University research in the U.S. consists of three components; faculty, funding, and graduate students or postdoctorals. Individual faculty is the unit area of research that is not limited, although faculty normally performs research in their areas of expertise. Faculty can and often do join with other faculty in multidisciplinary research. Faculty research achievements or reputation reflects the standing of the program and university. Therefore, research is highly encouraged and regarded within the university community. Graduate students are the work force of faculty research and doctoral students are preferred for high-quality products. The federal government provides the majority of funding sources, with the remainder coming from industry, state government and others. Compared with other engineering majors, the mining engineering programs in the U.S. are unique in that they: ? Are small in terms of the number of programs, and number of faculty and students in each program. ? Serve a single industry (i.e., mining) and are thus cyclic, reflecting the up and down economic state of the mineral industries. Enrollment statistics during the past 70 years show that a cycle consists of approximately 30 years with the first 10 years up, followed by 20 years down. ? Have curriculum designed to emphasize and thus serve for either the coal, hardrock or industrial minerals industries. These unique features make mining engineering programs hard to manage in university environments. Funding for mining research has relied primarily on the federal government, i.e., the former U.S. Bureau of Mines (USBM) and currently the National Institute for Occupational Safety and Health (NIOSH). The mining industry does not directly perform, nor sponsor research projects. Federal funding provides primarily in-house research. In the last four decades, federal extramural funding was only available when Congress appropriated extra funding in response to mine disasters. For instance, a string of coal mine explosions in the mid to late 1960s prompted Congress to enact the Coal Mine Health and Safety Act of 1969. It provided massive research funding from 1970 to 1983 covering all mining-related subject areas. From 1984 to 1995, federal extramural research funding was minimal, through two generic mineral technology research centers for selected mining engineering programs. In 1995, Congress closed the USBM and transferred the health and safety of miners program to NIOSH. Federally-funded extra-mural research practically stopped from 1995 to 2006. In 2006 and 2007, in response to a series of disasters, including those at Sago, Aracoma, Darby and Crandall Canyon, Congress again appropriated funding for short-term re-search in selected subjected areas such as underground tracking and communication, mine seal and ventilation, and deep cover pillar extraction. Therefore, to develop a meaningful academic mining research program during the past three decades, funding needed to be drawn from other sources such as the mining industries. A ?meaningful? program requires a sufficient amount of consistent funding in order to produce effective results. A review of federally funded extramural research pro-grams shows that a great majority of contractors/grantees are private entities, involving few mining engineering faculty. This, in part, is due to the fact that mining engineering involves so many different subjects. Therefore, a small mining engineering program can only have resources to cover teaching in the core subject areas (i.e., extraction, ground control, ventilation and material handling), at best. In this respect, a successful and meaningful academic mining re-search effort requires strong supporting programs such as geology/geophysics, structural (applied) mechanics, material sciences, compute/software application, etc. Therefore, academic mining research had to rely on private sources such as coal companies, in the author?s case, for sustained funding in the past three decades. Relying on funding from coal companies presents several problems. The projects were small and considered routine consulting projects requiring practical answers in a very short time frame. This is not really suitable for academic research, for which the major goal of research is the training of graduate students. These short-term projects vary with time and mines, most of which are driven by U.S. Mine Safety and Health Administration (MSHA) or U.S. Office of Surface Mining (OSM) regulations. So sustained funding under such condition requires broad experience of coal mining operations, which is also not well-aligned for academic research where faculty tends to specialize in a narrow field. Consequently, under such a funding environment, it is important to keep in mind how to develop long-term academic research objectives from conducting small short-term consulting projects that require quick solutions. In other words, how to look beyond the quick answers and to develop broader and more fundamental theories applicable to other situations that advance the-state-of-the-art. In order to achieve this objective, faculty must act as the connecting link because graduate students come and go. Faculty must know the detail of each project such that they know what are the important unsolved problems, what to assign to specific graduate students and how to guide the next group of graduate students to continue the development and advance the mining science. Under such funding environments, the most effective way to conduct academic mining research and ensure quality products is to maintain a research group consisting of postdoctoral, PhD, and MS students of various rankings such that the senior ranks can assist in guiding the junior ranks, especially the senior PhD students who are experts in their dissertation research areas. A weekly meeting should be scheduled for the group in which problems encountered in the research are discussed or individuals take turns presenting the progress of their projects. During each meeting, the importance of open discussion on scientific issues must be emphasized. Thus, opinions are encouraged, debated, and rejected or accepted. Students are encouraged to listen to and analyze other points of view. In addition to training of this thought process, the meeting also helps identify the strengths and weakness of each individual. As the subject of research expands over time, the group?s and, thus, the faculty?s research experience broadens. With this approach, companies can get the quick answer they desire from expert research experience and the faculty can engage in meaningful applied and basic research that is most relevant to routine mine operations. The end result is that companies will have a high regard for academic mining research.

