One of the most difficult areas in concession contracts in resource-rich developing countries is achieving an equitable balance between the interests of investors, host states and, increasingly, mine and near mine communities. While some countries in the Andean region have resorted to outright or creeping expropriation of natural resource contracts under the guise of resource nationalism, others such as the Democratic Republic of the Congo (DRC), have claimed international best practice in the review (and setting aside) of important concession contracts.

A number of problems that developed in processing the halloysitic clays of eastern Washington and northern Idaho were investigated by the Bureau of Mines. The deflocculating effect of tetra sodium pyrophosphate is compared with several other compounds, and on the basis of current theory, the advantage of sodium pyrophosphate as a deflocculating agent is explained. The adsorption of the sodium ion by clay in a clay"-water system was established by a radioactive tracer technique, and the deflocculating action of sodium pyro- phosphate was postulated. The effective dispersion of the halloysitic clays was limited by the occurrence of tightly bound aggregates of small, individual crystals. Disaggregation of the agglomerates was investigated by liquid extrusion and ball milling of dilute slurries and by extrusion of the clay in a plastic state. The greatest increase in the production of small particles was by high? pressure liquid extrusion.

It is known that stoichiometric NiTi transforms to a structure of lower symmetry near room temperature. The present investigation deals primarily with the changes in the electrical and magnetic properties which occur at the transformation. The effects of composition and various heat treatments on electrical properties are also discussed. In recent investigations by Purdy and Parr,' Wang et a1.,2 Dautovich and Purdy,~ Dautovich et a1.,4 and the authors, ~,' NiTi has been observed to undergo a martensitic phase transformation from the ordered CsCl (B2) structure to one of lower symmetry. The crystal structure of the low-temperature modification is still not completely worked out. This transformation occurs near room temperature for the stoichiometric composition. The thermodynamic, elastic, crystallographic, and microstructural characteristics of this transformation for some compositions have been previously reported.'-= In the present investigation, the changes in the electrical transport properties and magnetic susceptibility of NiTi when it undergoes the martensitic phase transformation have been measured. The approximate composition range covered is 48 to 52 pct Ti.* *All compositions are given in atomic percent._____________________ EXPERIMENTAL PROCEDURES AND RESULTS 1) Sample Preparation. The NiTi alloys were prepared from iodide titanium (>99.92 pct Ti) and vacuum-premelted carbonyl nickel (>99.95 pct Ni) by repeated arc melting under gettered argon and casting in a water-cooled copper mold. After the cast buttons were hot-forged at 800" to 950°C, the oxidized surface was removed by grinding and etching. Samples were cut from the worked polycrystalline buttons. After fabrication, the samples were annealed 1 hr at 900°C and water-quenched. The composition of the alloys was assumed to be the same as in the initial feed. This assumption was supported by material balance checks on 100-g arc-melted buttons which demonstrated quantitative recovery to within k0.02 pct. The oxygen content of the alloys was '150 ppma (weight) and the carbon content was 30 to 50 ppm. 2) Electrical Resistivity and Hall Effect. The electrical resistivity was measured over the composition range 48 to 52 pct Ti for temperatures varying from 4.2"K to 900°C. The high-temperature and many of the low-temperature experiments were carried out using conventional 4-probe dc techniques.7 The Hall coefficient and ac resistivity were measured at 20 cps using the apparatus shown schematically in Fig. 1. The equipment is basically an ac potentiometer: The resistive or Hall voltage of the sample is balanced by a comparison voltage provided by a dividing network across a standard series resistance. The off-balance signal is amplified by a Tektronix 122 amplifier and detected by a Princeton Applied Research (PAR) phase-sensitive detector. The precision of the resistivity and Hall coefficient measurements is i0.1 and i3 pct, respectively. The uncertainty in the data is increased by i2 pct from the precision limits because of uncertainty in dimensions and possible end effects. The temperature dependence of the electrical resistivity and Hall effect for a stoichiometric (50.0 pct Ti) NiTi sample are illustrated in Fig. 2. The use of pulverized coal for generating power and performing industrial processes has made an important contribution to our industrial economy during the past half century. Actually, the burning of coal in powdered form is a subject that has held the attention of engineers for a century or longer. Its widespread use, however, is comparatively recent, As early as 1866 patents were granted to Messrs. Whelpley and Storer for a method of feeding pulverized coal into a furnace as an auxiliary to the grate fuel. In the many tests made during the subsequent years with various kinds of apparatus, the experimenters were handicapped in not getting the coal fine enough to obtain complete combustion and to prevent excessive formation of slag.

