Interconnections for integrated circuits operating at rnicrowaue frequencies rzust be formed as microwave transmission lines. This paper describes the fabrication of one type of microwave transmission line known as microstrip, which can be fabricated on momlithic integvated circuits by deposition of 0.1- to 2.0-mil-thick metal and dielectric films. A microstrip line consists of a narrow conducting strip separated from a gvound plane by a dielectric material. Thick films of good conducting materials are required for low loss at high frequencies. Vacuum-evaporation methods for depositing aluminum and silver films are described. The narrow conducting strip forming the top conductor is defined by photoresist-etching techniques after the thick rnetal film is deposited. Gold plating with a photoresist-masking technique is also used to forrrz thick metal conductors. The microstrip dielectric layer is formed by deposition of suitable dielectric films 0.1 to 2.0 mils thick. Several deposition techniques were investigated. Electron-beam evaporation of quartz is described. Electrical characteristics of deposited microstrip lines at microwave frequencies are included and the microwave power attenuation as a function of conductor and dielectric thickness is given. It is concluded that the deposition of microstrip transmission lines is a practical way to achieve low-loss interconnections in monolithic integrated circuits. CONNECTIONS between devices in low-frequency and digital circuits are usually made by connecting the devices with a length of conductor such as a metal lead oi- a wire. If this method were applied to microwave integrated circuits, the reactance of the connection due to the series inductance and parasitic capacitance would be very high, in fact too high to permit successful circuit operation. In addition, resonance and antenna effects would occur at high frequencies, especially when the connections approach the wavelength.' Connections which are sections of transmis- sion line will overcome these difficulties. The electromagnetic field is confined to the volume of the transmission line, parasitic effects are not present, and circuit design utilizes familiar transmission-line techniques. TRANSMISSION LINES One type of transmission line geometrically adaptable to integrated circuits is known as micrstri. A microstrip line can be generated from a coaxial line as shown in Fig. l(a). The outer conductor of the coaxial line is distorted into an ellipse (b) and finally separated at the extremities of the ellipse to form the strip transmission line shown in (c). One of the ground planes is then removed, leaving a conducting ground plane and a narrow conducting strip separated by a dielectric. Conventional methods for selecting a production plan for an open pit mine is based on the assumption that ore grades throughout mine life as well as market variables are known with certainty. Another important issue that is also being ignored in the conventional procedure is the value of management flexibility to revise operating policy with time according to the arrival of new information. Based on this oversimplification of reality, an optimum mine plan that is thought to be maximizing net present value (NPV) of the project is selected. Given the multiple sources of risk affecting the estimated NPV, there is a high probability that the actual value will be different from that estimated. This could mislead decision making process regarding selecting an optimum mine plan. This paper proposes a multi-criteria ranking system for selection between alternative mine designs under both geological and market uncertainties. The system is based on integrating multiple market and geological uncertainties as well as the operating flexibility to revise the ultimate pit limits using a Monte Carlo-based real options valuation (ROV) model. To compare the methods, the article applies the proposed system, along with the conventional NPV-based method, to rank possible mine designs for a copper and a gold mine. It has been found that, considering multiple risk analysis measures while integrating uncertainty and operating flexibility results in selecting a mine design that is different from that selected by the conventional method.

The U.S. Bureau of Mines has developed a system for estimating mining and processing costs as a function of process feed rate with the objective of applying this system to abandoned mine tailings and to evaluate the benefits, if any, of metal recovery. Cost analysis was applied to the mine wastes of Smelterville Flats: an extensive area of mine tailings in the Bunker Hill Superfund Site with high concentrations of lead, zinc, and other sulfide minerals. Results from previous site characterization and metallurgical processing studies were used as the input for the cost analysis. This analysis indicated that processing this site at an optimum production rate of 3,500 short tons per day (st/d) could generate a positive cash flow.

Advantages and disadvantages of deflecting (wedging) diamond-drill holes to obtain sampling data are compared with the alternative of drilling additional holes. The discussion is based on a statistical analysis of a large set of deflection data from exploratory boreholes in South African gold mines. Representative cost comparisons show the conditions under which deflections are likely to be desirable.