Experimental work was performed using a bench scale autoclave to evaluate the effects that leaching temperature, pressure, initial acid concentration, and the solid to liquid ratio have on the behaviour of base metals and platinum group metals in a high-pressure sulphuric acid oxygen leaching system. The concentrations of metals in the leach solution were measured over time at different leaching conditions. At the conditions investigated, the initial acid concentration had the largest influence on the copper leaching kinetics, while the leaching rates of the other precious metals (OPMs: rhodium, ruthenium, and iridium) were highly dependent on the leaching temperature. A set of chemical reactions that can be used to describe the leaching chemistry was proposed, and the associated reaction kinetics were quantified. As a first estimation, the rate expressions were considered first order, and the rate constants were determined using the method of least squares, considering the experimental and predicted concentrations obtained for the different leaching conditions. Of the OPM compounds, the sulphides showed the fastest dissolution rate, followed by OPM alloys, and finally the OPM oxides. During the initial leaching stages, base metals and OPMs competed for the available dissolved oxygen, with oxygen being preferentially used for copper leaching. Precipitation of OPMs during the initial leaching stages can be ascribed to copper and nickel dissolution according to exchange reactions between dissolved OPMs and copper present as digenite or nickel present as polydymite. Control of the autoclave residence time is of particular importance to enhance the selectivity of this leaching step, given the dependence of the PGM leaching rates on the extent of copper dissolution.

"During the last eight years there has been a noticeable increase in the use of permissible equipment in gassy and dusty coal mines. This trend has undoubtedly been toward greater safety in mining, but in spite of this all is not well ""along the front.""In many mines those in charge, either through ignorance or supposed economy, have neglected to install sufficient copper and maintain good bonding on the rails used for return circuits to have a safe working voltage for the permissible equipment which is intended to afford them safety.Low voltage, when properly analyzed, is not economy but frequently is an expensive oversight. Burned-out armatures, controllers, rheostats, and switches are costly in themselves to repair or replace, but the greatest cost in many instances is the loss of production resulting from idle and broken-down equipment.From a safety standpoint, excessive low voltage where permissible equipment is necessary is almost criminal negligence. A burn-out of any kind is liable to cause an arc that may burn its way through a casing wall and bring about a hazardous condition if gas or dust in explosive proportions should be present. Again, all wiring, both interior and exterior to the apparatus, is subject to the extra heating consequent upon low voltage. It should be remembered that if the voltage drops the current must increase a corresponding amount in order that the same work may be accomplished; and as the heating effect is as the square of the current, an enormous overheating of the electrical parts and wiring often takes place. This heating effect is especially detrimental to trailing cables used on portable equipment, because under the most favorable conditions the size of cable selected is only barely sufficient to do its work properly at a safe working temperature; therefore, when the extra current load is added because of poor voltage, overheating is sure to result, with consequent deterioration of the insulation, This effect greatly increases the liability of cable failures in service, and in turn adds to the hazards incident to the use of portable equipment of the permissible type involving the use of trailing cables.Some manufacturers have tried -to protect their equipment from low voltage, especially below a certain point, by -installing low-voltage relays which will trip when the voltage falls to a predetermined value. It is understood that some operators have hesitated or refused to install such low-voltage protection because they were aware that the voltage conditions were so poor that the equipment could not operate under the safe limits set. It is difficult to understand how any progressive company that is willing to go to the ex-pense of installing permissible equipment could be so shortsighted in this phase of common sense, safety, and economy."

