Since the early 1990s it has been evident that electricity demand has outstripped investment in generation and transmission. At the same time, concerns were being expressed about the risks associated with the run down of the Maui gas field. It is axiomatic that the necessary investments firstly require a stable and supportive regulatory and fiscal environment, and secondly that such investments have long lead times. A unwillingness by successive Governments to fund the necessary infrastructure, however, lead to the profound restructuring of the electricity with the ultimate objective of transferring the investment risk from Government to the private sector. Successive power crises since 1992 result from a failure to put in place a regulatory framework necessary to provide the environment to allow the private sector to make the needed investments within the necessary timeframe. The electricity sector has now stabilised to the extent that the regulatory risks associated with generation investment have been reduced. This does not mean that risk has been eliminated, however, and both economic and environmental issues will continue to constrain investment in some power proposals particularly those in the South Island and especially any South Island coal or gas thermal proposal. This is firstly because of several very simple economic issues:  1. while the South Island may have significant coal resources it lacks a significant electricity market; 2. except for a six to ten week period in a dry year, low cost hydro will price any large-scale South Island thermal out of the market which will restrict any large scale thermal station to a dry year and/or peaking load; 3. except for a six to ten week period in a dry year, export capacity on the HVDC link to the North Island is constrained to around 964 MWe (and 482 MWe from North to South in dry years); and 4. construction of any new thermal plant in the northern half of the North Island will price any South Island thermal station out of the market. There are also significant environmental issues associated with the establishment of a large scale thermally based power station in the South Island. Because the South Island lacks any large scale economically proven gas reserves, the environmental constraints considered are those associated with coal production. A coal mine dedicated to power generation will have significant on-site impacts associated, in particular those associated with disposal of opencast overburden and visual impacts. These will, however, be partially offset by the relative remoteness of such sites to population centres. What cannot be offset, however, is the off-site impacts, in particular, CO2, SOx and NOx emissions, water disposal and acid mine drainage.

IN the paper entitled Block Caving at the King Mine (1), which was presented at the Annual General Meeting held in April, 1934, at Quebec, it was pointed out that, owing to certain conditions and financial restrictions, it was advisable to provide a temporary shaft. This was raised from the )00-ft. level to the bottom of the pit, and a 45-degree incline track was constructed up the face of the pit to surface. The temporary shaft and incline were within the ore-body, but were to be used only until such time as the new shaft-the subject of this paper-could be sunk and made ready for operation. After a careful study had been made of all available information pertaining to the ore-body, including examination of diamond-drill core records and geological data, a shaft location was selected well outside the ore-body. Further, since the crusher and dryer buildings are located over part of the ore-body, it was necessary to plan the removal of these buildings and to construct a new crushing and drying plant. This, and the new shaft, must operate in conjunction with the present mill and rock storage bin, which would continue robe used as formerly. No part of this programme, with the exception of drifting toward the shaft site, was started prior to 1937. More than usual detail on technical features is given in this paper in the hope that some parts of it may be of assistance to other members of the Institute who have to undertake somewhat similar work. The engineering and operating staff designed and supervised the work, while at the same time carrying on regular production in four mines at the rate of 12,000 tons of rock mined per day, the output at the King mine being at the rate of 140 tons per hour. Introduction and Historical Background State Geological Surveys have been deeply involved in industrial minerals from their inception beginning in the first half of the 19th Century. To Massachusetts belongs the credit of having carried out the first Geological survey under state auspices on the Western Hemisphere. One of the causes leading up to this survey was. Governor Lincoln's message to the legislature of May 29, 1830, from which I quote in part: "Much knowledge of the natural history of the country would thus be gained (from a geological survey), and especially the presence of valuable ores, with the localities and extent of quarries and of coal and lime formations, objects of inquiry so essential to internal improvements and the advancement of domestic prosperity, would be discovered.". Similar phraseology is present in practically all of the initial organic acts creating the first State Surveys. High on the list of priorities for these embryo surveys was an inventory of the mineral resources of the State with particular emphasis on the industrial minerals. Prom these early beginnings, the state surveys have developed a great wealth of geological data either directly or indirectly relating to the development of mineral resources. One can gain some conception of the effort that state surveys today place on industrial minerals studies by noting the projects in which they are engaged as reported in the State Geologists Journal. "The amount of ash in anthracite coal interests every buyer, and occasionally produces caustic comment, but there is a lack of authentic figures that will take the subject out of the realm of opinion and agitated fancy and. give a true picture of the quality of coal actually delivered. What per cent ash is to be expected when the coal is good, and when have we a right to make serious complaint?During the past summer the Bureau of Mines took 127 samples of 1000 pounds each, representing nearly 30,000 tons of anthracite is dealers' yards in seventeen cities in the State of Massachusetts. There were three objects in view, to discover the average and the variation in amount of ash in anthracite in some easily described area; to demonstrate standard sampling methods, and to learn something about the feasibility of itinerant coal sampling. Massachusetts was selected because its principal cities could be visited in a single season. There also appeared need for demonstration of standard sampling of coal, since a coal quality law had been passed in the State, to be administered by those unfamiliar with coal sampling."

