It is indeed a rarity for a non-engineer, let alone a lawyer, to even be considered for a mining-related award, especially where that award is for significant contributions to technical progress in the mining and exploration sectors. So, when I was notified that I had received this award, I struggled for a topic that would meld the legal world that I operate in with the engineering driven world of exploration and extraction. The most exciting part of my job has always been the opportunity to absorb the technical details of the cases I work on and, in effect, translate them for a lay audience. Too often, I have found, lawyers, judges, legislators and yes, even regulators who lack a technical background simply give up trying to understand the details of the very conditions or processes that they are trying to describe and simply repeat phrases told to them by their client or by a retained expert.

"The mining industry is currently facing significant challenges to identify and adopt sustainable collector chemistry that effectively recover value minerals in difficult-to-process low-grade resources. These are typically characterized by complex mineralogy and the presence of significant amounts of penalty gangue sulfide minerals, especially pyrit which is a challenge to separate from value minerals at many major mine operations. Three chemical strategies for dealing with gangue sulfides and penalty elements are: a) selective flotation of value minerals while rejecting penalty minerals in the whole circuit, b) rejecting penalty minerals in an appropriate part of the circuit using selective depressants, c) using a combination of selective collectors and depressants in appropriate parts of the circuit. This paper will evaluate different strategies for dealing with those penalty elements and propose the most efficient alternative. New products and application technologies have been developed in the past 25 years by Cytec for implementing these strategies as dictated by the particular needs of a given plant. However, in recognition of the growing interest in meeting the sustainability challenges, Cytec Research and Development have been focused in the development of greener products (collectors, modifiers and frothers) and processes using FLOTATION MATRIX 100TM approach used to develop the optimal collector system for each specific ore. An overview of these new developments is given in this paper using case studies of application of selective collectors and polymeric modifiers including the newer, greener chemistries."

Hectorite is a rare magnesium-lithium clay mineral that occurs at many places in the McDermitt caldera of Nevada-Oregon. Commercial development of several high purity deposits began in 1986. The hectorite that was precipitated in a lake environment formed after the collapse of the McDermitt caldera. Hectorite beds and lenses are associated with volcanic sediments, limestones, dolomites, zeolites and locally sandy bentonites. The high purity deposits appear to be associated with hydrothermal areas. The hectorite consists of extremely small, flake-shaped crystals. Calcium (Ca) is the predominant exchangeable ion. Its color ranges from white to light green. Commercial uses include high-brightness, magnesium-aluminum-silicate (MAS) products, organophilic clays, pulp retention and ceramics. The MAS is used as a suspending agent, binder, stabilizer and thixotrope in aqueous solutions for cosmetics, household cleaners, pharmaceuticals and miscellaneous industrial applications. Hectorite-based organophilic clays are used in printing inks and paints. The McDermitt caldera complex is located astride the Nevada-Oregon boundary west of the town of McDermitt, NV (Fig. 1). The structural complex is elliptical in shape, extending about 43 km (27 miles) north-south and 34 km (21 miles) east-west. This area was the site of extensive volcanism during the Miocene (24 to 18 million years). The complex consists of five overlapping calderas with the oldest at the south end of the complex (Rytuba et al., 1979). Each of the vent areas collapsed and is marked by a ring fracture zone. The ring fractures around the outer boundary of the caldera complex are shown in [Fig.1].

INTRODUCTION The first phase of the Los Angeles Metro Rail Project consists of 7.1 km of subway and stations running through downtown Los Angeles from Union Station to MacArthur Park. Contract A146, Tunnels from 5th/HILL Station to 7th/Flower Station, involves tunnel construction through the heart of downtown Los Angeles. The alignment of the tunnels passes beneath twelve buildings, ranging from a 3-story below grade parking structure to numerous 12 to 14 story buildings. The soil along the alignment is alluvium, consisting of silts and clays, clean sands and gravels located above the ground water table. Because of unstable ground conditions, which led to excessive ground losses in several instances, and because of the potential for excessive building settlements, it became necessary to design and perform a program of chemical grouting. The chemical grouting program was designed such that tunneling could proceed on a one shift per day basis, with chemical grounting being performed on the remaining two shifts. Each day 21,000 to 31,000 liters of sodium silicate grout were injected through sleeveport grout pipes installed 18 m deep through the tunnel face. Tunnel advance rates of 12 m per day, 60 m per week, under full chemical grout cover were achieved. The chemical grouting program virtually eliminated both ground loss and settlement and permitted successful excavation of the tunnels. The general system of workings at the Utah-Apex is similar to that found in many of the western metalliferous mines. There is a vertical three-compartment shaft extcnding to the surface, from which the various levels have been driven to the orebodies. The 1000-ft. (305-m.) level, about 3/4 mile long, was driven as a haulage and drain adit. Geology The formation is a flat north-dipping series of alternating limestone and quartzite beds. Extensive north-south faulting and fissuring have taken place, resulting in the formation of large replacement orebodies in the crushed zones in the limestone. The orebodies are irregular in shape and size, but follow closely the trend of the mineralizing fissures. The ore consists of galena, pyrite, sphalerite and small values in silver and gold. Large masses of non-commercial pyrite are frequently found in or adjacent to the orebodies, and more or less pyrite is found for some distance in the walls of the orebodies. Lenticular bodies of a black pyritic shale also occur in the zones where extensive faulting has taken place. Mining Methods and Condition of Workings Geological conditions, mentioned before, have made the ground extremely heavy. In mining above the 1000-ft. level, square-set and filling methods were used, but not altogether successfully. The crushing of timbers extended even into the filled portions of the stopes. The filling material itself, consisting of limestone, shale, and pyrite, possessed swelling qualities which added to the difficulty of maintaining

