The Surface Mining Control and Reclamation Act of 1977 establishes a nation-wide program requiring the Secretary of the Interior, through the Office of Surface Mining Reclamation and Enforcement, and the States to protect against the adverse effects of coal mining and to reclaim previously mined lands left without adequate reclamation. The Act requires coal mine operators to: restore the land to approximate original contour, return the land to a condition capable of supporting prior potential uses, protect the hydrologic balance, segregate and restore topsoil, control blasting to prevent damage and injury, establish vegetative cover, and control surface effects of underground mining. The Act also establishes: a reclamation fee on coal, a program to assist small operators, a program to give technical and financial assistance to State programs, State Mining and Mineral Research Institutes., a program for designating areas as unsuitable for mining, and a study on surface mining of minerals other than coal.

The in situ testing of mine ventilation fan systems has been a contentious issue for many years. Site testing was generally undertaken by adapting standards that were developed for the laboratory testing of fans using standardised airways. The deficiencies inherent in this practice have been widely recognised by informed practitioners, and this led to the first stand-alone document specifically intended for the in situ testing of large fans (ISO 5802:2001 Industrial fans - Performance testing in situ).This paper describes the structure of the International Standards organisation and the processes that are followed in the course of preparing such a standard.The application of ISO 5802:2001 is briefly outlined together with how test data is assessed for compliance with the suppliers guarantee. Areas of recent exploration interest are also discussed.THE PREVIOUS SPEAKER has capably described the truly phenomenal growth in demand for energy from all sources. The basic factors -population growth and industrial development -which will create energy demand are so fundamental to national economies that the ascending energy demand curve will be little affected by short-term factors.Because of the economic and practical advantages of nuclear power and the degree of present acceptance by electric utilities, there is no doubt that uranium will be a principal source of primary energy in industrial countries -and this will happen within a decade. Indeed, during this period it will be the fastest growing source of energy, capturing, for example, more than half of the electric utilities' expansion in the United States by 1980. The ready availability of energy sources from domestic and foreign resources is so essential to industrial nations that the long-range outlook for their adequacy is of prime importance. There has been international concern about the availability of uranium resources at reasonable cost to adequately support and foster the development of the nuclear power industry. Canada, fortunate in having established reserves and a potential in excess of any forseeable domestic demand, can confidently look forward to being a principal supplier to the industry."

To ensure the stability ofa tailings pond embankment, the height of the phreatic surface must be kept at or below a safe level. In this investigation, the Bureau of Mines analyzed various horizontal drain designs for tailings embankments to determine their effects on location of the phreatic surface. This report describes the investigation, and it includes 21 dimensionless graphs that can be used to estimate the drain spacing and length dimensions necessary to ensure the stability of embankments of various configurations. Analyses were based on the use of two computer codes, a three-dimensional finite-element code and a two-dimensional finite-difference code. The computer-generated results were compared with results obtained from a laboratory embankment model, other laboratory test results, and piezomet-ric data from two actual tailings embankments. Nearly the same phreatic surface locations were predicted using either of the computer codes. For one of the actual embankments studied, the predicted phreatic surface location was slightly higher than the measured location; for the other, the predicted location closely followed the actual surface trend. Phreatic surfaces of the laboratory model were slightly higher than the code-gener-ated locations, and the differences grew larger as drain length increased or drain spacing decreased.