Electrostatic separation is a core requirement for the beneficiation of mineral sands suites to provide valuable product. Although the basis of electrostatic separation has been understood for some time, the details required to be able to calculate the metallurgical performance of a separator has not previously been achieved from a mechanistic perspective. Empirical models have had some success but require extensive test work. Traditionally, performance of an electrostatic separator is determined by careful experimental work using the target mineral suite. Although electrostatic separation was invented at the end of the 19th century, very little modification of the basic equipment occurred until relatively recently, with the addition of a plate electrode to aid separation. Previously, the author has presented results, calculated using finite element modelling (FEM), of the electric fields present in an electrostatic separator in various configurations. This paper will present some new mathematical modelling work, which uses the FEM determined electric field configurations but also incorporates some fundamental physical processes that provide insight as to the limitations and opportunities for this important separation technique.

In a major milestone for geoscience, the U.S. Geological Survey (USGS) has unveiled the Cooperative National Geologic Map, the most detailed national-scale geologic map of the country to date. The project offers a fresh, layered look at the rocks and sediments that make up the United States. For geologists, engineers and mining professionals, it provides both a technical achievement and a practical tool that will help shape future exploration and landuse decisions across the country. The new map provides a regional view of geology both on and beneath the Earth’s surface. Using different colors to represent rock types and sediments, it allows users to toggle through multiple layers, revealing for the first time the surficial and quaternary deposits that lie above the bedrock. “This is the first national map to include multiple layers of mapped geology, the first built to be easily updated as new maps are published, and the first to be delivered in a user-friendly online interface,” said Joseph Colgan, a USGS research geologist who led the development team. The Cooperative National Geologic Map is a culmination of more than a century of collaborative mapping between the USGS and the nation’s state geological surveys. More than 100 existing maps produced by state geological surveys and the USGS over the past 40 to 50 years were combined and standardized to create the national data set. During its three-year creation, the USGS prepared digital data, built the system to bring the maps together, developed the web interface and underwent a review and approval process. Through this process, decades of fieldwork, analysis and digital cartography were brought together to provide both national and local expertise.

Of all the blast monitor& instrumentation systems and techniques av&able today, highspeed photography and videography remain as the most valuable, stand alone, diagnostic techniques to evaluate full scale blasts in the mining and explosives industries. Highspeed image data, coupled with information from other instrumentation systems, such as continuous VOD records, seismographs, laser surveying systems, refraction seismographs, etc. can eIiminate many assumptions about what actually took place in a blast. Thus, diagnostic confidence in evaluating both good and bad blasts is increased, and optimum blast designs are achieved considerably faster when compared to the trial and error approach or relying on just the experience factor.