Coal mines and mining-, as well as metal and nonmetallic mines and min¬ing, are not inherently unsafe, although mining people think they are and would like to have everyone else think so. It is now being demonstrated that mines can be operated with essentially as much safety as any other major industrial enterprise; but most mining people, including workers as well as officials, have been slow to realize or admit this. In the past, and with most people even at present, the idea has prevailed that it is utterly impossible to operate a mine without accidents. Although, as in all other kinds of industrial activity, it is true that some injury is likely on occasion to occur to some workers and an extraordinary accident may occur to one or more persons under exceptional conditions, mines can be operated with few if any accidents if a reasonable amount of the right kind of precautionary effort is exerted and kept in effect.

In 1991, LTV Steel Mining Company decided to close an open pit taconite mine in northeastern Minnesota, using a passive treatment approach consisting of limiting infiltration into the stockpiles and wetland treatment to remove metals. Over 50 million metric tons of sulfide-containing waste had been stockpiled adjacent to the mine during its 30 years of operation. Drainage from the stockpiles contained elevated levels of copper, nickel, cobalt and zinc. Nickel is the major trace metal in the drainages, and prior to closure annual median concentrations ranged from 1.5-50 mg/L. Copper, cobalt and zinc are also present but are generally less than 5% of the nickel values. Median pH ranges from 5.0 to 7.5, but most of the stockpile drainages have pH greater than 6.5. Based on the chemical composition of each stockpile, a cover material was selected. The higher the potential a stockpile had to produce acid drainage, the lower the permeability of the capping material required. Covers ranged from overburden soil removed at the mine to a flexible plastic liner. Predictions of the reduction in infiltration ranged from 40% for the native soil to over 90% for the plastic liner. Five constructed wetlands have been installed since 1992, and have removed 60-90% of the nickel in the drainages. Total capital costs for all the infiltration reduction and wetlands exceeded $6.5 million, but maintenance costs are less than 1 % of those for an active treatment plant. Since mine drainage problems can continue for over a hundred years, the lower annual operating costs should pay for the construction of the wetland treatment systems within seven years.

Laterite ore is a valuable resource due to its high content of metals essential for modern technology, including nickel, iron, and cobalt. However, extracting nickel from laterite ores is challenging due to their complex mineral composition and low nickel concentrations. This study examined the leaching behavior of pre-roasted laterite ore and the effect of roasting on leaching kinetics. The ore was roasted at temperatures of 280°C and 610°C for 3 h, followed by sulfuric acid atmospheric leaching. The results demonstrated that pre-roasting at 610°C significantly enhanced nickel leaching recovery, with up to 93% nickel successfully recovered. The leaching process of pre-roasted laterite ore was found to be controlled by diffusion through the ash layer, with activation energy values of 20.97 and 18.97 kJ/mol for laterite roasted at 280°C and 610°C, respectively. These findings indicate that pre-roasting can improve the leaching performance of laterite ore, potentially leading to more efficient and sustainable nickel extraction processes.

Metallurgical furnaces are made up of complex multi-component systems that must function either together or in parallel for safe, and reliable operation. Thermal expansion of single material components experience induced stresses during heating and cooling, which can lead to cracking or failure. Multi component elements and systems can experience significant thermally induced stresses during both steady state and transient temperature conditions. Examples pertaining to temperature effects on refractory, copper cooling blocks, furnace shells, and complete systems will be discussed. The purpose of the paper is to highlight how stresses and strains are developed due to differential thermal expansion.

