Difference between plant feed specifications in practice and design feed is a problem that most of processing plants face during operating and commissioning. This topic has led to inappropriate operating and necessitates repeating the basic tests on new feed. Gol-E-Gohar fourth concentrate line with a capacity of 2 MTPY, located in Kerman province, is the first iron concentrate plant in Iran in which High Pressure Grinding Roll (HPGR) technology has been applied. Plant&apos;s feed consists of 30% AG mills pebbles of lines 1-3 and 70% run of mine crushed ore whose Fe=51%, Fe/FeO=2.5, S=1.7% and work index=15 kWh/t. Desired concentrate has Fe>68% and S<0.7%. After the plant construction and operation commencement, providing design feed was not possible due to the crushing unit`s not being complete, therefore the plant was fed by AG mills pebbles. For predicting optimal conditions of the plant and investigating the possibility of improving the current concentrate specifications, sampling from the new feed and laboratory and pilot tests was performed again. Studies showed that new feed has Fe=41%, Fe/FeO=3.5, work index=17 kWh/t. Results of laboratory tests with Davis tube device and pilot tests run using magnetic separators with simulating the plant`s circuit showed that with current feed, achievable recovery in industrial scale would be 75.52% which compared to plant&apos;s recovery in studied period (75.94%) shows that plant operated in optimal conditions. To improve the current concentrate specifications (Fe=66%, S=1.03%, Ferec=75.94%) and for achieving desired concentrate, samples were reground to four fractions with k100= 300, 212, 100, 45 and Davis tube tests were performed on each of the samples separately. Results showed that the fraction whose k100=212 µm or k80=200 µm has respective Fe and S grades of 68.27% and 0.681% which are consistent with the desired concentrate.

PRODUCTION of magnesium metal in the United States during the past decade has increased from less than 6oo,ooo lb. in 1928 to more than 4,800,000 lb. in 1938.1 The growing industry has stimulated interest in methods of production and in sources of raw material. All of the present domestic production is from brines. However, the availability of large tonnages of magnesite in the state of Washington, together with the possibility of cheap power, have created interest in the utilization of magnesite for the production of magnesium metal as well as for other purposes. Magnesite, the carbonate of magnesium (MgCO3), usually is associated with limestone (CaCO3) and dolomite (MgCO3CaCO3). It occurs in crystalline and microcrystalline (sometimes termed amorphous) forms.2 The more common crystalline mineral is found in various shades of white, gray, yellow and brown, the colors being due to impurities, chiefly iron. Magnesite has a hardness of 3.5 to 4.5 and a specific gravity of 3.0 to 3.1. It forms rhombohedral crystals in the hexagonal system, having a vitreous, pearly luster. The quarries and mines of the Northwest Magnesite Co. near Chewelah, Wash., are large producers of magnesite for refractories. The deposits are extensive, some veins being hundreds of feet wide. The boundaries of the veins are indefinite, and the magnesite is interfingered with dolomite. Calcite, talc, serpentine, quartz and shale are disseminated through the deposits. The quality of the ore cannot be determined by appearance or by simple tests; chemical analysis is required. These features make it difficult to determine the boundaries or total quantity of workable ore.3 Only the higher-grade ores are mined, and a considerable proportion of the magnesite content is discarded by hand-sorting and log-washing methods. After calcining, the sorted product meets the specifications for usual refractory material, as it contains approximately 81 per cent MgO, 7 per cent Si02, 6 per cent CaO and 6 per cent Fe203 + A1203. A sample of the reject material had the following analysis after calcining: 65.4 per cent MgO, 6.3 CaO, 21.1 Si02 and 6.5 R203. The percentage reported as R203 includes compounds whose chlorides are acid-soluble but give precipitates in ammoniacal solution that are ignited and weighed. The more common constituents are Fe203, A1203 and Ti02. The sorted magnesite product is not the best grade, even for refractory purposes, and leaves much to be desired for a reduction process. The rejected material contains a large proportion of magnesite. It is apparent that an effective concentration method would yield a higher recovery and a better product. (Read at Amenia Meeting, October, 1877.) AT the Wilkes-Barre Meeting of the Institute, Dr. J. Lawrence Smith, in the course of his remarks on some peculiarities in the composition of irons, alluded to the so-called " buckshot" iron, and exhibited a specimen of this material. He said that when the small granules, or shot, were separated from the mass, they could be flattened under the hammer, and