The Bureau of Mines Coal Carbonization Laboratory has been interested for the past 20 years in the quality of coke in connection with the selection of coals for the manufacture of coke. The principal experimental. method of carbonization, whereby 100- to 200-pound charges are carbonized in sheet-steel cylindrical retorts with recovery and determination of the properties of coke, gas, and products, was developed in cooperation with the American Gas Association,4 5 and it is known as the BM-AGA method. Results of the investigations of 90 coals included in the BM-AGA Survey of the Carbonizing Prop¬erties of American Coals have been published; 6 and, in addition to these, about 200 coals have been carbonized over limited temperature ranges. Because coke from cylindrical retorts differs in shape from that made in rectangular ovens, the BM-AGA method has been criticized, although those who developed it have always believed that it served well as a means of measuring the relative strengths of cokes from different coals. It is recognized that no laboratory-method carbonization, even on a large twit, can yield results that exactly duplicate those obtained in commercial ovens and retorts. However, with the completion and satisfactory performance of an experimental vertical slot oven of 500-pound capacity at the University of Illinois Geological Survey Laboratory,' the opportunity to directly compare BM-AGA coke with coke made by two-sided heating became available and the necessary test apparatus was installed. The Bureau of Mines slot oven, which is similar to that designed by the University of Illinois Geological Survey, has been used to carbonize 11 coals (or blends) tested by the BM-AGA method. "DEFINITIONDiatomaceous earth consists almost entirely of the silicious remains of minute flowerless aquatic plants known as diatoms. The name diatomaceous earth, therefore, is to be preferred to others such as trade names, inappropriate terms, or names correctly applied to some other product. The following names should, therefore, not be used for diatomaceous earth,-- kieselguhr, infusorial earth, diatomite, celite, moler, bergnehl, English rottenstone, tripoli, tripolite, fossil earth, desmid earth, white peat, tellurine, randanite, ceyssatite, or any trade name.FORMATIONDiatoms live in practically all kinds of water, fresh or salt, hot or cold, still or running and under different conditions of depth and pressure. These minute plants assimilate inorganic salts from their environment and produce skeletons of silica much as mollusks secrete lime and form their Shalls. When the diatoms die they settle to the bottom together with anything else which may be present, such as sand, clay or volcanic ash. The organic matter gradually disappears leaving the silicious skeletons of the diatoms which, with impurities, make up the deposits of diatomaceous earth. These deposits which are still being foamed at the present time and which were produced throughout very different epochs, were more prolifically formed in the Tertiary, so that the thickest beds so far discovered are of that Age."

THE present demand for men with engineering training exceeds anything in the history of the profession. Recent estimates indicate that mechanization of war has reached such a stage that at least twelve horsepower is required now for every one horsepower needed to run the machines of the first Great War. The scale of operations exceeds anything in the past, while more territory and people are involved than ever before. Many of our allies have inadequate or no facilities for producing the thousand and one articles absolutely necessary to the conduct of modern warfare. Lack of preparedness has made it necessary to produce at an unparalleled rate to gain parity with the enemy, while our losses have been so heavy that replacement, in itself, presents a task which might well stagger less courageous peoples. This means that not only is there an unprecedented demand for engineers to produce the machines, munitions, and supplies of war, but there is a correspondingly large need for men with engineering skill in the uniformed forces to operate and maintain the vast numbers of ships, 'planes, tanks, trucks, radios, and a myriad of other devices to carry on the varied activities of war. This abnormal demand came upon us after almost ten years of stagnation in the engineering industries. During this time many trained engineers drifted into other callings, while the lack of jobs for graduates caused a falling off in the number of men training for this profession. Consequently, the supply of well trained engineers was below normal when the madman of Germany precipitated us into the present turmoil. Added to all this, we in Canada are still suffering from governmental inefficiency in the utilization of the available supply of engineers. In the armed forces, engineers have been assigned to office and other work where their engineering training is not only wasted but for which men with more suitable training could be found. Mining engineers are debarred from service as aeronautical engineers, and students in mining engineering are denied the bursaries provided for aiding students in engineering. Mining and metallurgical engineers are both barred from the Ordnance department of the army. This arises from a misunderstanding in relation to engineering training. In Canadian engineering schools, all engineers are given a sound training in the branches of human knowledge which are fundamental to engineering: mathematics, physics, and chemistry. The basic difference between the several categories of engineers lies in the fact that training in the application of this fundamental knowledge to the solution of engineering problems is given in different subjects.

