A NOTABLE feature of the practice of the American mining engineer is the fact that 'his field has been world wide, and the results of his work may be found in all countries. For this reason, the mining engineer is particularly interested in any legislation tending to restrict his freedom in this respect. In their zeal to improve the status of the professional engineer, those responsible for the enactment of the registration laws now in effect in various of the United States may have introduced a practice that will result very much to the detriment of the American mining engineer. He is preeminently interested in the maintenance of the professional "open door," and fame may be the reward of him who calls the first "International Conference for the Limitation of Restrictive Legislation." There is no reason why these United States should be the only country to regulate the practice of professional engineering and, in fact, the movement is spreading beyond its borders. Already, it is necessary for the mining engineer to be thoroughly conversant with the various state laws in order to insure his right to pursue his calling. It may soon be necessary for him to make sure of his status in foreign countries before undertaking work in them.

In 2008, the authors developed a methodology for identifying underground coal mines at high risk for major-hazard events. It focused on major hazard-related violations of safety standards associated with high-risk conditions. Later, using a sample of 103 mines with 2008 and 2009 data, injury measures and U.S. Mine Safety and Health Administration (MSHA) citation data were combined into a safe performance index (SPI). The SPI was used to assess the relative safety-related risk of mines, including by mine-size category. In this paper, comparisons are made of SPI-associated, normalized safety performance measures across mine-size categories, with emphasis on small-mine safety performance as compared to large and medium-sized mines. A combined ion exchange X- ray spectrographic method was evaluated for the determination of 11 metallic elements in high - purity tungsten : Aluminum , calcium , chromium , cobalt , copper , iron , magnesium , manganese , nickel , titanium , and zinc . Copper , nickel , and manganese in the 5- to 100 - microgram range ( 1 to 20 parts per million based on 5 - gram samples of tungsten ) , calcium in the 10- to 100 - microgram range , and cobalt in the 5- to 20 - microgram range can be determined within an accuracy of ± 10 percent of the amount present . Limits of detection of these elements are 0.05 to 0.14 microgram . The overall method was unsatisfactory for the determination of aluminum , chromium , iron , magnesium , titanium and zinc in tungsten .

INTRODUCTION The gold production is from the state-owned gold mines, the local gold mines and the by-product of metal mines. Since 1975, the small gold mines have developed in rapid strides. Currently, there are about 3000 small gold mines in China. Most of them are operated by the local, and the production is about 50% of China's gold output. In the small gold mines, the normalized mining equipments are employed at most of mines, but some mines still use such backward tunnelling and mining tools as pick, shovel and hand hammer etc.. The mining techniques have developed from the primitive to the advanced, especially the methods of open stope, shrinkage and filling have been widely used. Such new mining techniques as bolting, vibrating draw, non-electric ignition and diamond drilling etc. are also introduced in the wall gold mines. In recent years, the development of small gold mines is very fast under the guidance of new mining policy which is ' rapid and great development of large-sized mines, helping small mines to develop, and quick mining for the existing mines; and encouraging the collective and the individual to operate a mine.' GEOLOGICAL FEATURES The gold veins are dominant, which are divided into two types, ie. the mesothermal deposit with altered rock in a crushed zone and the hypothermal deposit with quartz veins. The orebody distribution is not centralized, and the size of deposit and single minable orebody is small respectively. Most of deposit dip at 30° to 50°, characterized by expansion and shrinkage, ramification and compound, thinning out and reappearance, separation and composite at the parallel veins etc.. The ore grade is variable, and the factor of grade change is above 100%. The waste zones with lean or submarginal ore usually exist in deposits. As for the gold deposits with altered rock, the ore boundary is indistinct. Most of gold deposits, particularly the gold deposits with altered rock, are intruded by the late structural rock, thus the faults and joints are developed, and the rock and ore are crushed, especially the host rock of roof wall is very crushed. It ie obvious that the conditions of both formation of deposit and mining are considerably complicated. HISTORY With a long mining history and rich experiences, the local gold sectors are small, but they play an important role in China's gold mining industry. Dated from Xia and Shang Dynasty, the gold goods was made. In the Tang Dynasty, the development of gold mining industry was very fast. A Chinese poem , written by Liu Yuxi -- one of famous poets in the Tang Dynasty, says: As sun is shining over Dengzhou land, The fog on river slowly goes away, The panning girls together meet at bay, The beauty's jewels and stamps of king are gold from river sand. This poem shows the local gold mining was flourishing at that time. In 1888, the local gold mining sectors were all the rage at the moment, and the annual output of gold was as high as 21.5 tons. Since the founding of New China, the development of local gold mining was subjected to several back- sets, but certain advances are made on the whole, especially since 1970. Round about 1970,the simple, backward and indigenous mining was dominant in the small gold mines; for instance, the hand-hammer drilling, the hand-operated winch hoisting and the hand haulage etc.were main methods of gold mining . Up until the late 1970s,great changes took place in stoping, haulage and so on. Currently, some advanced technology and large-sized equipments are adopted in the local gold mines. Generally, the local small gold mining sectors play an important role in development of China's gold mining industry, and are important and attractive sectors. PRESENT DEVELOPMENT