"The interaction of amorphous 1ilica particles with several hydrogen bonding agents (H2O, C2H5OH, C7H2NO) was investigated by monitoring the changes in the bulk and surface IR vibrational modes of silica using photoacoustic spectroscopy. It is argued that the intensity of the silanol band at 3747 cm-1 provides (an inverse) quantitative measure of the interaction or surface groups, along with the shift in the broad hydroxyl band, the interaction following the order C7H2NO > C2H5OH > H2O. Index Headings: Silica; Surface vibrational modes; Photoacoustic spectroscopy; Hydrogen bonding agents.INTRODUCTIONThe use of m spectroscopy to study the adsorption on solid surfaces is well documented in the literature.1 2 For example, hydroxylation of a clean silica surface results in the formation of the free silanol group Si-OH, with a sharp IR band near 3747 cm-1• Further hydroxylation produces a broad band near 3500 cm-1, which is believed to result from various hydrogen-bonded silanol bands leading to a multilayered surface structure of few nm.3-5 Earlier studies had indicated a relationship between the surface silanol band and various chemical activities of silica such as cytotoxicity, 7- 9 catalysis, 10-12 and others.13 Recent studies from our group14-in which the intensity of the silanol band and cytotoxicity of silica, heat-treated at various temperatures up to 1095°C, were investigated have provided a strong correlation between cytotoxicity and intensity of the silanol band.Coating of silica by PVPNO (polyvinyl-2-pyridine N-oxide with the empirical formula C7H8NO), a strong hydrogen bonding agent, is known to reduce the cytotoxicity of silica, presumably by chemically blocking the silanol groups from phospholipids.15 This interaction of the hydrogen bonding agents with the silica can be studied by m spectroscopy, and Knozinger16 and Rouxlet and Semples11 have used transmission m spectroscopy to study the effect of various chemicals on the surface IR modes of silica. However, one of the major disadvantages of transmission IR spectroscopy is that the sample preparation (grinding and mixing with KBr and pelletizing) usually distorts the surface modes (see, e.g., Ref. 14) and there is always a doubt about the effect of the sample preparation on the measured properties. In recent years, photoacoustic (PA) spectroscopy has become the technique of choice for studying the IR spectra of samples in their natural state, since no sample preparation is necessary.18•19 Moreover, according to a recent paper, 20 the relative intensity of the surface modes in PA spectroscopy of silica particles is much higher than that in transmission FT-IR spectroscopy. Consequently PA spectroscopy is ideal for studying the surface chemistry. In this work, we have used PA spectroscopy to investigate the interaction of three hydrogen bonding agents (C7H8NO, C2H50H, and H20) with the silica surface by monitoring changes in the surface m modes. Our results show that the surface IR modes get perturbed to a larger extent than the bulk IR modes in interaction with the hydrogen bonding agents. Moreover, whereas in the earlier studies, the shift of the broad silanol band near 3500 cm-1 was used as a measure of the interaction with hydrogen bonding agents,16•17 here we show that the relative decrease in the intensity of the sharp silanol band near 3747 cm-1 also serves as a quantitative parameter for the relative surface coverage and surface modification. The Federal Coal Mine Health and Safety Act of 1969 requires each mine operator to implement the respirable dust sampling program established by the Secretary of the Interior and the Secretary of Health, Education, and Welfare. This program requires frequent sampling of "high-risk" face workers and periodic sampling of other underground workers. Dust samples are collected by the coal mine operator and weighed at the Bureau's Pittsburgh Field Health Group, and the results are processed by the Bureau's Automatic Data Processing Section located in Denver, Colo. This paper presents the system employed by the Bureau to weigh the dust samples and to process and store the data.

It is very easy to reduce iron ore at a temperature well below its melting point and produce a more-or-less-pure metal which can be used directly for implements, tools, or machines. This simplicity has been the cause of much money loss by persons who were so satisfied with the successful operation of a process that they paid all too little attention to the commercial aspects of it. How easy a direct process is may be gleaned from the fact that it was practised with some -success by primitive man, and has been in almost continuous operation in one form or another for a period of probably 4,000 years. The production of steel in ton lots, beginning about 1860, brought a new phase into the economic situation, which, however, had been already greatly modified in 1784 by Henry Cort's invention of purifying pig iron. Direct processes survived both of these revolutions, under special geographical conditions, even up to the last few years of the nineteenth century, but ceased to have any general use as the basis of supply for structural, machine, or tool industries even in countries which could have manufactured iron by a direct process, but, instead, imported the product of established iron and steel processes. And this is still the situation today, notwithstanding the invention of an incredible number of 'new' processes since 1900, most of which are abandoned, and only survived as along as their financial backers were willing and able to Jose money. Probably none of these processes failed to work pretty well, and all seemed to show a handsome profit on paper.

Permian coal from Western Australia's only producing coalfield at Collie is the dominant fuel used in generating electricity for the State's interconnected grid. Collie coal is sub-bituminous, non-coking and has a low ash, medium volatiles and high moisture content. The seams were laid down in a fluvial basin which extended beyond the Collie Basin and included the Wilga and Boyup Brook Basins at least. Adjacent parts of the southwest Yilgarn Block are prospective for Collie-type basins. In the past few years significant deposits have been delineated within the Perth Basin, specifically on the Vasse Shelf and in the Hill River area. In the former area high quality steaming coals are correlated with the lowest coal bearing member at Collie. The seams are amenable to underground mining and because of their high quality, the coal may have export potential. Sub-bituminous coal deposits of Jurassic age are present in the Hill River area. Exploration has down-graded the prospectivity of the Carnarvon and Canning Basins for sub-bituminous near-surface coal deposits. Tertiary lignite deposits are present in palaeo-drainage systems in the southern part of the State and their potential for development is being evaluated.

