This report describes laboratory as well as pilot heap leaching investigations of low-grade sandstone ores from Wyoming, New Mexico, and Colorado. Sodium carbonate-bicarbonate solutions containing sodium hypochlorite extracted up to 86, 54, and 16 percent U308 from Wyoming, New Mexico, and Colorado ores, respectively. Ammonium carbonate-bicarbonate solutions containing sodium hypochlorite were less effective at leaching these ores. Acid leach in replicate pilot plant testing resulted in U308 extractions of 96, 88, and 81 percent from the Wyoming, New Mexico, and Colorado ores. The development of cost-effective processes for extracting uranium from low-grade ore is essential to the assurance of a continuing domestic supply of uranium.

Tunnels are frequently specified by owners to be designed to a structural code, often a bridge code. In the USA, AASHTO have created a tunnel code, based on structural principles, the AASHTO LRFD Tunnel Design Specification. The Load Resistance Factor Design method (LRFD) described in the AASHTO title is an approximation to the probabilistic design of structures, based on the independence of load and resistance. This methodology is well known to be problematic in geotechnical design, but it is widely used. The paper considers the difficulties of this approach and describes alternative approaches that would result in more appropriate designs for tunnels.

In the past two and a half years, over 40 000 metalliferous mining and related services personnel have been trained through an Australian Generic Safety Induction system. This is almost half of AustraliaÆs metalliferous mining related workforce. This remarkable industry acceptance and delivery of safety courses is supported by Acacia Resources, Great Central Mines, Homestake, Newcrest Mining and WMC Resources, amongst hundreds of other mining, exploration and major contracting and services companies. MARCSTA; the Mining and Resources Contractors Safety Training Association (a pro-active not-for-profit self-help group of 24 major contracting companies) developed this generic safety induction. MARCSTA set out to find the æcommon groundÆ necessary to help address the evident safety problems and cost of re-training that were plaguing development of an internationally competitive and productive export industry. The incredible expansion of Australian mining during the decade fuelled a need for out-sourcing, resulting in much larger numbers of contractors on-site. At the same time, changes within Australian legislation, community expectations and the development of huge fly-in/fly-out operations and widespread skills shortages led to a rapid labour turnover and a higher paid workforce. Many Australian mining houses also ran international operations, particularly in South East Asia and head hunted people across the world. The skill levels fluctuated and fell at some local operations. Employers could no longer rely on systematic in-house training of permanent employees to improve safety and productivity as workers could and often did move on. Serious discrepancies in both quality and quantity of safety induction training and work practices occurred. Repetitive, boring and ineffective safety training became an embarrassing and costly burden for companies and workers alike. Then a spate of mining deaths sparked highly publicity, workforce concern and a demand for improvement from government, unions and corporate stakeholders. MARCSTA recognised it had to develop a high-quality safety-training program to satisfy the needs of all employers and be acceptable to others within the industry. This induction system had to be flexible enough to meet differences in legislation between states and industry sectors and be portable to enable cost and time savings for the new transient workforce. Changes in the last two years as a result of evaluating and incorporating various Taskforce inquiries into underground mining fatalities later led to the development of the MARCSTA Underground Safety Induction. This logical development added to the run away success of MARCSTAÆs General Safety Induction and was seen to be essential for many surface mines that were planning to develop underground operations. There are many lessons that MARCSTA learnt during its development that Pacific and South East Asian mining operations can benefit from. The most important of these are the support of stakeholders within industry and the recognition of higher safety and health expectations from workers and government. This goes hand-in-hand with the productivity and return on investment expectations of companies and their shareholders.

While analyzing synthesis gas produced from coal, the Bureau of Mines found that conventional procedures for naphthalene determination were difficult and time consuming. The Bureau developed a rapid and sensitive turbidimetric procedure, which requires only simple instruments and hence can be used in plant-control laboratories. The gas is passed through a saturated aqueous solution of picric acid at 3° to 4° C. whose turbidity is then measured at room temperature. A dispersing agent is added to prevent coagulation of the suspension on warming. Only about 1 mg. (0.015 grain) of naphthalene need be absorbed, and precision and sensitivity are a few ten-thousandths of a grain, or a few hundredths of a grain per 100 cubic feet. The determination can be completed less than 10 minutes after absorption. INTRODUCTION One of the functions of the Branch of Coal Gasification, Bureau of Mines, Morgantown, W. Va., is to develop economical methods for manufacturing, from coal, a mixture of hydrogen and carbon monoxide for producing hydrogen, methane, and other gaseous fuels. This raw gas may contain many impurities, including naphthalene. This impurity is usually determined by first forming naphthalene picrate in a water solution of picric acid, separating the picrate, and titrating the unreacted picric acid or the picrate itself.

