The complete life cycle of a production facility has many phases requiring many different skills and many different personalities. It is not unlike the life cycle of a person and many parallels can be drawn from it. I leave some of these analogous situations to your fertile minds. The author, having worked in operations, plant design, plant commissioning, marketing and many other interesting situations through the industry has drawn from this experience and examples given by many associates in the industry.The phases seen are as follows: Concept Studies û someone has a bright idea of how to make a dollar. Scope Studies û what possible processes/options that could make a dollar. Prefeasibility Study û the æviableÆ scope options are studied to develop feasible options. Feasibility study û defines the concepts that should be designed to make a viable project thus enabling financing and project commitment to be made. Detailed Design û an intermediate step that consolidates the inputs to give a robust plant that can be constructed.Construction û people can see what they thought was going to occur and start to understand the plant. Commissioning û the hand-over of æownershipÆ from the conceiverÆs to the operators. Operations û the ætoyÆ has become reality and money must be made. De-commissioning û the plant has seen out the useful life of the ore deposit, it now goes through a further process required by society.Across these phases of plant design run several countervailing management requirements that can influence the outcome of the plant design. Some of the management rigours that have to be applied to the various phases are as follows: costing basis of the various phases; operational and maintenance reviews; sustainable development; risk assessment; reliability reviews; equipment availability; commissioning time; and environmental review.This paper endeavours to awaken people to the phases that projects require for a successful outcome and the management rigour that has to be applied throughout the phases to ensure the correct intellectual horsepower is applied at the right time to ensure the best outcome.Many of you would be parents and realise this is not unlike the development of children, teenagers, adults, retirees and ongoing.

With a demand for increasing energy efficiency and a need for improving bitumen recovery, a highly integrated solution for sustainable lease development of Aurora North of Syncrude has been proposed and implementation plans are underway. Flocculation and thickening technology as an important component of the integrated solution provides Syncrude an opportunity of rapid heat recovery from tailings and more flexible tailings closure and reclamation options. Flocculation of fine-particle suspensions by polymers is a non-equilibrium process whose performance is strongly influenced by physical and chemical variables. While polymeric flocculants are frequently used to establish the chemical conditions favorable for flocculation, the actual performance of a flocculation process generally depends more on the physical variables, such as the hydrodynamic conditions in mixing the flocculants and slurry. In order to study the effect of hydrodynamic conditions on flocculation of Syncrude fine tailings, a standardized laboratory test procedure called power flocculation has been developed in comparison with the conventional manual mixing methods. It is shown that the agitation speed and time in conditioning the flocculant solution and the slurry have a profound effect on the flocculation performances measured by initial settling rates, supernatant clarity and sediment density. It was found that the optimum bench test conditions for power flocculation of Aurora fine tailings with a sand-to-fine ratio (SFR) of about 1:1 are conditioning of the flocculant solution and the tailings slurry at 250 rev/min to 300 rev/min in 20 s to 40 s. The test results are inter-preted with a flocculant adsorption/redistribution kinetic model that helps understanding of the effect of hydrodynamic conditions on flocculant adsorption, floc formation and floc growth.

To determine the effectiveness of the many new flocculants available to the coal industry 20 of these reagents were evaluated treating slurry feeds to four refuse thickeners. Settling rates and supernatant liquid clarities were determined for each of the flocculants on the four slurries, and zeta potential measurements of the slurry solids were made. The test results showed that the flocculants provided comparable results when judged categorically as anionic, nonionic, or cattonic. It was also apparent that control of zeta potential insures maximum benefit from a flocculant.

A circuit is considered intrinsically safe when any spark or thermal effect produced normally (that is, by operating the equipment in its correct operational manner to fulfill its purpose) or accidentally (caused by short circuit, earth fault, defective components, breaking the wiring, etc.) is incapable under prescribed test conditions of causing ignition of a prescribed gas mixture. The test conditions and gas mixture should be at least as hazardous as the true parameters of the environment where the circuit will be operated. According to present practices, the question of whether or not a circuit is intrinsically safe is decided upon experimentally. The circuit is inspected first for mechanical soundness and a survey is made to determine what faults should be considered as probable. Then the individual branches are connected, in sequence, to a test apparatus called 'breakflash" which acts as an opening, closing contact and thus draws sparks from the circuit. This test is repeated a given number of times in the presence of the prescribed gas mixture under specified conditions (electrode configurations, gas parameters, etc.). The equipment will be regarded as intrinsically safe if during testing no ignition has occurred.

