JAN. 17-In what appears to be a general spirit of post-Christmas emotional malaise, most adult Americans have bidden farewell to the Forties and turned with no perceptible enthusiasm toward the Fifties. The dying decade had started amid a phoney war which verged on the romantic, stirred the pulse with excitement and seemed far away. A phoney peace dominates the new decade. The romance is no longer there. Nor is the excitement. Nor is the distance. While most of the world preferred to be chronologically correct and hold off for another year before celebrating the demise of the first half of the twentieth century, the United States with true competitive enterprise and a great whirl of words scurried into the second half a year early. This undue haste might perhaps have been dictated unconsciously by a yearning for the pattern of history to be repeated. For many centuries, ever since Roman times, the second half of most centuries tended to be far more tranquil than the first half. In Washington, Mr. Truman got on both sides of the mid-century line with all the aplomb of a good politician. He told Congress early in January that "the state of the Union continues to be good," as it nears "the midpoint of the twentieth century." Later he spoke of moving forward into the second half of the century. He promised an infinitely better life for everyone, whichever side of the mid-century line, and reaffirmed his prescription toward that end: assistance for small businesses; more houses for the middle-income groups; tougher anti-monopoly laws, retention of rent controls; development of natural resources; better insurance against the hazards of old age, idleness and unemployment; better medical care and education, civil rights legislation; new labor relations law and production payments to support farm incomes. All this was to be coupled with suggestions on how to balance the budget. The bloody and confusing 1940's had brought to most men's minds a fear of the future such as they had not known for centuries, and Mr. Truman's objective is to temper that fear. Only time will tell whether the terminal point of such a philosophy would or would not belie the old English proverb citing inability to both eat and have a cake. Brave words to the contrary, the national budget persisted in sliding off into the red. The smell of further inflation was equally persistent. And just to impart a little more zip to the trend, the American Federation of Labor announced its intention of seeking "substantial" and "large" wage increases this year. The AFL forewarns of a business slump after June and a 10¢ an hr wage in¬crease for each worker "will be enough to reverse the prospective downward trend and start a rise." Thus it goes-"the way to halt a drop in demand for labor is to raise the price of labor." Elsewhere in the harassed world, beleagured individualists in New York achieved a local triumph of sorts for one of the freedoms denied by the Soviet and Nazi systems-the right of escape, some escape at least, from the servitude to decibels. Grand Central Station weakened perceptibly at Christmas on its 5-min commercials and bore down heavily on "Hark, The Herald Angels Sing," and on New Year's Day capitulated entirely by abandoning the broadcasting of canned music and slugs of advertising slogans. In Europe, M. Bidault's Assembly majority fell away and newspaper accounts of the incredible monstrosities of political trials beyond the iron curtain were supplanted by headlines marking the birth of Princess Yasmin. The latter was surrounded by Byzantine splendor but otherwise showed no apparent deviation from the accepted norm. In Western Germany, Dr. Adenauer began to speak up more boldly, and the whole fabric of Allied policy towards the defeated enemy further dossolved under the impact of rivalry with the Russians. In the Far East both the Americans and British seem somewhat embarrassed by Chiang Kai-shek's refusal to lie down. Dual thinking regarding the "squalid and useless struggle in the China seas" is such that newspapers give sympathetic accounts to an American ship running supplies to the Communists at Shanghai while calling for help for the recognized Chinese government in Formosa. And with Britain recognizing Communist China they may well have to team up with Russia against the United States to kick the Chinese representative off the UNO Security Council, the Far Eastern Commission and the Allied Council in Tokyo. Far Eastern policy has never been a bipartisan matter and as General Chiang retreated to his final redoubts in Formosa and Hainan, a number of Republicans pecked away at Administration lassitude. Senator Smith advocated the occupation of Formosa and Messrs. Hoover and Taft asked for use of the Navy. Mr. Acheson has stood firm, however, against military aid. None the less, a study will be made of the Generalissimo's chances. Mr. Truman has a private purse of $75 million for the Far East and some $94 million in frozen ECA funds. Mr. Truman will likely trade some of this money for support of new Marshall plan appropriations, always mindful, of course, of Mr. Acheson's plan to drive a wedge between the Chinese and Moscow, and his wish to avoid any revival of imperialist nightmares throughout the Orient. Mr. Acheson is very convinced that the victories of Communism in China will be short-lived and South Asia will not fall

Este trabalho buscou avaliar a transferência de calor a partir do aço para o refratário da panela e para a camada de escória, utilizando um modelo numérico (Computational Fluid Dynamics). As perdas de calor dão origem a correntes de convecção dentro do banho e a consequência típica desse fenômeno é a estratificação térmica. Foi avaliada a influência de parâmetros tais como espessura da camada de escória, tipo de revestimento refratário e a temperatura de encharque. As perdas térmicas para o refratário lateral e do fundo da panela se mostraram maiores que as perdas térmicas para a camada de escória. Nas condições estudadas a espessura de camada de escória não apresenta influência significativa sobre as perdas, ao contrário do tipo de refratário e temperatura de encharque.