TWENTY years or so ago I wrote an article on management which consisted mostly of a chart similar to thousands of others of that day showing line functions, staff functions, and the chain of command in a typical mining organization. Since hen we have been "bossing" from the faces to the swivel chair and we have made many errors of no little expense to our companies. We have kept the chart in mind but many times we have changed the functions to fit the people we have had to work with. Good management after all is getting results with the people, the equipment, the supplies, and the natural conditions of the coal seam or seams and adjacent strata present. We have made, with little effort, a good showing with average people and equipment in good natural conditions. We have made a miserable showing (although expending every personal effort) with better than aver- age people and equipment in bad natural conditions. In the latter case many of our stockholders felt that better management would have found some way to save their investment. Perhaps they were right.

Over five decades ago Kitchener et al. in England and La Mer and Healy in the US were advancing our understanding and application of flocculants, primarily related to water treatment and filtration of sludge. This paper identifies the beneficial uses of flocculants in the mining industry and revisits some less common applications. Flocculants are used in unique ways in the mining industry: (a) to increase the effectiveness of sediment ponds to achieve discharge compliance; (b) to eliminate air emissions and costs associated with concentrate drying; (c) to reduce soil loss by applying a flocculant to erodible soils, and reducing wind and water erosion; (d) to remove/thicken metal precipitates in acid rock drainage treatment; and (e) to enhance clarification and thickening in mineral processing. The mechanism of how flocculants, coagulations and potentially-determining ions function is described and how their use can be controlled and optimized. The potential toxic effects of flocculants and coagulants when used to achieve effluent permit discharge compliance for suspended solids is discussed. A review of numerous best management practice (BMP) guidelines for the design and operation of sediment ponds treating mine site runoff to remove total suspended solids (TSS) and turbidity revealed an absence of a predictive methodology to address regulatory discharge compliance for TSS concentration, turbidity and flocculant-induced toxicity. An essential component of pond design is the need to determine whether flocculants and/or other settling aids are required based on the site-specific soil particle size distributions upslope of the pond. Procedures are provided to predict the need for settling aids and estimate pond discharge quality and downstream impact for TSS, turbidity, toxicity and sub-lethal toxicity. The need to develop BMP guidelines are discussed for (a) the application of flocculant to surface soils to reduce erosion, (b) the application of flocblocks to increase the ?sediment control? aspects of erosion and sediment control, as part of the mine site erosion control plan strategy and (c) the application of flocculant to silt socks to treat mine site runoff.

This paper has been confined to the consideration of the working of thick seams, from six feet to sixteen feet, which are pitching at about thirty degrees to the horizontal. The discussion has been limited to these set conditions because they are the ones of commonest occurrence in the Southern Alberta bituminous coal district, because, from the point of view of safety, thin seams are more easily worked, and because a discussion of all the possible combinations of thick and thin seams pitching at angles varying from zero to ninety degrees with the horizontal would involve a task impossible in the time available. It has been assumed that the mine makes gas freely and that the coal is friable and tends to make inflammable dust which is highly explosive. Since the problem requires the taking into account means of maintaining a high proportion of lump coal, it is further assumed that lump coal commands a price considerably higher than the price which can be obtained for run-of-mine or for slack coal. Figure 1, tabulating the various factors which must be considered and their relation to each other, indicates diagrammatically the complexity of the problem. Any method of working becomes divided into two distinct components, the active workings of the mine and the old abandoned workings. While these are in a measure distinct, they are nevertheless inter-related, as shown in the diagram.

