About mid-December 1936, the safety director of a large coal corporation visited the authors at the Bureau's Experimental coal mine to discuss a rock-dust barrier he had invented primarily for use in trackless entries of coal mines. The rock dust in this device was carried in its original paper containers and means were provided for ripping these open so that the dust might be scattered in the path of an explosion. The inventor termed the device a "bag barrier", and this term has been adopted in the present paper for convenience. At that time the device was in an early stage of development, and the inventor felt that the barrier should be tested to determine whether it had enough promise of being successful to justify further development. The matter was taken under consideration and finally three tests were made during the week of February 15, 1937. It was concluded that while the device did stop an explosion in two of the three tests, it was much loss effective than ordinary rock dusting, and that too few data were obtained to permit direct comparison with tests of other barriers. Apparently, the conditions under which the device could, be successful 'Were somewhat limited, out the limits could not be defined without additional tests.

"Although manganese is a metal virtually unknown to the layman, it is hardly necessary to point out to the engineer the importance of manganese in modern metallurgy, an importance intimately linked with iron (and steel), the basic materials of engineering construction for hundreds of years and certain to remain so for long into the future. World steel production will approach and perhaps reach 1 billion tons/year in the 1980s; with a manganese content between 0.5% and 1 % in ordinary steels, and more in specialty steels, manganese use worldwide will soon approach 15 million tons annually. Manganese was discovered and isolated in Sweden in 1774 by Karl Wilhelm Scheele (who also discovered molybdenum), but the element was only of scientific interest for several decades. By the early part of the nineteenth century, however, manganese oxide had become commercially available and was in use for colouring glass and for the production of chlorine. Commercial application in metallurgy appears to have been limited to the manufacture of crucible (or ""cast"") steel, a highquality product made by carburizing wrought iron, and melting it in small batches to make ingots which could be rolled and used for special applications, e.g. for the manufacture of fine tools or for ""steeling"" the cutting edges of implements such as wrought iron axes and chisels.* However, it was not until Bessemer's epoch-making invention of cheap steel in 1856, and the dramatic expansion of the steel industry thereafter, that manganese assumed the importance that it holds in modern steelmaking."

(1) The Castleman Basin was investigated by diamond drilling, engineering examination, and geologic study. Agreements permitting investigation of about 14,700 acres of land were entered into with 79 landowners. Eleven beds of coal between the horizons of the Harlem and Mercer beds were penetrated in drilling. These beds from top downward are: Harlem, Upper Bakerstown, Lower Bakerstown, Brush Creek, Upper Freeport Rider, Upper Freeport, Upper Kittanning, Middle Kittanning, Lower Kittanning, Mount Savage, and Mercer. Introduction Less than a hundred years ago the engineer was able to do his job without concern for the science that underlay his practices or for the men who operated his machines. But toward the end of the last century science began to be applied to industry, and its success was such that the plant which clung to empiricism was unable to compete with the plant that followed science. Even more recently, the engineer has been forced to consider the men who operate his machines, for modern large-scale industry has given these men education, social security, and power. Hence the engineer can get good, steady labour to operate his machines only if he can offer inducements. Wages are in general outside the control of the engineer, but he is able to control working conditions. This essay is concerned with one factor of good working conditions: safety. The writer became interested in this problem during three months' summer employment as a student at the Sullivan concentrator of the Consolidated Mining and Smelting Company and was surprised at the distance his investigations led him from the field of pure engineering into the fields of psychology, education, and publicity. Nevertheless, because safety has to do with machines and with men who operate machines, and because it profoundly affects plant efficiency, it is the job of an engineer, not of a psychologist or teacher, nor of the salesman publicity expert who is often so unfortunately employed in personnel relations. The size and complexity of the subject has limited the scope of this essay to the consideration of only a few aspects of industrial safety. Considerable attention has been given to the underlying principles, but the mechanical side of accident prevention, the design of equipment, erection of guards, etc., and the very important problems of organization and administration, have not been given attention proportionate to their importance.

