The Risk-Informed Decision Making (RIDM) working group is a group of industry professionals formed under the joint initiative undertaken by United States Society of Dams (USSD), Tailings Dam Safety Committee and Canadian Dam Associations (CDA) Mining Dam Safety Committee (MDC). The working group was organized to develop a guideline on implementation of a RIDM process relating to the design of mining water dams and Tailings Storage Facilities (TSF). Since its formation in 2022, the group has completed a literature review of more than one hundred (100) cross industry publications on applications of RIDM in mining water dams and TSFs, has held two industry workshops in Niagara Falls, Ontario in 2024 and Saskatoon, Saskatchewan in 2025 to capture industry input relating to the understanding and application of RIDM. The working group has subsequently formulated a process that constitutes good industry practice as it relates to application of RIDM in mining dams and TSFs. The authors, through their engagement and leadership in the working group and facilitating the two industry workshops in 2024 and 2025, are of the opinion that the successful application process of RIDM across Canada and United States (U.S.) is still not clear to many industry practitioners. There is confusion over terminology, good versus poor RIDM, and in some cases reluctance to use the RIDM terminology. This paper addresses critical knowledge gaps identified in the RIDM implementation for mining water dams and TSFs through three years of stakeholder engagement. It provides clarity of the process via a joint position statement and implementation roadmap, resolves terminology confusion, and documents contradicting industry opinions to promote adoption of good RIDM practices in Canada, U.S. and beyond.

Within the scope the collaborative research centre 599 (Medical University of Hanover, University of Veterinary Medicine Hanover, University of Hanover) the behaviour of the degradation of magnesium materials as implants are investigated by using animal experiments (rabbits). Thus extruded cylindrical pins from the magnesium alloys MgCa0.8%, WE43 and LAE 442 were implanted intramedullary in the tibiadiaphyses. The implantation duration was 3 and 6 month. After the explantation 3 point bending tests were carried out to investigate the possible changes of the mechanical properties. Clearly changes in dependence of the implantation duration could be determined. The three magnesium alloys show a decrease of the mechanical resistance with an increasing implantation time. To evaluate the degradation process, wich is the reason for the changes, micrographs and element analyses (EDX) have been accomplished after the 3 point bending tests. The micrographs show for all used magnesium alloys corroded surfaces but no preferred corrosion on the grain boundarys. The element analyses show beside a layer which is rich in calcium and phosphorus an agglomeration of rare earth elements in this layer. With these results a using of magnesium alloys as a material for implants can be announced.

The Fosterville Goldmine in Victoria Australia employs the BIOX« Process to liberate gold from its sulfidic flotation concentrate through bacterial oxidation. Gold occurrence is primarily as submicron particles in pyrite and arsenopyrite and has been described as being in æsolid solutionÆ and therefore not amenable to direct cyanidation. Once liberated by the oxidation process, the gold is then available for cyanide leaching. During the oxidation process it has been found that a portion of the liberated gold becomes suspended in the liquid phase in what appears to be a colloidal state. This liquid becomes a waste stream during washing of the oxidised solids and the suspended gold is therefore lost. A method was previously developed using an addition of quebracho tannin to significantly reduce this loss by formation of an iron-tannin precipitate which captures the gold which then reports to the cyanide leach circuit with the oxidised concentrate solids onto which it is adsorbed.This paper discusses the development and plant trial of a second processing step to further enhance gold recovery by use of flotation tailings essentially as a source of extra surface area to capture residual tannin-iron precipitate and its associated gold not recovered in the first step.CITATION:Symes, R, 2012. Upstream Classifier are well-known in the iron ore industry for at least 15 years. At present, more than 60 units are in operation in Western Australia. The advantage of this technology is their capability to produce three products with one equipment – iron ore concentrate, iron ore middlings for further processing and slimes (tailings). The principal of this beneficiation process – upstream classification and upstream separation – will always remain. However, the optimisation of the classification and separation efficiency of the equipment itself is a continuous process driven by enhanced automation and instrumentation, design changes and the use of upstream and downstream information and requirements. Besides efficiency, the safety, maintenance and replacement conditions are very important subjects for the operation of an iron ore mine. The aim of this paper is to present a new allflux® upstream classifier design, which has been developed together with several iron ore producer from Western Australia. The new design benefits from its sustainability approach by dividing the entire equipment into small reusable parts. As a result, maintenance is minor, replacement much faster, lifetime much longer and costs much lower. Furthermore, it demonstrates new features to prevent hazardous working conditions such as confined space as well as new fixing devices to speed up the replacement of certain items and parts.

