This report covers operations at the Crystal-Victory and Minerva No. 1 mines in Hardin County, Ill., which are operated by the Minerva Oil Co., Fluorspar Division, with offices in Eldorado. It describes the exploration, development, and mining practices, giving costs of each. Transportation, equipment, power, labor, and other influencing factors also are discussed. The mining methods employed are those most applicable to the flat-bedded replacement deposits common to the Cave-in-Rock section of the Southern Illinois fluorspar district. The fluorspar beds occur from surface exposures to 1,000 feet deep. In this district churn drilling is the method practiced for exploring flat-bedded deposits from the surface. Aerial photography and geochemical methods for indicating mineralization have been helpful in planning a drilling program. A program usually includes enough drilling to obtain only sufficient data on the value of the ore body and its structure to justify initial development and purchase of the mineral rights under option.

With IIT research institute as a cosponsor, this seventh mineral waste Utilization Symposium was funded by the Bureau of Mines through its Division of Mineral Resources Technology. Environmental scientists and engineers from five countries (Canada, Netherlands, Austria, England, Guatemala) besides the United States participated in the symposium, which was held Oct. 20-21, 1980, at the Chicago campus of IIT Research Institute. Of the 25 papers presented on the reclamation and recycling of mining and mineral wastes, municipal solid waste, industrial waste, and scrap metal, 21 are summarized herein.

The U.S. Bureau of Mines investigated the resources, costs, capacities, market relationships, and short-and long-term supply of bauxite, alumina, and aluminum. The 45 evaluated mines and deposits in 14 market economy countries (MEC's) have a demonstrated resource of 8.4 billion mt of bauxite and an aluminum content of approximately 2.1 billion mt. Developed world bauxite resources and existing primary aluminum smelting and refining capacity are sufficient to satisfy demand through at least 1995, when additional properties (with higher cost levels) would need to be developed to satisfy future demand levels. It is anticipated that new alumina or aluminum production most likely would occur in developing regions with large bauxite potential, low-cost energy sources, and a close proximity to refining and/or smelting capacity. An increase in aluminum recycling capacity would help meet future demand increases. A series of network model supply analyses was performed for the period 1988 through 2000. Based on announced future production levels and assuming demand grows at the level outlined in the analyses, model results indicate there is sufficient material available to meet demand until 1998, where-upon an aluminum shortfall is projected. Additional analyses investigated the effect of a reduced growth rate of demand and regional production variations in Venezuela on the international aluminum industry.

A project's rates of return (RORs)1, be it the internal rates return (IRRs) or one of the many IRR surrogates, frequently needs to be approximated. The success and efficiency an ROR- approximation procedure depend on the quality the approximation-initiating parameters, such as bounds or seed values (guesses). The existing approximation procedures commonly use bounds and guesses suggested by intuition rather than supported by mathematical considerations. This paper presents three mathematically founded ROR-bounding and eleven ROR-guessing approaches and examines their suitability by using examples of typical project cash-flowpatterns (CFPs). The calculated bounds and guesses not only improve the approximation efficiency, but also allow the process of the ROR discovery to be automated, thereby making it more convenient and reliable.

Under a cooperative agreement between the Bureau of Mines, the United States Geological Survey, and the United States Bureau of Standards, a study of the stone-quarrying industries of the country was begun in 1914. The results of investigations made have been published from time to time.1 During the World War the Bureau of Mines centered its attention on problems relating to national defense, and detailed studies of stone-quarry problems were not undertaken except for an investigation of labor saving at limestone quarries, reported in Technical Paper 203, which related to a question of military importance. Since the return of peace, the high cost of materials and labor has made more imperative than in prewar times the conduct of investigations for aiding the quarrying industries in every way possible to adopt more economical methods and to utilize the most efficient labor-saving equipment. The publications already issued have had a wide demand, and in the interest of the quarry industries the bureau proposes to issue additions to the series as rapidly as funds are available. In an endeavor to promote economy and the reduction of waste in the slate industry, a study of slate quarrying was begun in 1920 and covered a period of about two years. Sixty-five active quarries were visited, and a detailed study made of all problems bearing on their successful operation. Field study was supplemented by a study of all information available in books or published articles on slate quarrying.

The electric steel industry has reached a level of maturity in its relative participation in the world’s steel production. As the industry has grown and matured, EAF steel producers have participated in an ever more competitive market. This competition has led to a continuous search for lower cost alternatives for energy and input materials. Over the years, the Electric Steel Furnace community of operators has developed a variety of technological improvements geared to increasing EAF productivity. Operators have emphasized lowering operating costs and improving the quality of steels produced. Depending on market conditions, the EAF operators may run with different goals and priorities. In times of low demand, the goal may be to operate with an emphasis on cost and the goal of maximizing cost effective use of resources. When the market demand is high the goal may be to maximize EAF throughput. The objective of this work is to list some of the EAF operating best practices observed by our team in the electric arc furnace operations around the world. EAF operators can consider and possibly implement these practices depending on the specifics of each EAF operating reality.

