The Resource Management Act 1991 represented an innovative and unique piece of planning and environmental legislation when it was introduced. Since the Act was passed into law in 1991 it has been subject to nine amendments, many of which were of the ætinkerÆ variety. These amendments recognise that the Act has not been as successful in providing the æone-stop shopÆ for resource users that the Act was hoped to be. The latest and most significant attempt at changing the Act was the Resource Management Amendment Act 2003. The amendments made by the Amendment Act have proved to be largely unsuccessful in achieving any significant changes to the way resources are managed in New Zealand, and have failed to address many of the concerns which drove the original Resource Management Amendment Bill in 1999. The recent decision to discontinue further investment in Project Aqua has once again placed the Act in the spotlight as a significant hand-brake on major projects. This particular event has led to yet another review to be undertaken this year. The review will focus on five key areas:   1.   achieving the right balance of national and local interests; 2.   improving the design and process for local policy formulation; 3.   improving the consent decision making process; 4.   allocation of natural resources (water, air and geothermal); and 5.   supporting measures for building capacity and promoting best practice and implementation at the local authority level.  It is important for the business community and the mining industry in particular to seize the opportunity that this review provides to make sure that any amendments undertaken as a result of the review achieve the aims listed above. The review needs to be considered in light of the current regime for the management of natural resources in New Zealand. In addition to the Resource Management Act 1991, the Crown Minerals Act 1991 and the Building Act 1991, which form the core resource statutes in New Zealand, there have been other developments affecting the regime. Special legislation over and above the Resource Management Act 1991 has been enacted to protect the Hauraki Gulf and special legislation is currently being considered to protect the Waitakere Ranges in Auckland. In the Hauraki District mining is prohibited in some areas and a plan change mechanism is specified as the appropriate tool to use in the event a mineral resource is to be developed in those areas. The current review is a further opportunity to remedy the inadequacies of the Act.

Faced with the need to improve workplace conditions in both its development and production headings in its existing K1 orebody, as well as its new K Link and K2 orebodies, the Kencana mine in Indonesia took the novel approach of reversing the ventilation on most of its access ramp by outcasting up the ramp to the portal. Working levels were then fed with fresh air via auxiliary fans sealed into the current surface ‘egress’ intake raises (ladderways) or another small surface intake raisebore rather than from fans hung in the ramp as in the past. Outcasting the portal provided a substantial increase in the total mine exhaust capacity allowing fewer levels to be ventilated in series and significantly improving conditions, especially in the most difficult workplaces to ventilate. It also reduced the consequences if there was to be a fire on a vehicle in the ramp. The same system using the ramp as an exhaust is also intended to be used as part of the final ventilation solution for the new K2 orebody which also uses a novel single surface ventilation shaft that is vertically split into separate intake and exhaust compartments using a concrete brattice. Using the main ramp as an exhaust has potential application in many other operations in Australia using surface ramps which otherwise frequently suffer from overuse of series ventilation circuits and poor working conditions at the mine bottom.

Underground mines require electricity to operate both the main surface fans and auxiliary systems, with primary ventilation systems typically accounting for approximately 40–60% of the mine’s overall electricity consumption. The primary reason for this considerable expense is that most underground ventilation systems are designed for peak demand, regardless of the actual demand, which is commonly dictated by diesel equipment usage in trackless mining operations. Most platinum mines on the Great Dyke in Zimbabwe tend to operate their ventilation systems at this peak level, despite the mine’s air quantity being well in excess of the ‘true’ ventilation needs. This is due to a lack of appropriate ventilation controls. The authors designed and installed a ventilation-on-demand system at one of the bord and pillar platinum mines to minimize the use of redundant air in underground operations. Fourth industrial revolution techniques were applied to the environmental monitoring and tracking systems thereby optimizing air quantity demands. The mine managed to reduce its annual power consumption by 23% through the implementation of manual control and time-of-day scheduling levels of the ventilationon- demand concept. There was also a 6% productivity improvement, mainly attributable to an increased face time as a result of the significant reduction in the re-entry period following a blast. This paper introduces a novel concept of ventilation optimization through digital transformation targeting mainly room and pillar platinum mines. A system was designed, installed, and commissioned, though there is currently an ongoing optimization process to harness the full benefits such as productivity enhancement, reduced power costs, and improved worker health.

