The western phosphate field, comprising parts of Idaho, Montana, Wyoming, and Utah, contains one of the world's largest known reserves of phosphate rock. Although phosphate-rock deposits of good-grade have been known since before the turn of the century and production has been recorded since 1906, real development of this important field did not begin until immediately after World War II. Since then fertilizer-manufacturing facilities using western phosphate rock have been expanded, and three electric-furnace plants for producing elemental phosphorus have been installed, resulting in a rise in mine production from 323,955 long tons2/ in 1945 to 1,653,916 long tons3/ in 1953. Interest in the field is increasing, and it is reasonable to expect that the western phosphate industry will continue to expand. Before 1945 all western production was from underground mines. In that year the first strip mine in the field was started near Montpelier, Idaho,~ and in sub-sequent years a number of other open-pit mines were opened in southeast Idaho and western Wyoming. At present the major part of the production comes from surface mines. Underground mining has continued, and new underground mines have been opened in the field, but recent exploration by operating companies has been aimed primarily at developing additional deposits suitable for low-cost surface mining. Preliminary reserve estimates by the Federal Geological Survey5/ indicate that only a very small part of the total resource may be recovered by surface methods and that the industry eventually must depend largely on underground mining. Because one function of the Bureau of Mines is promoting the conservation and development of the Nation's mineral resources, it is appropriate that research be conducted to develop low-cost maximum-recovery underground mining methods applicable to western phosphate-rock deposits.

Following study of historical South African practice and a review of recent experience gained during the design, construction and testing of the high pressure plugs at the South Deep Water Barrier Project, this paper makes recommendations to improve practice. Initially, site investigation requirements are described with reference to geological, hydrogeological and seismic considerations, including site preparation and pre-grouting of the surrounding rock mass, if permeable. Structural and hydraulic aspects of plug design address topics such as residual permeability, aggressive mine water, plug materials, mortar strength and bleed. In situ thermocouples and piezometers are recommended to optimize the timing of plug tightening and monitor plug performance during service. Plug construction covers aggregate preparation, mortar quality control, plug tightening grouts, injection pressures, records and the overriding need for a method statement specification to control all aspects of plug construction. On completion of the plug, tests to establish surrounding rock stress regime, plug strength, and residual permeability are described to enable a comparison with original design assumptions. Monitoring and maintenance procedures are proposed to ensure satisfactory long-term performance of the plugs.

The percentage depletion deduction on Federal Income Tax Returns under the provisions of the 1939 Internal Revenue Code and of Sections 611 to Section 615, inclusive, of the revenue act of 1954, have created innumerable administrative difficulties, and a new interpretation of "gross income from the property" in that the Courts have expanded the ideas of what constitutes "gross income from the property" to a degree unheard of and unthought of prior to the enactment of these two codes. Originally, under the Revenue Acts of 1917, 1918, and 1920 depletion was allowable, based upon mine valuations as of March 1, 1913; if the mine was owned prior to March 1, 1913; upon cost, as of the date of acquisition if purchased subsequent to March 1, 1913; and upon a "discovery" basis if the mine was discovered after March 1, 1913, The "jab" for mine valuations as of March 1, 1913 and for discovery valuations and depletion was not as bad as it has been made out to be. Thousands of valuations and estimates of reserves were made and agreed upon between taxpayers and Internal Revenue Service engineers and as the years went on the answers have been found to be "reasonable." However, human nature being what it is each case was a battle of wits - of a sort - and many resulted in severe differences of opinion and litigation. As tax rates increased the situation was not bettered. I could talk for several hours on this phase of depletion but it is all past now andwould not give any real service or better understanding of the matter.

