Alaska Village Electric Cooperative (AVEC), an electric utility cooperative providing power to 51 Alaska villages, has made a concerted effort to install wind turbines in the villages they serve in an effort to mitigate the growing costs of electrical power generation. The subsurface soils in several of these villages consist of sands and silts with ground temperatures of between 30°F and 32°F. The presence of warm, degrading permafrost in three of the villages has required innovative foundation designs, including the use of helical piers and piles to support steel and concrete wind turbine foundations. The design of the deep foundations had to account for the effects of degrading permafrost likely resulting from observed climate change patterns. Uplift forces imposed on the foundations were approximately 100 kips per pile. Uplift pile load testing was conducted on the installed piers and piles in order to determine the actual working load that each pier or pile could sustain. In addition, pile driving analyzer testing was conducted on several piles installed in the permafrost and compared to pile load tests. Results indicated that the installed piers and piles achieved the necessary capacity with sufficient factors of safety. Thermosyphons were installed near the foundations in order to limit the effects of climate change on the permafrost. The two to four wind turbines in each of the three villages are currently operational. Refinement of the design based on the pile testing from the first village to the third has decreased the cost of the tower foundations and improved our understanding of designing for warm, degrading permafrost.

As the orebodies become more complex and lower grade, there is an increasing demand from crushing circuits for a finer product. When the product from a crushing circuit does not satisfy the requirements of the downstream processes, the cost of production increases. Thus, enhancing the performance of cone crushers through optimisation of their operating factors becomes important. One of the key factors affecting performance of cone crushers is the filling of the crushing chamber during the operation. The effect of varying the filling of the crushing chamber of a cone crusher was investigated. To assess the crusher performance, parameters such as crusher capacity, power utilisation, and reduction ratio were used. Extensive plant trials were conducted to obtain samples and operational data when the crusher chamber was 50% full (half-full) and 100% full, which is 300 mm above the top of the crusher chamber (super-choked condition). The results indicated a 62% difference in the crushing capacity when the crusher was operated in a super-choked condition compared to the half-full chamber level. In the super-choked condition, the size-specific energy at 12.7 mm was 20 % lower than that of the half-full condition. The Bond ball mill work index (BBWI) of crusher product indicated that the BBWI of the product of the super choked condition is 5.6% less than that of the product of half-full condition. This can be attributed to the generation of micro cracks in particles due to increase in the interparticle breakage when the crusher was operated in the super-choked mode. The U.S. Bureau of Mines has had an ongoing interest in developing new reagent schemes for floating Stillwater, MT, chromite ore. Previous reagent schemes have been unsuccessful in achieving complete separation, primarily because little is known about the surface chemistry of the minerals in this ore. In order to design a rational reagent scheme, a study of the binding of various functional groups (R = -H, -OH, -CO2H, -NH2) on the two components (chromite and forsterite) of the Stillwater chromite was undertaken. Electron Paramagnetic Resonance (EPR) Spectroscopy was used to determine the adsorption isotherm, from a cyclohexane solution, of spin-probes which contained the functional group of interest. This was complemented by studies of the saturation surface coverage of the spin probe on the two minerals. In each case, more sites existed on chromite than forsterite; however, the forsterite sites were more strongly binding for each functional group. The results are discussed in terms of their implications for flotation.

Fortescue Metals Group (FMG) fines from Western Australia is a hematite and limonite mix characterised by high crystal water content. Due to its higher supply capacity and lower prices, the Wuhan Iron and Steel Corporation (Group) intended to use more FMG fines in the sinter mix. It is understood that sinter quality is closely related to its microstructure featured by the hardness and brittleness of different mineral phases, the content of micro pores, and trans-cracks. In order to maintain sinter qualities such as tumble index, reducibility and so on at higher FMG fines blend ratios, a research project was initiated to study the effects of the FMG fines blending ratio on sinter microstructure. Research results showed that at higher FMG fines ratios, the hardness of hematite and magnetite were both decreased while the hardness of calcium ferrite showed a tendency to decrease. The number of cracks that were generated during Vickers hardness measurement in various mineral phases decreased, but their length was shortened, and the variation of crack lengths increased. The contents of hematite and magnetite were also reduced and the reduction of magnetite was clearer. Also the content of calcium ferrite and pores rose and the magnitude of the increase of pores was greater. Among all the mineral phases in sinter cakes, the Vickers hardness of hematite was highest within the range of 879 N/mm2 ~ 942 N/mm2, and therefore the decrease of its content in sinter and the enhancement of its brittleness, ie the number of cracks increased, were harmful to sinter strength. One of the consequences of globalizing mine finance is a necessity to apply uniform accountancy and valuation standards that are clearly understood and consistently applied by the global investment community. However, each country has unique circumstances, which sometimes make it difficult to align domestic practice with international requirements. South Africa is no exception and issues such as its political history, a taxation regime enforcing different rules on different mineral producers and a unique mineral rights ownership distribution, are barriers to internationalization. The economy is in a transitional phase as a result of the many and diverse policy documents following the change in political dispensation in 1994. Many of these documents have recently been implemented through new legislation and, in the case of mining, negotiations are continuing in order to ensure an acceptable outcome. This paper discusses the challenges that the South African minerals industry faces in the field of mineral property valuation. It draws on international experience and includes a discussion on the unique considerations that the South African mineral property market must take into account in establishing a code for this purpose, as such a code could later be aligned with international practice.

