The Bethlehem Mines Corp. is a captive mining subsidiary of Bethlehem Steel Corp. Its coal production is tied to the demands for and production of steel, a situation that has to balance between the following two extreme strategies: (1) either the mines are designed and operated for some optimum production level and the demand fluctuations within the steel corporation are met by supplementary corporate coal sales and purchases, or (2) the mines absorb all the demand fluctuations, regardless of the effects on mine costs. A rational definition of the best strategy between these extremes is, of course, needed but is very difficult to formulate in view of the complexity of the many factors that would have to be included in the analysis. Consequently, rather than setting profit targets for each given mining division and/or individual mine, the practice evolved to set production targets for producing specified tonnages of coking coal for shipments to the ovens located at the corporation's iron and steelmaking plants. This in turn leaves the mines with the dilemma of having to explain demand-related cost-per-ton fluctuations while essentially depriving them of the ability to control profit through tonnage optimization. In the early 1970's, the coal prices rose significantly, while other factors led to sagging productivity in underground coal mining. Thus, the role of Bethlehem's coal operations in the corporate profit picture gained in relative importance. This, in turn, sparked a closer attention to the coal mining cost structure and factors controlling productivity. At the same time, the drastic increase in the capital needed to open a new mine also increased the amount of planning required to minimize risks. All of this called for more well-defined, quantitative operating data. Bethlehem therefore launched, in the early 1970's, a number of innovative steps that, as the future may show, represented pioneering contributions to the growing sophistication of North American underground coal mine planning and management control practices. This case study describes the changes that led to the current implementation of a novel production reporting system at Bethlehem's coal mines. These changes took place in two distinctly different phases. The current system that resulted from the Phase II developments utilizes, of course, experience gained earlier and is expected to be amplified to incorporate more advanced concepts and technology as future experience dictates.

The production of crushed stone in the United States has exceeded 1.0 Gtpy since 1987. Eighty percent of the crushed stone produced is used in the aggregate industry, accounting for over half of the quantity of natural aggregate consumed in the United States. Approximately 718 of the crushed stone produced in 1989 was limestone and dolomite followed by granite, traprock, sandstone and quartzite, miscellaneous stone, marble, shell, calcareous marl, volcanic cinder and scoria, and slate in order of descending volume (Table 1). Of the remaining 20% crushed stone produced in the United States and not used as aggregate, 12% is used in the manufacture of cement which is an important construction material. Only 8% of crushed stone is used in specialty products not associated with the construction industry. Therefore, this chapter will concentrate on crushed stone as used in aggregates, with occasional reference to other uses or to chapters which discuss specific nonconstruction uses of crushed stone. Construction aggregates are hard, essentially inert materials suitable for being formed into a stable mass by the addition of cementing or binding materials that produce a concrete by compaction, or by natural weight to produce a road or foundation fill. Aggregates are usually from 80 to 100% of the material volume of the construction masses in which they are used. Conditions necessary for a rock deposit to be developed for construction crushed stone include: Quality-should pass rigid specifications for strength and durability; Quantity-adequate volume of rock is needed to have a production life of at least 10 years, preferably 20 or more years; Market-must have adequate market to support a new crushed stone operation; Transportation-transportation cost must be competitive for the intended market; Environmental-the impacts of mining, processing and transportation of crushed stone on the environment at or surrounding the mine site must be within acceptable limits; Permitability-mining, processing and transportation of crushed stone must usually be permitted by governing agency. The following discussion will touch upon all facets of crushed stone operations from the mineral deposit and its geology to technology, uses, economic factors and end with governmental regulations of mining crushed stone. The sections are not designed to answer all questions, but rather to be an introduction to the crushed stone industry. Where more information is required, The Aggregate Handbook by Barksdale (1991) is recommended as the best general source.

