New Trade Status for Mainland China--On January 24, the Congress approved a most-favored-nation trade status with Mainland China for both imports and exports. A Presidential Proclamation had been issued earlier in anticipation of the Congressional action. Import duties on such commodities as tungsten, mercury, and antimony are automatically decreased. Defense Production Act Extended--The Defense Production Act of 1950 was extended 60 days to March 28, 1980. The provision for the usual 2-year extension of the Act is reportedly included in an omnibus energy bill that is tied up in committee. The Act under Title III provides for the expansion of productive capacity and supply and, more specifically, it gives priority to defense contracting where defense and non-defense interests conflict

As recently as 1915, helium was available only in very small quantities at a cost equivalent to $2,500 per cubic foot. It was a laboratory curiocity, and its properties were of interest to a limited number of scientists (11).3/ During the past 30 years, however, helium has grown from a plaything of scientists to a factor of importance in the prosecution of the recent war. Navy blimps filled with nonflammable helium proved to be more than a match for German submarines operating in the Atlantic. American bombers were able to fly unheard-of distances to drop bombs on Tokyo, Nagoya, Yokahama, and other Japanese cities because they had been made lighter with magnesium, arc-welded in a helium atmosphere. The Army utilized helium-filled radio-sonde balloons to obtain vital information concerning weather conditions affecting D-day invasions and other military maneuvers.

Every mine contains inflammable materials, either in form of the minerals mined or in the form of brought-in supplies. Although great efforts are made to make mines as far as possible fireproof and to prevent ignition sources, the possibility of mine fires, like that of other accidents, will always continue to exist. Detailed statistics are available for coal mines. They show (65,112) that the number of major mine fires in the USA over the last 20 years has remained more or less constant with approximately 50 per year. The same number is reported (26) for the British coal mines. Other countries (147) report about 1 major fire for every 10 million tons of coal production. Conflicting data are published on the number of fatalities caused by fires, presumably because frequently deviating opinions on the cause of death exist. On the average (82,99) 4 miners are killed per year in the US and in the British coal mines. Although this number is much smaller than that for several other causes of fatalities, one must keep in mind that almost every small fire can develop into a large disaster.

UNDERGRADUATES in mining engineering may be prepared for work by giving them sound instruction in the courses generally considered essential to the profession. The industry is not deeply concerned about the details of those courses. The average man in the coal industry does not wish to insist upon a rigid program. Therefore, he differs little from those in the teaching profession-who evidently are not unanimous in their opinions, or all college catalogs would be alike. For the good of the profession, it is just as well that there should be differences in regard to details. It appears that students graduating in mining engineering from the accredited institutions receive similar instruction.

As the number of prime surface coal mining sites diminishes with time and with the potential for increased coal demand, areas that were previously not mined because of their difficult mining conditions, marginal economics, and controversial environmental nature, will have to be considered if surface coal mining is to continue in the future. Such sites include areas near major rivers, streams, and lakes. The name most commonly given to these areas by regulatory agencies is "wetlands". The exact definition(s) to the term "wetland" will be discussed later in this paper. Most coal operators are now more than familiar with permitting requirements under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). The SMCRA permanent regulatory program recognizes the fact that coal mining operations will periodically encounter streams, wetlands, etc. Although discussed in various sections of the permanent program regulations, the relationship of coal mining operations to wetlands is particularly evident in the performance standards regarding hydrologic balance and protection of fish, wildlife and related environmental values.

There are approximately 1,800,000 t of discarded dolomitic-limestone tailings from the Gays River lead/zinc mining operation in Nova Scotia. Neutralization effectiveness similar to an agricultural grade limestone and low contents of residual metals make the tailings a suitable source' of soil conditioner material for the local market. However, the fine particle size, 98% passing 147µm, and a high moisture content make their handling and application difficult. Agglomeration of the tailings into relatively small hard pellets was investigated and difficul¬ties were overcome. Pellets with a range of pH values and various amounts of soil nutrients and moisture content less than 10% were obtained, from tailings containing 20% initial moisture, through the addition of less than 15% selected materials.