A process for extracting 69 percent of the vanadium from weathered Nevada dolomitic shale containing about 1 percent V205 was developed on a laboratory scale by the Bureau of Mines. The process essentially is comprised of salt roasting, leaching with dilute sulfuric acid, solvent extraction, and precipitation of vanadium as ammonium metavanadate. Carbonaceous unweathered shale was less amenable to treatment. A preliminary cost estimate for mining and processing 1,500 tons per day of weathered shale indicated a production cost of about 1 dollar per lb of V205. Considering recent sales at nearly $1. 75 per lb of contained V205, larger scale testing to obtain more definitive process design and evaluation data may be warranted.

At the McIntyre mine, there are two distinct operations: a gold mine with narrow veins, mined by cut-and-fill methods, and a copper mine with large, open, long-hole stopes. The application of the Critical Path Method to scheduling work in the copper mine, where it has been used successfully for several years, is de-scribed briefly. This application is relatively simple. Use of C.P.M. has now been extended to the gold mine. To replace the former method of scheduling from bar-charts, a procedure was developed for scheduling automatically. To handle an operation of this size and complexity, a computer was essential. Improved schedules are now being produced, with a saving in time.

Continuous improvement in environmental management assists in the achievement of sustainability goals for the processing of minerals. The use of regular internal environmental audits (scored or unscored) which form an integral component of an Environmental Management System (EMS), provide demonstrable evidence of this improvement. Case studies are presented for a number of major coal mines in the Hunter Valley, where regular internal environmental audits have been undertaken every two to three months, over periods varying from 18 months to five years. Examples of the benefits of improved environmental performance (driven by the audit process) to sustainable development are provided.The auditing process as described here for coal mines, and coal handling and preparation plants, is equally applicable to the processing of other mineral ores, metalliferous mines, quarries, and oil and gas projects.

THE EXCUSE for producing still another paper dealing with the oilfields of the Middle East is the overwhelming importance of this area to everyone, both inside and out of the oil industry. Figure 1 shows the area defined as the Middle East for the purpose of this paper. No description of what constitutes the Middle East is generally acceptable to everyone and, in fact, in many parts of the world it is referred to as "Western Asia". At the time ?the writer went to work as a geologist in the Middle East -this was in 1926 -there were just three known oilfields, namely, Hurghada in Egypt, Naft Khaneh in the Transferred Territories of Iraq, and Masjid-i-Sulai-man in Persia. Their combined producing rate at that time was around 100,000 barrels per day. Toda y, just thirty years later, some forty-two fields have been proven to exist, and a recent discovery in Syria -if commercial -may add one more to the list. Producing rates at the end of last year ( 1956) were approaching four million barrels per day. This sizable figure re presents nearly 23 per cent of the total Free World's production. What is more important still, something over 70 per cent of the Free World's proven oil reserves are known to exist in the subsoil of the Middle East.

This report presents a hydrogenolysis study undertaken to obtain information on the constitution of the kerogen or organic material in Colorado oil shale and to determine some of the properties of the hydrogenolysis products. The high yield of hydrogenolysis products was separated, so far as possible, into type compounds; a number were identified. The results thus obtained were used as a basis for proposing the possible existence of certain structures in kerogen. To the authors' knowledge, few or no hydrogenolysis studies have been made of Colorado oil-shale kerogen by others. However, this method has been used in studying the constitution of coal. In general, the coal studies involved treating pulverized coal at different temperatures and hydrogen pressures with different catalysts. In some instances different solvents were used during the treatments.

