The U.S. Bureau of Mines Information and Analysis Directorate collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the U.S. Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

The burning of coal without smoke is a problem that concerns the Government directly because of the advantages of smokeless combustion both in public buildings and on naval vessels. In addition, smoke abatement is a factor in conserving the fuel resources of the United States. Hence, as part of its general investigation of the best methods of utilizing the coals of this country, the Bureau of Mines, which is in charge of the fuel-testing work formerly carried on by the United States Geological Survey, has made extended tests to determine the conditions necessary for the smokeless combustion of bituminous coal in boiler furnaces. Bulletin 39,¢ a preliminary report, treats the smoke problem from a theoretical point of view, detailing the steps that are being taken by municipalities, manufacturers, and citizens to abate smoke, also showing the possibility of a clean city. The present bulletin not only shows that bituminous coals high in volatile matter can be burned without smoke, but also that large plants carrying loads that fluctuate widely, where boilers over banked fires must be put into service quickly and fires forced to the capacity of their units, can be operated without producing smoke that is objectionable. Proper equipment, efficient labor, and intelligent supervision are the necessary factors.

It is becoming evident that traditional methods of econometric analysis are inadequate in estimating-the long-run supply of minerals. Econometrics is limited to extracting estimates from observations of the theory predicts that the least cost deposits will be exploited first.1 The estimation of parameters from past data then must lead to biased projections of the future. Mining conditions in the future will be worse than in the past and it is the impact of the future conditions on cost that we need to know. In this paper we present a methodology for dealing with this problem. We estimate a "cumulative cost" function that yields the long-run marginal cost of mining as a function of cumulative output produced over time.2 This is relatively easy to do for coal mining in the United States where exploration for new deposits is not a major factor in supply. The first step of the procedure relates cost to the rate of output and to the geological conditions of the mine. The second step combines geological information on remaining deposits with the cost function to yield the cumulative cost function. A central theme of both these steps is the interaction of economics with geology. The best deposits are selected first and in each step of the estimation allowance must be made for this fact. The problem of depletion is part of the general problem of structural change. The change through depletion in the nature of the exploitable mineral stock is only one factor that calls for an analysis sensitive to the changing circumstances of the industry. A two-dimensional finite element program has been modified and extended to account for some of the rock mechanics complexities associated with single entry development of longwall coal mine panels. Program capability includes arbitrary assignment of element properties without regard to element ordering, anisotropic elastic, plastic and brittle rock properties that may be time dependent (aging), arbitrary mining sequences and provision for the effects of artificial support on the adjacent strata. Failure is according to an extended von Mises criterion that may be linear or quadratic in form; flow rules are obtained from the yield function taken as the plastic potential, but brittle behavior is treated as a discontinuous process of material properties change with deformation. In either case the extent of failure is calculated from the external boundary conditions. Application of the program to essentially two-dimensional problems resulted in lose agreement between calculated displacements and field measurements in the double entry system. Bleeder entries were stable in one locality and not in another. Artificial support had little influence on stability.

"The sulphide copper deposits from the Carajás area (North region of Brazil) were generated by the percolation of hydrothermal fluids in volcanic and granitic rock and are denominated as IOCG deposits (iron oxide copper-gold deposits). During these hydrothermal events a wide variety of gangue minerals such as amphiboles, biotite and fluorite were formed. These gangue minerals are enriched in fluorine and chlorine which are deleterious elements in the copper concentrate. Chalcopyrite and bornite are the main copper-bearing minerals and they can occur in veins, in brecchia or disseminated in gangue.The study, which included bench scale flotation tests and minipilot plant tests was aimed at improving the fluorine rejection in the flotation process during the flowsheet design for one of these Carajás sulphide copper deposit. All of the study was supported by quantitative mineralogical techniques such as QEMSCAN and the use of a scanning electron microscope (SEM).This paper describes and discusses the results obtained in the metallurgical tests and emphasizes the importance of the quantitative mineralogical characterization during the process conditions optimization and flowsheet design.INTRODUCTIONIron oxide copper-gold (IOCG) deposits encompass a wide spectrum of sulphide-deficient low-Ti magnetite and/or hematite ore bodies of hydrothermal origin and normally have important copper sulphide reserves. In the Carajás mineral province, located at the southeast part of the Amazon Craton in Pará State (Brazil), there is a variety of world-class (>200 million tonnes) Fe-oxide Cu-Au deposits (e.g. Salobo, Cristalino and Sossego), whose genesis has been assigned to hydrothermal fluid percolation in volcanic and granitic rocks. Figure 1 displays the location of the Carajás area.The hydrothermal thermal fluid composition was extremely variable. It may have contained gases, salts (brine) and metals. The metals were carried as various complexes and it is thought to have involved sulphur, chlorine and fluorine containing species. This resulted in some minerals formed during the hydrothermal alteration having high fluorine and chlorine contents. These elements result in smelter penalties in a copper concentrate because they cause the smelter off-gases to be more corrosive."