Industrial minerals or non-metallic minerals are loosely used terms applied to a diverse assortment of materials which, in many cases, have nothing more in common other than the fact that they are neither metals nor fuel minerals. To help bring order to this otherwise random assortment of minerals, we have grouped these materials into two main categories; chemical and physical minerals, and nine sub-categories based on end-use applications as shown in Table 1. Chemical minerals are products which are principally used for the specific chemical elements they contain, whereas physical minerals are products which are used to meet specific performance specifications. The latter part of the 1970?s, in particular 1978, were considered peak years in terms of production and sales for many industries, By using 1978 as a base year, we can evaluate wherethese markets stand today after the recession of the early 1980's and the recovery which began several years ago. From this historical overview and appraisal of the current situation, various assumptions can be drawn as to which markets are expected to perform well into the 1990's.

Mining employees undertaking shift work are at considerable risk of experiencing sleep disturbances and circadian rhythm disruptions. In the complex, high-risk environment of mining, these sleep and circadian disruptions lead to adverse impacts on employee health, alertness and safety. Evidence-based tools that effectively target improvements in sleep health amongst shift workers are needed. Variability in work hours and individual differences in the response to shift work mean that a ‘one-size-fits-all’ solution is often insufficient in complex work environments. Currently no interventions provide tailored support for shift workers based on their rosters, personal commitments and sleep habits. Existing technologies, such as smartphone applications and watches, allow sleep monitoring, but their strategies are targeted towards night sleepers, which does not translate to shift work contexts. To address this, our team has developed an innovative digital tool that implements biomathematical models to provide automated, personalised sleep and circadian intervention strategies to optimise sleep, alertness and performance during shift work. The tool uses mathematical models of sleep and alertness regulation that provide physiologically optimal times for an individual to sleep when experiencing circadian disruption. This program of work included co-designed development of a world-first app with shift workers and the examination of the preliminary efficacy of the intervention for improving sleep, alertness and performance.

"IntroductionDevelopments in the preparation, hydraulic transportation and placement of classified mill tailing as an effective backfill and support for mining excavations, have made feasible several advancements in mining methods that are safer and more economical. Hydraulic backfill systems have played an integral part in the development of more efficient cut-and-fill and blasthole stoping.The hydraulic transportation of tailing fill has made possible the elimination of expensive and laborious transportation, placement and spreading of gravel type fills. Also, in cut-andfill stopes, the use of hydraulically placed consolidated fill has largely eliminated the need to use extensive timbering for floors and supports, previously necessary when only gravel type, waste rock or unconsolidated tailing fill was used .Another important advantage of using mill tailing as backfill is that it decreases the need to contain a large portion of the mill solids waste in a surface disposal area and thus reduces environmental and ecological problems.Tailing Fill PropertiesConsolidated tailing fill consists of deslimed mill tailing and Portland cement. These two materials are mixed together in various proportions to form a high density slurry which is transferred underground by gravity through boreholes and pipelines. After placement underground, the water is drained off and the mixture is allowed to set. The strength of the consolidated fill is dependent on the cement content, particle size distribution and curing time. A typical tailing/ cement ratio used for bulk filling in stopes requiring vertical wall support is 30:1. Ratios ranging from 8:1 to 5: 1 are used for stope floors. High pulp densities minimize segregation and loss of cement during placement as well as reduce the amount of drainage water to be handled."

Thanks to strong industry support and longstanding partnerships, the University of Arizona has provided extensive pre-college mining education and outreach for more than a decade. These efforts to promote mining-related degree programs and the wide variety of indemand career opportunities reach thousands of middle and high school students and hundreds of teachers every year. The School of Mining Engineering & Mineral Resources is constantly looking at ways to help students overcome barriers into degree programs. But competition among degree programs for talent is fierce, and outreach has not made a big enough difference in the number of students pursuing mining engineering degrees. With workforce shortages threatening to undermine the industry, more is needed. The Bureau of Labor Statistics estimates 500 new mining engineering jobs each year, and according to a study by Deloitte (2023) nearly 50 percent of skilled engineers will reach retirement age in the next decade. At the same time, the 14 accredited mining or mineral engineering degree programs in the United States are producing fewer than 200 graduates annually (Society of Mining Professors and Society for Mining, Metallurgy & Exploration, 2021). To better understand mining’s competitive position, the School of Mining Engineering & Mineral Resources conducted a comprehensive study to determine (1) how prospective college students, parents and educators perceive the industry, related careers and the mining engineering degree, (2) factors affecting students’ choices of degrees and career plans and (3) the roles parents and educators play and how they influence students. This article is the first of two installments to discuss the results. This installment focuses on what students, parents and educators think about mining and where they get those impressions, as well as the role parents and educators play in influencing students’ choices of careers and degrees. The second installment, scheduled for publication in a later issue of Mining Engineering, looks at what students are seeking in their degrees and careers, and how mining compares with other degrees and industries.