THE Tri-State Zinc, Inc., Galena, Ill., was confronted with the problem of securing ore from a deposit because the hoisting shaft was several thousand feet from the mill. The orebody is several thousand feet long, averaging 200 ft in width and 60 ft in height and opened up by vertical shafts some 300 ft deep. Mining is by the room-and-pillar method. During the initial operation the ore was loaded by conventional electric 1/2-yd boom-and-dipper shovels and hauled to the shaft by 8-ton diesel trucks. This underground ore loading and hauling was well adapted to the conditions and productive of low costs per ton. However, with the mill situated as mentioned, a triple handling of all broken rock was necessary: l—from the stope to the shaft by truck, 2—up the shaft by skip br can into the surface hopper, and 3—by truck from the surface hopper to the crushing plant at the mill. In addition to the repeated handling, serious troubles were encountered during the winter because of freezing in the shaft hopper. Consideration was given to either moving the mill to the new orebody or to the construction of a second mill. The presence of other orebodies to be mined at a later date made the first alternative impractical while the capital outlay for a second mill, when the present plant of approximately 850 tons per day was deemed sufficiently large for the total reserves, made the second alternative also unwise. It was decided to retain the mill in the originals location and continue to move the ore to it. The idea of driving an inclined adit from the surface to the bottom of the orebody suitable for truck haulage and big enough to allow the passage of all mechanical equipment was conceived. Among the apparent advantages of such an incline were: 1— Direct haulage from the stope to the mill without rehandling. 2—Elimination of virtually all grizzlies. Trucking from underground to the mill would do away with all hoppers, chutes, gates, and skips and make the maximum rock size dependent solely on the size of the shovel dipper at the mine and the crusher opening at the mill. 3—Less secondary blasting would be needed. 4—Ease of transporting equipment and supplies underground. Shovels and trucks could be taken through the incline intact. 5—Equipment could be brought to the surface for repairs and servicing without loss of time. The same advantages of ease in moving would be present in the handling of men, steel, powder, and supplies. 6—There would be far less difficulty in increasing the amount of tonnage that could be moved by truck up an incline than would be found in attempting to increase the capacity of a shaft. 7—All the broken ore in the stopes would serve as bin capacity, as it would take the breakdown of all of the loading and hauling equipment to have the same effect as a delay in shaft hoisting. 8—All danger of men being trapped in the mine as a result of shaft fire or power stoppage would be eliminated. 9— Virtually all trouble from severe winter conditions would be eliminated by the direct haul underground to the mill. The decision was made to proceed with the driving of an inclined adit. The topography of the surface between the orebody and the mill was such that it was possible to locate the portal at a point 170 ft above the mine floor and 1800 ft horizontally from the central point of the orebody to the south and 2500 ft from the mill to the north. A grade of 10 pct was found to be optimum for continuous truck haulage when the various factors of speed, safety, and truck maintenance were all considered. The incline as driven was consequently 1700 ft long on 10 pct grade and 12 ft high by 17 ft wide in cross section. The tunnel-driving equipment was chosen so that it could be used in mining after the completion of the tunnel. Drilling was done with a jumbo with two Joy jibs mounting 3-in. drills, loading with an Allis-Chalmers diesel-powered, front-end loader of approximately 11/4-yd capacity, and hauling by Koehring Dumptor trucks of 8-ton capacity, diesel-powered. The width of the tunnel allowed the end loader and Dumptor to be placed abreast. Since the Dumptors can be driven either forward or backward with equal facility, loading was accomplished without turning around either machine throughout the loading operation. The crew in addition to the tunnel foreman was comprised of three men per shift at the start and in the later work, four men. Each crew could perform any part of the working cycle. If the drilling was completed and the round blasted in the middle of a shift, the same men would proceed with the loading and hauling. Since the mine already had been drained to the bottom levels, no water was encountered. At the halfway point the tunnel was widened for approximately 100 ft to permit trucks to pass. The total cost of the tunnel excluding the capital outlay for equipment, which was all continued in use in the subsequent mine operation, was $60,363.00 or $35.50 per ft. The tunnel was completed at the end of June, 1949 and has been in continuous use since that time. In the five months from July to November inclusive, 106,049 tons have been transported to the mill or an average of 835 tons per day. No unforeseen disadvantages have been encountered and the advantages which had been predicated before the adit's construction have been more than realized. As previously mentioned, the deposit is worked by the room-and-pillar system with occasional faces up to 125 ft high. Except in driving development drifts when diesel-powered, front-end loaders such as were used in the tunnel are employed, all shoveling is done by Yz-yd boom-dipper type shovels electrically driven. These units need a width of 25 ft and a height of 14 ft in which to operate. All hauling is by diesel trucks, mainly Koehring Dump-tors. The enormous deposits of greensand in New Jersey and elsewhere in the United States, many of them close to important octant industrial centers, constitute a perpetual challenge for research chemists to convert them into a commercial asset of national importance. Following the introduction of more concentrated fertilizers, comprising synthetic mixtures of more soluble salts, the quantity of greensand used directly upon the soil has diminished, but deposits of such material still have at least potential value locally for use not only as fertilizer but also as a water softener. An annotated bibliography of the already extensive Literature on greensand, virtually complete to about the end of 1929, has been issued by the Bureau of Mines3/, and the commercial aspects as well as the technology of greensand utilization are discussed in available publications, The purpose of the present circular, therefore, is merely to provide a brief outline of certain general essential considerations for use in appraising the potential value of a greensand deposit in any given locality.