inferred that these particles had been decarburized by the blast before sinking into the hearth of the furnace, and thus we had the exceptional production of wrought iron in the blast furnace. I have recently obtained a characteristic specimen of this variety of iron from one of the furnaces at Orbisona, Pa. Considerable uncertainty existed as to its true nature and the conditions of its production. Its weight seemed to preclude the idea that it contained much or any slag, yet its lack of strength indicated that it was not homogeneous cast iron. At times considerable quantities had been produced, which could only be utilized by charging in the furnace and remelting. The specimen, on the freshly fractured surface, appeared to consist of flattened globules of iron cemented together by a bluish material which one would naturally suppose to be slag, and qualitative examination for lime strengthened this supposition. It was quite difficult to obtain drillings, as there was a tendency to split in several directions as soon as pressure was applied ; but enough was obtained to undertake quantitative determinations. They were found to consist of two portions-one attracted by the magnet, and the other not. By repeated separation the magnetic portion was found to be 94.44 per cent., and the non-magnetic 5.56 per cent. Analyses of these gave the following results :

This paper consists of the conduct of a forensic criminal investigation of the components, construction, use, and functioning of two suicide bombs. As the title states, the task was to form professional opinions as to whether the bombs would work, would cause property damage, and would injure or kill. The bombs were created and installed by a defendant in a Federal death penalty case where the defendant’s daughter was killed in a shootout with the West Virginia State Police. The two black powder bombs were placed under the front seats of the defendant’s automobile and were designed to function by the use of a toggle switch connected to the automobile’s cigarette lighter. The forensic work first consisted of an inspection of the remains of the wiring system and bombs at the Bureau of Alcohol, Tobacco, and Firearms Laboratory, in Ammendale, MD. This was necessary to determine and detail the wire diameter and lengths, the lengths and size of the wire used, the type of toggle switch used, the type of containers, the type of rocket motors used to initiate the black powder, the manufacturer and amount of black powder used in each bomb, and the type, wraps, and amount of duct tape used for the construction of each bomb. Using this data, tests were conducted by duplicating the wiring system and the two bombs to insure that the system functioned properly. Each bomb was duplicated and initiated to observe the violence produced when initiated in the open air. Duplicate bombs were placed under the seats of a similar type of automobile and initiated. The purposes of the tests were to duplicate the bombs, to observe the violence of the initiation, and to observe the damages to the automobile produced by the initiation.

In a paper1 presented before this Institute in 1926,I briefly discussed the evaluation of coking coals by means of ultimate analysis. The paper contained several graphic studies in which coal analyses calculated free of moisture, ash, sulfur and nitrogen were plotted on triaxial diagrams in which carbon + hydrogen + oxygen = 100 per cent. From a study of such data for 600 coking coals of the United States, and 150 coking coals of Wales, France and Germany, it was concluded that it was usually possible to predict coking properties and by-product yields with fair success from ultimate analysis. The coals which have proved exceptions to the general rules were found to have physical peculiarities. Run-of-mine Coal It must not be forgotten that run-of-mine coal is a composite material consisting of many constituents differing in physical properties and chemical analysis. A coal sample usually contains: 1. Glossy black coal known as anthraxylon or vitrain. This constituent usually has the strongest coking properties, and the lowest ash content. 2. Dull black coal consisting of attritus containing thin layers of anthraxylon. It is also known as clarain. This constituent, in a coking coal, usually has good to excellent coking properties. 3. Mineral charcoal or fusain. This is a porous black material which is soft and crumbly (unless impregnated with mineral matter) and which has absolutely no coking properties. It is different in every respect from the other constituents in coal. The volatile matter content of mineral charcoal is less than 20 per cent. even when it is associated with high-volatile coals. As would be expected the hydrogen content is low, and the carbon content is high. 4. A coal sample may contain tough gray canneloid material which has a high-volatile matter and a high hydrogen content, but is poor in coking qualities.