The Bureau of Mines has devised and demonstrated a process for recovering Ni and Co from low-grade domestic laterites . The process consists of four mmaajjoorr steps : ( 1 ) reduction roast , ( 2 ) ammoniacal leach , ( 3 ) solvent extraction , and ( 4 ) electrowinning . Several solid - liquid separation steps are required that affect the economics of the overall process . In this study , two techniques for solid - liquid separation , centrifugation and thickening , were investigated . This report presents the results of ( 1 ) laboratory and pilot plant studies to determine parameters for sizing centrifuges and thickeners and ( 2 ) an economic study of the two techniques , based on the requirements of a commercial - size ( 5,000 - tpd ) laterite processing plant . Sizing and other equipment - related recommendations , based on data from the Bureau's studies , were obtained from commercial manufacturers . The costs of thickening and centrifugation , including all the unit operations affected , were determined by the Bureau's process evaluation group . The total operating costs for separation using the two techniques ( including depreciation on the capital cost of equipment ) were found to be quite close : $ 17.26 per ton of laterite for centrifugation and $ 18.15 per ton of laterite for thickening . For centrifugal separation , the greatest cost was found to be the initial capital cost for the separation equipment ; using thickeners , the greatest cost was for reagent recovery .

HAVING reached the status of an octogenarian plus, I suddenly decided to take a trip to Great Britain by airplane, before the possibility of hardening of the arteries made such a program too precarious. Of thirty June and July days spent in the islands, five were spent in the south of Ireland, or Eire as the politicians like to call their country. On June 15 I arrived in Glasgow where a day was spent with old friends before moving on to Edinburgh, where the Institution of Mining Engineers was billed to hold its summer session. I had received a cablegram before leaving New York inviting me to attend the sessions which I accepted with avidity, spending three most enjoyable and informative days with old friends and the officers of the Institution, Douglas Hay, president; Ian McDermid, secretary; and members of the council.

Silicosis among metal miners is an ancient disease, probably as old as mining itself.' However, the primitive forms of mining were not productive of much silica dust, and the short life span of slaves used in mining probably precluded the development of more than a few sporadic cases of silicosis. Early diagnostic terms of miners' asthma and miners' phthisis suggested an occupational relationship and a tubercular component, but little attention was given to silicbsis until the turn of this century when epidemics of silico-tuberculosis arose due to the great expansion of the mining industry in the United States, especially silver and gold mining. The expansion was accompanied by mechanization and the introduction of pneumatic tools, which generated increasing amounts of fine silica dust. Mining communities were crowded and hygiene was poor.' The tubercle bacillus would probably have flourished even without the predisposition of silicosis.' As is so often the case in occupational health, biostatistical analyses first called attention to the problem, and environmental-medical studies later confirmed its existence. The bio-statistical analyses were occupational mortality statistics compiled by the Prudential Life Insurance Company in 1907, showing evidence of excessive mortality from tuberculosis and relationship to dust exposure. AT this time of the year, engineering schools are releasing a group of young men who probably are, on the average, in much the same attitude of mind as a person arriving at the terminal station of a railway journey; namely, of having a general idea of his objective, but having to make a decision as to just where he is going and how best to get there. The man leaving the train can at first follow the crowd, but it soon breaks up, as one goes one way and one another, until he has to choose his own course. The recent graduate may do the equivalent of following the crowd by accepting the first position offered, but this only postpones a decision as to where he is going and how best to get there. So many young engineers ask for advice as to what to do that the following statement has been prepared as an attempt to make a general answer to such queries. The engineer taking his first job should realize two fundamental relations. The first is that in electing to be an engineer he has elected to be a hired man. A consulting engineer has more freedom than a man on a regular pay roll, but he is also a hired man; hired for briefer periods at a relatively high rate, but under the necessity of simultaneously doing his consulting work and developing new retainers. There is nothing derogatory in being a hired man (all doctors, lawyers and clergymen are hired men), but the tardy realization that he is one seems to give many an engineer a mental jolt that can be avoided if he accepts it from the beginning.