Regression analysis was used to correlate the physical properties of 478 sandstone and 90 carbonate core samples. Porosity, permeability, electrical formation resistivity factor, capillary pressure and the sonic velocity of the shear and compressional waves were measured. Prediction equations for porosity, permeability and electrical formation resistivity factor were found which should be useful in understanding the relationships between the physical properties of porous media in formation evaluation. INTRODUCTION The physical properties of porous media are important to the petroleum engineer and geologist. To evaluate fully the potential and behavior of a subsurface formation such as a petroleum reservoir, certain physical properties of the porous medium must be known. The problem of accurately determining physical properties of subsurface formations has not been solved because many determinations must be made by indirect measurements and because of the difficulties caused by complex pore structure and presence of clays in most naturally occurring porous media. Due to the difficulty in measuring some of the physical properties of porous media, it would be advantageous to be able to predict a certain physical property of a rock from other physical properties of the rock which could be measured more easily and more accurately. Since most potential reservoir rocks are heterogeneous, relationships between the physical properties are very complex and thus far no satisfactory correlations based on theory or laboratory models have been developed. It appears that empirical relationships obtained by measuring the physical properties of a large number of samples of naturally occurring porous media and applying regression analysis to develop equations for one physical property in terms of other rock properties is the best approach. REVIEW LITERATURE The three physical properties used as dependent variables for correlating purposes were porosity, permeability and formation factor. Since formation factor is more difficult to determine, a brief review of the literature is provided on this property. The first work on determining formation factors was published by Archie1 in 1942. He defined this property of a porous medium as F - Ro/Rw......(1) where Ro is the resistivity of the porous medium when completely saturated with a brine of resistivity Rw. Archie found the best correlation between formation factor and porosity was the following equation, where is the porosity fraction and m is the constant characteristic of the rock. The value of m was 1.3 for unconsolidated sand packs, and ranged from 1.8 to 2.0 for consolidated sandstones. In 1950 Patnode and Wyllie2 and De Witte3 observed that the formation factor as determined by Eq. 1 was valid only when the porous medium contained no conductive solids such as clay or shale. When conductive solids are present the formation factor is also dependent on the resistivity of the saturating fluid. Therefore, in samples containing conductive solids the formation factor decreased as the resistivity of the saturating fluid increased. Because of this. the measured formation factor was called the apparent formation factor and was designated Fa. Patnode and Wyllie proposed the following equation,

"Magnetite concentrate is naturally good for pelletising. However, due to the depletion of reserves of traditional high grade hematite iron ore worldwide, the usage of magnetite concentrate in sintering is expected to increase substantially. Magnetite concentrate is typically high in Fe grade and releases extra heat when oxidised to hematite. This will not only improve the quality of agglomerates produced, but also have a potential beneficial impact on the fuel consumption of the agglomeration process. There are an increasing number of magnetite projects currently being considered and developed. However the concentrates from some of these projects are too coarse as pellet feeds and much finer and denser than normal sinter feeds. Accordingly, special strategies are required in order to utilise the coarse magnetite concentrates at high proportions in pelletising and sintering. This paper discusses various raw material preparation technologies and blending optimization methods demonstrated to be effective for improving the sintering and pelletising performance of coarse magnetite concentrates. Pre-granulation and addition of binders, such as hydrated lime, were found to be particularly efficient in recovering the sintering productivity of sinter blends containing magnetite concentrates. In pelletising, HPGR (High Pressure Grinding Rolls) grinding enabled production of good quality pellets from 100% magnetite concentrates and optimized blends containing up to 70% magnetite concentrates also formed good pellets.INTRODUCTION Magnetite concentrates are often used as feed materials for pellet plants or sinter plants depending on their grades and grain sizes. To achieve the required quality of green and fired pellets, the concentrates often need to be ground very fine (80% passing 38- 45 m), which inevitably consumes a great amount of energy. Therefore, efficient grinding processes are required to reduce the amount of energy consumption needed to achieve the sizing and chemical specification of pellet feeds. The use of magnetite concentrates in sintering has the potential to improve sinter chemistry, which is deteriorating over time due to the slowly decreasing grade of direct shipping iron ores around the world (Yang and Mathews, 1997; Yang and Witchard, 1998, Yang and Davis, 1999; Yang 2005). However, methods are required to allow the utilisation of high levels of concentrates in sintering while maintaining productivity and sinter quality (Han and Lu, 2017)."

