INTRODUCTION This submission was made to the Royal Commission of Inquiry into uranium mining in British Columbia. It discusses the stability of waste rock piles that might be developed in conjunction with uranium mining and the control of leachates that might be generated within these waste rock piles over the short and the long term. Short term refers to the interval during which a waste rock pile undergoes either continuous, or alternatively intermittent development, and in general can be considered to extend over the operating life of the mine. Long term refers to the postmining period, i.e. after the ore-body has been exhausted, and mining operations have ceased. Two major classes of waste material are generated in the course of mining and milling operations. Tails, which are the solid waste materials produced by the milling operations commonly exit the mill in slurry form and are stored in tailing retention ponds. Management and control of these slurried wastes are the subject of other papers to the Commission and this conference. In the course of the mining operations, it may be necessary to remove rock materials that are below cut-off grade. That is, ore concentrations within some of the mined rock may be lower than the concentrations which on the basis of economic considerations justifies milling the material. Rock which is removed in the course of the mining operations, but which is below cut-off grade is referred to as waste rock. This waste rock is commonly consigned to a specific area for disposal where it is placed in a mound or pile, i.e. a waste rock pile. Ore concentrations within the waste rock may vary from zero to just below cut-off grade. Since an increase in the market value of uranium could at some time in future result in reduction of the cut-off grade, it follows that waste rock containing ore concentrations slightly below today's cut-off grade could become ore grade rock at some time in future. For this reason, the mine operators may deem it advisable to separate waste rock according to grade, and to consign the waste rock to two or more individual waste rock piles. For purposes of clarity and simplicity, this submission treats the stability of waste rock piles and leachate control in a manner which assumes that these potential problems are isolated and separate from other aspects of the mining and milling operations. For many site specific cases, the problem of potential leachate control might be integrated with the tailings management aspect of the project, thereby realizing economic benefits while at the same time reducing the potential for adverse environmental impact.

A study co.mbining stress-strain .measurements in conjunction with transmission electron microscoPy has been made with near equiatomic Fe-Cr alloys which were aged for various times at 500°C. Associated with this aging is a marked increase in deformation twinning. The outstanding feature of these twins is that they generate stress fields sufficiently great so as to give rise to spontaneous dislocation loop nucleation nearly normal to the propagating twin. This observation is in agreement with the theoretically predicted elongation of the stress field of a dislocation Perpendicular to its direction of motion as it moves near the speed of sound. Dislocation loop nucleation is more difficult in the longer aged alloys so that this energy absorption mechanism is not effective in hindering twin propagation. Since crack nucleation can readily occur near the tip of a twin, the aged alloys become extremely brittle when deformed in tension. Iron-chromium alloys in the vicinity of the equiatomic compositions become severely embrittled when aged at about 500°C. Fisher et 01.' have shown that this embrittlement is related to the decomposition of the original random Fe-Cr solid solution into a chromium-rich and an iron-rich