Less than two years ago, the, Congress, with broad bipartisan support, passed the Energy Security Act of 1980. A decade marked by ten- fold increases in world oil prices and two major interruptions in oil flows from the Middle East had ended. An all-out national commitment to transform America's vast tar sands, oil shale and coal resources into conventional fuels had begun. The national synfuels effort was to be public-private cooperation at a scale unmatched in peace time. Private industry would own and operate the synthetic fuels facilities. Government would reduce market uncertainties to acceptable levels. The potential government commitment was substantial. Up to $88 billion would be available through the Synthetic Fuels Corporation, principally in the form of contingent financing. Billions more would be spent through Department of Energy programs. Additional incentives for alternate energy development were contained in the Energy Tax Act of 1978. The Energy Security Act clearly specified national synthetic fuels production objectives: 500,000 barrels per day by 1987 -- 2 million barrels per day by 1992. Finally, said Congress, Uncle Sam was going to do something about rapidly rising oil prices, uncertainties of energy supply, and the resulting disruption to the U. S. economy. Simply put, the purpose of the Energy Security Act of 1980 was to provide government guarantees sufficient to get synthetic fuels projects off the private sector drawing boards and into commercial production. Because of their huge cost, technological uncertainty, and lengthy pay-out period, these projects were always second place to projects of smaller size, known technology and more rapid pay-out. The Energy Security Act was the legal expression of public policy to bring the free-market synfuels timetable into line with the faster paced political timetable in the interest of national energy security.

"This paper is a commentary on selected trends within the transportation industry.In general, innovations are taking place within all modes of transport (road, rail and water) serving the industrial minerals industry which will affect future distribution patterns, methods and costs. Significant technical innovations in the transportation of solids by• pipeline will also appear, perhaps in the near future, permitting the transport of specific commodities, including some industrial minerals. However, the timing and magnitude of the commercial exploitation of solids pipelines are heavily dictated by marketing factors and distribution system logistics, as well as by the innovations likely to take place within competitive modes of transport. Competitive technological developments will include increased ship capacities, improved bulk-handling facilities, larger and specialized bulk-handling rail equipment, unit trains, containerization, larger ""off-highway"" vehicles and greater inter-modal integration. Equally significant are some ""soft-ware"" techniques such as the growing interest in total distribution cost concepts. However, the impact of the developments will not be spread uniformly over all Canadian industrial minerals."

The Northern West Virginia Region of Consolidation Coal Company consists of ten underground mines. The Pittsburgh seam of coal is being mined. This seam is approximately seven feet in thickness in our area. The mining equipment consists of twelve longwall systems and a combination of Joy and Jeffrey ripper type miners. There are a few boring type machines still in use, but these are rapidly being phased out. The auxiliary ventilation fans being utilized vary in type from single stage carriage mounted 20 horse-power Joys to 40 and 50 horsepower two-stage Joys, Buffalo Forge, and Peabody brands. The particular fans that we have primarily been working with on noise reduction are the two-stage 40 and 50 horsepower types.

The Coeur d'Alene Mining District of northern Idaho is remarkable for its number of large ore bodies and for the amount of its historical production of lead, zinc and silver (Fig. 1). Since veins were first discovered in 1884, more than 127 Mt (140 million st) of ore have been produced from narrow, high-grade veins. Mining continues at the Lucky Friday, Galena and Sunshine mines (Fig. 2). All have been in production for decades. At these mines, more efficient mining and exploration techniques have reduced costs while adding significant new reserves. Even the old Bunker Hill Mine, where ore was first found in 1875, continues operation on a limited basis, partly involving production of world-class pyromorphite specimens. Until recently, the Coeur Mine was also a profitable silver producer. Other large producers have included the Star-Morning, Hecla, Page, Standard-Mammoth, Hercules and Gold Hunter mines (Fig. 2). The first deposits were discovered by prospectors who spilled over from the Murray gold mining district, 24 km (15 miles) to the north. The Bunker Hill Mine was founded the year after the first veins were discovered. Bunker Hill has now operated for more than 100 years. Production includes 2.3 Mt (2.6 million st) of lead, 1.1 Mt (1.2 million st) of zinc and 4.1 kt (132 million oz) of silver. Total district production through 1996 (Springer, 1997) amounted to 7.3 Mt (8.1 million st) of lead, 3 Mt (3.3 million st) of zinc, and 34.5 kt (1.109 billion oz) of silver. This record establishes the district as the largest recorded producer of silver in the world, while also yielding major quantities of lead and zinc. Only Potosi, Bolivia, may have produced more silver, although records are unclear. Despite the district's longevity, historic production and current activity, the published literature on the district lags behind with regard to recent concepts of district geology. The most recent comprehensive US Geological Survey (USGS) bulletins (Hobbs et al., 1965; Fryklund, 1964) are dated. Much research in the last half century has been short-lived or geographically restricted because the district is large and its geology is complex - and even this research tends to remain unpublished. LIMESTONE, as a name, covers a great variety of stone consisting of varying amounts of calcium carbonate, magnesium carbonate, and impurities such as silica, alumina, and sulphate of lime. In the iron and steel industry, limestone is roughly divided into two classes, namely Calcite, when the magnesium carbonate content is below 10 per cent, and Dolomite, when the magnesium carbonate is over 10 per cent. In practically all metallurgical melting, the quality of the finished product is related to the character of the slag, and limestone is used as a flux to achieve the proper analysis and consistency. The function of the slag is to absorb the undesired elements of the bath and also to act as a protective cover over the metal. The carbonates of calcium and magnesium are the effective agents in fluxing, and the silica, alumina, sulphur, and other foreign matter are objectionable impurities which should be as low as possible, totalling not over S per cent and preferably below 3 per cent, since all of these so-called impurities must be fluxed by the lime and magnesia of the stone. When the lime and magnesia of the stone have to be used to flux its own impurities, there is that much less of these two oxides left for fluxing the impurities from the balance of the charge, and, as a result, more lime-stone must be used than is desirable with good practice.