The purpose of the study is to investigate the effects of fracture fillings and associated alteration on the mechanical behavior of rocks. Experimental results are presented for 98 specimens from the Climax mine, which were tested since the annual report (May 1973). The conclusions reached are based on both these results and those reported in the annual report. The locations studied are the Climax and Henderson mines in Colorado and the San Manuel mine in Arizona. The rock types studied from each location are from: 1) Climax, medium-grained granite, fine-grained granite, granite porphyry, schist, and gneiss; 2) Henderson, rhyolite porphyry; 3) San Manuel, quartz monzonite and quartz monzonite porphyry. A description of the rocks was made including: color, texture, mineralogy, composition and fabric of fracture fillings, density, apparent porosity, and optical diffraction patterns. Unconfined and triaxial compression tests were run on the Climax and San Manuel specimens. Sonic velocities were measured during the compression tests; Shore sceleroscope hardness was measured before the compression tests. Conclusions are that some relation appears to exist between compressive strength and the following properties and features for all specimens: dynamic Young's modulus, sonic velocity, density, rock composition, slope of velocity curve, composition and fabric of fracture fillings-veinlets, and apparent porosity. There appears to be some relation between compressive strength and Shore scelerscope hardness for the quartz monzonite (San Manuel). A relation appears to exist between texture and compressive strength and the extent of failure on fracture fillings for schists, gneiss, and fine-grained granite (Climax). The amount of swelling clays (montmorillonite, hydromicas, etc.) present in the rock and the relative number of fractures in which they constitute of major portion of the fracture fillings are related to the strength of the rocks. Possible tests for checking the amount of these clays present is presented including saturation, dyes, and X-rays. A useful index relating to rock strength, as revealed in this study, is the presence of swelling clays in detectable abundances. These clays can be detected in the field with a simple wetting and striking test; in the laboratory they can be detected by X-ray and dye methods.

The adoption of new technologies is accompanied by risks that the stakeholders will wish to understand and minimise. The process of developing a dynamic simulation and the plant it will be used in provides a discipline and attention to detail that highlights and provides an opportunity to mitigate risks that will exist in a production environment. The simulations will enable investigation of what the outcome of process failures will be and the impact maintenance. Enumerating this information will enable designs to be optimised and operating and control strategies to be tested.The success of new technology is dependent on the operators and their understanding of it and the machines that use it. In this context dynamic simulations can provide training and experience without risk to personnel, equipment or production. This experience will include situations that would not be induced in a production plant for training purposes. This paper outlines a generic template for a dynamic simulation that can be used to evaluate the introduction of an emerging technology into an operating environment. It includes process flows and surge capacity, breakdown and maintenance, operator interactions and availability, push and pull production scheduling and system control.

Surface drainage, particularly mine closure drainage, must be properly considered during all stages of mine planning because it presents constraints that are critical to economic mine operation, minimizing environmental impacts and ensuring compliance with government regulations. Deficient mine site drainage increases costs of operation, causes unnecessary environmental impacts and may result in regulatory violations. The scope of this paper includes stream diversions around mine areas, drainage systems within the mine disturbed footprint, and closure drainage works to control surface water, ground water, erosion, sedimentation, and seepage discharges following mine operations. Developing selfsustaining drainage facilities upon mine closure, requires a mine plan that develops appropriate topography and constructed drainage courses that replace the function of pre-disturbance drainage systems without aggravated erosion and deterioration. Drainage criteria, particularly closure drainage criteria, represent important constraints on mine planning and are best considered by integrating drainage features into the mine plan well in advance of mining activities. Integrated mine planning by a multi-disciplinary team is recommended to achieve closure objectives at minimum cost and maximum effectiveness The geomorphic approach to channel design is an effective means of providing a drainage system that has the appearance, function and longevity of natural systems. By incorporating this technique into closure drainage planning, mine operators can construct sustainable (walk-away) drainage systems that require little or no maintenance in the long-term. This paper presents a process by which drainage criteria and associated mine plan constraints can be integrated into the mine planning process. This paper outlines the process for detailed design of drainage facilities, particularly closure drainage systems that are designed by the geomorphic approach.

IN 1947 the steel industry rebounded from its wartime effort and produced a record-breaking peacetime tonnage of steel ingots. During the first six months of the year the industry produced 42,000,000 tons of ingots and expected to produce 85,000,000 tons for the year. With a rated capacity of some 91,000,000 tons, production was at a rate of about 93 per cent of capacity. Credit must be extended to the steel producers who have maintained this steady state of operations while faced with many problems, not the least of which was a continued shortage of satisfactory scrap. Furthermore, the steel industry started a record-breaking peacetime expansion program at a total cost of more than $1,000,000,000. This program will increase the ingot-making capacity of the country by 2,500,000 tons and should be completed in 1948.

