EPA's Office of Solid Waste (OSW) is developing a program, under Subtitle D of the Resource Conservation and Recovery Act (RCRA) to regulate the management of non-coal mining wastes. In May 1988. OSW produced a "Strawman", which is a working document that is precursor to a proposed rule. OSW has been working closely with environmental groups, industry, and States to solicit comments and feedback on the mining waste program. OSW currently plans to release a second "Strawman" in early 1990. A proposed rule is tentatively scheduled to be published in the spring of 1991.

Steven Tubbs From mine to farm is a long journey for Florida's phosphate, but it is an important one to the American farmer who uses phosphate fertilizers to replenish the soil and produce the crops which eventually wind up on the American dinner table. In this phosphate-food connection, transportation plays a vital life-giving role, a role that is unique because of the large quantities of phosphate produced and the mineral's location in relation to its markets. Florida Leads World Florida is the world's largest phosphate producer, supplying 80% of the nation's and a third of the world's annual total. About 95% of Florida's phosphate goes into agricultural chemicals, with 90% going into fertilizers. Phosphate production is primarily concentrated in west central Florida, with the exception of mining and processing in north Florida by Occidental Chemical Co. The phosphate rock is beneficiated at the mine sites and then is transported out of Florida in a raw state, or to one of the industry's 18 chemical complexes where it is processed further. In 1981, Florida produced more than 42 Mt (46 million st) of phosphate rock-a 1% decrease from 1980. The industry also produced more than 12 Mt (13 million st) of phosphate chemical products in 1981 and transported them to both domestic and foreign customers. This year, the state's phosphate production and shipments are substantially lower than recent annual levels because of a depressed worldwide phosphate market. With production down slightly in 1981, shipments declined and company inventories increased dramatically. Phosphate-related shipments through the port of Tampa alone fell 20%. As a result, in 1982, phosphate operations cut production to reduce inventories. According to the Fertilizer Institute, during the fiscal year ending June 30, 1982, phosphate rock production fell 18%; phosphate rock shipments, 28%; finished fertilizer production, 30%; finished fertilizer shipments, 25%; and phosphate rock exports declined by 20%. Despite depressed conditions, Florida phosphate production and shipments are expected to increase in the near future with more rock being processed into fertilizer products. It is generally expected that drilling and blasting be a routine part of a mining process where the blastholes are drilled, left for a period of time and then primed, loaded with explosive, stemmed and then detonated via an appropriate surface initiation system. The occurrence of a premature detonation(s) therefore results in a great deal of consternation and disruption to the mining operation.

The overall purpose of this research was to improve the understanding of how the post disaster seismic location system works, what determines the signal size, what is the character of the seismic noise, how well the system can detect blows from a trapped miner, and how well the source of the blows can be located. Based on an improved understanding of the system, improvements were suggested in the seismic subarray configuration, and in the system deployment procedures. An important part of this research was to become familiar with the seismic system operation and to work with the Westinghouse Electric Corporation and MSHA personnel to modify and improve the system. To accomplish this we participated in the planning, execution, and data analysis for a number of seismic field tests. Several in-mine field tests were conducted. From these tests the capabilities of an in-mine seismic system were analyzed and specifications were made for designing an operational in-mine system. Several portions of the work done on this grant were covered in previous reports. In particular the capabilities or the presently operational surface based seismic location system has been thoroughly documented by Durkin and Greenfield (1981). Portions of the location procedures and effects of mine openings on seismic signals have also previously been published. These portions or the work will only be summarized in this final report.

The pressure and flame development of the methane-air-nitrogen system was investigated in the Bureau's l2-foot-diameter sphere to define buoyancy effects and to develop relationships for predicting venting requirements. Pressure rise (?P) is defined as a function of time (t) and nitrogen dilution and is shown to deviate noticeably from the cubic law (?P = kt3), depending upon the period of combustion and the mixture composition. Corresponding flame speed (Sf) and burning velocity (Su) data are given which show that Sf is time dependent and that Na dilution has a greater effect than air dilution in inhibiting the flame propagation. The Su data agree with "accepted" values and are unique in that they are based on much larger flames than those used in other investigations. Downward propagation limits are shown to depend mainly upon buoyant forces, which can affect the burning of even stoichiometric CH4-air systems. Theoretical expressions, based on the mixture burning velocity and expansion ratio, are given for predicting the venting requirements for ignitions of hydrocarbon-air-nitrogen mixtures in spherical or cubical enclosures.

