thickness and orientation without having to re-orientate the search window in each block. Résumé - Le gisement polymétallique de Draa Sfar, situé à environ 16 km au NW de Marrakech est un horizon de sulfure massif au contact d’une formation volcano-sédimentaire de base et d’une formation détritique sur-jacente. Le corps minéralisé se présente sous forme d’une méga-lentille aplatie, schistosée, boudinée et déversée vers l’ouest avec un fort pendage vers l’est s’étendant sur une longueur de 2 km et une profondeur de près de 1 km avec une épaisseur variant de moins d’un mètre à près de 30 m. Il a été reconnu par plus d’une centaine de sondages de surface et, dans sa partie sud, par une trentaine de trous souterrains en éventail à partir de deux niveaux à des profondeurs respectives de 300 m et 400 m. Sur ces mêmes niveaux, des traçages ont permis de rainurer le minerai sur une longueur cumulée de 0.7 km. Les données de sondage et de rainurage ont servi à estimer les ressources du gisement selon plusieurs méthodes : sections, polygones sur longitudinale, grille sur longitudinale avec différentes pondérations en fonction des distances incluant le krigeage et enfin grille tridimensionnelle avec le même éventail de pondérateurs. La comparaison des estimés obtenus permet de mettre en évidence les facteurs importants dans l’estimation des ressources de ce type de gisement. Ces facteurs sont essentiellement géologiques et relatifs à l’interprétation de la géométrie des limites des corps minéralisés. Pour l’estimation sur grille tridimensionnelle, on a mis au point une technique originale qui calque l’interpolation des blocs à partir des échantillons sur cette géométrie des surfaces de contact. Le modèle résultant montre des variations internes de teneurs qui épousent les fluctuations d’épaisseur et d’orientation de la zone sans qu’il soit nécessaire de ré-orienter les fenêtres de recherche dans chaque bloc."

Many regulatory bodies have, or are considering, guidelines that require rehabilitated mine spoils to be erosionally stable (satisfying quantitative limits) over specified design lifetimes. One of the problems facing the industry is that many of the computer models used for erosion assessment were developed for agricultural applications and are unable to predict the change in the shape of engineered landforms over extended periods of time. In particular, they cannot predict where valleys and gullies will develop in the landforms and how big or deep they will be. Furthermore, many existing models require considerable skill to use. A computer model (SIBERIA) developed by the first author, able to model this valley and gully development over long design lifetimes, and which is directly based on digital terrain maps is discussed here. Proposed rehabilitation strategies for waste rock dumps at Ranger Uranium Mine as assessed with SIBERIA are discussed. New features of SIBERIA of interest to the mining industry include the spatial distribution of erosion, deposition and gully development, and various measures of the quantitative risk of failure. A collaborative project with the Queensland Coal Association, involving the first author, aims to deliver these capabilities to the coal industry in a user-friendly package. The objective is the cost-effective rehabilitation of strip mines. Some preliminary results from this project are presented.

"In the design and operation of mineral processing plants, knowledge of the variability of ore properties and that of the expected metallurgical performance within the orebody is of great importance in order to avoid both production constraints due to inadequate design and less than expected metallurgical performance during operation. Of the many properties that determine the performance of downstream separation processes, such as flotation, gravity separation and leaching etc the liberation characteristics are of primary importance.Current methods of evaluating liberation characteristics of ores such as the use of Mineral Liberation Analyzer (MLA) and QEMSCAN techniques are expensive and suffer from the drawback that these tests are performed on comminuted particles at a given grind size and/or samples of product streams. This problem could be overcome by developing predictive models of liberation that can predict the grade distribution of comminuted products at any grind size based on texture of the parent rock. This paper discusses a procedure that has been developed to predict liberation using information obtained from a sample of the parent rock such as drill core, based on Barbery’s liberation models. The required characteristic statistical functions have been evaluated from image analysis techniques using scanning electron microscope (SEM) images of the parent rock and narrowly sized comminuted particles. Such information can then be used in a predictive model to predict or explain the variability of metallurgical performance at various grind sizes used in future operating plants. The model will predict not only the valuable mineral liberation but also gangue liberation, which will be useful to those who are looking to remove liberated gangue from comminution circuits.CITATION:Subasinghe, G K N, and Dunne, R, 2016. Currently six economic heavy mineral deposits are known on the Penholoway Terrace. These are (from south to north) the Green Cove Springs Mine (GCS), Boulogne Mine, Folkston Mine, Mission, Lulaton, and Ludowici. The GCS deposit is located to the west of Highway 17 between the towns of Green Cove Springs and Palatka in the state of Florida and has been mined since 1972. To the north, the erosion created by Black Creek restricts the northern extension of the orebodies and to the south a karst depression and erosion by the St. Johns River restrict southern extensions. The deposit is 20 miles long and up to 4.5 miles wide. Deposit thickness is from 5 feet up to 45 feet. The deposit is a series of regressive barrier island sequences deposited during the Pleistocene along the ancient Penholoway and Wicomico shorelines. The initial transgression of the ocean up to the location of the western Henry orebody was an extensive sea-level still stand as evidenced by the unit thickness and stacked transgressive regressive sequences. This period was followed by sporadic regressing seas and still stands, progressing eastward and stranding the sand bodies which make up the East Extended, TE, and East TE Ridge orebodies. The orebodies are underlain by predominantly non-mineralized fluvial sands and occasional back barrier lagoonal deposited clays. There is a predominance of wetlands on the southern extents of the zone as the surface elevations decrease due to a large karst depression.