The Wonawinta silver project near Cobar in NSW is under development by Cobar Consolidated Resources Limited (CCR). RMDSTEM Limited is part of the owner’s team for feasibility, design, engineering, construction and commissioning.With a 51Moz resource CCR is one of the largest pure silver players in Australia. A probable reserve of 14.3Moz has been defined for a mine life of approximately five years. The silver mineralization is contained in host rock composed of clays and oxidized limestone. The ore also contains on average 1.3% lead as cerussite, and other minerals. A simple circuit consisting of slurrying of the ore, gravity treatment of the coarse fraction to recover lead, silver extraction using CIL, elution and the Merrill Crowe silver recovery process, has been developed.The “value engineering” approach to this development pioneered over the past decade by RMDSTEM has meant that RMDSTEM has delivered the bankable feasibility study at a cost of $0.07 per resource ounce. It is highly cost effective making efficient use of shareholders funds as well as being very time efficient. This paper describes the application of the value engineering approach to the development of the Wonawinta project.

The objectives of this effort were to: 1) Develop and validate start-of-shift operational inspection procedures to be used by operators of mobile, self-propelled equipment used in surface mining operations; 2) Evaluate user acceptance of the developed procedures; and 3) Recommend methods and media for presentation of the developed procedures to the user population. Mobile, self-propelled surface mine equipment requiring start-of-shift inspection was identified. Subsystems amenable to operational inspection were identified. The procedures addressing all safety critical subsystems on each equipment type were then developed and validated. The inspection procedures developed were those that could be performed largely from the operator's station. User acceptance was evaluated during on-site data collection visits to surface mines. Representatives of the user population reviewed the procedures and were then interviewed. Recommendations for the methods and media of presentation to the user population were developed from information obtained in: 1) Review and analysis of instructional technology literature applicable to this area; 2) On-site data collection; and 3) Analysis of the working environment and characteristics of the user population.

The successful treatment of waste materials to recover metals with acceptable purity is often hampered by the presence of undesirable impurities. The problem is further complicated by the need to insure that any residues or solutions generated are environmentally acceptable. Hydrometallurgical processes involving leaching- solvent extraction-electrowinning offer some attractive features which address many of these problems. However, in certain instances trace impurities that contaminate the organics are difficult to chemically strip and interfere with the overall process efficiency. A new processing scheme has been developed which appears to provide some attractive alternatives for impurity removal from organics. It has been shown that many ionic impurities can be electrochemically removed from the organic by spontaneous direct reduction using solid metals. A variety of metal ion impurities have been removed from selected common organic extractants such as D2EHPA and TBP using different metals as the reducing agents. The results and probable mechanisms involved in the reactions are discussed.

MODERN steelmaking has gradually evolved from an inefficient small-scale operation, utilizing tiny units, to a highly efficient one utilizing large units almost completely mechanized. The leading position of the United States in the steel industry is due to the possession of easily assembled high-grade raw materials and large-scale highly developed plants. Modern integrated steel operation is largely one of material handling. Mining and transportation of iron ore, coal, and fluxes, coking the coal in by-product ovens, smelting the ore with coke and limestone in blast furnaces, converting the resulting pig iron into steel in the Bessemer, or in the open hearth when supplemented with scrap, and fabricating the resulting steel ingots in the shapes of commerce all are done on a huge scale, mostly by machinery, most of the labor being employed either in operating the machine or keeping it in repair. At the same time the quality and uniformity of the product have been greatly increased by the development of scientific knowledge and operating skills. Thus, the steel industry in this country is highly developed both mechanically and technically.