Abstract-The Campo Morado precious-metal-bearing, volcanogenic massive sulfide deposits occur in a lower Cretaceous, bimodal, calc-alkaline volcanic sequence in a major northerly trending belt in the Guerrero Terrane in northeastern Guerrero, Mexico. During upper Cretaceous to Early Tertiary greenschist-facies regional metamorphism, the rocks were deformed strongly into a northeast-verging fold-and-thrust belt. Three later stages of weak deformation were dominated, respectively, by kink folds, broad warps, and extensional faults. Most deposits occur in the upper part of a sequence of felsic flows and heterolithic volcanoclastic rocks or at its contact with overlying chert and argillite-sandstone. The Reforma and El Rey massive sulfide deposits are on the overturned limb of a major, thrusted anticline, and the Naranjo and El Largo massive sulfide deposits are to the south on the upright limb of the same major fold. The La Lucha and San Rafael massive sulfide occurrences are in an upper plate to the southwest which was thrusted over the plate containing the Naranjo and El Largo deposits. In several of the deposits, Au, Ag, Zn, and Pb are concentrated near the stratigraphic top, and Cu is concentrated near the stratigraphic base. Major minerals are pyrite, quartz, ankerite, sphalerite, chalcopyrite, and galena. Minor minerals are tennantite-freibergite, arsenopyrite, and pyrrhotite. Gold and Ag occur in argentian gold, and Ag also occurs in tennantite-freibergite. The cumulative inferred resource of massive sulfide for the Reforma, Naranjo, El Rey, and El Largo deposits exceeds 30 Mt, with the latter two deposits incompletely delineated. Underlying pyrite-quartz stockwork zones contain chalcopyrite, chlorite, and sphalerite. Hydrothermal alteration minerals in the stratigraphic footwall are pyrite, quartz, chlorite, ferroan dolomite, and ankerite. In the stratigraphic hangingwall, hydrothermal alteration minerals are sericite, calcite-dolomite, and lesser clay minerals and quartz. The deposits belong to a low-sulfidation, volcanogenic massive sulfide system formed in a subaqueous environment, and are of the bimodal, siliciclastic type.

"The methane em1ss10n from deep coalbeds which are actively mined is a serious problem facing the mining industry today. Pinpointing the source of methane and predicting the emission of this gas from these coalbeds is necessary if preventive techniques are to be effectively used to control methane emission. In general, because most coalbeds have water associated with them, the system to be studied may be either single-phase (methane gas) or two-phase (methane and water). Because coal mine geometry is complex and the fluids have variable properties as functions of pressure and methane concentration, the differential equations describing the flow of methane and water are not amenable to analytic solution, but must be solved numerically using high-speed computers. This paper presents the development of such a complex mathematical model along with some preliminary applications of the model to methane emission from one- and two-dimensional coalbeds with and without water present."

The purpose is primarily to touch upon some of the peculiarities and generally to consider approaches to employ in the pursuit of solutions."

The inherently explosion-proof mine (EPM) concept is based upon the non-flammability of certain combustible-oxidant-inert gas mixtures, and the effect of partial pressure of gases on physiological reactions. In a properly controlled underground environment, gas explosions are impossible, men can do work, and relatively high concentrations of methane would be permitted. A systems analysis has been performed to examine the physiological, engineering, and economic feasibility of such a concept, and methods and equipment are recommended for maintaining an EPM atmosphere in a bituminous coal mine producing a nominal two million tons of clean coal per year. It is concluded that: engineering feasibility can be demonstrated using subsystems and components that can be designed and built within the present state-of-the-art, that economic feasibility is possible within approximately five years, and that physiological feasibility is sufficiently promising to warrant continued investigation.

This study by the Bureau of Mines documents the leadtime required for preliminary and detailed exploration, development of the mine, and construction of beneficiation and support facilities for selected copper deposits in Arizona. The time for major exploration ranged from 1 to 15 years, time for open pit development (or construction) was 1 to 4 years, and time for under- ground development was 4 to 8 years; one underground mine presently being developed may require 12 years to achieve production. Construction of the beneficiation plants required 8 months to just over 2 years. The data are supported by historical facts for each deposit during the leadtime stages from location of claims through exploration, construction, expansion, and leaching. The sequence of development and factors contributing to differences in the time spans are discussed. Histories are detailed for the Miami, Castle Dome, Copper Cities, San Manuel-Kalamazoo, and Twin Buttes properties; briefly summarized are the Pinto Valley, Miami East, Esperanza-Sierrita, Pima, and Mineral Park Properties. Each mining operation had its own pattern of development, and together they present a source of planning information for the development of other properties.