Advances were made during 19b5 in many phases of a broad program designed to increase efficiency in the mining, preparation, and utilization of coal. Also recorded were achievements in activities devoted to mine health and safety, coal resources, and mine explosives. Featured in this report is a review of progress in environmental studies relating to coal mining and utilization. Environmental projects comprise a comprehensive program to facilitate mine reclamation and reduce air and water pollution associated with extraction and use of coal. Publications cited throughout this report present results of the coal program in greater detail. Organizations, institutions, and companies contributing to the program are listed in appendix A. Centers and laboratories conducting the coal research and related investigations appear in appendix B.

In 1948 the United States became a net importer of oil. Coupled with an unprecedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by a herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 460,000 barrels daily of petroleum and products. The country’s oil position now differs greatly from that prevailing at the beginning of World War II. Then, actual oil production averaged about 4 million barrels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but produced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation’s petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil – coal, oil shale, and agricultural and forestry products. Since World War II, a civilian demand for 6 million barrels of petroleum products has become the order of the day. By drilling as many as 39,000 new wells a year, the production rate has increased enough to meet domestic requirements by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects – one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the overall daily output. However, 48 percent of the oil comes from only 111 major fields which contain 60 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields – having proved reserves of 100 million barrels or more each – must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly, or perhaps more rapidly, than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each were discovered and proved – an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year’s supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the number of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. In its study of methods for reducing metal losses in the non- ferrous metal industry, the Bureau of Mines has conducted a long series of experiments on electric brass melting and collected much data on the experiments of others. Reports bearing on this work that have already been published by the Bureau of Mines are Bulletin 73, "Brass-furnace practice in the United States," and Bulletin 77, "The electric furnace in metallurgical work." A comprehensive report describing the design and operation of all types of electric brass furnaces and showing their performance in experimental tests on a commercial scale is in course of preparation. However, commercial tests of several new and promising types of furnaces are still under way, the results of which should be included in any general discussion of the subject. For this reason it has seemed desirable to issue a preliminary bulletin giving the data on a type of furnace developed in one stage of the bureau's work.

For the sixth year in a row, the value of nonfuel mineral raw materials produced in the United States set a new record, reaching almost $17 billion in 1977. Data provided by the Bureau of Mines show that the 1977 value of domestic nonfuel mineral production exceeded the 1976 value, $16.7 billion, by 2 percent. The $17 billion worth of minerals was the basis for approximately $770 bill ion worth of processed materials of mineral origin. Output of metals decreased $360 mil lion in 1977, while that of nonmetals increased $670 million. Of the 22 metals produced, output of 12 increased, and the value of 13 increased. Among the 46 nonmetallic minerals produced, the quantity of 27 increased, and the value of 34 increased.

Three distinct processes take place during the conversion of iron ore to steel. First: the raw ore is reduced to metallic iron in the blast furnace and during this reduction certain constituents are dissolved in the iron, either through the solution of a solid into a liquid phase, as in the case of carbon, or by reduction of an oxide existing in the slag to the metallic element of that oxide, with subsequent solution of the metallic element in the iron. Thus by the process of solution and reduction, a pig iron results which contains about 4 per cent carbon, 1 per cent silicon, 1 to 2 per cent manganese, 0.1 to 0.4 per cent phosphorus, and 0.03 to 0.10 per cent sulfur. To obtain a sufficient yield of iron from the ore it is necessary that the reducing process be carried as far as possible, with the result that the impurities mentioned accompany the reduced iron. Second: to convert this iron into steel it is necessary to oxidize a part of the iron in eliminating the impurities to the extent desired for the particular product being made. In eliminating these impurities by oxidation a certain amount of iron oxide (FeO) dissolves in the steel. This dissolved FeO reacts with the metalloids, except sulfur, and to eliminate them to the desired extent it is necessary to leave a considerable amount of FeO in the metal. The reaction of iron oxide with silicon, manganese, and phosphorus results in the formation of the oxides of these elements. The oxides enter the slag and the extent of elimination of the elements depends on certain equilibria between the slag and the metal. The reaction of FeO with carbon results in the formation of the gases CO and CO, which, after saturating the metal, pass into the furnace gases. Third: after the iron has been purified to the desired extent as far as the elements listed are concerned, it is necessary to deoxidize the bath to remove the FeO, which is the vital factor in gas formation as the steel solidifies.

