The fourth annual Mine Rescue Evaluation program was held in conjunction with the 1995 Institute convention at Crested Butte, Colorado. The Mine Rescue committee is chaired by Lynn Busskohl and is but one of 16 such committees of the institute. In 1995 seven teams participated in the program. They were BHP Minerals, The Coteau Properties Company, Decker Coal Co., The Falkirk Mining Company, Kerr-McGee Coal Corporation, Sabine Mining Co. and Western Energy Co. [ ] Professional evaluators who provided challenging scenarios for the near 60 persons were Jack Knight of Pensacola, Florida; Dave Medick of Northwestern Resources, Jewett, Texas; Joe Nugent of Idaho Springs, Colorado and Jack Peleaux of Innovative Access, Evergreen, Colorado. Each team was comprised of seven members and one trainer representing the states of Montana, New Mexico, North Dakota, Texas and Wyoming. This committee challenges the incoming Colorado vice president to locate a team for the 1996 program in Durango, Colorado. Five different scenarios were presented the first day of evaluation and three the second. Each team was given the pertinent information to solve the problem as they assembled at the site. The realistic industrial related scenarios closely simulated the stress of actual rescue incidents and were going on simultaneously. Each team was unaware of the circumstances until arriving on the scene. Lynn Busskohl presented an overview of the Mine Rescue committee work at the Monday Institute welcome session and invited all attendees outside to view the various pretend rescue operations. Valuable suggestions were made by the team of evaluators following each scenario. These teams are providers of immediate rescue and medical care for accident victims at their respective properties. The members are prepared to act with immediate and professional knowledge to save lives and prevent further injuries. [ ] Many donors financially assisted with the 1995 program. They are: Blattner Constructors; Butler Machinery Co.; CMC Rescue, Inc.; Galls, Inc.; General Equipment; PMI-Petzel Distribution, Inc.; SafetyMaster; Skedco and TIC of Wyoming. An adder to the 1995 convention was golfing on Saturday, June 24 for three foursomes. This may become an annual event if there is sufficient interest. Team meetings, tests and swap meetings were attended by all participants during the Friday thru Monday program. A fun competition took place after lunch Monday followed by a training session. All events were chaired by Lynn Busskohl. On Saturday evening, June 24 a reception for all mine rescue participants and spouses who had advance registered for the social event. The RMCMI Board of Directors was invited to attend and meet with the teams. As convention attendees, all mine rescue committee members attended the Monday night country western reception and Bar-B-Q with their families. This was followed by an adult western dance evening. The Mine Rescue committee looks forward to a 1996 return to Tamarron near Durango, Colorado which was the site of the first evaluation program. Plans call for all convention housing to be at Tamarron.

Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

"Methane is a signifi cant greenhouse gas. Methane is released from coal seams during the mining process, both in surface and underground operations. This uncontrolled release is termed æfugitive emissionsÆ and in underground mines is transferred to the atmosphere in ventilation air, known as ventilation air methane (VAM). The global VAM emissions are over 369 Mt of CO2-e/a (Butler, 2011; US EPA, 2010). Coal mines may abate this VAM or consider abatement should there be a price on carbon. These fugitive emissions are heading towards ten per cent of AustraliaÆs emissions by 2020 (Department of Climate Change, 2011).There are safety issues involved in VAM destruction. Due to the nature of coal, and coalextraction, unpredicted methane spikes above the lower-explosive-limit (LEL) can occur in theventilation air; for example outburst events or ventilation failure. This could lead to a mine fi re ifthe mine ventilation air was connected to a VAM abatement plant and the risks are left unmitigated.CorkyÆs is working with the mining industry to directly address these safety issues. CorkyÆs calltheir technology VAM RAB, which stands for ventilation air methane regenerative afterburner(VAM RAB). VAM RAB utilises the principles of a thermal oxidiser.This paper discusses fi ve independent layers of protection (ILPs) to fi rst stop methane reachingthe thermal oxidiser and secondly prevent the fl ame front from burning away from the VAMRAB. The test work completed or contemplated includes safety integrity level (SIL) assignmentto various vents, barriers and door systems to prevent a fl ammable mixture reaching the VAMRAB, proven rapid response methane monitoring sourced from the petrochemical industry, anddefl agration experiments to test the eff ectiveness of the passive geometry and active engineeringcontrols. These experiments and SIL assessments indicate that it is possible to safely connect theVAM RAB to a working coal mine.Further work is required to upscale the pilot safety work. Refi nement to the design is possible;for example improvement to safety duct controls once trialled at demonstration scale plus thermalenergy capture for power generation or other applications to provide heat. Nevertheless, thispaper shows how safety issues can be managed by a multilayer of protection approach usingvents, barriers and doors, and appropriate thermal oxidiser geometry."

