"Every nation must decide how it should exploit its mineral resources so as to contribute most to its national objectives. It is argued that the present value of the future corporate income tax flow derived from mineral exploitation may serve as a useful indicator in moving toward a taxation policy that would contribute optimally toward the greatest public benefit.The future stream of corporate income taxes depends largely on the mineral endowment, consisting of deposits now being mined, known unmined deposits, and unknown deposits.Unknown deposits may be estimated by geological inference. Both known and unknown deposits can be categorized according to grade and size, and divided into economic and uneconomic deposits on the basis of certain prices, costs, rate of return and taxation levels.Computer simulations can be run of discounted cash flow models at various taxation levels to show the impact of taxation changes on future tax revenues."

The tempo of air pollution control regulations has increased dramatically in the past few years. Because coal mining operations are frequently located in remote areas away from urban developments, specific regulations applying to coal mines have received lower priority and are thus only now being promulgated and/or enforced. Therefore, many mine operators are not yet familiar with the regulations and the impact upon their method of operations. Few have been faced with an inspector on the property sighting them for specific violations. Several of the Mid-western states are just now requiring permit applications to be submitted.

The Bureau of Mines conducted research on reactions of copper sulfide minerals with chlorine in an aqueous system. Selected samples of covellite, chalcopyrite, chalcocite, bornite, and pyrite were leached with aqueous chlorine solutions. The mineral samples were sized on to minus 100- plus 325-mesh, individually mixed with precleaned sand and leached in an enclosed percolation column. Each mineral was leached in stages to achieve about 90 percent mineral dissolution. The chlorine leaching solutions were produced by reacting sodium hypochlorite with hydrochloric acid within the closed system. The study showed that when the mineral dissolution was complete, the reaction products (copper, iron, and sulfur) were in their highest oxidation states and a stoichiometric amount of chlorine was consumed. Although elemental sulfur formed as an intermediate product, it was oxidized to sulfate during the leach.

The importance of underground stress instrumentation cannot be minimized. It was Lord Kelvin who said that unless you can assign a number to a quantity,, you know very little about it. Most engineers will agree although this kind of statement is resented by our friends in non-technical fields. Mining is undergoing a revolution from art to science. But how can mining methods be optimized if there is no way of measuring the effectiveness of a given mining method? Do we know how effective a' support is unless we can determine its reaction to the mine structure? How do we assess the need for modifications to existing systems and supports, and how do we measure the effectiveness of such changes? Cut and try techniques are too wasteful of time and energy, and rarely provide solutions to a given problem. The purpose of underground stress instrumentation is to provide answers to some of the above questions -- answers that cannot be obtained otherwise This does not mean that laboratory studies are not valuable -on the contrary. Laboratory and underground studies supplement one another. Rock mechanics had its conception with the study of stresses in homogeneous, isotropic, and elastic models subjected to various force systems. These analyses were valuable inasmuch as they pinpointed possible sources of trouble due to stress concentrations. If the results observed underground did not always agree with the experimental analysis, it was not an indictment of the latter. More probably, the discrepancy could be attributed to the lack of similitude between model and prototype. The more nearly one can simulate underground conditions in a model, the more apt one is to produce results which correlate well-with underground observations. It is impossible to completely simulate underground conditions because all of the significant design parameters have not been recognized and evaluated. What better way can one evaluate these parameters than by underground stress instrumentation?