Mining firms are widely criticised for their adverse impacts on the environment. At the same time many firms in the industry devote extensive resources, both financial and managerial, to the reduction or elimination such impacts. Very considerable improvements have been made, although these are sometimes overshadowed by a few high-profile accidents, such as the occasional collapse of a cyanide-containing tailings dam. In parallel, much effort is also directed at projecting a positive environmental image, as witnessed by extensive environmental reporting, both on paper and increasingly through web-platforms. Mining projects today almost invariably involve some form of environmental protection. In industrial countries regulations in this area are extremely stringent, as is enforcement. In less well developed countries, regulation and enforcement may be weaker, but firms are in many cases and for a number of reasons committing themselves to high levels of environmental protection, even if they might get away without doing so. Research in the area of environmental performance of mining firms has so far paid much attention to concepts such as sustainability indicators and the sustainability of individual firms. Given the still raging debates about the appropriate way to determine the degree to which any given firm is sustainable (Welford 1995) as well as the usefulness of what will in the final analysis be a value judgement, anyone on the sidelines of the debate will come back to the fundamental issue, how is knowledge that a particular firm has been judged ?sustainable? going to be made use of. This issue remains unresolved, which may explain the lack of progress in formulating a useful definition of a sustainable firm The question addressed in this paper is not so much about what firms are doing on the ground or in any particular case of environmental protection, but more in the subsequent use of these efforts - and by extension - on the overall direction of corporate environmental strategy. The fundamental problem facing all mining firms is that they cannot easily benefit from unilaterally reducing their environmental impact. The firm can of course avoid liability and keep a variety of stakeholders happy and hence experience lower costs of obtaining the [input] resources they need (in a broad sense, not just minerals), but this represents only part of the opportunities available form pursuing an environmental strategy (Reinhardt 2000). The other part, which may have an enormous potential, involves the concepts of competitor management and product differentiation. The logic of keeping stakeholders happy has been most forcefully argued by Pfeffer and Salanchick (1978) who link the behaviour of firms in all domains to their ability to obtain the resources they need, at a cost that is lower than it would otherwise be (Pfeffer & Salanccik 1978). Several varieties of strategy can be included under this heading, including cost reduction and risk management. The alternative logic is to convince customers that they want to pay more for minerals supplied by mining firm X or directly attributable to mine Y, or by making all mineral users pay more. These two strategies, which may be referred to as product differentiation and competitor management, respectively (Reinhardt 2000) are related to the demand side of mineral supply, whereas cost reduction and risk management are related to the supply side. The Bureau of Mines, as a result of its contract research program, is developing a retractable core bit for the wireline drilling system (Retractable Sit System, No, H0272004). The prime contractor, Longyear Company, Minneapolis, Minnesota, and the subcontractor, Doerfer Division, Cedar Falls, Iowa, have designed, fabricated, and are currently field testing the in-hole retractable bit system. he objective of the program is to develop a minerals exploration core drilling system that allows retraction of a worn out bit and insertion of a new core bit, without pulling the drill rods out of the hole. To date, the results of the project are encouraging, and the retractable bit contract is currently in the last phase of a four-phase program, which is on schedule and under budget.

The discussion will relate only to the southern half of the Silver Cliff volcanic center and differences in geologic interpretation, which are largely structural, will be pointed out as they arise. This paper investigates the causes of low effective utilisation of the production drill fleet at the Telfer Underground Gold Mine, as measured by the percussion hours per shift. The first part of this paper focuses on a site time and motion study conducted to accurately identify shift time allocation and optimal drilling parameters (manual versus automatic, and suitable flushing mediums for varying ground conditions) as well as quantifying the business potential for automated or remotely operated production drilling. The second part of the paper focuses on the rate of successful hole completion for automated production drilling during shift changes. Two main areas of drill optimisation were identified. Firstly, a site-specific drilling procedure was established so as to ensure that all operators were drilling using optimal parameters. Total production metres per rig increased by 10.7 per cent as a result of the implementation of this standard. It was observed that a 25 per cent faster overall drill cycle was achieved using air mist flushing, and that manual drilling achieves a 19 per cent faster overall drilling cycle in comparison to automated drilling. Secondly, routine provision to the maintenance department of automation reliability reports that outlined the principal causes of unsuccessful hole completion led to an increase in production metres of a further 4.1 per cent, measured between January 2007 and August 2007. First hole automation reliability increased from 39 per cent to over 77 per cent over the same time period. Second hole automation completion was increased to 74 per cent, leading to a higher proportion of production achieved through automated technologies.

