Oliver Sheldon in his book, "The Philosophy of Management," offers the following definitions: Administration is the function in industry concerned in the determination of the corporate policy, the co-ordination of finance, production, and distribution, the settlement of the compass of the organization, and the ultimate control of the executive.

The Mantos Blancos copper-silver district is located in northern Chile about 45 kilometers northeast of Antofagasta, as shown in Figure 1. Disseminated and veinlet copper and copper-iron sulfides containing economically significant silver values are hosted by andesitic to rhyolitic volcanic rocks of probable Jurassic age (Chavez, 1983). Field, mineralogical, textural and lithochemical evidence show that three major alteration types may be recognized within the district: (1) district-wide sodium metasomatism, manifested as albitization of feldspars and development of albite veinlets and pore-fillings, (2) local to widespread, incipient to intense addition (chloritization) or removal (bleaching) of magnesium and iron and (3) local to widespread, moderate to intense hematitization, usually spatially associated with bornite-digenite-covellite (as specularite) or digenite-covellite-chalcocite (as red hematite staining with or without specularite) mineralization. Carbonatization, occurring as veins, veinlets, vesicle fillings and irregular patches of calcite, varies in magnitude of development but is widespread. Sericitization of feldspars and groundmass is only locally intense yet is generally present as incipient alteration throughout the district. The district-wide albitization of the Mantos Blancos volcanic sequence has altered what were originally more potassic and calcic, less sodic, rocks to what are now more properly referred to as keratophyres (Battey, 1955; Gilluly, 1935, Hughes, 1975). The petrographic and lithochemical characteristics of the three major alteration types noted above are summarized below.

The paper addresses five questions concerning the economic of gold exploration in the western Canadian shield. Can historical footprints be used to project future gold prices for exploration planning? Experience suggests that gold price forecast are too clo ely tied to current market events to provide meaningful guidelines. What range of breakeven gold price will typically be required to ju tify gold exploration in Canada? Minimum price requirements. initially asses ed at $540 to $1080 per ounce, probably lie in the range of $480 to $760 per ounce (expressed in 1985 Canadian dollar). Within Canada, what role do regional conditions and taxation policies play in determining the viability of prospective gold exploration targets? Striking interprovincial differences are found to exist, given the same geological circum tance -Nova Scotia, ew Brunswick, and Quebec rank towards the top in term of motivating exploration, Briti h Columbia provides the least investment incentive, while Saskatchewan and Manitoba place around the middle of the Canadian league. How can minimum acceptable tonnage-grade conditions for gold targets in the western shield be established and, then, constructively applied to provide exploration planning guidelines? Minimum target conditions, realis tically defined in terms of a broad band of doubt, can be used judiciously to help balance the direct costs of uneconomic exploration with the opportunity costs associated with rejecting economic deposits. How does the average cost per ounce of gold discovered in the western shield compare with the overall Canadian experience? Average discovery costs for the we tern shield, apprai ed at $100 per ounce, are shown to compare favourably with the Canada-wide record.

This report is volume 1 of an eleven-volume final report for a Grant completed by The Pennsylvania State University for the Bureau of Mines to develop a dynamic general purpose computer simulation model for underground coal mining. The simulator developed under the Grant has a wide range of possible applications in the design and evaluation of underground coal mining systems from the standpoints of health and safety, productivity, and mine environment. The Master Design Simulator consists of nine free-standing function-oriented subsystem models linked together into an integrated, comprehensive model of an entire mining system. The subsystems comprising the Master Design Simulator include geology and reserves, methane generation, roof support, subsidence, production, rail haulage, cost, water generation, and ventilation. This volume of the final report contains a statement of the purpose and scope of work of the Grant, and provides an overview of the Master Design Simulator with a brief description of each subsystem. Also included is a discussion of several areas of application for the simulator.

The United States is rapidly depleting many of its most important minerals and fuels. The first two Annual Reports by the Secretary of the Interior, under the Mining and Minerals Policy Act of 1970, made us acutely aware that the natural resources that enabled this Nation to attain an unprecedented growth in terms of economic well-being, and to set an example of independent strength through the democratic process, are finite. Once they are depleted, large imports will be required. Simultaneously, competition for available supplies, especially of petroleum, is increasing in the expanding European and Japanese industrial communities and in the underdeveloped nations of the world. Even before the crisis of late 1973, the oil-producing nations of the world, principally in the Middle East, but including Canada and Latin America, were recognizing that the worldwide need for crude oil, petroleum products, and natural gas could be translated into an unprecedented economic bargaining position. Thus, the members of the Organization of Petroleum Exporting Countries (OPEC) raised the price of their crude twice during the first 6 months of 1973. By yearend the energy situation had be-come acute, and it seemed probable that regardless of current political developments, the era of cheap energy was over.