This paper summarises a behavioural safety project undertaken in seven quarries in the UK in order to investigate its applicability as a means of raising the standards of health and safety in the UK quarrying industry. A behavioural safety methodology was developed and trialled at two quarry sites in the UK. During the study the number of unsafe acts and minor accidents had decreased and at one of the quarries there was a 95% reduction in the number of working days lost. It was then introduced at a further five sites of varying sizes and within this focused specifically on lone workers as well as behaviours that affected quality and environmental issues. Positive improvements were noted in most of these operations. The project also looked at the effectiveness of health and safety performance indicators. Here, the common lead and trailing indicators for both safety and health that are commonly used by industry were identified. In consultation with the UK quarrying industry these were then used to identify specific performance measurement criteria that can be used by the quarrying sector to measure performance. Following on from this a quarry specific health and safety management system specification was developed for large and small quarries.

Self-potential methods are based ?on measurements on the surface of voltage distributions caused by natural sub-surface oxidation phenomena. The attempt is made to. correlate voltage minima or maxima with the location of mineral materials or geological conditions which may give rise to such naturally produced spontaneous potentials. Any orebody undergoing oxidation is a source of electric current. Ground waters carrying free oxygen attack the upper surface of the body, rendering this the positive pole of a galvanic cell, with the lower portion of the body the negative pole and the surrounding weak acidic waters the electrolyte. Current flow is from positive to negative through the orebody and negative to positive through the electrolyte, i.e., through the surrounding rock. The upper end of a steeply dipping, tabular orebody is hence indicated as lying below the point on the surface where the largest negative potential is observed(l). From its basis, it is apparent that the self-potential method was developed primarily for ore exploration.

Following is a resume of activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction o1 injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bitumi¬nous coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority (under Executive Order 9728) was removed June 30, 1947, when Government control of the mines was terminated.

Applications of proven real time, through-conveyor elemental analysis technology and benefits achieved will be discussed using case studies in base metals, iron ore and phosphate operations. PGNAA (Prompt Gamma Neutron Activation Analysis) technology and its background in minerals applications and applications which are expected to further improve its utilization will be reviewed. Short payback through operational benefits such as removal of waste from feed, increased feed grade and overall improved productivity will be demonstrated based on results achieved at several processing operations. PGNAA technology is most applicable to conveyed flows as it is unaffected by belt speed, particle size, segregation/layering, mineralogy or dust. As a transmission method able to penetrate in excess of 500mm of rock it provides extremely representative results continuously measuring through the full conveyed cross section and reporting results typically on one to five minute accumulated increments to the control room. Multi-elemental results and moisture content are used for active process control: diverting conveyed flow increments(bulk sorting), blending ore types in plant feed, and providing advance warning of significant quality changes to the downstream plant operators (e.g. flotation). Elements of interest may include deleterious components as well as target metals. Ore feed quality measurements are also useful in metal accounting, ore reconciliation and real time feedback to mining operations. Further benefits can result when combined with other technologies such as particle sorters, to upgrade diverted increments of subeconomic material to achieve higher feed grades and lower deleterious content to the main process. Measurement of elements (e.g. silica) which correlate with ore hardness or grinding characteristics can be used to moderate feed rate to grinding mills to prevent overload, hence optimizing grinding performance and reducing energy and grinding media consumption. Pebble flows can be analysed and uneconomic increments diverted to prevent recirculating flows consuming mill capacity unnecessarily. This also increases average feed grade.