The Lac Otelnuk iron property is located in the Province of Québec in the Northern Labrador Trough. The Labrador Trough is an extensive geosyncline of Proterozoic rocks, unconformably underlain by Archean gneisses. The Lac Otelnuk iron property hosts two significant magnetite iron-formation taconite deposits that outcrop, are sub-horizontal and are known to extend for at least 25 kilometres along strike. The host sedimentary rock package that includes a cherty iron formation is weakly metamorphosed to greenschist facies.

"ABSTRACTThis paper briefly describes the mining method proposed for the iron ore deposits in Wadi Shatti, western Libya. The iron ore produced will be used in the steel plant at Misurata on the Mediterranean coast. GeologyThe Wadi Shatti is located in the central part of western Libya. Flat iron-bearing sedimentary rocks are exposed with remarkable regularity in this valley. It occupies an area 200 km long by approximately 20 km wide trending in an eastnortheast direction between Jabal Fazzan in the north and Zel1af Sand Dunes in the south (Fig. I). Only a part of this valley has been ful1y explored by drilling on a 400- by 200-m pattern in an area of 18 km2 south of the town of Taroot. Farther to the south, no exploration by drilling can be done due to the presence of sand dunes .The iron-bearing bed is about 10to 15m thick, with a dip of 2 to 4 degrees in a southerly direction . The overburden consists mainly of clayey sandstones, 4 to 5 m thick, in the northern part, increasing to 35 m in the southern part. The iron ore bed consists of three different layers, from the floor upward: (1) Lower Reduced Ore (LRO), having a varying thickness of 1 to 7 m; (2) Magnetic Ore (MO), with a thickness varying from 4 to 12 m mainly in the central part of the area; and(3) Upper Reduced Ore (URO), with a bed thickness varying from 0 to 7 m."

This is presentation of a model which simplifies application of project management in control of the construction procedure of industrial units (mines, power stations etc). The model is made for further referrence of investors. The most demanding problem in large units is to find the best way of locating all activities within a network. The model uses term "line" (which refers to a construction unit) for a serie of activities which are to be sequentially executed (up to 1000 lines, each with 10-20 activities). The lines are coded in advance. Each line is described by a competent expert. Team of experts provide liason between lines on the basis of computer drawings. The method proved to be extremely effective. In order to provide smooth monitoring at all management levels, graphic documentation is given at 4 levels. The initial level is the third one, made based on input data (more than lo listings per one drawing). By condensation of activities along one line, another level is obtainable. Grouping of lines gives the first level (1-2 listing) for the highest management level. More detailed information is given for a limited (shorter) period at the forth level for the purposes of operational management. Each activity has three phases: prior to contracting, post contracting and accomplishment. All phases are presented at all levels, which enables investor to be continually well informed about construction advancement. Model is written in FORTRAN language. Programs comprise: maintenance of data base, calculation of time and costs and elaboration of graphic and other documentation.