The understanding of coal mine roof lithology is a critical component in the determination of engineering solutions for roof control. Coreholes were the first technology available to determine lithology of the roof in reserve areas, but coreholes are typically drilled 500–2,500 ft apart due to their cost and sometimes reach more than $125,000 dollars per hole, depending on mine conditions. The next method developed to bridge this gap was the fiber-optic scope which is utilized in the roof at the faces of underground development. High-end fiber-optic scopes can also be costly (20,000–40,000 dollars) but are more affordable than drilling a corehole, and the information can be processed immediately to make quick roof support determinations. The fiberscope can be operated wherever a roof bolter can drill a hole, and there are no restrictions related to property owners, proximity to streams, elevation changes, etc. The latest borescoping method utilized by mining companies is the use of videoscopes. Videoscopes and all borescopes in general are limited by the lengths of the scope and the length of the borehole drilled in the mine. Videoscopes have the advantage of being able to record video while examining the roof lithology. The information can be recorded quickly underground and then be examined on the surface which allows anyone to capture the video so that a geologist can make lithology descriptions without ever going underground. In the past, videoscopes had limited resolution, a short battery life, were fragile and were relatively costly. As technology progresses, videoscopes have become more affordable, have increased battery life, and offer enhanced 1080p resolution. With the broader availability of affordable videoscopes, videoscopes can be more readily used in various mine environments at every active section underground. This paper will discuss the types of videoscopes available, the features that will aid in lithology description/identification, the deployment methods pertaining to supplemental roof support recommendations, and an advanced methodology to enhance accuracy in understanding roof lithology.

A passive acoustic emission (AE) monitoring system has been developed and trialled on two M10000 IsaMillsTM. The analyser detects AE stress waves generated by grinding media impacts with the mill liner during mill operation. Locally propagating stress waves can be detected on the exterior liner surface using strategically mounted broadband accelerometers.The analyser has been developed into a robust commercial prototype system, and has been designed, installed and commissioned with Xstrata Technology at two mineral processing plants.A six-month field trial showed large-scale variation in AE power signature with process conditions. Analysis of the enveloped AE power output demonstrated a strong correlation with mill process conditions – more specifically grinding media relative loading, feed pulp density, feed volumetric flow rate and feed type.Placement of accelerometers along the length of the mill body provided key information on the grinding media relative deportment. The enveloped AE power detected by the mill body, discharge pipe and bearing housing sensors all captured information strongly correlated with mill operating parameters and process state.The prototype analyser demonstrates suitability as a long-term online tool for stirred mill performance monitoring, and potentially for optimisation and control, in beneficiation plants.CITATION:Jackson, C A, Spencer, S J, Masters, J, Sharp, V, McEwan, A, Rainey, S, Catanzano, A, Roberts, G and Millen, M, 2014. Development of reliable, portable, low headroom, hard rock crushers would improve the efficiency of most currently operated conveyor systems and make it possible to bring conveyor haulage closer to the face, thus eliminating expensive rock rehandling procedures. A crusher that could be easily moved would permit the more widespread use of lower cost haulage systems, such as conveyors, to transport the ore out of the mine. Such crushers would be installed close to the working areas, resulting in an optium haul from the face to the dump location. A recent contract study by Rapidex, Inc., "Application Study of Portable Underground Hard Pock Crusher" (USBM Contract No. J0265006) provides a survey of industry needs in portable underground crushing, together with conclusions and concepts as to specifications and type of crusher required to serve the greatest number of operations. To fill this need a three phase program has been undertaken by the Bureau of Mines: Phase I - Design: Phase II - Construction and Testing, and Phase III - Production Underground Test. This report covers Phase I only, and includes the complete engineering design and specifications of the Rapidex Rotary Jaw Crusher conceived in the earlier "Applications Study". Also included are the design, construction, and testing of a quarter-scale functional model, utilizing three different types of rock and two different crusher feeder systems.