Highwall mining, which is a relatively new mining method, is a preferred and often the only feasible method for extracting coal reserve left by surface mining operations in areas with steep terrain and in closely spaced thin coal seams. Though its safety record is comparable to that of surface mining, failures of mine structures in highwall mines, especially the highwall, have occurred. Methods for the systematic designing of highwall mines to meet the safety and operational challenges are still evolving. This paper presents the results of research into improving the existing design methods and developing new ones for highwall mining operations. The design methodology is aimed at ensuring structural stability of the highwall, roof, web and barrier pillars and preventing subsidence. It takes into consideration the major ground control challenges of soft and layered mine roofs, and interactions from mining closely spaced coal seams. An optimization design process applying a pressure arch concept can be incorporated to improve the recovery rate of coal reserve. A computer program based on the design methodology was developed.

The Bureau of Mines is investigating the Co and Mn resource of the West-Central Arkansas District, including field investigations, mineralogical characterization, beneficiation, and hydrometallurgical tests. The deposits occur within the Ouachita Mountains and are con-trolled structurally, occurring along the axes of anticlines making up the mountain ridges. Brecciated novaculite is cemented with a mixture of Mn oxides, primarily cryptomelane and psilome-lane. Cobalt is concentrated within a particular Mn oxide phase, lithiophorite. Chemical analyses on head samples reported up to 25 pct Mn and 0.17 pct Co. Magnetic separation yielded products with up to 41 pct Mn and 0.22 pct Co at recoveries of 95 pct Mn and 93 pct Co.

"Ongoing research is reported aimed at improving the properties of mesoporous silica-based coatings on various substrates for optoelectronic or medical applications. Tetraethylorthosilicate (TEOS) was selected as the silica precursor, and amphiphilic triblock copolymers poly( ethylene oxide)- poly(propylene oxide)poly( ethylene oxide) as the surfactant micellar template or structure-directing agents. Cetyltrimethylammonium chloride (CTAC) was also used as a control agent. The effect of the templating agent and type of substrate (glass, Si, and Ti) on the mesoporosity, particularly on the alignment of the mesochannels, has been investigated. "In a COREM-McGill collaborative research and development project, gas dispersion parameters and froth properties were manipulated in a copper flotation plant to study interactions between the collection and the cleaning zones. In this paper, specific work on developing some relationships between operating conditions and froth stability in a rougher column flotation cell of 125 m3 is reported. Froth stability, measured by image analysis, was related to the following process conditions for specific flotation machines in an industrial case study: Gas flow rate, collector dosage, pH, frother type and dosage. Across the range examined, froth stability was improved through a decrease in gas flow rate and/or increasing frother dosage. Metallurgical results (grade and recovery) showed that both gold and copper were dependent on froth stability.INTRODUCTIONMcGill and COREM have over the past two years collaborated in a research and development project to merge gas dispersion parameters, frother analysis (McGill technology), and froth properties (COREM’s imaging system) to study the interactions between the collection zone (pulp) and the cleaning zone (froth). The main goal is to increase knowledge of flotation cell hydrodynamics since it is known to govern the metallurgical performance of the flotation process (Power et al., 2000). In this paper, specific work on developing some relationships between operating conditions and froth stability in a copper flotation circuit is reported.The objective of this work is to study gas dispersion in a large volume flotation column (hydrodynamics) and to measure its impact on the froth. By froth imaging, it is possible to diagnose operational problems on the basis of froth characteristics (Bartolacci et al., 2005a) and consequently, to propose ways of improving process performance by froth analysis (Bartolacci et al., 2005b).Another approach to froth characterization is investigated in this paper. In the same flotation column, a froth stability apparatus (column) was included (Triffet and Cillers, 2004). The mechanical froth stability apparatus is used to link “hard” froth characteristic measurements to “soft” froth characteristic measurements (those obtained by imaging)."

Mitigating the vibrations resulting from a blasting rocks is one of the most common challenges that Peruvian mining has, since if this impact is not mitigated it can generate discomfort and altercations with neighboring communities and also puts the continuity of the mining project at risk. In that sense, we must establish control parameters to mitigate these effects as much as possible. As a starting point we must establish areas of interest that in this context would be the communities near the mine; first stage to carry out constant monitoring at these points, the registration of vibrations and noise is vital for the success of this control, with this information we can establish predictive models, the registration of elemental waves and the evaluation of human perception. In a second stage, this information allows us to make decisions in engineering such as the selection of delay times, elaboration of detonation sequence schemes, maximum amount of operating load per delay window, as well as the use of special load designs (Decks). There is a fear that these controls generate negative impacts to the process, referring to fragmentation, dig rate, throughput, etc. Since we limit the explosive load necessary for the results we need. To avoid this we use "Decks" type load designs under a sequencing between these under time calculations by elemental waves, which generate a reduction in vibrations up to 50%, also complying with strict regulations without affecting the power factors to comply with our performance indicators. Finally, in a third stage we must carry out a constant evaluation of results according to the progress of the mine.

