This paper deals with the advances made at Syferfontein Colliery in the calculation and control of dragline methodology. The high capital outlay and operating cost of a dragline necessitates strict control of all aspects of the dragline operation. Before purchasing a dragline, a complete evaluation of all the parameters that can affect the viability, now and in the future, of the dragline operation needs to be completed. Such parameters as thickness of burden, material properties (swell), “castability”, pit width and pit length, etc. need to be considered.

Vapor pressures of silver over ternary alloys of six different copper to gold ratios have been measured by means of the Knudsen effusion technique. The data obtained in the temperature range of 1330° to 1375° have been used to estimate the integral excess free energies of the ternary alloys and the activities of copper and gold. The results compare favorably to the predictions based on the electron cell model of alloys recently formulated by the authors. THE orifice effusion method for measuring vapor pressures of materials in condensed phases was first introduced by knudsen, and has since been used extensively for the determination of thermodynamic properties of condensed phases. The basis of the measurement is the effusion, through a small orifice, of vapor in equilibrium with a condensed phase. Assuming free molecular flow into high vacuum, the vapor pressure, P (in mm Hg), of the effusing species is calculated from the following equation:' where w (g) is the weight of effusing species lost during a run, t (sec) the time length of the run, A, (sq cm) the area of the effusion orifice, T ("K) the temperature at which the run is conducted, M the molecular weight of the effusing species, and k the Clausing factor, a constant that corrects for deviations from free molecular flow caused by the finite thickness of the orifice walls.17 The determination of partial and integral thermodynamic variables from vapor pressure data of ternary alloys is possible only if the vapor pressures of all but one component are negligible or can be esti-

"Virtually every article you read on safety has a statement to the effect: “It’s obvious that safety pays”. If it is so obvious, why is it so hard to answer these questions? • How does the Maintenance or Operations Manager convince the Plant Manager to spend money from the annual budget for safety improvements? • How does the Plant Manager influence Corporate to prioritize safety improvements? • How does an engineering firm persuade the owner to spend more on design and equipment up front to reduce risk? There are many cultural and structural reasons why it is so difficult to prove the obvious. In my opinion the main culprits are: the almost universally used ‘Low Bid’ process, variations in reporting incident statistics between industries and countries, and, the Generally Accepted Accounting procedures (GAAP) [or International Financial Reporting Standards (IFRS)]. Conventional wisdom is it’s smart not to spend more than you need to meet the minimum regulations and maximize production. But buying on price alone often harms people, degrades the environment, and reduces the company’s bottom line. How can this be? You met the minimum safety requirements and saved money by buying on price. Don’t those savings go right to the bottom line? When you buy on price you get minimum quality, minimum compliance and are often backed corner with no reasonable options to rectify the problems that arise from buying on price instead of buying on long term life cycle cost. Culturally few companies actually ‘walk the talk’. It is trendy to have giant billboards at plant entrances proclaiming world class compliance with quality and safety standards. Annual reports are embellished with safety slogans and sustainability statements. Behind the front gates and the glossy annual reports the message is clear: produce or be replaced. Only a few companies go beyond the window dressing and actually endorse, from the top down, continuously improving their safety culture. Those that do embrace safety, show significant performance advantages over their competition that are reflected in their safety, productivity and environmental records and, ultimately their financial statements and share price. Current accounting (and reward) systems make it unlikely financial managers will accept non-conventional approaches to justifying expenditures on safety because they are driven to report “hard” numbers that can be documented and are within the “GAAP or IFRS Rules.” But in reality, accountants quantify soft or intangible costs all the time in their financial statements. Justifying safety investments is greatly enhanced by quantifying what most financial managers would call intangible costs. Government agencies have no problem assigning intangible costs to justify regulations to improve safety. How many times have you heard that the regulation is justified because the cost to industry is X while the benefit to the society is 2 or 3X? How can they say that without including intangible costs? We find it hard to believe these government claims of benefits to society because we have been trained to think about saving hard direct costs to justify investments."