Mining activity is important for the development of humanity. This development must be understood from the Academy where it allows showing alternatives for the industry performance. Likewise, these mining companies need to improve their results. Historically, a few years ago the application of the ESG (Environmental, Social and Governance) criterion was verified, which is positioned as a factor/regulator in the design of the performance of industries in general. ESG as an integral part of the concept of sustainability serves as a tool to conceive mining without conflicts and with a reputation based on trust in the interrelation of the university, industry and society. Therefore, the academy must strive for new knowledge in a way that allows it to continue in the virtuous circle of constantly feeding it. In this context, the best mining practices are implemented in constant questioning of their activities. The scientific essence of the industry supported by the academy developed in an operational dynamic is addressed. Finally, the objective of this research work is to interrelate 3 variables: ESG, Academia, and the Mining Industry, where the transition of knowledge and the role of each variable in relation to each one can be understood. This allows for an additional understanding of mining in the future with new mental attention.

The load-transfer mechanics of fully grouted roof bolts in coal mines have been investigated in laboratory and analytical studies. The purpose of this Bureau of Mines research is to increase understanding and better interpret data from routine field pull tests and to develop a numerical model of a grouted bolt that can be used in a global computer model of a mine roof. Analytical studies using closed-form solutions and finite-element techniques were compared to experimental results. Laboratory work includes variation of bolt length, hole diameter, and grouL type. Pull tests were pel'fol·med on 4-, 2-, and I-ft bolts in holes of 1-and I-3IB-in diameters. Both polyester resin and inorganic grouts were used as the anchorage medium. Strain gauges were installed on the bolts at several locations to observe the rate of load transfer from the bolt through the grout to the rock mass when a force was applied at the bolt end using standard jack pull testing procedures and equipment. The average anchorage length of 4-and 2-ft bolts was 22 in. Grout type and hole size variations did not produce a significant effect on the rate of load transfer from the bolt to the rock.

WHEN THE BUREAU OF MINES was created in 1910, the organic act had as one of its main provisions the following: That it shall be the province of said bureau and its director, under the direction of the Secretary of the Interior, to make diligent investigation of the methods of mining, especially in relation to the safely of miners and the appliances best adapted to prevent accidents, the possible improvement of renditions under which mining operations are carried on, the treatment of ores and other mineral substances, the use of explosives and electricity, the prevention of accidents, and other inquiries and technologic investigations pertinent to said industries, and from tinge to time make such public reports of the work, investigations, and information obtained as the Secretary of said department may direct, with the recommendations of such bureau. The nationwide nature of the health and safety work of the Bureau of Mines has given its representatives an opportunity to study and report on matters pertaining to health and safety in mines and related operations from the time the Bureau was established to the present. Regular annual reports and numerous additional papers and reports have been published each year to place on record and to make available the information gathered. While the basic purpose of this bulletin is to describe health and safety reports for the period January 1947 through June 1955, a selected number of earlier publica¬tions that are believed pertinent for reference purposes are included.

The work is motivated by the automotive customer requirements for a roughness with high peak density (RPc > 75 peaks/cm) on steel sheet surfaces to maintain a good strip surface finish after painting. For that purpose, a new approach is utilized to compute roughness transfer and predict final roughness on uncoated steel sheets (average roughness, skewness, peak density) as a function of temper rolling conditions. The approach is based on the Monte Carlo method combined with the Abott curves and an auto-correlation function to numerically generate roughness profiles for roll and strip respectively. To compute the roughness transfer due to the interaction between roll and strip surfaces during rolling, a composite Abott curve that combines roll and strip Abott curves is used with an asperity crushing model integrated with a rolling model. This enables simulating two roughness transfer mechanisms in the roll bite: the strip asperity crushing mechanism by roll roughness and the strip asperity ploughing mechanism due to roll-strip interfacial sliding speed. The model shows the importance of considering the two mechanisms to predict roughness transfer correctly when strip elongation is high, typically a few percent, and roll bite friction is low. In these conditions, the forward slip at the exit of the roll bite tends to erode strip roughness significantly and decrease considerably the peak density on the strip. For lower elongation levels (~1%) and high roll bite friction, the ploughing mechanism becomes negligible and roughness transfer is controlled by the crushing mechanism only. With these two mechanisms, the model reasonably predicts the evolution of average roughness and peak density over a wide range of temper rolling conditions (new/worn work rolls, hard/soft grades, various elongations), but skewness is more difficult to predict for some trials.