The Deep Mill Level Zone (DMLZ) mine is currently one of the deepest block cave mines in the world. The rock mass is heavily veined with little to no joints and faults are usually healed cohesive structures leading to difficult cave mining conditions. The caving process is improved if the rock mass contains fractures with sufficient density that it will cave by gravity as undercutting progresses. Hydraulic fracturing (HF) has been used to create fractures around the cave to improve mining. A seismic monitoring system has been used in DMLZ since the start of mining. Therefore, the seismic activities before, during and after HF can be monitored. Shear wave splitting is a process used to study the impacts of HF on the rock mass. This process involves the measurement of travel times from splitting shear waves after seismic events and using this to define the anisotropy within the rock mass and subsequently fracture density. This paper sets out the methodology for carrying out the interpretation of the shear wave splitting process using seismic data from the fracked cave crown and abutments along with an overview of the benefits to cave mining as result.

"The Eglinton-Crosstown Light Rail Transit line is a 19-kilometre corridor with a 10-kilometre underground portion currently being constructed by Metrolinx in Toronto through a densely populated urban environment. Tunneling works are being completed through two separate design-bid-build contracts that include consideration for a phased handover to a follow on contractor who will take ownership of the tunnels, including warranties, and will complete the stations and remainder of the system through a PPP delivery model including maintenance of the system for 30 years. Warranty provisions, settlement apportionment, tunnel leakage, potential delays and conflicts between contractors are just some of the risks the team managing tunnel contract integration had to consider when developing the PPP contract. This paper will present an overview of how these risks were assessed and allocated through the contracts and the strategies adopted to minimize risks to Metrolinx while ensuring successful procurement was maintained. INTRODUCTION The Big Move is a 25 year, $50 billion ($-CAD) plan for coordinated and integrated transportation in the Greater Toronto and Hamilton Area (GTHA) in Ontario, Canada. This plan has been initiated by Metrolinx, a division of the provincial government of Ontario, and its vision, goals and objectives are rooted in creating a high quality of life; a thriving, sustainable and protected environment; and a strong, prosperous and competitive economy for the GTHA. The Big Move will triple the length of rapid transit service in the GTHA to 1,725km, significantly increase the percentage of the GTHA population living within two kilometers of rapid transit, reduce commute times to an average of 77 minutes per person per day and decrease greenhouse gas emissions from passenger transportation per person by 29%. Work is currently underway on several projects and more than $16 billion ($-CAD) of the planned investment has already been committed. A key project that forms part of this commitment is the Eglinton Crosstown Light Rail Transit (LRT) Project which is being delivered in the City of Toronto under Metrolinx’s Rapid Transit (RT) Program. This complex and sizeable undertaking has been broken into a number of separate contracts comprising: LRT Vehicles contract; Eglinton West Tunnels Project; Eglinton East Tunnels Project; and a Public-Private-Partnership (PPP) contract to complete the underground stations, at-grade stops, all rail infrastructure and systems and to maintain the entire system for 30 years. The PPP contract, which includes an initial capital portion of approx. $5.1 billion ($-CAD), has recently been awarded to Crosslinx Transit Solutions, a Special Purpose Vehicle (SPV) consortium comprised of SNC Lavalin, Aecon, Dragados and EllisDon."

Super Cells are an innovative, open-shaped bi-directional static load testing device used to promote concrete flow during placement while utilizing greater cross-sectional area of the pile to achieve large applied axial loads at relatively low hydraulic pressures (≤ 250 bar). This paper describes the results of multi-level load testing performed on a sacrificial drilled shaft that was 3.8 m (12.7 ft) in diameter and 110.6 m (363 ft) in length for the Jiaxing-Shaoxing River Crossing Bridge that spans Hangzhou Bay in Shaoxing, China. The test shaft was instrumented with embedded strain gauges and telltale rods along with displacement transducers at the top of the pile to measure the load-induced displacements along the length of the shaft. Load testing was performed twice using a Super Cell placed near the tip of the shaft, prior and subsequent to tip post-grouting, and then again using a Super Cell placed higher in the shaft. The axial resistance for the tested conventional drilled shaft was more than 5 times greater than the estimated axial resistance. In addition, the axial resistance after tip post-grouting (347,100 kN (39,033 ton)) was about 5.3% greater than the ungrouted axial resistance (329,600 kN (37,050 ton)). INTRODUCTION During the past few decades, the magnitude of axial, lateral, and flexural loading has considerably increased due to updated design codes, larger superstructures, and the manner in which extreme event loading (e.g. seismic and scour) is incorporated into design. The diameter and depths to which bored piles or drilled shafts are constructed have increased considerably during the last three decades due to the advancements in equipment technology and capabilities. In addition, monoshaft foundations have become increasingly used, as one large drilled shaft is able to replace a group of smaller diameter piles connected by a cap. Correspondingly, adequate strata, for both side and end resistance, must be discovered/determined as well as achievable to be able to construct the required foundations to support the greater design demands. As design demands have increased, the need to ensure integrity, quality, and performance of a constructed drilled shaft has become ever more crucial. Load tests are essential to validate design assumptions of side and end resistances, to assess the behavior and load transfer characteristics of the constructed drilled shafts, and to evaluate construction methods. Load tests utilizing a bi-directional static load testing (BDSLT) device can achieve considerably large applied axial loads and can be performed more economically, in less time, and in a much safer manner than conventional top-down static load testing methods.