GENTLEMEN OF THE COAL MINTING INSTITUTE: I was requested to write an article on mining a short time ago; however, the time has been so short that I have not had time to prepare an article as I would like to have presented it to this body. In writing this article it has not been my intention in making comparison of various mines, to favor one or discredit the other. I hope it will be considered in that light. The coal mining industry as I have seen it in the past, at present and in the future. In years gone by large tracts of coal land could be obtained at a very small cost, and as yet coal land may be purchased at a reasonable price in this country, but I believe the time is near at hand when the methods of mining will have to be changed greatly in this country. Many changes have taken place-in the last few years, some of them have been forced by law, others by the coal operators themselves, after being convinced that the changes made were for their own benefit. During my 20 years in the mines I have seen thousands and thousands of tons of coal lost that could have been saved if proper methods of mining had been used. The Room and Pillar system of mining coal is none. too good at its best ; a certain per cent of the coal is always lost, yet it is about the only system that can be used under certain conditions, but where the Longwall system can be used I believe it is the best system yet introduced. If the Longwall system is used' there is no coal lost. You get it all as you advance with the workings. Some coal operators object to the Longwall system for several reasons, and most of the reasons they advance are not founded on facts. For instance some of them claim it is too expensive. I will admit that the cost per ton is a little higher in Longwall than it is in Room and Pillar as a rule for the amount of coal' mined, but after the Room and Pillar mine is finished as a rule there are thousands of tons of good coal lost, for the simple reason that it cannot be mined at a profit. In many cases if the same mine had been operated on the Longwall system every ton of saleable coal could have been mined at a fair profit, and in the long run would have netted the owner much more money than it did under the Room and Pillar system. The Longwall system has been in operation many years in Europe and especially Great Britain, and is the most approved of systems in many countries at the present time. Millions of tons of coal have been saved by its use in those countries. It is claimed that the Armour Packing Company loses nothing but the squeal of the hog when it is killed, and doesn't allow it to squeal much. Why lose coal if the Longwall system of mining will save it? The Longwall mine is far more easy to ventilate than the Room and Pillar mine; the air has a much less distance to travel for the same amount of working face in Longwall than it has in the Room and Pillar.

The Cook Islands is a group of 15 islands, being a Polynesian nation in the heart of the South Pacific Ocean and now bears the name of famed English navigator Captain James Cook, who sailed here in the 1770’s. In the 1800s, it was re-named “the Cook Islands” by illustrious Russian cartographers from the previous English name of “The Hervey Islands”. SEABED MINERALS The Cook Islands has one of the world’s most abundant deep seabed mineral (SBM) resources of Manganese nodules estimated at 10 billion tonnes, within its large Exclusive Economic Zone (EEZ) of almost 2 million square kilometres. This knowledge has been gained through numerous scientific surveys conducted in the Cook Islands waters by many international scientific research entities, starting with a Russian deep seabed marine survey in the 1970’s, from which many physical samples of these abundant Manganese nodules were first recovered. Some of the 1970’s Russian samples are still retained in the Cook Islands more than 40 years later. Then a comprehensive 21 year Pacific wide Seabed Minerals scientific study, between 1985- 2005, undertaken by the Japanese and SOPAC1 based in Fiji, confirmed that the Cook Islands has a vast, unique and valuable deep seabed minerals resource of Cobalt rich Manganese nodules. These Nodules contain many valuable minerals required by the global market including Nickel, Copper, Cobalt and Rare Earth Elements.