The efficiency of the Australian and New Zealand stock exchanges relies on a fully informed market: shareholders and investors are fully and transparently informed of all material information relating to the shares. These principles of transparency and materiality are similarly core to the Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (the JORC Code). The JORC (Joint Ore Reserves Committee) Code also includes a principle of competency to ensure that the person providing the material information for public disclosure is suitably qualified and experienced.Since its inclusion into the ASX (Australian Securities Exchange) Listing rules in 1989, the JORC Code has continually improved and evolved in attempts to meet the market’s need for competent, transparent and informed disclosure. The quality and effectiveness of Public Reporting in accordance with the JORC Code is under constant challenge: some practitioners argue there is insufficient regulation, while others argue the need for greater self-regulation.This paper contributes to that discourse by exploring how well the Reporting expectations are met, and, whether Public Reporting in accordance with the JORC Code has a material impact on share-price movement.CITATION:Sterk, R and Coombes, J, 2017. The 68th Regular Meeting of the Rocky Mountain Coal Mining Institute convened in Manor Vail Lodge, Vail, Colorado, and was in session at 10:00 a.m. The meeting was called to order by Past President Max A. Robb, Vice President and General Manager, U.S. Fuel Company, Hiawatha, Utah. Mr. Robb welcomed the members and guests and was pleased with the large attendance. He then introduced President Joseph E. Ward, former District Man- ager, Denver Office, Coal Division, Joy Manufacturing Co. (Retired). A brief biography follows: Mr. Ward is a transplanted Westerner, having spent the greater part of his life in the Eastern and Southern areas of this country. In 1927, he graduated from what was then the Carnegie Institute of Technology in Pittsburgh, Pa., with a B.S. degree in Mining Engineering. He dropped out of school for a period between his Junior and Senior years and worked in the coal mines in order to obtain sufficient money to complete his education. Practically all his adult life since graduation, has been spent in or around the coal mines in this country. After graduation, he worked the next 15 years of his life as an underground supervisor, first for the Hudson Coal Co., in Scranton, Pa. and later for the U.S. Steel Corporation in Birmingham, Alabama. He then went into sales, selling basically to the coal mine industry and other mining operations. The last 13 years of his business career were spent as a district manager for Joy Manufacturing CO., 10 years of which were in the Coal Division of their Denver office, covering the Rocky Mountain area. He retired in August 1970 but still retains an active interest in the Rocky Mountain Coal Mining Institute and the Rocky Mountain Coal Industry it supports. He is a widower, his wife, Thelma having died in July 1970. He has two children and six grandchildren.

Flotation is the most efficient and preferred solid-solid separation method in mineral processing. However, enhanced production of high-grade concentrates at sufficiently high recovery still poses technological challenges to-day. A novel flotation method to produce final-grade concentrates from finely-ground ores in a single step is being developed and tested by CANMET. For the complex sulphide ores tested, grades are superior while recovery is considerably improved. Furthermore, concentrate production rates, at similar recoveries, are faster than for the conventional rougher-scavenger-cleaner configuration. This paper discusses the physical operating parameters affecting Cu-Zn flotation metallurgy.