This field guide is designed for use in planning pollution control and reclamation activities on small sand and gravel operations. Its purpose is to assist operators in selecting environmentally desirable pollution control and reclamation procedures based upon their particular mining situation. The guide includes information on interpreting physical and cultural factors that must be considered in planning and implementing a mining and reclamation program, achieving environmental protection objectives, and improving community/industry cooperation. Included as appendices are a summary of state laws and a list of additional readings on the subject.

Fires in underground metal and nonmetal mines pose a threat to the safety of underground miners and to the productive capacity of this Nation's mines. Contaminated air (smoke, carbon monoxide, and other products of combustion) is the primary life safety hazard created by a mine fire. The most reliable defense against the hazard posed by the rapid spread of contaminated air underground is early warning fire detection and rapid evacuation. This Bureau of Mines report describes the design and operation of four prototype early warning fire detection systems, for underground noncoal mines, presently undergoing prolonged in-mine testing by the Bureau. The systems are described within the context of the underground mine environment.

The Process Fuel Equivalent (PFE) for nine different flowsheets for production of anode copper from sulfide concentrates has been evaluated and compared for a set of uniform conditions and a "standard" concentrate analysis. The processes considered are: reverberatory smelting, (wet-charge and hot-calcine charge), electric furnace smelting, Outokumpu flash smelting (2 versions), mom flash smelting, Noranda Continuous Process (2 versions), and the Mitsubishi Continuous Process. The energy required for the numerous processes auxiliary to the principal smelting processes-¬roasting, drying, air compression, gas handling, dust collection, slag cleaning, acid manufacture, etc.--are separately evaluated and incor¬porated into the process comparisons. The factors in process design that lead to important energy savings are: use of fuel rather than electric energy; use of oil or coal rather than natural gas; maximum use of oxygen enrichment of the process air; drying of charge before smelting, or, even better, drying and preheating of charge by partial roasting in a fluid-bed; recovery of waste heat from all major hot process gases.

Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

Given the inherent risks and disruptions in underground coal mining operations, strengthening the resilience of critical infrastructure has become a vital priority. This paper aims to evaluate the resilience of the underground coal mining environment using historical data and expert judgment. The study serves as a framework for optimising the utilisation of critical infrastructure to minimise operational disturbances. To achieve this, a practical methodology has been developed, incorporating nearly two and a half years of collected operational data, a hierarchical structure, and a systematic approach. Furthermore, a case study is conducted to demonstrate the real-world applicability of the proposed method. Finally, the resilience index isintroduced as a straightforward summation of ranked impact factors, providing a clear metric for resilience assessment.

The objective of this paper is to present, from a practical perspective, a review of the most relevant maintenance procedures that are accepted or prescribed to be the most effective in optimising service life potential and to ensure continued safe use of steel wire ropes for shaft mining applications. The paper will address the most common operational issues encountered in the care and operation of shaft ropes for both conventional drum hoists and multi-rope friction winders. For each distinct maintenance procedure presented, a limited amount of theory is discussed to identify the underlying mechanisms at play that must be addressed and to emphasize the logical basis for the recommended course of action. It is recognised that each installation is unique and that the recommended maintenance procedures may not always be practical or cost effective from an operations standpoint under select circumstances, however the intent remains to promote industry best practices for the knowledge and benefit of the mine hoisting community, from experienced maintenance personnel to new entrants to the industry alike.

This reflects the current concern about damage inflicted on the environment by our growing and increasingly affluent society. Mine Health and Safety research, along with investigations related to all other aspects of coal extraction and use, also continued to be implemented and expanded.

The purpose of this investigation was to assess the environmental impact of the surface mining methods currently used in the steep-sloped areas of Central Appalachia: southern West Virginia, eastern Kentucky, southwestern Virginia and northeastern Tennessee. Comparisons are made between mountaintop/cross ridge mining, contour strip, augering and an innovative method surface shortwall mining which was attempted at Julian, West Virginia. Included in this final report are a discussion and analysis of current Appalachian production, reserves, and the extent of land affected on a county- by-county basis. Additionally, the seams within the steep sloped region have been assessed according to minimal standards of thickness, surrounding lithology, and areal extent to determine their amenability to surface shortwall mining. These seams have been tabulated with their ash, sulfur, and BTU content on a county-by county basis. Only minimal statements are made concerning quantity because of the narrow set of conditions required by the shortwall method. Other sections deal with the possible technical failings of an operational surface shortwall system based on field studies at shortwall operations, discussions with people experienced with shortwalls and research into ground control problems at sites where short- and longwall operations have been monitored. A final section details proposed additional research directions which the Bureau might take in the future.