This paper presents some of the work associated with the reduction of employee exposure to diesel and blasting contaminants at an underground salt mine. The purpose of the paper is to outline the procedures recommended in resolving the problems associated with these contaminants. The first stage consists of a complete mine ventilation survey. The purpose of the survey is to identify any problems in the mine. The survey consists of air quality, air quality and ventilating pressure measurements taken throughout the mine. After completing the survey, the information is analyzed to identify problem areas and the possible causes. All available solutions to reduce the levels of contaminants are then explored and evaluated for feasibility. The PSU Mine Ventilation Simulator is then used to accurately simulate possible changes to the ventilation system. These ventilation projections are a useful tool to illustrate to the company and union personnel the possible benefits of various ventilation changes. This paper will illustrate the phases involved in making important and sometimes expensive ventilation decisions. Through the cooperative efforts of MSHA, company and union personnel, the levels of contaminants have been reduced by approximately 200 percent. As a result of these ventilation improvements, the company can now safely increase production approximately 25 percent.

In the fourteen years that Rössing Uranium Limited has been in production, the metallurgical operations and controls on the leaching plant have evolved through four basic stages. Initially, the emphasis was placed on the achievement of consistent plant operation by overcoming severe startup difficulties. The second stage involved the attainment of the design operating targets, and also the commissioning of the ferric-leaching reactors in order to achieve a ferric ion concentration of more than 3,0 g/l. Improvements in control then became the priority, with the emphasis on consistently achieving the target concentrations of ferric ions, total iron, and terminal acidity. The latest phase has concentrated on the optimization of costs by means of adjustments to the historically established operating parameters in order to achieve large savings on consumables while maintaining the leaching efficiencies. Apart from the obvious incentive of reducing costs in an inflationary economy and a depressed uranium market, impetus for this work was given by a change in the type of ore from the open pit, which has the effect of reducing the extraction efficiency while increasing the consumption of consumable materials. These problems and their solutions are discussed in detail, and the importance to cost-effective optimization of an accurate, up-to-date cost-reporting structure is stressed.

