This summary of State laws on explosives wag compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not Include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

Mineral resource development activities impact the health and well-being of many people, from workers, to families and surrounding communities. In the decade up to 2010, mining revenues increased from 6% to 14% of Australian GDP, and minerals contributed 55% of total exports, with a growth in mining employment from 1% to 1.7% of the national workforce (Connolly and Orsmund, 2011). The growth in Australia?s minerals operations is mostly located in remote areas, or in rural communities with a limited population. As a result, operations have increasingly implemented long distance commuting (LDC) programs, often called ?fly-in, fly-out? (FIFO) and ?drive-in, drive-out? (DIDO), as a staffing strategy to meet rapid industry growth in locations with limited local populations. The rapid expansion of the minerals industry has resulted in considerable public debate about the benefits and costs to all sectors of Australian society. In response to the concerns of constituencies from many parts of Australia, the Minister for Regional Australia, Regional Development and Local Government, The Hon Simon Crean MP, asked the House Standing Committee on Regional Australia on Tuesday 23 August 2011 to inquire into and report on the use of ?fly-in, fly-out? (FIFO) and ?drive-in, drive-out? (DIDO) workforce practices in Regional Australia. The recently published report highlights the national interest and the diverse opinions about this practice in Australia. Resource extraction companies have developed several options to meet the accommodation requirements of their long distance commuting workforce. In this paper, initial results are reported from an ongoing survey of FIFO (and other non-residential) resource industry workers (n = 286) in the Australian resource extraction industries. The purpose of this study was to better understand how accommodation arrangements may impact on the health, wellbeing and job satisfaction of non-resident workers; and to attempt to find a relationship between different accommodation variables and workforce wellbeing and retention. In doing this it investigates evidence for the linkage between accommodation factors, hours of work, health, well-being, job satisfaction and job retention in the LDC work force.

Mining and processing of raw materials is one of the earliest activities of man for survival and development. The products are used for making jewelleries, metal tools, and for exchange of goods and services. However, despite the benefits of mine recoveries, it’s negative and long term effects on the environment and lives remain the point of discussion throughout the world. This study summarizes findings of researches in active/abandoned lead–zinc mines in Enyigba and Ishiagu mining districts including social surveys in the localities surrounding the mines in order to ascertain the effects on the inhabitants. Lead–zinc mining in Enyigba and Ishiagu, southeastern Nigeria has lasted for decades and has affected the socio-economic well-being of the host communities. There are evidences of soil, water, and plants contamination by Pb, Zn, Cd, and Mn in these mining communities. The mining activities also affect the overall social development of the host communities. These effects include retardation in educational development, health care provision, unemployment, and access to potable water supply. Others are rise in poverty level, social amenities, sanitary/hygiene level, high cost of living, and fertility rate. Possible mitigation strategies such as to liaising with relevant government agencies in collaboration with mine owner, mine workers, and host communities can ameliorate these negative effects and promote environmental sustainability.