In the last several years, the coal mining industry has made significant changes in the design of longwall mining systems to make them more productive. Some changes, such as increasing the length of the coal faces and increasing the capacity of the face conveyors, have resulted in problems with achieving sufficient motor torque to start and operate the longwall face conveyors. Other changes, such as increasing the size and/or decreasing the percent impedance of longwall power center transformers, have resulted in problems with the short-circuit currents on the transformer secondaries exceeding the interrupting ratings of the molded case circuit breakers used to protect the secondary circuits. A survey of 24 longwall mining systems in northern West Virginia was conducted to investigate both problems. The results of the survey are presented and analyzed. Several recommended solutions to the problems are presented to enable the coal mining industry to design safe and productive longwall mining systems.

Derelict and ownerless (D&O) mines in South Africa have been an ongoing concern for over a decade. While some progress has been made to rehabilitate D&O asbestos sites, significant work remains, exacerbated by the growth in illegal mining. There are concerns regarding the accuracy and transparency of the D&O database, lack of oversight, and constrained funding, and the government is increasingly looking to the private sector to fund rehabilitation. Given these challenges, a new, sustainable approach to D&O sites in South Africa is needed to bring clarity and transparency to the process, recognise responsibilities and promote partnerships, and explore economic opportunities at D&O sites to reduce the financial liability and respond to the growing demand for critical minerals. This article has three components: i) reviews of international D&O good practices; ii) it analyses South Africa’s current approach and the D&O sites; and iii) proposes a D&O framework that addresses data, risk ratings, responsibilities and rehabilitation, economic opportunities, and stakeholder engagement. The study finds that the majority of the 6,100 so-called abandoned D&O mines are quarries and mine site features, 16% are operational, at least 11% have owners, and only 752 (12%) require rehabilitation. The framework aims to bring clarity and fairness to decision-making and to assign risk and responsibility for rehabilitation and seeks to incorporate economic opportunities to reduce the financial burden of rehabilitation, create jobs for local communities, and respond to the growing demand for critical minerals for the clean energy transition.

This paper describes the development of an approach to sustainable development for application at the feasibility study stage for a proposed bauxite mine near the community of Aurukun, south of Weipa on the western coast of Cape York Peninsula, Queensland, Australia. The general environment for development was complex in all dimensions. In particular, the socio-demographic profile of the Aurukun community (population 1200) characterised it as being amongst the most disadvantaged communities in Australia. The traditional owners of the area, the Wik and Wik-Way people, were at the forefront in the efforts of Indigenous people in Australia to secure land rights over the past 30 years, and they had previous experience negotiating an Indigenous Land Use Agreement (the Western Cape Communities Coexistence Agreement) with Rio Tinto Alcan, the operators of the Weipa bauxite mine. Through this they had shown a well-founded sense of entitlement with respect to the development of resources on their traditional land. The Queensland State Government had recently cancelled an existing mining lease over the bauxite resource as the holder of the tenement had not fulfilled the terms of a development agreement that had been in place for 30 years. The Government was anxious to avoid any future æbankingÆ of the resource, and had decided to offer tenure to the resource on an international competitive basis, subject to the requirements of the Commonwealth Native Title Act 1993. This would require a negotiation process with traditional owners and potentially involve companies with whom the traditional owners had no existing relationship (typically developed during the projectÆs exploration phase) and who possibly had no project development experience in Australia. As well, the State Government envisaged an approach to development that drew on the significant work that industry and other stakeholders had undertaken over the previous ten to 15 years, commencing with the mining, minerals and sustainable development (MMSD) process. This work was aimed at rectifying acknowledged deficiencies with industry recognition of stakeholder interests, in particular with respect to environmental management and socioeconomic development. The approach adopted aimed to define the strategic community interests and sustainable development outcomes to which the development of the resource would be expected to contribute, and to embody these within an easily usable management structure that could be applied to each stage of project development from feasibility study through to mine closure. The logical framework (AusAID, 2006; ICMM, 2005) was the management tool utilised to order the identified interests and desired outcomes. The structure included components aligned with the key areas of development interest expressed by the community, and the initial baseline sustainable development plan (SDP) developed established component objectives, outcomes, indicative outputs and activities for the feasibility stage of the project. This established an objective framework to guide potential bidders when developing their response to the State GovernmentÆs Request for Proposal. The paper will describe the evolution of the competitive process and the parallel process for development of the SDP. While the institutional environment was politically and socially complex, the use of simple visual representations of the environment and the analysis and ordering of issues, objectives and criteria through methods such as stakeholder analysis and the logical framework approach, enable the development of a dialogue on the contribution that the development of a mining project can make to sustainable community development, and for the development of an agreed program of community support to capture the contribution. The use of the logical framework was found to have good functionality for plan development. Achieving plan outcomes though, is highly dependent on the skill of key project personnel in facilitation, team building, conflict resolution and leadership, as well as their ability to influence the behaviour of key stakeholders with the capacity and authority to require the integration of local economic development criteria in to key project development decisions.