The Darwin mining district of California, 160 miles north of Los Angeles, has yielded an estimated $45 million in lead, silver, zinc, and copper since 1875. The deposits are in silicated limestone of Penn-sylvanian and Permian age close to a stock of horn-blende-biotite-quartz monzonite. Steep left-lateral strike-slip faults that strike N 50o 70o E served as feeder channels for the ore solutions, and minor folds, favorable beds, and faults close to the feeder channels localized the orebodies. The orebodies are irregular, steep, pipe-like replacements that cut across bedding, bedding replacements, and fissure fillings in a calc-silicate country rock consisting mainly of wollastonite, grossularite-andradite garnet, idocrase, and diop-side. Near surface the ore consists of a soft, crumbly mass of cerussite, hemimorphite, jarosite, limonite, and some secondary copper minerals. The primary ore consists of galena, sphalerite, pyrite, pyrrhotite, and chalcopyrite with smaller amounts of andorite, matildite, scheelite, tetrahedrite, and a high silver-lead-bismuth-selenium-bearing galena. Preliminary X-ray fluorescence study of the primary ore has indicated unusually high concentrations of bismuth, selenium, and silver in galena from certain parts of the mine. One phase of this study concerns the distribution of these elements. Twenty-two samples of galena and thirty of sphal- erite have been purified and analyzed or are being analyzed. The selenium in 21 samples of galena ranges from 0.0045 to 2.11 pct; four contain more than 1 pct. These four samples were collected from the Essex orebody, where most of the selenium is concentrated. Three are from high-grade, near-surface ore, and one is from the 700 level. Four of the seven analyzed galena samples from the Thompson workings immediately north of the Essex orebody contain 0.29 to 0.74 pct Se; the others show less than 0.05 pct. Galena from the Defiance workings about 2000 ft south of the Essex has less than 0.03 pct Se. The selenium-bearing galena also contains concentrations of bismuth and silver. Preliminary spectographic analyses indicate as much as 3 pct Bi and more than 1 pct Ag in galena with high selenium content. Antimony is the only other minor element present in galena in amounts greater than 0.02 pct; most galena contains between 0.1 and 0.2 pct and the maximum is 0.72 pct. A second phase of the study is an attempt to determine the temperature range of the formation of the ore. The iron content of sphalerite deposited in equilibrium with pyrrhotite is being used as a geologic thermometer as it is a function of the temperature of deposition of the ore.' Preliminary results indicate temperature range from 430°C in replacement orebodies in the Defiance workings to 180°C in shallow fissure fillings.

Synthesis report on a project carried out under the EC-funded BRITE-EURAM programme. A large deposit in Spain and several smaller ones in Greece and Sweden were investigated. Beneficiation testwork, including the development of an innovative wet circuit, was undertaken in Italy. The Spanish Ilustracion deposit lies occurs in thin, white layers throughout a zone 35-40 m thick and 1.5 km long, in laminated calcsilicates. Total resources of more than 100 000 000 t include proven open-pittable reserves of 4 500 000 t averaging 35% wollastonite. The beneficiated product is suitable for various applications, including ceramics. The Swedish and Greek marble-hosted skarn deposits include Albatross, with 2 500 000 t of reserves at 30% wollastonite, and Panorama, with reserves estimated at more than 700 000 t

A study of the crystalline materials on or near the surface of freshly made or "green" superphosphate granules and mature, "set" superphosphate granules was undertaken using X-ray diffraction, X-ray mapping, scanning electron microscopy and electron probe micro analysis techniques. Calcium sulphate (CaSO4), calcium sulphate hemihydrate (CaSO4 1/2H20), and mono calcium phosphate monohydrate (Ca(H2PO4)2H2O), were the only crystalline species present in the "green" superphosphate.In the set superphosphate however, additional compounds were present, namely complex iron and aluminium phosphates Ca(Fe,AI) H(HPO4hF2)2H2O, (Fe)3(H3O)H8 (PO4)6H2O and calcium sulphate dihydrate (CaSO4.2H2O).The complex phosphates tied up the major part of the Fe and Al in the system and were concentrated on or near the surface of the granule. An intimate mixture of CaSO4.2H2O, and CaSO4, along with the above mentioned complex Fe-AI compounds, crystallize close to the surface of the granule and cause the setting of superphosphate that takes place during storage.