Ten Council meetings were held during the year with an average attendance of seventeen and the standing committees held 45 meetings. FINANCE The annual accounts, which are attached to this report, show an excess of expenditure over income of R4,608 compared with R2,124 last year. This deterioration can be attributed largely to two important factors, namely an increase in secretarial fees of RI, 789 and an increase in the loss on the Journal from R2,343 to R3,508. In addition, our contribution to the expenses of the Federation of Societies of Professional Engineers increased by R607 from R549 to R1,156. The increase in secretarial fees is partly due to our increased demand for services and partly to increased salaries. In order to maintain its essential services it has been necessary for the A.S. & T.S. to increase salaries in order to keep pace with commerce and industry. With regard to the Journal, we did not expect immediate dramatic results from the changes that were effected as from the beginning of last year in the arrangements for publication. However, the improvement has been even slower in materialising than we expected. This situation is being watched carefully and we will not hesitate to make further changes if necessary. It became clear early in the year that the financial position was deteriorating and your Council decided that it was essential to meet the situation by raising subscriptions and entrance fees. At the same time it was decided that there are no grounds for a distinction between Town and Country members and that in future the scale for the compounding of subscriptions should be based on anticipated future membership, rather than past membership. These changes have had only a minor effect on the accounts under consideration. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R132 and the total fund was, therefore, increased by this amount to R4,338. The balance sheet shows that the market value of quoted shares and debentures decreased during the year from R13,059 to R6,567, while accumulated funds now amount to R17,959 compared with R22,567 last year. It will also be noted that we are holding R25,844 on behalf of the Symposium on Opencast Mining. Groundwater Monitoring is typically required by regulatory agencies at potentially hazardous landfills or surface impoundments. Agencies have often required an arbitrary number of wells with limited evaluation of the effectiveness of the network to detect a leak. A Monitoring Efficiency Model (MEMO) has been developed to improve the design and cost effectiveness of monitoring well networks. MEMO 15 an analytical model that simulates the migration of hypothetical contaminant plumes from a site and quantifies the efficiency of alternative well network designs in detecting the plumes. The computed monitoring efficiency provides a quantitative measure of the well network adequacy based on hydrogeologic considerations. The model was recently used to design the groundwater monitoring well network for a heap leach pad at the proposed Beartrack Project.

The Anaconda Co. has two economic uses for the drainage water from its underground mines in the district of Butte, Mont. One is the precipitation of copper, which the company has been accomplishing at the Leonard precipitating plant for many years, and the other is the leaching of the Berkeley pit discard, where millions of tons of leach material have accumulated. The acidic mine drainage water is an ideal leaching medium for the latter purpose, but the solids and colloidal material suspended in the water must be removed before it can be applied to the low-grade Berkeley leach dump. For this reason, it is important for Anaconda to have an efficient means of cleaning mine drainage. Such a means has been found and tested at one mine and is now to be incorporated in a new central pumping station the company is planning at the 3900-ft level of the Kelley mine. This plant is to be activated in early 1967 and will replace the antiquated four-lift High Ore mine pumping plant which was designed and installed before tailing backfill was adopted. The new plant will feature eight pumps with a total capacity of 8000 gpm in a single lift against a total dynamic head of 4100 ft. For the most efficient and economical operation of the plant it is imperative that all possible mud be removed from the drainage water before pumping.

"INTRODUCTIONThe Port of Miami Tunnel (POMT), designed and constructed by Bouygues Civil Works Florida between 2009 and 2014, was a Public Private Partnership between the Miami Access Tunnel Concessionaire, Florida Department of Transport, Miami-Dade County and the City of Miami. The project comprises dual 11.3m internal diameter, 1.27km long, twin lane road tunnels running between Watson and Dodge islands under the main shipping channel in Biscayne Bay. Five cross passages (CPs), spaced at 200m centre to centre, provide emergency access between the two tunnels, as shown in Figure 1.The CPs were constructed by open-face excavation methods but the particular geological conditions at the project site (loose and variable carbonate sedimentary strata with very high permeability) required specific ground treatment solutions to provide safe excavation conditions and to ensure the long term serviceability of the permanent works construction. Where access allowed, ground treatment was performed from the ground surface using deep-mixing techniques; however, at two locations (CP2 and CP3) surface access was restricted and ground treatment by freezing, performed from the tunnels, was required. The CPs are 12.3m long with an excavation diameter of 5.8m and are located up to 30m below the water table partly or wholly within the Key Largo limestone (termed Layer S7 in the ground model). Layer S7 is a coralline limestone having a metastable honeycomb structure and high variable porosity. At CP2 the upper portion of the excavation was within the overlying Anastasia Formation limestone (Layer S6), comprising a highly permeable coquina. The geological profile along the project is shown in Figure 2.This paper presents aspects of the freeze design and the risk mitigation necessary to successfully achieve the construction of the CPs in the unique geological conditions."