"Deep stabilisation has been used in Sweden for decades. The method has been improved to allow it to be used in different types of soils and with new binders. One challenging soil type in Sweden is so-called sulphide soil, a fine-grained soil which contains organic material and iron sulphides. There have been some cases in Sweden of problems when using deep stabilisation in this type of soil, and in one case a slope failure occurred. This paper shows that it is possible to achieve good results with deep stabilisation in sulphide soils. Laboratory and field studies from a test site along the Botniabanan railway line in Sweden are presented. Geotechnical and chemical properties of the natural soil were investigated in the laboratory and one or more of these properties may explain the differences in the stabilising effect of sulphide soils. The strength of the laboratory samples and the columns in the field were tested and compared. It is shown that a satisfactory stabilisation effect can be achieved with the proper choice of binder, amount of binder added, curing time and mixing energy. In sulphide soils, more binder additive is needed than in “ordinary” inorganic clays.1. INTRODUCTIONThe term sulphide soils is used in this paper to refer to the unique types of sulphide soil commonly found in the coastal areas along the north-eastern coastline of Sweden between the cities of Gävle and Haparanda, a distance of about 900 km. Sulphide soils are in general very compressible, susceptible to creep deformation and normally show low undrained shear strength. A sulphide soil may have a negative environmental impact through acidification and chemical action if it is subjected to oxygen, for example during excavation or lowering of the ground water table, Mácsik (1999). In foundation engineering works, efforts are made, for environmental or/and economic reasons, to use the sulphide soil as the foundation instead of excavating it. Deep stabilisation by means of columns is a potential method for use when sulphide soil needs to be improved in order to reduce settlements or/and increase the stability of embankments.Sulphide soils were formed as sediments at river mouths and off the coast in the special environment prevailing at the time of sedimentation, Mácsik (1994). The water in which the sulphide soil was sedimented was brackish/sweet and the environment was typically deficient in oxygen. The environment prevented complete decomposition of the organic material in the sediments. As a result, sulphide soils were formed primarily in the form of a fine-grained composition of clay and silt minerals, iron sulphides and organic matter. Such environments still exist today and new sulphide soil sediments continue to be formed."

The Bureau of Mines studied copper-nickel minerals (mainly sulfides) of the Duluth Gabbro Complex in north-eastern Minnesota to determine their response to selective high-temperature sulfatization techniques. The gabbro, containing 0.44 percent copper and 0.13 percent nickel, was ground to minus 325 mesh and sulfatized in a heated, rotating, stainless steel bench-scale retort. Tests demonstrated that over 95 percent of the copper and 80 percent of the nickel can be converted to water-soluble sulfates, depending upon the roasting conditions employed. Yield equations were developed using regression analysis for predicting the extraction of copper and nickel between the temperature limits of 520° to 670° C, the roasting time limits of 3 to 7 hours, and S02 limits of 10 to 40 percent in S02-air mixtures.

The Bond International Gold (BIG) Colosseum Gold Mine was discovered in 1865, but no recorded production occurred until the 1930's, with production approximately 19k9 (615 oz) of gold. The mine was closed in 1942 as a non-essential industry during World War II. The property was acquired by Dallhold Resources in mid 1986. Construction of a 1.1 million Mt carbon-in-pulp, cyanide mill started in November, 1986, and was completed in September, 1987. Minable reserves are estimated to be 9,560,831Mt (10,539,000St), with an average grade of 2.1 g/Mt (0.062 oz/st). This paper describes a general view of process flow and plant equipment, as well as a look at the maintenance and operational problems encountered in the fist six months of operation.