In most instances, the application of high-chrome grinding media results in an increase in the recovery of the valuable mineral(s). The authors have published data from a number of plant-based case studies, which indicate that it is not unreasonable to expect a recovery increase in the vicinity of 1.5 to 2.0 per cent for a copper ore. It is of interest to understand where the increase in recovery is coming from. That is, is the additional copper recovery the result of improved fine particle flotation or is it due to an improvement across all size fractions?This paper aims to answer this question. Laboratory flotation tests were completed using forged steel and a high-chrome alloy on a volcanogenic massive sulfide copper ore. The unsized data indicated that the application of high-chrome grinding media to this ore resulted in an improvement in both copper recovery and copper concentrate grade. A detailed kinetic analysis of both the copper sulfide and gangue minerals was completed that clearly shows that the change to a more inert grinding media produced significant increases in the flotation rate constants (both fast and slow) across all size fractions. It is also possible to observe that the change in pulp chemistry has resulted in a decrease in the flotation kinetics of the -20 micron pyrite, while the coarse pyrite recoveries have increased, presumably because of an increase in the flotation of the chalcopyrite/pyrite composite particles.CITATION:Greet, C J, Jacques, S and Kinal, J, 2014. As THE time allotted is short, we can present only a general idea of the oil laws in the Latin-American republics, as a supplement to Bulletin 206 of the Department of the Interior compiled under the direction of J. W, Thompson of the Bureau of Mines and entitled "Petroleum Laws of All America." We shall not discuss the European colonies in Latin-America nor the island republics. As to the countries discussed, we shall attempt to give the main features of such special petroleum legislation as has been adopted prior to the early part of this year; where no special petroleum" laws exist, we must look to the mining codes for light on the petroleum policy. As the laws and regulations for the extraction of the metals are often difficult of application to, and are lacking in many essentials for, the petroleum industry, it is best for persons or companies desiring to enter, on . a large scale, into the petroleum exploration and development of countries not having special petroleum legislation, to obtain a concession contract from the executive of the country under consideration, and to have the concession approved by the congress. If this concession, which would then be a special law, contains nothing contrary to the constitution of that country and does not infringe on vested rights of third parties, it should be reasonably safe. If in such country there is some doubt as to whether the petroleum subsoil is owned by the nation or the private surface owner, only public lands should be covered with the concession. Guatemala is the only republic in the group that discriminates directly against foreigners. Bolivia, Ecuador, Mexico and Venezuela require waivers of diplomatic protection.1 Colombia requires foreigners to agree to be bound by its alien law. , In addition,Mexico makes it unlawful for foreigners to acquire direct ownership of real estate, including mines, within a zone of 50 km. along the coasts and one of 100 km. along its land

IT has been customary at our opening sessions, for the presiding officer to address you on the general development of one or another of our several professions, or upon some important feature of Mining or Metallurgical Engineering. It is somewhat embarrassing to his successor that our former President, Dr. Raymond, expert as he is in every one of these professions, has been accustomed to keep them all, in their turn, prominently before you. In selecting for this occasion a subject necessarily connected with iron and steel, I have thought that a review of these manufactures, with reference to some of their more pressing needs for improvement, will be more timely than a general or statistical paper. I shall endeavor to confine my remarks to a few specific defects of practice and management, and to their equally specific and more or less developed remedies. That serious defects exist ; that they must be remedied ; that the manufacture is indeed already on the verge of transition, will be generally admitted. But it cannot be revolutionized all at once, however desirable the technical results might be, for that would bankrupt the business at large. We cannot afford to pull down and rebuild all our blast-furnaces that do not make a ton of pig iron with 25 cwt. of fuel ; nor to replace all our hand-puddling furnaces with revolving ones, even if we could select the best revolver. Although the soft steels promise to supplant iron for most structural purposes, there are neither money nor present market to warrant all at once replacing our iron works, or half of them, with steel works. Since, then, these manufactures can neither standstill nor be suddenly metamorphosed, their managers are saying to one another " We must feel our way into larger development ; we must work gradually into better practice; we must improve a little at a time." * President's address on the opening of the Cleveland meeting.

