Some project managers accept unsatisfactory economic evaluation modelling because they are unaware of what constitutes good practice. They tend to leave it to the evaluation specialist or others to decide. The AusIMM has published on its website a draft set of guidelines for technical economic evaluation which will allow these project managers to take control and demand worldÆs best practices.The style of the guidelines is described and the source of a worked spreadsheet example in Excel is given.Economic evaluation in project management is described. A simple test for the acceptance or rejection of evaluation work is offered. The nature of modelling and evaluation in each of the three study phases of concept, prefeasibility and final feasibility are described. Suggestions on the selection of specialists for each phase are given. The three levels of evaluation thinking are described, namely, modelling, valuation and evaluation. Finally the meaning of æfinancial analysisÆ is explained.The conclusion is that æthe role of an economic evaluation specialist is to create models and evaluations for the whole project team to readily understand and use: it is not to create models for his/her own useÆ.CITATION:Card, P, 2012. Two distinct types of defects occur at times in copper wire as a result of the use of dies of improper design or undesirable wire-drawing practice. The conditions under which these defects may be produced, as well as precautions to be taken in order to prevent them, have been known to The American Brass Co. for many years. The quality of the copper wire bars and rods has too often and unjustly been held responsible for these particular defects and it is to correct any such belief that this paper is presented. An extremely high quality of electrolytic copper has been supplied to the trade by all refineries for the last 20 years at least. The purity of the copper would average well above 99.900 per cent. The casting of the wire bars has been handled in a generally satisfactory manner. The bars have been cast sound, with a flat to slightly crowning set and have been free from sloppy edges, cold sets, etc. In other words, the wire bars have met A. S. T. M. specifications and have been generally satisfactory. For the most part, they have been everything that could be desired from a quality standpoint yet most of the wire mills in this country and in Europe have at times held the quality of the copper responsible for the two types of defects described in this paper. As a matter of fact, these defects are produced entirely in the wire mills. The author has visited many of the large wire mills in the United States and in Europe to investigate these defects. In some cases the trouble has been so serious that the wire mill has ceased operations. At times the wire mills are reluctant to believe that they are responsible for the defective product. The effect of die design, wire-drawing practice, etc., upon the quality of copper wire has received' little study on the part of wire mills, particularly those that have commenced operations in the last few years.

Electrochemical behavior of an X-80 pipeline steel, including frequency-sweep electrochemical-impedance spectroscopy (EIS), time-sweep EIS at a constant frequency and open-circuit potential (OCP) monitor, was investigated using four-point bending specimens subjected to a stress-corrosion cracking (SCC) test in a near-neutral pH environment. The capacitive loop became smaller with test duration, revealing an increase in the corrosion rate. The resistance obtained in the constant-frequency EIS test showed two regions, of which the region with a remarkable decrease in resistance transformed into a region of slow decrease, whereas the capacitance increased with test time indicating that iron dissolution was fast at first, and then a corrosion product or film formed and covered the surface, leading to the pitting formation.

Circular secant pile shafts were installed along the tunnel alignments for both the Ohio Canal Interceptor Tunnel project in Akron, Ohio and the Ohio River Tunnel project in Louisville, Kentucky. The diameters ranged from 34 to 51 feet and the depths ranged from 49 to 107 feet. Verticality and concrete volumes were measured on all piles to verify compliance with the design, which for some shafts consisted of a finite element model with multiple openings using unreinforced concrete secant piles. All secant piles were drilled into rock to seal off the groundwater. This paper will discuss the design, construction and quality control of the secant piles for these projects. INTRODUCTION Many Midwest and Northeast cities have Combined Sewer Overflow (CSO) systems which discharge pollutants into waterways during wet weather events. One way to remedy this issue is to provide a temporary overflow tunnel. A temporary overflow tunnel connects to the combined sewer system and collects the overflow during wet weather events, storing the wastewater until the event has subsided. After the storm event, the stored wastewater can be pumped to the treatment facilities and processed as normal. Project Background – Akron, OH The Ohio Canal Interceptor Tunnel (OCIT) project was performed as a result of the Environmental Protection Agency’s (EPA) Consent Decree with the City of Akron, Ohio. This Consent Decree required modification of the existing Combined Sewer Overflow system. The resulting project consisted of a 27- foot diameter tunnel with multiple points of entry to capture the sewer overflow and prevent it from entering waterways. The tunnel is over 6,000 feet long and is as deep as 150 feet below the ground surface; see Figure 1 below.