"The Lexington-Lone Star CU-Au deposits straddle the Canada U. S.A. border, south of Greenwood, British Columbia. This 3 km long linear porphyry system occurs in a northeast dipping belt of sheared quartz porphyry and serpentinite. The best grades of mineralization occur in three principal bodies known as the Pit zone, the Northwest zone and the Lexington Main zone. The Pit zone at the Lone Star mine is the largest of the mineralized bodies and consists of fracture fillings and disseminations of pyrite, chalcopyrite and minor molybdenite, hosted by the Lexington quartz porphyry. The Northwest zone, discovered by drilling through overburden near the 49th Parallel, consists of pyrite-chalcopyrite-gold mineralization in the quartz porphyry and the footwall serpentinite. The Lexington Main zone has the highest grade of gold and occurs near the footwall of the quartz porphyry with the mineralogy and setting similar to the Northwest zone. Alteration of the host quartz porphyry is mostly sericitic and chloritic; alteration in the adjacent serpentinite is mostly talc and carbonates.A weighted average of the drill-indicated reserves is 19.5 million tonnes grading 0.56% CU and 0.55 gl t Au.IntroductionThis paper describes copper-gold mineralization associated with the Lexington quartz porphyry in the Greenwood mining camp of south-central British Columbia and adjacent parts of Washington State (Fig. 1).Access to the property is mainly by a network of farm, logging and old mining roads to the U.S. border, 10 km south of Greenwood, British Columbia."

Solid wastes produced in ironmaking and steelmaking off-gas cleaning systems often contain zinc. The zinc level in these solid wastes is generally too high to recycle the wastes for iron through blast furnaces, but too low to economically treat the wastes for zinc through zincrecovery facilities. The behavior, status, and distribution of zinc in the ironmaking and steelmaking off-gas cleaning systems have been analyzed from three aspects: thermodynamics of zinc condensation, oxidation and deposition, correlation of zinc concentration with particle size and density, and aerodynamics of dust particles in the off-gas cleaning systems. Theory and supporting data show that spontaneous separation of zinc from iron-bearing dust occurs in the ironmaking and steelmaking off-gas cleaning systems. Dry off-gas cleaning systems provide the most favorable conditions and environments for zinc to separate from the dust. If highefficiency dry separators were applied and appropriately arranged in the off-gas cleaning systems, zinc would be concentrated, and the majority of the solid wastes could be recycled for iron recovery through blast furnaces.

The feasibility study for the Grasberg Block Cave mine, finalized in May 2008, indicated a production capacity of 160,000 tonnes per day. A rail haulage system was an integral part of the mine design. This paper describes the simulation process used in optimizing the design and discusses the key factors and variables that impact the capacity of the system. The final recommendations for the haulage level layout and associated equipment are also included.

First, I want to thank my co-author, Leon del Valle for his help and collaboration in the preparation of this paper, and also ORICA S.S. our explosive supplier and contractor at the Refugio mine site for their collaboration. The Southern Andes Mountains present a number of challenges for mining operations, and associated blasting operations. This region of the world, in Peru, Bolivis, Chile and Argentina is an area of rapid growth in precious and base metal mining, and will continue to be a large growth area for explosives products and services. This paper will attemp to discuss some of the special considerations encountered in operating a safe and effective blasting program at high elevation and under extreme weather conditions, as well as outlining a recent improvement in blasting techniques at the Refugio gold mine in northern Chile. This paper is presented from a mine operator's perspective, which may be a bit of a disappointment for some of you interested in a detailed technical review of our program. It willl, however, provide an insight in how in-pit blasting techniques tie into the metallurgical processes at a modern precious metal mine and thereby become a key elemnet in its success.