PRESIDENT LITTLEJOHN: Before we open the discussion on the Utah mining laws, I want to bring out what I consider a slight misunderstanding on some of the things that I said this forenoon relative to our comparison of accidents. I did not mean to infer that we, as mine officials, are satisfied we have done the best we can to eliminate the accidents, when I was talking about a four-to- one comparison. I do not want any- one to get the idea in their heads that I do not think we are doing all we can. There is not any of us who can state that, even if we better these figures. It is the general understanding that these figures are based upon ratios per thousand man shifts and not upon the tonnage basis that we use. If it were based upon a tonnage basis, I think the figures would be pretty nearly reversed, for we are producing from two to four tons more per man than they do in Great Britain. The discussion will now be continued as I said this morning. There is a gentleman in the audience here that is as guilty of making these laws as I was, and I am quite sure when speaking he will confine himself to the subject of Utah Mining Laws and the prospective results. Before Mr. Monay starts with his paper, I want it understood that this discussion must be finished by 2:30 for the reason that we have still quite a lot of business before us this afternoon.

This paper describes dust explosion research conducted in an experimental mine and in a 20-L laboratory chamber at the Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH). The primary purpose of this research is to improve safety in mining, but the data are also useful to other industries that manufacture, process, or use combustible dusts. Explosion characteristics such as the minimum explosible concentration and the rock dust inerting requirements were measured for various combustible dusts from the mining industries. These dusts included bituminous coats, gilsonite, oil shales, and sulfide ores. The full-scale tests were conducted in the Lake Lynn experimental mine of NIOSH. The mine tests were initiated by a methane-air explosion at the face (closed end) that both entrained and ignited the dust. The laboratory-scale tests were conducted in the 20-L chamber using ignitors of various energies. One purpose of the laboratory and mine comparison is to determine the conditions under which the laboratory tests best simulate the full-scale tests. The results of this research showed relatively good agreement between the laboratory and the large-scale tests in determining explosion limits. Full-scale experiments in the experimental mine were also conducted to evaluate the explosion resistance characteristics of seals that are used to separate non-ventilated, inactive workings from active workings of a mine. Results of these explosion tests show significant increases in explosion overpressure due to added coal dust and indications of pressure piling.

WITHIN the last twenty-five or thirty years the actual operations of the great mining industry have passed almost wholly under the charge of men trained in the technical colleges. It follows that the industry is profoundly influenced for good or ill by the character of the training which the college graduate receives, and the relations existing between the industry and the colleges. This fact seems to be generally recognized, as evidenced, for example, by the existence of a Committee on Technical Education created some two or three years ago by the Mining and Metallurgical Society of America. In 1921 this committee rendered a very able and. extremely well poised reports of technical education as applied to the prospective mining engineer. It deserves the attention of every one interested in the effectiveness of engineering training. That the importance of the relation between the mining industry and the engineering colleges is recog-nized is evidenced also by the mass of criticism, usually adverse, which is proffered to and often hurled at the colleges by those in the industry. The man inn the field sometimes goes so far as to say that engineering educa-tion is hopelessly inefficient and its product worthless, while the college worker sometimes complains that the demands of the industrialist are too numerous and conflicting to be met, and adds that they would' best be ignored. Between these extremes, there seems to be a general consensus of opinion that the training of the would-be engineer can be, and. ought to be, made much better than it now is.

