The Surface Mining Control & Reclamation Act is a complex piece of legislation signed into law on August 3, 1977. It is the culmination of more than six years of debate by the Congress over the need for a national regulation of surface mining as opposed to the prior concept of regulation by each concerned state. It departs from the more normal type of law in that it includes very specific requirements, limitations and performance standards. In its procedural aspects, it is somewhat similar to the Clean Air Act and the Water Pollution Control Act in that it places primary responsibility at the state level, provided the state meets minimum national requirements. At the time of writing this paper, in late December 1978, the Interim Regulatory Program has been in effect for seven months. The proposed regulations for the Permanent Program, the draft Environmental Impact Statement, and the draft Regulatory (Economic) Analysis ware available for eight weeks before the close of the comment period on November 27. We are now awaiting issuance of the final versions of these documents. The states in which coal is mined, for the most part, have made sere revision to their state laws and are in the process of revising their regulations, or have just completed the revision, to comply with the Initial Regulatory Procedures. They are now faced with another new major effort to analyze and plan for compliance with the Permanent Regulatory Program, which is expected to be promulgated by the Office of Surface Mining of the Department of Interior by the time this paper is presented.

The creeks draining Cape Mountain, on the western tip of Seward Peninsula, Alaska, comprise the Cape Mountain tin-placer district. Because of the war-caused shortage of tin, the Bureau of Mines in 1943 conducted a churn-drill placer reconnaissance to explore the district. Favorable indications were found, and plans were made for further investigation of the deposits; the plans were abandoned when tin again became plentiful. In July 1951 the Zenda Gold Mining Co. was granted a Defense Minerals Administration (Defense Minerals Exploration Administration after October 1951) loan to continue exploration of the more favorable areas indicated by results of the Bureau's investigation. Equipment was moved to the area in the fall and winter of 1951-52. During the 1952 field season, 209 churn-drill holes totaling 7,521 linear feet and 10 test shafts totaling 96 linear feet were sunk on the Cape Creek drainage. Work was resumed in 1953, when 56 churn-drill holes totaling 3,157 linear feet were drilled on Boulder Creek. The company planned to drill Goodwin Gulch and Goodwin Creek, but no further work was done owing to lack of capital.

Recent disasters such as the failure of the Mount Polley tailings embankment remind us of the risks that tailings facilities pose. It is widely recognised that dam-break assessments are a vital tool in identifying the consequences of the failure of a facility, which in turn can be used to develop emergency action plans. A typical assessment includes an estimation of breach parameters and outflow volume, followed by the preparation of an inundation map to illustrate potential flow extents and downstream impacts. This paper focuses on the estimation of outflow volumes, which is an area that the authors feel can be improved. Presently, many types of analyses assume that the volume of tailings released is only a function of the storage volume and dam height. After a review of several documented tailings failures, it has been found that the extent and depth of the supernatant pond needs to be considered as it is just as important, if not more so, as the storage volume and dam height. Tailings facilities with excess water storage have a higher risk of failure as they are more susceptible to overtopping, piping and liquefaction failures. In addition, they pose greater failure consequences as the saturated conditions will lead to more material being mobilised.This paper has reviewed available information on a number of tailings dam failures and proposes an alternative estimation of potential tailings release volumes as a function of supernatant water stored on the facility for use in dam-break analyses. In a broader sense, the paper seeks to shift the current risk paradigm from tailings dam heights to volumes of water stored and provides a basis for continuing research and discussion.CITATION:Rourke, H and Luppnow, D, 2015. A presente proposta tem por objetivo desenvolver uma análise experimental da liga hipereutética Sn-0,5%Ni solidificada unidirecionalmente em regime transitório de fluxo de calor contra chapa molde de cobre. A liga foi avaliada quanto a sua microestrutura bruta de fusão e suas respectivas correlações com os parâmetros térmicos (velocidade da frente eutética -VE e taxa de resfriamento eutética -?E) e propriedades mecânicas. Os resultados mostram que a morfologia microestrutural predominante é composta por células ricas em estanho (β-Sn) circundadas por mistura eutética Sn+intermetálico tipo NiSn. Uma transição microestrutural foi observada entre as posições 15mm (?E=1,7°C/s) e 30mm (?E=1,1°C/s), de célula regular (CR)?célula tipo placa (CTP). Notou-se ainda a presença de intermetálicos primários NiSn distribuídos ao longo da matriz nas posições iniciais do lingote. Valores superiores de limite de resistência à tração (σu=26 MPa) e limite de escoamento (σy=21 MPa) foram encontrados para a posição 6mm a partir da base refrigerada do lingote, podendo estar relacionados com a estrutura celular mais refinada e também com a presença dos intermetálicos primários NiSn. O alongamento específico (?) comportou-se de maneira inversa, visto que as estruturas mais grosseiras (CTP) e a ausência de intermetálicos primários são responsáveis por facilitar a deformação plástica na estrutura da liga Sn-0,5%Ni, aumentando seu nível de ductilidade.