It is well known that, with the exception of the so-called " niter-and-nails " method, all methods used for the fire-assay of salphide-ores,* especially those of iron, zinc, lead and copper, are very tedious and require the constant attention of the assayer. The objections to the niter-and-nails method are: The liability of the charge to boil over, due to the presence of the' niter; the low results in silver (uncorrected); and the frequently large discrepancy between the actual weight of the lead button and the calculated weight. In many cases the buttons are too small to collect all of the gold and silver contained in the sample, while in others they are too large for cupellation. It was thought that, if these objections to the niter method could be eliminated, it mould give a method for the crucible-assay of sulphide-ores, and especially the low-grade ores of zinc and copper, which would be superior to any method in use at the present time. The only similar methods of assay are those of Perkins,t Rhead and Sexton,$ and Mitchell. The method of Perkins requires too much litharge for it to be a commercial success; that of Rhead and Sexton, utilizing the prelimiilary assay we found to be the best;—the charge for the final assay, however, was modified by having borax-glass added to it; also, the oxidizing power of the niter mas determined by a charge which difters from either the preliminary or the

Asterism appearing in X-ray Laue diagrams is an extremely sensitive index of changes in the internal structures of individual grains of polycrystalline metals. It indicates the existence of various forms of subboundary structure or subdivision within the grain. The present viewpoint is that the grain is made up of lattice blocks having substantially the same size and shape.l-4 When these blocks all assume exactly the same orientation, the crystal is perfect and asterism is absent. Cleaves and Thompson5 observed that the hardness of iron is virtually constant over a range of grain sizes. It is quite possible that the subboundary structure caused this, and that the latter is just as important as grain size itself. While the experiments reported here are not conclusive, they do support this viewpoint. Metals can, under certain conditions, be prepared entirely free from asterism, but this preparation does not necessarily require long heating or slow cooling, as will be shown here. In this paper a distinction is made between mosaic and distorted grain structures but the difference is only a matter of degree. In a previous paper9 it was shown that the grains can become distorted even during heat-treatment. The block structure exists inherently, even in a perfect crystal; the size and shape of these crystallites, or lattice blocks, varies, depending upon a number of factors. Goetz, for example: has shown that a metal before crystallizing from the molten state must go through a paracrystalline phase with oriented groups of atoms about 10-l4 to 10-l5 c.c., or 10-15 cm. in size. These crystallites, or blocks, appear to survive the most drastic cold-working, for it has been shown, and more elaborately by Wood's recent work," that cold-working cannot reduce the size of these crystallites smaller than of the order 10-5 cm. The interesting correlation brought out by the experiments of Goetz and Wood is that the block size after severe cold-working is of the same order of magnitude as the groups that formed in the metal just before crystallizing from the molten state. The work of Ewald and Rennenger17 and the now classical experiments of Darwin and James12,13 all strongly suggest the existence of a periodic structure of crystal. lites smaller than the grain itself. Related to this effect is the appearance of veinlike markings in the microstructures. Ammer-man and Kornfeld,16 in their experiments, did not observe any evidence of veining in specimens of alpha iron annealed below A3 and believed that veining was not due to impurities in the iron, as Northcott16 suggested; veining was observed by them only in specimens annealed above A3. Hanemann,16 Schrader and Tangerding found that annealing in hydrogen did not diminish veining and so it could not be caused by oxides. They concluded that veining was due to a slight difference in the orientation of ferrite lattice blocks. This viewpoint is well supported by the evidence presented here.