At the Chuquicamata Division of Codelco-Chile high arsenic concentrates are produced, which at the smelter are processed via the Outokumpu Flash Furnace and Teniente Converters to obtain copper mattes. In the case of the Teniente Converters the production of matte grade near white metal composition is a common practice since the eighties and provided in the pyrometallurgical route no appropiate measures are taken, penalties have to be paid because of arsenic content in the anodes. During smelting huge volume of slag is produced and elimination of arsenic by slagging at this step is not economically attractive. Although during fire refining is possible to eliminate arsenic by use of mixtures of calcium and sodium carbonates this alternative is expensive, takes long process time and decreases the lifetime of the refractory lining. In spite of these facts a reasonably way to control arsenic in metal, and therefore in the anode, is taking, action in the converting step. The effects of oxygen and arsenic content in metal, arsenic in white metal and basicity index of the slag upon the distribution coefficient of arsenic between metal and slag were investigated at pilot and industrial levels. The best results are obtained for metals around 7,000 ppm oxygen and 0.3 basicity index slag, which results in a 5.7 distribution coefficient for a 5,800 - 7,100 ppm arsenic content in white metal, 18%-24% CaO slag at 1473 - 1523K. Furthermore, no significant/visible refractory wear has been realized.

The requirement to use explosives in ground temperatures exceeding 50¦C is becoming more common as mines work to maximise the recovery of their resources. Orica Explosives was requested to assist in the development and implementation of æhot blastingÆ safe working procedures at Liddell Coal Open Cut in the Hunter Valley. The mine operator, Hunter Valley Earthmoving (HVE), had to contend not only with elevated temperatures in their overburden resulting from burning coal beneath, but also old underground workings which tended to exacerbate the problem. The paper discusses the following issues:the consultative process that was used to develop the procedures employed to ensure the process could be carried out safely; the technical issues surrounding blasting in hot ground, including temperature monitoring, product selection, application and design to ensure safety and performance were maintained; the need for confidence and trust in the team that was working together in a potentially hazardous environment, the emotive issues that were encountered and how they were addressed; the value of a regular review process combined with open and honest communication to ensure the procedures represented best practice and that all stakeholders understood the process; and the value delivered to Liddell Coal when sterilised areas of coal became accessible with little disruption to the mining process. The paper also discusses the challenges that were encountered in the Reservoir Block where proximity to major power lines and rail infrastructure meant that hot blasting procedures had to also consider vibration limits and the need for Energy Australia to disconnect the power.

The depletion of most high-grade ore reserves coupled with growing demands for metals and fuels has made it necessary to bring into production increasingly lower grade deposits. Improvements in technology have made lower grade ores economically recoverable in spite of major increases in labor and material costs and the initial investments required to open new mines and build their metallurgical and service plants. To remain competitive, managements of mining companies must keep abreast of and exploit these often complex technical developments. The proper application of these improvements in technology requires extensive and detailed study. In addition, managements of mining and other industries are becoming more deeply involved in public affairs and the myriad of other nontechnical problems common to all industries. These involvements, plus the demands of evaluating technological developments as well as the necessary work related to the routine administration of operations, have required mining managements to delegate additional study and review functions to staff services. To help overcome the problems involved in adopting the best technologies, managements have generally expanded their engineering and research staff services. Integrated, base-metal-producing companies, having open pits, concentrators, smelters, and refineries, are generally more research and engineering oriented than are most smaller mining companies and quarries. However, mining methods for even the simplest open pits and quarries are improving rapidly, and installations of these improvements are essential to combat increasing costs. Because of this, the managements of smaller operations may also require enhanced engineering staff services to realize the potential benefits.

THE investigation of aluminum alloy systems prior to 1923 was severely handicapped by the low purity of the best aluminum available. However, by that time, the electrolytic purification of aluminum had been developed by the Aluminum Company of America,(1)? and in May, 1923, there was initiated, under the direction of E. H. Dix, Jr.,(2) a program for the investigation of the aluminum-alloy systems using the purest electrolytically refined aluminum. Up to the present time 15 papers (a) have been published, most of which are on the binary aluminum systems. Work is now in progress on the ternary systems, and it seems probable that most of the future work will be on ternary systems. Therefore this survey of the binary aluminum systems investigated up to the present time (the sixteenth paper of the series) concludes the first phase of this program. Certain qualitative relations between corresponding portions of the various binary diagrams as well as between different parts of the same diagram were noted some time ago by R. S. Archer.(4) In the present . paper these relations and others are considered quantitatively by the application of well-known thermodynamic equations or by newly discovered empirical relations No attempt will be made here to present the history of the develop-ment of the thermodynamic equations defining equilibrium or their application to metallic systems, although a list of references is given at the end of this paper for those who are interested in this phase of the