To date the commercial diamond bit setters have been principally interested in the speed with which they could produce a sharp, fast-cutting bit. Thus, a premium has been placed on setters who combine a high degree of manual dexterity with the ability quickly to select the Sharp points and edges of the diamonds and set them in the mold without lost motion. The premium on speed does not allow the setters the time, nor are they trained, to consider also the crystallographic structures of the diamonds which are the clues indicating the harder and more suitable working surfaces. Since early fall of 1949, the Bureau of Mines has been conducting a long-range series of experiments in which drill bort have been oriented in diamond bits in an effort to determine the effects and economic practicability of utilizing the hardest surfaces of the diamond crystal structure. The preliminary experiments completed to date indicate that a substantial saving in diamonds may be affected by using the harder areas of the diamonds as working surfaces in the crown of diamond bits. The experimental work is being conducted by the Bureau of Mines in the laboratories and full-scale mine of the Mining Research Branch, Minerals Technology Division, Region VIII, of the U. S. Bureau of Mines at the Mount Weather Station, Bluemont, Va.

The Ohio Coal Testing and Development Research Facility (OCTAD) was commissioned in 1992 by the Ohio Coal Development Office and the Ohio Power Company to support evolving process technologies that will lead to increased environ- mentally sound use of coal. OCTAD is equipped with advanced physical concentration devices and processes capable of beneficiating coal to levels beyond conventional practice. The first task of OCTAD operators was to test the cleanability of the Meigs Creek Seam Coal in advanced circuitry and compare the results to conventional cleaning levels. In testing the seams, OCTAD circuitry was configured to produce middlings on the coarse and intermediate size fractions. These middlings were subsequently crushed to a finer size (28M x 0) and subjected to cleaning in fine heavy-media cyclones and advanced froth flotation circuitry. Nearly thirty-six full-scale production runs at various operating conditions were completed during the campaign. The results of the test program are examined in this paper.

About two-thirds of the manufactured gas supplied to the public by the gas plants in the Illinois district is cnrbureted water gas. The leading generator fuel is coke, ma.de in by-product c.oke ovens or in retorts, chiefly from eastern gas coals. During the fall and winter of 1917-18, when the demand for coke by war industries and the restrictions of the Fuel Administration in connection with the transportation of coke from eastern States made it almost impossible for many gas companies to obtain their coke requireml'nts, several water-gas plants had to use bituminous coal as generator fud. Many operating difficulties were encountered, some of which were solved more or less satisfactorily in different plants. A number of plants attacked the problem rather blindly because facilities for making tests were lacking and because technical men were too busy with labor and supply problems to study thoroughly the conditions involved or to ascertain what other plants had done with this fuel. It was therefore with the hope of assisting the gas industry during this critical period, and of promoting the use of Central District coals for gas making, that the Illinois Mining Investigations, a joint agency of the U. S. Bureau of Mines, the University of Illinois, and the Illinois Geological Survey Division undertook the, tests discussed in this paper. • This report was compiled under the auspices of a technical committee appointed by Gov. Frank 0. Lowden to promote the use of Central District coals in gas manufacture as a war measure. This committee included the following representatives of the various agencies concerned: U. S. DURING the war years restrictions on travel, pressure of work, and the irregular arrival of technical literature from abroad combined to severely isolate Great Britain in a period of intense war expansion of the art and practice of mineral dressing. Many British technicians were fully occupied with the day-to-day problems of improvising substitutes as regular sources of supply failed. and with mastering the strange demands and working conditions of wartime. After a long day spent between ones laboratory and production work, the rest of the waking hours were often filled with fire watching or home guard patrol activities, substituting for a night-shift manager, or "resting" in a dugout while the bombs came down. There was no time for serious study of such technical literature as survived the Atlantic crossing.

The National Institute for Occupational Safety and Health (NIOSH) is conducting research to enhance methane control and mine ventilation practices at coal mines, as a method to mitigate hazardous work conditions. NIOSH researchers conducted case studies to investigate the effectiveness of existing systems and improve performance to decrease the potential for unplanned or excessive methane emissions. At one mine, drainage was influenced by hydrofracking inefficiencies where two of the six wells showed good frack development. Methane content was variable, from 300 ft3/t to 600 ft3/t. This paper also summarizes overburden movement during undermining and the estimated quantities of gas transported to the mine using FLAC3D and CFD modeling. The findings from this research effort highlight considerations based on specific mine conditions that may also be applicable to most longwall mines utilizing methane control systems.