A substantial lifestyle destination in the United Arab Emirates, in the Emirate of Abu Dhabi comprising of 1315 villas, town houses and non-residential leisure facilities is built over an area of 280 hectares of former mangrove areas, natural sands and reclaimed lands. Large-scale subsoil investigations including field and laboratory testing carried out dividing the entire site in to 7 clusters. This investigation revealed alternating layers of loose sands and silty clays within the load influence zone of planned foundations, showing susceptibility to excessive settlements. Therefore, ground improvement works were undertaken using a combination of stone columns, Rapid Impact Compaction (RIC) and excavation and replacement of soils plus a 0.4m thick load transfer platform. This was necessary to limit the settlements, increase-bearing capacity and prevent long-term settlements. 30 no’s of full-scale Zone Load Tests, ZLT were carried out each for a duration of 30 days in order to ascertain the anticipated long-term settlements in the clay layers. In addition, further testing of electrical cone penetration tests, CPT, and Plate Load Tests, PLT. The use of Priebe and Asaoka’s observational procedure were applied to predict the final settlements and the use of back-analysis from the 30 days Zone Load Tests, ZLT results to establish the site-specific consolidation parameters in clay layers to optimize the design and ground improvement works.

This report summarizes the program to develop and construct an improved light-scattering dust monitor (ILSDM). This improved light-scattering dust monitor, which operates on the forward light scattering principle, provides instantaneous measurements of airborne dust concentrations in units of mg/m. The program was divided into two phases. Phase I involved the design of the ILSDM which was reviewed by the Bureau of Mines. Phase II included the fabrication of a prototype ILSDM based upon the design developed during Phase I. After completion, the ILSDM was delivered and demonstrated at the Bureau of Mines. A description of the final ILSDM design, operating instructions, maintenance instructions and recommendations for additional work are also included in this report.

It is a pleasure to submit to the National Critical Materials Council (Council) some of my thoughts concerning the important tasks which lie before you. It long has been my belief that America's economic health and national security may depend to a substantial degree on whether we have available to us an adequate supply of critical and strategic materials at reasonable cost. To the extent the Council can contribute to the identification and implementation of wise public policies which facilitate the achievement of that goal, we and our children should be grateful. Even before assuming office, President Reagan warned of the danger of undue dependence on imported materials essential to the Nation's defense and economic well-being. After his election, he appointed a transition task force on strategic and critical materials, and he later directed the Cabinet Council on Natural Resources and Environment to prepare .a National Materials and Minerals Program Plan and Report to Congress, which he forwarded to the Congress in April 1982. In 1984, my predecessor, Secretary Clark, established the National Strategic Materials and Minerals Program Advisory Committee, popularly known as the "Mott Committee" because of its distinguished chairman, retired Admiral William C. Mott.

In 1971, United States Borax & Chemical Corporation (U.S.Borax) initiated a mineral exploration program on federal lands in Southeast Alaska, with the commitment that any possible development would be done with great care for the environment. This program resulted in the discovery of a molybdenum deposit and the location of mining claims in 1974, in an area 45 miles east of Ketchikan, now called the Quartz Hill Molybdenum Project (Figure 1). At the time of this mineral discovery, the area was part of the Tongass National Forest, managed by the Forest Service, United States Department of Agriculture, and open to mineral entry and multiple use. In late 1978, the area was designated Misty Fjords National Monument and closed to mineral entry, and in late 1980 the area surrounding Quartz Hill was classified as Wilderness. These new laws and regulations, as well as the special interest environmental groups which oppose resource development, have significantly delayed and increased the costs of developing Quartz Hill.

A simplified radiochemical method has been developed for quantitatively analyzing; radon gas in underground uranium mines. In this method, a measured volume of air is drawn by a pump through a drying tube and a cartridge containing dioxygenyl hexafluoroantimonate reagent. Radon is captured as n nonvolatile product. After radioactive equilibrium has been established between radon and its short-lived daughters (approximately 4 hours), the gamma-emission of the cartridge is measured with a scintillation counter. The amount of radon is then calculated from the gamma-emission rate. The effect of cartridge geometry, reagent load, and air flow rate upon collection efficiency and counting efficiency is reported.

It is concluded that land-based mineral resources will be adequate for most minerals in the immediate future, but in the long term more minerals will come from offshore locations. Because the oceans are international and can transport pollution, international control of offshore workings will be necessary. In the UK and similarly highly developed areas, the working of low-value bulk minerals will create increasing problems in urban development and countryside preservation. Much more information should be published on standards to be adopted and their costs, if emotional social pressures founded on ignorance are to be avoided. The Town and Country Planning Acts have greatly improved the environmental quality in Britain in relation to mineral working. In the long term conservation of some minerals in short supply may be necessary on a national or international basis. Much research is required for the determination of adequate criteria and standards for the preservation of environmental quality in the mineral industry. New local, national and international legislation will be required and the adoption of voluntary standards by trade associations should be encouraged wherever appropriate