"AB5 type hydrogen storage alloys (A: rare earths, B: transition metals) are extensively applied to a negative electrode of a nickel metal hydride (Ni-MH) rechargeable battery for portable electric equipments, electric vehicles, hybrid vehicles etc. Performance of a hydrogen storage alloy electrode is affected by various factors, microstructure and surface composition of the alloy and structure of the electrode as well as composition of the alloy. Control of those factors enables us to commercialize the Ni-MH battery in various field.IntroductionA Nickel-metal hydride (Ni-MH) battery has been extensively developed because of (1) good compatibility with a nickel cadmium (Ni-Cd) battery, (2) high energy density (1.5-2 times higher per unit volume than a Ni-Cd battery) and high dischargeability, and (3) low environmental pollution. The charge/ discharge reactions can be written as [l, 2,3]:(+) Ni(OH)2+OH- = NiOOH+H2O+e· (E=+0.490V NHE),(-) l/6LaNi5+H2O+e-· = 1/6LaNi5H6+OH- (E=-0.828V NHE),where E° is a standard potential of an electrode vs. normal hydrogen electrode (NHE). Because of the above advantages of a Ni-MH battery, the battery have been widely used as a power source of portable computers, cellular phones, electric vehicles (Toyota ""LAV4L EV"", Honda ""EV Plus"" etc.) etc. Some hybride vehicles (Toyota ""Prius"" and Honda ""INSIGHT"") and fuel cell vhehicles (Toyota ""FCEV"") are power-assisted by a high-power Ni-MH battery. In 1999, the production of Ni-MH batteries reached 870 million cells in Japan. Most of commercialized NiMH batteries are incorporated with rare-earth-based AB5-type hydrogen storage alloy as a negative_ electrode. The production of rare-earth-based alloy is estimated to be approximately 8000 tons.The battery performances of the Ni-MH battery, for example, capacity, durability (cycle life), dischargeability (kinetics) and selfdischarge, ate closely related to the metal hydride· (MH) electrode, especially, the hydrogen storage alloy in the electrode. Substitution of alloy components, heat treatment, and surface treatment in order to change surface and bulk structure of hydrogen storage alloys have been examined by us and many reseachers in order to improve the performances of MH electrodes. This paper is a review of our and their efforts to improve performances of MH electrodes."

An important factor in the design and operation of a lignite-gasification plant is knowledge of the thermal requirements. These not only vary with different-size plants but also with the operating conditions for a plant of given capacity. Thermal data have been collected since 1945 from a commercial-scale lignite-gasification pilot plant operated by the Bureau of Mines at Grand Forks, N. Dak. The description and operation of this plant and a study of the gas-composition data have already been described in previous reports (1, 2, 3, 4, 5).2) / This investigation was made to review the thermal data taken in tests and to correlate them in terms of the fraction of undecomposed steam and the H2:CO ratio.

"Flotation is regarded as the best available method of upgrading minerals and coal fines. However, its efficiency deteriorates rapidly with decreasing particle size. Further, ultrafine concentrates are difficult to be dewatered economically, forcing companies to discard part of the ultrafine materials to impoundments. To overcome these problems, a new method of separating and simultaneously dewatering ultrafine particles has been developed. Following extensive laboratory-scale test work, the process, known as hydrophobic-hydrophilic separation (HHS), has been tested successfully in continuous operations at proof-of-concept (POC)- and pilot-scale tests. The results show that the HHS process is capable of producing high quality clean coal with high recoveries and low moistures. INTRODUCTION Coal preparation plants are designed with up to four parallel processing circuits for treating coarse (> 12 mm), intermediate (12x1 mm) small (1x0.15 mm), and fine (<0.15 mm) particles. The plus 0.15 mm fractions can be effectively cleaned efficiently with gravity separation methods (Wills, 2006). At present, the only commercially viable option for cleaning the finest fraction is froth flotation (Yoon et al., 1999). In flotation, air is dispersed in the form of small air bubbles in a tank in which coal fines are suspended. The small air bubbles selectively collect the hydrophobic coal particles and float to the surface, forming a froth phase which overflows into a launder. As is well known, ultrafine coal particles of less than 30-50 µm are difficult to be collected by the air bubbles, resulting in low recoveries. Furthermore, fine particle flotation suffers from low carrying capacities and poor selectivity due to entrainment problems. (Bethell et al., 2005; Luttrell et al., 2014). In addition, the froth products containing ultrafine coal are difficult to dewater. Mechanical dewatering in general becomes inefficient with decreasing particle size due to small cake porosity and high surface area, resulting in high moistures (Hucko et al., 1988). The cost often becomes prohibitive with particles of smaller than ~45 µm (Bethell et al., 2005). Moreover, the high-moisture products are difficult to handle and incur high shipping costs and lower thermal efficiencies (Honaker et al., 2013)"