The wettabilities of agglomerates made from coals of several different ranks were measured by the adhesion technique. Oil levels from 0 to 10% by weight were used. As was expected, it was found that higher-rank coals are more easily oil-wetted and that the surface properties of the agglomerates correlate with agglomeration recovery and ash removal data.

In May 1984, Davy McKee Corporation was awarded a contract for engineering design, procurement assistance, project management and startup services for two gold recovery plants? in the People's, Republic of China (PRC). The basic design of these two projects was to be accomplished by a combined effort of the Chinese and Davy McKee Corporation (DMC). The, design goals were to provide a state-of-the art plant while maintaining Chinese standards and design practices whenever possible. Chinese-manufactured equipment was to be used as much as possible. This paper discusses the project organization and procedures developed to accomplish the design goals, the process selection and design, and the selection and procurement of equipment outside of the PRC. Design development for grinding, leaching and carbon adsorption, and gold recovery are discussed in detail. The major goal of process selection and design was to provide common criteria for both plants. Equipment .sizing and selection was identical for carbon-in-leach adsorption, gold recovery, acid washing, and carboo regeneration for both plants. Of special importance is the design of the wastewater treatment system. Due to the cl0se proximity of a major population area, slurry discharging from these mines must be treated to meet drinking water standards. The process development and design of this system is also discussed in detail.

The development and maintenance of underground roadways are increasingly important aspects of the modern mining process. With the trend toward automation and track-less mining, roadbeds capable of with standing increased wheel loading have proven necessary to maintain high vehicle speed and reduced maintenance costs. Concrete has been used successfully on some roadways in order to obtain the required characteristics. However, this solution usually involves unacceptable expense. The objective of the Road Router project was to create a drift floor profiling machine capable of cutting a smooth surface out of the existing rock floor of development drifts and ramps. This surface would provide a durable, high strength, low rolling resistance roadbed that would allow for reduced operating cycle times and lower maintenance costs of scoops and haulage trucks. The Road Router has the potential to offer an alternative to concrete with substantial cost savings.

"The self-heating facility developed at the Noranda Technology Centre [Rosenblum and coworkers, 2001; 1995] has now been established in the Department of Mining, Metals and Materials Engineering at McGill University. A research program into mechanisms has been initiated (with support now from four industrial partners under Camiro). The first investigation is into the role of pyrrhotite (Po), the most commonly suspected mineral to trigger self-heating. Following a standard experimental protocol, self-heating was assessed on samples of Po mixed with sand as an inert material. With increasing Po content, self heating progressively increased but, interestingly, the samples visually appeared less and less oxidized. A high Po content, it was hypothesized, may give a more reducing environment favouring formation of H2S. The presence of this gas could be significant as it has a high exothermic heat of reaction with oxygen. The system was modified to test the hypothesis by including copper pieces and copper sulphate to react with (and therefore reveal) the gas as copper sulphide. Evidence is presented in support of H2S production, which to our knowledge has not been shown before and introduces a potentially important avenue of investigation into self-heating mechanisms.INTRODUCTIONSelf-heating of sulphide minerals poses potential environmental and safety hazards in mining of ores, and storage and transport of concentrates. While some conditions are known to be critical, the reactions remain poorly understood making self-heating difficult to predict and control.A major advance in measurement was introduced by Rosenblum and co-workers [Rosenblum et al., 2001; Rosenblum and Spira 1995]. A self-heating assessment method was developed and applied to various sulphide-bearing materials The method is based upon automated calorimetric cells with data acquisition, now available to McGill researchers and which have been used for the study reported here."