First -aid training as an adjunct to safety is receiving more wide spread recognition in the industries every year . Moreover , the adoption of a program for giving firstaid training to practically all employees at a mine or plant is based upon the experience gained and good results obtained from standard first -aid instruction during the past two decades . In the near future industries that desire to maintain a low accident rate , to decrease compensation costs , to reduce lost time , and to build up an efficient , loyal working force , will recognize that training in first aid is one way of attaining these results with little expenditure of time and effort . Progressive organizations will require every man from the superintendent down to take first - aid training and not , as heretofore , only a small percentage of the working force . When employees learn that first - aid training can be applied not only at their daily tasks but in their homes and on tthhee highways ,, they will welcome the opportunity of learning how to care for injuries and perhaps save lives . In a limited way first - aid instruction was given to miners as early as 1899 . Later , in 1904 , a few of the companies in the Pennsylvania anthracite district inaugurated the distribution of first - aid packets to their employees and instructed them in the use of the contents . It remained , however , for a branch of the United States Government to grasp the real significance of widespread first - aid training as an effective means of saving life and minimizing suffering from the large number of accidents among workers in the mineral industries . The annual budget for the repair and maintenance of equipment at Syncrude Canada Ltd is in excess of 450 million dollars. Of this amount, a significant portion can be attributed to the loss of material on various pieces of equipment throughout the operation. In order to effectively battle the different wear and corrosion mechanisms that lead to material loss, it is important to understand how materials behave in the environments in which they are used. Through the work carried out at Syncrude, and work conducted with various external collaborators, significant improvements in both equipment reliability and productivity have been achieved. This paper will review some recent field trails where materials research has demonstrated the potential for significant improvements in equipment run life and reduced maintenance costs. These field trails will demonstrate the need for understanding the interaction between various damage mechanisms and the materials used in different services. The paper will also discuss current areas of focus along with future directions for further work.

This paper presents the application of a simple genetic algorithm (SGA) to a coal slurry grinding process in order to find the optimum set of conditions under which the desired slurry properties can be attained. The operating parameters of the process were; slurry % solids, dispersant dosage, ball size, and mill speed. The optimization algorithm, which is based upon the mechanics of natural genetics, was used to find near-global optimum points specific to responses measured In terms of fineness, specific energy consumption, viscosity coefficient, and viscosity exponent. In order to minimize the viscosity of the slurry and simultaneously achieve a condition of maximum packing density, optimization was carried out by the penalty method using an overall objective function incorporating several responses. Computer results and analysis demonstrate the ability of the genetic algorithm to perform better than a traditional technique such as response surface methodology (RSM) and to rapidly locate "the global optimum".

Zircon sand may be reacted with sodium hydroxide at 600° C. to form sodium zirconate and sodium silicate. Sodium zirconate is water insoluble and so may be washed free of sodium silicate. The sodium zirconate may then be converted to zirconyl chloride by the action of hydrochloric acid and the zirconyl chloride crystals separated by cooling the solution. This approach produces zirconyl chloride of satisfactory purity with less cost than is involved in buying anhydrous zirconium chloride and converting it. Life Cycle Analysis (LCA) is a methodology for evaluating the environmental impacts associated with a product during its life cycle. LCA is identified as the most reliable method for verifying environmental impacts; however, current LCA-based approaches have certain limitations for environmental analysis of construction products. Integration of the LCA methodology with Discrete Event Simulation (DES) provides a sound framework for modeling and analysing the environmental impacts of construction products. LCA and DES is one possible combination for analysing the cause and effect of various scenarios where time, resources, and randomness of input variables affect the outcome and, therefore, has the potential to address the shortcomings of LCA in construction. Recent studies in disciplines other than construction such as manufacturing systems have revealed positive effects on evaluation of environmental metrics while integrating LCA with DES; however, this integration has not yet been applied for environmental analysis of construction products. By implementing LCA data in a DES model, this research proposes an environmental model of earthmoving operations in a case study. Environmental variables are simultaneously assessed with production variables in the same simulation model and the integration of DES and LCA is discussed.

The paper presents a study on the oxidation of polymetallic gold ore by oxygen in an autoclave. It presents optimum parameters of autoclave leaching of sulphide refractory ore in self-generated sulphuric acid solutions aiming to get products with favourable technological characteristics from which precious and other useful metals can be recovered. A high partial oxygen pressure (1.5 MPa to 2 MPa), high leaching temperature (190°C to 200°C), pulp density 80 g/L to 240 g/L, ore fraction size 76 µm and leaching time up to 4 hours yield good results in rich ores. The full extent of copper and zinc conversion as well as a high extent of iron conversion has been achieved, while lead, gold and silver and a minor part of iron remain as a solid residue among gangue minerals.