This paper investigated the loss of cyanide via oxidation in CIP or CIL processes by relating the cyanide oxidation to its major oxidation product, cyanate. The results showed that the oxidation of both free cyanide and copper cyanide complexes are substantially enhanced by the presence of carbon. The rate of cyanide oxidation was found to occur in the order: Cu(CN)32- > CN- > Cu(CN)2-. The cyanide oxidation rate in the presence of copper and carbon increased significantly with increasing dissolved oxygen concentration, typical of CIL vs. CIP conditions. Cyanide oxidation rate of iron, zinc or nickel cyanide complexes was minimal.

In order to understand (and ultimately to predict) the friction reduction resulting from the use of polymer solutions, the rheological properties of model polymer solutions have been measured over a wide range of shear rates. Both temporary and permanent shear thinning have been observed. By using base fluids of different viscosities it has been shown that permanent shear thinning depends more closely on the shear stress experienced by the fluid than on the strain rate. Hydrodynamic measurements have been made on the polymer solutions using a compliant ball on flat lubricated contact that operates in isoviscous-elastic conditions. The measured friction values can only be predicted with reasonable accuracy if the measured shear thinning properties of the lubricant are taken into account in the hydrodynamic model.

Rock bolting provides a supplement or alternative to conventional timber and steel supports. The tensile strength of the bolts lies within a range established by manufacturing quality control. Rock bolt testing determines the ability of the rock, anchor and individual bolt as an assembly to accept load. The.test is performed to the yield strength of the bolt or anchor and deflection is observed. The anchorage index, inches deflection per 1000 lb load increment, is a measure of anchorage quality. This allows comparison with anchorages under ideal conditions. It also permits comparative assessment of roof bolt anchors in a particular environment.

The gas chromatographic method, devised by the Bureau of Mines for analyzing routine mine air samples, was compared with the infrared method used for confirmatory determination of methane in mine air. While maintaining the specificity of the infrared method for methane determination, the gas chromatographic method is more precise, much more rapidly performed, and more convenient.

A COMMITTEE of the American Railroad Association, consisting of Samuel Rea, president of the Pennsylvania System, Chairman; F. D. Underwood, president of the Erie Railroad; A. T. Dice, president of the Philadelphia & Reading Railroad; E. J. Pearson, president of the New York, New Haven & Hartford Railroad; and C. H. Markham, president of the Illinois Railroad (who was represented at the meeting by J. F. Porterfield of his system), met at the headquarters of the American Institute of Mining and Metallurgical Engineers, New York, on April 6 to assist in the Coal and Coke Committee's attempt to solve the bituminous coal problem. There was a full discussion of the questions of seasonal freight rates and the purchase by the railroads during the slack months of their winter's supply of coal. As the question of fuel supply for the railroads is in the hands of the Railroad Association, as well as the coal operators, it was vital that it should be represented at this important conference. The situation from the point of view of the mine operators was presented very thoroughly. No seasonal rates were considered necessary for the year 1920, and, as this matter requires considerable thought, it will be given thorough study and worked out in detail at a subsequent meeting.

A numerical study of the developing fluid flow and thermal aspects during the staning phase of aluminum continuous casting processes is presented. The deforming finite element method, coupled with a quasi-Lagrangian formulation, is used to represent the growth of an ingot and the dynamic fluid flow and thermal behavior that evolves in the growing ingot. The mathematical formulation of the problem and the numerical treatment are discussed. The algorithm solves the free moving nodes as part of total unknowns with an automatic time step control for time integration. This permits an optimal computing efficiency while still keeping the computational errors under control. A selection of the results obtained using the algorithm is presented. The results are concerned with the evolution of fluid flow, temperature and solidification phenomena during a DC round ingot casting process, as it evolves from the beginning of casting operation to a steady state. These results show that the time-varying, complex fluid flow and thermal phenomena during continuous casting processes can be very well represented by the computational algorithm. The results also illustrate that, during the casting process, ~e fluid flow and temperature fields change drastically at the initial stage but evolve slowly afterwards

The United States Bureau of Mines, in cooperation with the National Send and Gravel Association conducted a safety contest in 1929 Among producers of sand and gravel. Only 26 plants were enrolled, as the contest was late getting under way. It is hoped that a ranch larger number of plants will be represented in the safety competition of 1930. Two trophies, both of which were provided by Rock Products magazine, were awarded at the end of the contest; one trophy was given for the best safety record among plants working 100,000 or mare man-hours during the year and the other for the beat record among plants working less than 100,000 man-hours. The trophies were presented to representatives of the winning, companies on January 29, 1930, at the annual convention of the National Sand and Gravel Association at Memphis, Tenn.