The National Institute for Occupational Safety and Health (NIOSH) conducted a monitoring field study to optimize the rib control plan in a room-and-pillar coal mine. The study mine is located in the Central Appalachia coal basin. Two monitoring sites were selected at different sections in the study mine. The selected sites have different overburden depths and geologies. The instrumentation plans at study sites include borehole pressure cells installed at various depths in studied pillars, rib and roof extensometers and load cells mounted on number of the rib bolts. The instrumentation results and observed geology for one of the study sites showed great potential for optimizing the rib bolt plan at that section of the mine. Therefore, a rib support optimization study was followed using numerical modeling technique. A calibrated threedimensional model was developed using the instrumentation results of the optimization section. The calibrated model was used to determine the optimum rib support for expected overburden depths and rib heights. Baseline rib bolt patterns were assumed for the optimization study. Additional rib bolts, above and beyond the baseline bolting parameters, were outlined and identified as solutions to contain the rib fracturing identified by the modeling results.

The PLATSOL® process, initially developed for the treatment of the NorthMet Cu/Ni/PGM concentrate, has seen over the recent years its applicability extended to include numerous other Cu/Ni concentrates of the same type, as well as other precious metals-containing feedstocks. However, several concentrates were found refractory to the typical PLATSOL® conditions, more particularly so the platinum. Attempts to extend those conditions, such as higher temperatures (250°C), longer retention time, increased oxidation conditions, higher chloride additions, were not successful. Detailed mineralogical investigation of those PLATSOL® leach residues indicated the main refractory mineral to be cooperite (PtS). Further metallurgical investigations showed that a thermal pre-treatment of the concentrate effectively unlocked the refractory platinum minerals for the subsequent leach. Temperatures between 400 and 750°C were tested, with the optimum being found around 650°C. The kinetics of the pre-treatment process were fast, and one hour at temperature proved sufficient. Under those conditions, PLATSOL® extractions were re-established around 95% for both platinum and palladium. From a mineralogical examination of the calcine, it was shown that the effect of the pre-treatment was to transform the cooperite and other refractory sulphides into metallic platinum and alloys, amenable to the PLATSOL®. The implications of the pre¬treatment step for the processing of PGM concentrates arc briefly discussed.

NONMETALLIC MINERALS, exclusive of fuels, may be divided into three groups: Building materials, fertilizer minerals, and miscellaneous minerals. Building materials, such as sand, gravel, slone, lime, and the ingredients of cement and clay products, occur widely in nature and are thus available near consuming centers at relatively low prices. Cost of transportation over great distances deters any' substantial movement in world trade. On the other hand, fertilizer minerals, such as phosphate rock, potash, nitrates, sulfur, and pyrite, and the miscellaneous nonmetallic minerals, such as long-fiber asbestos, mica, graphite, fluorspar, and china clay, do not have such widespread occurrence and consequently contribute the major part of the world's commerce in such minerals. There is no doubt, if any existed, that the commercial minerals world has now moved into a new era of unprecedented challenges in the sourcing, mining, processing, trade and use of industrial minerals. Industrial (nonmetallic) minerals remain the often unsung workhorse of mineral commodities and specialist raw materials that frankly keep the world’s manufacturing industries ticking over, and everyday products we use in sound availability. They are also very much present among the so-called “critical minerals” necessary to advance cutting-edge developments in growing high-tech markets such as in energy transition: for example, lithium, rare earths, graphite and fluorspar. Indeed, in the United States during 2024, industrial minerals again accounted for the majority share of total sourcing, and, yes, geopolitics. The last few years have witnessed a series of geopolitical issues that have impacted and continue to impact international trade in industrial minerals. Above all, it has been the threat and implementation of recent trade tariffs between countries that have been most damaging in creating a potential trade war. mine production by value at $72.1 billion, or 54 percent, followed by metals, 25 percent, and coal, 21 percent, according to the latest data from the U.S. Geological Survey (USGS). The Mt Tom Price orebody of Hamersley Iron Pty Limited consists of a folded hematite - shale sequence capped by a layer of goethite. Consequently, variations in iron content occur within the ore body, and as the overall grade is below that required to make specification products, selective mining must be carried out. A necessary preliminary to quality control of products based on selective mining is the production of advance data on the tonnages and grades of material to be expected in future mining areas. Bench plans showing zones of different grades and types of material anticipated are prepared from structural geological information. The grades of materials on a bench are essentially governed by the positions and attitudes of the shale bands. Quality control is exercised by blending different grades and types of material in primary crusher feed. Iron grade is the prime grade consideration although sometimes the level of phosphorus content must be considered. Pre-production grades are determined from assay of samples taken from blast hole cuttings. As shales are more friable than hematite, product fines are always lower in iron grade than the lump product. The realisation of contract specification grade is more difficult with fines than with lump, so maintaining the correct fines grade becomes a prime factor in quality control. Control of fines grade is presently effected by aiming for an appropriate feed grade to the primary stockpile. Studies to estimate fines grade directly by qualitatively taking into account material types are in progress. Quality control measures are checked by monitoring the crushing and screening plant output, and taking appropriate compensatory actions in the mine when required. Minor fluctuations in quality of fines can be blended out on stockpiles. The quality control measures described ensure constant quality products, and a good recovery of high grade material from the deposit.