In these days, when detailed investigations of stratigraphy, structure, and sand conditions so frequently result in the discovery of new oil fields, and applause from oil companies and the public, geologists do well to walk humbly, and punctiliously to admit that the geologic principles controlling the distribution of oil and gas have as yet been discovered only in part, and that what remains yet to be learned is probably vastly more than what is already known. The few experiments already attempted have been fragmentary, and somewhat desultory, and however positive each of us may be with respect to certain theoretical conclusions, many of the fundamental questions as to the origin and mode of occurrence of petroleum are subject to radical disagreement. Of the chemical changes attending the generation of petroleum from organic matter, little is actually known. Most of the postulated formulas are liable to be misleading, through ignorance of essential factors. Open-minded-ness is therefore a prime essential at the present stage of our science. Nevertheless, adopting the hypothesis that oil originates in some manner fundamentally connected with the organic theory, and in possible departure from such open-mindedness, the writer will pay no attention to the so-called inorganic theory, since every attempt to apply this theory to the study of old oil fields, or to the discovery of new ones, affords cumulative evidence of its inadequacy. In this paper, some of the factors affecting the occurrence of petroleum that the writer believes worthy of consideration by the prospector for oil in any new region will be discussed. Some of these, which arc less generaLly understood, will be considercd somewhat in detail. Other points, the significance of which cannot now be determined, require more field study, and for that reason are here brought to the attention of the field geologist. On the other hand, certain theoretical points which do not bear especially on the oil possibilities of a new region will be given little or no attention. The main topics that will be discussed are: (1) sufficiency of carbonaceous detritus and residues in the oil-forming rocks; (2) stage of carbonization of the organic matter in the oil-bearing formations; (3) folding of the strata; (4) thickness of sedimentary formations; (5) conditions of deposition.

The Kelian gold mine which was developed in East Kalimantan Indonesia in 1990 - 1992 is scheduled to complete mining and processing operations in 2004. This will have a major impact on the neighbouring communities who have benefited from the jobs, economic activity and infrastructure development which has been generated by the mine. Currently, there are no formal regulations or standards specifying the procedures for relinquishment of mining leases in Indonesia. Furthermore, a move towards regional autonomy, providing greater authority and responsibility to local (regional) areas, has recently been implemented in Indonesia and limited capacity exists in the new regional governments. Consequently, in October 2000, Kelian Equatorial Mining (KEM) initiated a partnership with the local community and government to explore sustainable post-closure options for the mine site and community development programs. The Kelian mine closure strategy seeks full involvement of all stakeholders through the Kelian Mine Closure Steering Committee (MCSC) in the development of sustainable solutions which will enable communities to secure long-term benefits and minimise post-closure risks from the KEM operations. This organisation, jointly chaired by the Head (Bupati) of the regional West Kutai government and the KEM President Director, with representatives from the local communities, governments and NGOs, has developed a Charter, a website and evaluation criteria to ensure accountability and transparency. There are four technical working groups, consisting of representatives from the mine, local community leaders, NGOs, Universities, Local, Provincial and Central Government Departments, which report to the Steering Committee. These working groups have researched, developed and recommended sustainable options to the Steering Committee. The MCSC has met quarterly to examine options in accordance with the criteria set out in the Charter and has endorsed sustainable solutions which have support from Government, Community and the mine. This paper describes the closure risks, sustainable outcomes derived through the Kelian mine closure steering committee process and outlines the methodologies used to develop and endorse sustainable solutions in a society with limited capacity undergoing enormous change and uncertainty.

To the members of The South African Institute of Mining and Metallurgy We have audited the annual financial statements set out on pages 269 to 276. These financial statements are the responsibility of the Institute?s Council. Our responsibility is to report on these financial statements. We have conducted our audit in accordance with generally accepted auditing standards. These standards require that we plan and perform the audit to obtain reasonable assurance that, in all material respects, fair presentation is achieved in the financial statements. The audit included an evaluation of the appropriateness of the accounting policies, an examination, on a test basis, of evidence that supports the amounts and disclosures included in the financial statements, an assessment of the reasonableness of significant estimates, and a consideration of the appropriateness of the overall financial statement presentation. We consider that our auditing procedures were appropriate in the circumstances to enable us to express our opinion presented here. In our opinion these financial statements fairly present the financial position of the Institute at 30th June, 1999, and the results of its operations for the year then ended in conformity with generally accepted accounting practice.