IN 1952, prompted by the great demand of the Canadian drilling and foundry industries for sodium bentonite, the Geological Department of Magnet Cove Barium Corporation, Limited began an extensive search for bentonite deposits throughout western Canada. Their efforts were rewarded in 1958, when substantial deposits of high quality material were found approximately 100 miles southeast of Edmonton, Alberta. The bentonite material, a part of the Edmonton formation in the Upper Cretaceous, is located approximately nine miles south of the town of Rosalind. The land where the bentonite lies has in places .been eroded by stream and glacial action to form a wide gully, convenient for strip mining methods (see Figure 1). The bentonite bed is almost flat-lying, dipping to the southwest at approximately 12 feet per mile. The main bed is 8 to. 10 feet thick and is covered with 15 to 25 feet of overburden. Before stripping, the area is drilled and sampled to evaluate the quantity and quality of the bentonite.

Block caving is an important mining method for the future economic exploitation of large, low-grade, steeply dipping orebodies. While block caving is not a new method, there are still many unknowns surrounding the mechanics driving the process, particularly as we are forced into deeper, higher-stressed and stronger ore deposits. The caving industry is desperate to provide some explanation behind the myths of caving geomechanics to better predict and manage current caves and caves of the future. Large amounts of data are collected to help understand caving, but it is not fully utilised and current approaches for analysing the data are capacity limited. The application of virtual reality and scientific visualisation (VRSV) technology to visualise and analyse block caving is a critical future component in the assessment toolbox. VRSV enables large, complex, multidimensional data sets to be analysed and the power of human visual problem solving processes to be utilised. Block caving is a complex system and needs to be analysed as a system, rather than looking at individual factors one at a time. A software module has been developed at UNSW Australia for use in the advanced visualisation interactive environment for analysis of the block cave mining system (BCMS). This fully immersive, 3D virtual assessment tool shows exciting potential and is used to analyse the BCMS with a close linkage to time (ie the chronological occurrence of data). This tool will enable a true investigation into the cause and effect relations within the BCMS. Current research is investigating Newcrest Mining Limited’s Ridgeway Deeps operation and is aiming to turn some of the cause/effect relationships into increased geomechanics understanding to provide improvements to ground control management. "As the concept of autonomous haulage systems (AHS) moves from proto-types to production-ready applications, the operating performance of the haul road will become ‘mission critical’ to the overall success of autonomy in mining. Deterioration in road performance will require remediation, human intervention and significant, albeit temporary, changes to operating procedures, to accommodate road maintenance. With autonomous trucks comes the opportunity to reduce road formation and operating width, and therefore generating potentially significantly reductions in stripping ratios and improvements to mine economics, but only if the design of the road, and it’s associated deterioration rate, is predictable and manageable, based both on the materials used to construct the road and the maintenance interventions to be carried out on the road. This paper presents the assessment of a digital photogrammetric approach to the characterization of a mine haul road surfacing, or wearing course material. Design and maintenance parameters for these roads are currently determined from physical particle size distribution (PSD) assessments of ‘in-road’ material. However, this approach does not accommodate the need, nor leverage the benefits from, AHS. The digital imaging approach is assessed in this paper, using two standard digital analysis software tools, together with in-service mine haul road wearing course samples and images which are assessed to determine the applicability and reliability of the approach to deliver a real-time assessment of haul road surfacing conditions and thus to identify the road maintenance interventions required to address deterioration. INTRODUCTION Enhancements in mine road design, construction and management for the past 20 or more years has largely been focused on short-term tactical needs. These improvements have not been matched by advances in the fundamental technologies that underpin mine road design and management, and although the quality of mine roads have probably increased, many of fundamental and longer-term issues have yet to be addressed. With AHS’s evolving from prototype to production applications, any decision to implement these systems in a mine requires a thorough evaluation of impacts, not only operational improvements, but the inter-connectivity of this autonomy technology to other organizational processes. In developing an understanding, the full interactions that may affect autonomous truck behaviour due to changes in various sub-systems or external environments, haul road conditions and operating performance is a key consideration. This is as true in autonomous as well as in conventional mine truck-based hauling systems where the mine haul road network is a critical and vital component of the production process."