phase. In addition, Mar-cinkowski et a1.' have shown that twinning becomes an increasingly more important mode of deformation as the aging time is increased. These results have been recently corroborated by the transmission electron microscopy study of Mima and amauchi . The Fe-Cr alloy thus seems ideal for verifying the predictions made in Parts I4 and 115 of this investigation where the behavior of large static or blocked twins and those of large dynamic or propagating twins, respectively, were investigated numerically. It was thus decided to measure the stress-strain curves generated by embrittled alloys that were aged for various times and to examine sections by transmission electron microscopy. EXPERIMENTAL PROCEDURE Electrolytic iron and electrolytic chromium were vacuum-melted and poured into ingot form. The composition of the resulting alloy was found to contain 46.0 wt pct Cr (47.8 at. pct), the remainder being iron. The resulting ingot was swaged above 850°C into 0.250-and 0.400-in.-diam rounds. Compression samples of 0.250 in. diam and 0.400 in. long were cut from the smaller-diameter rounds. These samples were then sealed in evacuated quartz tubes and annealed for 30 min at 1150°C to produce a uniform and equiaxed grain size of mean diameter equal to 1.73 mm. They in turn were rapidly quenched from 850°C so as to preserve the condition of random solid-solution characteristic of the elevated temperature. The samples were then aged for various times up to 300 hr at 500°C in a massive Pb-Bi alloy bath. The samples were next polished and tested in compression at room temperature as described in Ref. 6 using an Instron tensile testing machine. The strain rate used was 0.05 in. per in. per min. The remaining larger round was converted into compression specimens of 0.325 in. diam and 0.500 in. long. This larger diameter enabled wafers of sufficient size to be prepared for examination by trans-mission electron microscopy techniques after subjecting them to a suitable strain. Foil preparation is described in some detail in Ref. 6. All foils were examined in a type HU-11A Hitachi electron microscope operating at 100 kv. RESULTS AND DISCUSSION Fig. 1 shows the effect of aging at 500°C on the room-temperature stress-strain curves of the FeCr alloys. For greater clarity the origin of each curve has been displaced upward. The same origin has been used for both the 0 and the 0.1 curves. It is apparent that with increased aging times a sharp drop in load is observed at the yield stress which becomes more pronounced as aging proceeds. A loud sonic burst accompanies this drop and subsequent metallographic examination shows the sample to contain numerous twins. For intermediate aging times, a number of smaller twin bursts follow the initial large one. The total plastic strain associated with the twinning mode of deformation can be obtained by adding up the contributions AE~ from all i twin bursts, i.e., £,¦££,-, in the manner illustrated schematically in Fig. 2. The contraction of the specimen, as measured from the strip chart of the Instron, after suitably correcting for the elasticity of the machine, was converted into true strain using the assumption that there was no volume change and that the sample remained cylindrical. The detection of hazardous geological anomalies through remote sensing techniques is the subject of current research efforts sponsored by the U.S. Bureau of Mines. In this review, hazardous geological anomalies are discussed with respect to the "view" presented along with potential operational concepts for each technique. The design and development of a borehole radar is described with emphasis on the potential range and resolution capability of the system under realistic underground conditions. Results of field tests at two coal mines and at a hard rock future subway location are presented.