The selection and design of process options to deliver outcomes consistent with sustainable development requires simultaneous consideration of multiple objectives, within a climate of uncertainty û including the environmental and social aspects of technology management in addition to the technical and economic aspects of such. An issue of particular relevance in primary metal production is the deportment of minor and trace components within orebodies, products and wastes and the implications of such deportment for eco-efficiency û in particular, the long-term environmental impact of solid waste management practices. The identification of opportunities to enhance recovery of valuable by-products and simultaneously improve the environmental acceptability of final waste output requires a clear understanding of the distribution of the relevant ore components, which results from the choice of processing route and unit operation efficiency. This is challenging, given that process streams generated during primary metal production are generally poorly characterised and the behaviour and deportment of trace to minor and trace components is not well understood. This paper demonstrates how current data gaps and inconsistencies can be systematically addressed through the meaningful reconciliation of empirical plant data with a fundamental understanding of the mechanisms and parameters influencing element behaviour and deportment during the formation and subsequent beneficiation of mineral ore deposits. On this basis, quantitative distribution data and a comprehensive and comprehensible inventory of unit process inputs and outputs as a function of ore compositions and processing technology options can be generated, which is consistent with early design stage information requirements, both in terms of detail and accuracy, ie is æfirst-orderÆ in nature. This predictive approach to element distribution during primary metal production provides decision-makers with key information in the early design stages of a project (in terms of developing processes within the context of sustainability), whilst simultaneously guiding further data collection and environmental impact prediction studies.

That portion of the geological structure of the Leadville district which rests upon the Archæan is made up of sedimentary beds of Silurian and Carboniferous formation, consisting of many conformable strata of limestones, quartzites, and shales, which have a total present thickness of about five thousand feet. Interbedded with these strata are found, under somewhat fixed lams of regularity, sheets of intrusive igneous rock,&apos; varying in thickness from a foot or two to several hundred feet. These consist for the most part of various types of felsite rocks, classed, by the sanction of common and long-continued usage, under the general term of porphyries. Mr. S. F. Emmons, in the abstract of his " Report upon the Geology and Mining Industry of Leadville," says in this connection : In their mode of occurrence the type-feature is that of intrusive masses, which are developed on a scale of unprecedented magnitude, and follow certain horizons with remarkable regularity.... It is probable that this mode of occurrence of eruptive rocks, viz., as intrusive masses which originally did not reach the surface but were forced up to a certain horizon and then spread out bettween the beds, is far more common than has hitherto been suspected by geologists. It is difficult to conceive of the conditions under which a fused mass could pry open strata to a width of one thousand feet or more, overcoming the weight often thousand feet of superincumbent rocks, and spread itself out in a continuous sheet between the beds to a distance of ten miles beyond the point or line of eruption. That they did exist, however, can be clearly demonstrated in this region.... In one single section over fifteen sheets, many several hundred feet thick, were counted between the Blue Limestone and the top of the Carboniferous. It frequently happens in engineering and mining situations that "bad" rock is encountered which consists of rock broken up into blocks a few inches or less in diameter by a network of intersecting joints. These joints may be open, or filled by veins of solid material, or covered with weathering products. Essentially, the material consists of an aggregate of small interlocking blocks. In such circumstances, major joint systems usually can be recognised and studied, but there are probably many minor planes of weakness which may cause the blocks to be of almost random shape. It is extremely difficult to determine the properties of such materials. Measurements on small specimens give the properties of the constituent rock and not the jointed material. At the other extreme, the material has occasionally been tested as loose aggregate in large triaxial pots, but this gives no information about the strengthening effect of the interlocking of the small blocks of rock. One simple approach, which has been much used, is to regard the rock as randomly jointed on a small scale and to apply soil mechanics theory to it. In this case, the normal and shear stress at failure are related by [ ] where the coefficient of friction p and the cohesion c will be those of the individual joints. Even in very bad rock, it is usually possible to drill core in small diameters of 1 to 2 in. which will contain a number of joints, both open and filled. The testing of such joints provides one simple method of determining some of the properties of closely jointed rock and will be discussed in detail in the next section. Calculations based on Eg. 1 with values of c and µ obtained in this way may be expected to give a lower limit for the strength of structures in rock.