THE removal and disposition of large quantities of slag from blast-furnaces is a question of great importance in the design of works, and various methods have been devised, from time to time, in order to take the best advantage of local conditions. In blast-furnaces treating copper-ores or lead-ores, it is necessary to use a fore-hearth, or matte-settler, in order to collect, if possible, every particle of valuable matte which, otherwise, would be carried away with the out-flowing slag. In all of these cases, the slag overflowing from the fore-hearth is caught in pots and then conveyed to the dump. If the slag is of no value and the necessary water-supply, grade and dumping-space be available, the disposal of the slag by granulation is by far the cheapest and best method. It involves a minimum of labor, both at the furnace and at the dump; and it permits a continuous outflow of slag from the furnace- or settling-pot, thereby avoiding frequent tapping and plugging. When the conditions of water-supply, grade and dump-area will not permit slag-granulation, there are three other methods in common use. Large steel or cast-iron pots, or ladles, supported by trunnions on heavy cars which are moved by steam-, air-, or electric locomotives; some type of mechanical conveyor; and small pots or buggies moved by hand. The pots on the slag-cars are generally circular or oval in shape, and each one contains from 15 to 40 or more en. ft. of molten material. The mechanism for tipping them is more or less elaborate; and, as a general rule, the slag is dumped alongside, and quite close to, the track. They are more or less costly to construct and to keep in repair, and, in order to use them to best advantage, it is necessary to have a good elevation of track above the dumping-ground; furthermore, the rails must be of heavy weight, and well-supported on heavy ties. This paper gives a brief overview of impacts of coal blending on coal-fired power plants performance and discuses the preliminary results of an on-going study aimed at evaluating the effect of coal properties on the effectiveness, compatibility and thermal reactivity of coal blends. Plant survey studies reported no significant impacts on an existing plant designed for a high rank coal when switched to a blend of low-and high-rank coal. However, slight modification of some aspects (handling, fuel storage/stockpile, transportation, preparation, and general housekeeping) of plant design and operation may be necessary. The preliminary results of an on-going study at the Mineral Industry Research Laboratory shows that more compatible and better blends could be made from coals where ranks are closer than from those where ranks are far apart.

SEVEN years ago there was installed in the hospital of the Bunker Hill & Sullivan Mining & Concentrating Co. at Kellogg, Idaho, an ultra-violet ray quartz lamp, the standard equipment which is found everywhere in the offices of physicians and among usual hospital equipment. The use of this lamp was con- fined largely to treatment of pathological cases, still treatment of under-nourished children, run-down anemic people, both men and women, and, as a general tonic, was part of the routine hospital procedure. At the latitude of the Ceur d'Alene district and especially because of the position of the towns in deep canyons, with much overcast and cloudy weather, sunshine is not plentiful at any time of the year; for many of the winter months there is scarcely any. Underground workers, particularly during the winter, have little sun- shine; it is not unusual to have none at all for weeks at a time. Treatment by the ultra-violet ray lamp in the hospital has resulted in many extraordinary benefits but the use of the lamp is expensive and limited. Some weeks ago attention was directed to the automatic solarium equipment of the Burdick Corporation. The doctors strongly recommended the increased use of the ultra-violet lamp for its curative powers and tonic effects, urging that it be made accessible to all employees. Real interest was . . also displayed by employees with the possibility of securing ultra-violet ray treatment for themselves and families under better conditions than it was possible to have by the limited use of the lamp at the hospital. This resulted in the installation of the so-called sun room or automatic solarium as an adjunct to the mine change-house. An annex was built to the change-house, with dressing rooms for women, children and men from other departments, and the outfit put into use on Sept. 5, 1929. "INTRODUCTION Sponge iron has been made commercially since 1912 at a Swedish ceramic plant; and the product, known as Swedish disk—type sagger sponge iron, has an excellent reputation as a superior furnace feed wherever high—grade steels are made. The general procedure for making brickyard sponge iron was described frequently in Swedish technical journals prior to 1932 and at that time consisted in filling clay refractory containers, called saggers, with a super-concentrate of Gellivare magnetite plus the necessary amount of solid reducing agent and desulfurizer and then firing in a Hoffmann ring furnace, as used in the ceramic industry.The early Swedish publications describe two types of brickyard sponge iron: (1) An inferior high-sulfur product obtained by mixing the ore and reducing agent, and (2) a high-grade low-sulfur product in the form of coherent disks 7 to 9 inches in diameter and 1 to 1-1/2 inches thick made by the saggers with alternate layers of solid-fuel reducr and of uniaxed ore."