"INTRODUCTION Control of target stream acidity is widely used in MIW (mining influenced water). Tailoring pH (a measure of acidity) finds application for controlling key chemistry in both process and waste streams. Traditional lime addition for neutralization and precipitation is most often used but has high reagent costs and results in large amounts of mixed metal sludge requiring costly disposal. A new adaptation of BPS’s patented DEMET™ technology (Dynamic Electrolytic Metal Effluent Treatment) platform offers a potentially improved and “reagentless” alternative to traditional chemical addition for pH adjustment. Electricity rather than chemical addition utilized in BPS’s proprietary approach controllably tailors target stream pH. The method offers a simple, low-cost processing technique yielding cleaner treatment chemistry. BPS’s “green” approach may yield lower operating (OPEX) and life cycle costs and significant reductions (up to 50%) in sludge generation compared to conventional lime treatment. It can also allow new opportunities to generate revenue via selective recovery of valuable processing byproducts. Specific savings and revenues depend on the target site chemistries, details, and processing goals. A more detailed discussion of the process and its operational principles may be found in Reference One.[1] Here application of the BPS treatment to POx (Pressure Oxidation) leaching as an alternative to traditional chemical addition is examined. An example operation process flow for gold mining is considered.[2] Promising processing points for potentially replacing conventional processes with DEMET are noted. The possibilities for lowering OPEX costs, lessening sludge creation, and capturing various valuable byproducts and residuals are examined. Financial life cycle benefit estimates of the principal gains provided by DEMET application to the example operation are noted. Extension and generalization of the analyses to a wider range of scenarios is explored."

This volume constitutes the Survival Subsystem portion of the final report for the Coal Mine Rescue and Survival System (CMR&SS) program, which was conducted by the Westinghouse Electric Corporation under contract to the United States Bureau of Mines (Contract Number H0101262 dated June 17, 1970). The program was directed by the Special Systems Department of the Westinghouse Baltimore, Maryland, facility. The basic objectives of the CMR&SS program were to develop and test hardware to determine the efficacy of a variety of coal mine rescue and survival concepts and techniques. These concepts were drawn from two major sources: the Request for Proposal from the Bureau of Mines1 and the final report on the Mine Rescue and Survival Study conducted by the National Academy of Engineering2 (NAE).

Over the past three years the UK together with Sweden, Norway, Finland, Italy have been taking part in a EU funded Leonardo da Vinci programme. More recently EFEE have participated in the project known as the EU15/10/200715/10/2007Excert project which is aimed at addressing the perceived loss of explosives expertise in several EU nations. This could have implications for explosives safety and industrial competitiveness. The paper outlines the work that has so far been done in phase 1 and describes the work planned for the second phase of the project. The paper will describe work in the UK to develop competencies for all explosives workers in both the civil and defence sectors. These competencies in the form of National Occupational Standards have now been approved in the UK and are accompanied by a range of 24 new National Vocational Qualifications launched in May 2006. The paper will show how the standards define knowledge and skills and how these form the basis for vocational qualifications as well as higher education awards and professional qualifications. This UK initiative is now being considered in other EU countries and the project has now been extended to also include Germany, France, Portugal, Czech Republic, Lithuania and Estonia. To support the occupational standards and qualifications work is also being carried out to improve learning provision in the explosives area. In addition to formal educational and conventional training courses a series of workplace learning initiatives are being pursued as well as internet learning packages. Examples of these initiatives will be given.