AN EXTENSIVE characterization was conducted on the neutral oil components in a low-temperature bituminous coal tar. A total of tai individual compounds identified with respect to individual isomers, and at least 55 other compounds were indicated to be present. The amounts were determined in all instances. A comparison of isomeric distribution in the tar with thermo-dynamic equilibrium distribution, and kinetic distributions indicated that the composition of the tar largely reflected the structure of the coal from which it was formed. Detailed descriptions are presented for the separatory and qualitative and quantitative procedures for the characterization of the neutral oil component. These include micro fractional vacuum distillation, displacement liquid chromatography, gas-liquid chromatography, countercurrent distribution, and infrared and ultraviolet spectrophotometry. Descriptions are given for the synthesis of authentic specimens of alkylindenes, The ultraviolet and infrared spectra of 134 polycyclic compounds, ranging from alkylindenes to alkylphenanthrenes, either found in the distillable neutral oil, or thought likely to be present, are also given.

A metal diaphragm pressure relay system was constructed to measure vapor pressures of the metal halides, oxyhalides, and other substances at temperatures up to 700° or 800° C. The vapor pressure of arsenic (III) oxide (As2O3) was determined to verify the reliability of the apparatus for such measurements. The data for the liquid AS2 Os (2820 to 4830 C) are represented by the equation, log Pmm = 6.875 - 2,929/T, from which the normal boiling point was calculated to be 461° C. The heat of vaporization calculated from this equation was 13.40 ±0.09 kcal/g mole As4OS and is essentially constant over the interval studied. The melting point of the octahedral arsenic (III) oxide was determined to be 278° C from the inter-section of the solid and liquid vapor pressure curves, A thermal analysis apparatus is also described by which melting and transition temperatures could be checked by a method independent of vapor pressure data. The melting points of the monoclinic and octahedral forms were determined to be 314.4 ±1.4° C and 278 ±5° C, respectively.

The pile inspector is a critical element in the quality control process necessary for a successful pile installation project. This guide is intended to provide the inspector with a basic understanding of only one of the many components of this process - the pile driving hammer. Pile driving hammers are used to install both bearing piles for structure foundations and sheet piles (and soldier piles) as used in retaining structures. In a single document, this guide offers a general presentation of the operation of the more common types of hammers the inspector is likely to encounter. It should make the information in the contractor's hammer submittal for the project more understandable. It should also provide an appreciation for the importance of a properly operating pile hammer. Prior to the start of most pile driving operations, the contractor will normally furnish a submittal to the engineer giving the specific pile driving equipment that he intends to use on the job. This submittal should include the make, model, and type of the intended pile driving hammer or hammers and their operating characteristics such as ram weight, rated energy, operating speed, external power requirements and, other pertinent information. Frequently, the operating characteristics are provided in the form of the manufacturer's specification sheet. The engineer will review this information and when he is satisfied, approve it and pass it on to the inspector. The driving criteria will have been determined by the engineer or others (the geotechnical engineer, consulting engineer, contractor, etc.) from the results of static analysis (for minimum penetration), driving during a test pile installation, Wave Equation analysis, dynamic formula, pile instrumentation during driving, static load test, or a combination of these or other appropriate analyses. The driving criteria can be a minimum penetration of driven pile length (embedded length), or a minimum (or maximum) blow count per unit of penetration. The pile inspector should become familiar with this information prior to the start of the job and should understand or seek help to comprehend the terminology and intent of each specification.

The coal-bearing rocks in Iowa occur in an arcuate belt across the central and southern parts of the State (fig. 1) at the northern end of the Western Interior coal field. Coal beds of minable thickness are sporadic throughout this area and are mined principally in the three districts indicated by dark shading on the index map, although coal occurs also in the areas indicated by light shading. The coal is mostly of high-volatile C bituminous rank in all parts of the State. SURFACE FEATURES The coal-bearing rocks in Iowa are concealed for the most part by a covering of glacial drift ranging in thickness from a few feet to several hundred feet. This covering has been dissected to form a gently rolling upland, rising from an elevation of 466 feet at the mouth of the Des Moines River to about 1,200 feet in Calhoun County in the central part of the State. The local relief, however, rarely exceeds 150 to 200 feet.