The biofilm activity monitoring probes measure applied current during intermittent short-term polarization of the probe electrodes and current or potential between the electrodes after removal of the polarization. The probe polarization mimics conditions at crevices, welds and inclusions where the biofilm activity and microbially influenced corrosion usually concentrate. Monitoring of AC resistance between the probe electrodes can provide infornation about the thickness of deposits.

The contribution of minerals to the growth and development of the United States is best demonstrated by the uses which have evolved during the past two centures. During pre-Revolutionary days the colonies were essentially agricultural in character, producing cotton, tobacco, rice, indigo, grains and flour, fish, livestock, dairy products, and timber. Shipbuilding was the major manufacturing industry. In 1763, the total value of exports for Virginia, Maryland, New York, Pennsylvania, and Massachusetts was £2,722,000, of which £55,000, or 2 percent, was for "copper ore, and iron in pigs" (3)1 and £49,000 was for 21,000 barrels or hogsheads of "pot-ash." The value of 75 ships built for sale in 1763 by the colonies was £61,500.

Horizontal drilling in coal mines is a relatively new technology. The earliest recorded drilling in the United States was done in 1952 at the Humphrey Mine of Consolidation Coal Company for degasification of coal seams. Spindler and Poundstone experimented with vertical and horizontal holes for eight years. They concluded in 1960 that horizontal drilling in advance of underground mining appeared to offer the most promising prospect (for degasification) but effective and extensive application would be dependent upon the ability to drill long holes, possibly 300-to 600 m, with reasonably precise directional control and within practical cost limits.(1) Mining Research Division of Continental Oil Company, the parent company of Consolidation Coal Company, began a research program in the early 1970's to achieve the above objective. The technology needed to drill nearly 300 m in advance of working faces was developed by 1975 and experiments on advance degasification with such deep holes began in 1976. Preliminary Its of this research have already been published.(2) To date nearly 4500 m of horizontal holes have been drilled for advance degasification and earlier results were reconfirmed. In summary, these are: 1) The greatest impact of these boreholes was felt in the face area where methane concentrations were reduced to nearly 0.3 percent in course of two to three months from original values of nearly 0.95 percent.

Sulfur is a plentiful, low cost, unique material whose physical properties can be altered and employed in structural applications. This program was undertaken to develop an optimum sulfur based formulation for use as a coating to both seal and support mine walls. The initial effort in the program was devoted to a laboratory study of the physical and mechanical properties of a variety of sulfur base coatings that were specifically formulated for this application. Concurrent with formulation development, laboratory equipment and techniques were developed for spray applying the sulfur based coatings to the ceiling and walls of a structure that simulated the interior of a mine. Much of the formulation work was guided by the experiences encountered when attempting to spray the formulations overhead. One hundred parts of sulfur modified with 10 parts of talc, 3 parts of milled glass fiber, and 2 parts of dicyclopentadiene was found to be a fire retarded, low odor, low eye irritation, sprayable formulation for sealing and strengthening mini, walls. An invention disclosure on this formulation was submitted to the Bureau of Mines and a patent application was filed. Various mineral samples were obtained and adhesive strengths of the formulation to these samples in both the wet and dry state were measured. With the development of an attractive sulfur based coating material, attention was directed to the design, fabrication, and testing of a portable spray application unit so that coatings might be applied in the field to various rock surfaces and earth formations for further evaluation. The unit was fabricated in the Southwest Research Institute shop. Once operational, the unit's capabilities were field tested and demonstrated at three separate locations. Upon completion of the field testing, the unit was shipped to the Spokane Mining Research Center where Bureau personnel were instructed in the use of the unit.

And they are willing to spend the necessary funds on those systems, provided they are affordable, environ-mentally friendly and sustainable. From June 20-23, professionals in the tunneling and underground construction industry from around the world gathered in Portland, OR to learn new ways of providing those systems using the latest technology available. The North American Tunneling (NAT) conference attracted 803 attendees and 108 exhibiting suppliers of equipment and services.

The E26 Lift 1 North Project took 37 months from the approval on 1st January 2019 to the commencement of production on 1st March 2022. This was five months ahead of the feasibility plan. When compared to the previous E48 Block Cave construction 12 years prior, which was of a similar size and design with ten extraction drives, crusher and conveyors, the E26 Lift 1 North project has been delivered at 29 per cent less capital cost. Key metrics achieved by the project include 12.7 km of development, 240 km of production drilling for drawbells and undercut blasting, 107 drawbells fired ready for production as well as only three Lost Time Injuries compared to 16 during E48 construction. The Lift 1 North Project Team has established a significant point of difference with the delivery being completed by the ‘Owners Team Model’ not Lump Sum or Turn-key. E26 Lift 1 North is now supplying the Northparkes processing plant for the next eight years. This paper discusses major milestones achieved throughout the process, modifications to processes from previous block cave construction at Northparkes as well as novel approaches to work to achieve the successful delivery of the project.