"INTRODUCTION Sulphuric acid of various concentrations has long been used as a reagent in the determination of olefins and aromatics in hydrocarbon oils 4 such as gasoline, kerosene, and neutral oils from coal—tar distillates. Despite its long use, however, there is no general agreement as to optimum conditions and concentration of acid, and numerous methods and modifications have been recommended. In most cases, treatment of the neutral oil with 60 to 90 percent sulphuric acid, followed by distillation to the original endpoint to remove olefin polymers, is recommended for the estimation of unsaturated hydrocarbons. The distillate thus obtained is taken as olefin—free oil and used in later stages of the anlysis. Aromatic hydrocarbons generally are determined in the olefin—free oil by suphonation with more concentrated acid (96 to 100 percent and fuming sulphuric acid are recommended), the hydrocarbons not attacked and removed as water—soluble sulphonic acids being considered as saturated hydrocarbons. In some cases the saturates are examined further by differentiatingbetween cyclic (naphthenes) and acyclic hydrocarbons (paraffins). Generally this is achieved by physical methods, although strong sulphuric acid is known to react preferentially with some types of saturated hydrocarbons,It was the purpose of the present work to make a general study of this type of analysis and to investigate the reactions of hydrocarbons under conditions often used in analyses that employ sulphuric acid reagents. Since previous work is not in good agreement, the optimum concentrations of acid for the different stages of the analysis were determined. Several sulphuric acid methods previously recommended and new modifications were compared, two synthetic solutions being used as the reference oil. The results obtained are presented below under separate headings."

Control shearer-generated airborne respirable dust on longwall mining sections. Approach Previous Bureau studies have shown that using high-pressure water can have a significant impact on the amount of airborne dust released into the face airflow while cleaning and controlling the airflow in the immediate cutting zone. The basic concept to improve the drum water spray system was to utilize high-pressure (1,200 psi) inward-facing drum sprays to improve the dust knockdown efficiency of the spray system and confine the dust to the face area. This system would minimize the exposure of the shearer operator through dust avoidance and decrease face dust levels by suppressing the amount of respirable dust that becomes airborne. System Design In-mine tests were designed to provide information that would permit evaluation of the operation with different spray orientations and water spray pressures. This was achieved by comparison with a conventional baseline wet-cutting system consisting of 26 low-pressure bit sprays, located on the hit blocks to provide pick-point flushing. Total drum water flow was 60 gpm and was maintained continuously throughout all tests. The high-pressure inward-facing drum water spray system consisted of sprays located in each bit block, oriented 15° and 30° toward the face. The inward-facing water spray system was operated at either 800 or 1,200 psi.

Harry HaRkness Stoek, whose sudden death on March 1,1923, was a great shock to his friends in all park of the country, was a man of remarkable personal characteristics and mental ability. Through an acquaintance with him of nearly 35 years, during 12 yeam of which I was intimately associated with him both in business and socially, I learned to appreciate his many high qualities, his strict adherence to high professional and social ideals, and his lovable traits of character. In this appreciation I was joined by every one who was thrown in close personal contact with him. He was a conscientious student, not given to hasty judgments, but when he formed an opinion he was positive in upholding it. At the same time, he was most courteous and kindly in combatting that which he believed was erroneous. In fact, I never knew a person of his attainments more modest, forceful and kindly, or one who had a keener sense of clean humor. In his private life,he was a devoted husband and father, a consistent communicant and worker in the Episcopal Church, and was charitable in all things. In fact, his whole life was marked by helpfulness to others and a determined and successful effort to "make the world better by his having lived in it." Doctor Stoek was born in Washington, D. C., Jan. 16, 1866. His early education was obtained in the public schools of that city and he graduated from the Central High School in the first class to graduate from a high school in Washington. He entered Lehigh University in 1883, graduated in 1887 with the degree of Bachelor of Science, and after a year of post-graduate study in mining and metallurgy he received the degree of Engineer of Mines. During the summer vacation in 1885, he served as an assistant in the Department of Mineralogy in the National Museum at Washington, and during the summer of 1887 acted as U. S. Government inspector of dredging on the Tharnes River, Connecticut. From June, 1888, to January, 1900, he was assistant engineer for the Susquehanna Coal Co., at Wilkes-Barre, Pa. From January, 1890, to June, 1893, he was Instructor in Mining, Metallurgy and Geology at Lehigh University, and had charge of all courses in mining and metdlurgical design, and the visits of students to mines and metallurgical

A new solvent extraction process for the removal of halides from zinc sulphate solution was tested in pilot plants at both a 0.1-L/min scale and at a 3-L/min scale. Teck Cominco?s process is called the HalogonTM process, for which patents are pending. Mixer-settlers were used for the 0.1-L/min pilot scale and two BATEMAN pulsed columns for the higher rates. Pilot testing was performed with commercial zinc sulphate solutions containing variable amounts of chloride and fluoride. Sulphate extraction was also controlled and deleterious halides were loaded and stripped into a form suitable for disposal. The engineering aspects and economics of this solvent extraction process for halide removal are also reported.