Froth flotation is an industrial process commonly used for the separation of mineral particles. Bubbles sparged in a pulp collect and carry hydrophobic particles to the top layer of a flotation cell, the froth zone. There is a strong correlation between the stability of the froth phase and the flux of solids. However, flotation units placed in series operate, as a whole, in a non-steady state regime with the concentration of particle decreasing from one cell to the next resulting in a decrease in froth stability, which can compromise the recovery of valuables. Organic chemical reagents, frothers, are generally added to prevent fine bubbles from coalescing and to increase the stability of the froth phase. Frothers represent the second largest group of mining chemicals. It is crucial to understand the resulting properties of the frother on the froth phase in order to select the most suitable reagent for a particular operation. The bubble coalescence dynamic of three different surfactants, 1-pentanol, poly (propylene glycol), and tri (propylene glycol) methyl ether, were investigated in this study. In the first stage, the stabilisation mechanism of bubbles in a solution of surfactant was investigated using a specifically designed experimental setup. The coalescence behaviour of bubble pairs was recorded using high-speed video imaging in which information such as the coalescence time and the deformation of the resultant bubble upon coalescence could be extracted. The results were then compared between the different surfactants for several concentrations. It is shown in a study that the coalescence time increases with surfactant concentration until the Gibbs-Marangoni effect is suppressed by bulk diffusion. Conversely, the oscillation of the resultant bubble was found to be affected only at concentrations at which the film is saturated. The implications of the effects of surfactant type and concentration on the coalescence time and bubble oscillation in froth flotation are discussed. It was Harold McMillan, Prime Minister of England 30 years ago, who used the phrase "The Wind of Change" to describe political events in Africa in his day. So well did this phrase capture the spirit of the time that it echoed around the world, and the echo has never stopped. Change is the constant factor in the society in which we live and everyone of us has had experience of the effect which it has had on our professional and personal lives. Change will not stop, it will continue at an increasing rate and the questions we must answer are how do we prepare ourselves to meet the challenge of future change and how do we take advantage of the opportunities which it will bring? It is these questions which I wish to discuss in this address.

This report is the result of information obtained from a review of related literature, personal inquiry and on-site examination of active surface coal mining operations. Four improved surface coal mine systems are described in detail and evaluated for feasibility, implementation requirements, environmental benefit and costs. Engineering feasibility emphasizes equipment availability, compliance to design requirements, practicality and industry rating. Implementation potential emphasizes immediacy, ease, acceptability and constraints. Special attention was given to environmental responsiveness, both with regard to the solutions to mined-land reclamation problems and to the concurrency of reclamation. Each system description includes a hypothetical model mine with a depreciation schedule, capital summary, estimated annual production costs, sales price computation, production and operating cost summary, and a sensitivity analysis of mine price to stripping ratio. A program plan and time schedule for demonstrating a selected mining system covers site selection criteria, mine data collection, criteria for controlling and budgeting costs and reporting findings. Ten additional mining methods and techniques are briefly described and evaluated. Common reclamation problems are listed and described. Sixteen state reclamation laws and regulations are abstracted. Sixty-nine references are listed in the bibliography.

"Neill and Gunter Limited (NGL) has prepared a preliminary design and a cost estimate for a ferric chloride leach plant to recover copper, lead, zinc, and silver from a typical complex sulphide ore. This plant design is specifically intended to treat unconcentrated ground ore (flotation feed), but can be readily adapted to treat bulk concentrates. Samples of ground ore and bulk concentrate were obtained from Heath Steele Mines, Miramichi, New Brunswick, laboratory testing, and preliminary process flow sheet preparation was carried out by the Research and Productivity Council in Fredericton, New Brunswick. Approximately thirty drawings have been produced, including process and equipment flowsheets, process piping and instrumentation drawings, and preliminary general arrangements. Preliminary capital and operating cost estimates were prepared for a plant that would treat 1000 t/d of crushed and ground ore to produce about 30 000 tpy of zinc. Capital and operating cost estimates were also projected for plants up to 4000 t/d of processed ore. Recoveries of 99% for zinc, 98% for lead, and 96% for copper were achieved in laboratory tests on unconcentrated ore. These recoveries were higher than the overall recoveries obtained from bulk concentrate, yielding approximately 10% more revenue.A 1000 tonne per day plant was determined to have a low return on investment, however, depending on the size and type of mining operations employed and the FCL plant throughput. DCF-ROI projections of 20% to over 30% were calculated for 100% equity financed “green field” mine, mill and FCL plant operations of 2000 t/d and higher"