In mid-Tertiary time a wet silici-alkalic magma penetrated the Precambrian rocks of what is now the Tenmile Range of Central Colorado and formed the Climax Stock. The stock is a composite one and was intruded in four separate irruptions, each giving rise to a major hydrothermal event. The first three of these produced large stockwork ore bodies that cap and flank the tops of their respective source intrusives; the fourth, and last, yielded almost no commercial mineralization. The ore bodies and their related zones of alteration are circular to ring-shaped in plan and arcuate in section. The different phases of the stock are so positioned with respect to each other that many of the circular and arcuate zones of mineralization and alteration overlap or are juxtaposed. Evidence of a time separation between the different ore bodies is found in certain dikes that were intruded between periods of mineralization and are well mineralized in one ore body but are barren in another. If it is assumed that the parent magma at Climax contained 10 per cent "water," that the "water" contained 0.1 grams per liter of molybdenum, and that the processes of extraction were 100 per cent efficient, then approximately 10 cubic miles of magma would be required for the formation of each ore body. The volume requirements, taken in conjunction with the cross-sectional areas of the different phases of the stock to explored depths, suggest to the authors that each magma chamber was columnar, extended to a depth of thousands of feet, and was connected with a much larger master reservoir. The repetition of similar intrusive, structural, and hydrothermal events, indicates periodic tapping of this reservoir. A regular chemical evolution of the parent magma is suggested by the systematic change in metal ratios and differences in the sites of deposition, relative to the source intrusive, in each of the four separate igneous hydrothermal stages. The preparation of ground was due to changes in magmatic and/ or hydrothermal pressures within the igneous-hydrothermal columns; small, repeated, up and down movements of the rock enclosing the tops of the columns formed the stockwork fractures into which the mineralizers penetrated. The forceful emplacement of each successive phase of the Climax Stock resulted in a slight doming and rotation to the westward of the earlier-formed geologic features. Postore normal displacement along the Mosquito fault is estimated at about 9000 feet. Part of one ore body was cut by the fault and lies at depth below the Paleozoic sedimentary strata on the hanging wall. On the footwall side of the fault, subaerial erosion and glaciation removed a large part of one ore body and uncovered the top of a second.

A pilot-scale treatment study was conducted on a copper-zinc bearing metal mine drainage using a pipeline treatment system called the In-Line System (ILS). The objective of this U.S. Bureau of Mines study was to determine whether the ILS could be extended from the treatment of coal mine drainages to the treatment of metal mine drainages. Hydrated lime (Ca(OH)2), quick lime (CaO), and caustic soda (NaOH) were used to neutralize the drainage. A novel reagent slurry of Ca(OH)2 and type C fly ash was also evaluated. Except for Ca(OH)2-fly ash slurry, treatment performance was evaluated for all reagents at pH values of 7,8,9, and 10. The Ca(OH)2-fly ash slurry was evaluated at a pH of 10. All reagents tested neutralized the metal mine drainage and substantially reduced the dissolved metal concentrations. It was concluded that the ILS could be useful in the treatment of metal mine drainages.

Automated temporary roof support (ATRS) systems have been incorporated into roof bolters since the 1970's. During roof bolting, many injuries have occurred from large pieces of draw rock falling inby the ATRS beam and tipping back into the operator's area. Other injuries have occurred due to smaller, sharp rocks falling onto the operator's hand and arm during initiation of roof bolt drilling. These injuries are attributed to weak immediate roof, sometimes called roof skin failure. Even though ATRS systems support the roof and provide a measure of protection against roof skin failure, additional hazards sometimes do exist immediately inby and outby the supported roof. Design innovations such as the ATRS mounted rocker pad deflector systems have been designed to improve the roof bolter operator safety. This paper will inform the reader of the hazards, machine evolution through different design solutions, and the current state of the art in preventing roof skin failure injuries when roof bolting.

Long-term exposure to respirable dust continues to present an occupational health and safety hazard to mine workers in underground mines. Workers who are exposed to mine dust can develop occupational lung diseases including coal workers’ pneumoconiosis (CWP) or ‘black lung’, progressive massive fibrosis (PMF) and chronic obstructive pulmonary disease (COPD). To demonstrate the exposure impact of certain working conditions and improve dust management in longwall development panels, this paper details the development of a computational fluid dynamicsvirtual reality (CFD-VR) based training tool. The tool has been developed as an educational platform to facilitate the effective communication of workplace health and safety (WH&S) dust control measures for continuous miner operators and engineers. The study introduces a promising approach to model ventilation and dust flow patterns based on site-specific data, employing computational fluid dynamics (CFD) for a detailed analysis and visualisation of these mechanisms. Additionally, an algorithm has been developed for processing the large and complex CFD data sets into a form amenable for visualisation within a virtual reality (VR) environment using standalone VR headsets with limited processing power. This training tool has been deployed to mine sites with the specific purpose of educating users on the hazards of dust emissions and the best practices for control.