The New Austrian Tunneling Method (NATM) has been successfully applied to two very different tunneling projects in the U.S.. In the case of Pittsburgh's Mt. Lebanon Tunnels, two original design alternatives were prepared. The NATM alternative incorporating a reinforced shotcrete final lining was successfully bid and constructed. At Washington Metro's (WMATA) Section B-10 Glenmont Route, Wheaton Station and tunnels, a NATM value engineering redesign was prepared for the low bidder. The design incorporating a waterproofing system based on a PVC membrane between the initial and final linings was accepted by WMATA. In both cases, European experience and standards were meshed with U.S. standard practice. Examples of NATM flexibility as an original design and as a value engineering proposal are presented.

The BIOX® process was developed for the biological pre-treatment of refractory gold ores and concentrates ahead of conventional cyanide leach gold recovery. Rights to the process are currently with BIOMIN Technologies SA, a subsidiary of Gold Fields Limited. There are currently eight operating installations worldwide employing the process on a commercial scale. EKATO is a company specializing in developing new or optimizing existing mixing applications. EKATO has acquired a vast amount of expertise in agitation over its 75 year history. In a joint research project the reactors of the BIOX® process were characterized from the aspect of their mixing performance. BIOMIN is constantly testing new mixing solutions and reviewing potential vendors to increase the efficiency of the BIOX® process. EKATO?s intention was to qualify as an approved vendor for supplying agitation equipment to the BIOX® process. A two step approach was planned: In phase one of the project EKATO would develop an alternative agitation solution to the established option, exhibiting at least similar performance levels. In phase two potential possibilities to improve the overall design would be developed. This paper focuses on phase one and addresses the systematic approach applied by EKATO in characterizing the mixing processes. Mixing tasks were assessed individually applying basic theory and scale-up and -down rules to the individual tasks. Testing with model systems was done at the EKATO technology center in Schopfheim, Germany, on scales of 50 liters and 1 m³. The results showed that the ISOJET-B impeller design showed promising performance under BIOX® reactor conditions. Scale-up with the ISOJET-B was done in order to apply it in the 21 m³ live volume test reactor at Fairview mine in South Africa. At Fairview tests were performed using model systems and eventually under real plant conditions with BIOX® slurries. The results were a success and confirmed that the scale-up factors determined during the testing at EKATO?s technology center could be substantiated in the ?model scale? 25 m³ reactor. Testing under the actual process conditions showed that all design parameters were within the desired range to be considered an excellent leaching performance. This successful joint development shows the importance of a close cooperation of technology licensors or end-users and equipment suppliers. It is vital for understanding all factors influencing the mixing performance of processes. Exercises such as this will provide equipment suppliers and plant operators more confidence in managing further scale ups at ever larger engineered plants.