In our previous work, a population balance model describing the simultaneous processes of size reduction and mineral liberation has been developed. The experimental verification of this model, however, has been limited to a binary mineral system containing only one composite particle class. When considering multiple classes of composite particles, the estimation of model parameters becomes much more difficult. In the present work, a procedure for estimating model parameters for a multiple composite class model has been developed. Emphasis is placed on the direct experimental determination of these parameters. The physical significance of the breakage rate function and the liberation function in characterizing the liberation process is also discussed.

Acid rain legislation as proposed by President Bush [1], if enacted, will immediately refocus current thinking on the economic decision-making as related to coal preparation facilities. Unit operations currently ignored because of their costs, will become mandatory to coal plant designers and operators to ensure maximum energy recovery and sulfur reduction in the entire coal stream. In anticipation of this need, the U.S. Department of Energy, The Ohio Coal Development Office, EPRI and others are sponsoring research in several areas of coal preparation, and coal plant designers are beginning to consider more innovative techniques as they configure their flowsheets for plants of the future. During the last few years there has been a rapid increase in the development of the community or junior college throughout the United States, Some factors behind this development include the need for more college facilities to service the growing number of high school graduates, the desire of the public to provide some post high school education at reasonable costs, and the need to provide post high school educational opportunities not now provided by most of the universities and colleges. Many of the new community colleges provide at least three educational services including local opportunity to provide the first two years of a four year college program, two year technical-vocational programs of a terminal nature, and adult educational opportunities. The community college has the advantage of not being saddled with years of academic tradition which prevent it from changing to suit the educational needs of the community It serves. The flexibility of the community college in developing new programs, particularly in the technical areas, is going to provide industry with many of the badly needed technicians it is now unable to secure.

Mineral flotation is effective over a relatively narrow particle size range of approximately 10 µm to 150 µm. If the upper particle size limit can be increased, however, a run-of-mine ore may be coarse ground, and only the middlings are ground further to achieve required grades. This will result in significant energy savings and increased throughput. In this communication, methods of increasing the upper particle size limit will be discussed on the basis of a flotation model that can predict flotation from both hydrodynamic and surface chemical parameters. An example of increasing flotation recovery by control of a chemistry parameter is given.

"Experiments were carried out to determine the long-term effect of instillation of 500 mg of generic bituminous, anthracite, quartz, or titanium dioxide (Ti02) dust on the composition of pulmonary surfactant. Dust was instilled in the caudal lobe of the right lungs of female pigtailed macaque monkeys (Macaca nemestrina). The composition of surfactant isolated from cell-free bronchoalveolar lavage (CF-BAL) samples obtained from right lungs (dust exposed) at various times over the following year was compared with that of surfactant isolated from CF-BAL from left lungs (dust free) . Little change was seen in the amount of surfactant-associated lipid phosphorus as a result of exposure to dust. Exposure to quartz, anthracite, or Ti02 dust induced a significant increase in the total amount of protein in the surfactant-enriched fraction. The relative amount of specific proteins was also altered: surfactant-associated protein A decreased, and the amount of the heavy and light chains of immunoglobulin molecules (identified by NHiterminal amino acid sequence analysis) increased. These changes were visible more than a year after instillation of quartz and at least 3 months after instillation of anthracite dust. Despite variation in the responses of the individual animals, the changes observed might serve as an indicator of the severity of the effect of exposure of the lung to mineral dust and/or to pathogens. IntroductionSurfactant is essential for normal pulmonary function and gas exchange. It functions to reduce surface tension and may help to prevent pulmonary edema [19] and to protect against infection [13]. The importance of surfactant to normal Jung function is illustrated by the fact that neonates lacking appropriate surfactant undergo respiratory distress and do not survive without clinical support."