A case history is presented of a landslide that occurred adjacent to a highway in the valley of the North Saskatchewan River, about 12 miles upstream of Edmonton, Alberta. The slide took place in the late fall of 1965 following excavations associated with highway improvements that deepened the slope and cut it back to 20º. The slide occurred in the Upper Cretaceous Edmonton Formation. Till covers the bedrock at the location. The bedrock consists of interbedded mudstone, claystone, and sandstone with layers of bentonite and coal. The field investigation consisted of a series of pits at the toe of the slide and seven boreholes around it. Undisturbed samples were taken with a Pitcher Sampler and piezometers were installed at various depths in the section. The slide had taken place on a horizontal bentonitic clay layer and it crossed softened mudstone in the back slope. Three piezometric levels were detected but no water pressures were found along the horizontal portion of the slip surface because it was in contact with a free-draining coal layer. Borehole evidence revealed that the bentonitic clay layer was sheared in place beyond the confines of the slide zone. Although this slide was a first-time occurrence, it was part of a much larger slide block that moved presumably when the valley was being formed. Laboratory tests were carried out to determine the shear strength parameters of the bentonitic clay and the back slope material. These parameters together with the observed water pressure distribution in the slide area gave a factor of safety of 1.01 in a non-circular limiting equilibrium analysis. The case history is particularly instructive in indicating the care that must be taken to obtain representative information for stability analysis when geological and groundwater conditions are non-uniform. The origin of the sheared clay is discussed.

THE United Eastern Mining Co.&apos;s property is located in the Oatman, Gold Roads mining district of Mohave County, Ariz. The mine and mill are some 26 mi. (41.8 km.) southwest of Kingman, the nearest railway connection. The ore consists of a mixture of calcite and quartz with some andesite. The values, which are mainly gold, alloyed with approximately 34 per cent., by weight, of silver, are extremely fine so that fine grinding is a most important factor in extraction. The milling process, briefly, consists of single-stage, coarse-crushing, two-stage ball milling in cyanide solution, followed by combined mechanical and air agitation, and by straight counter-current decantation. The Merrill zinc-dust precipitation method is used to recover the values, and is preceded by the Crowe vacuum treatment of the solution. The most notable features of the plant are the absence of filters, and the use of short peb mills loaded with steel balls, for fine grinding. As originally designed, the capacity of the mill was to be 200 tons per day, although the grinding end was to be capable of handling double that amount. By adding extra agitators and thickeners and by some alterations to the grinding end, the daily capacity has been raised to 285 tons. This, it is hoped, may be increased to 300 tons during the warm months of the present year. "Laboratory and trial installations have been completed to determine the potential of composite cable bolt reinforcement in Canadian underground mines. Several prototypes of glass fibre cable bolts have been developed and tested, two of which are currently available to the mining industry. Their evalualtion consisted of lab testing in Canada and the United States, along with trial installations in several underground mines throughout Canada. The objective was to develop a cost competitive composite cable bolt equivalent in strength to that of a 16 mm (Ys in.) diameter steel cable bolt. In addition to achieving equal or superior load carrying characteristics in tension, the glass fibre cables generally experienced an increase in the rate of installation due to their lighter weight. Unlike conventional steel cables, composite cables may be installed within mines which utilize continuous excavation and which require cuttable support. A market analysis of cable bolt usage in Canada has been completed. Glass fibre cable bolts are an effective means of rock reinforcement in mining applications. They prove to be a viable alternative to conventional steel cable bolting. IntroductionCurrent cable bolting practice consists of cement grouting one or more steel cables within a drill hole in order to support the surrounding rock mass. Cable bolts are a form of internal support and are generally used as pre-support in open stope and cut-and fill mining methods. They can be either tensioned (active support) or untensioned (passive support) and may be of any length, though for underground mining applications, are generally less than 20 m (65.6 ft) and are untensioned. A major advantage of cable bolts is that they are flexible and can be coiled to approximately 1 m (3.3 ft) diameter coils. This allows relatively long lengths (>20 m, [65.6 ft]) to be installed in areas with limited head room (1.8 m)."