INTRODUCTION The most important element in a successful lingual mining is a good roof control. The modern longwall mining employs hydraulic powered supports for roof control at the face area. The application of hydrau¬lic powered support requires the knowledge of over¬burden strata behavior for proper selection of sup¬port type and capacity. Failure to do so could lead so serious loss. There are several methods available for determining the required support capacity (1-3). While these methods are simple for application, they do not include the complicated roof behavior observed in longwall mining. As research progresses and operational experience accumulates (4,5), the concept about the designing and selection of powered support improves. The design of a longwall powered support consists of three major phases: 1. structural integrity and stability of the powered support, 2. external loadings induced by the movements of the overburden strata, and 3. interaction between the support, roof and floor. Phase 1 involves structural analysis (5) and full-sized testing (6) of the supports. Its validity is limited by the accuracy of the assumed external loading because of the uncertainty about the actual loading underground. The third phase includes the reaction of the support and the floor to the movements of the overburden strata and vice versa. Among the three phases, the second phase concer¬ning the external loading seems to be the least known because of the complicated behavior of the roof strata. There are many unresolved problems. For example, does the main roof break periodically and cause periodic roof weighting in the face area? If so, are there any rules governing its behavior? How does the roof load on the support canopy! Finally, how can one determine the required support capacity and select a proper type of support to meet a certain roof behavior? In order to answer those questions, underground instrumentation and observations were performed at 4 longwall panels in 3 separate mines for the past two years. This paper summarizes the current findings. PANEL LAYOUTS AND EQUIPMENT EMPLOYED The three mines selected are all located in West Virginia; two in northern and one in southern West Virginia. As shown in Table 1, seam conditions (i.e. seam, depth and thickness) and panel layouts are different among the three mines. The most significant difference in equipment is the face powered supports. Three mines used three different types of shield; 2-leg caliper, 2-leg lemniscate, and 4-leg lemniscate chock-shield. (Fig. 1) UNDERGROUND INSTRUMENTATION AND OBSERVATION PROGRAM Two events were instrumented in each observed longwall face: one was the hydraulic pressure (resistance) of the powered supports and the other was the canopy load distributions. In addition, the gob caving conditions were visually observed and recorded. Leg and Support Resistances One or two automatic Weksler Pressure Recorders were installed at the designated shield support,. In most cases, the daily charts were used to record the pressure variations in both the front or the rear legs (for the 4-leg shield), or in both the leg and the fore-pole ram (for the 2-leg shield). The recorded pressure w a s then converted to load or resistance by multiplying it by the cross-sectional area of the hydraulic leg or canopy ram piston. Fig. 2 shows the typical pressure-recorded charts for the 4-leg and 2-leg shields in a 23-24 hour period. The support resistance is the summation of the resistance in each of all the legs for that support. Generally, the resistance of the fore-pole ram will not be considered in determining the capacity of the support because of its rather small vertical compo¬nent force at the tip of the fore-pole. Canopy Load Distribution External load distribution on the canopy as exer¬ted by the roof was monitored. The measurements employed 12-14 pieces of pressure cells (6-inch square) that were uniformly arranged in two rows on the canopy. After support setting, the pressure changes in the cells were monitored at various stages of the mining (supporting) cycle while the support leg pressures were recorded continuously by the pressure recorders. Based on the calibration chara¬cteristics of each pressure cell as performed in the laboratory before and after each underground test, the cell pressures were converted to actual loadings. From these load measurements the canopy load distri¬butions and the relations between measured canopy loadings and support leg resistances were determined. Accordingly, the supporting efficiency of the shield support can be determined.