This Bureau of Mines investigation was initiated to study and establish some of the chemical and physical characteristics of the condensed Mno-Si02 system. To prevent oxidation of the manganous ion, I atmosphere of purified helium was used in the furnaces. Solidus-liquidus curves and invariant points were established from melting-point determinations and were supplemented from data obtained by the static-quenching method. Experimental findings and data are for the intermediate compounds of tephroite and rhodonite with their respective eutectics represented at 25.5 and 37.2 weight-percent silica. Tephroite melts congruently at 1,347° C., and rhodonite melts incongruently at 1,286° 8.. A metastable transformation was determined to exist at the 1,347° C. isotherm, the congruent melting point of tephroite. A composite X-ray-diffraction pattern was formulated for synthetic rhodonite. This investigation contributes fundamental data leading toward a better understanding of the more complex slag systems.

The lack of integrated information including the Energy/Utility Suppliers with sufficient detail for analysis causes inefficient operation in metallurgical complexes including the Energy/Utility Suppliers . Defining the right context for information use is essential for sustainable operations. This being said, what are we doing to enable people to act upon information and to be aligned to optimize the use of resources like raw materials, energy, water and consumables for an entire metallurgical complex? Collaboration between all company entities is a key component of improving efficiency. Evolution of web technology and object modeling of enterprise assets enables collaboration across the whole business. Operational troubleshooting occurs more quickly as the organization acts on issues to reduce wasteful operation. This paper presents a real time software infrastructure with tools that give users the ability to sift through available data, transform data into information for business continuous improvement and optimization. We will introduce a new technology for analyzing real time data, information and events using multidimensional analysis of information to detect anomalies based on the statistics of the data classified by time events to reduce the information into action. A new paradigm for collaboration at a local and strategic level is proposed to enable the enterprise to become proactive in dealing with wasted time and products. Three examples from the industry will presented and their benefits highlighted.

The impact of the work of Herty "et al" on modern liquid steel technology can only be evaluated by first setting the stage as it existed in 1926. It is important to briefly review not only the steel making process and viewpoints regarding methods of refining, but also to describe the tools which were available for research at the time. One must recall that only 15 years before the beginning of this program, the open hearth production exceeded that of the Bessemer in the United States. Many open hearths were still operating on producer gas (a very inefficient fuel), although some plants were converting to the use of natural gas and very few to oil. Continuous rolling of wide strip started this year. The Faraday Society in England held a World Conference on Physical Chemistry in Steel Making in 1925 and the contributions to this work created considerable interest throughout the world and it appeared that physical chemistry might convert the art of steel making into a science. These papers, however, attempted to solve the problems through the use of the older physical chemical concepts such as Nernst's numbers, etc. and considerable data were missing. In 1923, Lewis and Randall had published their book Thermodynanzicsl and this was later to establish and standardize the steps which are now accepted for the calculation of physico-chemical equations. At the time this research work was started, there were no small high frequency induction furnaces. The increasing energy crisis, coupled with stringent environ- mental regulations, has created new demands for high capacity materials handling systems with unit train transporting and continuing surveillance of quality control. Effective and efficient methods of material conveyance are through high speed, high volume conveyor belts with the monitoring of quality through the utilization of automatic sampling. When we speak of high speed, high volume belt discharges we are referring to speed ranges from 600 to 750 FPM and volumes as high as 5500 TPH. To achieve the optimum operating sampling system for high capacity belt discharges, it is imperative that two major design characteristics be investigated and evaluated; namely technical analysis of operating conditions through application of ASTM design criteria and practical experience in the selection of equipment and the design of related components. The task of obtaining a sample of reasonable weight to represent an entire lot presents a number of problems and emphasizes the necessity for using standard sampling procedures.