The existence of a critical size buildup in an autogenous or SAG mill can be predicted from proper examination of drill core and ore samples. Methods of dealing with such critical size in a primary mill are reviewed in the context of ore properties, whether or not pilot plant-scale testwork has been conducted, and also with respect to the design of new plants or the retrofitting of existing operations. The implications of not planning for pebble crushing in situations where it is appropriate are discussed.

Since early-2001, Kalgoorlie Consolidated Gold Mines (KCGM) has successfully operated an ultra fine grinding (UFG) circuit to supplement its roaster capacity for the treatment of the refractory gold flotation concentrate. A second UFG mill was installed in 2002 taking the total UFG capacity to over 20 tph while grinding to 11 to 12 microns and achieving over 90 per cent gold recovery. A development program in 2002/3 involving plant trials, pilot plants and laboratory testwork resulted in process improvements and a better understanding of the milling and gold leach processes that assisted in narrowing the gap between UFG and roasting. This paper details the operation of the ultra fine grinding process at KCGM as a non oxidative treatment for the extraction of gold from a refractory ores.

Cylindrical samples of pure titanium were subjected to uniaxial compression at room temperature, leading to the formation of three generations of twins. Many primary contraction twins were observed as the initial texture was favourable for their formation. Numerous secondary extension twins formed within the primary contraction twins and some tertiary contraction twins within the secondary extension twins. The orientations of these three generations of twins were determined by electron backscatter diffraction techniques and their associated Schmid factors (SFs) were calculated. The formation of the twin variants selected in each generation and the absence of certain potential variants are accounted for by rotating the twinning displacement gradient tensor expressed in the twin system reference frame into the crystallographic reference frame of the relevant neighbouring grain. The presence of the observed primary, secondary and tertiary twins is explained in terms of the ease of imposing the required accommodation strains on the neighbouring grains. By contrast, certain first, second and third generation potential high SF twins were absent because their formation would have required accommodation by the most difficult deformation mode: pyramidal glide.

Hydraulic coal mining is being successfully practiced in China, U.S.S.R., Japan and Canada and in each country, excepting Japan where suitable sites are not available, the system is being expanded to either existing conventional mines or new mines. Productivity levels and economics at these mines are in all cases better than the productivities achieved in conventional mines in the same general localities. In the U.S.S.R. face productivities approaching 50 tons per man shift have been reported while in Canada the latest statistics show average face area productivity levels are in the region of 200 tons per man shift production monitor. In the United States hydraulic mining has not been actively pursued to the same degree and consequently there are no full scale hydraulic coal mines in operation or construction. Because many of the coal measures in the Western U.S.A. are generally somewhat similar to those being successfully hydraulic mined in Western Canada and parts of Siberia it is realistic to believe that successful hydraulic mines can be designed and developed in the Western U.S.A. Particularly if the vast technological base that already exists is used to improve on other people's ideas, systems, methods and equipment.

The State Division of Geology Arkansas Resources and Development Commission, and the Arkansas-Oklahoma Coal, Operators Association requested assistance from the Bureau of Mines in a study of coal-mining methods and practices in .Arkansas coal mines with the objective of reducing production costs. On October 7, 1946, a joint meeting was held by representatives of the Arkansas Resources and Development Commission, approximately 30 coal-mine Operators of the Arkansas -Oklahoma Coal Operaters Association, and representatives of the Bureau of Mines. The many problems confronting the coal industry in Arkansas, including mechanical mining in thin beds, costs, labor, and working time were discussed. Following this Meeting, a joint letter from Harold B. Foxhall, State geologist, and -P. R. Stewart, commissioner, Arkansas-Oklahoma Coal Operators Association, was addressed to Dr. R. R. Sayers; former ,Director of the Bureau of Mines, requesting that mining conditions in Arkansas be studied.

The adsorption of dialkyl di-and mono-thio-phosphinates on gold, silver and gold-silver alloys has been studied in the present work. These reagents, which are selective collectors for sulfide flotation, have been found to improve precious metals recovery from ores. Voltammetric studies have indicated that dithiophosphinate adsorbs on gold at much higher potentials than on silver, while monothiophosphinate adsorbs only on silver. However, both adsorb on gold-silver alloys with the adsorption potential decreasing with increasing silver content. Using FTIR spectroscopic measurements, the surface species formed during the interactions of these collectors have been identified. The results of the electrochemical and spectroscopic measurements have been compared with the contact angle data obtained at controlled potential conditions.