1.1 GENERALIZED METHODS OF SUPPRESSING THE INFLOW OF GROUND WATER DURING THE CONSTRUCTION OF SHAFTS, DRIFTS AND TUNNELS Various methods are used to prevent or minimize the inflow of ground water into underground workings during their excavation. The two most common methods include freezing the saturated rock and grouting using cement, sodium silicate, polyurethane and/or other chemicals. Each of these technologies for combatting the inflow of ground water is effective only under specific hydrogeological conditions. For example, although the freezing of saturated ground is among the more universally adopted methods, it is designed to provide only temporary protection during construction. Before the saturated rock thaws it is necessary to emplace a waterproof liner which is labor intensive, time consuming, and expensive. Consequently, freezing is used only in exceptionally complex hydrogeological conditions, namely in those cases where the water-bearing strata consist of unstable rock or the ground water has an anomalous hydrochemistry. The classical grouting of saturated rock, carried out from the surface or from the face of the underground workings for the purpose of limiting the inflow of ground water during excavation, utilizes both cement and a variety of chemical grouts. Cement grouting has been regarded as the main method of combatting the inflow of ground water in fractured rock throughout the world. In such countries as the Federal Republic of Germany (FRG), Canada, the Republic of South Africa and Great Britain, cement grouting is the main method of reducing the inflow of ground water during the excavation of mine openings. In Great Britain and the FRG, cement grouting has been used in 80% of all shaft excavations. In the Republic of South Africa cement grouting has been used in almost 100% of all the shafts that have been constructed. The installation of grout curtains into permeable water- bearing strata significantly reduces their permeability and increases the rock strength. Grouting has the greatest effect in fractured sandstones, certain well indurated shales, fractured granites, fractured quartzites, and karstic limestones or dolomites. The following principal factors must be considered when assessing the expediency of grouting rock with cement: the geometry of the network of fracture openings, the saturated hydraulic conductivity of the fractured rock, the hydraulic head acting on the water in the rock, and the chemical composition of the ground water. On the basis of the geometry of the fractures and the thickness of each hydrostratigraphic unit, the characteristics of the cement grout are selected. As a rule, the cementing of large fractured zones with high ground water velocities is carried out using inert fillers (sand, mill slag, loam, loess, crushed limestone), special types of cement, setting accelerators, and high cement concentrations in water. Calcium chloride, soda ash, sodium silicate, sodium nitrate, amino alcohols, tin bichloride, trisulphate nitrate, and lumnite are used extensively as the setting accelerators for cement grouts. In the FRG and Poland, special cement injection compounds that embody a mixture of cement and active cement metal salts, water additives and binding substances are being used for the cementing of saturated zones with rapid ground water velocities. These reagents accelerate the rate of structure-forming reactions. In spite of the wide variety of additives used for cement grouts, the effectiveness of the method in large fractures below the water table is either poor or it leads to a very large consumption of cement due to the erosion of the grout through the cracks before it hardens. At the present time, a large number of cement types and brands are being produced by various countries. These variations permit cementing to be employed in a variety of geological conditions. However, both pure cement grout and grouts with fillers constitute unstable systems with a high water loss rate. Therefore during the grouting of finely fractured rock the cement grout's premature loss of a large amount of free water causes its consistency to increase, whereupon the grout solidifies. Consequently, it inadequately penetrates into the fine fractures of the stratum. In addition the high water loss rate in the cement grout causes unreacted cement particles to remain, which greatly reduces the grout hardness and the resulting rock strength characteristics are weakened. As a result, the binding properties of the cement are utilized perhaps up to 60%. The remaining portion is left in the grout as a filler. All these conditions significantly decrease the efficiency of the isolation effort both with respect to strength and cost. In order to expand the cement grouting method, re- search is being conducted to improve the quality of cement grout, to increase its range of application with respect to permeability control, to reduce its water loss rate and to increase its capacity to withstand the erosive and corrosive effects of poor quality ground water. Mines are constantly trying to improve production processes by optimizing work cycles, reducing operational delays, minimizing costs, controlling equipment utilization, and preventing occupational hazards. Currently, advances in digital mining technologies within the concepts of 5G and Industrial Touch Internet are allowing better control and monitoring of underground mining equipment, with centralized control systems that unify data analysis for proper decision making. A wireless 5G-based platform for controlling and monitoring systems for underground mine operations can be designed over a comprehensive layout in where bandwidth selection, sensor location, Wi-Fi repeaters and power distribution are put together to build a successful supervisory system. In order to confirm the validation of these concepts, a case study is proposed for a medium-sized underground mine with a multi-level network which includes tablets managed by production supervisors, along with other data collection devices installed in semi-autonomous mining equipment, collecting, and distributing data in near-real time, with interconnection to support and services areas on the surface.

Small-scale mining operations are characterised by a large variety of equipment availability and a high level of operational flexibility. Mine planning is usually scarce or absent in small quarries in Brazil, and mine management generally focuses on daily operations. As a result, analysis of the effects of unit operations, such as blasting, over the whole mining process is often neglected. The goal of the following project was to study the effect of production blasting on loading and hauling times, secondary breaking times and primary crushing times at the Experimental Mine of the Research Center for Responsible Mining of the University of São Paulo, Brazil. The operations analysed included blasts that performed:under the average operational standard, defined in this paper as Case 1according to quarry standards, defined in this paper as Case 2.In order to establish the effects of blasting on the downstream process, three key performance indictors were used:The time taken to load the truck, when there is the need for material selection. Due to the fact that we do not have an operational baseline, the increase in time cannot be established, meaning that we must content ourselves with comparing the mean time in each scenario.The average time used for secondary breaking machinery.The time required for the primary crusher to fully process the load of a single truck. The results obtained indicate correlations between the coarseness of the blasted material and these operational times. An interlaboratory testing program was undertaken in support of an ASTM standardization program for simultaneous combustion-infrared analysis for carbon and sulfur in ores and related materials. Statistical analysis results from the study are used to generate the within-laboratory and between-laboratory precision data needed for standardization of the methods. The interlaboratory precision statistics are also interpreted to estimate the uncertainty in calculation of net carbonate value classifications using a simplified quantitative risk analysis technique.