The high transverse tensile stresses that develop in precast concrete piles during driving have been investigated experimentally from pile load tests and theoretically using the finite element method (FEM). These tensile stresses can be high enough to cause longitudinal splitting of the piles just below the pile cap. Test data and FEM indicated that the maximum transverse tensile stress will increase with increasing thickness of the cover. The maximum tensile stress can be high especially if the pile is eccentrically loaded. The results from the experimental investigation and from FEM are described in the paper as well as a simplified method based on the stress distribution in a concrete cylinder at an indirect tension test.

The effects of the injection of dry limestone additives into boilers for the sorption of sulphur dioxide have been studied in pilot and full-scale systems. The effects of such injections on boiler mass particulate emissions as well as collectability characteristics of the fly ash and reaction products are presented. Implications of the effects on the design and economics of particulate collectors, in particular electrostatic precipitators, are discussed.

Nowadays, many companies have the idea where to be occupied is to be productive, this work aims to show with practical tests that to get the best performance of the machine with tools of high performance and yield is the best option for a company to become productive and economic at the same time . The company targeted for this work began its activities in the Metallurgical branch more than 75 years, Metisa Metalúrgica Timboense serves the national and international market with several product lines. Due to its large backlog of overdue hours, a job was started in the tooling sector to make the process faster and more economical. In this context, this work has as general objective the restructuring of the critical processes of the tooling sector, aiming at a better functioning of the organization and greater satisfaction of its direct clients. In addition, this work has specific objectives, such as (1) application of high performance tools, (2) analysis and improvement of existing processes, development and application of new processes, (3) (High Speed Machining) (4) production monitoring and technical support for maintenance of new processes. Thus, after the implementation of the process improvements, it was possible to obtain a reduction of 81% in the final cost and 80.5% in the process time. In addition, with some of the new processes deployed, there was a reduction in the use of personal resources and better management of machine hour load and a significant gain in the sector response time.

Reactive diffusion studies between NbC and Si were carried out at 1300 °C under a vacuum of 10-5 torr and a uniaxial pressure of 1 MPa. The annealing time ranged from 8 to 100 hours. The Si used was single crystal silicon; the NbC was hot-pressed powder compact. A NbSi2+SiC two-phase reaction layer formed with NbSi2 as the matrix and SiC as discontinuous particles. The microstructure of the reaction product is homogeneous, dense, and fine. The NbSi2 grain size and SiC particle size are in the micron range. The growth of the reaction products follows parabolic kinetics. Extrapolation of the data to zero thickness suggests an apparent incubation time of 3.5 hours. However, for short annealing time «60 hours), the thickness data can be approximated by linear kinetics with an initial growth rate of about 2 11m/hr. Based on these experimental observations, a growth mechanism for the reactive diffusion between Si single crystal and NbC powder compact is proposed. We propose that the nucleation sites for the SiC particles are at the voids of the NbC powder compact. This proposed nucleation mechanism offers a potential way of controlling the SiC particle size by changing the void size and void density of the NbC powder compact. This hypothesis, if proven to be true, will allow us to control mechanical properties of the composites by tailoring the SiC particles formed. It is also pointed out that the microstructure requires Si to be the dominant diffusing species and to diffuse through the reaction layer, while Nb and Conly have to undergo local rearrangement.

The Bureau of Mines investigated gases from flash and laser irradiation of Pittsburgh seam (hvab) coal to determine the action of high temperatures on coal. Temperatures in excess of l,000° C were reached with both types of irradiation. Craters about 300 microns in diameter were produced in the coal with millisecond pulses from the laser unit rated at 1.7 joules' output. Gaseous products from laser and flash irradiations in vacuum contained 21 and 8 percent acetylene, respectively. Diacetylene, vinylacetylene, and other products to molecular weight 130 were indicated in the mass spectrum of the gas from the laser study. Single experiments were also conducted in which the laser energy, particle size of the coal, and atmosphere were varied. The results indicated that the distributions of products obtained from the flash and laser irradiations of coal were different from that produced in high-temperature carbonization.