Self-diffusion in iron has been measured during rapid a-r transformations using a variant of the Kryukou and Zhukhovitskii diffusion method. The study was performed by thermally cycling iron foils (1 to 6 cpm) through the transformation (=910°C). Some foils have been subjected to over 1000 cycles and some have spent more than 15 pct of their total diffusion time in the process of transformation. The experimental results show that the a-r transformation has no measurable effect on self-diffusion in iron. The study is completed by a quantitative analysis of mechanisms which can affect the diffusion rate during the transformation. The analysis confirms the experimental results. SINCE diffusion is an important factor in many solid-state transformations, it is of interest to study how it is affected by the stresses generated during these transformations. Clinard and Sherby1'2 were the first to make a study along these lines. They measured diffusion coefficients in Fe-FeCoV couples subjected to slow thermal cycling (1.5 cph) through the a-r transformation range. They found an enhancement of diffusion by a factor of about two. The purpose of the present paper is to report measurements of the self-diffusion coefficient of iron during much more rapid thermal cyclings (1 to 6 cpm) through the a-r transformation (-910°C). These more rapid cyclings produce higher strain rates during the transformation and should emphasize any possible influence of transformation upon diffusion. EXPERIMENTAL Iron foils, 25 to 35 µ thick, were cold-rolled from 99.92 pct pure iron and annealed in pure helium for 2 hr at 870°C; the resulting grain diameter was about 150 µ. Specimens 0.5 by 8 cm were cut from the foils and I7e55 was vapor deposited on one of their surfaces. A 38 gage alumel-chrome1 thermocouple was spot welded in the middle of one of the specimen long edges, Fig. 1. Two 38 gage chrome1 wires were also spot welded along the same edge on each side of the thermocouple; they were placed 2.5 cm apart and used for electrical resistance measurements. In order to prevent twisting and crumpling, the specimens were pinched between two quartz plates 0.1 by 1 by 7 cm and the assembly was close fitted into a 1 cm ID quartz tube. Four holes were drilled through the tube to let the 38 gage wires out: these were connected to the recording equipment by means of extension wires. 20-gage nickel wires fixed at both ends of the specimens were used to thermally cycle the foils by Joule heating. The above described device was placed in a 2.7 cm ID quartz tube which in turn was placed in a tubular furnace. Either a pure helium atmosphere or circulating hydrogen was used during the experiments. Specimens were subjected to thermal cycles between a minimum temperature To and a maximum temperature Tm at rates ranging from 1 to 6 cpm. This was obtained by maintaining the furnace at a constant temperature near the minimum temperature To and periodically passing an electric current through the specimen. Cooling was achieved by heat losses to the surroundings. The forms and periods of cycles were varied from one specimen to another; however, each specimen was subjected to one type of cycle only. The temperature and electrical resistance variations of the specimens were recorded as a function of time. The temperature curves were used for diffusion calculations while the electrical resistance curves were used to monitor the transformation and to determine its starting point and its approximate duration. Diffusion was measured by the method developed by Kryukov and zhukhovitskii3 and modified by Angers and Claisse.4,5 In this method a metallic foil is coated on one side with a radioactive isotope and the activity is measured periodically on both sides during the diffusion anneal. Mining provides a large part of the energy and raw materials that feed this Nation's economy. Copper pipe, concrete, and window glass serve as well known examples of the reliance on minerals in modern society. Less appreciated, but as important, are the hundreds of mined commodities that are an integral and necessary part of everyday products, ranging from medicines and computers to carpet and paper. Coal is a major portion of the country's energy mix today, as it will likely continue to be in a future hydrogen-based economy. The domestic mining industry also provides strategic minerals that are important for the Nation's security. The processes to recover these mineral commodities are among the most demanding and complex in an industrial society, and this inherently dangerous industry has historically had the highest risks of fatality and injury. The mining industry has been undergoing some trying and challenging times because of the recent mine disasters in the coal fields. These events have been alarming in light of the strong and encouraging safety record that has characterized mining in the United States for most of the past decade. While mining communities deal with their grief, mine operators, government regulators, and other safety personnel, set about trying to determine why these fatalities occurred. Subsequently, the mining industry is currently experiencing changes in legislation at an unusually rapid pace. The most recent regulatory changes are the Mine Improvement and New Emergency Response Act of 2006 (MINER Act) and the temporary emergency standard for mine seals. The new mine safety laws call on the nation's mines to adopt certain procedures and safety technologies immediately, or as soon as they become commercially available. Putting all the provisions in place from these new laws is a major undertaking, and will necessitate strong collaborations and partnerships among mine operators, manufacturers, regulatory and research agencies, labor unions, and community groups. It is against this background that Prevention through Design (PtD) components for the Mining Sector are recommended.

The significant capital and operating expenditure of size reduction operations have maintained comminution on the spotlight of mineral processing research during the last century and, more recently, the concerns about the impact of these operations on the sustainability of the minerals industry, will remain to do so in the 21st century. One of the most popular approaches that have been used to deal with these challenges is the application of simulation both to reduce the uncertainty in the design and improve the operation of size reduction operations. From the initially purely empirical approaches, including the energy size reduction ?laws? and the phenomenological approaches, of which the traditional population balance model is, arguably, the best example, comminution modeling now reached a point in which more fundamental and mechanistic models are sought. The paper analyzes some of the advances that now make multiscale modeling of comminution processes realizable. On the microscale, greater understanding of the phenomena involved in fracture and fragmentation of single particles under different stressing conditions now exists. Particle breakage testing methods are currently used in a routine basis by industry and good quantitative descriptions of different breakage mechanisms are now available, although research is still required to develop appropriate models for a couple of them. On the macroscale phenomena, the discrete element method (DEM) has been successfully used not only to provide insights but also quantitative information on the transfer of mechanical energy from the machine to the grinding media in mills and to particles in crushers, while smoothed particle hydrodynamics (SPH) and computational fluid dynamics (CFD) to describe fluid flow. The paper also analyzes the importance of modeling mesoscale phenomena in size reduction, which is the interaction of particles forming assemblies or beds of particles, demonstrating some of the areas requiring further attention. Examples of application of the multiscale modeling approach to the inadvertent comminution of ore lumps during handling, to the comminution in vertical impact crushers and tumbling mills are demonstrated. At the meeting of the Board of Directors of the Institute on Jan. 26, 1917, the following actions were taken: Messrs. A. C. Clark, Lawrence Addicks and G. D. Van Arsdale were appointed Tellers to count ballots for Officers and Directors. Messrs. T. T. Read, V. S. Harper, and. E. J. Hall were appointed Tellers to count ballots on revised spelling. The Finance Committee's audit for the year 1916 was approved and ordered filed. The Report of the Finance Committee upon the method of raising this Institute's share of the deficit on the additions to the building was approved and accepted. Upon the recommendation of the Secretary, increases in the salaries of some of the employees were approved. The St. Louis Section received an appropriation of $200 for the year 1917. The Columbia Section received an appropriation of $150 for the year 1917. The Montana Section received an appropriation of $100 for the year 1917. The Colorado Section received an appropriation of $175 for the year 1917. The Utah Section received an appropriation of $125 for the year 1917. The Puget Sound Section received a set of Transactions in standard binding. The International Engineering Congress received a loan of $300 until the Congress can realize upon some of its assets.