This report presents prediction equations for 12 variables that are indicative of metallurgical coal quality. The variables include six for coke strength and six for carbonization product yields. All variables were predicted for coking coals having volatile matter contents from 16.3 to 42.1 percent, dry basis. The prediction equations, developed by mathematical-statistical techniques, were based on information from the proximate and ultimate analyses, the size consist, and the petrographic composition of bituminous coals carbonized in BM-AGA retorts at 800°, 900°, and 1,000° C. The equations were evaluated for validity with independent data derived from the 900° C carbonization of 33 binary blends of various coals and 22 binary blends of Pocahontas No. 3 low-volatile bituminous coal with 11 high-volatile bituminous coals. Results show that metallurgical coal quality can be predicted ahead of mining because data used to derive the prediction equations can be obtained at the time of exploration. Capability to forecast coal quality is useful in mine planning and should provide basic information for optimization of blending and crushing techniques and thus lead to the production of uniform coke.

Tool and cutterhead wear is a crucial issue in soft ground tunneling, especially because tool inspection, maintenance, and replacement are done under difficult conditions, and often under pressurized faces or under ?hyperbaric interventions?. Overall, tool inspection and changing is a time consuming and costly step, which needs to be quantified and the related costs accounted for in any construction contract for scheduling and costing of the tunnels at design stage or bid preparation. However, lack of a universally accepted index or measure for soil abrasivity in the geotechnical reports has made it difficult, if not impossible, to define cutter wear for this purpose. Soil abrasion and its impact on cutting tools for tunneling machines under dry or wet conditions have recently been under spot light due to construction claims in several of the recent tunneling projects. The objective of this paper is to examine soil?s physical, mechanical and tribological properties related to the interface of the soil and excavation tools and discuss ways to measure soil abrasivity in a quantitative and repeatable manner. The paper will discuss the efforts that are underway to develop a new soil abrasivity index and the fabrication of a new testing device for this purpose.

THE annual fall meeting of the Institute of Metals and the Iron and Steel divisions, in conjunction with the American .Society for Steel Treating and the Metal Congress and Show, at Boston was from many standpoints the most successful we have had to date. While many faces were missing from the various gatherings, the Institute registration reached the high mark of 324 members and guests. Cooperating with the Steel Treaters were also the American Society of Mechanical Engineers, the Society of Automotive Engineers and the American Welding Society. ,The meeting was, as usual, a three-ring circus with technical sessions &apos;galore, plant .trips, visits to the Exposition, social events such as lunch- eons and dinners as well as entertainment for the ladies present.

Resin-grouted bolts serve as a crucial means of stabilizing yielded coal ribs in underground coal mines. A comprehensive investigation into their efficacy was undertaken by a collaborative effort between the National Institute for Occupational Safety and Health (NIOSH) and Missouri University of Science and Technology (MST). This study involved pull-out tests in multiple locations, including six coal mines and the NIOSH research mine. A total of seventy-three (73) tests were conducted, of wide range of anchorage lengths, ranging from a short encapsulation length of 0.305 m to a fully grouted encapsulation length of 1.524 m. The test findings indicate that when short encapsulation bolts are installed at high rotation speeds, their anchorage capacity is significantly reduced, leading to failure at the bolt-grout interface. Conversely, when these bolts are installed at lower rotation speeds, they exhibit greater capacity, with failure occurring at a higher anchorage load equivalent to the yield load of steel rebar. No matter what the rotational speeds were used during bolt installation in this study, the fully grouted bolts consistently experienced failure at the ultimate load of the steel rebar. Most of the tests carried out on partially grouted bolts with anchorage lengths of 0.610 - 0.914 m have shown behavior patterns like the fully grouted bolts, although exhibiting reduced stiffness. The outcomes of this research offer a profound insight into the ways in which resin-grouted bolts enhance the stability of coal mine ribs.