As a kind of collector, Xanthates are generally used to make sulfide minerals hydrophobic in flotation process. Xanthate adsorption on a galena surface has been widely studied experimentally. In this paper, DFT methods were employed to investigate the local adsorption interactions about the collectors,such as ethyl xanthate (CH3CH2OCS2?, EO) and ethyl trithiocarbonate (CH3CH2SCS2?, ES), absorbing on two different PbS clusters. From the results, it can be easily found that, on the edge or at the apex, both collectors, with two S atoms bidentate coordinating on the clusters, have surprising interaction energies, while on the surface, its interaction is relatively weak in the form of monodentate ligand. NBO analysis results reveal that there is at least a covalence bond with sulfur atom about 10% and lead atom about 90% when the absorbed lead is on the lattice edge or at apex, but, if the absorbed lead is on the lattice surface, no covalence band would be found. Meanwhile, the S-Pb bond, formed by the absorbed Xanthate and galena lattice, seems to have much more covalence characteristic than that formed in the PbS lattice inner. Furthermore, those data also imply that the difference of the collecting effect between the EO and the ES may be not notable, because of the similar distance and the interaction energy for the same interaction mode.

It is usually the case that the short-term plannerÆs role is occupied by the younger site mining engineer. ThatÆs because mine scheduling is generally seen as a mundane and thankless task. But, short-term planners play an extremely important role in maximising the value of the mining resource, generally the companyÆs biggest asset. A look at any mining operation today will expose the competing drivers behind the operational and strategic plans. Operations are too often faced with pushing short-term constraints. It is the responsibility of the short-term engineer to answer the question of æWhere to next?Æ. In answering this question the young mining engineer is in an environment overflowing with urgency and constraints. Hasty decisions made at this time may have significant adverse consequences to the long-term value of the resource. Long-term strategy must address a broad and expanding number of issues that are generally overlooked by the short-term planner. It takes a holistic, rather than the prescriptive approach of short-term planning to determine the best strategic direction for the operation. To better understand the consequences of decisions made at the operational level short-term planners need better vision of the whole business. The key to improving the mining business is a planning process that integrates the short-term planners role with the overall mining strategy. Future developments in the mine planning process will focus on bridging this ædisconnectÆ between the operational objectives and the long-term goals. Improvements will come from the tools which planning engineerÆs use, and the planning methodology surrounding them. There will be significant hardware improvements to improve the speed with which a short-term planner can evaluate plausible options. Software that maximises the use of the improved hardware will be developed. Complimenting these technological improvements, conceptual methodologies of mine planning will improve to allow strategic planning to be brought within the focus of the short-term planning engineer. In todayÆs mining industry the young mining engineer is embarking on a career where business processes are paramount. This paper discusses the ædisconnectÆ that occurs today between the operational planning and long-term strategy and how this is driving developments in mine planning today.

T HE production of coal in Canada was slightly higher in 1964 than in the immediate past, and the major users continue to be the electric utility and metallurgical industries. There are continuing trends toward the increased use of cokes and chars in various metallurgical applications. Geological Research During 1964, the coal drilling program of the Research Council of Alberta (RCA) was concentrated in the extreme south of the Province (notably in the Milk River area and the region immediately to the northeast of this area). Field work commenced on June 1 and was completed at the end of September, by which time a total of 376 holes, aggregating some 48,500 ft., were drilled in 132 townships. Although no new major coal occurrences were intersected, the pro-gram yielded useful data for defining the extent of the known coal deposits in the area. The New Face of Mining is not necessarily about age, it is about people first imagining and then creating a new future for mining. The challenges facing the global industry evolve from year to year and differ in individual companies or mines at any one time.Quantified outcomes from case studies indicate that a methodology, now also offered annually in a four-day, open-enrollment leadership program tailored to the mining industry, is effective at generating breakthrough results in the mining business. Such challenges range from those with important technical components to others that are mostly social challenges. Our focus, however, is the centrality of people in aligning on and enacting the future of mining. We use the phrase New Face of Mining for leadership and ways to empower people in organizations that commonly are overlooked in the mining industry. Much has changed in the 26 years since that meeting:• The world GDP has increased from US$25.4 trillion to $75.8 trillion.• The annual number of U.S. patent applications increased from 186,000 to 629,000.• The number of websites has increased from 100 to 1 billion.• The number of academic references to artificial intelligence has climbed from more than 16,000 to more than 1 million.• The number of cell phone subscribers grew from 11 million in the United States to four billion globally."

This report summarizes the results of research into the areas of the fragmentation and entrainment of Airborne Respirable Dust (ARD). The objectives of this program were four-fold: first, to review the present state of knowledge regarding ARD; second, to expand this state of knowledge through the identification of hypothetical microscopic mechanisms by which the coal is fragmented and the dust becomes entrained; third, to specify the informational requirements to verify or nullify these hypotheses; and fourth, to relate experimental techniques that will produce that required information. Additionally, insights are provided regarding potential methods of extraction and/or treatment which may reduce the concentration of ARD.

To maintain flexibility and ductility of tunnels crossing active faults, various mitigation measures are being utilized depending on fault offset movements and seismic design criteria. Examples of those approaches are simple bell and spigot joint, articulated joint, and complex deformable longitudinal bolt and spring joint system with seismic isolation washer. This paper presents a summary of tunnel fault crossing mitigation approaches and design considerations using previous relevant experiences in California as well as case histories from Japan, Taiwan, Turkey, Greece, and Italy found in literatures. Comparisons are made between large and small diameter tunnels, transportation, and utility tunnels, as well as bored, mined and cut-and-cover tunnels. Recent innovations, such as Japanese and Italian techniques, for tunnels crossing active faults are also discussed.