Procedures for computing turbulent flow of gas in steady state near the well bore and a graphical method for predicting unsteady state laminar flow at distances from the well have been combined to compute pressure gradients in gas reservoirs. Methods are discussed for predicting single and multiple transients at constant flow rate in an infinite reservoir, predicting constant How rate. in a finite reservoir, reproducing and interpreting back pressure test data, and prediction of the behavior of a closed-in gas well. An example of the graphical method is given for a single transient and the results are compared to a published analytical solution. A typical calculation of the pressure gradient in a reservoir and the production of gas is made .starting with data from a hack pressure test. INTRODUCTION The calculation of pressure gradients throughouse a ga-reservoir at any point in its production history is a complex problem involving turbulent flow near the well bore and unsteady state flow of the gas from the reservoir. The problem is complicated further by the variety of boundary conditions that may be imposed upon the flow. Such boundary conditions include finite or infinite reservoirs. constant or variable rates of production, constant or varying bottom hole pressures, complex initial pressure distributions throughout the reservoir, and pressure maintenance through cycling. In addition to these problems there are the practical difficulties associated with natural gas reservoir analysis These might include: (1) variation. in the permeability and porosity throughout the formation. (2) variations in the thickness of the formation, (3) communication of the producing formation with other producing zones. (4) radial variations in permeability due to influx of drilling fluid. acidizing. or the buildup of liquid in the formation around the well, (5) partial penetration of the producing zone. In the mean- time, it is necessary to present methods of handling the case of radial flow through a homogeneous, regular, producing stratum to a single well uncomplicated by other factors. The idealized case of steady state, radial flow from a natural gas reservoir was studied by Elenbaas and Katz5 and by Mac-Koberts.&apos; An analysis of the unsteady flow of gases through porous media has been made by Aronofsky and Jenkins&apos; for the one dimensional laminar case with the boundary conditions of constant downstream pressure and uniform initial pressure. Solutions for the partial differential equation for unsteady state radial flow of liquids through porous media have been given by Van Everdingen and Hurst" for the constant bottom hole pressure and constant production rate cases for laminar flow in a reservoir initially at a constant pressure. The analogous heat transfer equation has been treated by Perry and Berggren9 for the case of quenching a cylindrical hole in an infinite medium to a constant temperature. The back pressure curve, which involves the variation of the bottom hole pressure as it is determined by the behavior of the reservoir as a whole. has been studied by Rawlins and Schellhardt,10 Binck-lev,&apos; Baumel and Breitung,&apos; and others. No complete. adequate treatment has been given for the unsteady state, radial flow of gases into a cylindrical hole from a porous medium with or without the presence of turbulent flow and for any set of boundary conditions. If one relies only on analytical solutions of the basic equations, a new solution must be obtained for each new boundary condition. Furthermore, the complexity of the mathematical expressions for boundary conditions other than the very simple cases limits the use of analytical solutions. Graphical methods exist, however. that are general in nature, accurate, and readily employed. The analysis of steady and unsteady, laminar and turbulent, radial flow for various boundary conditions with application to specific natural gas well problems by means of graphical procedures forms the content of this paper. "This paper traces the main advances in mine lighting from neolithic times to the 1960s. The earliest lights consisted of reeds or strips of wood soaked in grease. As man&apos;s knowledge increased, the oil lamp, the candle, kerosene, acetylene and finally electricity have allowed him to see where no natural light could penetrate. These advances in technology, however, did not come easily. Many false starts were made and great dedication was required by a few lighting pioneers to overcome the many technical difficulties that were encountered. The lighting of coal mines in particular caused unique problems, as there was the ever-present threat of methane explosions. Advances in mine lighting will continue, but these advances are only possible because men like Davy, Wolf, Marsuat and Edison paved the way.IntroductionMan&apos;s first efforts at mining consisted of merely picking rock off the surface of the earth. The sun was his only source of light. The early mines of the Neolithic age were simply vertical pits, 5 to 8 m deep. In order to follow an orebody, miners began to dig horizontally from the bottom of these pits, and as work progressed the need for additional light became apparent. With the discovery of the light-giving properties of fire, man was no longer dependent on natural light. Figure 1 gives an impression of the earliest artificial mine lighting used.Early Evidence of Mine LightingCarbonized residue from wood chips which had been inserted into rock cracks can be found in early Neolithic workings. The mines at Krzemionki Opatowski in Poland contain very narrow low tunnels that were lit in this fashion and were worked from 2300 to 1800 B. C. The wood had to burn downward to provide light and because wood burns poorly in this position, the chips were probably soaked in animal fat to make them burn more easily."

O alumínio por suas excelentes características físico químicas é empregado na indústria civil, automotiva, naval e aeroespacial. As características mecânicas dos sistemas solidificados dependem do arranjo microestrutural, mais especificamente do tamanho de grão, espaçamentos celulares ou dendríticos, das heterogeneidades de composição química, do tamanho, forma, distribuição das inclusões e das porosidades. A fusão de metais e, consequentemente, a solidificação, são etapas importantes na obtenção dos metais. Neste estudo iremos investigar a solidificação vertical ascendente em regime transiente do sistema Al-Mg. Está análise investigou experimentalmente o efeito das composições e dos superaquecimentos nas microestruturas solidificadas. Durante a fabricação dos lingotes, foram mapeadas a solidificação de cada liga. As microestruturas obtidas evidenciaram um aspecto essencialmente dendrítico, verificados através da microscopia óptica. É estabelecido no trabalho uma comparação entre os espaçamentos dendríticos primário (EDP ou ?1) e secundário (EDS ou ?2) em relação adição de 1, 3 e 5% de Mg e com patamares de superaquecimento (?TV) variando em 20, 40 e 60ºC.A variação do superaquecimento e da composição química dos lingotes teve influência nos espaçamentos dendríticos, verificados nas medições transversais e longitudinais dos lingotes. Para cada posição analisada foram obtidas uma média dos valores e o respectivo intervalo de dispersão.