"The U.S. underground coal mining industry has recently seen the occurrences of several multifatality events that have interrupted an otherwise steadily improving safety record. These events transpired even with an unprecedented level of government regulations and safety technologies. These events may indicate that current safety practices have reached a level of diminishing returns. Risk management, a safety approach that has been successfully applied in numerous industries including mining, may provide a means to overcome this plateau. Riskgate is an Australian mining risk management program that may be successfully applied in the United States. However, fundamental differences between the Australian and U.S. coal mining industries prevent direct implementation. This paper discusses aspects of the Riskgate body of knowledge that require adaptation for its application in the United States. IntroductionThe underground coal mining industry in the United States has recently seen the occurrences of several high profile, multifatality events. These events transpired in the midst of an unprecedented level of government regulations and modern safety technologies. The recent increase in fatal events in conjunction with minimal declines in fatal and nonfatal injuries over the past decade may signify that current safety practices have reached a level of diminishing returns. In order to surpass this plateau, a modification to the manner in which the mining industry approaches worker safety may be warranted.The implementation of a risk-management- based approach may potentially provide a means for not only surmounting the current safety stagnation but also for achieving the long-desired objective of zero harm.Riskgate is an Australian risk-management- based body of knowledge that shows great potential for application in the United States. This paper discusses aspects of the Riskgate body of knowledge that require adaptation for the U.S. mining industry. The proposed adaptations are based on differences in operating practices and government regulations. This discussion will focus on the three major U.S. risk areas of explosion prevention, ground control and moving equipment."

The Lower Cretaceous McMurray Formation in northern Alberta contains bituminous sands interbedded with other sediments which form the reject encountered during mining operations. Grade prediction is based on a combination of geological interpretation, computer modelling and past mining experience. In addition to estimates for ore, an accurate estimate of "waste" or "reject," are required for Mine Planning. This study investigates the ability of point-kriging using geostatistics, to augment the existing data base of drill-holes in a study area on Syncrude's leases. This approach enables the assessment of potential "worst" case - "best" case scenarios within the context of Mine Planning.

"The House/Senate Joint Conference Committee has instructed the Bureau of Mines to have the Advisory Committee on Mining and Mineral Resources Research review on an annual and simultaneous basis each generic mineral technology research center (GMTC). In order to accomplish that review promptly and uniformly, committee members have revised and approved an in-depth questionnaire. That document formed the basis of their review. The information provided by that questionnaire was an important factor in their recommendations concerning the future direction of the program; a presentation was made at the last National Plan Update.The comprehensive nature of the questionnaire and the scope of the information contained therein make it an excellent retrospective of the Center. Having a clear vision of where the Center has been and knowing where it is now will help guide it into the future. It is felt that such a detailed view of the Center's facilities and research program will be of value to Center personnel and Advisory Committee members.Each aspect of the questionnaire has been examined, answered in detail, and documented throughly. With the completed questionnaire as a guide, this volume examines the research program, Center personnel presently active on GMTC projects, number of graduate degrees granted with GMTC support, GMTC publications, degree of individual interaction, technology transfer, the reference center, GMTC equipment and facilities, and any envisioned plans for future research. It is hoped that this volume will serve as a review of the years 1984-1988, the first four years of the Center's operation."

Blasters are usually strictly liable for injury or damage caused by flyrock (trespassory invasion) and blast-induced vibrations (non-trespassory invasion). The application of strict liability to non-trespassory invasions has resulted in significant litigation that has hampered the use of blasting and the blasting industry. Stark (2002) proposes that blasters should not be held strictly liable for non-trespassory invasions but should be liable only if their conduct is proven to be negligent. This change in legal standard was proposed because improvements in blasting technology over the last thirty years allow blasting to be conducted without substantial risk of harm to property and thus the amount of harm imposed by a blast can be related to the level of care exercised by the blaster. It is anticipated that a negligence standard will reduce the amount of litigation because a plaintiff will have a greater burden to overcome. To facilitate the acceptance of a negligence standard by a court of law, this paper summarizes the standard of care using the 1977 Surface Mining Control and Reclamation Act, extensive U.S. Bureau of Mines research, and current blasting techniques, such as blasting mats. It is important for the blasting industry to promulgate a standard of care so a judge can feel confident that blasting can be routinely and systematically controlled and if the legal standard is changed from strict liability to negligence a subsequent judge or jury will be able to evaluate the level of care exercised by the blaster. This paper also suggests that the industry and/or ISEE develop and disseminate a comprehensive standard of care that courts can use to further justify a change from strict liability to negligence and evaluate the standard of care.

THE highly publicized shortage of students enrolled in engineering curricula has brought about a rapid increase in the enrollment in engineering schools in many parts of the country. Though most of the various curricula in the mineral industries field have participated in this increase, the experience at Pennsylvania State University has been that the nonmineral types of engineering have been increasing at a much more rapid rate than those in the College of Mineral Industries. [ ] It has been a matter of some concern to the staff of the College of Mineral Industries that enrollment in the curricula of the school has not been increasing at a rate commensurate with that experienced in the College of Engineering. If the lack of trained young graduates for our vital mineral industries is to be overcome, this situation must be remedied.