A series of 15, stations beginning with Potsdam and Budapest and ending with Budapest and Potsdam were occupied inn the period August, 1908, to January, 1909. The intermediate stations were all at points which had been connected by Baron Eötvös with torsion-balance traverses. The observations were made with an invariable pendulum of the standard four-pendulum type of instrument of the Geodetic Institute, made by Stückrath at Berlin-Friedenau. The observations at each of the field stations lasted-one to three days with one exception; two or three time determinations were made; four to eight series of pendulum observations were made; the error of determination of the elevation of the instrument above mean sea level ranged from 0.30 meter to 1.10 meters, with the exception of the Arad and Baja stations, where the elevation was known more accurately and averaged about ± 0.8 m, which would cause an error of ± 0.25 x 10-3 dynes. No topographic correction was applied. The values for ?g were taken from Eötvös: Report on Geodetic Observations in Hungary, especially Observations with the Torsion Balance, Budapest, 1910. The differences in ?g as determined, by the torsion balance and by the unvariable pendulum were: Kuvin-Hidegkut 1.2 km. 0.001, Livada-Kuvin 9 km. 0.001, Pankota-Livada 13 km. 0.004, Kuvin-Arad 20 km. 0.000, Pankota-Arad via Kuvin 42 42 km.0.005, Pankota- Arad via Kurtics 50 km.0.000 dynes. Oltay concludes that if the stations are close enough together and if the terrane is rather flat, the measurement of ?g with the Eötvös torsion balance is as accurate as with the invariable pendulum. -- Donald C. "The Barrage des Quinze dam is a concrete sluice dam consisting of 19 spillway sections, each of which is approximately 7.6 metres wide and 14.5 metres deep. Rehabilitation efforts being performed on the dam including demolition and improvement of the roadway and spillway sections and grouting to mitigate underseepage. Initially, conventional cement grouting was attempted and was successful in 14 of the spillway sections, but unsuccessful in 5 of the sections due to the high water flows which washed the grout away. The removal of the roadway and portions of the piers during construction temporarily reduced the stability of the structure limiting grouting pressures that could be applied. This and the substantial high water flows (leakage) beneath the dam between the concrete/rock contact and within fractures in the upper rock formation created a challenging situation to create a cutoff.A grouting solution was developed that involved implementing several different grouting methods and materials including balanced high mobility grouts (HMG); low mobility grouts (LMG); polyurethane grouts; and sodium silicates. Because of the critical scheduling for the work, multiple approaches were planned and made available on site so that the work could proceed with the best technology with little, if any, time loss. The end goal of the grouting program was to create a seepage cutoff beneath the 5 sections of the dam in a stepwise process. The initial step was to fill the large openings and create a grout barrier to reduce the high water flow. The second step was to seal the contact between the base of the dam and the bedrock; and the third step was to complete closure by grouting a deep grout curtain into the underlying rock. Other features of the work included an extensive grout mix testing program, water pressure testing, borehole camera survey, and monitoring of the grout injections."

In the present very highly competitive condition of the bituminous coal business, it is becoming increasingly apparent that coal mines which do not lend themselves to efficient mechanization cannot long survive. It would seem that those mining operations best fitted to survive the struggle for existence are burdened with the considerable capital and maintenance cast of carefully selected mechanical and electrical mining equipment. The ever changing conditions of coal mine operations require equipment which is adaptable to a variety of uses; and investigation of the mechanical and electrical equipment in most mines will show that the operating duty of much of this equipment is considerably different from that duty for which it was originally selected. And it would appear that one of the essential qualifications for a successful mine management is a marked ability to get satisfactory operating results from equipment which has been transferred from some other operation, rebuilt, rearranged, or in some way adapted to the job at hand. As a striking example of such mechanical ingenuity, many of us recall that the first longwall jigging conveyor used in Nova Scotia was built in Sydney Mines from odds and ends in the scrap pile at a total cost of less than $50.