The sorptive and impervious nature of clay materials was recognized long before modem technology allowed us to understand the physiochemistry of clays. In Cyprus, around 5000 BC, sorbent clays were used for fulling woolen cloth. One of the earliest recorded uses of clays as an impervious liner was more than 3200 years ago in the construction of a bitumen-sand-gravel-clay liner built along the embankment of the Tigris River at Assur. Today one of the most common applications for clay minerals in the environmental industry is for use as impermeable barriers to fluid transport. Clay minerals are fine in particle size and thus have large surface areas, which, as a result of intermolecular forces and ionic substitutions, make them excellent materials for both ion exchange and ion sorption. Therefore it was logical to consider certain clay materials for applications in the environmental industry, where they can act as physical and chemical traps for potential contaminants. Certain bentonites have historically been used as sealants for fluids (Grim, 1962), and other clays have been used as sorbents for both water and oil (Haden, Jr., 1972). Prior to the 1980s, disposal of the nation's municipal, commercial, chemical, and nuclear wastes was largely indiscriminate and poorly regulated. This created environmental pollution problems, especially with respect to groundwater contamination. Promulgation of federal regulations like the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA - commonly known as Superfund) have forced a more careful and costly approach to waste disposal. The US Environmental Protection Agency (EPA) is the government body charged with enforcing and ensuring compliance with federal regulations governing toxic waste production, storage, and disposal. Widespread application of geotechnology to the design and construction of waste containment systems and to pollution remediation has become necessary due to such laws and because of increasing use of the subsurface environment for the disposal of hazardous wastes. In the United States nearly 1.8 kg of trash is disposed of per person per day, which amounts to nearly 181 Mt per year. This amount is more than double the waste produced in 1960, and these numbers are expected to continue to increase. Canada produces approximately 1.68 kg of waste per person per day. The EPA estimates that in the United States 64% of our garbage is landfilled, 18% recycled, and 18% incinerated. Even with continued increases in recycling and incineration efforts, the EPA projects that the United States will still need 82% of today's landfill capacity in the year 2000. Data on the exact number of landfills in the United States and Canada is conflicting in part because of changing definitions of what constitutes a landfill and because of inadequate record- keeping by some states and provinces. An estimate of the number of municipal solid waste (MSW) landfills in the United States in 1990 to 1991 ranged from 4 462 to 10 467 with an average estimate of 6 600. In Canada the number of MSW landfills reported varied from 5 493 in a 1982 survey to 1 766 reported in a 1991 National Solid Wastes Management Association (NSWMA) survey (Repa and Sheets, 1992b). A properly operated MSW landfill on average requires 1 hectare of land per year per 25 000 people (Coates, 198 1). In addition to MSW facilities, there are also waste disposal facilities needed for hazardous waste and low level and high level radioactive waste. In 1983, approximately 266 Mt of hazardous waste was generated in the United States, almost 50% of this by industrial production. About 68% of the hazardous waste generated in the United States and Canada and almost 50% generated in Europe are still landfilled (Egger, 1987). In 1985, approximately 51 000 m3 of commercially produced low level radioactive waste was disposed of in radioactive waste disposal sites across the United States (Jungling and Greeves, 1989). By 1987, the US defense program had produced approximately 10 000 t of high level nuclear waste. In addition, there were approximately 14 000 t of spent fuel assemblies from commercial nuclear power plants in temporary storage; the amount is expected to nearly triple by the year 2000. Presently most commercial spent fuel assemblies are stored in water-filled pools at nuclear power plants. Defense waste is stored on federal reservations in surface and underground steel tanks (Anon., 1987). Under federal law nearly all waste disposal and containment sites are required to have a liner or barrier and a cover system design that meets federal- or state-approved hydraulic conductivity requirements for the type of waste that the site will receive. When approved materials, necessary for constructing the waste containment structure, are not available on site, one of the most economical ways to meet these requirements is through the use of clay, soil/clay, or clay/geotextile materials. In a 1991 survey by NSWMA of its members and other select private sector facilities, 81% of the surveyed landfills had some type of liner system. About 75% of these liners were clay materials (either recompacted or natural). The remaining 30% were using flexible membrane liners as part of a liner system. Clay liner materials are most commonly used in the South, Midwest, West-central, and South-central regions of the United States. About 93% of the landfill facilities had closure plans, and of these 91 % were using clay materials in some way for the final cover material (Repa and Sheets, 1992a). Waste barriers and containment structures take several basic forms, and they are used in a variety of different applications: 1) cutoff walls, 2) soil or soil/clay-admix liners, 3) geosynthetic bentonite-clay/geotextile membranes, 4) radioactive waste containment barriers, and 5) synthetic geomembranes. "A macro model for the steel usage pattern in Japan is proposed. The steels are classified into four types; converter steel for machinery and for construction and electric furnace (EF) steel for machinery and for construction. The steels are assumed to be discharged from the society in accordance with lifetime distributions of each usage. The amount of EF steel and the accumulation in society are calculated using a population balance model. The comparison with the calculated results and statistics ensures the validity of the model. Since the amount of EF steel for construction will increase and be oversupplied, EF steel will have to be used for machinery. The required and available amounts to supply EF steel for machinery are considered from the point of allowable· copper concentration for machinery use. Copper contaminates steel used for machinery during recycling process and contamination ratio is evaluated with the model. Copper concentration in EF steel is predicted for various scenarios.IntroductionThe amount of CO2 emission from Japanese steel industry is 48.0 million C-ton in 1990 and it occupies 15.1% of the total amount in Japan. In order to reduce the C02 emission and to save the natural resources, it is strongly required to promote the recycling of steel. However, the impurity contaminates steel in recycling process and lowers its quality. The copper concentration in EF steel is analyzed by Toi et al. using a macro model with the assumption that steel is discharged in proportion to the accumulation amount [1]. However the discharged amount of products is dependent on their age for service and usage pattern and not on the accumulation amount. In addition, the degree of copper contamination is different depending on the usage of steel. Therefore a precise model that contains the age for service within the society as a parameter and distinguishes the usage· of steel is necessary in order to clarify the problems in the recycling of steel."