ABOUT one hundred were in attendance when Donald M. Liddell opened the session* on non-ferrous metallurgy at 2 p. m. on Tuesday. F. F. Col- cord was vice-chairman. For the first part of the session the chair was turned over to Frank G. Breyer, who introduced G. L. Spencer, Jr., to read his contribution (T.P. 378), "High Silica Retorts at the Rose Lake Smelter," which was an account of the method of manufacture of high-silica zinc retorts at the Rose Lake smelter, and of the service given by these retorts. The materials used are, by volume, 50 per cent clay, 25 per cent silica flour and 25 per cent grog. Written discussion of the paper by E. M. Johnson, W. R. In- galls and M. M. Neale was read by Mr. Breyer. Mr. Johnson explained that their practice in manufacture differed very little from Rose Lake practice, but that their retorts did not last as long, possibly because Eagle-Picher does not use a hydraulic retort press or sintered ore. He ascribes the longer life of silica re- torts to the fact that they do not bend under heat. Mr. Ingalls pointed out that silica retorts are no better as heat conductors than clay retorts, but that they do have a superior rigidity in the furnace. It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. "Introduction This paper will discuss the current operations of Westar Mining Ltd. and give a brief history of the company and of the Crowsnest Pass area. Westar is an integrated company involved in mining, processing and marketing coal from its mines in southeastern British Columbia and shipping coal from Westshore Terminals at Roberts Bank, located just south of Vancouver, B.C. It is two-thirds owned by the B.C. Resources Investment Corporation and one-third owned by the Mitsubishi Corporation of Japan and a consortium of Japanese coal consumers. Operations in southeast British Columbia consist of four coal mines and two processing facilities (Fig. 1). The Elkview Coal Processing Plant near Sparwood, B.C. receives its raw coal from Balmer operations (Harmer open pit), Balmer South (Panel 6) an underground hydraulic mine, and Balmer North an underground room-and-pillar mine. The fourth mine, Greenhills, an open-pit operation, is located near Elkford, B.C. and has its own processing plant. The Balmer mining and processing complex is the largest metallurgical coal facility in Canada producing up to 7 .5 million tonnes of clean coal per year. The Greenhills operation, completed in mid-1983, has a capacity of 2.8 million tonnes. The high-grade metallurgical and thermal coal produced is primarily for export markets. The major customers are Japan, Korea, Brazil, Pakistan, Chile and Taiwan.Our coal and that produced by other mines in Alberta and British Columbia is shipped to the international markets through Westshore Terminals Ltd., a wholly-owned subsidiary. Westshore will have an annual capacity of 22 million tonnes of coal and accommodate ships of up to 250,000 dead weight tonnes by 1984 when its current expansion program is completed."

The tungsten potentialities of the Combination mine were examined by a mining engineer of the Bureau of Mines in 1947. A report based upon his personal knowledge of the mine and the results of the examination contained recommendations for further investigation. This report presents factual data from Bureau of Mines field investigations begun in August 1947 and continued until December 1948, except for a 5-month recess during the first winter. The Combinat.ion mining property of 52 patented claims and 15 patented mill sites is in the Black Pine mining district, Granite County, Mont., 11 miles northwest of Philipsburg. The altitude in the mine vicinity is approximately 6,500 feet.