"Mine refuge shelters are designed to protect mine workers from hazardous environmental conditions after a mine disaster, but high temperature and humidity levels inside these shelters may pose a significant safety risk. Due to the safety risks associated with human testing, detailed thermal models of shelters and human occupants have been developed using TAITherm simulation software. These models are used to predict the temperature and humidity within the shelter resulting from metabolic heating, evaporation due to sweat and respiration, moisture and heat from the shelter’s carbon dioxide scrubbing system, and heat transfer within the shelter. A detailed human thermoregulation model simulates the sensible and latent heat generated by the shelter occupants, and predicts the occupant’s body core temperature and moisture lost due to sweating and respiration. This information is used to assess the safety of the shelter. This paper presents the technical details of the human thermal model, validation comparing the human model to human subject test data, and results of a mine shelter analysis. IntroductionPortable mine refuge chambers are used in U.S. coal mines to provide protection to mine workers from hazardous conditions following a traumatic event. Although these shelters are designed to supply clean air and sustenance for up to 96 hours, prolonged exposure to the mine shelter environment itself can pose a substantial risk to human safety. Heat generated by the shelter occupants combined with heat from the carbon dioxide (CO2) scrubbing system can raise the shelter interior temperatures and relative humidity to dangerous levels that can lead to heat stress in humans. Unfortunately, the thermal burden associated with mine shelter exposure is not well characterized due to potential hazards associated with underground human subject testing. In order to assess the thermal burden on people within a mine shelter environment, a detailed thermal model was created to accurately predict the temperatures and humidity levels within the shelter, and the impact of these environmental conditions on human occupants. The model consists of a mobile inflatable tent-type mine shelter with 23 humans, and includes the surrounding mine environment. The thermal simulations were performed using a validated commercial heat transfer prediction computer software. Additionally, a module of the software provided the capability to simultaneously model the thermophysiology of 23 unique humans contained within the mine shelter. The human thermal models accounted for the thermal interaction with the environment and provided a core temperature response prediction that can be used to evaluate survivability in heat stress situations (U.S. Army, 2003). The models can also be used to determine maximum occupancy in order to maintain safe temperature and humidity levels inside the shelter in specific mine environments, to optimize shelter size for maximum heat dissipation, or to simulate active cooling systems."

"The Stockman base metals project is situated in State Forest in the alpine area of East Gippsland, Victoria, adjacent to a National Park and within the headwaters of a major Ramsar-listed wetland catchment and the Murray-Darling River system. Site topography is steep, and elevated (650 m – 1200 m above sea level), and subject to circa 1 m annual rainfall, with occasional winter snowfall. The project consists of two volcanogenic massive sulfide (VMS) deposits to be mined by underground methods and treated in a 1.0 Mt/a central concentrator to produce copper and zinc concentrates for export over a ten year operational life. New resource projects are rare in Victoria. Recognising the sensitive setting, planning for the Stockman Project, which is now in the advanced permitting stage, has focused on balancing economic, environmental and social outcomes to ensure social licence to operate is secured and can be maintained. This has involved close attention to triple bottom line (TBL) risks and outcomes. Stockman has successfully gained State and Federal approvals via the Environmental Effects Statement process. The process of obtaining these approvals has required close attention to effective stakeholder involvement, and management of a lengthy and difficult approvals process, which is still to be finally concluded. This paper is a case study of the process of that permitting and the issues encountered to date. Key learnings from the experience have included: successful approvals require close attention to much more than just the project and its technical aspects and physical setting – effective stakeholder involvement and endorsement is critical the differing consultation requirements for local, regional and government stakeholders, to design and plan implementation of a project to meet TBL objectives, and to gain social licence to operate within the Victorian approvals process, the need for an effective lead government agency with policy authority dealing with material policy change requiring post-closure financial sureties estimating realistic permitting time and cost during the project evaluation phase.