INTRODUCTION The Soudan 2 Cavern was completed in 1986 as a physics research laboratory located 713 m below ground in northern Minnesota. A paper in the 1985 RETC proceedings presented the background and planned usage for the cavern, site investigation and rock conditions, contract documents, and a bid summary. This is a follow-up paper describing construction of the cavern. The Soudan 2 excavation, 71.8 m long by 13.9 m wide by 11.6 m high, was excavated by drill and blast methods and mucked by crawler tractor and mine hoist. The excavation sequence consisted of twin top-heading pilot tunnels followed by removal of the top heading pillar and finally the bench. Various blasting designs were used to achieve adequate breakage and acceptable levels of blast damage control at the cavern perimeter. The geologic conditions exposed in the cavern, and the support needs of the rock encountered, are compared to the conditions interpreted from the site investigation. The influence of specific geologic features on cavern performance will be described. Initial support and final lining consisted of full length grouted rockbolts and reinforced and plain shotcrete. Trials were conducted with steel-fiber reinforced shotcrete and microsilica additives. INTRODUCTION The planned 166 kilometer (103 mile) Metro rapid rail transit system in Washington, D.C. is being designed and constructed by the Washington Metropolitan Area Transit Authority. At the present time, 112.6 kilometers (70 miles) of this system is in operation and contains 21 route-kilometers (13 miles) of rock tunneling, and 14.5 route-kilometers (9 miles) of soft ground tunneling. An additional 2.4 kilometers (1.5 miles) of single track tunnels in rock are planned and 6 additional contracts will consist of some 8 kilometers (5 miles) of twin tunnel, resulting in 16 additional linear kilometers (10 miles) of single track tunnel in soft ground. The Authority plans, upon its evaluation and the recommendation of the General Engineering Consultant, to include an alternative design incorporating the convergence confinement method of construction known as the New Austrian Tunneling Method (NATM), for Sections E-5, E-6e and E-8a of the E-Route. The Metro system is constructed in a variety of geological conditions and crosses the boundary of two major geographic provinces. The textures of cold-rolled and of annealed iron are compared with those of an iron-0.8 pct copper alloy in which the amount of precipitation after cold rolling was controlled. Previously published pole figures -for cold-rolled and for annealed iron are confirmed. The effects of precipztatiotz after cold rolling are to retain the cold-rolled texture after annealing, to inhibit the formation of the usual allnealing texture, and to produce elongated recrys-tallized ferrite grains. It is suggested that the inhibition of new textures by precipitation after cold rolling is a general phenomenon. A great deal of attention has been paid to the development of texture during the secondary or tertiary recrystallization of ferritic alloys, but very little work seems to have been done on the control of texture during primary recrystallization. If such control were attained, it might be possible to simplify the processing of oriented materials or to change the characteristics of current cold-rolled and an-nealed products. From previous experience, it seemed likely that texture could be controlled by recrystallizing a supersaturated solid solution. Green, Liebmann, and Yoshidal found that the formation of preferred orientation in aluminum (40 deg rotation about <111> relative to the deformed matrix) was inhibited when iron was retained in supersaturated solid solution in the strained aluminum. The authors attributed this inhibition to iron atoms in solid solution. There is, however, an alternative explanation. Green et al, took a highly supersaturated solution of iron in strained aluminum and heated it to an unspecified temperature for recrystallization. It is probable that precipitation occurred prior to and during recrystallization, and it is proposed that the inhibiting agent is this precipitate, rather than the iron atoms in solid solution. It is important to note that precipitation before cold work is ineffective; the effective precipitate is that formed after cold working and either before or during recrystallization. The location and distribution of the precipitate are critical. Precipitation in such a manner has been found to have profound effects upon kinetics of recrystallization and the microstruc-ture of the recrystallized alloys.2-4 It would be surprising, indeed, if this were accomplished with no change in texture. Because of the relative simplicity of the system, and because of previous experience,4-7 it was decided to determine the effect of precipitation on texture in an alloy of iron and copper. Bush and Lindsay5 found an unspecified change in texture in cold-rolled and annealed low-carbon rimmed steel sheets when the copper content exceeded 0.1 pct. MATERIALS In earlier work, the rate of recrystallization of a low-carbon steel was greatly decreased by 0.80 pct copper, and, after the proper treatment, the recrystallized ferrite grains were greatly elongated.4 Accordingly, it was decided to investigate the effect of precipitation on texture at this level of copper content. The iron and the iron-copper alloy were made from high-quality electrolytic iron and OFHC copper, vacuum-melted in MgO crucibles, cast, hot-rolled to 0.2 in., then machined to 0.150 in. The compositions are given in Table I. The plates were heated to 925°C and brine quenched, twice. This produced a ferrite grain size of ASTM 0 in the iron and ASTM 1 in the Fe-Cu alloy. Disk specimens were cut from the heat-treated plates, repeatedly polished and etched, then used to determine (110) and (200) pole figures by reflection. Despite the complication of large grain size, these pole figures strongly indicated a random texture. PROCEDURES The copper content in solid solution in ferrite before cold rolling and recrystallization, and hence, the amount that could precipitate during the recrys-tallization anneal, was controlled at three levels by heat treatment. The specimens as quenched from 925° C were presumed to have all the copper, 0.80 pct, in solid solution. Other samples of the quenched alloy were aged 5 hr at 700°C to retain about 0.5 pct Cu in solid solution.6 A third set of quenched specimens was reheated to 700°C, then slowly cooled in steps, to reduce the amount of copper in solid solution to a very low level. All specimens were cold-rolled 90 pct, from 0.150 to 0.015 in. thick. The rolling was done in one direction only, i.e., the strip was not reversed between passes, with a jig on the table of the mill to keep the short specimens at 90 deg to the rolls. The rolls were 5 in. in diameter and speed was 35 ft. per min. Machine oil was used as a lubricant. In a supersaturated alloy, the maximum effect of the copper precipitate on microstructure and on recrystallization can be developed by a treatment at 500°C, after cold rolling and before recrystallization.&apos;

P.T. Kellan Equatorial Mining (KEM) is an Indonesian incorporated company owned 90% by CRA Limited of Australia and 10% by PT. Harita Jayaraya of Indonesia. The Kelian gold mine first commenced production in January 1992 and has produced in excess of 21 tonne of gold (675,000 oz) in its first 18 months of operation. The operation is a large tonnage low grade deposit that accepts a low gold recovery by industry standards due to the partially refractory nature of the orebody.

A Conveyor Belt Fire Test Program was initiated in 1985 by the Approval and Certification Center (A&CC), Mine Safety and Health Administration (MSHA), U.S. Department of Labor. The purpose was to evaluate the effect of entry air velocities on the burning properties of mine conveyor belts and assess fire test data from large- and small-scale tests. Belts meeting the fire-resistant standards of MSHA and agencies of other countries were tested in small- and large- scale fire tests.