The geologic factor of greatest significance in rock mechanics and rock engineering is considered to be the geologic structure represented by joints, faults, and other planes of weakness. This geologic structure differentiates between the rock element and the rock system composed of these elements. Only during the last decade has the difference of the technological properties of element and system been recognized but this appears to be more in theory than in engineering practice. If rock mechanics is to achieve real significance in engineering practice, it has to provide methods of analysis which are realistic compromises between the best representation of the actual conditions and pragmatic engineering. The rock mechanics practitioner has to face the fact that many geological engineering and rock mechanics problems may be too complex to allow rigorous analysis but at the same time are deemed satisfactory for the construction of major structures. Ultimately, the geotechnical engineer or the engineering geologist has to express the effect of geologic factors in quantitative, even if approximate, terms and provide numerical data on strength and deformability of rock systems to be utilized in construction. Qualitative evaluations, quantitative descriptions of geologic features as such, and comparisons of specific test results are always of interest but may not suffice as basis for engineering decisions and designs. The present efforts of the rock mechanics group at the Karlsruhe University, Federal Republic of Germany, are based on a systematic combination of geomechanical models and numerical analyses based on the finite element approach. Although it has been apparent to me for a long time that too great weight was currently given to the silicon-contents of foundry-iron, and that the theory of the control by silicon of the carbon-contents of cast-iron is unsound, or that, at best, the influence of silicon is too small to be of much practical value as a guide in foundry-work, it never seemed to me desirable to enter the lists against either the " silicon-fad " or the theory, for the reason that I had neither the time nor the facilities to prove my position, nor any better theory to offer. But since Mr. Summers has taken the step, it seems but right that I should give such facts as are at hand in support of his contention. At the same time I do not think these are enough to prove the case if the contrary proposition were not itself, as it seems to me, based on insufficient evidence. Both Keep's and Turner's conclusions seem to be drawn from irons carrying less than the normal amount of carbon; Turner's " base " being, moreover, a steel rather than a pig-iron, and both the white base and the ferro-silicon of Keep being so low in carbon that compounds of them would not give a material approaching the carbon-contents of a normal casting, and having, therefore, little value as showing the effects of silicon on foundry-irons, even if his samples were treated under the same conditions as those to which pig-metal is subjected in making castings.

The history of world nickel production has been affected significantly by the supply and demand situation and fluctuation of LME price of nickel metal. In the beginning of the 1980s, the decline of price and demand lead to the withdrawal of un-competitive producers and the shrinkage of the production capacity. During the same period, Sumitomo Metal Mining maintained the production level with continuous improvement of the traditional matte electrorefining process. However, Sumitomo has recognised that the continuous improvement alone does not promise us the ability to catch up with rapid changes in the world. In the meantime, Sumitomo intensively researched chloride hydrometallurgy and has developed the chloride process for the nickel refining. This includes the solvent extraction and chloride electrowinning in the mixed sulphide process and the chlorine leach of the anode slime arising from matte electrorefining. In the late-1980s, Sumitomo Metal Mining decided to develop a new nickel refining technology based on chloride hydrometallurgy. The new process was designed from the comprehensive aspects involving safety and the environment. Construction of the plant for the matte chlorine leach electrowinning (MCLE) process was commenced in 1991. The MCLE plant with a capacity to 2000 tonnes per month has been commissioned at Niihama since 1992. The process has provided high productivity, overall good economics and high quality of electrolytic nickel produced. After the establishment of the process, Sumitomo has maintained continuous improvement of the new process and has attained the best practice of the work classification.