The Bureau of Mines is developing alloys using ion implantation as an alternative to bulk alloys that consume large quantities of strategic materials such as chromium and nickel. These alloys are formed at the outer layer of relatively common materials. To more fully understand the corrosion characteristics and physical properties of this outer layer, it was necessary to deter-mine the alloy concentration as a function of depth into the substrate material. Also, since many of the ion-implanted alloys would be utilized at elevated temperatures, it was necessary to determine the diffusion behavior of the implanted element. Proton-induced X-ray emission and inert gas ion sputtering have been utilized to generate composition depth profiles for Fe-Cr, Fe-Ni, and Fe-AI ion implanted alloys fabricated by implanting 25-kev Cr+, Ni+, or AI+ into iron substrates. The data were fitted (utilizing a computer program) with symmetrical Gaussian profiles yielding values for the range and range straggle of the ions. These parameters were then compared with those calculated from theory. Changes in the profiles due to annealing were investigated and values for the diffusion coefficient were obtained assuming diffusion according to Fick's Law. For the Cr+ and Ni+ implantation, the profiles as-implanted agree reason-ably well with theory and exhibit ?norrmal" diffusion characteristics at 500° C. For the Al+ implantation, the profile as-implanted is much broader than predicted and exhibits substantial enhanced diffusion at temperatures up to 500° C.

The Bureau of dines present, an economic evaluation of its process for the ferric chloride leaching of chalcopyrite concentrate. In this process, chalcopyrite concentrate is leached with ferric chloride solution to extract copper, which is precipitated from the solution by electrolysis while leaving sulfur in the residue. Spent liquor from electrolysis is treated with oxygen to regenerate the ferric chloride leach solution and the sulfur-laden residue is processed to recover the sulfur. A cost estimate was prepared for a plant capable of processing 600 tons of chalcopyrite concentrate per day, 330 days per year. The fixed capital cost, on an early 1.975 basis is $27,831,600 and the estimated operating cost is 9.9 cents, per pound of copper product. In comparison, the estimated operating cost of a smelter equipped with a citrate process plant to recover sulfur is about 13.6 cents per pound of copper product. No charge for chalcopyrite concentrate or credit for recovered byproducts has been included in either operating cost. The ferric chloride leach process, therefore, appears to be economically attractive.

The development of flotation machines since the first industrial use of the process can be divided into three stages. The first, up to about 1930, was marked by diversity in the means for contacting floatable mineral with the air/ water interface and for generating the interface, as well as in cell design. By 1927 Taggart (1) could list 170 patents covering flotation cells, and he mentioned dozens which were or had been in operation. He divided cells into eight categories according to design, type of separating interface, and where in the cell and how separation took place. These were: (1) Film or skin flotation with wet or dry oiling of surfaces; (2) pulp body process with bubbles generated chemically by pressure reduction, by vacuum or by boiling; (3) agitation-froth processes involving local supersaturation with air; (4) bubble column; (5) pneumatic; (6) cascade; (7) subaeration; and (8) combination and miscellaneous types and processes. Most widely used then were the agitation-froth, sub- aeration, pneumatic types. By 1943 a significant reduction in categories had occurred to the two main divisions of mechanical and pneumatic cells according to whether agitation and aeration were (a) by an impeller with or without compressed air, or (b) by compressed air alone. Cells at that time were still relatively small; the Morenci Concentrator completed in 1942 used 432 1.7m3 (60 cu ft) Fagergrens for roughing 45,000 and later up to 55,000 t/d.