Pit lakes, as a final void after completing open cut mining, are in most cases unavoidable. Initial mine designs and approvals require consideration and assessment of closure objectives, legislation and stakeholder acceptance to ensure suitable understanding of the closure liability. Mining companies undertake studies and engineering during the planning, operational and closure stages of mining to identify closure options for the final voids, which would be sustainable. Without adequate planning prior to and during the life of the mine, options during the closure stage become limited resulting in costly closure works or long-term liabilities. Engineering consultants provide a specialist service in the assessment of long-term pit lake water levels and characteristics. Ongoing advances in mining methodology and technology, coupled with improved data collection and data management aid in a better understanding of the complexities in estimating long-term pit lake water levels and characteristics. Closure objectives developed during the planning stage sets the requirements for long-term pit lake water levels, which could require maintaining a water level and pit water or discharge water quality. A variety of approaches could be used to assess these closure scenarios each requiring specific data and methodologies. Typically, limited data is available during the planning stage, which results in assumptions based on past experience and relevant case studies. Closure assessments are revisited during the life of mine and leading up to the closure stage, during which additional site-specific data is available improving the accuracy of the assessments.CITATION:Boshoff, H J J, 2018. Active and abandoned mine sites can be an irresistible- - and sometimes deadly - - draw for outdoor enthusiasts, particularly children and young adults. Despite repeated warnings, posted signs, and fencing, tragedies involving accidents on active and abandoned mine property continue to make headlines, especially with the arrival of warmer weather and the summer months ahead. Over the last few years, there have been dozens of tragic incidents involving children and adults ventur­ing onto active and abandoned mine property. They include: A 16-year-old youth suffered fatal injuries after his all-terrain vehicle became airborne in an accident at a gravel mine near Albany, New York. A young boy was electrocuted when he contacted a high-voltage power line while sliding down a stockpile at a sand and gravel mine in Grand Island, Nebraska during its off-shift hours.

"Malcolm Knowles, the famous adult educator once wrote: ""What a challenge we in human resources development face if we are to avoid the obsolescence of our workforce. I can foresee this challenge requiring that we reconceptualize (...) and redefine the role of HRD, away from that of managing the logistics of conducting training activities to that of managing a system of learning resources"".The context in which this was written surrounds the subject of adult education and the need for business and industry to change its approach to the treatment of adults as learners. In explaining what 'managing a system of learning resources' means, Knowles refers to line supervisors and managers as the most ubiquitous resources for day-in and day-out employee development. In many organizations training has been largely a staff rather than line responsibility. Even where trainers reported to line management, it was still seen as a staff function performed by a few specialists.This change referred to by Knowles places a much heavier responsibility on line supervisors and managers for the development of their personnel than has traditionally been the case. Managing that change - handing over the responsibility to the line organization - is the supreme challenge for the HRD function.Just why is this change necessary? Because too often, the learner does not effectively use on the job what he or she learned in the classroom. In fact, learners often discard new methods and revert to the older ways. The reason training does not stick is that the systems for training and work management are most often separate entities and while one may support the other, they need to be a single integrated system in order to ensure the transfer to the job effectiveness of training and some real value for the training dollars.Because much training can be wasted, steps have to be taken to ensure that it fulfills its intended purpose. The effective and continuing application of knowledge and skills that learners acquire can only be realized when line supervisors and managers are at the centre of the training system.This paper describes how such a systemis being developed at the Iron Ore Company of Canada (IOC) as a functional training program is introduced. The following text provides background information on the IOC - who they are and where they are located, a definition of functional training, an evaluation of the suitability of this approach for adults in industry, a description of how the program is being implemented at IOC and some observations that have been made as this change is experienced."