OTHERS here are far better qualified than I to discuss some of the specific proposals for government regulation of the oil industry. I shall make no attempt to carry oil to Oklahoma. The question of public control, however, is inherent in other branches of the mineral industry in varying degrees, and my comments will be directed mainly toward some of the trends affecting the mineral industry as a whole, as a background for your more specific consideration of oil legislation. A proud American tradition has been the insistence on freedom of competition, on equality of economic opportunity, on a policy of laissez faire. Nowhere has this principle been given wider application than in the mineral industry. The mineral field has been open to all comers, and the job of mineral exploitation has naturally attracted daring and independent spirits. The laws governing conditions of discovery and development, as well as the anti- trust laws, have been devised to foster the spirit of private initiative. The result has been the building of a mineral industry on a scale never before approximated anywhere in the world. The impetus thus gained, the methods, the technique, the financial resources, have been projected be- yond our boundaries and have made the American mineral industry the purveyor to the world for many essential commodities and first in the exploitation of the world's minerals. Our habits of individual self-reliance and success are deeply ingrained, and there is hardly an individual in the entire mineral field who does not instinctively recoil fro111 the extension of collective control, whether public or private.

THE importance of the Donets coal field (the Donbas) to the national economy of the Soviet Union is well known. Great as was the significance of this tremendous deposit of coal in prewar days it is destined to become an even greater factor in the economic life of the country now that the tremendous havoc wrought by the Germans is being remedied. Since the war began, new coal fields have been extended; for example output of the Moscow and Karaganda (Kazakhstan) fields has become considerably larger while new mines are producing coal in several parts of Uzbekistan and Kirghizia. The huge West Siberian coal field, the Kuznetsk Basin, is producing more coal than ever before to supply the industries of that region and of the Urals. But so great has been the development of industry to meet war needs, especially in those districts of the Soviet Union that lie to the East of the Urals, that the coal obtained, eked out by such locally-won fuels as peat and wood, is still barely sufficient to meet industrial requirements. The main burden of the coal supply for the restored industries of the West, therefore, will fall on the Donbas.

"Flotation circuit of the Sarcheshmeh copper mine processes 41,000 t/d of ore at 0.9% Cu. Chalcopyrite and chalcocite are the main copper bearing minerals which are concentrated in three stages of roughing, cleaning and recleaning. Due to major changes in the reagent addition regime, make-up balls combination, and throughput to the primary mills an increase of 2.6% (from 87.2% to 89.8%) in the sulfide copper recovery was obtained during a period of six years. In order to investigate a rather large variation of monthly recovery (i.e., from 89.0 to 91.2%) of the plant after implementation of the changes, a study was undertaken to trace mineralogically possible causes of such a behavior. During a five-month period, monthly composite samples of feed and tailings of the flotation circuit were taken. At the first stage, the polished sample preparation method and the mineral counting procedure were optimized through a detailed study. Liberation degrees and types of locking of valuable minerals in both streams were determined in three size intervals of +75, +38 and –38 microns. It was found that for both recovery levels (i.e., 89% and 91.2%), there was no significant difference in the liberation degrees of valuable minerals in the flotation feed; the average liberation degree was 57.1% with a standard deviation of 3.1%. On the other hand, in the case of high recovery level (i.e., 91.2%) there was a reduction of 15% in the amount of free valuable minerals in the tailings stream. The highest reduction was found for the -38 micron size range in particular for chalcocite. It was concluded that compared to the grinding circuit the change in the flotation circuit had the significant effect on the plant recovery increase.INTRODUCTIONThe Sarcheshmeh copper ore body contains 1 billion tonnes averaging 0.90 % copper and 0.03 % molybdenum. It is located southeast of Iran and currently processes 41,000 t/d of ore. The concentrator has been in operation since 1982. Last year, the concentrator produced 130,000 tonnes of copper and 4,000 tonnes of molybednite concentrate. An expansion to the plant which will increase the throughput by 50% is under construction and will be effective in 2003.After three stages of crushing, the ore with a F80 of 12.7 mm is fed to 8 parallel ball mills in closed circuit with cyclones to produce a product 70% finer than 75 microns. The concentrate of the first stage of flotation is reground and the tailings constitute the main component of the plant final tailings. A concentrate with an average grade of 30.5% Cu is obtained after cleaning and re-cleaning stages. At the present time, the average sulfide copper recovery of the plant is 89.8% which varies depending on the operating conditions and ore type."