The Jersey City Municipal Utilities Authority (JCMUA), discovered that an existing sewer pipe had collapsed under the New Jersey Transit Conrail Railroad between Pine Street and Ash Street in Jersey City New Jersey. Immediate action was taken to abandon the pipe in place and install a new sanitary sewer. The borings showed 10-20 ft (3.04 m.- 6.09 m) of competent fill overlaying approximately 8 ft. (2.44 m.) of compressible peat and organics. Groundwater was at 8 ft (2.44 m) below ground level. The poor condition of the soils at subgrade could not withstand the extreme weight of the jacking machine or the thrust force required to push the casing from the launching pit to receiving pit. The support of excavation (SOE) would therefore not only need to retain the soil to allow the jacking equipment to reach subgrade at 14 ft (4.27m) below working grade, but also the back wall of the SOE would need to be sufficiently robust to function as the reaction block for jacking operations. The alignment and allowable tolerance for the jacked casing was minimal, therefore the performance of the SOE was extremely critical to the success of jacking operations. This paper will discuss in detail the design concepts that were developed and implemented by the team to overcome these obstacles. HISTORY The discovery of a collapsed section of an existing sanitary sewer led the Jersey City Municipal Utilities Authority to act on an emergency contract. The project design team was tasked with developing an abandonment plan for the broken pipe and installation of the new pipe through challenging geology. The new 180 ft.(54.96 m) long, 54-in. (1.37 m) . diameter sewer pipe was designed to be contained within a 72-in. (1.83 m) protective steel casing. The installation of the new sewer pipe would require a detailed understanding of the geology. The geotechnical subcontractor assembled a subsurface investigation report on November 2nd, 2017. It was quickly realized that the only way to replace the pipe was with a jacked pipe system since the large grade change and the Conrail Right of Way created no other alternative. Delaying or closing the railway was absolutely not an option as that particular railway served as the main heavy-haul route to and from Jersey City. It became apparent that a major obstacle to pipe jacking was the challenging geology present across and beneath the proposed sanitary sewer. The following challenges faced the design team prior to the installation of the replacement pipe:

In 1944 some ten or so pieces of legislation impacted on the mining industry. Today in excess of 80 in one way or another apply to the Northern Territory miner. This paper will look at the nature of the legislation that has been introduced and the reasons for its introduction. During the Second World War the mining of resources such as iron, tin etc for the war effort set the platform for the subsequent expansion of the industry in the post-war years. Thereafter, the change in attitudes over the years that have resulted from a more conscious public and more responsible governments and developers associated with the recognition of the legal rights of others and the threat of litigation, will be traced. With a major review of the Northern Territory Mining Act currently in progress, this paper will view ANZMEC's foreshadowed preference for a National Code and the NT's intent of drawing some commonalities with other states of Australia to achieve this aim. Finally, the questions of over-regulation and whether existing legislation is complete will be addressed. From this it is foreshadowed how legislation may develop during the lead into the 21st century.

THE utilization and collection of waste materials have gone on for centuries, and have become a habit of the human race. The degree to which the salvaging of waste plays a part in a nation's industry depends largely on the availability of raw materials within the political confines of the country itself, or its ability to purchase such material from outside. When purchase is necessary careful economical use of the raw materials results. These economies, as a rule, are represented by lengthening the life of the given article as well as much re-use. For many years the steel industry of Italy and Japan has depended largely on importations of scrap, yet both are important. As long as the expenses incident to the conditioning and marketing of materials manufactured from salvaged waste are less than the cost of virgin material, the salvaged material will be re-fabricated and in many cases will compete with primary materials. One of the most obvious methods for furthering the efficient utilization of our limited mineral resources is the salvaging of mineral wastes. This method, moreover, in¬creases the available supply of a given material. If the price depends on a balance of supply and demand and the recovery from wastes enlarges. the supply, there can be no question but that it influences the sales price of primary.

The influence of wastewater containing benzene from chemical industry by technology combined blow-off with Fenton reagent oxidation was experimentally studied. The present results suggest that the technology combined blow-off with Fenton reagent oxidation can effectively remove benzene pollutant in wastewater. The main factors that influence the removal benzene such as temperature and blowing time and volume, pH and reagent dosage of H2O2 and Fe2+ are studied and the optimal experimental conditions are as follows: time 20min, temperature 40i, air-blowing volume 0.4L/min, pH value 5, and H2O2 and Fe2+ dosage 2mL/L and 200mg/L respectively. Under the above conditions, benzene pollutant can be removed up to 97%. Compared to other removal ways of wastewater containing benzene, the technology combined blow-off with Fenton reagent oxidation is more effective and has the advantage of high speed.