This report is a self-contained User Manual for a computer program called SPASID -- Subsidence Prediction and System Identification. The program has two primary functions: (i) Precalculation of ground movements due to underground mining operations using the influence function method; (ii) Computation of influence function and site parameters from measured displacements. SPASID is written in FORTRAN and consists of four modules: (i) Preprocessor Module that prepares and maintains surface and mine data bases; (ii) Subsidence Computation Module that predicts movements of the surface; (iii) System Identification Module which is used to calculate the optimal influence function parameters, and (iv) Postprocessor Module for generating graphic displays of subsidence data. The last module is somewhat machine dependent but has internal documentation to indicate potential changes. All of the modules may be run in either batch or interactive mode. The manual does not assume previous knowledge of the influence function method or programming competence.

"Exposure to respirable contaminants in mine atmospheres has long posed a serious hazard to miners. The control of these hazards, some of which can have sudden and catastrophic effects and some others, slow and long enduring consequences, has been a major concern for labor, management and government alike. This concern has manifested itself in four primary mechanisms of control -- (1) regulatory control through minimum standard setting by the passage of mine health and safety laws, (2) engineering control through design and operation of 'mines according to the best recommended practices, (3) medical control through periodic physical examinations, wearing personal protection devices, etc., and (4) legal and social control through workmen's compensation laws for occupation related health deterioration:-The respirable contaminants in mine atmo¬spheres are toxic and explosive gases, toxic and explosive dusts, diesel exhaust particu¬lates, radon progeny, etc. Perhaps the most important of all these and the most widely occurring in mine atmospheres is respirable dust, an inevitable product of fragmentation, a unit operation fundamental to all mining operations. In fact; the-most serious health hazard for workers in the mining and minerals processing industries is still the exposure to respirable dust, and solutions to the problem of respirable dust disease remain to be found.The 1969 Coal Mine Health and Safety Act and its provisions for the respirable dust standards in underground coal mines are briefly reviewed. An overview of the research accomplishments in meeting the standards is presented. The current state of knowledge on the effectiveness of the standards and the new and emerging problems are discussed. A brief summary of the research programs of the Generic Technology Center on Respirable Dust is presented.In general, underground mines are becoming increasingly safe. "Investors and other stakeholders assessing the risk, opportunity and relative value associated with a resource project need to appreciate the project in its correct context. Errors, omissions, biased reporting or conflicting information in project reporting may lead to a misinterpretation of technical and financial results, resulting in biased estimates or assumptions on project value.This paper provides a simple ‘Resource Project Framework’ for presenting a project’s status that may be readily benchmarked against other similar projects and to illustrate the stages required to advance the project outcomes to higher levels of certainty. The La Colorada underground mine in Zacatecas, Mexico is a mechanised cut-and-fill silver mine with a capacity of 1250 t/d. The project focused on training the mine’s experienced operators for a fleet of underground trucks, through the use of a training simulator. The project was run by the simulator vendor, in collaboration with the mine’s maintenance, safety and production management.A training program was created targeting maintenance reduction, productivity improvement and increased utilisation and availability. Operators were first acclimatised to the simulated environment, had their current performance baselined, then received targeted coaching, with the process repeated to reinforce learnings. Concurrently, production, maintenance, and safety data was being measured in the real world to measure skills transfer. Due to limited telemetry available from the equipment, many of the data points for the project were sourced from maintenance logs, and accounting data.Equipment failure data measured from unscheduled maintenance records showed an overall 6.5 per cent decrease in unscheduled maintenance following the implementation of the training program. This rate of reduction correlated with the significant decrease in equipment abuse behaviours measured within the simulator during this period. Additionally, overall maintenance activities showed a significant decrease, confirming that reductions in unscheduled maintenance were not achieved through increases in scheduled maintenance. The reduction in equipment damage also increased availability and utilisation of the truck fleet. This highlights that the maintenance improvements not only reduced maintenance costs, but made the fleet available for more production. Moreover, the variability of the operator performance was decreased by 86 per cent, and the difference between their best operator and the worst is less than the baseline; this showed a gap where machine abuse, productivity and cost are impacted directly.This project illustrated that even small-scale mining operations with an experienced operator workforce can achieve positive return on investment (ROI) from simulation-based training.