A detailed mineralogical study was carried out to characterize the products generated in a conventional copper refinery anode slimes treatment circuit. The anode slimes, which are first leached in sulphuric acid media under an oxygen pressure to dissolve the copper and much of the tellurium, were found to contain various Ag-Cu selenides, PbSO4, Ag, Au and BaSO4. The resulting Ag2Se, Ag3AuSe2, Se, Au, PbSO4, BaSO4, SnO2 and silicate-rich leach residue is dried and pelletized. It is subsequently roasted to convert the selenium to Ag2SeO3, volatile SeO2 and water soluble Na2SeO4. The roasted product, which was found to consist of Ag2Se, PbSe, PbSO4, BaSO4, Ag3AuSe2, Au and Sn02, is smelted and refined in a Dore furnace to produce a Dore metal that contains a (Ag,Au,Pd,Cu,Pt) alloy together with traces of CuO and a Cu-Pb oxide phase. Parting plant mud shown to contain AgC1, Ag, Au, (Au,Ag,Pd), Ag2Cu2O3 and Ag20, and scrubber mud containing PbSO4 and AgC1 are also fed to the Dore furnace. The Dore furnace sequentially separates a silica slag which was found to consist of Ag, Sn02, BaSO4, Pb-Sb oxide, Fe-Sb-Ni-Cr oxide and a Pb-rich silicate phase, a soda-rich slag containing Na2CO3.H2O and Na2(Se,Te)03, and a niter slag containing Na2TeO3, Na2(Se,Te)03 and a Na-Te-Se-Pb-Ba-Cu oxide phase. The Dore metal is electrorefined in Moebius cells to yield high-purity silver and a gold mud which was shown to consist of a (Au,Ag,Pd,Cu,Pt) alloy and traces of CuO. Silver is leached from the gold mud and the resulting gold sand is cast into anodes and electrorefined in Wohlwill cells to produce pure gold.

DEPLETION is a subject of vital importance to the mining industry. Yet, in spite of its importance, its significance is not generally understood. The purpose of this discussion is to clarify the main aspects of the subject from the viewpoint of a metal mine taxpayer. To define the term depletion, it is necessary to distinguish among its various uses. In the economic or geological sense, depletion means the exhaustion of a natural resource. A mineral deposit is a wasting asset and once exhausted is nonrenewable. Millions of years were needed to produce an ore deposit, which may be consumed in a few years and which cannot be replaced except by the discovery of new sources of supply. The wasting asset feature of the mining industry has a vital bearing on the impact of the Federal Income Tax Law on this industry. This is recognized in the law by the various provisions dealing with the depletion allowance, and in this sense the term depletion has an income tax meaning. Depletion from the tax viewpoint means the statutory deduction from gross income designed to permit the return to the taxpayer of the capital consumed in the production and sale of a natural resource. The mining enterprise realizes income on the extraction and sale of minerals and a portion of the income realized represents capital consumed. As the resource is exhausted, the mining enterprise approaches the end of its existence unless new sources of supply can be acquired. Depletion from the tax viewpoint is a creature of statute with limited meaning and application and, in essence, is a method for amortizing the value of the primary asset of a mining enterprise. An example can best illustrate the significance of depletion from the tax viewpoint. Compare a manufacturing concern with a mining company. In computing taxable income of a manufacturing concern, consideraion is given to the cost of producing such income, the principal costs being capital investment for plant and equipment, labor, and raw materials going into the products produced. A mining enterprise, on the other hand, is faced with a different problem because its principal asset is the natural resource which it is producing. In computing its taxable income, consideration is given also to its capital investment for plant and equipment and the cost of labor; but in addition, recognition must be given to the fact that a portion of the proceeds realized on the sale of mineral represents capital. Without such recognition, the mining company would be taxed not on income but on capital and income, and Congress has never intended that capital be taxed as income. Thus, when depletion allowable is referred to in the mining industry, it means the statutory deduction allowable in computing taxable income of a mining enterprise. For guidance the appropriate provisions of the Internal Revenue Code, Income Tax Regulations, and the judicial decisions interpreting and construing them must be examined. It is important to identify and distinguish three methods of determining the allowance for depletion: 1—Cost depletion, 2—Discovery depletion, and 3—Percentage depletion. The basic method is cost