One of the key operations in any milling circuit is grinding. Over the last two decades, large diameter Semi-Autogenous Grinding (SAG) mills have become the preferred primary grinding mills. The drive systems became more complex as the size of the mills became larger, during which time operating and design experience for SAG mill accumulated. Considerable reliance is now placed in power electronics to provide flexibility in SAG mill operation to meet the demands of lower operating costs. Whereas earlier most SAG mills were designed to operate at fixed speeds, present day SAG mills can operate at a fixed speed or variable speed through the use of an AC synchronous motor or DC motor. However, this flexibility comes with an increase in capital and operating costs. Since the capital and operating costs of a project directly affect the project's rate of return, the selection of a SAG mill and its drive system should depend, in part, on the impact that the extra cost makes on the project. This impact can be measured by performing an economic analysis based on Net Present Cost (NPC) calculations. Although the NPC calculation is an important factor in the grinding mill selection, other factors such as reliability of mill drives and power source are important elements in the decision making process. This paper examines how the NPC calculation, plus reliability and power source, influence SAG mill selection.

Mine seismicity is one of the most difficult geotechnical risks to manage in seismically active mines. There are currently some established empirical and statistical methods that provide quantitative measures for seismic hazard assessment in operating mines. However, these methods are mostly suitable for quantifying the current or historical seismic hazard and often cannot be directly used to forecast the future hazards. Numerical modelling is the only analytical tool that can capture the level of complexities required for a meaningful analysis of mine seismicity and therefore to facilitate a reliable forecast of future hazards. However, there is currently no widely accepted and established guideline and methodology for analysing and forecasting mine seismicity using numerical modelling. This paper first provides a background on previous published studies on this subject and then outlines the key aspects that can affect the reliability of the forecasting for mine seismicity. These aspects include a) processing of historical seismic data, b) selection of suitable numerical modelling approach, c) Post-processing and interpretation of the model outputs. A case study is then presented for the Gwalia Deeps Mine where a new framework was developed to forecast future mine seismicity. High-quality seismic data for a period of five years was used for back-analysis and comparisons with the numerical modelling outputs. After development of the method, the future seismicity was forecast for the next 12 months and the actual seismicity was monitored against the forecast during this period. Results of this study shows promising potential for the proposed framework to be applied more routinely and at other mine sites. However, more validations are required at Gwalia Deeps mine as the mine proceeds to deeper levels. In addition, the method needs more improvements and should be tested and validated at other mining operations before it can be established as a proven method. Mining represents the first industry in the United States to have federally mandated training for its workers. Although the topics to be covered are specified in 30 CFR 48, course content is left to the discretion of the individual mine operators. Unfortunately, certain topics to be covered, such as prevention of accidents, are usually mine specific, making it very difficult to use the same course content in every mine. Further, training requirements may change from one mine to another, due to changes in the demographic characteristics of the workers, or changes in job and organizational characteristics. Therefore, if the intention of safety training is to modify the behavior of workers, it is expected that there should be some changes in the content of safety training programs in order to address the specific requirements of individual mines, or at least mines of similar worker and job characteristics. This study has been directed towards the development of a systems-based procedure for conducting a needs analysis. A special effort was made to understand the psychology of worker behavior by analyzing worker reactions to various organizational and job characteristics.