The Albany Conglomerate is a widespread geological unit found in northern areas of Auckland, New Zealand. It has previously been described as part of the early Miocene Waitemata Group which underlies most of Auckland. Much of the Waitemata Group comprises weak interbedded sandstones and mudstones, but also includes conspicuous conglomeratic units such as the Albany Conglomerate. The Albany Conglomerate comprises a well-cemented mixture of hard pebbles, cobbles and boulders of igneous and metamorphic derivation in lenticular beds. A number of tunnelling projects are planned for the near future in Auckland. Recent experience has shown that the variable features associated with the Albany Conglomerate can make selecting appropriate construction methods very challenging. This paper explores the engineering geological and sedimentological features of the Albany Conglomerate with respect to other conglomerates within the Waitemata Group and the potential implications on tunnelling projects in Auckland. This study is motivated from the increased interest in recent years to explore use of Ocean Energy Converters (OEC’s).OEC’s can be tidal or generate electricity from wave or current action. Design of foundation systems for these OEC’s is a key consideration as it can represent about 35% of the initial installation cost. The primary focus of this paper is related to foundation systems involving monopiles where a key design consideration includes gradual accumulation of pile head deformations beyond serviceability limits of the OEC. This design consideration is important since these foundation systems are often subjected to more than 108 low amplitude repetitive dynamic load cycles during a normal 30 year design life. Research on single model piles installed in sand and subjected to over 104 low amplitude lateral load cycles have shown that pile head displacements and rotations tend to increase gradually with increasing load cycles. This gradual development of pile head deformation is related to plastic strain accumulation in the soil in the vicinity of the monopile. Analytical methodologies based on conventional p-y curves typically cannot predict these accumulated pile head rotations and displacements. Even 3D dynamic Finite Element Analyses may not capture this response for several conventionally used soil constitutive models. This manuscript presents predictions using p-y based methods as well as 3D dynamic finite element analyses. The different numerical predictions are compared to available experimental data. Results from this study show that conventional p-y methods do not predict the gradual pile head displacements observed experimentally. Modified p-y curves, developed for cyclic loading, do a better job than conventional p-y curves but tend to greatly under predict deformation. This is believed to be related to the cyclic load test data used to develop these cyclic p-y curves which involved at most up to 500 cycles and did not include high frequency contents or partial unloading cycles. The 3D FEA captured reasonably well the general observed trends of gradual accumulation of pile head rotation and lateral deformation with increasing constant amplitude lateral load cycles.

Introduction The role of marketing in the minerals and mining industry takes on different degrees of importance depending on the commodity, but nowhere are sales and marketing more important than in industrial minerals. This article compares industrial minerals marketing with the marketing of other mining and mineral products. Marketing in Mining Some broad generalizations on the marketing of industrial minerals in relation to other mineral products can be made without getting bogged down with exceptions to generalizations. Two totally different areas of mineral production are crude oil and natural gas, and metals, including ores and concentrates. Although these commodities are the basis for two completely different industries, they share two things in common from a marketing standpoint: • Their value per unit volume is usually high enough so that they can be transported great distances. • Their specifications are readily definable and, therefore, the quality of a standard product from a production run can be communicated by stating certain chemical and physical features. This permits sales to be consummated by telephone, telex, and letter, without the need to pretest the products under use conditions. In regard to the first item, industrial minerals, as opposed to oil, gas, and metals, are in most instances site specific. Location of the point of production in relation to the point of use is of paramount importance based on a generally lower unit to volume value. This means that transportation is a major factor, with the cost of getting the mineral to market commonly exceeding its f.o.b. value. This paper discusses the comparative performances of the three activated carbon adsorption circuits at the West Wits operations of Anglogold. These circuits consist of two pump-cell circuits (at Two Plant, formerly Elandsrand and at Three plant) and a conventional counter-current adsorption circuit (at Mponeng plant). The implications of the improved performance of the pump-cell plants are discussed.