Fine coal refuse is often pumped, as slurry, into surface impoundments as a means of permanent disposal. As the available volume is filled, the height of the embankments are frequently increased. Many times the additional embankment material is placed upon consolidated fine coal refuse. There has been some concern about the long-term effect of consolidation of this material at or above the liquid limit upon its shear strength. A laboratory investigation was performed using three different types of fine coal slurry taken from Central Appalachian coal preparation plants. The refuse was consolidated in 10-foot plexiglass columns under incremental amounts of surcharge loading. The incremental loads were designed to simulate the effect of increasing the height of a refuse embankment on top of the consolidating coal slurry. After the refuse in the columns had consolidated for several months, the columns were cut apart and triaxial tests were performed on both the consolidated material and unconsolidated material for comparison of their shear strength parameters.

This U.S. Bureau of Mines report is an analysis of underground coal mine fire incidents occurring in the United States during the 15 years from 1978 through 1992. The fire data used in this analysis were obtained from Federal Mine Safety and Health Administration (MSHA) mine fire investigation reports. Fires were analyzed by year, state, coal bed thickness, mining method, evacuation measures taken, ignition source, burning substance, location, equipment involved, detection method, time of day, number of injuries and fatalities, and method of extinguishment. In all, 164 fires are reported, or an average of 10.8fires per year. The most common ignition source was electricity, the most common burning substance was coal, the most frequent fire location was the belt entry, belt conveyors were the most common equipment involved in fires, and water was the most common extinguishing agent.