St. Marys Cement Company operates two cement plants in Southern Ontario, Canada. The original plant, located at St. Marys, a town 20 miles north of London, Ontario, began operations in 1912. A second plant, located at Bowmanville, Ontario, 40 miles north east of Toronto, began operations in 1967. In June 1973, St. Marys Cement began feasibility studies of modernizing their wet process plant at St. Marys. Over its 61 year life, this plant had been expanded from 335 m. tons per day (375 s. tons per day) to 2000 tpd (2200 s. tons per day), with all the original equipment retired several years ago. The objectives of the feasibility study were to develop a conceptual plan for a dry process plant and to de-, fine the appropriate process method and equipment. This study proceded along four fundamental fronts: a) How could the clay raw material, a glacial till with up to 20% boulder content, be processed in dry form and beneficiated? b) Were the raw materials suitable for the most efficient form of dry process kiln, the 4-stage preheater? If a 4-stage preheater kiln is selected should it utilize a precalciner? c) What type of clinker cooler should be used? d) What environmental constraints would be imposed on this plant and how can they be reconciled with capital and operating limitations? During the feasibility stage, pilot plant work was done on two possible solutions to the clay problem, operating plants in Europe were visited and discussions held with kiln and mill vendors.

Newmont Australia is the operator of the Mt Leyshon mine near Charters Towers, Queensland. Mt Leyshon is an open cut gold mine, which processed on average 5.0 Mt of ore and produced up to 250 000 ounces of gold per year. Mining was completed in early-2001, followed by treatment of low-grade ore stockpiles for a further 12 months. Approximately 250 ha of waste rock dumps have been rehabilitated. Rehabilitation of two of the three tailings storage facilities (TSF) has been completed and the third is in progress. A field performance monitoring system that includes an automated meteorological station, large-scale lysimeters (measurement of net percolation), and in situ moisture content sensors (measurement of moisture storage changes in the cover material) were installed to monitoring performance of the cover systems placed on the waste storage facilities. This paper focuses on the installation and calibration of the in situ moisture monitoring system. The moisture monitoring system provides automated detailed in situ volumetric water content data above and within the large-scale lysimeters. A portable unit that provides spatial in situ moisture content measurements at additional locations on the cover system is also utilised. The paper will focus on installation and calibration of the in situ water content monitoring instrument in the waste rock, coarse cover material, and fine textured cover materials of the tailings facility and waste rock dump cover systems.

This paper deals with roof bolting in Alabama coal mines and iron-ore mines from the time it was introduced in early May 1948 to May 1, 1953, a 5-year period. The Tennessee Coal & Iron Division of the United States Steel Corp. began systematic roof bolting in early May 1948 in a coal mine and in an iron-ore mine, which had some of the poorest roof conditions in the Alabama mines. After the efficiency of roof bolting had been proved by the Tennessee Co. it was gradually adopted by other companies throughout the State, until in May 1953 approximately 53 percent of Alabama's total coal production and 100 percent of Alabama's total iron-ore production, mined underground, was being produced from roof-bolted areas. Statistics in this report will show the advancement made in roof bolting in the 5 years and also the amount of roof bolting that was being done as of May 1, 1953. Significant progress has been made in the coal and iron-ore mines of Alabama in reducing the roof-fall fatality rates during the past several years by adopting systematic roof bolting. The groundwork was laid through successful experiments early in 1948 by the Tennessee Coal & Iron Division of the United States Steel Corp. in cooperation with the Federal Bureau of Mines. This experimental work was based upon the previous experience of the St. Joseph Lead Co.2/ in its Southeastern Missouri mines.