THIS PAPER describes the re-grind section in the 2,000-ton per day, lead-zinc flotation mill of Canadian Exploration Limited, near Salmo, B.C. There are two re-grind units in operation, one in the lead circuit, and one in the zinc circuit. In each unit, the rougher concentrate is re-ground ahead of the cleaning circuit. These re-grind units have made valuable improvements in the concentrate grade, and with no loss in recovery by over-grinding galena or sphalerite. Since the initial installation of this re-grind section, the plant throughput has been increased gradually from 1,600 tons to 2,000 tons per twenty-four hours, and, as shown by the screen analysis of mill tailing, a coarser overall grind has been accepted, from 55 per cent to 45 per ?cent minus 200 mesh. There has been no increase in grinding capacity, but two mills have been taken from the main grinding circuit and used for the re-grind circuit.

In view of the fact that many domestic iron ore-dressing plant applying flotation cells in the re-verse flotation, to improve the technical level of magnetite reverse flotation, we apply such a technological process of one stage rougher and two stages scavenger flotation column respectively. The middling from the two stage scavenger process are returned to magnetic separation for condensing. By contrast, the technological process of one stage rougher and one stage cleaning flotation cells is made up of by multi-magnetic separation and magnetic middling regrinding separations. It has been proved that the flotation column we offer can simplify the technological process structure, obtain advanced technical indexes, run the system smoothly, reduce energy consumption, and be environ-mental friendly.

"These studies address the relationship between mill media sizing and its grinding efficiency. Starting with the results from a review of the literature, the issues of initial media sizing for a new ball milling circuit, and then optimal media sizing for an existing milling operation, were studied. The Functional Performance parameters “Mill Grinding Efficiency” and cumulative “Mill Grinding Rates” from both plant and test-scale equipment were used, and provide valuable new insight into this topic. A plant media sizing diagnostic tool is presented, as are newly developed testing equipment and evaluation methods, and recent case studies.REVIEW OF MEDIA SIZING LITERATURE For a plant metallurgist to answer the question “How can I maximize plant profit by manipulating this grinding circuit variable?” she must know what effect the variable has on grinding circuit efficiency. Despite the significant cost of grinding media and its potential effect on production capacity, the ‘best’ media sizing remains ill-defined for any given ball mill circuit in the industry today. The underlying reasons for this will be discussed. But the importance of this issue drove Metcom and its industrial partners to take on the challenge of how to engineer the ball charge for an existing grinding circuit. In the absence of any proven method, the first step was a review of the literature. Sponsored by Cleveland-Cliffs, Inc., a broad review of the literature was undertaken, producing “The Effect of Media Sizing on Ball Milling Efficiency” (McIvor, 1997). Among hundreds of publications that were reviewed that discuss the topics of media sizing or wear, forty-five were studied in detail. These were grouped into: plant experiences; laboratory and pilot plant investigations; media wear studies; population balance modeling studies; and general papers on ball milling which included the topic of media sizing. The reader is encouraged to refer to that review. The findings remain unchanged, although some relevant papers have been written since (e.g. Staples et al, 1997; Banasi et al, 1999; Orford et al, 2006; LaMarsh, 2015). AS this is the age of reform, a uniform mining law for North America is a moot subject for discussion at this meeting of the Institute. The question is one of peculiarly technical and, in many respects, local character. We all appreciate the value of the metal-producing industries and recognize the necessity and importance of a well-considered and evenly balanced mining law as a branch of our jurisprudence either for the Provinces or the Dominion as a whole. Mining has taken its place as a forempst industry and legislation that seeks to control and govern it is the concern of not only the active miner but the citizens of the state. A law that, through its charitable measures brings into being the prospector, the pathfinder and superstructure of all mining activity and industry! protects his interests, safeguards invested capital, and encourages and enforces development, possesses at least the salient requirements of a businesslike Act. The manner of doing so is, I think, one of local and internal concern. May I be permitted to say without presumption that of the five mining codes, or Acts, that we have in the Dominion of Canada born and bred within the Provinces of British Columbia, Ontario, Quebec, New Brunswick, and Nova Scotia, some of them could be materially improved. In many respects they do not measure up to the times; they were no -doubt creations of merit at the date of their .birth but they have not been clothed in seasonable raiment as the years passed by. It is a stern fundamental principle that all natural resources are the inalienable property of the crown. If it is mineral land, then it follows for the protection of the state and the direct advancement of the occupant that the land should be developed as such. The method or machincry by which this must be accomplished is a matter of detail, not of principle. If the right to possession as a licensee depends on discovery, it is not inconsistent with the duty the crown owes to the state that a grant in fee should pass to the discoverer if there is imposed, after patent issues, a requirement of continuous work or the alternative of an acreage tax sufficiently burdensome to make it unprofitable that the land should be held in an undeveloped state. If this requirement is recognized, the mental distinction between a grant and lease ceases to exist. A