"The curtailment of imports of foreign potash during the World War directed attention to the necessity of establishing a domestic source of potash for fertilizer, and considerable study has been given to the subject by Government bureaus, research organizations, and private individuals. These studies have covered all known sources of potash, and among them the extensive greensand deposits of New Jersey in which the potash content is found in the mineral glauconite have been investigated.Several hundred patents have been obtained covering processes for the extraction of potash from siliceous minerals, but up to the present time none have proved successful on a large commercial scale.When the investigation of the potash deposits of Texas was started by the Federal Government, the laboratory study of the drill cores was assigned to the Nonmetallic Minerals Experiment Station at New Brunswick, New Jersey, with the object of ascertaining a possible commercial method of utilization.The purpose of this preliminary study was to investigate existing literature and previous investigations to ascertain the extent and availability of the deposits, the extent of commercial success so far attained in potash extraction, the most promising known methods and by-products obtained from them, probable markets, and possibility of competition with foreign potash, and by a study of these data to determine whether further chemical engineering analysis and laboratory investigation were warranted.As the study advanced it became evident that adequate reserves of green-sand were available for many years supply. and that whereas many processes had been patented few had been tried commercially. APPROXIMA TEL Y 95 percent of Waite-Amulet's Lower A orebody will be mined by diamond-drill stoping. This method of stoping was developed, and has been successfully applied, at the Noranda mine in recent years(1) and is now used in several base-metal and gold mines in north-western Quebec and in other parts of Canada, South Africa, and Australia. The purpose of this paper is to deal with the features of the Lower A ore-body which led' to the adoption of this method of stoping, and in addition to give a general description of stope layout, stope development, main haulage development, chutes and grizzlies, diamond drilling for stope blasting, diamond drilling and equipment, primary blasting, secondary blasting, haulage and loading, ore pockets, pumping and drainage,. and shafts at Waite Amulet. Figure 1 is an isometric projection of the orebody, illustrating the mining system. The factors that led to the adoption of diamond-drill stoping of Lower A orebody are as follows: (1) Safety.0 (2) Size and shape of the orebody, and depth of the orebody below surface. (3) Strength of the hanging-wall, footwall, and sulphide ore. (4) Continuous ring-drilling from sub-level drifts, with no delay for blasting. (5) Large-tonnage blasts at the end of Saturday afternoon shift, after ali men are out of the mine. (6) Sub-levels may be retreated from top to bottom simultaneously, or lower sub-levels may be retreated first without any change in the ring-drilling la yout. (7) Large stopes up to 100 feet wide can be mined, leaving substantial pillars up to 60 feet in width, which may be partially recovered by âiamond~drill stoping or by other stoping methods. (8) A large tonnage may be drilled-off in advance of blasting, but only a supply of unoxidized ore for flotation treatment is blasted. (9) Better ventilation during working shifts. (10) Gravity flow of all broken ore to grizzlies located in the footwall of the orebody. (11) Electric blasting by a crew of two men.

"INTRODUCTION For the last several years the oil industry has been turning more and more toward conservation arid the study of related production problems. It is generally conceded that ultimate recovery is increased by holding the natural gas in thy sand which is net needed in lifting the oil. The retained gas lowers the viscosity and surface tension of the oil and helps flow the oil from the sand. Lewis states that ""while the operator can not control the original conditions of energy and resistance in the sand, he can partly control the efficiency of expulsion. As it is the energy contained in the compressed and absorbed gas rather than the oil that is exhausted, it is but logical to judge the efficiency of a producing method largely by the relative quantities of gas produced with each barrel of oil. If by a change in method the producer lessons the proportion of gas with each barrel of oil, he should increase the total recovery- of oil correspondingly, even if the rate of production is temporarily reduced somewhat.""The effect of ""pinching in"" or controlling the flow of oil wells in an effort to lessen the proportion of has never been definitely known. The general belief has been that ""pinching"" a flowing well causes the oil and gas volumes to be reduced proportionately, maintaining the same gas-oil ratio as before the reduction in flow was made. Studies of gas-oil ratios in many fields have shown that much gas has been wasted, insofar as its effectiveness in oil production is concerned. Swigart and Bopp carried."