Central Norseman Gold Corporation was established in 1935 and has been mining on the Norseman field in Western Australia since then. It is Australia’s longest continuously operating gold mining operation at nearly 80 years, although it has had its periodic challenges in the intervening years.Over the last 40 years, a series of open pit mines around the Dundas Goldfield have supplied lower cost mill feed to the Phoenix Mill at Norseman from time to time but this has largely come to an end for the foreseeable future. Now that underground ore sources are once again the principal mill feed, there are several challenges to be met for an ongoing profitable operation.During the last 20 years, there have been three different owners and this has affected the manner in which the operations were managed quite significantly. These differing approaches are contrasted and examined in some detail from both the operational and financial aspects.Planning of a downsized operation to ensure sustainable profitability in the future in a mining environment where there has rarely been more than two to four years of reserves ahead of the mill for planning purposes has been a significant challenge. "New Rheocasting is a novel route of semi-solid casting, in which the globular semi-solid precursor material is produced by controlled cooling of only slightly superheated melts in conventional steel crucibles. The resulting semi-solid slugs are placed into the sleeve of a vertical Squeeze Casting Machine and then filled into steel dies. Solidification occurs under hydraulic pressures up to 100 MPa Due to the reduced cost of precursor material, reduced investment cost and easier recycling, the New Rheocasting process offers cost reductions of up to 25% over conventional semi-solid casting · routes. The New Rheocast products are pore free, pressure tight, weldable and heat treatable castings.In the present work the New Rheocasting Process is introduced and the influence of heat treatment on mechanical properties of the New Rheocast alloy A356 is discussed.The alloy A356 is cast under ideal New Rheocasting conditions into a step die on an UBE HVSC 350 Squeeze Casting machine. As-east, TS and T6 heat treatment conditions with variations in solutionizing and aging time/temperature parameters are applied and the samples are tested by tensile testing. Alternatively, the same heat treatment conditions are applied to conventional Squeeze Casting parts and compared with New Rheocasting.Questions of potential cost savings due to modified heat treatment conditions are also addressed in this paper."

The free-milling ore characteristics of the Fort Knox gold deposit are ideal for studying gold and silver behaviors in various processing circuits without serious interference of sulfide minerals and other refractory factors. A galvanic effect leads to faster silver dissolution than gold dissolution and, as a result, the Au/Ag solution concentration ratio increases through the leach circuit. In the CIP circuit, Au adsorption is more effective than Ag adsorption. The Au/Ag solution concentration ratio decreases from 10.0 to 1.0 as the slurry advances from CIP tank #1 to CIP tank #5, while Au/Ag ratio in the carbon increases from 3.2 to 15.3, as the carbon advances from CIP tank #5 to CIP tank #1. Silver is stripped more effectively than gold from the loaded carbon. The Au/Ag ratio in solution reaches 2.0 in the first 75,700 L of strip solution that pass through the loaded carbon; as the stripping process continues, the Au/Ag ratio in the strip solution increases. In the electrowinning circuit, the Au/Ag ratio in the spent electrowinning solution is significantly lower than that in the electrowinning feed, indicating that Au is more rapidly deposited onto the cathode than Ag.