[Ferromanganese continues to be in indispensable requirement in steel manufacture. Approximately 470,000 tons of the 80 per cent ferro-alloy was consumed in 1929 and increasing amounts will be required annually by the steel industry unless some satisfactory substitute is found. An average of 14 pounds of metallic manganese is for each ton or steel produced, The principal use of manganese is for deoxidation of the metal in the steel refining processes, although a considerable amount r s also used for the production of special manganese steels. Unfortunately, domestic production of manganese ore is inadequate to meet normal peace-time requirements, not to mention increased abnormal war-time demands.]

As part of its research programs, the Bureau of Mines is investigating the partitioning of complex sulfide minerals to simpler sulfide phases by sulfidation reactions. Partitioning in this manner can afford opportunity to improve selective extraction of mineral constituents of value. This report describes research involving the sulfidation partitioning of the mineral pentlandite, which is an important source of Ni in primary production. For the laboratory studies, the pentlandite was synthesized in nominally equiatomic proportions of Ni and Fe. Elemental Ni, Fe, and S powders were blended, compacted, and sealed under reduced He pressure in vitreous silica tubes. The tubes were heated under controlled conditions at SOD? C for 24 h. The product was verified by X-ray diffraction and chemical analysis to consist essentially of (Ni,Fe)9S8. Small samples of the (Ni,Fe) S were encapsulated with sulfur in silica tubes at reduced He pressures and heated for 1 to 24 h at specific temperatures between 400? and 600? C, both below and above the boiling point of sulfur (_445° Cl. Reaction rate increased with temperature. Within this temperature range, partitioning to individual Ni and Fe disu1fides proceeded to essential completion according to the reaction

[ ] ENGINEERING research consists, broadly speaking, in the investigation of the effect of the variations in a number of factors on some property of a product or characteristic of a process. The unambiguous description of the product or process requires that the property or characteristic be expressible in quantitative terms. For the purpose of practical control, it is likewise desirable that the independently variable factors governing the product or process be quantities, although this ideal goal is not always attained. Maximum efficiency-i.e., the attainment of the maximum amount of reliable, useful information relating to the influence of the factors on the property of the product or characteristic of the process, for the least expense-is an important requirement for the satisfactory operation of a research organization. Obviously, a necessary condition for the attainment of maximum efficiency is an adequate knowledge of the specialized field in which the experimental research lies. While necessary, this condition is not sufficient. Proper attention must also be given to the general principles of experimental design together with the modem methods for the analysis and evaluation of experimental data. The present discussion is confined to a single design, the so-called "factorial" design. The search for noncyanide lixiviants for treating gold and silver ores and concentrates is not a new endeavor. However, in recent years, the overall activity to seek a less environmentally controversial reagent than cyanide has occasioned considerable developmental work. While the elegant economy and simplicity of cyanide, because of its selectivity and the ease of recovering gold and silver from the cyanide complexes, is well recognized, two failings have justified the search for alternates: increasing concerns and costs to assure avoidance of environmental damage from cyaniferous liquids and solids, and the need to simplify recovery of gold and silver from refractory ores. Generally, process development work to date on the alternate reagents has lacl<::ed environmental focus ( Hiskey and Devries, 1992). This paper covers briefly the chemistry of various alternates to cyanide and reviews their environmental implications. In each case, environmental overtones are reviewed following the chemistry. INDEPENDENTLY of the recognized chemical reactions involved in the production of metallic zinc, the process is affected by physical conditions in efficiency, and by commercial as well as technical economy. To offer some observations concerning these conditions is the purpose of the present paper. Among the important elements of this problem is the physical nature of the particles constituting the mass of zinc oxide to be reduced. This may be the result, either of the manner of the original deposition of the mineral, or of the treatment to which it has been subjected in the roasting-furnace. The physical character of the reducing-agent is another important factor, since the carbon of some coals is much more active in reduction than that of others. The degree of fineness, whether of ore or coal, or both, likewise plays a significant part. These factors, together with the physical admixture of foreign substances with the ore, may give rise also to chemical "side-reactions," sometimes hindering or retarding, and sometimes accelerating, the reduction. Finally, thermal conditions, including the relative conductivity of the materials, deserve to be taken into account. In firing a furnace with retorts charged with a mixture of roasted ore and coal, the first reaction is naturally the boiling-off of the contained water ; the next is the distillation of the light hydrocarbons from the coal; the next is the reduction of the iron oxide to protoxide and sub-oxide successively, and then to metallic sponge; and the final reaction is the reduction of the zinc oxide in the ore by the carbon to metallic zinc.