In this paper the production and stability of crystalline scorodite (FeAsO4·2H2O) is discussed both on the basis of previously published work as well as recent work performed in our laboratory. The production of scorodite, especially from arsenic-rich and iron-deficient sulphate solutions offers a number of operational advantages such as high arsenic content, stoichiometriciron demand, and excellent dewatering characteristics. In addition to hydrothermal production of scorodite the work done over the last 10 years in our laboratory has determined that it is feasible to produce scorodite by step-wise lime neutralization at 90°C. The atmospheric scorodite possesses the same structural and solubility characteristics with the hydrothermally produced scorodite. Long term equilibration tests (up to 66 weeks) in the pH range 5 to 9 and temperatures from 22 °C to 75 °C revealed scorodite to undergo slow incongruent dissolutionyielding a highly metastable nano-sized 2-line ferrihydrite phase. The equilibrium arsenic concentration with this phase was 0.35, 0.96 and 5.87 mg/L at pH 5, 6, and 7 respectively at 22°C. In the presence of gypsum slightly lower concentrations were measured, this being more pronounced at pH>7. It was tentatively deduced that a Fe-Ca-AsO4 association (in the form of a phase resembling the mineral yukonite) contributes to the lowering of As concentration. Finally thermodynamic calculations determined that scorodite is stable in the presence of ferrihydriteunder oxic conditions up to pH 6.75 at 22 °C or higher pH at lower temperature and gypsum-saturated solutions. "The phosphorus content of an iron ore is a determining factor as regards the value of the ore and also its metallurgical treatment. If some method of treatment, such as concentration, leaching, etc., could be used and the phosphorus con- tent of the ore reduced, it would be an important advancement in the iron mining industry towards the utilization of high phosphorus ores. Large bodies of material toe high in phosphorus to be marketable under present conditions would be made available, and a great deal of ore from the Cuyuna Range and other places, which is relatively high in phosphorus but otherwise suitable for making spiegel, could be reduced in phosphorus content sufficiently to permit its use in furnaces producing speigel.The form in which phosphorus occurs in iron ore is a much disputed question and it probably varies with the type and location of the ore. The statement has been made that ore piles on long exposure to the atmosphere often decrease in their phosphorus content. (Emmons, S.F. - Ore deposits, 1913, p. 652; Leith, C.K., Mesabi iron bearing district, U.S.G.S. Monograph 43, 1903, p. 275) There is described below experiments on the leaching of iron ores high in phosphorus, to determine whether it was economically possible to reduce the phosphorus content appreciably by leaching. As the research had a practical as well as a theoretical application, only low concentration of acids and alkalies were used.A number of variables were tried, among these being: (1) The solvent used, (2) strength of the solvent, (3) volume of solution used, (4) time ore was agitated (5) type of ore, and (6) screen size of the ore. The amount of ore taken was kept constant."

Public-private partnerships (PPP) are gaining in popularity at the federal, state and local levels as the public sector seeks private capital to finance infrastructure and other projects that traditionally have been funded with public funds. In general, a PPP involves a development agreement between a public owner and a private sector concessionaire. Under the development agreement, the concessionaire is responsible for financing, designing, constructing and typically operating and maintaining the completed project for a concession period (often multi-decades in duration). The concessionaire typically enters into an agreement ? the design-build agreement ? with a design-builder to design and construct the project. The concessionaire may secure financing from banks, investors or from a combination of these and other sources (collectively the financier). While the PPP experience in the United States has been modest to date, an increasing number of projects involving tunneling or other significant subsurface work are already being delivered in the PPP mode. Public owners have significant options to address risk allocation for subsurface conditions on PPP projects. The same sound and fundamental principles of fairness in risk allocation that apply in other major subsurface projects should be applied and adopted in the PPP context

Thallium is one of the rare and relatively neglected elements that has recently assumed conspicuous importance. This element is widely distributed in nature but occurs in such minute quantities in most rocks and minerals that its recovery at present is only commercially feasible as a byproduct of other industries. World War II, with its unprecedented demand for products having special or unusual properties, led to a study of a number of the rarer elements that previously had been given comparatively little attention for one or more of the following reasons: 1. 2. Limited knowledge of properties. Small quantitios present in available raw materials. 3. High cost of concentration and recovery. Some of those rare elements, either alone or in the form of compounds, have already proved of such value for certain military and industrial purposes that their extraction from ores and waste products, oven at high cost, is fully justified. On the othor hand, further investigation of their character- istics, discovery of more adequato sources, and improvement in methods of con- centration and recovery would greatly broaden their field of usefulness and establish new and expanded industries. The current market for some of these elements exceeds the available supply. One of the functions of the Bureau of Mines is to study the properties of such elements in greater detail, locate the most promising raw materials from which they can be derived, and work out methods of extraction that will render the recovery of such elements more economical. The purpose of a serios of information circulars on the raror elements is to present in condensed form the facts and data so far available. This information may serve as a basis in planning more complete investigations loading to a full utilization of such elements.

The operation at Phu Kham commenced design and construction in early 2006 and was commissioned in May 2008. This paper will examine and discuss the project from the inception of flow sheet development and equipment selection, equipment design and manufacture, construction, commissioning and ramp up to full production. The paper will touch on the strategies employed to achieve a short schedule and the efficient use of capital, but with the main emphasis on the grinding circuit. Various challenges during the early years of operation will be discussed including the effect of ore characteristics, including competency, on the performance of the grinding circuit. Actions to overcome these challenges and to enhance performance will also be discussed. Finally, current and future plans to improve the performance of the grinding circuit and the overall plant will be summarised.