"A coal burst occurred on 15 April, 2014 at the Austar Coal Mine, located west of Newcastle, NSW, Australia. The burst resulted in fatal injuries to two men working as part of the mining crew at the development face. At the time, a continuous miner was being used to mine a longwall development gate road through heavily structured coal, at a depth of approximately 550m. A number of pre-cursor bumps had occurred on previous shifts, emanating from the coal ribs of the roadway, in proximity to the coal face.This paper reviews the geological, geotechnical and mining conditions and circumstances leading up to the coal burst event; and presents and discusses the available evidence and possible interpretations relating to the geomechanical behaviour mechanisms that may have been critical factors in this incident. The paper also discusses some key technical and operational considerations of ground support systems and mining practices and strategies needed for operating in such conditions in the future.INTRODUCTIONAustar Coal Mine is an underground longwall coal mine located near Cessnock in the Hunter Valley of New South Wales (NSW), Australia and is the only underground mine still extracting the Greta Seam in this region. The mine was the first in Australia to adopt the Chinese-developed Longwall Top Coal Caving (LTCC) method for thick seam extraction. Typically seam thickness ranges from 4m to 7m and depth of mining from 480m to 560m, with future mining planned down to depths of up to 700m, making it one of the deepest operating coal mines in Australia.On 15 April 2014, a pressure burst occurred in the left hand rib at the active mining face of B Heading, 2 to 3 cut-through, Maingate A9 panel, during development of the gateroads for the ninth longwall top coal caving panel. Strata in the general vicinity was affected by disturbed geology and multiple geological structures. Figure 1 shows a section of the mine plan as at October 2014 (six months after the accident), indicating the current longwall extraction panel (AS) and the development panel A9 where the accident occurred. (Note: Neither development nor longwall face positions changed significantly between the time of the accident and the date of this plan). At the time of the accident the current longwall face was in excess of 1,000m away from the Maingate A9 development panel face position."

A mathematical model has been developed to evaluate the viscosities of melts at high temperatures. The viscous flow in liquid is described by the equation, {n = Aexp(AG*/RT)} based on the absolute reaction rate theory. The Gibbs energy of activation,{ AG* } is considered to be a function of the temperature as well as the composition of the melt. The model has been applied successfully to various metallic and slag systems from unary to quaternary. On the basis of this model, a relationship has been suggested to relate the Gibbs activation energy of viscosity to the Gibbs energy of mixing in binary metallic melts. The viscosities predicted from available thermodynamic data in the case of a number of binary metallic systems using this correlation show satisfactory agreement with the reported experimental values.

"The Donalda gold deposit is located in the southern part of the Noranda camp, approximately 2 /em east of the Horne deposit. Combined past production and current reserves total over 1.5 Mt grading 6.9 grams of gold per tonne.The deposit consists of two main veins which are both narrow but persistent structures. The No 1 Vein, hosting about 80% of the gold ore, consists of an EW-striking banded quartz vein dipping on average 25° to the south. Although variable in thickness, it averages lessthan1 metre. TheNo2 Vein, located 300 m below the No 1 Vein, is similar to it except that it dips 50° south. Gold occurs mostly as fine native gold disseminated in quartz, with 2-3% pyrite and trace amounts of various sulphides and tellurides. The wall rocks are only weakly altered and mineralized with pyrite, hematite and sericite.Structurally, the Donalda deposit is centered on the Horne Creek fault (HCF) where the HCF is intersected by the ENE-trending DonaldaandCentralfaults.NorthoftheHCF,theNo1Veinishosted by the Quemont Rhyolite, whereas south of the HCF the vein is hosted by magnetic basalts and diorites of the Wilco Andesite Formation. The No 1 Vein extends across the HCF with only minor displacement, whereas the No 2 Vein has not yet been traced south of the HCF.A preliminary structural analysis of the mine shows that the HCF, which strikes 275° and dips 70° north in the mine area, has a reverse movement a lid that the flat dipping No 1 Vein is a tension vein. Both probably developed in response to the same stress conditions. Although the absolute age of the Donalda veins is not known, structural relationships indicate that they formed during the latest movements of the HCF, but prior to the intrusion of the Proterozoic D' Eldona Diabase. The occurrence along the HCF of gold-rich synvolcanic massive sulphides and much younger vein-type gold deposits (such as Donalda) indicates that the HCF was a very long-lived, deep-seated (?)structure which has controlled the circulation of gold-rich fluids over a long period of time."

This paper discusses research carried out by the Laurentian University Mining Automation Laboratory (LUMAL) in the field of discrete-event simulation of mine equipment systems and reliability assessment of these machinery using genetic algorithms. The AutoMod simulation package, from Brooks-PRI Automation Inc., is used in this research. It is a 3-D discrete-event simulation/animation software tool for creating realistic depictions of manufacturing and materials handling systems. Discrete-event simulation involves modeling of real-life systems based on variables and events which occur or change at distinct points in time. In our case, a two level, multi-drift sublevel stoping model was created in AutoMod for the simulation of the equipment fleet employed in the development cycle (drilling, explosives loading, blasting, materials hauling, ground support) of a typical underground mine in the nickel mining region of Sudbury in Ontario, Canada. The equipment primarily considered in the simulation is Load-Haul-Dump (LHD) vehicles (scooptrams), drills, explosives-loaders and roof bolters. The purpose of the simulation study is to assess the impact of equipment failures to mine?s production throughput. In more detail, using Mean Time Between Failures (MTBF) data of scooptrams derived from a reliability assessment model based on genetic algorithms, LHD failures are incorporated into the simulation model. These failures cause production interruptions to the development cycle and consequently loss of hauling capacity. This paper will indicate the significance of equipment failures to a mine?s production and suggest a methodology based on the combination of discrete-event simulation and a predictive reliability assessment model using genetic algorithms for the study and analysis of mine equipment systems.