It is a matter of importance to use the lower alkyl monoethers of propylene glycol (polyPGME) as a frother in sulfide mineral flotation, for their compounds are highly soluble in water and are surface active frothers to some extent. The purpose of this study is to clarify fundamental roles of frothers in sulfide mineral flotation by investigating the effects of polyPGME on the floatability of galena with xanthate and adsorption property those ethers at the liquid/air interface. Fundamental investigation on the flotation of sulfide minerals using o,o-dialkyl dithiophosphates has been carried out through galena floatability tests in the following two cases:(l)single use of dithiophosphate for sulfide mineral collection and (2) joint use of dithiophosphates for its collection.

Appalachian coalfields have been the predominant source of quality coals since the inception of commercial mining in the United States. In a broad sense, Appalachian coalfields can be considered those east of the Mississippi River, representing about 55% of total US coal production. In this special feature on Appalachia in MINING ENGINEERING, emphasis is given to the four coal-producing states of Pennsylvania, West Virginia, Virginia and (eastern) Kentucky. These four states produce more than 90% of the coal from the total Appalachian region, or about 40% of the total US coal production. Historically, Appalachia has been the principal source of coal for domestic industries and for export. There have been numerous fluctuations in the Appalachian coal industry during the past 20 years. Appalachia was affected by cyclical and structural changes in various industries, particularly the US steel industry, and changing world coal markets. It was also the region of more mine worker labor stoppages than other parts of the country. In general, the factors that affected Appalachian coal production over time are identical to those that determined changes in coal production nationally.

In 1987 Wyoming became the largest coal producing state in the country. The state is known for its extensive coal resources and extremely thick coal seams. Wyoming's coal reserves total about 69.3 billion tons, or 14.2 percent of the U.S. coal reserve. Coal seams range generally from 10 to 80 feet in thickness, although one seam is 220 feet thick. The coal-bearing areas of Wyoming underlie approximately 41 percent of the state's total land area. Wyoming's coal ranges from lignite to high volatile bituminous. Most of the coal produced is subbituminous from the Powder River coal region near Gillette. The presence of coal in Wyoming was discovered before 1834 on the Belle Fourche River. The state's first mine opened in Carbon County in 1865, and with the completion of the trans- continental railroad, the demand for coal increased. Currently approximately 80 percent of Wyoming's coal production is shipped out-of-state to meet the growing demand for low- sulfur coal to fuel electric generating plants. Wyoming received conditional regulatory approval November 26, 1980. Its Abandoned Mine Land Program was approved February 14, 1983.

"A key component of any geometallurgical investigation involves being able to predict element or mineral recoveries from simplified input data such as bulk chemistry and/or mineralogy. This relies on the metallurgist having access to accurate information regarding the chemistry of the ore and gangue minerals as well as the likely impact on processing/extraction caused by the impurities (present either as gangue or as substitutional impurities). In this study the chemical properties of two commercially important uranium minerals, brannerite (U4+Ti2O6), and uraninite (U4+O2), were characterised using X-ray diffraction (XRD), scanning electron microscopy (SEM), and electron probe microanalysis (EPMA). Significant levels of impurities were present in both samples with the uranium minerals deviating significantly from their ideal chemical formulae. Differences in chemistry were due to: cationic substitution decay of the uranium isotopes into radiogenic lead and other daughter products mixed uranium oxidation states post-depositional alteration.As well, the brannerite sample showed evidence of significant radiation-induced metamictisation. Leach tests to measure the ease of extraction of uranium from both samples were conducted over a wide range of conditions (temperature, acid concentration and oxidant concentration). For uraninite, the lower U dissolution rates observed in the natural sample compared to a synthetic UO2 sample were directly attributed to the presence of impurities. For brannerite, significant metamictisation of the natural sample led to enhanced U extraction rates compared to a heat treated fully crystalline sample. This study highlights the importance of detailed mineralogical characterisation studies in any uranium process mineralogy investigation as the compositional, textural and microstructural aspects of the main uranium phases present will likely play an important role in any process to extract uranium.CITATION:Ram, R, Charalambous, F, McMaster, S, Pownceby, M I, Tardio, J and Bhargava, S, 2013. This Bureau of Mines publication contains analyses and related source data for 271 natural gas samples from 22 States collected during calendar year 1982. All samples were obtained and analyzed as part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted since 1917. The analyses published herein were made by the mass spectrometer and chromatograph. The results of the investigation of the occurrences of helium are published annually to make the information available to the petroleum industry and the general public. Twenty-six publications have presented the results of 13,051 gas analyses vide prior to 1982. The first 3 bulletins (1-3)3 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960; these bulletins have been supplemented annually by information circulars (4-17, 19-24, 26) containing 7,833 analyses of samples collected since 1960.