In the early 1970s, Jim Walter Resources, Inc. (JWR) embarked on a coal mine expansion program that was unparalleled in the history of the United States. With a small nucleus of people then operating two rapidly depleting captive mines, action was initiated to develop four of the deepest mines in the United States. Because of the depth of these mines, operational and technical problems were anticipated. However, because of the high quality of the coal (Blue Creek Seam), the financial risks involved were acceptable. The total investment to get the expansion program completed (to get the new mines to full capacity) would represent an investment of over US$ 500 million.By the end of the decade of the 1970s, the Company had grown to 2100 employees who were producing 1640,000 tonne of saleable coal per year, a productivity rate of 3.9 tonne per man-shift. This productivity rate was not sufficient to maintain a profitable, viable organisation. Therefore, if the operations were going to survive, it would be necessary to improve productivity tremendously, a task which would tax the resources and imagination of all employees.

Consistency of Run-Off-Mine (ROM) quality plays an important role in mineral processing which is not very often talked about. The major impediment is limitation of sampling ROM ore, which makes processing plants to run without any realtime feedback on ore quality that comes in. The process of direct determination of Run-Off-Mine (ROM) ore quality is expensive and time consuming as drawing and preparing representative samples from blasted muckpiles are constrained by large sample size and inherent heterogeneity in terms of size and chemistry. In absence of techniques for direct measurement of quality, monitoring and control of ROM, feed to the processing plant at Joda East Mine, like all other iron ore beneficiation plants worldwide, is largely based on blasthole sampling and subsequent chemical analyses of blastcone chips. While such indirect methods proves to be more accurate for representing whole of a mining block or blasted muckpile (~30-50KT/blast), it is indeed a challenge to ascertain and predict day to day input quality for a part there off. This eventually leads to a gap between predicted and actual ROM quality, resulting in difficulties in process control, in turn, and leading to wide swings in product quality. Hence, it is imperative to bridge the gap between predicted and actual ROM quality by arriving at means, which ensure consistent plant feed grade to deliver consistent output. The paper discusses an efficient and affordable alternative for effective prediction of ROM alumina which has been developed by integrating blasthole quality database in GPS based Truck Dispatch System (GPS-TDS) at Joda East Mine. Initially, GPS-TDS has been installed for optimizing production parameters only, but this development has helped in further utilization of GPS-TDS for real time quality monitoring by improving ROM grade prediction and scheduling from several ore blocks in active mining areas. The U.S. mining industry - once world dominant and largely independent of foreign sources for most major commodities - has today lost this position, with little likelihood of regaining it. But even though Business foretold The Death of Mining four years ago, the current outlook is less pessimistic because of drastic restructuring of the industry; a major reduction in its labor force, with resulting large increases in productivity; and introduction of improved technology. In the face of this clearly changed climate for domestic mining, it is important to examine the role of the development and research establishment in the industry's future, which raises a complex set of questions: 1. Where and to what extent can new technology assist in the continued survival of the industry ? 2. What is the past record of the research establishment in developing new technology; and what is the industry's record in supporting and adopting it ? 3. In the light of these records, and of the drastic cuts in both research staffs and expenditures, what areas should be the most important targets for new technology? ZEST in the search for new supplies of metallic ores and petroleum is difficult to maintain with stocks of raw materials accumulating and with over- production rightly or wrongly blamed for most of our industrial troubles. Enthusiasm over new methods of prospecting has consequently diminished and exploration programs in many fields have been drastically cur- tailed. Very naturally the effects have been felt with particular keeness in highly specialized phases of the work, such as geophysical prospecting, for the feverish scramble for new areas in which to drill beneath magnetic or electrical anomalies has abated, and there is even a lull in the firing in the battle over salt domes on the Gulf Coast. It is unquestionably an unhappy time for many of the organizations dependent on this work, but in certain respects the situation may be beneficial in correcting unsound practices that .have grown up through the necessity for haste and for quick decisions. With the restriction of the field to the more competent workers by the harsh rule of survival of the fittest, a general improvement, not only in technique but in business methods, can be expected which may go far in restoring public confidence.