Sacrificial linings for grinding mills have been a necessary state of the art of mineral dressing since the inception of comminution. Long recognized as the final link in energy transmission from power line to ore, mill liners as a scientific endeavor have not expanded as rapidly as other branches of mineral dressing engineering. Several reasons for this technological lag are apparent. Typically in the past, labor intensive foundries were freely located geographically, at a time when transportation charges made up a significant portion of the casting cost. Alloying agents had not gained their current level of sophistication and were relatively inexpensive in the quantities required. Precise foundry controls were not economically justified, or totally understood. Coincidental to these elements, liner consumption per unit processed did not categorically contribute as a major cost item to the mill operator. Grinding equipment was small, and many times lining life exceeded that of the promoter. These unique conditions no longer exist. Ore dressing equipment has grown to meet modern mining demands. Larger processing facilities, utilizing fewer pieces of equipment, have replaced operations of the past. Emphasis today and tomorrow is on larger and larger equipment, with an eye on lower and lower unit processing costs.

The knowledge-based expert systems (KBES) is a potentially powerful technique to the mining engineer in traditional areas of mine design and operations, as well as in the emerging areas of mining automation and robotics. Since KBES is still experimental in many respects, caution must be exercised as this "high tech" tool is developed and applied to mining. The objective of this paper is to demystify expert systems by introducing the elements of KBES, discussing the strengths and weaknesses, and identifying some areas of application in mining, based on the authors' experiences.

"THE MICHIGAN COPPER DISTRICT.Location. The copper mines of Michigan are all in the north¬ern part of that state on the Keweenaw Peninsula, which extends from the (Michigan) mainland for about seventy miles northeast¬erly toward the middle of Lake Superior. The mines occur in a belt or zone occupying the central portion of the peninsula from end to end.. The most productive mines for many years past have been those located not far from the city of Houghton in' the central part of the zone, in a section extending about ten miles southwest of Houghton and fifteen miles northeast. The most important mines in order of.location, from the northeast to south¬west, are the following: Mohawk, Ahmeek, Allouez, North Kearsarge, Wolverine, South Kearsarge, Centennial, Calumet. and Hecla, Osceola, Franklin, Quincy, Hancock, Isle Royale, Superior, Baltic, Trimountain, and Champion. The first three named are in Keweenaw county and all of the others are in Houghton county. Still farther to the southwest are the Lake, Mass, Adventure, Michigan, Victoria, and White Pine mines. These are in Ontonagon county.History. The exploitation of these copper mines extends back into prehistoric times. There is little evidence that the American Indians carried on mining operations in this region in the period shortly before the advent of white men, but there is abundant evidence that the ancestors of the Indians, •or some earlier inhabitants of the region, carried on primitive mining operations. For example, Mr. S. O. Knapp, Agent of the Minne¬sota Mining Company, in the winter of 1847-48, made the first discovery of prehistoric mining. This event is described as fol ,lows by Foster and Whitney : Location: As shown on the accompanying map, the Mar-quette district extends from the region of Marquette on Lake Superior westward for about forty miles. The main basin of the district is only about three to six miles wide, but outlying areas which are commonly regarded as belonging to the same mining unit, make the north and south dimension of the district about twenty miles. The most productive portion of the area is in the vicinity of Negaunee and Ishpeming, .about ten miles from Mar¬quette, but important mines are found also all along the range as far west as Michigamme and also to the south in the fold known as the Republic Trough. Comparatively recent developments indicate that important ore bodies have been developed in the outlying Swanzy district about eighteen Miles nearly due south of Marquette.The Marquette Iron District.History: The first discovery of iron ore in the Lake Supe¬rior region was probably that made in 1844 near the site of Ne-gaunee by the government surveying party in charge of William A. Burt, sent out under the direction of Douglass Houghton. This surveying party was using a solar compass, invented by Mr. Burt, and noticed variations in the direction of the magnetic needle at various times and places, but. on the 19th of September, while running the east line of Township 47 North, Range 27 West, the needle varied from its normal position until it stood nearly at right angles thereto."