With a growing number of mines reaching closure and seeing closure costs materialize, regulators, lenders, and banks are observing projects that fail economically by miscalculating these costs. Mine closure costs are often categorized as a type of liability which is defined as the money owed by the company to offset effects from the project, and the money available to pay for those debts (e.g., bond). Often, decisions made before Day 1 of mining (e.g., co-disposal, dry stack tailings, waste segregation) can significantly change the bond calculation. Once the bond is calculated and funded, operators are encouraged to conduct closure research and use applied science for progressive bond release prior to final closure. However, this author has observed few instances of financially significant progressive bond release, as there are typically no robust procedures for bond return, either before or during closure activities. As a result, many companies decide that entering a state of Care & Maintenance (C&M) is less risky than attempting to fund closure activities with an unknown bond return mechanism. Although perhaps less risky in the short-term, the primary long-term risk with entering C&M is that it increases the chances of the bond not covering the cost of closure and the chances of the government/regulatory agency inheriting the mine closure. Bonds are typically reevaluated on a regular cycle (e.g., five years) so every mining company goes through this financing challenge eventually.

MECHANIZATION is being developed to some extent in every coal field in the United States and it is rather difficult to say which State or section of the country has made the greatest advancement. Statistics now being compiled for 1928 will show the tonnage mined, the amount of equipment used in each of the coal-producing States, and the comparative tonnages and percentages of total tonnage mined in each of these States, and will reveal which field is making the greatest advancement as far as quantity of production is concerned. However, while the tonnage figures are of great importance there-are other phases of coal-mine mechanization, such as the types of equipment, the mining methods and coal bed conditions, which are of equal interest. The change from hand-mining practices in all of the various operations from the face to the railroad cars is, perhaps, more indicative than any other one thing of the real progress being made.

The basic mining law of French Morocco is the Edict of 1914, "Danir of Jamary 19, 1914, for the Regulation of Mineral Prospecting and Exploitation in the Zone of the French Protectorate of the Cherifien Empire," which, as the preamble states, was promulgated at the instance of the Director General of Public Works, in consideration of the fact that mines constitute one of the sources of wealth of the Empire. According to a consular report, dated May 18, 1923, by Bradford, men- tioned above, the mining industry of that country, aside from the exploitation of the extensive phosphate deposits, can scarcely be said to exist, but the potential field for mining is promising. However, no large-scale exploitation of the mineral wealth of French Morocco can be hoped for until there is complete pacification of large areas that are still in an unsubdued state or until adequate transportation facilities, scientific prospecting, and large investments of cap- ital are assured. An edict in 1920 (Dahir of January 27, 1920) modified the law mentioned above by declaring the prospecting for and the exploitation of phosphates to be exclusively reserved to the Government. The Dahir o. August 7, 1920, announced the creation of the Cherifien Phosphate Office (Office. Cherifien des Phosphates), a State monopoly charged with the exploration, management, and exploitation of the phosphates of Morocco.

Unfortunate occurrences resulting in injuries, loss of life, and destruction of property by explosion, fire, and other mishaps during shaft sinking in the past few years have focused the attention of the Bureau of Mines on the need for safety standards for such operations. Several States have some rules and regulations applicable to local conditions, and several Bureau publications (including some now out of print) cover the hazards that may be encountered in shaft sinking. Certain requirements of the Federal Mine Safety Code and Federal Coal Mine Safety Act may be applied, but there are no definite, uniform standards that will guide those desiring to sink a shaft safely and bring about uniform safety inspections.