The characteristics of each ore make it impossible to predict the quality of a flotation concentrate without exploratory tests. The research begins with laboratory batch tests, and then, after advances in the determination of process conditions, the complexity of the tests increases in order to evaluate new parameters. The closed cycle test (LCT) simulate circuits with load recirculation and the greatest difficulty of this test is to stabilize the circuit and achieve equilibrium. Depending on mass availability, the types of tests that offer the highest reliability and informations about flotation in an ongoing process are mini-scale or pilot-scale tests. This work aimed to compare the results of the flotation tests in three scales (batch test, LCT and mini pilot) for the Bonsucesso ore, a new deposit, owned by Nexa Resources, that has sphalerite, zinc ore, and galena, lead ore. In the open flotation circuit of galena was obtained 27.57% content with 26.70% recovery, in the LCT test the content was 31.54% with 64.64% recovery and in the mini pilot reached 51.22 % content with 65.51% recovery. In the open sphalerite flotation the zinc content was 55.51% with 77.35% recovery, in the LCT test the zinc content was 56.71% with 84.42% of recovery and in the mini pilot of 50.02% content with 94.54% recovery.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) are studying the time-dependent response of rock stressed along weakness planes. The objective is to improve mine safety by reducing the number of roof falls that cause injuries and fatalities to miners. Researchers conducted direct-shear tests on mudstone overcored from a coal mine roof. Results showed frictional strength weakens with displacement along the shearing planes. Results of direct-shear creep tests also showed time-dependent deformation. Test measurements were compared to classical analytical models. Results suggest that risk of roof collapse may be decreased through layout and support design to reduce creep rates and thus slow progression toward failure.

Throughout history mining operations have, been relatively technical in character and somewhat esoteric. In ancient times mines were places where prisoners of war or criminals were sent, to drag out short lives of hard labor, under conditions ranging from hazardous to lethal. Underground mines were damp and poorly lighted, and workers were often cramped in narrow spaces and tiresome positions. Hard rock was mined by building fires against faces and quenching with water. Combustion products from these fires and from such dim torches as were provided, plus the dampness, made the underground atmospheres quite injurious to health. During the Middle Ages, mining became less penitential and more technical. Because of the desire of sovereigns to foster production from mines, miners enjoyed special privileges as free men. Crude pumping, hoisting, and ventilation systems were introduced (Fig. 9.1). However, mining remained a relatively hardworking, hazardous occupation, separated from the lives and comprehensions of most people. With the Industrial Revolution, steam-powered pumps enabled penetration to greater depths, and the use of power-driven machinery gradually revolutionized productivity. Skill became more important than back-breaking labor. This revolution continues into the present. Mining today uses some of the largest and most complicated machinery in existence and little rock is moved by direct labor. Power drills, explosives, and boring machines penetrate and break hard rock. The modern mine, surface or underground, presents an impressive panoply of drilling, breaking, loading, and transporting equipment, facilities for power transmission, pumping, and ventilation, and expensive, complicated crushing and treatment machinery. Modern technology, machinery, and skilled workmen produce an efficiency that knows no parallel in the raw material field. Mineral substances are extracted and converted into useful forms at costs which are dwarfed by those of providing forest or agricultural products in terms of comparable weights, even though conversion of these last categories is typically much simpler. Capital investment per worker, i.e., mechanization, is greater than in nearly all other industries. Despite these features, and more than average financial risk, the mineral industries perform at modest profit. The popular concept that mines and oil fields are sources of boundless rewards is a myth, sustained by the occasional unusual episode. Before one can start actual production of minerals, he must first acquire a suitable deposit. The process of acquisition will require anything from a rather simple search to a difficult, lengthy, expensive exploration effort. After locating the desired deposit, title must be obtained by denouncement, concession, leasing, or purchase. If the deposit is solid, it can be mined in pits or underground workings. Efficiency of back up rolls depends mostly on two parameters – length of campaign and dressing amount after the campaign. The longer the campaign (in terms of rolled tones) is, the higher the dressing amount. To solve this task properly it is necessary to know the distribution of accumulated damage in the working layer of the roll caused by previous campaigns and by loads (separating force and bending) during present campaign respecting changing conditions of material properties (hardness) through radius of the roll. To find an optimum dressing amount an algorithm has been developed and specialized computer program will be presented, that takes real measured loads during the backup roll campaign, calculates fatigue damage in the roll and suggests relevant dressing amount. This can help to prolong service life of rolls, minimize the risk of spalls and reach maximum efficiency in terms of rolled tones/km per roll.