AT this time of the year, engineering schools are releasing a group of young men who probably are, on the average, in much the same attitude of mind as a person arriving at the terminal station of a railway journey; namely, of having a general idea of his objective, but having to make a decision as to just where he is going and how best to get there. The man leaving the train can at first follow the crowd, but it soon breaks up, as one goes one way and one another, until he has to choose his own course. The recent graduate may do the equivalent of following the crowd by accepting the first position offered, but this only postpones a decision as to where he is going and how best to get there. So many young engineers ask for advice as to what to do that the following statement has been prepared as an attempt to make a general answer to such queries. The engineer taking his first job should realize two fundamental relations. The first is that in electing to be an engineer he has elected to be a hired man. A consulting engineer has more freedom than a man on a regular pay roll, but he is also a hired man; hired for briefer periods at a relatively high rate, but under the necessity of simultaneously doing his consulting work and developing new retainers. There is nothing derogatory in being a hired man (all doctors, lawyers and clergymen are hired men), but the tardy realization that he is one seems to give many an engineer a mental jolt that can be avoided if he accepts it from the beginning.

There exists a wide array of industrial by-products that can be shown to produce beneficial responses in the soil/plant environment. These materials range from clean coal technology residues produced in the generation of electric power, particularly those high in gypsum, to mineral 'fines' produced by the aggregates and crushed stone industries. A number of these materials will be examined in relation to potential nutritional interactions in soils and crops with emphasis on trace elements. The significance of utilizing these materials in agriculture as a component of sustainable agricultural systems will be discussed.

A Step which, it is believed, will prove extremely beneficial to the Quebec asbestos-mining industry was taken during 1931, when the asbestos mine operators of the Province assembled to work out a uniform method of naming the products of their mines. The outcome of several meetings was the drawing-up of a classification which defined, limited, and designated anew the numerous grades of asbestos marketed. It entailed no drastic departure from the existing processes of grading, nor any revolutionary changes in methods of testing, but aimed rather to perfect existing methods. The classification proposed has been accepted by all operators in the Province, who, from January first of this year, began introducing the new nomenclature. Unless one is conversant with the properties and mode of occurrence of chrysotile asbestos, with the unique milling methods devised for its recovery, and with the history of the development of their technique, he may not readily understand the basis of the new classification. For information on these and other data concerning the industry, the reader is referred to a recent publication, Chrysotile Asbestos in (Canada, by James Gordon Ross, issued by the Mines. Branch of the Department of Mines, Ottawa. The object of this paper is to present briefly some of the phases in the evolution of the classification of Canadian chrysotile asbestos, in the hope that the recent effort to standardize the marketable products of one of Canada's most important non-metallic mineral industries will open a field for discussion, fruitful in new ideas and constructive suggestions. The necessity for the grading of asbestos results fundamentally from the fact that the price per ton depends on the length of fibre. At all times in the history of the industry, the very limited available supply of the longer grades, as well as the requirements of the trade, have caused relatively very high prices to be paid for fibre over half an inch in length, while for the shorter grades the price decreases rapidly, and at a rate which bears no proportionate relation to the length of fibre.

The cross-sectional method of stope grade estimation at Cobar Mines has consistently had several shoneomings, me most imponant of which being mat stope grade is significantly overestimated in the high grade lenses.The use of mree-dimensional ore lens modelling improved the grade estimation and ore waste definition but significant overestimation still occurred in me high grade stopes, particularly those wim extremely variable grade distribution. The implementation of an indicalor kriging based method for mapping of me high grade copper mineralization has significantly improved the quality of copper grade estimates and provides a mineralisation geometry similar to that generated manually by me mine geologists. This paper presents the results of a test case study in the application of indicator kriging to the mapping of the copper grade in two stopes in the QTS North mineralisation. The results are encouraging in that they prov ide coofi rmation of the geometrical model developed by the geologists and much improved estimates of the grades of me stopes whencompared to me grade reponed from mining these stopes.