Recent dry-top electric smelting tests at the Northwest Electrodevelopment Experiment Station, Albany, Oreg., indicate that a high-titanium slag and a good grade of pig iron can be produced from alluvial Idaho ilmenite. A total of 120 tons of concentrates were smelted during this investigation, to yield an average of 0.5 ton of slag and 0.3 ton of pig iron per ton of ilmenite. Power consumption averaged 1,400 kv.-hr. per ton of ilmenite, at a feed rate of 400 to 500 pounds per hour, when operating at an electrical energy input of 290 to 370 kilowatts. The optimum operating voltage appeared to be 110 volts, phase-to-phase. Graphite electrode consumption averaged 15.6 pounds per ton of ilmenite smelted. Magnesite furnace refractory withstood the corrosive action of the hot metal and slag better than carbon refractory.

"During the period October 31 to November 4, 1944, tests were conducted by the Bureau of Mines in the Cascade Tunnel of the Great Northern Railway Cc. to determine the effects upon the tunnel atmosphere of the use of a Diesel freight locomotive through the tunnel. These tests were conducted at the request of the company to ascertain whether undesirable conditions might be caused by the discharge of Diesel engine exhaust gas in the tunnel, which was constructed for an electric haulage system and is not provided with equipment for mechanical ventilation. The use of Diesel locomotives on the division that includes the Cascade Tunnel was under consideration as a means of augmenting haulage facilities for the abnormal freight tonnage that must be handled during wartime.As the Bureau of Mines has received requests for information on the extent of contamination of the air of railroad tunnels by Diesel locomotives, this report was prepared to make available for general information the data obtained during the tests in the Cascade Tunnel. As the test locomotive is of a type used on other railroads, and as the bore and grade of the tunnel and the tonnages moved are comparable to such factors on other roads, the data should be sufficiently representative to be of general interest. The exceptional length of the Cascade Tunnel made it an excellent location for obtaining information on the composition of the tunnel air and on the movement of air induced in the tunnel by the passage of trains.The writers are indebted to C. O. Jenks, vice president of the Great Northern Railway Co., who arranged for the tests, and to the following personnel of the railroad who cooperated in the conduct of the tests: I. E. Marston and Verne Nelson, assistant superintendents of electric operations.The Cascade Tunnel is on the Spokane Division of the Great Northern Railway and pierces the Cascade Mountains some 49 miles west of Wenatchee, Wash. The west end of this division is electrified from Appleyard Station, 2 miles east of Wenatchee, to Skykomish, Wash., a distance of 73 miles. Until the described tests, only electric haulage had been employed through the tunnel since it was first opened to traffic in January 1929.The Cascade is the longest railroad tunnel in the United States - 7.79 miles. The tunnel is single-track, perfectly straight, concrete-lined, and is on an essentially uniform grade of 1.56 percent, ascending from west to east. The cross-sectional area of the tunnel is 314 square feet, the dimensions being shown in figure 1. Elevation of the east portal is 2,880 feet and of the west portal, 2,240 feet."

The control of minor impurities (mainly As, Sb and Bi) in copper refineries has been a great challenge. Caraiba Metais' copper refinery produces a very high quality copper, registered in LME as grade A, and recognized as amongst the top ten in the copper world. At Caraiba's Tankhouse Bi and Sb are controlled by means of electrolyte bleed-stream removal after partial decopperizing in a set of electro-winning cells (liberators). Another way of reducing the Sb and Bi content in the electrolyte is by means of the arsenate precipitation chemistry. It is well known that the use of high arsenic concentrations in copper refinery electrolyte has the advantage of causing most of the bismuth and antimony to report in the anode slimes. However, the use of such mechanism of control may contribute to other undesired problems such as antimony and bismuth precipitation in the bulk of the electrolyte, what may cause severe contamination problems. This paper describes a period when some cathode contamination with Sb occurred at Caraiba Metais' Copper Refinery. It also presents an analysis of several process parameters related to the problem, the possible causes for the contaminations as well as the actions taken to correct the problem.