DISCUSSION AT QUEBEC MEETING MR. A. V. CORLETT: With drill holes radiating from a common point, is loading carried to the collars, and do you undertake to distribute the powder evenly? MR. R. V. PORRITT: When the collars of the holes, particularly the diamond-drill holes, are close together, two out of three holes are loaded only to within six or seven feet of the collars, and the intervening holes are loaded close to the collars. When the collars are farther apart, the holes are loaded close to the collars. No spacers are used, and the holes are filled solid with powder, this applying particularly to the diamond-drill holes, except, of course, where the collars are close together and some holes are not loaded close to the collars. MR. J. G. L. McCREA: I would like to enquire in respect to the various efforts made to reduce the cost of diamond drilling to the lowest point, what is. the relative cost of the solid bit to the standard bit? It would seem that the solid bit has the higher cost. MR. PORRITT: The non-coring or solid bit gives a slightly lower diamond cost than the coring bit. With the coring bit, the greatest diamond loss is on the inside stones, apparently due partly to vibration, but mainly to the core blocking against these stones. This condition, of course, does not apply with the non-coring bit. Our experience is that the non-coring bit, which drills out a much greater area, has a diamond consumption slightly less than the coring bit. The non-coring bit is sturdier, and is far less liable to damage in starting holes and in drilling through cracked or broken ground.

A study was carried out to process a sulfide mineral concentrate from Norwest of Mexico containing 97 g/t Au, 0.15% Cu, and 15% Fe. An oxidative acid pretreatment was investigated using ferric sulfate as oxidant, followed by leaching of gold with sodium cyanide. Scanning electron microscopy, SEM-EDS, and X-ray diffraction, XRD, the analysis confirms the presence of quartz and pyrite species. First, a leaching was carried out without pretreatment, at ambient conditions, T = 25 °C and P = 1 atm, obtaining only a 45.2% gold extraction. Once the presence of Fe and Cu sulfides had been confirmed, the Eh-pH diagrams were constructed for the Fe-S-H2O and Cu-S-H2O systems, where it is appreciated that pyrite and chalcocite can dissolve with high oxidation potentials and forming sulfur, oxidizing to sulfate at highly acidic conditions. The oxidized concentrate was neutralized and adjusted to pH > 10.5; it was leached at ambient conditions, at different particle sizes, 44, 37, and 26.5μm, achieving an Au extraction of 75% using a concentration of 0.5% NaCN, 26.5μm particle size, 20% solids, and P = 1atm. Then the oxidized material was subjected to different temperatures, 25, 50, and 70 °C, under the same conditions and obtaining Au extractions up to 92% at 70°C. Additionally, the leaching process was compared using an autoclave reactor at moderate pressures, obtaining an increase in the extraction of Au up to 98% in 2 h, at T = 70 °C and P = 0.62 MPa.

Farce Mining of Texas is a surface coal mine located in Laredo, Texas. Farce mines and sells approximately 600,000 tons /year of bituminous coal. A map showing the location of Laredo is provided in Figure 1. As shown, Laredo is located on the border between the United States and Mexico. The mine property runs to the Rio Grande River, the border between the two countries. Farce pumps water from the Rio Grande for use in their coal preparation plant. Laredo’s climate is quite dry with annual rainfall averaging about 12” per year. Also, due to the southern location, Laredo is quite hot. It is common for the temperature to reach 100” F in March and maintain these temperatures through September.

DURING the past few years the amazing developments of the chemical industry have inspired so much publicity that the feature writers assure us that we are entering a "Chemical Age," industrially as important as the "Steel Age" and the "Electric Age," so-called. Whether or not these assurances are overstatements, it is a fact that the expansion of the chemical industry during the past 25 years has been enormous. The Chemical Bureau of the War Production Board calculates the value of chemicals produced during 1944 at $8,300,000,000, no small sum even in inflated dollars. As concerns us of the Southwest oil and gas country, four significant trends of the chemical industry are most important. (1) Many of the recently developed chemical products are new creations, not substitutes,. as new and original as the invention of the light bulb, and with a field for exploitation almost as wide. (2) Many of these chemical products will enter the mass consuming markets, which require enormous tonnages of products, and such markets are setting up an industrial demand for chemicals on a mass volume basis, compared to the relatively high-priced low-volume basis ordinarily considered as the chemical outlet of the past. (3) Most of the processes involved in producing these chemicals are adapt. able to the use, all or in part, of natural gas, oil, or refinery gases as raw mate-