Selection of delay times to optimize fragmentation has been a controversial topic among researchers and blasting practitioners. This paper reviews previous experimental information and presents the results of new tests conducted in small blocks constructed using a commercial grout. The effect of the delay on the average fragment size, coarse fragmentation and uniformity of fragmentation is discussed. Fragmentation was coarser at extremely short or extremely long delays, while a fairly constant average size was obtained at a variety of intermediate delays. Uniformity, defined as the slope of the fragmentation distribution through the average fragment size, was poor at short and very long delays and relatively constant at the intermediate delays. Some tests attempted to minimize the effect of gas penetration by lining the boreholes with copper tubes. When this was the case average fragmentation changed marginally, while uniformity was significantly affected by delay and was typically smaller than in the unlined tests.

The development of the mineral industry of Jamaica has been guided by an unwritten policy which has nevertheless been reflected in various pieces of mining legislation and by case-by-case approvals of incentive packages for non-bauxite minerals. An effort has now been made to bring together in one minerals policy document, all the policy elements that have guided our laws and actions thus far and to upgrade the final version to meet the challenges of the next century. In this regard, industrial minerals will be placed on a more equal footing with bauxite, especially in terms of investment incentives.

These modifications to the Redlich-Kwong equations for pure hydrogen and neon were developed after an unsuccessful attempt to generalize a modification technique previously developed for helium. New coefficients of the B terms were developed by minimizing the residuals. No changes were made in the coefficients of the A terms. For normal hydrogen, B was changed to [0.08063Tc PcT] for temperatures from 980 to 423° K and pressures up to 1,050 atm. The average deviation in Z was 0.36 percent with maximum deviations less than 1 percent for all but a few low-temperature points. For neon, B was changed to [PCT 0.1025T], for temperatures from 120° to 973° K and pressures up to 1,500 atm. The average deviation in Z was 0.34 percent with maximum deviations less than 1 percent for all but a few high-pressure and low-temperature points. Efforts to attain a lower temperature range to comparable accuracy with this type of modification were unsuccessful. In the range of applicability, these equations should be used with caution when calculating derived thermodynamic functions, such as the isobaric specific heat.

Thiol collector mixtures are commonly used in the flotation of base metal sulfides and platinum-bearing ores. There are synergistic benefits claimed for these collector mixtures, with mixtures lowering total dosage requirements, improving coarse particle recovery and the rate of flotation. Some of the secondary collectors are known to have frothing effects. Therefore, a previous study aimed to decouple froth and pulp effects and considered only the bubble-particle attachments in the pulp. This was achieved through microflotation experiments, where various ratios of the ethyl and isobutyl chain lengths of xanthates, dithiocarbamates and dithiophosphates were used as collectors. Results from these experiments showed a marked increase in galena recovery using mixtures of xanthate with either dithiophosphate or dithiocarbamate. In the current study, the froth phase was introduced in the form of batch flotation studies to determine whether benefits noted during microflotation experiments would be carried through to a more realistic froth flotation scenario. The findings show that there was no significant difference in the flotation recovery between the best single collectors and mixtures of these collectors. In addition, single collectors that behaved poorly in microflotation experiments showed good flotation performance in the batch flotation experiments. The differences between the microflotation results and the batch flotation results are attributed to differences in particle froth stabilizing properties and/or differences in energy input between the microflotation and batch flotation cells. The international concern and dialogue on these concepts, often by a new breed of politically motivated experts, have generated intense interest in seeking an international solution to natural resource problems. While this momentum was maintained during the past year, the growing incidence of protectionist actions by several major nations has been eroding confidence in the global approach. The seriousness of current difficulties has created an urgent need for decisive action. At the same time, the limitations of the global approach have become more evident.