Let us all endeavor to secure the nomination and election of this type of man, and let us, each in his own district (which collectively will represent practically every important locality in the Union) carefully scrutinize all candidates for election and work for the-best one who seems to have any chance of being. successful. Let its place ourselves in communication with political leaders, newspaper men of prominence, and public men generally, strengthening our own appreciation of the importance of the election at this time and cooperating for the purpose of obtaining candidates of the highest character. Drilling for oil and gas in Missouri continued at a slightly lower rate than has been prevailing. A summary of operations for the past few years as compiled and published by the Missouri Geological Survey and Water Resources is as follows: Two oil pools are being developed in Cass County. Neither area has been drilled completely, and detailed descriptions will not be given at this time. In the Endicott pool in the southern part of T. 44 N., R. 33 W., oil is found in the Warrensburg sand, which is now considered to be the Big Lake sand of eastern Kansas. The top of the sand is about 125 ft. below the Herthalimestone. The best well is reported to have made 14 bbl. per day for the first four days. The oil is 30" to 32&apos; BB. gravity. This is the only pool in the state, aside from the older areas on the east and west edges of Lees Summit, Jackson County, that is producing oil from the Warrensburg sand. Drilling continues in the Knoche pool in the central part of T. 46 N., R. 33 W., where the oil is found in the Squirrel sand. The oil produced by both these pools is sold by truck in Kansas City.

The Waste Isolation Pilot Plant (WIPP) performed a feasibility analysis for the purpose of either modifying, supplementing, or replacing its two main mine fans. The WIPP, located near Carlsbad, New Mexico, is a U.S. Department of Energy (DOE) fa¬cility designed to demonstrate the permanent, safe disposal of U.S. defense-generated transuranic waste in a deep bedded salt deposit. Since the centrifugal fans were installed in 1988, multiple op¬erational and performance concerns have been identified. A com¬prehensive engineering study was conducted in 1995 to: 1) Qualify and quantify operational concerns, 2) Evaluate possible alternatives, and 3) Recommend an optimum solution. Multiple system modification and/or replacement scenarios were evaluated with associated cost estimates developed. The study considered replacement with either centrifugal or axial fans. Multiple fan duties are required at the WIPP. Therefore, Variable Frequency Drives and Inlet Vane Controls (IVC) were investigated for centrifugal fans. In-flight adjustable blades were investigated for axial fans. The study indicated that replacing the existing system with two double-width, double-inlet centrifugal fans equipped with IVCs was the best choice. This alternative provided the most desirable combination of: 1) ensuring the required operational readiness, and 2) improving system performance. The WIPP is currently planning to replace the first fan in 1997.

Chemists, physicists and others, whose occupations necessitate the use of fine scales, have heretofore regretted their inability to obtain any which would remain uniformly accurate. The difference between the theoretical and the actual results obtained in the ordinary balance (provided the pivot-distances are exact) is mainly due to the frictional resistance between the knifeedges and their bearings. This frictional resistance, although reduced to a minimum in the finest scales when new, constantly increases, thereby decreasing the sensitiveness proportionately. When examined under the microscope, neither the surface of the knife-edge nor that of&apos; its hearings ever appears perfectly smooth. Soft kunife-edges are easily blunted, whereas hard ones are brittle and liable to crumble under the effects of over-load or shock. Prof. Frederick A. Roeder for many years attempted to discover some means by ,which the knife-edge could be replaced with some device free from the above-mentioned objections. His experiments convinced him that a torsion-joint was best suited for that purpose. After he had communicated his conclusion to me, we jointly developed the system to its present form. A torsion-wire had been used for the centre of rotation, prior to Prof. Roeder&apos;s invention, but it was found impossible to replace the terminal knife-edges with torsion-joints.

The U.S. Minerals Attaché Program, similar to the scientific and technical attache programs of other industrialized nations, is designed specifically to keep surveillance on significant worldwide developments in minerals, metals, and fuels. Knowledge of international minerals developments is essential for both domestic planning and conduct of foreign affairs. CONTROLLED BY DEPT. OF STATE Ten minerals specialists-eight minerals attaches and two petroleum attachés-man this far-flung, worldwide program for the U.S. Government as best they can. Minerals attach& also handle oil, in posts lacking petroleum attaché. The legislative authority for the Minerals Attaché Program is the Foreign Service Act of 1946 and succeeding amendments and Presidential Executive Orders. Therefore, this program is controlled by the Department of State. Interior (representing the Bureau of Mines) and State collaborate in policy formation and direction by means of a "memorandum of agreement" which covers establishment of posts, selection of officers, contents of reports, and supplemental training. State also has about half a dozen nonspecialist officers to complement the work of the minerals and petroleum attaché. It is not the intention here to evaluate the administrative arrangements of this program but rather to describe it and to provide examples of the important job it is doing.