Introductory The steady advance in the price of lead and zinc in the metal markets of the world during the past few years has resulted in an active search for new deposits of these metals, and to the re-examination of known properties that are now idle. There are a number of deposits of these metals in eastern Canada, the best known of which are the Tetreault mine at Notre Dame des Anges, Que.; the Reader mine on Calumet island, Que.; the Stirling property in Cape Breton, and the Federal mine in Gaspe district, Que. . The author has run concentration tests on the ores from the first three mentioned properties. The ores from Notre Dame des Anges and Calumet island presented problems in concentration which were not successfully solved until the past year. Although considerable experimental work has been done by the Ore Testing Laboratories on the ore from the Stirling mine we have not been successful in developing a satisfactory method of treatment. Character and Types of Ores Metallurgically the lead-zinc ores of eastern Canada may be classified into three distinct types as follows: First: - Ore in which the sulphide minerals are fairly coarsely crystalline and can be freed by crushing to 40 or 60 mesh. The zinc blend has a high iron content (not marmatite) and gives a dark brown colour on grinding. The ores of Notre Dame des Anges and Calumet island, Que., may be cited as examples.

A clear understanding of iron carburization reaction occurring between molten iron and carbonaceous materials is of great importance in blast furnace, and it is one of the hot spots that ironmaking workers pay close attention to. Although carburization rates between iron and coke have been studied, the factors directly controlling it have not been clearly identified. This study focused on the kinetics analysis of iron carburization reaction. Sulfur content was determined as having positive influence on graphite carburizing reaction rate in the range of 0.02% - 0.06%. The values of apparent activation energy calculated by the experiment are consistent with the existing literature, which in turn proved the reliability of the experimental data.

In this study, a computer program to design tunnel blasting pattern has been developed. The program consists of two parts; one is for tunnel blasting pattern design and the other is for blasting modeling to estimate the peak particle velocity, the distribution of fragmentation and the excavation damage zone. We modified the design method of tunnel blasting pattern suggested by Langefors because it provided undesirable pattern in blasting practices such as considerably large center cut and too large burden for Vcut as drilling length increased. As a result, the burden and spacing were reduced to practically appropriate amounts. In addition, the correlation between rock mass rate, RMR, and rock constant in blasting, c, was analyzed based on the data collected from twenty three tests of tunnel blasting. It was concluded that the correlation between them was fairly good enough to be applied in cut design. In order to check the validity of the modified methods and their practical applicability, test blasting was carried out at two different tunnel construction sites in Korea. The results were satisfactory in that the average rate of advance was 90% and the overbreak did not cause additional support. Futhermore, the developed program is capable of estimating peak particle velocity by using (a) the existing vibration equations, (b) the vibration equation obtained by test blasting to check out the practical applicability of the designed blasting pattern. Feedback is implemented into the program to adjust the designed blasting pattern and control the vibration.

For shortwall mining to be profitable, the additional capital investment of about $1 million for shortwall roof supports must be offset by decreased total operating costs and/or increased coal production. The Bureau of Mines therefore conducted a demonstration project to compare shortwall and room-and-pillar mining. Daily two-shift production from the bureau of Mines-Beth-Elkhorn Corp. shortwall demonstration n project averaged 975 tons of raw coal, compared with 905 tons from a room-and-pillar unit operating undo r similar conditions. The estimated direct operating costs for the shortwall and room-and-pillar unite were $4.21 and $4.03 pier ton, respectively. The profitability of the shortwall system was found to depend not only on the increased depreciation cost of the powered roof supports and the decreased cost of supplies and materials but also on such factors as the fixed and variable indirect costs and the selling price of the coal. Shortwall mining was demonstrated to be a viable alternative to room-and-pillar mining.

WHEN talking about Europe it is well to endeavor to keep politics and economics apart but they have become so intermingled in recent years that the discussion of one topic inevitably leads to the other. Economic influences formerly prevailed over politics but today national and international economies are governed by political forces. Commerce in raw materials, food, and manufactured products is now so restricted by governmental controls that the capacity of the world to produce and to consume, to exchange goods and to pay for them, cannot be gauged by the past or predicted by a multitude of experts. In prewar days there were some yardsticks but today there are none. Thus it is hazardous to make forecasts, for in all fields of human effort the world has been cast upon an uncharted sea.