Lipson1 has recently presented a technical note wherein theoretical considerations were used to demonstrate. that the adsorption us saturation relation for a linear absorption method is not necessarily a single valued function of saturation.1 It was concluded that the absorption us saturation relationship is subject to the same hysteretic effect as is the flow behavior between the drainage and imbibition systems. It is the purpose of this note to show, by experimental results, that for the manner in which fluids are distributed in porous materials during fluid flow, the relative X-ray absorption us saturation relationship is single-valued regardless of the saturation history. The design of the apparatus used to measure relative X-ray absorption of cores undergoing fluid flow tests is similar to that described by Morgan, McDowell and Doty. A few modifications have been incorporated in the design to increase sensitivity and simplicity of measurement. The sensitivity is such that for usual types of cores a recording pen movement of approximately 12 linear in. is occasioned between the recording of the core dry and when it is completely full of an absorbing liquid, a solution of approximately five per cent by volume of iodo-benzene in a close-cut hydrocarbon fraction, or a solution of 50,000 ppm sodium iodide in water. Two types of experiments were conducted, one in which the liquid was inside the core, and the other with the liquid outside the core. Tests with the liquid inside the core were run to cover the saturation range encountered in both the drainage (gas drive) and imbibition (liquid flood) flow systems. It is pointed out that the same core was used, but the tests were conducted at different times with the recording mechanism balanced at a different position. Therefore, the absolute values of relative X-ray intensity at any saturation are not the same in each test. In the second type of test the same core was used, but this time its pore space cmtained only gas, and various thicknesses of oil contained in plastic cells were placed in front of the dry core. As before. the relative X-ray ah- sorption was measured and compared to the quantity of oil in front of the core. The arrangement of the fluids with respect to the path of X-rays in these two types of tests represent fluid distributions of a wider difference than can be expected between that established in a core just due to imbibition and drainage saturation flow histories. Thus any deviation from a straight line relationship of the log of the relative X-ray intensity us saturation calibration should be readily apparent. Results of the laboratory tests are given in Fig. 1. A schematic diagram showing the position of the fluids with respect to the path of the X-ray beam is given for the two cases investigated. In the case where the oil existed outside the core (Case B), the log of the X-ray intensity (log, I/I,) is related directly to the cell thickness (amount of oil in X-ray beam path). This correlation is in full agreement with X-ray theory. The Hedley and Grant pillar strength formula is widely used within the South African mining industry to calculate pillar strengths in bord and pillar mining layouts, and is currently being used at Bathopele Mine. Bathopele is an operation of Anglo American Platinum near Rustenburg, mining the UG2 reef at depths ranging from 40 m to 300 m below surface. The formula includes a parameter K, which is a downrated uniaxial compressive strength value of the rock, used to calculate the strength of a pillar. At Bathopele Mine, for the shallower areas Less than 150 m the value was 33 MPa, but this was increased to 44 MPa due to the fact that rock mass conditions improved and there were no incidence of failure in the shallower areas. Underground observations showed pillars to be stable with no signs of failure, and it was questioned whether the design was not still too conservative, resulting in sub-optimal extraction ratios and consequently a loss of revenue to the mine. A trial mining section was started at the mine where the pillars were reduced from 6 m x 6 m to 5 m x 5 m and the pillar behaviour was monitored for the onset of failure. Numerical modelling was conducted using the TEXAN code to back-analyse pillar stresses in order to find a more realistic value for K. Results from the trial section indicated that the pillar design was in fact too conservative, and the value for K was adjusted to 54 MPa for future designs. This paper details the findings from underground monitoring and numerical modelling results, and includes details for further calibration of the K value in order to further optimize the extraction of the orebody.