In this study, zeta potential and contact angle measurements of pyrite before and after interacting with Thiobacillus ferrooxidans are carried out to investigate the changes in its surface properties. The results show that, after pyrite interacting with Thiobacillus ferrooxidans and its metabolite, the surface electricity of pyrite changes obviously, resulting in a notable shifting of isoelectric point to lower pH value, but the contact angle varies little. Bacterial protein plays the most important role in the interaction. This work is helpful to disclose the mechanisms of Thiobacillus ferrooxidans de-pressing pyrite flotability.

The high-rate floc blanket clarification process developed by the Anglo American Corporation of South Africa is capable of continuously clarifying gold and uranium pregnant solutions containing 200-2500 mg/L suspended solids to below 25 mg/L solids at an average rising velocity of 8 m/h at the low process cost of R0,001-0,002 per ton of liquid treated. Overall process cost savings are mainly due to increased polishing filtration cycle times.

A new synthetic material has been developed which is highly effective in treating drilling muds to reduce filtration rate. The material is the soluble salt of a very high molecular weight condensation product of sulfonated phenol and formaldehyde (SPIF). Laboratory tests show that SPIF is effective in muds of all salinities varying from fresh water to saturated salt water. Alkaline materials. such as soda ash or caustic and quebracho, may be used in combination with SPIF to advantage, and are essential in muds containing saturated salt water. In a field test where the water used in the mud had a salinity of about one-half that of sea water, SPIF in combination with caustic and quebracho made a very satisfactory mud. SPIF does not ferment. but due probably to additional polymerization a slight decrease in effectiveness is found when it is subjected to high PH and high temperature for a long time. INTRODUCTION Drilling mud is essential in rotary drilling. The influence of variations in the different properties of a mud on its ability to perform the various functions in drilling of wells is thoroughly understood in some cases and poorly understood in others. For instance, the function of mud density in restraining high pressure fluids is simple and well known. On the other hand. while the value of low filtration is widely recognized, it is seldom possible to determine precisely what filtration rate is required for the mud to perform its functions properly. Filtration rate is important because it influences the ease of moving tools in or out of the hole. Filtration rate also affects the stability of the bore hole walls, which are subject to softening and degradation by aqueous filtrate. Difficulties in rotary drilling are often avoided by using low-filtration muds. Treatment of fresh-water muds to provide moderately low filtration rates usually consists of adding chemicals to improve the dispersion of the clays. To provide very low filtration rates, organic colloidal materials are added. Among the materials hat are used in this way are starch, natural gums, and altered celluloses. In muds that contain large amounts of salt or calcium or magnesium ions, the clays are coagulated and, as a consequence, the filtration rate is undesirably high. In such muds organic colloids are of great importance. LIMITATIONS OF PRESENT FILTRATION ADDITIVES Starch and water-soluble gums are widely used as filtration control agents. Starch is the most important material of this kind being used. It has the advantage of relatively low cost. It is effective in promoting low filtration rates, not only in fresh water muds, but also in muds containing large amounts of salts. However, both starch and natural gums are subject to fermentation and must be preserved from damage caused by microbiologic attack. Also, both starch and natural gums tend to increase the mud viscosity undesirably. Furthermore, the quantity of material required may be quite large. This is especially true when substantial amounts of salts are present. In such a case small addition* of starch may increase rather than reduce the filtration rate of the mud. Carboxy-methyl-cellulose, a chemically altered form of cellulose, has some advantages over starch. It is effective in smaller concentrations and does not increase the viscosity as much as