The quantitative determination of the mass rate of flow of methane in an underground airway is calculated as the product of the methane concentration and the air flow rate. Velocities are taken at several points and then averaged over the airway cross section to determine the total volume flow. Errors in velocity measurement thereby result in errors in total volume flow as well as the mass flow rate of methane. The purpose of this program was to evaluate existing instrumentation for measuring air velocities in the speed range under 2000 feet per minute; to evaluate the method for determining total air volume flow from the velocity measurements; to evaluate new techniques which may be applied to measuring air velocities; and to design a prototype instrument which represents the best technique based on the evaluation. The instrument should be: a. portable b. self-contained c. insensitive to dust, moisture and temperature changes d. safe for use in gassy mines

The Methane Generator program is a part of the Internal Environ¬mental Sub-system of the Master Design Simulator (MDS). All the sub¬systems of the MDS are controlled and activated by the main program as required. The data requirements for the Methane Generator are supplied by the Geology and Reserves sub-system through common storage. Figure 6 shows the information flow between the Methane Generator and other systems of the MDS. It should be noted that the Methane Generator can also function independently as was described under model application. AREAS OF MISSING INFORMATION In any numerical analysis, the accuracy of the solution depends entirely upon the data available. In gas flow problems, parameters that constitute basic model input data are rock porosity, medium permeability, reservoir pressure and initial reservoir pressure dis¬tribution. Unfortunately, however, most of these characteristics are not available for a lot of coal seams. The need for actual field data cannot, therefore, be adequately emphasized here.

Financial theory often takes some time to penetrate industry and when it does it can result in a paradigm shift in valuations and mental models. The Black Scholes option valuation was first published in 1973, although the authors were only awarded a Nobel Prize in 1997. The valuation of real options has been applied to the oil and gas industry for some time, however it has only recently been more widely applied to the non-oil, mineral resource sector. The use of real option valuation (ROV) for the valuation of marginal and short mine life resource projects is a more useful valuation tool than the conventional DCF, NPV valuation tool. The application of ROV has major implications for corporate strategy. It generally favours equity over debt funding and non-hedging over hedging. A retrospective assessment of the successful development of the Lennard Shelf Operations demonstrates the concepts of implementing real options and the value destruction of limiting operational flexibility through debt and hedging activities.

ALTHOUGH Greater New York does not bear any resemblance to a great mining district, the mining operations that are being conducted in and about the city are both extensive and interesting in character. With regard to the extent, it may be mentioned that, at. present, there is more dynamite used in New York than in any mining district in the United States; that there are under construction about 38 miles of tunnel, and that 66 miles more are projected, most of which must be constructed in the near future ; that since 1902 at least 2,000,000 tons of earth has been removed in underground work, in addition to about 3,500,000 tons that has been removed in, open-cut in connection with tunnel-work, and many times this quantity that has been removed in excavating foundations for buildings not connected with tunnel-work; and that there are to-day probably more than 5,000 men engaged in mining-work in and about New York City. These undertakings include almost every operation connected with underground work, from exploration by means of trench and boring, to the sinking of large shafts and the driving of large tunnels through every kind of ground from hard rock to soft, semi-fluid silt and quicksand. It is proposed in this paper to give a general description of some of the methods and appliances used in the opening-up ,of a "mine" in a large city, and a brief description of some of the "mines" now being developed in New York, connecting as far as possible the methods described with the particular work for which they were designed, in order to give a general idea of the

A process for simultaneously reducing and indurating iron are pellets was developed by Bureau of Mines laboratory research and confirmed on a continuous pilot plant basis. Moist iron are concentrate was balled, mixed with solid reductant, and heated at about 1,100° to 1,150° C. On a small scale, a variety of concentrates and fuels were utilized successfully. The pilot rotary kiln tests were limited to natural magnetite, synthetic magnetite, lignite, and anthracite. In both cases, partially reduced pellets with excellent physical properties were regularly produced with average analyses of at least 80 percent total iron and 60 percent or more metallic iron. These and other prereduced pellets were smelted in the Bureau's experimental blast furnace facility, Bruceton, Pa. With prereduced spheres comprising 85 percent of the burden, the coke rate was approximately half that with standard oxide pellets and production of hot metal was increased by 75 percent. Economic appraisal of the cost of making hot metal indicates that reduced pellets could be more profitable than any other iron raw material in both investment capital and daily cost of operation.