depletion and in addition some taxpayers may be entitled to use discovery depletion and other taxpayers may be entitled to use percentage depletion. Discovery depletion and percentage depletion, however, are mutually exclusive and if a taxpayer is entitled to percentage depletion, he is not entitled to discovery depletion. By statute, a metal mine taxpayer is entitled to use cost depletion or percentage depletion, whichever produces the highest deduction. Thus, discovery depletion is merely of academic interest to such taxpayers and to most others. Briefly and broadly speaking, these methods of determining depletion may be described as follows: 1—Cost Depletion: Under this method, the allowable deduction for depletion is based upon the cost of the particular deposit to the taxpayer, unless the deposit was owned prior to Mar. 1, 1913, in which case the taxpayer may use the fair market value of the deposit on that date or actual cost, whichever is higher. This method is sometimes described as basis depletion or adjusted basis depletion, but in this discussion it will be referred to as cost depletion. 2—Discovery Depletion: Under this method, the allowable deduction for depletion is based on the fair market value of the deposit at the date of discovery or within 30 days thereafter and was originally designed to take into account deposits discovered subsequent to Feb. 28, 1913. 3—Percentage Depletion: Under this method, the allowable deduction for depletion is based on a specified percentage of the income realized during the taxable year from a particular property. As stated, the concept of depletion is based upon the exhaustion of a natural resource as distinguished, for example, from the concept of depreciation based on the exhaustion of property used in trade or business. From the tax viewpoint, depletion first became important in the administration of the Corporation Tax Act of 1909, which provided for an excise tax on net income. As soon as this act went into effect, mining taxpayers attempted to claim a deduction for depletion in computing net income although there was no specific mention of a deduction for depletion in the statute. The courts in these cases uniformly held that the statute did not permit an allowance for depletion in computing net income and also held that the provision permitting a reasonable allowance for depreciation did not include depletion. "Atikokan is 200 km west of Thunder Bay and earned its mining fame from the discovery of the Steep Rock Iron Range in the late 1930s. Gold, however, was discovered in the Atikokan and Mine Centre areas in the late 1800s and eventually led to one of Ontario&apos;s first gold camps, and a total production of approximately 52,000 oz of gold and 174,000 oz of silver from 218,000 tons milled.The general geology of the area consists of Early Precambrian rocks of the Wabigoon and Quetico subprovinces, separated by the east-trending Quetico Fault. The Wabigoon Subprovince, to the north, consists of metavolcanics, minor metasediments and granitic batholiths. The Quetico Subprovince consists of metasediments and granitoids. Small ultramafic plutons occur throughout the metasediments.Within a 50-km radius of Atikokan, more than 50 gold occurrences, prospects and past producers have been discovered since the 18oos. The Atikokan Gold Study performed by the Ontario Geological Sur vey (Wilkinson, 1980, 1982) defined three types of gold mineralization in which gold is concentrated in quartz and quartz-carbonate veins:I) Metavolcanic-Hosted, Stratabound Type-associated with altered felsic fragmental units and chemical sedimentary rocks; possible gold mineralization source rocks. The mineralization is due to metamorphogenic (epigenetic) enrichment. Associated with dynamic metamorphism events and/or felsic intrusive events.2) Marmion Lake Batholith Type-occurs within the gneissic core of the batholith associated with north east-trending lineaments, representing faults or shear zones. Mineralized veins are related to several periods of deformation and shearing, suggesting that metamorphogenic veins were produced during dynamic metamorphism.3) Contact Zone Type -occurs in the contact zone rocks between gneissic batholiths and meta volcanic belts. Hydrothermal solutions produced during several deformational periods acted to leach and concentrate gold mineralization. Localized, discontinuous shear zones host the epigenetic (metamorphogenic) veins.Twenty-one properties in the area were mapped and sampled, and researched petrographically and geochemically. Geological data from the Atikokan Economic Geologist Program of the Ontario Geological Survey are used in discussing the types of mineralization, genetic models, and exploration targets and techiques."