The Grossmann principle1 for the calculation of hardenability of steel from composition is attractive because of its simplicity. It postulates that the hardenability of a steel for any particular grain size may be expressed in terms of an ideal critical diameter, which is the product of an ideal critical diameter for a "pure" iron-carbon base multiplied by a succession of factors for each element of composition contained, including the incidentals. It infers that the multiplying factor for a given quantity of an element is constant for all combinations of composition. Gross-mann has stated that in the great majority of cases the experimental values of hardenability are found to be well within 10 per cent of the calculated values. The validity of the scheme has been confirmed in principle by Crafts and Lamont2,3 and by Kramer et al.4 Their results differ from the original in the magnitude of the effect of some elements but, since they accepted the product concept and followed its direction, it is to be ex~ected that similar results would be obtained. Crafts and Lamont, in their second Paper, recognized that the factor relations for manganese and nickel were not continuously linear, but beyond certain critical amounts increase sharply. Austin, Van Note and Prater6 demonstrated nonlinear relations between hardenability and alloy contents. Their curves for chromium, silicon, manganese and nickel were all convex upward to show decreasing incremental effects. They concluded that Grossmann's factors under-evaluate the hardening effect of low percentage additions of these elements, and overevaluate the larger additions. More recently W. Stevens has found that the factor method fails when applied to complex steels containing two or three principal alloying elements other than carbon. Multiplying factors derived from his results bear a complex relation to composition and are not constant for a given amount of an element as the base composition varies. C. A. An earlier paper1 introduced a rapid solution for mine ventilation network problems, employing the digital computer. In this paper, refinements and additions to the computer program which expand its scope of application and a solution to a ventilation network having a coal-mine configuration are presented. The revised program-written in FORTRAN for the IBM 7074 computer in Penn State's Computation Center-is applicable to any mine ventilation network employing natural splitting and having its fan located externally. It accomplishes the following: 1) Distributes an assumed total quantity of air flow among all airways of the network, performing iterations until an acceptable level of error is attained and the flow in each airway is known. 2) Computes the pressure drop (head loss) in all airways and the overall network and mine head losses. 3) Determines the operating point for the mine and a given fan, adjusting all air flows and head losses to the actual values. The basis of analysis used is the Hardy Cross method of successive approximation for solution of any fluid network, explained in detail in the earlier article. In brief, corrections to assumed air flows are computed for all the loops of a network; following distribution to the airways of each loop, the process is repeated until acceptable accuracy is attained. When a hand or desk-calculator solution is used, there is advantage to close approximation of the actual flows in the original assumption of air-flow distribution in the network. Since publication of the previous paper, in which assumption of initial quantities was also necessary in the computer solution, the program has been modified to make the first distribution itself, assigning the total quantity to one specified path in a split and then proceeding to correct the flows. The number of iterations required for a high-accuracy solution is little affected, at least in networks of few loops, 10 to 15 being sufficient to reduce the error to 1 pct or less. The principal limitation of the original program was that it contained no provision for handling a fan. Further, it did not determine the overall head loss in the network and was not designed for multiple parallel openings, such as occur in coal mines. The revised program was written to overcome these disadvantages and also to print out the adjusted flows for all airways, corrected for the system operating point. At the present time, the program can handle only an external fan. The procedure employed in solving a ventilation network is now as follows: 1) Input data consisting of airway characteristics and loop designation along with assumed direction of flow, for each branch of the network and any trunk airways, are fed into the computer. 2) Employing the resistance relationship, where R is resistance, K is friction factor, P is perimeter, L is length, A is area, and n is number of airways (where multiple intakes and returns are employed); values are computed for all airways. 3) An arbitrary, continuous route of flow through the circuit—from beginning to end—is selected and the path identified by airway numbers and read in. 4) Based on a total assumed quantity of flow Q (usually 100,000 cfm.) the computer employs the procedure described in the previous article in distributing quantities of flow among all the airways until a satisfactory level of accuracy has been attained (in the current program, the machine is turned off when the cumulative corrective error in cfm, is reduced to five times the number of airways). 5) Airway head losses H are calculated by the relation H = R Q2 and cumulated along the original designated flow route to find the overall head loss for the network. Trunk airways are then included to obtain the mine head.

One area of study in the Coal Mine Injury Analysis project was to illustrate and enhance the ability o mine safety management personnel to apply analytical techniques to Injury experience data and to justify requests for funds for safety enhancement actions on a cost/benefit and other quantitative basis. Four volumes of this final project report detail (1) the objectives and scope of the mine safety management research, (2) the results of literature review, and case studies, and (3) models developed for mine safety management. The four volumes are titled as Volume III: Mine Safety Management, Volume IV: Analytical Techniques for Mine Safety Management; Volume V: Mine Safety Management Case Studies and Volume IX: Training Cost Model. In this volume, the application of the quantitative procedures to mine-specific accident/injury experience data is discussed in detail in the form of case studies. The accident data from three mines are analyzed, and recommendations for training are proposed for each of the mines on the basis of this analysis. The procedures to apply cost-benefit analyses are described along with the cost benefit ratios for the training program/policies for the mines.