Within the mining industry, the pathway from exploration, to planning, construction, operation and closure has become more complex over the last few decades. The current financial, environmental and social influences present the mining industry with unprecedented challenges and opportunities. In addition, international environmental and social reporting standards and codes are becoming increasingly robust. The reporting requirements provide an added impetus for issuers to effectively manage environmental and social impacts and risks. Reporting requirements also provide the opportunity to be transparent. The intended audience for these Environmental, Social and Governance (ESG) Guidelines for Mineral Resource and Mineral Reserve Estimation includes practitioners, industry participants at all levels of skill and experience, corporate management and board members, government agencies, academic institutions and interested parties. For practitioners, this document provides underlying key principles of environmental, social and governance practices. The ESG Guidelines provide guidance for those using environmental, social, governmental and governance information when preparing and implementing mineral exploration programs and contributing to the preparation of mineral resource and mineral reserve estimates for mineral properties that are either at the study stage (i.e., scoping / preliminary economic assessment, pre-feasibility, or feasibility studies) or in operation. The guidelines can also be used to help mineral resource and mining companies apply good practice to manage their environmental and social risks and opportunities. Companies can identify and retain appropriate professionals to prepare environmental and social materials to support company studies. The guidelines are also a resource for companies developing effective environmental and social management strategies at any project stage. This document is not intended to be prescriptive and is not intended to provide exhaustive guidance on what to consider in terms of environmental, social, legal and governmental modifying factors in the preparation of MRMR estimates. Rather, it is intended as general guidance to assist companies and practitioners in considering and applying these modifying factors for MRMR estimates. This document is also not intended to guide environmental and social impact assessment (ESIA); however, the measures needed to manage impacts help inform the constraints and costs for defining mineral resources and mineral reserves and inform the costs and schedules of mineral project studies. All documentation of MRMR estimates made by an issuer and intended to be, or reasonably likely to be, made available to the public in a jurisdiction of Canada must comply with the requirements of National Instrument 43-101 Standards of Disclosure for Mineral Projects (NI 43-101), as amended from time to time (Canadian Securities Administrators, 2016a and 2016b). Disclosure is not addressed in these ESG Guidelines. Determination of what to include in disclosures is defined in the applicable Securities’ legal frameworks. Appendix A presents a summary table showing the linkage of the principles and topics in these ESG Guidelines to the potential effects on project costs, schedules, government permits and approvals, social licence to operate and financing.

This Bureau of Mines report is a reference manual of procedures used by the Bureau's Twin Cities Mining Research Center for obtaining rock properties. Included in the report are discussions on the usage of each property, descriptions of the general test methods for obtaining the properties, and instructions for performing the tests. The Instructions embrace details of the specimen configuration, test apparatus, test procedure, test conditions, and calculations needed to achieve satisfactory results. Although the procedures presented in this reference manual generally conform to recommendations of the ASTM Administrative Committee on Standards, they are not purported to be standards.

Improving the safety culture and performance of any operation is a fundamental goal of every mine operator. Methods of implementing, or changing a culture have developed from the early methods of operant conditioning, for example rewarding crews for achieving nominated safety milestones i.e. 3 months Lost Time Injury (LTI) free through to the current model of engaging a workforce through education and empowerment. As a large scale and mature operation with multiple contractors, Telfer has been exposed to numerous programs throughout its history. This has provided the opportunity to build on and complement these systems by integrating key elements from each. SAFE 360° is a new approach developed to engage the workforce in a holistic approach to encourage positive behaviours across all facets of an individual’s life which results in a focus on situational awareness at all times, rather than being workplace specific. It is based on three key modules: • Emotional Intelligence • Mindfulness • Situational Awareness Each module has a series of modules that help enhance the individual’s sense of self, leading to an ability to self-reflect and self-manage whilst empowering them with the moral courage to challenge their peers to raise standards. Since commencing this SAFE 360° behavioural safety risk management journey in November 2017, we have witnessed a change in the way our workforce engages with each other, their workplace and with management. There has been an increase in hazard perception, identification and ownership of issues, and we have seen a significant decrease in site TRIFR rate from 13.7 to 5.7 (as of April 2019). This paper will provide an overview of the program, how it has been implemented, case studies to demonstrate outcomes and KPIs used to measure effectiveness.

"In this paper, the current status of respirable dust control in coal mine atmospheres is presented. The advancements in the engineering control of dust generation and entrainment, and of reducing the exposures are summarized. The results of the Health Surveillance Program are briefly reviewed. The results of research conducted in the Generic Mineral Technology Center for Respirable Dust are presented. The 1995 NIOSH criteria document on respirable coal mine dust is briefly reviewed. The fundamental scientific and engineering issues in need of research are discussed. A detailed bibliography is attached.IntroductionFor coal mines in the United States, the current permissible exposure limit (PEL) of 2mg/m3MRE-equivalent concentration (an 8-hour TWA concentration measured gravimetrically) was established by Public Law 91-173: the Federal Coal Mine Health and Safety of 1969 (the 1969 Coal Act). This standard is reduced when the respirable quartz content in the dust sample exceeds 5%; the reduced standard in mglm3 is obtained by dividing 10 by the percent quartz. The OSHA and ACGIB PEL for respirable coal mine dust is also 2 mg/m3 , and OSHA PEL for respirable quartz is 100 µg/m3 . The 1969 Coal Act also prescribed two activities in the Coal Mine Respirable Dust Sampling Program and the National Coal Workers' Health Surveillance Program n to control respirable dust in mines, and the coal worker's pneumoconiosis (CWP) among the coal miners.There are three principal methods by which personal exposures to respirable dust are controlled. The first is engineering control where the aim is to reduce the concentration in the mine atmosphere to or below the mandated level. The second is the provision of personal protective devices which allow the miner to work in dusty atmospheres without increasing personal exposure. The third is the use of administrative controls where the miner's exposure is controlled through work schedules and procedures to keep miner exposure at or under the mandated levels. The 1969 Coal Act specifically prohibits the use of respirators in lieu of environmental control. The compliance sampling program essentially does not give any credit to the use of administrative controls."