With the advent of increased environmental regulation and high penalties for non-compliance in many countries, there has grown a need for all industries to assess their risk with respect to environmental compliance and consequently develop management systems which ensure environmental compliance and sound environmental practice. The need to better assess and manage environmental risk has developed rapidly as legal and financial penalties have increased for inappropriate management of the environment. The mechanism that industry has developed to manage risk is through the use of environmental management systems. These environmental management systems are generally based on the principles of total quality management. For example the British Standard BS7750 (Specification for Environmental Management System) shares common management system principles with ISO 9000 quality management systems. The same trends of increased environmental regulation and higher penalties for environmental impairment are now evident in Australia where environmental management systems are now being introduced. With increased penalties for environmental impairment and greater responsibility of managers and directors, environmental management systems are likely to become even more common in Australia. This paper describes some of the influences directing environmental management within the Australian industrial and mining environment, describes the elements of an environmental management system and relates these to the mining industry.

This paper outlines the geotechnical exploration and design approach utilized for the Km 80 and Km 86 Tunnels on the British Columbia Railway Tumbler Ridge Branchline. Information from surface mapping, trenching and diamond drilling was used to prepare a rational support design using accepted rock mass classification systems. Four possible support types were developed and used as a basis for preparing a cost estimate and contract documents for the tunnels. A unit price contract was selected to provide flexibility and to enable rational selection of support based on actual ground conditions encountered during excavation. Although ground conditions along the tunnels are variable, the general geology and quantities of support installed were consistent with those estimated from the geotechnical investigation and design.

For 20 years the US Bureau of Mines has been researching strategies for improving the physical, social, and psychological work environment of the miner. The products of this program have shown that a consistent link exists between safety and productivity, and the key to this link is the use of effective human factors and management practices. There are specific research findings from the research projects of the Bureau on ergonomic design of mining equipment, redesign of tasks (especially materials handling) to minimize back injuries, human resource management techniques for increasing safety and productivity, and improved shift rotation schedules. Current research is continuing these themes with new applications to high technology mining systems, including computer assisted extraction devices and mine monitoring.

THE Blueberry mine is about 10 miles west of Ishpeming, Marquette County, Michigan. The property consists of about 2000 acres in sets. 3, 4 and 5, T. 47, N.R. 28W. and sets. 32, 33 and 34, T. 48, N.R. 28W., and, excepting one intervening 80-acre tract, contains the iron formation for a length of about 2 1/4 miles. The property is traversed by State Highway M-28 and is served by three railways, the Chicago & Northwestern, the Duluth, South Shore & Atlantic, and the Lake Superior & Ishpeming. The Northwestern transports the ore to a dock at Escanaba; the other railways, to Mar¬quette. Ore for Chicago goes via Escanaba and that for Lower Lake ports, as Detroit, Cleveland, and Buffalo, via Marquette.

THE material available for mineralogic study, consisted of drill cores, 2 to 3 in. thick, supplemented by small well cuttings. Such study has added no essential new information regarding the minerals, though the refractive indices, used for determinative purposes, have been determined more accurately than before, permitting the development of a scheme for the rapid identification of these minerals. The essential points brought out by the investigation are two: (1) that certain mineral associations evidently point the way to an understanding of the geologic history and (2) that a definite sequence of mineral formation has taken place so that the original minerals formed have been in part-reacted on producing new compounds and associations; Twenty minerals have been found.