Mine land reclamation is a comparatively new science-Although some mining companies point with pride to reclamation efforts of 20 to 30 years ago these were the exception rather than the rule. In the last ten years the skyrocket of environmental awareness has been awesome to behold. Future shock gripped mine operators everywhere as they struggled to cope with rapidly changing and escalating demands. The initial result was that two divergent points of view became dominant. Environmentalists said, "Put it back the way it was," and the miners responded, "Let's grow some weeds and hide it." These views are not surprising as they represent rather obvious alternative responses, albeit at opposite ends of the decision spectrum. The former case has prevailed more often than the latter, as most state and federal legislation -- both proposed and passed -- has required drastic alteration of the post-mining landscape so that evidence of prior mining is largely obliterated. An exception to this has been in porphyry copper country where the infrequent abandonment of mines has given emphasis to the second philosophy -establishing vegetative cover on mine waste materials. Now, it should come as no revelation to most mining people that both of these approaches to mine reclamation suffer from serious drawbacks when applied to open pit copper mines. First, whereas waste dumps and tailings dams can be vegetated with some aesthetic benefit, the massive presence of copper mining operations remains very prominent. It is difficult to conceal an open pit copper mine. Second, returning open pit copper mines lands to their original topography and productivity is simply not a reasonable alternative.

Como resultado, se reportaron mejoras en todo el proceso de minado y se redujeron a cero de los accidentes por caída de rocas. Se perfeccionaron los indicadores de seguridad de la unidad, se redujo la sobredilución de 30 a 10%, y el costo de minado disminuyó de 34.17 $/Ton a 20.63 $/Ton.

In 2015, the Subtropolis Mine in Petersburg, OH, experienced a massive ground collapse that continues to grow over time. Horizontal stress effects have affected the roof at this operation in the past and may have played a large role in this collapse. Horizontal stress can impact the roof and floor stability and endanger the health and safety of underground stone miners. Mines experiencing damaging effects from horizontal stress typically find that the principal stress direction is the same throughout the mine and the region. At the Subtropolis Mine the principal horizontal stress direction appears to change as conditions change and differs from the regional horizontal stress, particularly near the collapse or other roof fall areas. The growth over time of this collapse and other roof falls have been captured and analyzed using geologic mapping, 3D LiDAR scanning, numerical modeling and geographic information systems like ArcGIS. Utilizing these tools to better understand sitespecific conditions can be critical to reducing the potential of massive ground collapses in the underground limestone industry.

The purpose of this Bureau of Mines investigation was primarily to isolate and examine the effect of liquid content upon the apparent porosity and bulk density of compacts pressed from high-purity, fused aluminum oxide, and, secondarily, to study the actual mechanism by which the liquid content affects the bulk density. No attempt was made to approach the theoretical maximum density of the oxide by introducing additives, particle packings, or similar variables; instead this study is an intercomparison of the bulk densities obtained as functions of the water contents of the compacting mixtures. Water content was varied from 7 percent to 25 percent, on a total-weight basis. The data gathered indicated a well-defined optimum water content for obtaining minimum apparent porosity and maximum bulk density, under the conditions of the experiment. During the course of this study, a number of additional variables in the forming process were discovered and are introduced in this report, although a thorough evaluation was found to be beyond the scope of this present investigation.

The Bureau of Mines is engaged in research on ground probing radars for detection of geologic hazards in advance of mining. Penetration distances and interpretation models depend on the dielectric properties and wave propagation characteristics for coal measure stratified media. Relative dielectric constants and dissipation factors were measured under ambient conditions for Pittsburgh Seam coal measure rock over the frequency range of 20 to 100 MHz by the susceptance-variation method. The rock types measured were representative sedimentary rock located above the Pittsburgh Coal Seam. Extreme values for the computed attenu-ation distance ranged from 1.7 m at 100 MHz for siltstone to 230 m at 20 MHz for a particular limestone.

FMC Gold's Paradise Peak Mine was one of the top two producers of mercury metal in North America in 1988 and 1989. As a by-product, elemental mercury is produced from cyanide soluble mercury minerals, primarily to reduce the health risks incurred with the refining of precious metal precipitate containing elemental mercury and mercury amalgams. A discussion of the design, primarily the Merrill-Crowe units, and permitting for the safe production of mercury will be presented. Additionally, laboratory testwork to determine the effect of mercury on reagent requirements in the Merrill-Crowe process will be discussed.