"“Industry 4.0” – “Mining 4.0” - perhaps you have already heard of these terms? These keywords signify the next stage of industrial production. The internet and production technologies are growing closer together. Machines can communicate with one another, wherever they may happen to be located. The “Internet of Things” is the appropriate term. But what does SAFETY 7.0 mean? It is both brand new and traditional at the same time. It also has to do with the success of companies, with efficient production. And yet there is a great deal more at stake. It has to do with our lives and our safety – the supreme commodity in this world. What exactly SAFETY 7.0 means, what the number 0 stands for and the meaning of the number 7, and what this all has to do with mining will be explained in the following article. Mining is a fascinating undertaking. Mining is indispensable for a country’s economic development, whatever that may concern: infrastructure, energy supplies or raw materials for industrial production. Mining has brought forth many technological developments and innovations that can currently be found in our daily lives. Mining is impressive, grandiose and repeatedly fascinates mankind with its immense dimensions. Miners throughout the world still work hard and, for this reason, are bound to one another in a special way. In mining, every man looks out for the other; you have to be able to rely on each other. That creates a strong bond. The other side of the coin is that mining and disasters belong to normality in the media and thus also in our perception. Accidents at work and even catastrophes occur in mining, quarries, or raw material operations almost on a daily basis somewhere in the world. They are often associated with extremely serious injuries, or even a fatal outcome, for the miners affected and, in turn, dramatic consequences for the families of those involved. It could be in China, India, Russia, or somewhere in Africa, Asia or America – it mostly does not happen in front of our door or in our neighbour- hood. Perhaps because of this in the daily concert of negative headlines, we do not register these catastrophes any more in our minds. We write them off under the heading “Nothing special”, since there are, day in day out, more terrible news items about wars, civil wars, famines, or ecological disasters. Things only really change if there is a dramatic number of deaths or when we are personally affected, close by in the vicinity, or can witness the rescue action live. Channel sand bodies ("wants" or "cutouts") are deposits of barren, hard sediments which interrupt production and pose safety hazards when encountered in underground coal mining. To locate these costly impediments to mining in advance, from the surface of the ground, the seismic reflection method is recommended. High-resolution (high frequency) techniques for shallow seismic exploration of coal beds have been worked out and are reported here, including a field example. Newly-developed high-frequency, digital recording equipment was used, together with light-weight shot-drilling equipment and a variety of down-hole seismic impulse sources. Techniques for rapid but complete coverage of a coal prospect area with a crew of 2 to 6 men n 2 or 3 vehicles are described in detail.

"In March 2015 Northparkes Mines (NPM) installed a process mineralogy facility on-site. The laboratory included a TESCAN TIMA scanning electron microscope (SEM) and was the first SEM facility to be commissioned on a mine site in Australia. While the initial intent of the quantitative mineralogy laboratory was to provide information to drive processing plant improvements, in practice, it has been utilised for so much more and is now serving as an integral link between departments on-site. This multidisciplinary approach to orebody knowledge is a new strategy for NPM whereby all parts of the value chain are aligned towards the common goal of achieving process efficiency and stability while still maintaining high throughputs. The NPM experience is presented as a case study to illustrate how on-site process mineralogy can drive a realignment in business strategy with a common goal of mill optimisation, stability and more realistic forecasting through orebody knowledge and information sharing between disciplines.Citation:Jones, K and Morgan, D, 2016. HEAPREC is a template developed for use with Lotus 1-2-33 release 2.01 or newer software. The report is presented in step-by-step "user's manual" format. Appendices contain detailed background and reference material on performance bonding, cyanide detoxification regulation, cyanide detoxification methods, general mine reclamation procedures, and an example bond calculation.