Many basic engineering principles of all four phases of mining operations, namely, prospecting, exploration, development, and exploitation, can be analyzed better in terms of quantitative geology. Geological data from both field and laboratory will also complement scientific methods now being developed. THE geological data emphasized so successfully in prospecting for new deposits, that is, structural controls, strength of solutions, and type of mineralization, are basically those required for successful exploitation. In the mining of newly discovered deposits the most economical methods should be employed as early as possible to keep the overall cost per unit produced at a minimum and to permit maximum extraction of valuable minerals. A crucial question is: How can geological data be translated into useful quantitative results which will aid in achieving this end? H. E. McKinistry' has suggested that a solution may be reached in one of two ways: 1—the usual approach, use of judgment based on experience; or 2—mathematical calculations and tests on models, both subject to certain limitations. He also suggests that in addition to better use of geology more case data and theoretical data are needed on which to base sound judgment. Further research, therefore, is necessary. Perhaps in this field the emphasis should be on more specialization in mining methods and ground movement by men with thorough training in physics, engineering, geology, and underground mining. These specialists would be equipped to point out the most economical and scientific methods of exploitation. Selection of a stoping method is governed by the amount and type of support a deposit will require in the process of being mined, or by the possibility of employing the structure of the deposit to advantage in mining the ore by a caving method. In addition to these factors there are others which almost invariably influence the choice of an economical method of mining:' 1—strength of ore and wall rocks; 2—shape, horizontal area, volume, and regularity of the boundaries of the orebody, and thickness, dip and/or pitch of the deposit and individual ore shoots; 3—grade, distribution of minerals, and continuity of the ore within the boundaries of the deposit; 4—depth below surface and nature of the capping or overburden: and 5—position of the de- posit relative to surface improvements, drainage, and other mine openings. In the final analysis it is usually necessary to disregard the less important of these factors to satisfy the requirements of the more important. Because of the variation of geological conditions throughout and surrounding the deposit, no mining method will be everywhere ideally applicable to the conditions encountered in one ore deposit. The immediate problem is to interpret the above physical characteristics of deposits in terms of geological characteristics. Very few quantitative geological data are available on the factors related to a choice of mining methods. However, there are many descriptive data in mining and geological literature which collectively show how important an effect details of geology have upon all phases of mining operations. The following categories of basic mining methods were investigated to establish the geological factors that have affected their successful application: 1— open stopes with pillars; 2—sublevel stoping; 3— shrinkage stoping; 4—cut-and-fill stoping; 5— square-set mining; 6—top slicing and sublevel caving; and 7—block caving. It should be noted that the first five of these methods are listed in the order of increasing support requirements. Mines were selected as examples only where geological descriptions were complete enough to warrant their use. A study of the geological factors involved in mining operations led to a choice of the following classifications, employed in Table I: 1—structural type of orebody; 2—dimensions (geometry); 3— country rock (type); 4—faulting, folding, and fracturing; 5—alteration of ore and rock; 6—type of mineralization; and 7—geological factors determining mining method (summary). Of these factors only one yielded results that can be defined from available data in a quantitative manner, i.e., dimensions of the deposit. These are the most reliable guides that can be used in selection of suitable mining methods. They are, in general, the properties of geologic structure most difficult to evaluate by studies of models, pho-toelastic studies, and other laboratory methods, all of which are at present more limited in their applications than the geologic method. "The decrease in iron content and increase in contaminants grade, associated with greater participation of compact and semi-compact materials, has impacted the recovery of a mechanical cells flotation circuit in the Iron Quadrangle, Brazil. The recovery decrease in the flotation stage motivated the current conventional flotation circuit reevaluation seeking alternatives to restore the recovery, without affecting the final concentrate quality parameters, with low investment. Sampling, chemical characterization of samples, bench scale flotation experiments, and mass balances were conducted. Analysis of the results showed opportunities to improve the circuit performance. The stages prior to the flotation circuit changes were: rougher, cleaner, recleaner and scavenger. In the previous configuration, recleaner was operated as cleaner scavenger and the iron grade in the scavenger concentrate was 23%, representing 38% of the new feed. After the circuit change, the circulating load was reduced from 38% to 15% and the iron content was upgraded to 42%, resulting in increased residence time. The iron content in the global tailings of the concentrator was decreased from 10.9% (year of 2013 average) to 10.2%, representing gains in both mass and metallurgical recoveries.INTRODUCTIONRegarding plant practice, the year 1972 represents a landmark for the concentration of iron ores in Brazil. VALE started up 28 units of WHIMS (wet high intensity magnetic separators) at the Cauê plant in Itabira, each one producing 1x106 t/year of concentrate. Later 17 WHIMS machines were commissioned at Conceição. During the 80’s decade of last century, changes in the ROM required the addition of a cleaner flotation stage to decrease the silica content in the pellet feed.The first company to use reverse cationic flotation as the only concentration operation of iron ore was SAMARCO (start up in 1977). Since 2015 flotation has been utilized at VALE in Itabira as major concentration process, magnetic separation acting as scavenger stage.The Jones matrix type WHIMS were manufactured for decades under patent by KHD Humboldt Wedag. After the expiration of the Jones patent, Eriez Magnetics took the world leadership regarding WHIMS manufacturing. The Brazilian branch of Eriez is Inbras. Based on plant practice experience at the Fabrica concentrator, the Brazilian company Gaustec was established (RIBEIRO and RIBEIRO, 2010) and is now present in different countries. The mega sized WHIMS GHX-1400 (18.000 Gauss, gaps smaller than 1.5 mm) were developed to face the challenge of huge throughput required by iron ore processing (Ribeiro et al, 2017)."