Edgar Hall, Silverspur, Queensland, Australia (communication to the Secretary*):—Dr. Douglas has written on this subject before, and his influence has had a powerful effect on the eide of freedom among the' younger generation of engineers. Moreover, it is not the first time that he has attributed the decline of the copper-smelting industry in Swansea to the secrecy maintained by the firms there engaged in smelting-operations. In this latter statement I think his conclusions are open to criticism. Whether the firms mentioned have suffered by their secrecy is their own business—I hold no brief for them ; but that the decline of the copper-industry at Swansea was inevitable seems to me to he proved conclusively by Dr. Douglas's own writings. In his paper on The Copper Situation,' Dr. Douglas says : "In comparing iron and copper mining,...it must be remembered that 2 tons of average iron ore from the most prolific source now available ... will make 1 ton of metal; whereas from 33 to 75 tons (say an average of 50 tons) of copper ore must be mined to produce 1 ton of copper." And further: "Last year's production of iron was made from approximately 50,000,000 tons of ore. Our copper mines, to yield a production of 900,000,000 pounds, must have handled approximately 22,000,000 tons of ore, or nearly half the quantity raised from our iron mines." Is not this the key to the whole situation ? In transporting the 50,000,000 tons of iron-ore, 25,000,000 tons of the metal iron were carried so much nearer to the market, but the transportation of 22,000,000 tons of copper-orc would have carried only 450,000 tons of the metal copper nearer to its ultimate destination. "During the past few years, since flotation has become the paramount treatment method for most all kinds of ores, the Bureau has gathered the data on consumption of reagents used in the flotation treatment. The first report was issued in 1916. A brief review of such reports shows the progress made in the art of flotation, and each year brings forth development of new reagents or combinations of reagents that seem sure to survive, but research and progress spell their defeat, if not by entire elimination, at least subjects them to considerable modification. Fortunately, close cooperation between the Bureau and the operators has been the means of an exchange of ideas in research work, and the development, in plant practice, of such research work on a commercial basis, is one of the outstanding features in milling today.In past years flotation has been referred to generally as ""oil flotation""— today it might be more properly called ""chemical flotatioin"" Minerals can be floated today without oil. Chemicals alone will do the work, showing how little was truly known about the process heretofore. The term ""regents as used herein, includes both chemicals and oils. The total pounds of oils and reagents consumed during the year was greater than shown in the 1925 report. The 1926 total was 201,711,795 pounds as compared with 81,688,967 pounds for 1925. The equivalent in pounds of reagent use& per ton of ore for 1926 was 3.933 as compared with 1.7972 for 1925. This increase is due largely to the amount of lime which is added in the alkaline circuits particularly in the mills treating coppers ores, which accounts for the larger tonnages."

Whole-body vibration occurs when the body is supported on a surface which is vibrating. Occupational exposures to whole-body vibration mainly occurs in the transportation industry, but also in association with other industrial process. Epidemiological studies have frequently indicated an elevated health risk for the spine in workers exposed to whole-body vibration. With regarding to train or bus operators, a fall of drivers’ wakefulness level because of fatigue is often pointed out. This decrease in wakefulness results in an increase of the occurrence of accidents. However, a study of how whole-body vibration affects people's level of wakefulness has not been done. To test the hypothesis that exposure to whole-body vibration has a certain effects on level of wakefulness, the change of a subjective wakefulness level and changes of electroencephalogram (EEG) were observed under experimental exposure to short-term whole-body vibration. Methods Subjects are ten healthy male university students, with an average age of 20.7 ± 1.8 years old, and they are all nonsmokers. Using the equipment (CV-300, AKASHI) of whole-body vibration generator, we consider an exposure environment of actual driver work, so that set the frequency and the acceleration level as 10 Hz and 0.6ms-2 r.m.s.. The subjects were exposed to whole-body vibration in the seated position and exposure time was fixed for 12 minutes. Subjective wakefulness level was evaluated using the questionnaire of VASS (Visual Analog Sleepiness Scale) and KSS (The Kwansei Gakuin Sleepiness Scale). For the electroencephalogram (EEG) measurement, it was equipped with the electrodes based on the International ten-twenty electrode system (C3-A2, O1-A2, O2-A1). EEG activity in the alpha frequency band (8 – 12 Hz) is one of the most typical physiological indicator which represent the transition from wakefulness to sleepiness. AAT (Alpha Attenuation Test) which repeats three times each opened and closed eye for 1 minute was performed in a seating position with directions of the researcher in the beginning, in the middle and in the end of exposure to whole-body vibration. For analysis, power spectral analysis was conducted over the last 6 min of EEG, and wakefulness levels were defined as the ratio of mean alpha power during eyes closed versus eyes opened. The laboratory was kept at room temperature (21 ± 1.0 degrees C), humidity was 50 ± 5%, noise level was 63.6 dB (A) eq, and illumination 510 lx. Each experiment was started around 10:00 am to minimize the effect of biorhythm.