2, Survey of Representative Group of Metal and Non-mental Mines Before proceeding to develop and analyze Emergency Escape System Guidelines, it was necessary to obtain a broad range of information, including both fact and opinion. Although there were many areas to consider, the surveys had three primary goals 1. To determine the current state of underground escapeway planning and execution in American, metal and non-metal mines. 2. To determine, for a wide range of mining conditions, what difficulties can be encountered in complying with present and proposed escapeway regulatory standards. 3. To determine what improvements could be made and what equipment and technology was available to aid in implementing these improvements. To accomplish these goals, three major surveys were undertaken¬ 1. Survey of MESA and State Mining officials, discussed in Section 2. 1. 2. Survey of representative U S metal and non-metal mines, discussed in Section 2. 2. 3. This circular is part II of a series of papers reviewing the literature on air conditioning in mines with particular reference to the health, safety, and efficiency of employees. It deals with the physiological aspects of the principal physical qualities of mine air; part I (Information Circular 7001), chapters 1 to 3, discussed the physiological aspects of the chemical qualities of mine air, especially when contaminated with organic matter and noxious and toxic gases; part III will describe theoretical and practical methods of air-conditioning mines to try to correct or alleviate the conditions mentioned and will discuss the results attained by some of the systems now in use in various parts of tae world. With the present emphasis on the necessity for preserving the health of the Nation's defenders, industrial as well as military, attention should be called to the various conditions that may affect adversely their health and efficiency. One of the most important of these is exposure to abnormal air conditions, especially high temperatures and humidities. Therefore, it is believed that although the data presented here on the physiological effects of exposure to high temperatures cue intended mainly for the mining and allied industries, they are applicable to many other defense industries as well as to conditions present in some activities of the Army and Navy.

Although not immune from the problems affecting the U.S. economy generally, the mineral industry in 1991 contributed nearly $300 billion in the value of processed materials of mineral origin. Supporting this contribution, the Bureau of Mines continued the research and analytical programs highlighted in this annual review. Featured in 1991 were such relatively new programs as minewide monitoring applications in ground control and advances in processing of ceramics and composites, along with more traditional research into health, safety, and mining technology, minerals and materials science, and environmental technology. Under Bureau sponsorship, a National Minerals Policy Forum brought together some 200 executives from industry and Government concerned with minerals policy to begin a dialogue on developipng a policy statement on current minerals issues. A major feature of the forum was the keynote address by Secretary of the Interior Manuel Lujan, Jr.

Physiol. 14): L215-L223, 1996.Previous investigations demonstrated that type II pulmonary epithelial cells regulate extracellular matrix deposition as a function of time in primary culture. In those studies, the matrix fraction was analyzed as a whole. The present work focused on two components of the type II cell matrix, fibronectin and laminin. These glycoproteins have differing effects on differentiation of type II cells in primary culture. Fibronectin synthesis was quantitated between day 1 and day 6 in the cells, matrix, and medium; laminin synthesis was quantitated only in the cells. Although total fibronectin synthesis was regulated as a function of time in culture, reaching its greatest value on day 2, the average proportion of newly synthesized fibronectin in the cells (35%), medium (50%), and matrix (15%) remained constant over a 6-day interval. Between day 2 and day 6, the relative abundance of fibronectin messenger RNA increased 6.5-fold. Rates of cellular laminin synthesis did not vary with time in culture. These results support a role for differential regulation of fibronectin and laminin synthesis to determine the composition of the type II cell extracellular matrix. INTERACTIONS BETWEEN THE pulmonary epithelium and alveolar basement membrane may play a role in the physiology and pathophysiology of the lung. Pulmonary epithelial cells and the alveolar basement membrane form one component of the blood-gas diffusion barrier. Integrity of this barrier is crucial to normal lung function. Specific domains of alveolar basement membrane components have been proposed to determine localization of type I and type II pulmonary epithelial cells during lung growth and development, as well as during repair of the alveolar surface after injury (13). In the injured lung, the extent of damage to the epithelium and the underlying basement membrane is thought to be a key factor to determine subsequent repair or fibrotic scarring (3)."