"This repot continues the series of papers being prepared at the Southwest Experiment Station of the Bureau of Mines in cooperation with the department of mining and metallurgy, University of Arizona, on factors involved in the leaching of ores. A list of previous publications is given in the bibliography at the end of this paper.Four factors are essential to the leaching of any copper-bearing ore: (1) A solution that will attack the copper minerals must get into the body of the ore particles; (2) the copper minerals must be dissolved by the solution; (3) the solution containing the dissolved copper must find its way out of the voids of the rocks into the main solution; and (4) the copper in solution must be recovered by some means of precipitation.This paper considers the third step -- the extraction of the water-soluble copper. From leached ores. The usual commercial practice in leaching copper ores consists of: (1) Crushing the ore to pass through a screen with approximately one-quarter or one-third inch openings; (2) charging the crushed ore into a fat; (3) adding, usually by upward percolation, a solution that will attack the copper minerals; and (4) washing the copper-laden solutions out of the ore with solutions weaker in copper than the pregnant solution, and finally with water. A countercurrent system of leaching and washing is usually employed. In some plants the solutions are circulated during leaching and washing, and in others they are not. In some plants the wash solutions are added by upward percolation, while at Chuquicamata the so-called ""piston-displacement"" method of washing is employed.The following condensed resume of the leaching cycle of the plant of the Inspiration Consolidated Copper Co. is given to present to the reader a picture of the steps involved in a typical leaching cycle. This plant was recently described in detail.4 The ore, crushed to pass openings 11/2 inches in diameter, passes over a screen with ¼-inch openings. The undersize from the screen goes to a Dorr howl classifier that removes the primary slime from the circuit. The overflow from the classifier is treated in a slime-leaching plant. The oversize of the ¼-inch screen passes through rolls, where it is crushed to pass a 3/8-inchscreen. The undersize from the 3/8-inch screen join with the coarse material from the classifier, and the combined products become the feed to the leaching vats. There are 13 concrete lead-lined leaching vats. The complete leaching cycle is 13 days. Eight tanks are under acid-iron content at all times; three are being washed, one tank is being filled, and the one is being excavated. The electrolyzed solution from the tank house, to which amount of new acid has been added, is put on the oldest tank of ore under need This solution travels from tank to tank and finally emerges from the newest ore"

Ladies and Gentlemen, There have been no less than ten major coal project financings in the last eighteen months. Each of these has been in the order of $100 million to $1 billion for the development of a coal property and its associated infrastructure. It is appropriate at this time to review the nature of these past financings. Why has there been so much activity? There are primarily two reasons. The first is due to the large number of contracts which were signed as a result of OPEC oil shocks. High projections were made for increased coal consumption particularly in world trade. This is distinct from domestic coal mine/power plant projects which often tap a government source of funds. Second is the high cost of coal development in the 1980's compared with a typical company's corporate borrowing capacity.