Rules of thumb are ubiquitous in blasting. Typically presented as ratios, they assist with the initial assumptions of blast design and provide guidance for best practice. Examples include the blast hole diameter as a function of bench height, and stemming length as a function of hole diameter. The most common rules of thumb were developed in mid-20th century and it is important for a blaster to know if the rules of thumb are still reliable.

A proposed technique for improving coal-mine roof stability by softening parts of coal pillars along the sides of entries developed from structural analysis is presented. This technique is based on the transference of the high stress concentration in the roof near the upper corners of a rectangular opening to the roof rock and coal over the solid away from the opening. This transferral is accomplished by softening parts of the coal pillars by drilling a series of parallel holes into the coal in the ribs and face of the entry prior to advance. The effectiveness of the pillar softening in terms of reducing the opening width (so that the stress in the roof near the corner is equivalent to that of a narrower opening) ranges from 3 to 5 ft for a 16-ft entry using a series of 4 to 5-ft-deep parallel drill holes of 3 to 6-in.-diam on a 1 to 2-ft spacing for a particular geology. Pillar softening should be highly effective in controlling roof where cutter-roof cave conditions exist, because this technique reduces the high stress concentration in the roof at the upper corners of the opening. It may also be effective for reducing tensile roof failure and coal rib sloughing for certain specific geological conditions. This technique appears to be a simple, effective, and practical method that can be used to supplement conventional roof support methods of roof bolting, timbering, roof truss, and other existing methods in underground coal mines. The authors consider the technique feasible and believe that it merits underground trials.

"Newmont Mining Corporation operates the Yanacocha mine in Perú and the gold milling section of the property includes a Sulfidization-Acidification-Recycle-Thickening (SART) plant to remove copper from pregnant leach solution. Since its commissioning in 2008, the plant has been intermittently operated as needed to remove copper upstream of a carbon adsorption circuit. However, starting in 2015 Newmont expects the plant to operate on a more continuous basis in response to higher copper ores that will be processed in the gold mill. In anticipation of this, Newmont conducted a campaign in May 2014 with stockpiled high-copper ore to evaluate performance of the SART plant with elevated levels of copper in feed solution. Results from the campaign demonstrated the SART plant is capable of efficiently treating high-copper leach solution. During the campaign, leach solution copper levels ranged from about 100 to 700 mg/L, and copper removals ranging from about 56% to +99% were achieved. The median copper removal efficiency observed during the campaign was about 94%. The primary plant modification determined necessary following the campaign was the need to improve consistency with sulfide dosing. INTRODUCTION Copper removal from cyanide leach solution can be affected through the addition of sulfide at acidic pH to precipitate copper sulfide as a solid. There has been renewed interest in the process in the past several years due to the increasingly common issue of high copper levels in cyanide leach solutions. The term Sulfidization- Acidification-Recycle-Thickening (SART) is used as an acronym for the process according to the primary unit operations utilized. At a pH of approximately 4.0 to 5.0, the addition of soluble sulfide to a copper-bearing leach solution will result in the precipitation of copper sulfide (Cu2S) solid. The overall acidification and sulfidization reaction is (assuming the use of sulfuric acid for pH adjustment): 2Cu(CN)3-2 + 3H2SO4 + S-2 ? Cu2S(s) + 6HCN(aq) + 3SO4-2 The above reaction is written relative to the copper-cyanide complex 2Cu(CN)3-2, though analogous reactions also take place with the other common copper-cyanide complexes Cu(CN)2- and Cu(CN)4-3. Sulfide in the above reaction (S-2) is normally supplied as sodium hydrosulfide (NaHS) purchased in solid or concentrated liquid form. Two characteristics of this reaction that are beneficial to a leaching operation are: 1. Copper is removed from solution as Cu2S (synthetic chalcocite) solid, which can then be sold to a smelter for its copper value. 2. Cyanide that is complexed with copper in the leach solution is released as free cyanide, thereby regenerating cyanide that can be recycled to the leaching operation for continued use."