A major clay products industry in the Medicine Hat area since before 1910 has maintained a continued interest in the clays of the Cypress Hills. For the first forty years the materials used were local red-burning Cretaceous and Pleistocene clays and sands and high-quality stoneware clays of the Whitemud Formation at Eastend, Saskatchewan. Recently a much broader spectrum of raw materials has been brought into use. Including the exposures of the Eagle Butte structure, the Cypress Hills present a 1200 m section of clay-like sediments. Of this 1200 m about 94 per cent, the high montmorillonite shales of the Upper Cretaceous, can be considered useless, or nearly so; the remaining six per cent, all fresh-water beds, presents a wide variety of potentially useful materials. The development of these clay resources is complicated by deep surface creep on the south flank of the Cypress Hills, by largescale slumping on the north flank and by a structural complex in the Eagle Butte area.

In the treatment of any illness the early diagnosis is of very great importance . This is especially true in cases of carbon monoxide poisoning , whether acute or sub-acute in character. A diagnosis of CO poisoning is usually made from a correlation of the history , the possible place of exposure , and the symptoms produced . This , however, is not positive evidence because CO often is present in unsuspected places and can be absent in suspected places . Also , the symptoms of this type of poisoning are common to other causes . In many such cases the correct diagnosis may be very difficult , if not impossible by this method and as a result little or no treatment is given . Sub- acute cases , those in which the subject is exposed to concentration sufficient to cause only headaches , malaise , feeling of weakness and dizziness , may be incorrectly diagnosed and as a result , improperly treated . Probably the best method of diagnosis is by examination of the subject's blood . Many methods for the detection of CO in the blood have been developed , but owing to their various individual disadvantages have never come into common usage . Some of the quantitative methods are satisfactory with regard to accuracy but require elaborate and expensive apparatus , special technique and training, or are too delicate and cumbersome for field use . It is of vital importance in all industrial and domestic accidents occuring at places where CO might be suspected or where the symptoms are typical of CO poisoning that a qualitative and preferably a quantitative determination be made the extent of poisoning being of importance in deciding whether CO was the direct or contributary cause) to show the presence or absence of 0. This is indeed essential from a medical standpoint as it aids in prescribing treatment and from a legal standpoint to insure justice in the claims that are often unjustly decided for want of positive evidence.

Phytoremediation is a new low cost alternative technique for remediation of contaminated soils from heavy metals that are emitted by ferrous and nonferrous mining and extracting processes. It is based on the possibility to use several plants that accumulate high level of metals in order to remove metallic pollutants from soils and render them harmless. Phytoextraction is an adjacent new technique that uses these hyper-accumulator plants in order to extract the metals from them using even the conventional smelting or refming processes. In our previous work, an extensive investigation of about 150 plants have been carried and several species were identified that could be used for nickel phytoremediation and phytoextraction because of their high accumulation of nickel. It has been found that five taxa from Alyssum genus specie had the highest ability to accumulate nickel with concentrations more than 10000 ug/g (dry weight) or 1%. The taxa showing the highest accumulation of this metal is Alyssum murale var. chlorocarpum with 28 600 ug/g or 2.86%, a good candidate for Phytoextraction. In this work, in order to optimize the phytoremediation and phytoextraction processes further Absorption Spectrometry measurements and biological studies were carried out to determine the parts of the plants that accumulate the highest amount of nickel and the best biological cycle during which they accumulate the highest amount. The results show that the greatest accumulation of nickel occurred in the leaf material (2.86%) and the least in the roots (0.43%). The investigation of the biological cycle of the genus Alyssum showed that: (1) the seeds germinated between 50 C to 30 0 C and more in 25 0 C; (2) 62.9 % of seeds germinated at A.m. var. chlorocarpum; (3) the emergence is almost continue from March to April; (4) the anthesis occurs from May to July; (5) the ripening of the fruit takes place 30 days after flowering; (6) the dissemination of fruits occurs from September to October. Due to these special characteristics it is reaffirmed that Alyssum murale var. chlorocarpum, as a nickel hyperaccumulator, is the most promising plant to be used for feasible phytoremedation and phytoextraction purposes. A Bureau of Mines procedure was developed for the analysis of volatile matter in airborne coal dust-rock dust mixtures prior to, and resulting from, coal mine fires and explosions. Dust in the 10-to 20-mg weight range can be analyzed. Volatile matter is determined by a greatly scaled-down version of the empirical macro-scale method used by the Bureau. The alkaline earth carbonates in the rock dust are dissolved in acid prior to the volatile matter determination of the residue, and the rock dust content is calculated from the analysis of calcium and magnesium by atomic absorption.