"This paper outlines how specification driven design has made Toronto Area transit infrastructure projects more expensive than similar private projects, and provides a case study of the results of an excavation at Launch Shaft 1 (LS1) for the Eglinton Crosstown Light Rail Transit project in Toronto, Ontario. The paper will describe the impact specification driven design parameters can have on design economy, constructability, and schedule and will suggest an alternative approach utilizing the Observational Method. As a result of the initial specification based design, Isherwood was retained by both the General Contractor and the Specialty Excavation Shoring Contractor to provide value engineering leveraging the Observational Method to improve constructability and construction schedule. By using well known, accepted design methods coupled with local experience in lieu of the specified design pressures and parameters, the redesigned bracing scheme reduced construction cost and schedule. This excavation case history can be a lesson learned for future transit projects.The City of Toronto has been developing its transportation network since the mid 1800’s. “Canada’s First Subway” along Yonge Street opened in March 1954 (TTC 1954), with a few additions to the subway network through to the 1980’s. The following two decades marked a long period of slow development due to recessions, budget cuts, and politics along with several cancelled projects. To fill the gap left by years of underfunding, several new transit projects are now under construction in the city as a part of Metrolinx’s $50B, 25 year, “The Big Move” initiative (Metrolinx 2013). The work on these types of infrastructure projects is highlighting a different and developing challenge within the tendering and design specification structure we will call Prescriptive Specification Design (PSD).PSD is a method used within contract specifications to control design risk on a project by applying conservative design methods, factors of safety, or other parameters to make a “fool proof” design. It is akin to requesting a colouring by numbers approach from a painter. There are inherent risks of using this method of tendering a project including increased project costs, longer construction schedules, and decrease of overall project economy. In PSD, the Owner “owns” all of the design risk on a project, including any additional costs due to changed site conditions. However, the Contractor commonly “owns” the risk of any deviations from the design specification they pursue, therefore making any improvements to the design, cost, or schedule less desirable from the Contractor’s point of view. The impact of this type of strict specified approach to design has been seen in transit infrastructure projects in the Toronto area. Figure 1 outlines the range of specified AEPD design pressures as a function of excavation height (H) specified for use in Toronto underground transit projects since the 1970’s to present day. A clear trend can be seen with respect to increased design pressures specified. The ranges shown for each project are intended to account for the potential differences in soil conditions for the highly overconsolidated glaciated soils in the Toronto area. The graph also highlights the typical range, in blue, for the industry practice in Toronto for comparison."

This project, sponsored by the U.S. Bureau of Mines, Division of Environment, addresses two major subjects: refuse removal and subsidence monitoring. The refuse removal task consisted of developing a methodology for selecting the most economical combinations of coal mine breaker refuse and rock banks, disposal sites and material moving systems (trucks, trains, belt conveyers and pipelines). To prepare plans for moving refuse in the Lackawanna Valley of Northeastern Pennsylvania, refuse banks were inventoried, underground disposal sites identified and unit cost data prepared for the various material moving systems. The subsidence monitoring task consisted of defining the phenomenon of coal mine induced surface subsidence, establishing operational requirements, cataloging sensors and techniques to detect and measure subsidence and testing of the most promising techniques (photoelastic patch, tiltmeter, strain gage, microseismic and precise surveying). A preliminary system for a 700 acre area in Scranton utilizing 267 grid sensors, seven microseismic sensors and precise surveying techniques was designed with initial and annual operating costs determined. Two minor tasks supported both main subjects: zoning in the Northern Anthracite Field of Pennsylvania and Technology Transfer of subsidence vulnerability prediction techniques.