The flocculant-assisted hydrocyclone involves the addition of a flocculant to the cyclone feed for the purpose of obtaining a clear cyclone overflow, and thereby eliminating or reducing thickener requirements in tailings disposal operations. This paper describes the testing of this concept on the iron ore tailings of Quebec Cartier Mining Company's Mount Wright Concentrator. The current practice at Mount Wright makes use of conventional hydrocyclones and thickeners for the disposal of their tailings, which are generated in a spiral gravity separation circuit. The test work was conducted primarily on their cyclone overflow product which becomes the feed to the thickeners. A detailed study was carried out to determine the sedimentation properties of these tailings in terms of their response to a variety of flocculating reagents, and to varying conditions of pH, pulp density and flocculant dosage. The tailings were then processed in a laboratory hydrocyclone with the aid of flocculants. The use of a shear resistant flocculant, in particular, was found to yield cyclone overflows with low solids contents. Based on the test results obtained, a conceptual flow sheet has been proposed for the treatment of the iron ore tailings at the Mount Wright Concentrator.

For many years excavations were made in rock exclusively by conventional blasting methods, and without concern for damage to the rock surfaces which remained after the excavation was completed. Recently, however, there is an increasing awareness for the importance of making rock excavations with as little damage as possible to the remaining rock surfaces; consequently, several revolutionary new precision blasting techniques have been developed during the past few years. These techniques, variously known as cushion, smooth- wall, perimeter, pre-shear, and pre-split blasting, basically involve the creation of a fracture plane in the rock between a series of blasted holes. The variations in each of these techniques are largely due to the differences in hole diameters, hole spacings, methods of charging, and sequence of blasting used to achieve certain specific results. The development of these precision blasting techniques was initiated by Canadian Industries Limited in 1953 at the time the Sir Adam Beck No. 2 Hydro-electric Project was under construction by the Hydro-Electric Power Commission of Ontario. Since then, these techniques have been somewhat advanced, and they have been applied with varying degrees of success to a number of projects. These projects include railroad and high- way cuts, dam spillway channel excavations, canal excavations, tunnel driving, shaft sinking, and other underground applications.

I work for the State of Washington as an Explosives inspector. My paper will describe the mission of the Wa. State Dept. of Labor pertaining to explosives and the regulation of explosives in the State.Blasting safety is high on the public safety list and the regulation of explosive use and storage has been mandated through legislature. The Dept. considers pro-active partnering forexplosive safety preferable to after-the-fact citations for non-compliance.In some cases, the Dept. will issue civil citations with monetary penalties, meant to be a deterrant, of course, to blasters who choose not to comply with the explosive regulations of the State.The Dept. has also revoked and suspended blasting licenses. In some instances, the Dept. has allowed recipients of citations with monetary penalties to reduce the amount paid by attending technical training classes. The idea here, is to reduce the chance of reoccurence of unsafe blasting practices. The State of Washington partners with MSHA in the regulation of explosives use and storage in mines, pits and quarries in the Stateas well as working closely with law enforcement, State and local fire marshals, ATF,and is active in ISEE in part of it’s ongoing effort to promote explosive safety and establish communications in a nonadversarial way with explosives users. My paper will include some statistics on licensing in the State, pounds of explosives used, inspection numbers, numbers and types of complaints with information from the inspections resulting of these complaints. My paper will include examples of storage, both good and bad, examples and pictures of fly rock incidents, accidents, near-miss close calls, break-ins, thefts, and abandoned explosives. This paper may also include a brief summary of my opinion of explosive regulation and my job as a regulator, including examples of high and low points of the job, joys and frustrations.

We have in southeast Kansas a variety of soils underneath which are a variety of subsoils compressed into what is commonly called “ hard pan.” These soils are of six types, ranging from a clay to a sandy loam. The surface soil in Cherokee County and Crawford County, of whatever quality or type is, generally speaking, from 6 to 12 inches in depth. The so-called “hard pan” ranges from the native grass roots to a depth of from 2 to 12 feet, and in some places even deeper than that.