Dr. Emrick, honored guests, distinguished speakers, ladies and gentlemen, I am Langan Swent, Vice President for Environmental Affairs and Occupational Safety and Health, of Homestake Mining Company. Today, I appear on behalf of the American Mining Congress, as chairman of its uranium mine health subcommittee. The American Mining Congress is a trade association of several hundred members, which include the producers of a large proportion of the nation&apos;s uranium. I&apos;ve been asked to make a statement of principles for the uranium industry. There are two types of principles that apply to industry in general, and specifically to the uranium industry. Some have external origins and apply regardless of what industry does or thinks. Others are generated by industry itself and serve as goals for the industry. I&apos;ll discuss some of each type. I&apos;ll limit my statement to those principles related to the subject of this conference--radiation hazards in mining. I won&apos;t take your time trying to explain some of the unrelated principles that we must all contend with, such as Parkinson&apos;s Laws, Murphy&apos;s Law, and the Peter Principle. First and foremost, industry has a sincere interest in the well-being and health of its employees. There are two basic reasons for this. One is a basic respect for human lives, especially those of people we see and work with every day. No one in management wants to carry the lifelong burden of blame for a life lost due to poor working conditions. Most uranium and other mining is done in small communities. Production workers, maintenance workers, service workers, shift bosses, foremen, superintendents and managers all live in the same community. They attend the same churches. They serve together in civic activities. Their children go to the same schools. If one employee in such a community loses his life due to poor working conditions, those remaining know in a daily and intimate way the resulting personal tragedy, usually of a bereaved widow and fatherless children. This sad experience makes the community, including industry management, intensely sensitive to the need for maintaining good working conditions in the mines. But what about the segment of industry that does not live in the mining communities? Corporate and owner&apos;s offices are frequently hundreds of miles from the communities where the mining takes place. Many of these people are not personally acquainted with the workers, and there are few close personal ties between the two communities. The distant staff are, however, still human beings and motivated by the same basic human respect for life. Mr. Manuel Gomez of MSHA and a member of the planning committee for this conference summed this point up expressively when he told me: "No one group has a corner on compassion." In addition to compassion, there is another factor. In both communities the basic assignment to everyone is to produce profits. In carrying out this assignment, supervisory and management people are acutely aware of the high cost of illnesses and accidents. Their objective of maximizing profits is advanced significantly by minimizing illnesses and accidents at the mines. A business that has illnesses and accidents generally suffers from poor employee morale and high employee turnover, both of which detract from profits. Next, I would like to talk about what industry has done in the field that is the subject of this conference. We have worked at all sorts of methods to reduce exposure of employees since the exposure standards were first introduced and then lowered. Other speakers will go into details of technology, and I&apos;ll simply comment on exposure results. These are best shown in Table 1. The table shows the average WL to which miners in U.S. underground uranium mines have been exposed since 1937 through 1980. The trend of decreasing radon daughter concentrations throughout the period is obvious. Figure 1 presents this data graphically and shows the trend at a glance. This record begins in 1937 when uranium, as such, really wasn&apos;t being mined or sought. The concentrations given by the U.S. Public Health Service were for a few small vanadium mines which carried uranium as a by-product. A few years later, when the Manhattan project to develop the atomic bomb was begun, these mines became the first U.S. uranium mines and the vanadium became the by-product! The radiation hazard then also received attention and the average concentrations began to decline. As knowledge of the reality of the hazard spread, conditions improved. The search for uranium in the U.S. turned up new and larger ore bodies that had to be mined by large underground mines. These mines involved ventilation planning from the beginning, and when they came into production in the late 1950&apos;s they lowered the average concentrations greatly. Then in 1960 the American Standards Association adopted a standard setting 1 working level as a satisfactory condition, and several action levels up to 10WL, at which point removal of people from exposure was called for. As a result of the uranium producing states governors&apos; conference in December 1960, state mine inspection agencies, in the early 1960&apos;s, began to adopt and enforce the ASA standards. As a result, average concentrations again declined. In 1967, the Federal Radiation Council recommended an annual limitation of 12 WLM per individual.