Spontaneous heating of coal is one of the major concerns in the coal mining industry. Hundreds of millions of tons of coal are lost each year because of spontaneous heating. If necessary arrangements are made, many fires due to spontaneous heating may be avoided. Therefore, protective measures have become essential to prevent coal from spontaneous combustion. A large amount of coal reserve can be saved by the assessment, suppression, and prediction of spontaneous heating of coal, which also helps in betterment and efficient coal production. The use of chemical retardants can act as inhibitors for the liability of coal toward spontaneous heating by increasing its ignition temperature, thereby, increasing its incubation period. The coal-chemical mixture can be used for whitewashing the exposed coal in galleries as it creates a layer between coal and oxygen in the atmosphere, delaying the oxidation process and ultimately inhibiting the spontaneous heating liability of coal. This work examines the effect of chemicals such as sodium chloride, calcium carbonate, potassium iodide, sodium nitrate, and potassium chloride on the spontaneous heating of a coal sample. Thereby, it suggests a better chemical for inhibiting the liability of coal toward spontaneous heating. The experimentation involves flammability temperature (FT), crossing point temperature (CPT), and differential thermal analysis (DTA). The ignition and oxidation temperatures were found from the above experimental methods for Lingaraj open-cast coal mine samples, with and without adding chemicals. The results are cross-checked and verified through DTA. Correlation analysis was carried out among the results obtained from CPT, DTA, and FT, and better chemical retardants that effectively inhibit coal’s tendency toward spontaneous heating were suggested.

Two metallurgical tools have acquired wide use within the past several years as a means of studying the transformation characteristics of steel. One is a technique used first by Bain and Davenport for determining the transformation characteristics of a steel at constant temperature; the second is the end-quench hardenability test. Constant-temperature transformation curves like those of Bain and Davenport have done much to rationalize the metal¬lography of steel; however, in commercial practices, constant-temperature transformation is seldom encountered, therefore only rarely can such curves be directly applied. The real reason for the determination of such curves lies, in the fact that they provide a way of thinking about transformation that is both convenient and productive. The end-quench hardenability test is a more practical means of studying transformation, for, by correlating positions on the hardenability bar with shapes of different masses, an almost direct application of the results can be made. Unfortunately, the end-quench test, though practical, can do very little toward improving the metallurgists' way of thinking about transformation. These two metallurgical tools, dealing with precisely the same phenomenon, should be very closely associated in metallurgists' minds. Actually, they are frequently pushed into separate mental corners and considered as being more or less distinct and unrelated. The reason for this is that no strong connecting link between them has been developed. An attempt is sometimes made to relate these two tools by projecting the critical cooling rate on the isothermal transformation plot as illustrated in Fig. I. The critical cooling rate is considered as a constant rate-though in practical applications, cooling rates are never constant-and this constant cooling rate is given uniform significance from the Ae temperature down to the temperature of initial transformation. A little thought indicates the errors of such a procedure. Certainly the time interval spent just below point A of Fig. I cannot be as effective in promoting nucleation as is the time interval spent just above point B. Yet the procedure represented in Fig. I considers all the time spent between temperatures A and B to be just as effective in promoting nucleation as though all the time were spent at temperature B. Furthermore, change the shape of the isothermal curve between points B and C in any way desired, and the required critical cooling rate is not changed one iota. This cannot possibly be true. Such a way of thinking about critical cooling rates not only is incapable of giving any results that are quantitatively satisfactory but is likely to give very misleading qualitative results.

Occupational noise caused by the rock drills used in mining was investigated by the U.S. Bureau of Mines. Using a large reverberation chamber and an automated drill test fixture (ADTF), the sound power levels of mining drills were measured to determine if there are types of drills that are advantageous from a noise production standpoint. Test results show that while there are not large variations among types of drills, there are still some choices that could produce a positive effect on overall noise exposure. It is also shown that lower noise exposures are possible using larger drills because of higher production rates and better operator positioning.