THIS paper gives the composition of the iron and slag at different stages in the "air-furnace" process of preparing "hard metal," or white cast-iron, for conversion into malleable cast-iron by annealing. The details of the process are given in an appendix. One of us had been trying for years to work some chemist of some of our malleable-iron works up to a degree of enthusiasm which would lead him to make such au investigation. It would have had the advantage of the greater familiarity with the conditions which one habitually on the spot must have. Failing in this, he made use of an opportunity which presented itself of taking samples here represented, with such fairness as the conditions permitted, holding firmly that a rough approximation to the truth is better than the complete lack of data, or that a bird in the hand is worth two in the bush. We hope that this attempt may stimulate others effectively to duplicate this work, and thus correct or confirm it. Our results are shown in Table I. and graphically in Figs. 1 and 2. Discussion.-At the time when the first two samples were taken, the metal and slag were still too sluggish to permit fair sampling, and not until sample 6 were the conditions really favorable, because at the time of the fourth sample the metal was not fully melted, and even at the time of sample 5 it was still sluggish. Indeed, the slag was probably very heterogeneous throughout, because it took up silica and alumina rapidly from the bottom, and because it was so siliceous as to be sluggish at this relatively low temperature. "Froth flotation is the most widely used and economic means of concentrating metal sulfide ores such as those containing copper, lead, zinc, nickel, molybdenum, and pyrite. Also recoverable are other metal species that are often associated with sulfide ores such as cobalt, platinum, gold, silver, etc. Most of the initial developments made with the process of froth flotation in the early 20th century were based on the processing of metal sulfide ores. It is the relative technical and economic ease of floating metal sulfide minerals with small amounts of appropriate frothers and sulfur containing (thio) collectors that has been a major economic driving force behind the rapid expansion in the supply of metals such as copper, lead, zinc, and nickel that has occurred in the world's economy in the last 50 years. This author estimates that 1.6 billion tons of sulfide ores are processed each year (1980) in the free world based on the froth flotation process.While there has been a tendency for the quality of metal sulfide ores in any one geographic location to deteriorate over time due to mining intensity, the overall global supply of sulfide minerals is still very large. Thus, the physical supply side of sulfide ore concentrates has not been under strong technology improvement pressure with increasing metal demands. Part of this is due to the ability of capital to consistently move to new geographic locations having suitable grade sulfide ores. In these moves, the actual froth flotation technology used (including collector chemicals) has had to change little. As an illustration of this trend, of the approximately 80,000 metric tons of thio collectors used commercially (1980) in the free world, almost 98% were known and manufactured in some form 25 years ago (1). This is clearly not typical of reagent development in other process related industries. In addition, the industrial scale practice of froth flotation applied to sulfide ores has proceeded since the 1920 s with often little direct (predictive) scientific explanation due to the extreme complexity of the flotation process. Empirical testing has been a mainstay of industrial flotation reagent development and use. Even today there is often strong disagreement between researchers as to the mechanisms of chemical flotation practices that have been performed successfully at an industrial scale for many years."

The possibility of the intensification of the gravity processing of complex iron-manganese ore, which contains the finely dispersed inclusions of gold and platinum is shown. Clear mineral fractions of precious metals were sorted out of the different types of ores (quartz-braunite and carbonate- magnetite ore, ferruginous quartzite, carbon-containing shale, breccia-limestone and dolomite breccia). Composition and structures of precious-metals particles was detailed. The industrial content of platinum and gold was found. Precious-metals mineralization is character for all types of ores. High content of platinum is indicated in the carbonate-magnetite (up to 11.3 mg/kg) and quartz –braunite (up to 10 mg/kg) types of ore. Gold is presented in the ferruginous quartzite (up to 1.29 mg/kg) according to the data of the reduced mineralogical analysis. The composition of native platinum depends on the type of the ores: 1) quartz-braunite type contains isoferroplatinum (Pt3Fe) with Cu, Rh, Ir, Ru; 2) carbonate-magnetite type contains isoferroplatinum with Cu, Sn, Ni, Rh, Ir, Os; 3) pyritic-carbon ore contains isoferroplatinum with Sn, Ni; 4) ferruginous quartzite contains isoferroplatinum without admixtures. The ultrasonic treatment of mineral aggregates (P = 41.5 Watt, I = 15 W/cm2) made possible the liberation of fine particles of precious metals. Smooth-shaped or crystalline mineral aggregates are effectively liberated after acoustic treatment. Their surface is freed from impurities. The aggregates with the complex form and structure, which consist of the numerous plates and the grains, are not effectively liberated from impurities. It is shown that the ultrasonic treatment of aggregates with the fine inclusions of precious metals contributes to the liberation of the particles of platinum and gold and intensification of the gravity processing of refractory ore. This approach contributes the increase of the raw-material base of precious metals.