The report states accident rates for gassy/dusty coal mines represented as an ergatic system "man – machine - environment" with further analysis by the method of conditional probabilities. A coal mine has been analyzed with allowance for the attending personnel, equipment and environment as a sequence of events and states. Probabilities of operational states have been determined and prediction of mine behavior has been made on the basis of investigation findings for equipment and the personnel states, and analysis of the environment (i.e. mine and mining conditions). Utilization of expert estimation methods has been considered for determining major operational parameters of gassy/dusty mines. The importance of standardized values of permissible occupational risks (permissible probability of accident, PA) is demonstrated. It is also stated that a procedure is essential to determine these values, involving regular check-ups of the integral safety criterion at all mines and further development of customized recommendations for individual mines on efficient improvement of accident situations. Methodology to determine the assessment criteria has been developed and scientifically substantiated for permissible accident rates in hazardous industries.

The U.S. Bureau of Mines summarized injury data for independent contractor employees working at all locations of coal and metal-nonmetal mines from 1983 through 1990. During the eight years, the greatest contrast in degree of injury between independent contractor and operator employees was in fatalities. From 1983 through 1990, there were 132 independent contractor employee fatalities in the mining industry. In 1988 though, independent contractor employees accounted for nearly one-fourth of all mining fatalities. The fatality incidence rates of independent contractors were consistently higher than those of operators during the eight years. For instance, in 1990, the contractors' rate was twice that of operator employees in coalmining and nearly five times that of operators in metal-nonmetal mining. Three other salient facts highlight the independent contractor employees' fatality injury data during these years. First, 82% of the independent contractor employee fatalities occurred at surface locations. Second, two job classifications?truck driver and equipment operator?represented 37% of the fatalities throughout the 8-year period. And finally, four accident classifications?powered haulage, slips and falls, machinery, and electrical?accounted for 71% of all independent contractor employee fatalities.

In the study of clays and related minerals, the analytical techniques commonly employed in mineral analysis are not always applicable. The X-ray examination of a clay sample usually will show the major constituents, but often minor· clay impurities will not be detected because of line broadening and the similarity of the main lines of clay· mineral diffraction patterns, The petrographic analysis of clay minerals with clay particles as small as a few microns is usually difficult. With still smaller particles, a gross effect often is noted in which a mixture of several constituents gives the appearance of a single constituent with the mean optical-characteristics of the mixture. 3/ The electron microscope has recently been used to study clay particle shapes of various aluminosilicates. 4/ However, this method has not yet been sufficiently explored. The Chemical method in which a mineralogical analysis is calculated from the oxide chemical analysis has been discussed by Wilson 5/ and others, and many of the shortcomings have been pointed out. It should also be recognized that the variable alkali and alkaline earth content of bentonites makes it inaccurate to assign these basic elements arbitrarily to feldspar or mica in any clay that contains appreciable bentonite.

"An investigation of protocols for research performed from 1953 to 1988 on pneumoconioses (with emphasis on diseases related to coal and silica) was conducted in the Generic Mineral Technology Center for Respirable Dust. In addition, interviews were conducted with prominent U.S. medical researchers, aerosol scientists and engineers in government, industry, and universities to determine dust sources, dust preparation methods, laboratory protocols, and determinant variables related to in vitro and in vivo research and assess the comparability of results.Since the original report on the protocol project, additional research regarding free radical existence in freshly produced dust particles and the shape and contamination of particles generated for research purposes has further heightened scientists' concerns. As indicated by current research, fresher dust particles and those with more angular shapes may have a different level of reactivity in biological systems than do older or more rounded particles. Therefore, research on dust preparation methods for biomedical studies was undertaken and will be outlined here.Results of protocol review and interviews are summarized. Research on size reduction methods and their particle characteristics plus some recommendations concerning dust preparation methods and reporting in biomedical publications are also presented. Recent evidence indicates that these recommendations may be of importance in comparing and interpreting research results."