The Iron Bridge magnetite mine and infrastructure project is currently in development as a joint venture between Fortescue Metals Group, Formosa and Baosteel. It is supported by an extensive database of reverse circulation drill hole samples analysed by X-ray fluorescence (XRF), with a large subset tested for concentrate mass recovery, concentrate and tail grades by Davis tube recovery (DTR) testing. A limited number of rock physical testing results, including unconfined/uniaxial compressive strength and crushing work index, completes the database.By combining all available information – assays, DTR results, geology, stratigraphy, mineralogy and rock physical results – and using multivariate statistical analysis techniques, the impact of the critical factors that control concentrate quality, mass recovery and grindability characteristics have been outlined. A set of geochemical groups was created by using a cluster analysis technique from the combined XRF-DTR data. These groups allow optimal separation of material with consistently high concentrate Fe grades and mass recovery. This approach is superior to domaining based on stratigraphic logging or mass recovery as it is commonly used in standard magnetite estimation models. Using the results of a normative mineralogy study, the main geochemical groups were given a mineralogical profile fitting their geochemical characteristics. These findings further refined the understanding of the link between the process characteristics of the samples and their geochemical signature and mineralogy.The geochemical grouping defined on head grades and DTR concentrate mass recovery was generalised into a ‘geomet’ code based solely on the routinely assayed head grades, thus bypassing the need for systematic DTR testing. The geomet code identifies spatial domains with homogeneous geochemistry, mineralogy and process characteristics in both oxide and fresh material that form the basis of the current Iron Bridge resource model. The allocation of geometallurgical characteristics in terms of concentration amenability and concentrate characteristics on a block-by-block basis over the whole project allows for an optimum mine schedule and plant feed. This ensures that the desired concentrate characteristics and mass recovery can be better predicted over the life-of-mine, thereby improving the mine’s economics and stability by derisking the mine schedule and optimising the performance of the concentrators. A key benefit of the geomet code devised for the Iron Bridge mine is that it can be attributed in an automated manner to all samples analysed for a routine XRF analytical suite, from exploration to blasthole drilling. This allows each sample to be allocated to a geometallurgical material type with predictable process response in terms of concentrate mass recovery and concentrate quality without the need to complete systematic DTR testing.A standard multivariate analysis coupled with a cluster analysis has allowed the linking of interdisciplinary results between geology, mineralogy, geochemistry, process and metallurgy to better understand, predict and ultimately mine and process the Iron Bridge deposits. This allows plant operations and product quality to be optimised through each stage thanks to the predictable ore characteristics embedded in the mining model.CITATION:Manfrino, A, 2015. Many deposits have been evaluated as potential block caves over the last 20 years due to the perceived benefit of low operating costs. However, block cave projects are typically capital intensive, with mass mining providing high throughput rates that required large investments in mining, processing and utilities infrastructure. While the key economic metrics in deciding to proceed with a caving project are typically net present value (NPV) or internal rate of return, these may not represent the best decision metrics for some companies. Where a caving project is competing for scarce capital amongst other projects in a company’s portfolio or where the caving project is the only project being evaluated by a company trying to raise capital, other metrics may be more appropriate. This paper explores the use of present value ratio and the minimising of maximum negative cash flow as suitable metrics in determining alternative strategies. Trade-offs between optimising for economic value and capital efficiency measures allow for decision-makers to evaluate potentially higher-risk, higher-capital and maximum NPV projects against lower-risk, lower-capital projects.CITATION:Stewart, C A and Butcher, R J, 2016. The question of automation of concentrator operations with computer control is under increasing consideration. Some of the problems involved will be discussed from the viewpoint of the availability of the requisite, detailed knowledge of the unit operations. The justification for full-scale automation of a mill must ultimately be economic--an increase in profitability over and above the cost of instrumentation and development, Potential savings would be in three probable directions: decrease in operating labor costs by substitution of machine control; improved metallurgy through continuous effective control; and decreased operating costs by achieving higher unit capacities and process efficiencies.

Local community acceptance is a key aspect of planning and managing mining projects, whether through sustainability assessment and reporting or corporate social responsibility programs. However, there has been very little research to understand the determinants of community acceptance. This paper seeks to identify key mine characteristics and demographic factors that influence individual acceptance of mining projects. Six demographic factors and 16 mine characteristics were selected based on literature review. Four of the six demographics factors were confirmed to be significantly (p < 0.05) correlated with people?s attitude of the importance of the mine characteristics. All sixteen mine characteristics are identified as important factors. The most important mining factors are Job opportunities, water shortage or pollution, air pollution and land pollution. Both the mining and control groups have same opinion of 12 mining characteristics and differ on four (infrastructure improvement, labor shortage for other businesses, noise pollution, and mine life). During design and management of mines, this data can be used as a reference. This result will facilitate better choice experiment (survey) design for discrete choice modeling. Such discrete choice models can provide a viable framework for data-driven community engagement and sustainable mine management.