"The pace at which mining will occur in Northern regions and Arctic lands will depend on the answers to a number of questions. Who are the local aboriginal participants? What land uses are they pursuing? What are their objectives? What is their understanding of the process of mining development? This paper will focus on the last question, communicating the process of mineral development to local aboriginal communities.IntroductionIn the environmental impact hearings for the BHP-DiaMet diamond mine, the smaller Dene Treaty 8 Nation argued for the settlement of its Land Claims as a pre-condition to development. However, the larger Dene Treaty 11 Nation were prepared to permit the mine to proceed on the basis that their people would receive benefits during the construction and operation of the mine.Wherever mining is the significant basis for tax revenues and economic development expectations may be encouraged beyond the realities of the situation. Izok Lake has been known for several decades as a significant mineral deposit but because of its size and the transportation costs involved, it is now a “frozen” ore body. The extent of its mineralization at current metal prices will not support the mining and processing costs without substantial government support for infrastructure and roads. At the opposite side of Canada, Voisey’s Bay clearly satisfies all technical criteria but, nonetheless, two Inuit groups, the Innu, and Métis, have all made LandClaims relating to the mine area.Contrasting the mineral deposits at Voisey’s Bay and Izok Lake emphasizes that the timing of production is dependent on factors such as the grade and amount of reserves, their market price, location and availability of government support. Nonetheless, it is this author’s thesis that given an economic orebody the next most important factor is good communications. It is his view that Arctic mineral development will occur quickly only where good communication has resulted in the trust and mutual respect necessary to implement the mammoth cultural changes required."

Since its introduction in 2002, the modern air jig has processed a wide array of coals throughout the world. This paper explores the reasons and justifications for the installations and provides case history performance data. Specifically highlighted are air jig plants processing metallurgical coal in Colombia, bituminous coal in the United States and India and lignite in the United States and Spain. Each installation has unique reasons to justify an air jig facility. It is important to note that not all of the justifications were based on the ?most cost effective yield?, normally a mantra for coal preparation plant designers and owners. Dry jigging of coal has long been a proven technique for upgrading coal, the modern air jig, with its improved efficiency and operating systems simply extended the range of applications. In some cases, it even allows market quality coal to be produced when no other option is possible.

A 3D accessing module links EPS, OBS and inherent functions in order to provide a secure environment for the data to be processed throughout the system. This paper intends to take a deeper look at capabilities of SatraPM in helping project managers to keep track of and control their construction projects as well as its potential future features.

Ausmelt top entry submerged lance technology offers a cost-effective means of carrying out a range of base metal smelting operations with minimum impact on the environment. The system is capable of using a range of fuels depending upon local costs. Due to the intense, localised reaction zone, high energy efficiency is obtained and the physical size of the plant is relatively small compared to that of most competing technologies. Capital cost can thereby be minimised. The furnace is well enclosed, such that fugitive emissions and ingress of diluting air to the gas stream are both minimised. The oxygen potential in the slag can be varied over a wide range such that the system can be applied in both oxidising and reducing duties. Following a general description of the technology, the paper discusses Ausmelt plants already in operation. The application of the technology for the provision of additional smelting capacity, for the improvement of converting operations and for slag cleaning is then described. A brief explanation of how these processes could be applied at southern African smelters is given and the paper closes with an assessment of novel Ausmelt applications for this geographical region, such as zinc recovery from sulphides.

A TOTAL eclipse of the sun is a brief, exciting spectacle witnessed by most men but once or twice during a lifetime. But to an astronomer an eclipse of the sun is an event of utmost scientific importance. For then, certain phenomena of the sun normally obscured by the brilliant glare of sunlight become spectacularly visible. For over seventy years prior to 1930 astronomers vainly attempted to discover a means of observing all of these eclipse features of the sun without a natural eclipse. But in 1930, through the genius of the French scientist, Bernard Lyot, astronomers met final success. Dr. Lyot invented a new kind of telescope known as a coronagraph, which made possible photography of all of the eclipse features of the sun. In 1940 Harvard University completed final testing of its Lyot-type coronagraph. the only one in the Western Hemisphere, and shipped it to Climax, where Donald H. Menzel, of Harvard College Observatory, supervised its establishment on the southeastern edge of the mining community of the Climax Molybdenum Co., with whose help and advice the modern residence and telescope dome of the observatory were constructed. Ever since that summer the station has been operated by me, first as a graduate student, and now as a staff member of Harvard College Observatory.