[In many coal-mining countries, during he pest decade, there have been made extended studies and accurate measurement of movement of roof strata, tests of the physical properties of specimens cut therefrom, and tests of the strength of end load on artificial supports. Naturally, such studies have been more extensive in European countries, where mining conditions are less favorable than in the United States. As a part of its work in the conservation of coal resource and prevention of accidents in mints, the Bureau of Mines began systematic measurement of the movement of roof strata to in coal mines in the fall of 1935. It was decided that, in the beginning, work on a rapidly retreating rib line in a mechanized mine would give the greatest amount of information in a reasonable time. To this end a cooperative agreement was made with the Pittsburgh Coal Co., Dr. L. E. Young, vice president in charge of operations, for conduct of work in that company's Montour 10 mine operating in the Pittsburgh coal bed, This paper gives an account of the methods used in the investigation, excerpts from the date obtained, and such generalizations as appear to be justified.]

Numerous widely distributed pegmatites of the southern Black Hills of South Dakota contain small amounts of beryl, and two minor deposits are known in the northern Black Hills. Few mines have produced more than 50 tons, and the current, rate of production for the area is about 100 tons annually. Total production, since the first records, is 2,358 tons. Most of the deposits contain less than 1 percent beryl, although the beryl zones in several deposits contain 2 percent beryl or more. Estimated reserves of beryl total 11,824 tons, and an additional 234 tons has been measured; there are other unestimated reserves. The pegmatites are in a belt about the margin of the Harney Peak batholith in the southern Black Hills, although they fail into three districts. The most important, from the point of view of production and reserves, is the Keystone district. Many deposits also are found in the vicinity of Custer and Pringle. Small amounts of beryl occur in the dikes near Hill City. A little beryl has been produced from the Tinton district in the northern Black Hills, and an undeveloped dike has been discovered on Whitewood Peak near Deadwood. The beryl-bearing pegmatites are principally coarse-grained intergrowths or massive segregations of feldspar, quartz, and mica. Some of them contain notable amounts of lithium minerals, as well as some tantalite, columbite, and cassiterite.

We report the first spectral photoacoustic measurements of silica, coal, and kaolinite dust absorption coefficients from 11 to 13 μm at 5 nm resolution made with a tunable quantum cascade laser. This is important because airborne silica dust and coal dust within mining environments continue to be a problem for mine workers and staff due to their severe health effects on the respiratory system, while other dust types are potentially interferents to their detection. Our real-time spectra compare favorably with the non-real-time filter-based Fourier transform infrared spectrometer (FTIR) spectra obtained using the sampling system developed by NIOSH for their end-of-shift method to determine silica dust concentrations using a portable FTIR. We discuss our new dust generation system and instrument testing chamber. We also show that our PM4 silica mass concentration measurements by a low-cost air quality sensor (SPS30) are in good agreement with the TSI Aerosol Particle Sizer instrument, the NIOSH end of shift method, gravimetric mass, and correlate well with photoacoustic light absorption measurements at a wavelength where silica absorbs strongly.

Continuous open - circuit attrition grinding of a coarse commercial kaolin to produce paper - coating clay , which must have a particle size analysis of 70 percent or more minus 2 - micron equivalent spherical diameter ( esd ) , was studied by the Bureau . The coarse clay , containing about 11 percent minus 2 -micron esd material , was ground in a 10 - inch- diameter attrition grinder using continuous single- and multiple - stage grinding circuits . The clay feed rates varied from 10 to 480 pounds per hour . In some tests , the influence of varying loads of sand grinding media on particle size reduction was studied . Batch grinding tests also were made for comparative purposes . Multiple- stage grinding gave better results than single - stage treatment when equivalent raw clay feed rates were used . In the best test made , a product containing about 80 percent minus 2 - micron esd material was obtained when grinding 60 pounds of raw clay per hour using a three - stage grinding circuit . Power consumption in the test was about 318 kilowatt -hours per ton of clay treated or 475 kilowatt - hours per ton of minus 2 - micron esd material produced .
